Despite the advent of the new Sustainable Development Goals, and noted benefits around the social, economic, and environmental aspects, the sustainable infrastructure development (SID) implementation process faces a number of challenges. Moreover, while there is a plethora of studies around sustainable infrastructure, there are limited studies undertaken on the influencing drivers and barriers particularly within the South Australian construction industry. This paper is aimed at filling that knowledge gap by identifying and ranking the drivers and barriers of SID implementation in South Australian construction organizations. A sequential mixed methods approach comprising questionnaires and interviews was conducted among construction professionals. The highly ranked drivers were identified as innovation, standardization of the word ‘sustainability’ (knowledge improvement), and close interaction of all involved stakeholders. “Lack of steering mechanism”, “multi-disciplinary nature of the word “sustainability”, and “lack of cooperation and networking” were the critical barriers. Suggested strategies and coping mechanisms for overcoming these barriers include instilling sustainability awareness, sustainability specifications, and governance frameworks. Strong and positive relationships were evident amongst all the drivers. This paper provides further insights into the knowledge and awareness of these drivers, which are cardinal to increased uptake of SID by the stakeholders, and barriers to overcome.

The purpose of this paper is twofold. Firstly, its aim is to ascertain the major aspects of job satisfaction for South Australian construction workers including the main ramifications of job satisfaction in the working environment. Secondly, it investigates the influence of key age-related factors i.e. chronological age, organisational age and length of service on major aspects of job satisfaction. The collected data for this study comprised 72 questionnaires completed by construction practitioners working at operational levels in the South Australian construction industry. Based on the responses from the target group, this study deduced that job dissatisfaction was predominantly related to the adverse impact on personal health and quality of life. In addition, indifference and the perception of dejection in the workplace are the main consequences of low levels of job satisfaction. Inferential analyses revealed that none of the age-related factors could significantly affect the major aspects of job satisfaction of construction workers in the South Australian context. The study concludes with providing practical suggestions for redesigning human resources practices for increasing the level of job satisfaction within the South Australian construction industry.Keywords: Job satisfaction, workers, age, construction industry, South Australia

Kangaroo management is important to the sustainability of Australia’s rangeland landscapes. The commercial harvest of kangaroos assists in reduction of total grazing pressure in the rangelands and provides the potential for supplementary income to pastoralists. Indeed, the commercial kangaroo industry is considered by natural resource scientists as one of the few rural industry development options with potential to provide economic return with minimal environmental impact. While the biology and population ecology of harvested kangaroo species in Australia is the subject of past and present research, the social, institutional and economic issues pertinent to the commercial kangaroo industry are not well understood. Our research is addressing the lack of understanding of social issues around kangaroo management, which are emerging as constraints on industry development. The non-indigenous stakeholders in kangaroo harvest are landholders, regional management authorities, government conservation and primary production agencies, meat processors, marketers and field processors (shooters) and these industry players generally have little understanding of what issues the commercial harvest of kangaroos presents to Aboriginal people. Consequently, the perspectives and aspirations of Aboriginal people regarding the commercial harvest of kangaroos are not well considered in management, industry development and planning. For Aboriginal people, kangaroos have subsistence, economic and cultural values and while these values and perspectives vary between language groups and individuals, there is potential to address indigenous issues by including Aboriginal people in various aspects of kangaroo management. This research also examines the Aboriginal interface with commercial kangaroo harvest, and by working with Aboriginal people and groups is exploring several options for greater industry involvement. The promotion of better understandings between indigenous and non-indigenous people with interests in kangaroo management could promote industry development through the marketing of kangaroo as not only clean and green, but also as a socially just product.

