Abstract:
Abstract This study examines the problematic of budget implementation in Nigeria using Delta State as a case study. The design of the study was descriptive survey. The population of the study comprised of 2383 senior staff in the Delta State Ministry of Basic and Secondary Education, Ministry of Economic Planning, Ministry of Works, Ministry of Housing and Ministry of Finance. The sample of the study consisted of 350 senior staff drawn from level 10-16 using stratified and simple random techniques. The instruments used for data collection was budget implementation questionnaire. The data were analyzed using mean rating and chi-square. The findings of the study revealed that there is significant relationship between politics of accommodation, poor commitment, compromised budget monitoring, culture of corruption and budget implementation in Delta State. The study also recommended among others that approved budgets should be religiously implemented without considering or accommodating the personal or selfish interests of different stakeholders in the political system, there should be genuine and high-level commitment to the execution of budgets after their approval so that such budgetary allocations and provisions can translate into concrete development in all the envisaged sectors, and there should be an efficient and effective monitoring of approved budgetary projects as well as zero tolerance for corruption.

Abstract:
The purpose of the study is to find out the effects of school location and teachers’ quality on students performance in Business Studies Examination in public secondary schools in Sapele Local Government Area of Delta State Nigeria. Four research questions guided the study, and the expost facto research design was used for the study. The population of the study was 2579 students that sat for Business Studies in the Basic Education Certificate Examination in public secondary schools in Sapele Local Government Area of Delta State for 2016/2017 Academic Session. No sampling was done population was used as sample for the study, as well, no instrument was develop for data collection, data were collected on request from Ministry of Primary and Basic Education, Sapele Field Office. Data collected were analysed using simple frequency count and percentage for the research questions. The results show that location does not have significant effects on students’ performance. Also, the findings revealed that qualification of teacher has significant effects on students’ performance. Based on the findings of this study, it was concluded that school location does not have significant effects on students’ performance in Business Studies examination in secondary schools in Delta State. As well, teachers’ qualification has significant effects on students’ performance in Business Studies examination in secondary schools in Delta State. Hence, it was recommended amongst others that Delta State Ministry of Basic and Secondary Education should employ qualified teachers to teach Business Studies in secondary schools in Delta State.

Abstract:
Primary health care (PHC) was conceptualized to play a ‘central hub’ role in health systems. Diabetes care services are presently unavailable in PHC facilities, except the screening programs that are carried out by non-governmental organizations. This implies there is issue of behavioural change wheel (BCW) of the stakeholders including the quartet of ministry of health, hospital management board, healthcare professionals (HCP) and diabetes patients. This narrative review investigates perception of stakeholders towards scaling-up of a diabetes context of PHC agenda in Delta State Nigeria. The study utilized data from ongoing studies including opportunistic and purposive sampling designs. Data from published literatures on Nigeria were also reviewed. The various stakeholders’ perceptions is that motivation is poor across board. The ministry of health as well as the hospitals management board, but not patients, have the capacity. Suggested ways of improving BCW in the state include increased allocation for the ministry of health, and retraining healthcare professionals. Others improvement measures including tackling socio-cultural beliefs, and taboos are suggested. Scaling-up and sustaining diabetes care program at the PHC level in Delta State is agreed to be the responsibility of all stakeholders. There is need to enhance capacity/knowledge among community members living with diabetes, and opportunity/practice among the HCPs, but most importantly attitude/motivation of all stakeholders.

Abstract:
Niger Delta comprises of the South-South states, Ondo state from the South west, Imo and Abia States from the South East region of Nigeria. Despite the huge mineral resources that the region generates and the driving force to the national economy, the region remains in abject poverty, youth unemployment, poor infrastructure and high level insecurity. This paper investigates the role of NDDC, successes and challenges in the development of Niger Delta region. The Marxist instrumentalist theory was adopted as the theoretical framework of analysis. Documentary method was adopted as the method of data collection and content analysis was employed as the method of analysis. The paper found out that the federal government has created several interventionist bodies which include the Niger Delta Development Board (NDDB) (1958), the Oil Minerals Producing and Development Commission (OMPADEC) (1992), the Niger Delta Development Commission (NDDC) (2000) and the most recent, Ministry of Niger Delta (2008). In spite of this various interventionist bodies, the region is still far underdeveloped with little or nothing on ground compared to what is being exploited from the region. As an oil producing region, it ought to enjoy massive infrastructural development, job creation, empowerment programs and peaceful society, among others. However, this paper is of the view that a lot still needs to be done, as the region is retrogressing speedily instead of progressing in regards to the core indices of development. This paper also found out that corruption has eaten deep into the affair of NDDC. There is also a report of a cabal who hijacks contracts and sells it to contractors that end up doing low standard jobs not in line with the bill of quantities or not doing at all. The paper recommends total restructuring of Ministry of Niger Delta and NDDC in area of staff posting and review of organogram of the board. There should be a think-tank team of individuals with reputable character both from government and representatives of the people, towards listing out the needs of the people according to preference. A review of projects done and the ones ongoing across the Niger Delta oil producing states with the contractors involved to see if it is in line with the bill of quantities, any contractor found wanting should face the full wrath of the law. Abstract:
The paper examines the existence, if any, of differences in gross margin between rural and urban areas in Delta State, Nigeria. Data were collected from all 275 poultry farmers registered with the Delta State Ministry of Agriculture, Livestock Department. The null hypotheses was that there is no significant difference in poultry farm gross margin between locations in terms rural and urban areas; managers with formal education in agriculture and managers who have no formal education in agriculture; and managers who have and who do not have prior experience in poultry business. Data were collected from all 275 poultry farmers registered with the State Ministry Agriculture using copies of a structured questionnaire and were analyzed using frequency counts, means and T-test. Amongst the findings were: Majority of poultry business operators have low level formal education in disciplines not related to agriculture; there was a significant difference in the mean number of years of schooling and courses studied between rural and urban areas but that there was no significant difference in number of years of prior experience. The T-test results failed to reject the three null hypotheses. The study concluded that indeed elements of opportunity may vary from place to place but the ability to exploit the benefits may moderate or accentuate performance. Entrepreneurial capacity building was recommended for poultry business operators’ state wide.

