Abstract:
This study explores the self-construal of senior high school students at Biliran Province State University, focusing on their levels of independence and interdependence. It investigates how demographic factors such as gender and academic strand shape these dimensions. Using a descriptive-correlational design, data were collected from 200 students through stratified random sampling and analyzed with descriptive statistics, correlation, and regression analyses. Results indicate that students exhibit stronger interdependence than independence, reflecting the collectivist culture of the Philippines. Gender significantly predicts interdependence, with females demonstrating greater relational tendencies, while academic strand influences independence, with STEM students showing higher individualistic traits. These findings underscore dual cultural influences on Filipino students and suggest that educators can design culturally responsive interventions to foster adaptability and resilience in diverse contexts.

Boshoff, Willem Hendrik. "Political reality of local government service provision in the Free State Province." Thesis, Bloemfontein : Central University of Technology, Free State, 2011. http://hdl.handle.net/11462/133.

Full text
Abstract:
Thesis (D. Tech.(Public Management)) -- Central University of Technology, free State, 2011
The Constitution of the Republic of South Africa, No. 108 of 1996 (SA, 1996) brought about a new system of government comprised of the national, provincial and local government spheres. In terms of the Constitution, these spheres of government must establish effective, transparent and accountable government. Local government is specifically responsible for the provision of democratic and accountable government to local communities, and for ensuring that municipal services are rendered to the community. As in the case of the national and provincial spheres of government, local government has a distinctive political nature and character. Councillors are elected to represent the voters who participate in municipal elections, as well as the relevant political parties, on municipal councils. The decisions of municipal councils are influenced by political considerations, as well as by the policy directives of the ruling party. The Constitution also establishes and describes the various governmental bodies that exercise the powers of the state. These governmental bodies represent the state and can be classified in terms of three primary groups, namely legislative, executive and legal structures. In a bona fide democracy, the doctrine of separation of powers, also known as the trias politica, is of fundamental importance in order to prevent autocracy and ensure civil liberty. The provision of viable municipal services is the most crucial reason for the existence of local government. The community has a legitimate expectation with regard to the provision of appropriate municipal services; and in terms of the Municipal Systems Act, No. 32 of 2000 (SA, 2000c) municipalities must supply basic municipal services in order to ensure an acceptable quality of life. However, inadequate levels of municipal service provision are encountered in South Africa in general, and in the Free State in particular. Such inadequate service provision has led to several violent community-protest actions in the country. These protests are an indication that municipal service provision does not meet the expectations of the communities. Various factors tend to have a negative effect on local government in the Free State, including capacity shortages, such as the lack of professional and experienced staff; financial shortages; and the extensive quantity and complexity of local government legislation. Political challenges that influence local government service provision include factors such as the absence of the political will to provide services, political in-fighting within the ruling party, the selection criteria for the appointment of municipal employees, and political interference in municipal administration. It is also essential that the ruling party should put acceptable mechanisms in place to ensure that the public sector becomes an effective instrument for carrying out the ruling party‟s mandate, rather than allowing political interference to affect the day-to-day activities of government. In order to meet the needs of the community with regard to service provision, it is essential that the three spheres of government should function as a coherent unit. Intergovernmental relations therefore play a central role in ensuring that the joint functions of government are effectively carried out. The national and provincial departments have a specific responsibility to support and strengthen local government capacity, and also to ensure the effective execution of municipal functions. However, various intergovernmental challenges need to be dealt with, namely ineffective co-ordination and integration, as well as the absence of the political will to promote intergovernmental relations. Therefore, the aim of this study is to identify specific actions and strategies that can be implemented by the government in order to address the challenges that have a negative influence on local government service provision, with specific reference to the political challenges.

Boshoff, Willem Hendrik. "Policy-making for local government excellence in the Free State province." Thesis, Bloemfontein : Central University of Technology, Free State, 2008. http://hdl.handle.net/11462/101.

