Abstract:
The application of e-government for agencies from the basic level, sub-district, aims to create single-united data to be accessed from sub-district to district and even national. Then, human resources capability in Information and Communication Technology (ICT) literacy is also essential to maximize the application of e-government. However, the implementation of egovernment in Purbalingga has not been carried out optimally due to the lack of use of computers and the Internet by village officials. The research aims to measure the level of ICT literacy of village officials and the correlation between computer literacy and Internet literacy. The research is a quantitative study using a survey method with the People Capability Maturity Model (P-CMM) concept. Around 108 village officials in Purbalingga are involved in the research. The results show that ICT literacy is still at level 2. It implies that the village officials use computers and the Internet many times with the same usage pattern to assist their jobs. In addition, the correlation between computer literacy and Internet literacy is positive and strong. It means that if computer literacy increases, Internet literacy will also increase. Therefore, it is concluded that village officials in Purbalingga are accustomed to doing daily activities using computers and the Internet with the same usage pattern.

Abstract:
Can we fly free in cyberspace? Quite possibly. The Internet—the already built portion of the nation's planned information superhighway—is an important asset for teachers in all disciplines. Available resources include free or inexpensive materials and software; electronic mail (e-mail) services; other teachers; and interest groups, such as the Geometry Forum described in November's “Technology Tips.” How do teachers access this wealth of information? We have our computers and our modems, but how do we use them? If the computer must call some other computer halfway across the country—or even across an ocean—will the telephone bills be prohibitive? Not necessarily. Many states and provinces allow teachers to gain access to network services at low—or no!—cost through a local telephone call that connects with the cost-free international network known as the Internet.

Abstract:
This study examines whether there are differences in men's and women's use of computers and the Internet in the United States and Japan and, if so, how this gender gap has changed over time. We focus on these two countries because information technology is widely used in both, but there are substantial differences in institutions and social organizations. We use microdata from several surveys during 1997–2001 to examine differences and trends in computer and Internet usage in the two countries. Controlling for socioeconomic characteristics, our results indicate that there were significant gender differences in computer and Internet usage in both countries during the mid-1990s. By 2001 these gender differences had disappeared or were even reversed in the United States but persisted in Japan. People not currently working have lower levels of information technology (IT) use and skills in both countries regardless of gender, but working women in Japan have lower levels of IT use and skills than working men, a difference that generally does not occur in the United States. This suggests that employment status per se does not play a large role in the gender gap in Japan, but type of employment does. The prevalence of nonstandard employment among female workers in Japan can explain much of the gender gap in information technology use and skills in that country.

Along with the times, information technology has taken an important role in society. Information technology not only has a positive impact but also has a negative impact, this is what then gives rise to an idiom that we often hear together, that information technology is like a double-edged knife. On the one hand, with the existence of information technology, it encourages demand for products. the technology itself, such as computers, modems, facilities to build internet networks and so on, then facilitates business transactions, especially financial businesses in addition to other businesses. But on the other hand, the use of information technology also invites crime. Cybercrime is a form of virtual crime by utilizing computer media that is connected to the internet and includes everything related to criminal acts.

In this article, the author spoke about the causes of crimes committed using the Internet, and some aspects of the conditions that made them possible. In the "age of global informatization and computerization", in addition to universal inventions, such huge problems as computer crime, threatening information security, enter the life of mankind. Innovations in the field of information technology have made awareness of these areas an urgent problem. It is noteworthy that when carrying out criminal intentions, computer technology is always used as the main object and means of committing crimes. It is known that with the development of a certain sphere of life in society there are those who want to use new technologies and secretly satisfy their needs. The author noted that this, in turn, is a new type of activity of jinoi - the cause of crimes in the field of information technology. At the present stage, this crime has reached a much higher level. After all, it is difficult to assess the scale of crimes committed on the social networks of computers and the Internet. The analysis of the subject of the type of crime under investigation is not only ideal for statistical reports of law enforcement agencies (primarily for reports on crimes committed in the field of telecommunications and computer information), it also does not allow to identify, investigate and solve crimes committed using information and technology. The article also notes that the effectiveness of combating crimes committed using the Internet largely depends on the correct understanding of the criminological description of this criminal offense, the study of its causes and conditions, as well as preventive measures.

Abstract:
Public universities have invested in Information Communication Technology (ICT) to equip students with the digital skills to enable them to easily access information and support them in the learning process. As such, universities have introduced an ICT introductory course to equip them with the necessary skills to fit in the ICT environment of learning. Unfortunately, there is a huge gap on the expected and actual use of ICTs in learning. Therefore, it is necessary to establish the student’s competency levels in ICT, their ability to use ICT in teaching and learning and explore the challenges they face in the use of ICTs. The study adopted a descriptive survey design. It targeted third year undergraduate students who have been in the university long enough to have interacted with ICTs frequently. The study used a questionnaire that had both open and close ended questions. A sample size of 55 students undertaking a Bachelor’s Degree in Education in a population of 218 students was identified. The findings indicated that although students undertook a course in Introduction to Computer Applications and appreciated its use in learning, they were not competent enough to make good use of ICTs. The study indicated that students faced challenges such as high internet costs, unreliable internet connectivity, limited technical knowledge and lack of computers among others. The study recommends that universities can partner with internet service providers to enable students to access internet services and acquire personal computers at affordable rates.