Abstract:
The paper examined the Nigerian state and development in the Niger Delta region. The Niger Delta region of Nigeria exemplifies the contrast between enormous wealth and severe underdevelopment. The Nigerian government has made several attempts to stimulate development in the region by establishing special development agencies. However, none of the special development agencies established have been successful in improving the living conditions of the people of the Niger Delta. As a result, the purpose of this paper is to investigate some of the challenges confronting the Niger Delta region, as well as the Nigerian government's responses to them in order to achieve development. The Marxian Political Economy (MPE) theory was used as the theoretical framework of analysis. The paper relied on secondary sources of data collection. It was discovered that the Niger Delta region faces unemployment and poverty, as well as a lack of quality education and healthcare, as well as water and transportation issues. Furthermore, the several specific development agencies established by the Nigerian government to address these issues are failing to change the narrative, as the people of the region remain impoverished. As a result, the paper recommended a change in the mentality on the part of the Nigerian government, of those who supervise the activities of the NDDC and the Ministry of Niger Delta Affairs, as a way forward to assure speedy development of the Niger Delta region.

Abstract:
Purpose: The study examines internally generated revenue (IGR) in Delta State as a tool for infrastructural development. The Ordinary Least Squares was used to analyze the impact of internally generated revenue on infrastructural development in Delta State; the data used covered the period between 2008 to 2018. Methodology: The data was generated from a combination of publishing materials and data from Delta State Ministry of Finance Findings: The study findings indicate that the internally generated revenue has an insignificant impact on government expenditure on health. This indicates that the fund generated internally within the state has not improved the spending on the health infrastructure. On the contrary, on education infrastructure, the result indicates that the internally generally revenue by the Delta State Government has a significant impact on government expenditure on education infrastructure. This result indicates that the internally generated revenue from Delta State has improved the money spent on the educational infrastructure. Unique Contribution to Theory, Practice and Policy: Based on the findings, the researcher recommends that the government should spend at least 40 percent of the internally generated revenue in financing the health sector through improved budgetary provision. This will improve the development process in Delta State. The Delta State government should put in place measures to improve the total money generated internally by levying and collating appropriate taxes.

Abstract Gamma-delta (γδ) T cells are innate immunity effector lymphocytes with known prominent anti-tumor reactivity against aggressive glioblastoma (GBM). However, therapeutic approaches have had limited success due to the protective blood-brain-barrier and the immunosuppressive GBM tumor microenvironment. In this study, we determined Vδ1 a Vδ2 γδ T cell populations in peripheral blood and paired tumor tissue samples in patients (n=40) following the resection and throughtout the therapy follow-up. Tumor samples were processed using enzymatic kits and gentleMACSTM Dissociator (Miltenyi Biotec Inc.) and tumor-infiltrating γδ T lymphocytes (TILs) were analyzed by flow cytometry.We found infiltration of both intratumoral CD3+ γδ T cell subsets in 68% tumor samples. We detected Vδ1 γδ T cells in the range 0-0.8% (median 0.26%). Majority of GBM patients presented the Vδ2 subset among TILs in the range 0-13.8% (median 1.5%). Functional studies showed prominent cytotoxicity of magnetically sorted Vδ1 a Vδ2 γδ T cells against GBM cell lines and more importantly against primary tumors. Detailed phenotypic profiling and single-cell sequencing of Vδ2 γδ T cells is currently underway. Next, we identified the EphA2 receptor as one of the targets for tumor-reactive Vδ1 γδ T cells. Specifically, we found that blocking of EphA2 expression resulted in significant inhibition of GBM killing mediated by Vδ1 γδ T cells. Furthermore, Luminex xMAP technology identified significantly elevated levels of stress ligand MICA and check-point inhibitor ligands PD-L1 (B7-H1, CD274) and B7-H3 (CD276) and galectin-9 in patients‘ plasma samples at diagnosis compared to age-matched controls.The patient’s clinical course and therapeutic protocols will be discussed.This study was supported by Ministry of Health, Czech Republic (grant NV19-05-00410 to AK) by Ministry of Health, Czech Republic-conceptual development of research organization (FNBr, 65269705). Abstract:
There is poor performance in mathematics among secondary school students in Delta State, Nigeria. Teachers, Parents, the government are all complaining about the poor performance of students in mathematics, and they are trying to find out how this problem can be solved. Many kinds of research have been carried out trying to find out the real cause of students’ poor performance in secondary mathematics, but they fail to focus much attention on the variable ‘study skills’ as one of the causes. The study is a survey type. Five hundred (500) students were sampled from 25 Government secondary schools, Delta State of Nigeria, through random sampling. The instrument used in gathering data for this study were the students’ Study Skills Questionnaire (SSSQ) and centrally set examination results from the state ministry of education. The result from the state ministry of education was used to gather data on the students’ performance in mathematics, while the questionnaire was used to gather information on students’ study skills. Two hypotheses were stated to guide the study, which was tested at a 0.05 level of significance using the SPSS and t-test statistic to analyze the data obtained. The result shows that there is a significant influence on students’ study skills and their performance in Mathematics. There was a significant difference between students who possess good study skills and those with bad study skills.