Full text
Abstract:
Thesis (M. Tech) -- Central University of Technology, Free State, 2008
In terms of the Constitution of the Republic of South Africa, 1996 (Act 108 of 1996), local government in South Africa is obliged to ensure that sustainable services are provided to communities. Without any doubt, the effective and efficient execution of this responsibility would bring about an environment conducive to service excellence on local government level. However, South African municipalities are characterised by poor service provision; and the various incidents arising from dissatisfaction on the part of residents in respect of the services rendered are daily becoming a greater challenge to municipalities in the Free State Province. In order to meet the service provision standards, as stipulated in the Constitution, the development and implementation of municipal policies is essential. Policy is defined, inter alia, as the setting out of basic principles that must be pursued in order to achieve specific objectives. Local government has the legislative and executive competency to develop and implement policies. As a result of the diversity and complexity of policy-making, a conceptual framework for the policy-making process at local government level is an essential requirement. This process is described in the dissertation as a sequential pattern consisting of the following phases: policy agenda-setting, policy formulation, policy adoption, policy implementation and execution and policy evaluation. However, municipalities do not have the institutional capacity, skills and experience necessary for the development and implementation of municipal policies. A further aspect that complicates the creation and implementation of policies is the large amount of legislation that regulates local government in South Africa. This legislation also requires municipalities to develop and implement various policies. There are several factors that influence policy-making at local government level. Aspects such as the political environment, the financial environment and community needs have a direct and significant effect on policy-making at this level of government. Capacity shortages probably comprise the factor that has the most detrimental effect on policy-making at local government level; and therefore the necessity for the relevant skills and knowledge relating to policymaking is indisputable. It is just as essential, however, that the other two spheres of government, namely national and provincial government, should carry out their constitutional obligation to support municipalities and strengthen their capacity. Therefore, the aim of this study is, firstly, to identify specific actions that could be implemented by local and district municipalities to improve the policy-making process. Secondly, to determine the reasons for the inadequate formulation, adoption and implementation of the municipal policies. Thirdly, to determine the specific role of national and provincial government, as well as that of the South African Local Government Association (SALGA), in supporting municipalities in the policy-making process. In addition, strategies that could be implemented in order to improve the institutional capacity, skills and experience at local government level, with a view to developing and implementing appropriate policies, have also been identified.

Abstract:
Thesis (M. Tech. ( Education)) -- Central University of Technology, Free state, 2012
In Xhariep District, promoted school managers are left alone to find their way out. This exposes the school managers to stressful working conditions such as being unaware of the school policies and procedures. The overall aim of this study is to explore challenges faced by promoted school managers in Xhariep secondary schools and identify the type of training they would require. The objectives of the study were to identify challenges that promoted school managers in Xhariep secondary schools face and also identify the type of training needs that promoted school managers require. This descriptive study is quantitative in nature because it collects mostly numeric data and employs mainly quantitative techniques in analysing the data. The population under investigation consists of secondary, and high school principals, deputy principals, and heads of departments in Xhariep District in FSDoe in South Africa. The FSDoe Xhariep district office keep a database of schools under their jurisdiction . From this database, a purposeful sampling method was used to select 80 promoted school managers from the 23 listed schools in Xhariep District. Purposeful sampling method was used in order to prevent under or non-representation of parts of the population (Brynard & Hanekom, 2006:56; Scheaffer, Mendenhall & Ott, 2006). A structured, Likert-scaled questionnaire with closed ended questions was used to collect information from the respondents. Part one of the questionnaire was used to collect demographic data, part two focused on induction, part three questioned about the role of the mentor and part four zoomed in on nature of support offered by FSDoe. The results of the study showed that the majority of the respondents (97%) urgently needed induction. There was also a feeling that induction instilled a feeling of belonging by 67% of the respondents. The study also revealed that promoted school managers are offered very little support.