After three years of trying, the Coalition Government finally succeeded in obtaining passage of several key workplace reform statutes in 2016. This followed the outcome of the federal election held on 2 July, delivering the Government a differently composed Senate and a new opportunity to secure support for its legislative program. This review article explains key aspects of the industrial legislation passed by federal Parliament in 2016, including statutes abolishing the specialist road transport industry tribunal, re-establishing the Howard-era regulator for the construction industry, and setting up a new agency to enforce enhanced governance and accountability standards for registered unions and employer organisations. Legislative amendments aimed at resolving the long-running bargaining dispute in Victoria’s Country Fire Authority are also considered, along with the Government’s muted response to the 2015 Productivity Commission review of the workplace relations framework. The article then examines developments at state level, including a major rewrite of Queensland’s industrial legislation, structural changes in New South Wales, and proposed changes to long service leave and the labour hire sector in Victoria. It concludes by noting the irony that just as the federal Government has tasted some success after a long legislative ‘dry spell’, its labour law reform agenda appears limited and piecemeal.

Research on sustainability in the construction industry is common in construction journals addressing the potential adverse effects conventional practices have in the construction community. Sustainability is addressed through the environmental, social and economic impacts in literature and researchers and practitioners always drive the need for an equal attention on these three dimensions, but not so successfully at present. Sustainability covers a broad content with various suggested approaches arising from different countries all over the world. Previous studies have investigated sustainable construction issues as a global concept and in individual developed countries such as the US, Australia, and China. The aim of this research is to investigate the extent of coverage, by academia, of the sustainability concept in UK construction industry, with a focus on the environmental and social aspects of sustainability, based on the Triple Bottom Line framework. The researchers conducted a systematic literature review, searching relevant articles with predefined criteria in two major bibliographical databases, which offer great coverage of the existing academic journals in social sciences. The study utilised the PRISMA reporting approach and the search resulted in thirty-one suitable articles. The findings revealed that environmental sustainability receives much more attention than social sustainability. Added emphasis is given to green buildings and materials used. Government regulations seem to be the leading driver for adopting sustainable practices, while lack of knowledge/awareness of sustainable best practices is the leading challenge.

Health hazards in construction include: ergonomic stresses such as bending, lifting and repetitive movement and vibration; environmental stresses such as heat, sun, noise, poor illumination, and wet or damp work; skin and respiratory exposure to chemicals and dust, as well as mental stress among managers, supervisors, and workers. In South Africa, these may add to the health problems experienced by construction workers because of poor community health, substance abuse, and inadequate health services. A self-administered questionnaire survey was conducted among the professional category of construction health and safety (H&S) practitioners to determine OH issues in construction. Findings include: the extent to which OH aspects were identified by respondents on projects in 2017 indicates that construction entails exposure to a range of OH hazards and risk; the degree of OH knowledge and awareness is limited as opposed to extensive; the source of OH knowledge is informal; there is a need for OH to be embedded in tertiary built environment programmes, OH continuing professional development (CPD), and a construction industry OH standard, and OH practice notes.

Abstract:This paper aims to explain why South Australian agricultural land use is focused on continually increasing productivity, when the majority of produce is exported, at the long-term expense of agriculturally-based communities and the environment. A historical analysis of literature relevant to the agricultural development of South Australia is used chronologically to report aspects of the industry that continue to cause concerns in the present day. The historically dominant capitalist socio-economic system and ‘anthropocentric’ world views of farmers, politicians, and key stakeholders have resulted in detrimental social, environmental and political outcomes. Although recognition of the environmental impacts of agricultural land use has increased dramatically since the 1980s, conventional productivist, export oriented farming still dominates the South Australian landscape. A combination of market oriented initiatives and concerned producers are, however, contributing to increasing the recognition of the environmental and social outcomes of agricultural practice and it is argued here that South Australia has the opportunity to value multifunctional land use more explicitly via innovative policy.