Il tema di ricerca sul Segretariato Generale della Presidenza del Consiglio dei Ministri si colloca su di un terreno che potremmo definire, genericamente, giuspubblicistico, posto al confine tra il diritto costituzionale ed il diritto amministrativo. Tale visione sistematica trae fondamento alla apparente vocazione del Segretariato, di soggetto istituzionale dalla doppia attitudine: da un lato, infatti, è preposto alla traduzione - in termini strettamente operativi - dell’indirizzo politico governativo e dall’altro svolge un’attività di monitoraggio e di raccolta di informazioni generali necessarie per il migliore svolgimento dell’azione governativa. Pertanto, per l’inquadramento e l’analisi delle differenti problematiche che avvolgono l’istituto sono state recuperate, per i profili d’interesse, diverse categorie giuridiche, alcune di stampo marcatamente costituzionalistico (a titolo esemplificativo, la funzione, l’indirizzo politico, il rapporto di fiducia, la posizione costituzionale del Presidente del Consiglio, dei Ministri e del Consiglio dei Ministri, categorie cui è stata aggiunta, per alcuni aspetti, la disciplina elettorale e, in particolare, la stessa formula elettorale, suscettibile di apportare una spiccata “mobilità decisionale” tra i diversi organi di cui si compone il Governo), accostate ad altre di specifico interesse amministrativistico (il coordinamento, l’atto politico, l’atto di alta amministrazione, la direzione, le strutture in cui si dipana l’organizzazione, l’azione amministrativa, la gestione finanziaria). Lo sviluppo del tema è proposto, in via preliminare, facendo riferimento all’inquadramento generale dell’istituto, attraverso l’esame della genesi e dello sviluppo della struttura burocratica oggetto dello studio, tenendo conto della versatilità operativa, sia sul versante strutturale, sia funzionale, dimostrata nel corso degli decenni di storia costituzionale del Paese, spesso costellata da avvenimenti politici e sociali controversi e, a volte, non privi di accadimenti drammatici. La dottrina non ha dedicato specifici studi ma si è occupata dell’argomento in via incidentale, nell’ambito di trattazioni di più ampio respiro dedicate alla funzione di governo nelle sue varie “declinazioni”, legando “a doppio filo” il Segretariato Generale della Presidenza del Consiglio al Presidente del Consiglio soprattutto nella misura in cui afferma che il Segretariato è struttura meramente servente del premier di cui sembrerebbe condividerne le sorti specie con riferimento alla conformazione strutturale e funzionale direttamente collegata alla maggiore o minore espansione dei suoi poteri (reali) di coordinamento e di direzione della compagine governativa, ponendo in secondo piano le funzioni “di continuità” istituzionale e di servizio al cittadino che pure sono assolte dall’organo. Ciò premesso, si è tentato di fornire una visione generale del Segretariato nella sua dimensione ordinamentale ed operativa, attraverso la ricognizione, scomposizione e ricomposizione delle sue numerose attribuzioni per saggiare il suo reale natura giuridica. In conclusione, anche a fronte della posizione netta della giurisprudenza, si è optato per ritenere che il Segretariato generale della Presidenza del Consiglio dei ministri sia attratto tra gli organi amministrativi.

La tossicodipendenza è ancora considerata una low politics pur essendo un fenomeno ormai consolidato e drammmaticamente diffuso, specie tra le nuove generazioni. In Italia si stima che il primo contatto con le sostanze avvenga intorno ai 12 anni, generalmente con i cannabinoidi. Il rapporto del consumatore con la sostanza, in molti casi si evolve, diventando determinante con conseguenze devastanti per il corpo, ma soprattutto per la psiche: la c.d Doppia Diagnosi. Anche l’età media di accesso ai servizi territoriali per le dipendenze (Ser.D.) è in drastico calo. I Ser.D hanno attivato dei percorsi preferenziali dedicati ai soggetti minorenni che si rivolgono più o meno volontariamente a queste strutture, ma di contro, la forte carenza di risorse e di personale compromette l’efficacia degli interventi sia a livello sanitario che a livello istituzionale. Il sistema dei servizi per le dipendenze così strutturato risulta essere poco efficiente, poco efficace, burocratizzato e in grave sofferenza. Un’ altra sfida è quella delle c.d. NPS – New Psycoactive Substance) sostanze non intercettabili dalle Forze dell’Ordine, perché non tabellate. Nemmeno l’aspetto legislativo italiano sembra essere aggiornato: si parla infatti di “Archeolegislazione”. Solo negli anni Novanta si assiste ad una svolta decisiva: l’emanazione del Testo Unico sugli stupefacenti DPR 309/90. All’Art.75, veniva introdotto l’illecito amministrativo per detenzione di sostanze a uso personale che rappresenta un punto di rottura nell’atteggiamento del legislatore, finora rigido e orientato alla sanzione. Si riconosce inoltre la necessità di coinvolgere professionisti del sociale dotati di specifiche competenze per far luce sui bisogni dell’utenza, e allo stesso tempo, considerando la tutela dell’incolumità pubblica. Ma come si fa ad intercettare ed agganciare l’utenza? In quale momento è utile farlo, in esordio o in situazione di sviluppata cronicità? Perchè intercettarla? Le risposte istituzionali a questi quesiti sono stati molteplici nell’arco degli ultimi 30 anni in Italia, ma si tratta di risposte partorite con strumenti poco calibrati, che lasciano ancora oggi ampi margini di discrezionalità di applicazione. L’obiettivo della tesi è indagare quindi il fenomeno tossicodipendenza – non come patologia - con particolare attenzione alla pratica professionale dell’assistente sociale svolta presso il Nucleo Operativo Tossicodipendenze (NOT). L’ ufficio incardinato presso il Ministero dell’Interno, presente nelle Prefetture-UTG di tutta Italia, è composto da Funzionari Assistenti Sociali, personale amministrativo e Dirigenti. La pratica professionale si estrinseca, in particolar modo, nei colloqui, che hanno l’obiettivo di rilevare il bisogno dell’utenza cercando di intercettare preventivamente il consumo occasionale, per evitare che si evolva in cronicità. Il duplice dialogo tra aspetto riabilitativo e aspetto sanzionatorio tipico di questo servizio, fanno del NOT un tassello importante sia per la riabilitazione del soggetto ma anche per la salvaguardia dell’incolumità pubblica. Il metodo adottato è quello della indagine compilativa, attraverso la lettura di testi di illustri studiosi del settore quali assistenti sociali, sociologi, psichiatri, e giuristi che hanno affrontato la materia puntuale e rigorosa. L’elaborato trae spunto dalla mia esperienza di tirocinio condotta presso la Prefettura- UTG di Padova dal Ottobre 2019 al Febbraio 2020. La tesi ha l’obiettivo di essere non solo illustrativa di un ufficio poco conosciuto, sebbene osservatorio privilegiato dalla funzione indispensabile, ma anche spunto di riflessione per una auspicabile futura revisione della normativa e riassetto del sistema di welfare in tal senso.

