The monograph summarizes the legislative and regulatory framework, as well as shows the theory and practice of energy saving and energy efficiency development in Russia and in the world with the actualization of the use of a breakthrough domestic high-energy-efficient technology based on molecular heat generators Termaron. These devices use the principles of hydrolysis, cavitation, magnetism, resonance and synergy of these processes. The results of research conducted with the participation of specialists from Dubna state University, as well as the practice of using the Termaron ATP, showed that its operation provides a high efficiency in the use of electric energy, equal to 0.98, and the coefficient of conversion of electric energy to heat is from 2.3 to 4.6 (on average, 3.45). At the same time, the cost of heat energy and hot water supply is two to three times lower compared to traditional types of heat generating devices. The final step in making the case for an English-based, source-oriented EU Translation is demonstrating its implementation. The case study of contract law integration helps illustrate how language versions of EU legislation may best preserve syntactic correspondence and use neologisms for EU legal terminology. This exercise includes addressing the challenging intricacies that a source-oriented approach brings. For one, syntactic correspondence is harder to achieve between languages with dissimilar grammatical rules. Second, a particular general language might not offer neologisms that are sufficiently yet not overly “foreign” to the national legal language. However, the underlying philosophical concepts of language and of translation demonstrate that these complexities do not therefore render source-oriented EU Translation “imperfect.” In fact, they show that 24 language versions are indeed capable of expressing a single EU legal language in a uniform manner.

Chapter 3 uses administrative data to describe the patterns in Dibao thresholds, financing, and beneficiaries and discuss its decentralized implementation. The chapter reveals that both urban and rural Dibao have undergone significant expansions in their thresholds, benefit levels, expenditures, population coverage, and number of beneficiaries over the years, with expansions occurring more rapidly and in more dramatic fashion in rural than in urban areas. However, the Dibao thresholds, or Dibao lines, remain low relative to average consumption levels, manifesting Dibao’s fundamental role as a last-resort, bare-minimum safety net program. Despite decentralized implementation and the requirement for local governments to commit a budget, Dibao expenditures have been heavily subsidized by the central government. Dibao’s population coverage in both urban and rural areas increased rapidly during the early stages of implementations but has leveled off in recent years.

This would act as a repository of concepts, methods, and case studies in three domains: (1) synthesizing disciplinary and stakeholder knowledge, (2) understanding and managing diverse unknowns, and (3) providing integrated research support for policy and practice change. Useful lessons about other functions of I2S can be drawn from the discipline of statistics and include (1) delivering a conduit to transfer practices between different areas of application, (2) developing different levels of expertise, and (3) providing pathways for building capacity. Developing a new discipline needs to be a joint exercise by those who would be its members.

The chapters cover key elements of the MIC proposal such as the court’s institutional framework, the design of an appeal mechanism, the use of procedures for the settlement of mass claims, and the establishment of an advisory centre for developing countries. In addition, the selection and appointment of judges is discussed. Apart from the court’s structure and procedures, questions of implementation arise. How to integrate the MIC into the current system of ISDS? How can the enforcement of its decisions be ensured? On a political level, the MIC project is based on an initiative of the EU. Therefore, the role of the EU in the reform process is analysed in a separate chapter. Remarks from a practitioner’s perspective round up the contributions. Each chapter highlights the legal issues subject to discussion and puts them into a broader context. The aim is to provide readers an understanding of how the different aspects work individually or in combination. It is assumed that the function of industrial policy is to influence the structure and development of industrial enterprises, to bring them more in line with political preferences regarding employment, expansion, level of technological development, export sales, etc. Such an ambition requires not only that the political system takes the initiative and actively controls the development of individual companies but also that it solves difficult problems. The hierarchic metaphor presupposes that the state, with the politicians at its head, is able and willing to control. Both these assumptions are called in question in this chapter.

Fifteen to twenty years is how long it takes for the billions of dollars of health-related research to translate into evidence-based policies and programs suitable for public use. Over the past 15 years, an exciting science has emerged that seeks to narrow the gap between the discovery of new knowledge and its application in public health, mental health, and health care settings. Dissemination and implementation (D&I) research seeks to understand how to best apply scientific advances in the real world, by focusing on pushing the evidence-based knowledge base out into routine use. To help propel this crucial field forward, leading D&I scholars and researchers have collaborated to put together this volume to address a number of key issues, including: how to evaluate the evidence base on effective interventions; which strategies will produce the greatest impact; how to design an appropriate study; and how to track a set of essential outcomes. D&I studies must also take into account the barriers to uptake of evidence-based interventions in the communities where people live their lives and the social service agencies, hospitals, and clinics where they receive care. The challenges of moving research to practice and policy are universal, and future progress calls for collaborative partnerships and cross-country research. The fundamental tenet of D&I research—taking what we know about improving health and putting it into practice—must be the highest priority. This book is nothing less than a roadmap that will have broad appeal to researchers and practitioners across many disciplines.

This chapter examines how the Peruvian Truth and Reconciliation Commission (PTRC) reinforces a logic that upholds social hierarchies while also opening new spaces to consider a gender analysis. When the PTRC began its investigation in August 2001, a gender analysis was not included. However, the commission was compelled to integrate the issue of gender into its investigation due to international pressure coupled with funding sources that required a gender component, as well as Peruvian women's and feminist movements' advocacy. This chapter analyzes the struggle for inclusion within the PTRC by focusing on the debate around the meaning of gender, its methodological operationalization, and incorporation into the final report. It shows how the push to document direct human rights violations against women led the PTRC to make a concerted effort to include a gender analysis and to address gender-based violence, specifically sexual violence.

The World Health Organization (WHO) launched the Global Hearts Initiative and its HEARTS Technical Package in 2016. Its aim is to improve clinical preventive services in primary health care (PHC) using highly effective, scalable, sustainable, and proven interventions. As the WHO Regional Office for the Americas, the Pan American Health Organization (PAHO) is developing and coordinating the HEARTS in the Americas Initiative with a clear vision: By 2025, HEARTS will be the institutionalized model for cardiovascular disease risk management, including hypertension, diabetes, and dyslipidemia in primary health care in the Americas. The HEARTS in the Americas Initiative is entering its sixth year of implementation, having expanded from the original cohort of 4 countries to 22 current countries implementing the HEARTS model. The accumulation of knowledge, practices, and experiences from the field and from different levels of implementation has been compiled in this new Guide and Essentials for Implementation. This manual complements the WHO HEARTS technical package Implementation Guide. Expanding on specific lessons learned from the systematic implementation of HEARTS in the Americas as it spans various roles and requires coordination across ministry of health (MOH) departments, stakeholders, partner agencies, scientific societies, and academic institutions. Documenting the implementation and scale-up experiences of countries in the Americas is timely to propel forward the institutionalization of the HEARTS model for cardiovascular disease (CVD) risk management, including hypertension, diabetes, and dyslipidemia in PHC in the Americas by 2025. This manual is designed to be practical and user-friendly. It aims to guide implementers at national and subnational levels to navigate throughout different stages of implementation and to ensure longtime sustainability. The manual is written for national focal points, managers and coordinators at subregional, provincial, district, municipal level, and health facilities implementing HEARTS. It is intended to answer frequently asked questions about the premises, objectives, components, and steps for implementation of the HEARTS in the Americas Initiative.