The Bolivar Sewage Treatment Works (STW) processes the urban and industrial sewage from the northern and eastern suburbs of Adelaide. The treatment capacity is equivalent to the sewage production of 1.1 million people. The disposal of more than 40 000 ML of reclaimed water into the sea has caused a progressive degradation of about 950 ha of seagrass beds which threatens the sustainability of the fisheries and marine ecosystems of Gulf St. Vincent. The current practice will no longer be viable to achieve compliance with the SA Marine Environment Protection Act, 1990. A Inter-Departmental Working Party recommmended that the Bolivar reclaimed water be disposed by irrigation of suitable land on the coastal plains north of Adelaide. They proposed the construction of two pipelines: a 12 km long pipeline to extend the distribution of reclaimed water in the most intense portion of the 3 500 hectares of irrigated horticulture on the Northern Adelaide Plains, and a second, 18 km long pipeline to deliver the remainder to a more northerly site for irrigation of an estimated 4 000 hectares of hardwood plantations. The paper summarizes the findings as they relate to public health, environmental, technical and financial aspects of land based disposal. Land based disposal would completely eliminate the marine degradation and also arrest the over-use of the NAP underground water resources for horticulture. The total net costs over thirty years for land based disposal are about $ 21.8 million. The ‘horticultural' pipeline of the land based disposal scheme is expected to be commercially viable. A shortfall in revenue from the afforestation component is expected and may need to be considered as an environmental cost of ceasing marine disposal.

Collaboration in decommissioning offshore infrastructure could save both industry and taxpayers billions of dollars and facilitate new industries and exports for Australia, especially in the Asia-Pacific region. At the end of the liquefied natural gas (LNG) plant construction boom, Australia must not miss out on this major new opportunity. The 2017 bid for Commonwealth funding to establish a Decommissioning Offshore Infrastructure Cooperative Research Centre (DOI-CRC) involved more than 30 participants and many other collaborators. High-level commitments were made by Chevron, Woodside, Shell, BHP, ExxonMobil, Quadrant, The University of Western Australia, Curtin University, the University of New South Wales, Deakin University, Australian Maritime College, CSIRO and Australian Institute of Marine Science. A Perth-based DOI-CRC was supported by National Energy Resources Australia, National Offshore Petroleum Safety and Environmental Management Authority and other Australian Government bodies and by the Western Australian Government and its Chief Scientist and agencies but did not receive sufficient support from the CRC Advisory Committee. Meeting decommissioning challenges in the North West Shelf, Bass Strait and the Northern Territory in a timely, robust, scientific, efficient and cost-effective manner that contributes to a sustainable marine environment should draw upon and augment international best practice with local capability and expertise. Good science and innovative engineering are needed to support regulatory approval of options such as ‘rigs to reefs’ and commercial opportunities such as in waste management and expanded fishing and tourism. APPEA and operators wish to maintain DOI-CRC’s momentum and learn from UK research arrangements through funding marine science projects. But we must be much broader if we are to build a sustainable world-class Australian decommissioning industry. In particular, we need to work more closely with state and federal regulators and policymakers and undertake more engineering science research and innovation.

The construction sector serves as the engine of growth to the South Africa economy because of its catalytic role in the growth and development of the country. This study focuses mainly on the influence of the macro-economic environment on the contribution of the private sector to construction in the South Africa economy from 1984 to 2011. Government construction work is considered to be an injection into the economy; in this regard, state construction is regarded as public investment in the economy; and therefore, it is anti-cyclic (Keynes, 1936). The aim of this study has been to develop an econometric model for predicting the influence of the macroeconomic environment on the contribution of the private sector to the construction sector in the South Africa economy. The research design adopted in this study was an “ex-post facto” type, otherwise known as a causal-comparative design. The data were extracted from the published sources of the South African National Statistics, namely SARB, Stats SA and Quantec SA. The estimation technique used in this study was the ARDL model using quarterly data from 1984 to 2011. This is because in the construction sector, the influence of the independent variables is always felt over time – rather than all at once. The results of this study show that there is a long run causal relationship between inflation rate, interest rate, real exchange rate, GDP and gdp in the construction sector. The descriptive statistical analysis shows that there is a negative relationship between variables inflation rate and interest rate and the private sector spending in construction. However, economic growth as well as growth in the construction sector has a positive relationship with the private sector spending in construction. Likewise, the real exchange rate and labour productivity in construction have a negative relationship with the private sector’s spending in construction and they are statistically insignificant. The variance decomposition analysis show that the private sector spending in construction explains about 75 per cent of it variations, followed by inflation rate that explains 21 per cent on the average; while the remaining variations, comprising about 4 per cent, were shared among the other independent variables, such as GDP, GDP in construction, the interest rate and the real exchange rate. It was discovered that only the inflation rate does Granger-cause the private sector spending in construction. From the finding it can be concluded that inflation rate is a significant explanatory variable in explaining the variation in the dependent variable during period under review. Policy recommendations are as follows: firstly, the monetary authorities in South Africa should embark on sound policies that would bring about low prices of the construction materials. This would ensure growth and development in the construction sector; secondly, a stimulating development plan that would encourage private sector investment in properties and infrastructural development must be instituted; thirdly, an alternative policy to the present inflation targeting is recommended that would bring about low inflation, high growth, low unemployment and stable exchange rate; fourthly, the present policy on interest rate must be reviewed to allow for more participation in construction projects by the private sectors of the economy; fifthly, due to the fact that fluctuation in the crude oil prices in the international market is one of the major factors causing high inflation rate in South Africa, government must source local alternative products that would bring down prices of construction materials.