La tesis se compone de cuatro partes.
La primera tiene carácter introductivo, ofreciendo un visión general de la breve pero intensa experiencia profesional de Bruno Taut en Turquía. En particular evidencia como el acercamiento a la modernidad ejercido por Taut, bajo un punto de vista teórico y práctico, haya encontrado perfecta sintonía en el contexto cultural de la joven Republica Turca. Gracias a esta empatía Taut ganó el papel privilegiado de Experto en los debates culturales de aquellos años en el país, no sólo por la propuesta de un lenguaje arquitectónico moderno y al mismo tiempo devoto a la tradición, sino también en relación a temas diferentes como el estudio de la arquitectura tradicional y los problemas debidos a su conservación. La primera parte muestra además un catálogo descriptivo de las obras realizadas y de los textos publicados en Turquía entre el año1936 y el año 1938.
La segunda parte mira a los aspectos más eterminantes de la llegada de Taut como director del Departamento de Arquitectura de la Academia de Bellas Artes de Istambul y de la Oficina de Proyectos del Ministerio de Cultura. Se juntan informaciones procedentes de otros autores, de testimonios que en parte hasta este momento habían sido secundarios, de notas del diario turco de Taut y de un documento inédito, que nos permite entender la complejidad del procedimiento burocrático en el encargo que le fue confiado.
La información contenida en el documento inédito, sobretodo, tiene información sobre los primeros trabajos de la Oficina de Proyectos bajo la dirección de Taut: los proyectos para las Clínicas universitarias y el Instituto de Química de la Universidad de Istambul.
La tercera parte enfoca un aspecto de la actividad de Taut en Turquía hasta ahora desconocido: su papel de experto extranjero en el programa del Ministerio de Cultura para la protección de los monumentos históricos. Gracias a un artículo dedicado a la restauración del Mausoleo Verde de Bursa (una de las restauraciones más importantes de los años treinta) en el que se habla de la implicación de Taut en el proyecto, a notas de su diario y al texto de la Relación que Taut escribió para la restauración (documento inédito recuperado en Japón), la tercera parte busca hacer luz sobre esta anómala experiencia profesional, que no se limitó solo al caso Bursa sino que le implicó en otras dos importantes restauraciones de aquellos años.
La Relación sobre el Mausoleo de Bursa abre un nuevo capítulo sobre la actividad de Taut en Turquía y permite reelaborar las críticas empezando por los aspectos inéditos de sus pensamientos sobre las principales problemáticas de la restauración.
La cuarta y ultima parte contiene la traducción italiana de documentos: una carta del año 1916, conservada en Ankara, escrita por Taut a un destinatario desconocido, después del viaje a Istambul, en ocasión del Concurso para la Casa de la Amistad Turco-Alelmana con anexo al texto Impresiones de viaje desde Costantinopoli; el artículo-entrevista La casa Turca, Sinan, Ankara, publicado en el número de febrero de 1938 de la revista Her Ay; la Relación sobre el restauro de la Yeþil Türbe de Bursa, escrita en 1938.
This thesis is formed by four parts.
First one gives up an introductory overview. It aims to depict a general frame of Bruno Taut's both short and busy professional experience in Turkey. In detail it tries to show how transversal approach to modernity claimed by Taut quite fit the specific cultural context of young Turkish Republic. Thanks to this nearness Taut gained a privileged role of Expert alongside the cultural debate under definition in the country. This role was effective both for the diffusion of an architectonic language proposing a sinthesis between modernity and tradition and for different issues such as studies about traditional architecture and consideration about monumental heritage's preservation. This first part moreover displays a sort of descriptive catalog on realized works and published texts between 1936 and 1938.
Second part aims to frame most important aspects linked with Taut's debut as head of Architecture Department in the Istanbul Fine Arts Academy and of the Culture Ministry Architectural Office. Informations from different scholars, evidences untill now ignored, Taut's turkish booknote's entries and an unpublished official document compose critic machinery that allows to focus the complexity of bureaucratic iter standed behind Taut's assignment definition. Especially the official document displays precious evidences about first works Office was kept busy with under Taut's tenure: projects for Istanbul University's Medical Clinics and Chemistry Insitute.
The whole third part deals with an unknown Taut's activity side: his role as foreigner Expert alongside the Culture Ministry program for historical monuments preservation. Thanks to an article about the restoration of the Green Tomb in Bursa (one of the most important restoration works in the thirties) refering to Taut's involvement, to diary's entries and to the original Report Taut drawn up about that restoration (unpublished document recovered in Japan), this part analizes this professional experience not only focusing on Bursa case study but also taking into consideration other two restoration episodes (Ottoman Market in Ankara and a series of monuments in Edirne). The Report for Bursa's Tomb opens a new chapter on Taut's activity in Turkey and allows to redefine its critical assest moving from unusual statements Taut dealt with regarding Restoration's fundamental issues.
Fourth and last part is formed by some documentary fonts. It collects italian language translation of three documents: a letter, kept in Ankara, Taut wrote in 1916 to an unknown person after the trip in Istanbul on the eve of the competition for the German-Turkish Friendship House and the text Trip's impressions from Costantinople, the interview Turkish house, Sinan, Ankara pubblished in Her Ay magazine on february 1938, the Report on Green Tomb Restoration in Bursa written in 1938.