Abstract:
Thesis (D. Tech. Environmental health) -- Central University of technology, Free State, 2011
In addition to one national park and six nature reserves, the Free State Province boasts several privately owned game reserves, as well as game farmers and commercial stock farmers who keep game. A survey conducted in 1985 showed that the majority of game could be found in the Xhariep District situated in the southern and south-western parts of the province. Game export abattoirs and processing facilities are situated in provinces other than the Free State, which results not only in an outflow of game carcasses for export purposes, but also a loss of employment opportunities and opportunities for the generation of foreign currency from a district (Xhariep) which, from a socio-economic perspective, is seen as deprived. There are 21 non-export highthroughput red meat abattoirs in the province, posing the question as to whether these could be used for the slaughtering of game. This study aimed firstly to compile guidelines for the wild game meat industry regarding the production of wild game meat for the international market and to assess wild game production and utilisation in the Xhariep District through a comprehensive survey of game farming practices, game numbers and species, as well as the utilisation of game through various consumptive and non-consumptive methods. A further aim was to investigate practices at existing slaughter facilities in order to determine their potential to be adapted into wild game meat export facilities and assess such potential via a standardised protocol. The research commenced with an investigation into processing and export requirements for wild game meat in South Africa through a literature study of all EU legislation, directives and other relevant literature on the subject, and provides comprehensive reference material for entrepreneurs and developers in the wild game meat industry. Methodologies utilised included audits to determine the extent to which abattoirs conform to the structural, operational and documentation meat hygiene requirements followed by the development of a novel assessment matrix for measuring the level of compliance of existing abattoirs and their potential to be developed into European Union (EU) export facilities. The survey of the Xhariep area concluded that a significant potential exists for the expansion of the game industry, as several respondents indicated that they were interested in expanding their game production and that they had land available for this purpose. A further indication was that the game would be highly marketable because it was free ranging and could be regarded as organic due to the absence or controlled use of additives and pesticides that could result in chemical residues in the meat. The establishment of a wild game export facility was favoured by nearly 70% of the respondents. The hygiene evaluation of existing slaughter facilities in the Free State Province resulted in six slaughtering facilities being rated as good or excellent, demonstrating the potential to successfully process game meat for the export market. This was tested by utilising the proposed evaluation matrix, which rated the abattoirs most suited to be adapted into game meat processing facilities for export purposes. The value of this approach lies in the fact that it is not only restricted to local markets, but can be utilised internationally by the abattoir industry, as well as the fact that it is not species specific. It should, however, be applied objectively by knowledgeable operators in the industry. It is concluded that institutions in the Free State Province possess the knowledge and ability to not only produce wild game meat, but also to successfully process this commodity through the optimal utilisation of existing high-throughput red meat abattoirs. By utilising existing management skills and affecting relatively minimal adjustments to existing structures, these resources should be utilised to successfully enter the wild game meat export market which should, in turn contribute towards the prosperity of the Xhariep District.

Full text
Abstract:
Thesis (D. Phil. (Humanities)) -- Central University of Technology, Free State, 2013
The purpose of this study was to assess the science teaching efficacy of the Physical Science teachers in the secondary schools of the Free State province of the Republic of South Africa. Quantitative and qualitative methods were employed to gather data for this study. It was aimed at determining the effect of the demographic factors and the teachers’ level of preparedness regarding content knowledge and assessment skills on science teaching efficacy. The sample consisted of 190 Physical Science teachers. Two instruments were used to collect data: (1) A self-constructed questionnaire with the Science Teaching Efficacy Belief Instrument for in-service teachers (STEBI-A) modified for this study, and (2) Semi-structured interviews. Teachers’ biographical data and level of preparedness to teach Science were assessed against the two sub-scales of Personal Science Teaching Efficacy (PSTE) and Science Teaching Outcome Expectancy (STOE). Analysis of data was by basic statistics, descriptive statistics and inferential statistics using SPSS 20.0. Qualitative data were transcribed and categorised into emerging themes. Analysis of the self-efficacy survey indicated highly positive self-efficacy beliefs expressed by most of the practising secondary school teachers in regards to Science teaching. Teachers believe in their own teaching abilities (Personal Science Teaching Efficacy beliefs) and they believe learners’ learning can be influenced by effective teaching (Science Teaching Outcome Expectancy beliefs). In addition, analyses of data on the respondents’ level of preparedness to teach Science indicated a high level of self-rated Science knowledge, with higher confidence levels in Physics than in Chemistry among in-service secondary teachers. MANOVA analysis indicated that teachers’ gender, teaching experience, professional and academic qualifications, Chemistry and Physics content knowledge, frequency of practical work, and confidence in conducting experiments played a significant role in the collective dependent variables, while the grades teachers taught, their age and learner assessments did not. Analysis further indicated that secondary school teachers with a B.Sc (Ed) degree had significantly stronger STOE than teachers with any other professional qualifications. vi There was a significant difference between males and females in the STOE sub-scale scores (F=6.139; p=0.014) with males scoring higher than females; but no significant difference between males and females in the PSTE sub-scale scores (F=5.925; p=0.667). Moreover, teachers with at most five years and at least 16 years of teaching experience had significantly higher PSTE scores than teachers with different years of teaching experience. Furthermore, analyses of the level of preparedness in conducting practical work indicated that respondents were more confident to conduct Physics experiments than Chemistry experiments. In-service secondary Science teachers believed that assessment is an important and integral aspect of teaching and learning, hence they utilised a variety of assessment modes in their classroom. It is recommended that further study should include a test in content knowledge, so that teachers can be assessed to confirm their confidence in content knowledge, rather than allowing them to rate themselves without an actual test. Moreover, qualitative studies may be conducted to support teachers’ self-report measures, such as classroom observations, in order to gain in-depth data about teachers’ efficacy beliefs. If more research is conducted on the self-efficacy beliefs of in-service Science teachers at secondary school level, the curriculum of teacher training programmes could be developed and structured further, there could be more understanding on what pre-service teachers face - this will help to understand how to motivate teachers to teach Science.