The theory of sustainable development has received worldwide acceptance, and is characterised by the protection of environmental quality, social justice and economic development to ensure a quality of life for future generations. The concepts of sustainable development have transcended to all aspects of society, including the built environment through the Habitat Agenda and building sustainability rating tools. The thesis investigates the implications of sustainable development on how it relates to the building construction industry in South Africa. The study sought to evaluate the extent of consideration and motivation for the incorporation of sustainability criteria in building design, using the case of the South African Institute for Aquatic Biodiversity wet collection facility in Grahamstown. The goal of the thesis was achieved by evaluating sustainability considerations and barriers to adoption of sustainability criteria in the design of the SAlAB building, the rating of the building against the LEED ™ criteria, and evaluation of the applicability of the LEED ™ in the South African context. The importance of the research emanates from the fact that, despite the proliferation of sustainable development and sustainability rating tools in the world, there is no widely used building sustainability rating tool in South Africa, even though the country is industrialising with a very active built environment. The study therefore contributes to the body of knowledge necessary for the implementation of a building rating tool in the country, through an understanding of barriers to implementation. The research method used in the study was a case study with the intention of obtaining the design professional's considerations and challenges in the context of designing the SAIAB building. The case study used multiple data collection methods, with primary information obtained from interviews of professionals involved in the design of the building, whilst additional information was from analysis of technical drawings and review of literature on the subject. The findings of the research showed that there is an understanding of sustainability and consideration in the building industry even though there is no targeted intent to meet sustainability goals. The barriers to building sustainability were identified as lack of regulation, incentives, access to land, awareness, availability of professional codes and standards, economic costs and capacity. These barriers translated into a relatively low score, a silver rating for the SAlAB building when using the LEEDTM rating system. The implications of the findings suggests a need for the development of a comprehensive building sustainability rating tool suited for the South African context, with performance standards and a technical manual to support it. This should however be done in an environment where sustainability goals are supported by regulation and incentives have been developed.