Il tema della valutazione della performance nel settore pubblico presenta molte problematiche. Innanzitutto, è molto difficile quantificare monetariamente il valore dei servizi offerti alla collettività, problema ulteriormente amplificato dal fatto che la collettività presenta delle esigenze eterogenee che devono essere considerate. La seconda problematica è rappresentata dal potenziale rischio di generare una spirale negativa della performance qualora le informazioni sulla performance venissero raccolte erroneamente (p.e. una valutazione non oggettiva) o utilizzate senza considerare i possibili rischi. Dopo aver presentato il sistema attualmente utilizzato per la valutazione della performance, questo elaborato mira ad individuare un modello alternativo di valutazione del personale operante nel settore pubblico, in particolare i direttori delle diverse divisioni che operano in un Ministero della Moldavia. Il presupposto alla base di questa tesi è che una buona performance del personale porti a una buona performance dell’intera organizzazione. A tal proposito, viene utilizzato il metodo DEA come modello alternativo per valutare alcuni aspetti della performance, vista la sua flessibilità in termini di dimensione e qualità dell’unità di analisi. Il principale punto di forza di questo modello è dato dal fatto che non richiede di predeterminare i pesi attribuiti alle componenti che determinano la performance (input e output), permettendo in tal modo una comparazione più oggettiva.

Oggetto di questa tesi sono le scuole per gli adulti emigranti realizzate in Italia nell’età liberale. Studiarle significa riportare alla luce una documentazione finora trascurata: atti delle amministrazioni comunali, documenti ministeriali, opuscoli e articoli di maestri, pedagogisti e politici. Condotta su materiale archivistico e bibliografico di prima mano, la ricerca rivela la presenza di una vasta rete di percorsi formativi per gli emigranti, promossi da varie istituzioni (Commissariato dell’emigrazione, Ministero della pubblica istruzione e Società Umanitaria) a partire dall’età giolittiana in poi, fino agli anni Venti. Di questo sistema di educazione e istruzione, diffuso nelle aree a maggiore tasso emigratorio, sono stati messi in luce il quadro normativo e l’orientamento pedagogico e didattico, che, come si è cercato di dimostrare, erano in relazione con le prospettive culturali e politiche del tempo.
The subject of this thesis is the schools for emigrant adults created in Italy during the liberal era. Studying them entails bringing back to light documentation overlooked until now: acts of municipal administrations, ministerial documents, in addition to brochures and articles written by teachers, educators and politicians. Conducted using first-hand archival and library materials, the research reveals the presence of a vast network of educational courses for emigrants promoted by various institutions (the Emigration Commission, the Ministry of Public Instruction, and Humanitarian Organizations) from the Giolittian era onward until the 1920s. This system of education and instruction, pervasive in areas with high rates of emigration, highlights the regulatory framework and the pedagogical and educational orientation, which, as we have endeavored to show, were related to the cultural and political perspectives of the time.

ZusammenfassungA settant’anni dalla lungimirante dichiarazione dell’allora Ministro degli Esteri francese Robert Schuman (1886–1963) il 9 maggio 1950 a Parigi, è possibile constatare come il lungo e sempre fragile processo di integrazione europea, finalizzato a realizzare “un’unione sempre più stretta tra i popoli dell’Europa”, abbia permesso il raggiungimento di obiettivi che hanno fondamentalmente migliorato la convivenza e la cooperazione sul nostro continente. In tal senso, un traguardo essenziale per gli Stati membri dell’UE è rappresentato dalla creazione di un mercato interno che assicura “la libera circolazione delle merci, delle persone, dei servizi e dei capitali”. Invero, l’istaurazione del mercato interno – al pari dell’integrazione europea – è un processo in continua evoluzione. La ratio istitutiva di un mercato unico sul continente europeo è quella di creare i presupposti per una crescita economica equilibrata, per ottenere la stabilità dei prezzi, per poter costruire un’economia sociale di mercato fortemente competitiva, che miri alla piena occupazione e al progresso sociale, e tutto questo con l’impegno di raggiungere un elevato livello di tutela e di miglioramento della qualità dell’ambiente e della vita delle persone.

AbstractTo analyze the resilience of road infrastructures to natural and anthropic hazards, the spatial and descriptive data provided by the Italian National Topographic Data Base (NTDB) and the 3D data coming from the LiDAR data of the “Ministero dell'Ambiente e della Tutela del Territorio e del Mare” (MATTM) can be used. The two datasets, having different nature, need to be properly joined. The aim of the work is the integration of the two datasets in a GIS environment for the 3D modelling of the anthropized territory and the optimization of the cartographic bases. On a test area, crossed by a network of linear infrastructures of great strategic importance and subjected to hydrogeological risk, an automated process has been implemented and tested in ArcGIS Desktop environment, to homogenize the data into the National Reference System. The planimetric component comes from the NTDB whereas the LiDAR data have been used to attribute the elevation to the extracted elements, to create the breaklines for a proper interpolation of the heights to build the Digital Terrain Model (DTM), to extract the height of the pitches of the buildings identified in the NTDB polygons, and finally to generate, filter and optimize the contour lines. The proposed workflow and the methodologies implemented also allowed the reconstruction of the volumes of each element involved (infrastructures and buildings) and to correct the altimetric aberrations present in the NTDB polygons.