Abstract:
Thesis (Ph.d.) - Central University of Technology, Free State, 2006
The research investigates the use of the Communicative Learning Programmes in the English First Additional Language (EFAL) Senior phase classrooms in the Free State province. During the turn of the twentieth century, syllabi were tools that were designed and provided by the Department of Education to the schools. Recent changes in education in South Africa now expect educators to design these learning programmes. The Revised National Curriculum Statement (RNCS) details steps that educators can follow in order to design the learning programmes for their learning areas. Outcomes-Based Education encompasses the eight learning areas in the Senior phase, namely Languages, Mathematics, Natural Sciences, Economic and Management Sciences, Social Science, Technology, Life Orientation, and Arts and Culture. The learning area that this study focuses on is Languages. EFAL is one of the languages that form the learning area of Languages. EFAL comprises six learning outcomes that have to be interpreted by the educators and achieved by the learners by linking teaching and learning with the accompanying assessment standards. Through the use of the communicative approach and co-operative strategies during group work, this study adds to the body of knowledge communicative learning programmes that Senior phase EFAL educators can use to assist and complement their current strategies.

Abstract:
Thesis (Ph.D.) - Central University of Technology, Free State, 2010
Newly appointed principals are facing enormous challenges as managers of their schools today. When they are first appointed, many begin their work with a lot of uncertainty, anxiety and frustration due to lack of assistance, guidance and support. As principals of schools, newly appointed principals are expected to perform to the best of their ability in order to ensure that their schools succeed and achieve the best possible results. The constant changes in education require the newly appointed principal to adapt to these changes and to acquire the necessary knowledge and skills in order to implement the policies, regulations and procedures. Without proper guidance and support most newly appointed principals are unlikely to succeed. It is therefore necessary that these principals are exposed to induction and mentoring opportunities in order to capacitate them and enhance their performance and their competencies. Newly appointed principals should first be exposed to an induction programme after their arrival at work. The induction programme should subsequently be followed by a mentoring programme whereby a mentor is assigned to the newly appointed principal. The purpose of this study is to develop an induction and mentoring programme to assist newly appointed principals in selected education districts in the Free State province. The qualitative approach is used in this study as it seeks to represent reality from the perspectives of the participant, without interfering with or biasing that perspective, in their own words and using their own concepts. To analyse data for this study the researcher used coding in order to categorise data into themes. The findings of this study reveal that all the schools do not have a policy for the induction and mentoring of newly appointed principals. The study also revealed that schools did not have a formal induction and mentoring programme and as a result, there were not enough induction and mentoring opportunities for new principals in their first year as principals. It was also found that no monitoring and evaluation was done due to lack of formal programmes in the schools. It is recommended that a policy for the induction and mentoring programme be formulated in schools. Those responsible for inducting and mentoring newly appointed principals must ensure that the programme is properly managed in order for it to succeed. The induction and mentoring programme should be thoroughly planned in order to meet the needs of the newly appointed principals. Before implementing any programme it is essential that the training needs of newly appointed principals are identified. These needs should then be prioritised in relation to the needs they are intended to serve. The induction programme should have carefully formulated objectives so that the programme can address the needs of newly appointed principals appropriately. It is important therefore that this programme be monitored at all times in order to ascertain whether it is meeting the objectives of the programme. The induction and mentoring programme for newly appointed principals should be evaluated at the end in order to determine the success and impact of the programme on newly appointed principals.