The construction industry globally, contributes between 18% and 24% of the GDP, and because of its labour intensive characteristics, contributes handsomely to total employment, forming important backward and forward linkages with the rest of the economy. Nevertheless, the extent and sophistication of these linkages crucially depend on the relative development of the construction industry relative to the overall economy. In the developing countries, these linkages are not very strong because of the use of informal materials, which is not commercialised and whose opportunity costs are often zero, and the huge imports of construction materials used in the modem sector of the economy. However, whether in the developed or developing economies, the construction industry is a major contributor to economic growth and development by providing the necessary infrastructure that facilitates production, consumption and recreational activities. In fulfilling these activities, the construction industry generates huge wastes of which only a tiny proportion are recycled and reused. However, in economies and countries where adequate and functional housing is a problem mainly due to lack of affordability, recycling and reuse of construction waste is a necessary prerequisite to enhancing housing affordability in these countries. This is the current situation that South Africa finds itself "''here because of its past history of 'apartheid', economic opportunities and amenities were denied to the blacks. There is nowhere that this deprivation is more pronounced than in the built environment sector where housing shortages and general disamenities prevail. High levels of unemployment further exacerbate the situation, - - which is a consequence of low skills and high illiteracy-rates. Thus, housing demand and supply by this group of the population are most likely, on the evidence available, to fall predominantly within the low-income housing category. Presently, all households falling into this category rely on financial assistance from the government to facilitate low-cost housing consumption because of pervasive poverty, which itself is due to the very high unemployment rate, illiteracy, lack of skills and general deprivation: a legacy of 'apartheid' policies enforced by previous government. The dilemma however is how to meet the huge housing demand within the limited resources available to the government on the one hand, and on the other, to satisfy such demand without compromising the environmental sustainability of the physical environment. Thus, the thesis aims to determine ways in which the construction industry could contribute to the sustainability of the carrying capacity of the biophysical environment and enhance social sustainability by facilitating affordability through the possible reductions to construction costs through recycling and reuse. By means of questionnaires and detailed interviews, underscored by a qualitative research approach, the potential of construction recycling and the possible contributions to environmental sustainability and housing affordability are determined. At completion, it is expected that this work will not only contribute to existing knowledge but would be of significance in terms of policy formulation to construction industry practitioners, central and local government policy makers, and other governmental and non-governmental organisations operating in the area of housing.

Climate change has come to be understood as a deleterious phenomenon, which threatens business, society and ecological systems, thus making it imperative to understand its impact on human, social and economic activities as well as the impact of these activities on climate change. Against this background, this research sought to determine climate change intervention strategies in the mining supply chain in general, specifically focussing on opencast mining contracting and plant hire companies’ practices. This focus on the mining industry was driven by its importance in South Africa and globally, despite its significant direct and indirect contribution to climatic changes. The mixed-methods multiple case study focused on the climate change management of the Mutual Construction Company Group of Companies (MCCGC), an open cast toll mining firm and equipment supplier. Limited to two sites, Pilanesberg Platinum Mines (PPM) and Tharisa Minerals (Tharisa) Mines, the researcher gathered data through interviews, questionnaires, observations and document review. Data was analysed through deductive content analysis. The research made three major findings: (i) the MCCGC, like its principals PPM and Tharisa, does not have an explicit climate change management strategy. Instead, climate change is managed indirectly through implicit strategies seeking to manage environment, health and safety concerns of the mines, (ii) as a contractor, the MCCGC has had to adopt PPM and Tharisa’s implicit approach to climate change management strategies to meet contractual obligations, instead of an explicit approach and, (iii) the MCCGC and its principals’ commitment to environment, health and safety management, and implicitly climate change management, is not mere rhetoric but is being put into practice. The research concluded that MCCGC’s lack of expressed climate change management intentions and practices exposed the firm to climate change risks, most notably financial risks and reputation risks. Financial risks arise from possible ex post climate change liability. In addition, MCCGC is risking its contract tenures, particularly if the two mines change ownership and the new owners insist on an explicit rather than implied climate change strategy with all its suppliers. Reputational risks arise from the possible failure to attract new clientele and investors who may perceive MCCGC as a risky partner, due to an inept climate change intervention strategy

Phosphorus retention was measured in five pilot-scaled constructed wetlands with different configurations in terms of macrophyte species and substrates in order to evaluate the phosphorus removal efficiency of water plants and substrates in experimental ponds; assess the contribution of macrophytes to phosphorus removal through direct uptake, modification of water chemistry and impacts on the phosphorus adsorption characteristics of substrate; and, contribute to the optimal design and operation of constructed wetlands for the treatment of agricultural drainage water.