The Netherlands is an extreme example of a country highly susceptible to both sea-level rise and river flooding. After the disastrous flooding of 1953, the Dutch established a legal framework for flood protection and realized a series of impressive delta works. A powerful institutional regime of autonomous regional water boards, a well-developed expert community, and the Rijkswaterstaat (the executive agency of the Ministry of Infrastructure and the Environment) maintained this framework making the Netherlands one of the best protected delta areas of the world, and an international hallmark for delta management. More recently, the Dutch reformulated their ‘delta approach’ in order to adapt to the possible but uncertain impacts of climate change. This chapter unravels the factors that could explain the long-standing policy success and the reinvention of this policy. Reinventing successful policies is not self-evident, because path dependency often prevents learning and change, and core competencies easily become core rigidities. In hindsight, the Dutch Delta Programme—an external vehicle to come to a revision of the Dutch delta approach—can be seen as a device to successfully combine exploitation (sustaining the successful elements of the former flood management regime) and exploration (developing new strategies and avenues to deal with new challenges related to climate change).

Chapter two explores the range of white responses to the war on poverty, focusing on the role of the Mississippi Catholic Church in supporting a state-wide job training program. It also tells the story of Marjorie Baroni, a white Catholic from Natchez, Mississippi who played a role in forging a biracial war on poverty in her local community. Baroni’s role illustrates not only the way in which the war on poverty provided opportunities for integration but also for women. Not simply through the “professionalization” of maternalism but also in roles as co-ordinators, administrators, and program directors. Following the creation of STAR—Strategic Training and Redevelopment—this chapter exposes the ways in which religious activism interacted with federally funded antipoverty efforts, from the Diocese of Natchez-Jackson to the Delta Ministry.

This chapter examines military building activity in the region in the light of Ottoman sources preserved in the Prime Ministry Ottoman Archive in Istanbul and memoirs written by the senior bureaucrats of the Empire. It aims to assess whether the military building programme of the sixteenth and seventeenth centuries continued in later periods in the same spirit as in the earlier time of conquests and expansion, or if the empire only supported repairs of existing strongholds. The issue was noted by numerous Ottoman writers as early as the Koçi Bey Risalesi in the seventeenth century. This chapter examines four frontier areas of the Ottoman Empire: the Hapsburg borderland in Croatia; the frontier between Montenegro and southern Herzegovina; the fortress line on the banks of the Danube in Wallachia; and the Danube Delta region near the Black Sea.

Groundwater pollution is a major issue in many tropical countries. Governments at all levels are doing little or nothing to supply inhabitants with clean and accessible water, particularly in Nigeria’s Niger Delta region. This study compares differences in water quality parameters in the study area (determine the level of pollutions in the different sites). The investigation made use of standard analytical methodologies. All sampling, conservation, transportation as well as analysis followed the usual APHA procedures (2012). To prevent degradation of the organic substances, all obtained samples were transferred to the laboratory, while keeping in an icebox. Result shows that during wet season, the mean values obtained for water quality parameters were significantly lower in site 9 compared with that obtained in other sites (p < 0.05) with the exemptions of temperature, DO, BOD, COD, acidity, TH, TDS, K, Mg, Zn, Mn, Cd, Pb, Cu, Cr, NH3, NO2, NO3, Ni though slightly lower in most cases in site 9 were not significantly different (p > 0.05) and both alkalinity and SO4 which were significantly higher in site 9 than site 1 (p < 0.05). Result obtained during dry season reveals that there is no remarkable difference in pH, acidity, Pb and Ni between the nine sites (p > 0.05) while other water quality parameters were significantly lower in site 9 than other sites excluding Cl and Mg which were both significantly higher in site 9 than site 8 (p < 0.05). Extra efforts must be made to completely understand the hydrogeochemical properties and appropriateness of groundwater in Nigeria’s core Niger Delta region in order to ensure quality groundwater supply for varied applications. As a result, this research will contribute to the establishment of a quantitative understanding of the effects of many causes on groundwater level changes in every aquifer worldwide. This analysis also reinforces a useful resource for scholars, activists, and public officials looking to improve community awareness, planning, and performance. The verdicts will serve as a valuable guideline for policymakers, the Ministry of Water Resources, and development practitioners, as they highlight the need for appropriate approaches to mitigating toxic elements of water resource contamination in the core Niger Delta in order to protect public health from carcinogenic and non-carcinogenic risks.

Sustainable water and land use planning is an important component of regional planning. Regional planning, as a multi-sectoral concept, serves as a framework for sub-regional and local planning. Water and land use planning needs as comprehensive a system understanding as possible, of water and land uses. This forms the basis for managing water resources quantity and quality, in coordination with the existing land use. The developed systematic GIS-based planning approaches, for a sustainable water allocation and water quality conservation, as well as the resulting recommendations for actions, supports water management on a regional and local planning level. The developed concepts are illustrated by up-to-date project results of the R&D research projects “ViWaT-Planning” Stolpe et al., in the Mekong Delta in Vietnam and “iWaGSS” Jolk et al., in the Olifants River Basin in South Africa. Both R&D projects are funded by the German Federal Ministry of Education and Research (BMBF) and are coordinated directly with existing water management institutions and their measures in both countries. The focus of this publication will be on the general methodology of planning support, in the fields of water and land use.

Between many difficulties, due to low funding given by Italian State, from Venice Biennale registers of purchased works it becomes increasingly clear that there is an interest in filling the gaps in museum’s collections in order to expand its boundaries beyond the national sphere and towards the contemporaneity.