Kuriakose, Elizabeth B. "A cost effective school management system for disadvantaged schools in the Free State province using the software as a service (SaaS) delivery model." Thesis, [Bloemfontein?] : Central University of Technology, Free State, 2014. http://hdl.handle.net/11462/187.

Full text
Abstract:
Thesis (M. Tech. (Information Technology)) -- Central University of technology, Free State, 2013
The aim of this study was to create a dynamic software system that captures all information related to a student and delivers it to the educators, principal, higher authorities and parents. In order to achieve this aim, an investigation was launched as to the development of a cost-effective school management system for disadvantaged schools in the Free State Province using the Software as a Service (SaaS) delivery model. Although a variety of other school management systems exist in the market, they are often expensive and difficult to maintain. Details such as previous academic performances, disciplinary actions taken against a student in the current school, ailments the student suffers from and parental details are some of the information that will help an educator to better understand a student. The software that is currently in use fails to deliver this information. Designing the software as a multitenant system, helps accommodate different schools under the same database, while the shared database, shared schema reduces back-end costs. Database design was carried out in such a way that tenant data is logically isolated and that data integrity is maintained throughout. What makes the software explained in this study cost effective is the method of delivery that was employed, which is SaaS. Here, software is not purchased, there is no upfront capital and the yearly license fee is eliminated, as schools need only pay a monthly rental fee for the services they use. Since all services are provided through the Internet, there is no need for system space; the only requirement is a high-speed Internet network.

Abstract:
The province of Bulacan is rich in historic places and heritage buildings and recognized public and private educational institutions, such as Bulacan State University (1904) and La Consolacion University Philippines (1937). This study aims to properly identify and document the university buildings built from 1945 to 1986 as modern heritage. To pursue the objective, the researcher conducted documentation procedures, archival research, and literary review. Photo documentation in assessing the current physical conditions of the buildings determined as modern heritage in selected universities. Mapping and inventory were used to gather necessary information on the modern heritage buildings relevant to the study. La Consolacion University Philippines campus in Barangay Catmon has one identified Modern Heritage Building, the Mo. Rita and Mo. Consuelo two-storey buildings, initially constructed as two identical parallel buildings as the very first structure built in early 1986, designed by local Architect Leonides Manahan. Bulacan State University, on the other hand, has a three-storey building named after Federizo, which was built in 1971 by an unknown designer. Both buildings are estimated to be 36 and 51 years old and characterized by massive concrete and steel structure with embellished massive concrete parapets.

Levchuk, Kostiantin. "EDUCATION IN THE UKRAINIAN FOREST-STEPPE PROVINCES OF THE RUSSIAN EMPIRE IN THE FIRST HALF OF THE XIX CENTURY." In Global trends and prospects of socio-economic development of Ukraine. Publishing House “Baltija Publishing”, 2022. http://dx.doi.org/10.30525/978-9934-26-193-0-21.