Abstract:
New teaching and learning techniques are developing day by day with the support of information technology and the Internet. Many universities take the advantage of support of information technologies on teaching and learning environments. Each individual’s physical, mental and emotional skills are different. It is emphasized that, more importance are given to individuals performances while they are in groups in those places where the traditional teaching approaches is dominated. At this point, individual performance of individuals and their different learning abilities could not be evaluated alone and left in the background. In these places, it is also stated the importance of learning in groups but not individually. The attitude of an individual towards the computer could be defined as a positive or negative view of the individual on the computer technology or the computer-supported applications. In the development of the attitude of the students, their personal characteristics, perception of computers, frequency of their use of computers, their sex, age and previous experiences play an important role. Some experts find it striking that when attitudes towards the computers are investigated, the researches are concentrated more on teachers and teachers-to-be, while studies on establishing the attitude of students are limited in number. For that reason, this study focuses on impact of determinants of student performance and evaluates this performance through an exploratory research.

Abstract:
The computer is an important creation of mankind in the field of innovations internet and is an add-on creation that has revolutionized the sharing of knowledge and information in the global society. By 1969 itself, it is assumed that the internet had grown from four host computers to millions of computers. The Internet is without doubt the fastest-growing communication technology today (Dlodlo & Sithole, 2001). It took only four years for the Internet to achieve the same mark as the television revolution, which took 13 years to reach 50 million viewers (Molosi, 2001). There is hardly any part of society that has remained unaffected by such a rapid invasion of new media. The onslaught of internet technology has also left its imprint on the education society Indeed, the permeation of Internet technology into the classroom has created opportunities for students to be active learners and allowed instructors to be facilitators (Anderson & Reed, 1998). If the Internet is growing at such a rapid speed having its impact then, (1) what are the efforts being put in by global and Indian institutions for its prosperity? and (ii) what is the prospectus of media in teacher education? These questions can be answered, only when we look into the socio-political situations in the ever-dynamic scenario vis-à-vis the advantages and limitations of internet technology in the field of education.

Abstract:
The research aims to assess the impact of information and communication technology (ICT) on economic growth in different regions of Kazakhstan. A few basic complex methods, such as systematisation of statistical data and regression analysis, conducted using the STATA software package, were used to analyse the relationship of indicators in different periods. Based on data for the period 2007–2018 obtained from the World Bank, the International Telecommunication Union and statistical yearbook of Kazakhstan, we assess how ICT, expressed by such indicators as Internet access in organisations, the number of computers and fixed telephones, influences economic growth. Our analysis revealed differences in the speed of implementation and development of ICT depending on the region, meaning that the least developed territories still lag in the number of Internet users. We have concluded that since 2014, the country’s currency has weakened due to the decrease in the cost of oil and consequent economic decline; mobile devices are increasingly used, reducing the demand for fixed telephones; computers in organisations are affecting economic growth in more developed regions since 2014, although the negative effect of Internet access is growing, as the model shows. The obtained results can used for strategy development to compare economic growth in regions with low, medium, and high development rates.

AbstractWith the recent exponential increase in Internet use, there are concerns about obstacles to gaining access to this potentially beneficial technology. To understand the psychological factors that might be offering barriers to Internet use, the present study considered age, attitudes towards computers, gender, education and social isolation as potential predictors of Internet usage. A sample of 158 adults completed questionnaires about computer anxiety, loneliness and Internet use. Time spent in activities associated with entertainment, communication, information searches and commerce, and overall time spent on the Internet were analysed using multiple regression. It was difficult to predict overall Internet use, but possible to predict specific categories of use. Better-educated participants were more likely to use the Internet for communication. Men, the young, and the lonely used the Internet more for entertainment. Those with lower computer anxiety used the Internet for information searches, and men were more likely than women to use the Internet for commercial purposes. It is suggested that computer anxiety and education may constrain the use of specific applications but Internet use otherwise follows pre-existing tendencies or interests.

Abstract:
Major social shifts in the economy conditioned by Information and Communication Technology (ICT) have led to equal shifts in the labor market. In this paper, the use of ICT skills in Serbia is presented through an analysis of the microdata from the survey “The Usage of Information and Communication Technology on individuals/households in the Republic of Serbia for 2020”. Results showed that Internet users have increased in the last five years. According to results, in 2020, 78.4% of people between 16 and 74 used computers in the last three months. The number of unemployed who used a computer in 2020 was 83.6%, and the number of employed who used a computer was 92.7%. Students used computers 99.8% in 2020. On the other hand, 96.3% of employed used the Internet in 2020, while 89.2% of unemployed used Internet at the same period. The use of e-government web services is almost present to the same extent among students, the employed and unemployed. Unlike online shopping, students are most likely to use e-government services, even though the employed and unemployed both use online shopping equally. However, comparing statistical data, Serbia is not at the European level in ICT usage , which can significantly jeopardise individuals' position in the labor market. There are substantial distinctions between youth and older individuals, especially regarding advanced skills. This affects the creation of digital exclusion, which increases the lack of resources that can be employed in better-paid jobs. The main solution for solving the digital divide is education to ensure equal competitiveness for all individuals on the labor market.