Abstract:
Overestimation of long-term creep strength of creep strength enhanced ferritic steels is caused by inflection of a relation between stress and time to rupture. Creep rupture strength of those steels has been re-evaluated by a region splitting analysis and allowable tensile stress of some steels regulated in METI (Ministry of Economy, Trade and Industry) Thermal Power Standard Code in Japan has been reduced. A region splitting analysis method evaluates creep rupture strength in the short- and the long-term individually, which is separated by 50% of 0.2% offset yield stress. Inflection of stress vs. time to rupture curve is attributable to longer creep rupture life with a stabilized microstructure of creep strength enhanced ferritic steels, since tensile strength property, which determines short-term creep rupture strength, remains the same level. Accuracy of creep rupture strength evaluation is improved by region splitting analysis. Delta ferrite produces concentration gap due to difference in equilibrium composition of austenite and ferrite at the normalizing temperature. It increases driving force for diffusion and promotes recovery of tempered martensite adjacent to delta-ferrite. Concentration gap may be produced also in heat affected zone (HAZ), especially in fine grain HAZ similar to that in dual phase steel, and it has possibilities to promote recovery and, therefore, to decrease creep strength.

Introdução: Este trabalho surgiu a partir do estudo do resgate histórico de uma Escola que tem a parceria da Prefeitura Municipal de Parnaíba, responsável pela lotação de professores e pessoal de secretaria. A modalidade de ensino ofertada é a Educação Básica, nível fundamental I, com turmas de 1º ao 5º ano, nos turnos manhã e tarde. Iniciou suas atividades em 1989, por iniciativa do Curso de Licenciatura Plena em Pedagogia da Universidade Federal do Piauí (UFPI), CMRV. Após anos de funcionamento em prédio locado pela UFPI, na Rua Antônio Souza, nº 80, Bairro Reis Velloso, em 2020 passou a funcionar em prédio construído pela UFDPar. Objetivo: Diante dessas colocações, este estudo tem o objetivo de pesquisar, documentar, salvaguardar e comunicar o acervo de memórias e histórias da Educação do Piauí a iniciar pela cidade de Parnaíba com a Escola de Aplicação vinculada ao antigo Campus Ministro Reis Velloso (CMRV), hoje, Universidade Federal do Delta do Parnaíba (UFDPar), localizada na cidade de Parnaíba no Estado do Piauí para criar o Museu de História da Educação do Piauí. Materiais e métodos: Para esta pesquisa no primeiro momento realizamos um levantamento documental dos acervos da escola existentes, especificamente fizemos uma pesquisa bibliográfica; pesquisa documental – arquivos públicos, dados de registro (um acontecimento, em observância a normas legais e administrativas), dados de recenseamento educacionais – pesquisa eletrônica. Resultado: No que se refere ao tratamento às fontes, observaremos as especificidades de cada uma. Através deste pretendemos reconstruir as memórias e histórias da Escola com o objetivo de coletar informações para dialogar sobre conceitos de museu, museu escolar, patrimônio e museologia social, com o objetivo de sensibilizar para a criação participativa e coletiva de um Museu Virtual de História da Educação no Piauí e em Parnaíba em particular. Conclusão: acreditamos que um dos entraves durante esse processo é integrar a comunidade escolar nos desafios de reconstituição das memórias e histórias da Educação no Piauí, na cidade e na Escola.

Mas ao mesmo tempo, sabe-se que existe um desafio entre o tempo de dedicação para um projeto como este e as atividades rotineiras de projetos de software. Além disso, a necessidade de preparação das equipes de projeto para uma avaliação oficial sempre é considerado um fator crítico. Desta forma, o objetivo deste artigo é relatar uma avaliação realizada com equipes de projeto selecionados para uma avaliação oficial no modelo CMMI visando o nível 2. Nel 2010, la base sottomarina di Saint-Nazaire è stata dichiarata «Patrimonio del XX secolo» dal Ministère de la Culture et de la Communnication francese ed è divenuta il simbolo di un nuovo approccio patrimoniale che riconosce il patrimonio materiale e immateriale in tutte le sue forme, non limitandosi soltando al manufatto certificato come monumento. La memoria, i beni materiali o i luoghi poco conosciuti hanno così contribuito a definire una nuova dimensione urbana proiettata verso il futuro. Riferirsi esplicitamente al tema del rapporto tra waterfront e patrimonio militare, attraverso l’esempio di Saint-Nazaire, ci porta a riflettere sul ruolo del progetto urbano nella trasformazione della città contemporanea. Gli stessi principi collegano tale caso di studio a molte altre operazioni di rigenerazione della città europea e, in particolare, delle città portuali francesi. A partire dagli anni ‘80, per far fronte alla crisi del settore industriale, alcune città portuali, tra cui Marsiglia, Le Havre, Saint-Nazaire e Dunkerque, hanno elaborato numerosi studi e progetti sulle loro aree industriali obsolete o abbandonate, al fine di potenziare le attività portuali e di destinare gli spazi resi liberi a nuove attività. Il riconoscimento del valore di risorsa urbana e patrimoniale a tali aree portuali ha consentito di riattivare dinamiche economiche, sociali e spaziali spesso interrotte o in disuso. In 2010 the submarine base in Saint-Nazaire was declared ‘Heritage of the XX century’ by the French Ministère de la Culture et de la Communnication. Thereafter it became the symbol of a new approach related to heritage that recognises the tangible and intangible heritage in all its forms, not only restricted to the artifact acknowledged as a ‘monument’. Remembrance, the material assets or the little known places have thus contributed to defining a new urban dimension projected toward the future. The case of Saint-Nazare, relating clearly to the relationship between waterfront and military heritage, encourages us to meditate on the role of urban design in the transformation of the contemporary city. The same principles connect this case study to several other redevelopment operations in the European city and, in particular, the French port cities. Starting from the '80s, in order to face the crisis in the industrial sector, several port cities, including Marseille, Le Havre, Dunkirk and Saint-Nazaire, produced diverse studies and projects regarding their obsolete or abandoned industrial areas, in order to boost port activities and to allocate the vacant places to new activities. Acknowledgment of the value of these port areas as urban resources (as well as cultural heritage) has consented the regeneration of (often previously interrupted or abandoned) economic, social and spatial activity.