The Environmental Impact Statement (EIS) for the proposed Australian National Repository for low and short-lived intermediate level radioactive waste was submitted to Environment Australia for approval in the summer of 2002 and has subsequently undergone a consultancy phase with comments sought from all relevant stakeholders. The consultancy period is now closed and responses to the comments have been prepared. This paper describes some of the issues relevant to determining the radiological risk associated with the repository to meet the requirements of the EIS. These include a brief description of the three proposed sites, a description of the proposed trench design, an analysis of the radioactive waste inventory, the proposed approach to developing waste acceptance criteria (WAC) and the approach taken to determine radiological risks during the post-institutional control phase. The three potential sites for the repository are located near the Australian Department of Defence site at Woomera, South Australia. One site is inside the Defense site and two are located nearby, but outside of the site perimeter. All have very similar, but not identical, topographical, geological and hydrogeological characteristics. A very simple trench design has been proposed 15 m deep and with 5 m of cover. One possible variant may be the construction of deeper borehole type vaults to dispose of the more active radioactive sources. A breakdown of the current and predicted future inventory will be presented. The current wastes are dominated in terms of volume by some contaminated soils, resulting from experiments to extract U and Th, and by the operational wastes from the HIFAR research reactor at ANSTO. A significant proportion of the radionuclide inventory is associated with small volumes of sources held by industry, medical, research and defence organisations. The proposed WAC will be described. These are based on the current Australian guidelines and best international practice. The preliminary radiological risk assessment considered the post-institutional control phase in detail with some 12 scenarios being assessed. These include the impact of potential climate change in the region. The results from the risk assessment will be presented and discussed. The assessment work is continuing and will support the license application for construction and operation of the site. Please note that this is not the final assessment for the licence application.

The meaningful United States regulation of onshore oil and gas field waste/soil commenced in the mid 1980’s in response to a series of state, federal, industry and international initiatives. Most initiatives centered on the design, construction and operation of earthen pits used in the exploration and production of oil and gas (E&P). Prior to this time, earthen pits were constructed as needed by the operator and used in all phases of E&P activity. Chief concerns of the regulators were focused on what had gone into pits historically, what was going into them currently and was the E&P exemption excluding high volume E&P wastes from the Resource Conservation and Recovery Act (RCRA) regulations justified. Several investigations, including the comprehensive field study by the Environmental Protection Agency in 1987, determined E&P wastes are ostensibly non-hazardous. EPA concluded regulation of E&P wastes under RCRA Subtitle C was not necessary. To this day there is no U. S. federal regulatory program with exclusive jurisdiction over exempt E&P wastes. Other studies, primarily industry and academic, focusing on land limiting constituents, management practices and pit closure strategies revealed sodium salts and petroleum hydrocarbon in the form of diesel range organics were the primary limiting constituents. One state, Louisiana, adopted the technical aspects of these studies and developed a comprehensive regulation known as Statewide Order 29-B, which was based on the concept of limiting constituents and defined post closure performance standards. These standards limited salinity, sodicity, total metals and total petroleum hydrocarbon (oil & grease) with values varying with respect to landform, land use and closure technique. Other states have adopted some of the concepts and criteria advanced under 29-B but none are as comprehensive. Obviously there is a need to control what goes into pits and how pits should be closed. The industry would best be served by adopting the concepts and standards set forth in the Louisiana 29-B regulation. A few of the provisions could be changed to make it more palatable to industry without sacrificing the protection afforded human and animal health, safety and the environment. Internationally, particularly countries in South America embraced USEPA protocol for testing characteristically hazardous wastes, but 1) without the framework to handle the relatively large volume of non-hazardous E&P waste generated and 2) no regulations or protocols for on-site waste management. Several operators, although partners with state owned oil companies, on their own volition, applied the concepts and standards under Louisiana’s 29-B to rainforests in South America and rice paddies in Indonesia. Canada and European oil and gas producing countries have developed stringent standards not based on science, which favor costly treatment technologies. Generally, these countries prohibit cost effective on-site waste management and closure techniques. This paper traces the evolution of waste/soil remediation within the United States and internationally. We trace the progress as a function of time; the impetus for regulation; and probable future controls.