Abstract:
This chapter is devoted to the formation of the education system in a number of Left Bank and Right Bank Ukrainian lands in the first half of the XIX century. The purpose of our study is to study the educational policy of tsarism towards ethnic, religious and social groups living in Ukraine. General scientific and historical research methods were used, including a systematic approach, the principles of objectivity and comprehensiveness, historical-genetic and synchronous methods. Statistical data published in official publications of the Russian Empire were the main source of information on public education. In particular, the “Military-Statistical Review of the Russian Empire analyzed in detail the social, economic, religious development of each province as in the midnineteenth century. The historiography of the problem is analyzed. It is noted that the attention of researchers is focused on the study of certain elements of public education, the level of education of social classes, national minorities, the formation and development of higher education. Study of general features of educational policy of the state in the provinces of Forest-Steppe Ukraine remains outside the scope of scientific research and its impact on the formation of the foundations of national identity of the Ukrainian people, public struggle for equal and fair nature of all levels of education. It was found out that the system of educational institutions was formed at the beginning of the XIX century. in the Russian Empire. It did not guarantee the right to free and unrestricted access to education for all social groups. The tsarist struggle against the influence of the Polish aristocracy on educational processes in the provinces of the Right Bank of Ukraine strengthened the Russification policy under reactionary-conservative slogans. Education becomes an instrument of the policy of the autocracy and is aimed at protecting the existing feudal system. It is recognized that the opportunity to receive education directly depended on the social status and place of the person in the hierarchy. The vast majority of Ukrainian serfs did not have the opportunity to teach their children at all, as their education depended on the good will of the landlords and was not regulated by the state. It is established that the development of higher education in the Forest- Steppe Ukraine during the first half of the XIX century testified to the complete dependence of the educational policy of the autocracy on the will of the autocrat. The founding of Kharkiv University took place in line with the Enlightenment traditions in 1805, spread in Europe under the influence of Napoleon’s conquests. However, universities lost their self-government, freedom of teaching and became completely dependent on state funding during the reign of Nicholas I. The university administration paid considerable attention to the supervision of students and their discipline. It is concluded that the Ukrainian intelligentsia represents the interests of the oppressed people. They focused their energy on studying the history, culture, language and customs of the people, which in turn led to the politicization of the protest and the emergence of the Ukrainian nationaleducational movement.

Abstract:
Eight friends were seated around the dining room table, two bulging photo albums at the ready, about to start a round of that curious adult version of Show and Tell known as Our Summer Vacation. Donna and Stanley had begun their album with pictures of Stanley delivering a lecture to clinical psychologists at the Catholic University of Campinas, in the state of São Paulo, Brazil. This was followed by page after page of lush, colorful South American scenery: snapshots of the mighty Iguazú Falls taken from the river below; towering walls of green vegetation along the Rio Paraná; a thick growth of native trees overtaking the exotic plantings left behind by the celebrated botanist Moises Bertoni at the remains of his agricultural experiment station in the Paraguayan province of Alto Paraná. Then there were pictures of Stan-ley and Donna with their Brazilian hosts, flanked by stately palms; pictures at their friends’ beautiful beach house in Ubatuba; pictures of costumed samba dancers; and more pictures of scarlet and blue macaws, gaudy toucans, purple bougainvilleas, brilliant butterflies, and the rich magnificence of one of the last remaining patches of Brazil’s Atlantic coastal forest. The album provided a breathtaking display of natural and human exuberance painted in a profusion of vivid reds, blues, yellows, and, above all, greens. I could almost smell the myriad fragrances borne on the tropical breeze and hear one of my favorite sounds, the chattering of parrots far above in the treetops. As the pages turned, the phrase “hot spots” came into my mind, that graphic term for those patches of exceptionally high biodiversity—many of them in the tropics—that receive the lion’s share of attention from conservation biologists and others dedicated to the preservation of endangered species. I thought of the conservation argument that says if we want to preserve life, look first at the places where, acre for acre, the most kinds of life exist—where an acre can yield a hundred species of trees instead of a handful, and more species of insects than most of us can imagine.

Abstract:
The paper analyses variations in the descriptions of the administrative units of Qing dynasty Yunnan province (Heqing-fu and Chuxiong-fu prefectures) included in the hand-written album (library No. Xyl F-25) housed in the Academic library of the St. Petersburg State University, the album was created approximately during the first half of the 19th century, has neither dates nor preface. The paper compares data on the two prefectures from the studied Album and a number of primary sources including “The Unified Ming Geography” (Ming yitongzhi, 1461), “Yunnan General Gazetteer” (Yunnan tongzhi, 1736, 1835), prefecture gazetteers and other albums on Yunnan leading to the conclusion that the information from the Album Xyl. F-25 has not been plainly borrowed or copied from the other sources and was probably compiled independently by its unknown author. This fact confirms the value of the Album as a new source on Qing period Yunnan province.