No entanto, antes de ministrar Ciências Naturais aos discentes deve-se dialogar buscando encontrar soluções e estímulo proporcionando o crescimento crítico, envolvimento social e cognitivo. O discente deve exercer sua cidadania e interagir com o mundo moderno e tecnológico através do desenvolvimento interligado. Os educadores são essenciais no processo educacional, assim como os métodos pedagógicos utilizados para auxiliar no processo ensino-aprendizagem, buscando suprir as dificuldades cognitivas, mostrando a ciências no cotidiano e sua importância, aprendendo juntos através da interação discente/docente/conteúdo. Desta forma este estudo teve o objetivo de diagnosticar as dificuldades dos discentes em uma Escola Estadual em São Vicente - São Paulo em aprender a disciplina de Ciências buscando compreender os fatores que dificultam o processo ensino-aprendizagem. Método: Após submissão e aprovação do projeto ao Comitê de Ética tendo como registro de CAAE o número 69677617.9.0000.5513 e com o número do parecer: 2.141.613, foi aplicado um questionário para os alunos do Ensino Fundamental referente à disciplina de Ciências com nove itens, com questões objetivas, onde os resultados foram expressos em gráficos através de porcentagens referentes as respostas dadas pelos discentes. Resultados: Observou-se que a maioria dos alunos gostam de estudar Ciências e afirmam ter dificuldade em aprender, porém parte desta porcentagem pode estar relacionada há termos alunos com deficiência, transtornos globais do desenvolvimento ou altas habilidades incluídos em classes comuns e há muitos casos que não são nem diagnosticados. Abordam que gostariam de ter um laboratório para realização de aulas experimentais, onde o professor da liberdade para discutirem temas relevantes durante as aulas, na falta poder-se-iam realizar experimentos mais simples usando materiais alternativos. Alguns alunos sentem vergonha de falar que não entenderam o tema trabalhado e a maioria diz que não entendem a maneira que a professora fala. Ficou evidente o interesse pelo próprio corpo e a saúde quando investigado o tema que os discentes mais gostam de estudar. Considerações finais: O docente de Ciências precisa acompanhar o avanço científico e tecnológicos buscando alternativas para a falta de recursos pedagógicos trabalhando de maneira interdisciplinar objetivando a qualidade do ensino. Abstract Objective and scope This paper aims to establish that proper resource management and governance within the Nigerian oil and gas industry, more specifically, her local participation policy, which focuses on adequately addressing the social and economic concerns of the host communities in oil producing regions of Nigeria, particularly in the Niger Delta, will ultimately lead to more secure and sustainable economic development and a more attractive investment climate for Nigeria. Methods Procedure, process This research study will employ an analytical approach, more specifically qualitative analysis, in analyzing the interplay between the various factors which have birthed low oil and gas productivity in the Niger delta region of Nigeria and how proper application of Nigeria's local participation policy can influence the circumstances and yield positive result. The research study will rely heavily on available literature and legislative enactments, as well as available case law on the issues concerned. The primary sources in the collection of materials for this paper will comprise of journals, books, and articles which address the relevant research questions guiding the scope of this paper. Results, Observation, conclusion Nigeria's local content policy, just like many other governmental policies in Nigeria, has been criticized as being vulnerable to corruption as a result of the manifest lack of transparency in the Nigerian oil and gas industry, and local content has already been labelled as a potential victim of capture as a result of this dearth in transparency. It is imperative that the broad discretionary powers granted to the local content monitoring board, and the minister of petroleum by the provisions of the Nigerian Oil and Gas Industry Content Development Act, be utilized in a manner devoid of parochial ethnic sentiments or political interest, in order for Nigeria to properly take advantage of the economic development benefits provided by the proper implementation of local content policy. The long term benefits of local content policy such as technology transfer, long term fiscal incentives, and the growth of local commerce and industry, will go a long way in setting Nigeria on a plain path to sustainable economic growth and better resource management. It is important that the Nigerian government play its role in driving local content policy by facilitating Nigerian enterprises to take active part in the local content programs, as well as keep tabs and monitor the effectiveness of local content policy in achieving its targets. New or additive information to the industry Proper implementation of Local Content policy in Nigeria will be beneficial, not just for the host communities but for the rest of the country, as well as for all investors in the Nigerian oil and gas industry, by providing thousands of employment opportunities for the locals, as well as providing a much needed technology transfer which will result in a structural transformation of not just the local manufacturing industries in Nigeria but the entire Nigerian oil and gas industry as well; thus addressing a major aspect of the social and economic concerns of the local people, and also giving Nigeria's economy a much needed boost towards achieving sustainable development in her natural resources sector.

Além disso, foram analisados módulos das apostilas utilizadas nas aulas, que são divididas em quatro módulos anuais. A partir dessa análise, foram necessários estabelecer diálogos, com duas professoras, sendo uma delas regente das aulas do quinto ano, com experiência em anos iniciais e a outra que ministra Ciências dos anos finais, também com experiência na sua área. A partir dos diálogos, foram feitas anotações em diários de campo e depois transcritas. Resultados – A partir da análise dos materiais, a temática em estudo foi encontrada em todos os materiais, porém indiretamente, em assuntos como: extinção dos animais, conservação dos recursos naturais, destino correto do lixo e consumo consciente de água. No momento do diálogo, uma das docentes relatou que o assunto vem sendo pouco abordado nas aulas, mesmo nos anos finais do Ensino Fundamental é desenvolvido em poucas abordagens nas aulas de ciências, somente quando são discutidos os assuntos mencionados anteriormente. Conclusão – A partir do desenvolvimento da pesquisa, foi constatada a necessidade de abordar mais a temática tendo um foco mais direto e incentivando os alunos a praticarem a Educação Ambiental em seu cotidiano. Se aprender desde o processo de alfabetização, a importância desta prática dentro e fora da escola, se terá novas gerações capazes de tornarem o mundo melhor e conservarem os recursos naturais e os seres vivos do nosso Planeta Terra.
