Conferencia realizado del 12 al 14 de setiembre en Lima, Peru del 2012 en el marco del 15º Simposio Internacional de Tesis y Disertaciones Electrónicas (ETD 2012). Evento aupiciado por la Universidad Nacional Mayor de San Marcos (UNMSM) y la Universidad Peruana de Ciencias Aplicadas (UPC).<br>Objectives: At present, libraries, worldwide, are making concerted efforts to facilitate transformation of theses to e- forms. In India, too, ETD activities are going on at an accelerated pace. The country has one of the largest educational systems across the globe. There are 634 universities and 33023 colleges in the country; every year more tan 11000 doctoral theses are awarded to the students. The University Grants Commission, (India) notification, 2009 has mandated submission of e-theses, by the research scholars, to the universities. All universities are required to setup e- theses repository to facilitate e- submission, archiving, maintenance and access to them. The paper focuses on the progress of ETD initiatives taken in India. The data is being collected through questionnaire method and whatever (information) is available in public domain in order to find out the following: 1. Current / Ongoing projects –various universities involved in ETD projects 2. Content/Total collection 3. Coverage of subject areas 4. Objectives of ETD 5. Use of software 6. Metadata schema used 7. Competency of the staff to maintain ETD 8. Policies of the universities with regard to acquisition/acceptance of etheses. 9. Policies of Government/Research Council/University Grants Commission(UGC) The paper elaborates and compares the ETD initiatives taken in UK and Australia with India. Methods: Questionnaire and whatever information is available on websites of the universities.

Abstract:
The fruits of research from the formal research programmes of conventional universities and academic research institutions in India were under-utilized as the access to theses, dissertations and research reports were very limited to the next generation researchers and scholars. Modern information and communication technology (ICT) acts as an effective intervener for paradigm shifting from closed access theses and dissertations to open access electronic theses and dissertations (ETD). Now, the researchers in national institutions and universities in India have greater access to research literature, due to subscription to many e-journals and scholarly databases in most subject areas. But, the access to thesis and dissertation literature is very limited due to lack of national databases of theses and dissertations, both in bibliographic and full-text formats. Recently, India's University Grants Commission enacted â UGC (Submission of Metadata and Full-text of Doctoral Theses in Electronic Format) Regulations, 2005â to strengthen national capability of producing electronic theses and dissertations, and, to maintain university-level and national level databases of theses and dissertations. Some elite research institutions, such as Indian Institute of Science, have already started providing access to ETDs through open access archives. Some other institutions have taken initiatives to provide access to ETDs only through intranet (within the campus). The Vidyanidhi, INDEST Consortium, CSIR and INFLIBNET Centre are working towards implementation of open access ETD and/or bibliographic databases of theses and dissertations, but they also have some limitations. National policies on open access to ETD and other research literature, particularly the public funded ones, are yet to be ready. In India, some advocacy and pressure groups also exist that support open access to scholarly literature. Present paper explores the policy frameworks, strategic dimensions and analyses SWOT (strengths, weaknesses, opportunities and threats) of existing ETD initiatives in India.

The South Asia sub-region is now in the forefront of the Open Access movement within developing countries in the world, with India being the most prominent partner in terms of its successful Open Access and Digital Library initiatives. Institutional and policy frameworks in India also facilitate innovative solutions for increasing international visibility and accessibility of scholarly literature and documentary heritage in this country. This publication has its genesis in the recommendations and proceedings of UNESCO-supported international conferences and workshops including the 4th International Conference of Asian Digital Libraries (ICADL2001, Bangalore); the International Conferences on Digital Libraries (ICDL2004 & ICDL2006, New Delhi); and the International Workshop on Greenstone Digital Library Software (2006, Kozhikode), where many information professionals of this sub-region demonstrated their Digital Library and Open Access initiatives. This book describes successful digital library and open access initiatives in the South Asia sub-region that are available in the forms of open courseware, open access journals, metadata harvesting services, national-level open access repositories and institutional repositories. This book may be considered an authoritative Source-book on Open Access development in this sub-region.

Abstract:
Many aspects of China's academic publishing system differ from the systems found in liberal market based economies of the United States, Western Europe and Australia. A high level of government intervention in both the publishing industry and academia and the challenges associated with attempting to make a transition from a centrally controlled towards a more market based publishing industry are two notable differences; however, as in other countries, academic communities and publishers are being transformed by digital technologies. This research explores the complex yet dynamic digital transformation of academic publishing in China, with a specific focus of the open and networked initiatives inspired by Web 2.0 and social media. The thesis draws on two case studies: Science Paper Online, a government-operated online preprint platform and open access mandate; and New Science, a social reference management website operated by a group of young PhD students. Its analysis of the innovations, business models, operating strategies, influences, and difficulties faced by these two initiatives highlights important characteristics and trends in digital publishing experiments in China. The central argument of this thesis is that the open and collaborative possibilities of Web 2.0 inspired initiatives are emerging outside the established journal and monograph publishing system in China, introducing innovative and somewhat disruptive approaches to the certification, communication and commercial exploitation of knowledge. Moreover, emerging publishing models are enabling and encouraging a new system of practising and communicating science in China, putting into practice some elements of the Open Science ethos. There is evidence of both disruptive change to old publishing structures and the adaptive modification of emergent replacements in the Chinese practice. As such, the transformation from traditional to digital and interactive modes of publishing, involves both competition and convergence between new and old publishers, as well as dynamics of co-evolution involving new technologies, business models, social norms, and government reform agendas. One key concern driving this work is whether there are new opportunities and new models for academic publishing in the Web 2.0 age and social media environment, which might allow the basic functions of communication and certification to be achieved more effectively. This thesis enriches existing knowledge of open and networked transformations of scholarly publishing by adding a Chinese story. Although the development of open and networked publishing platforms in China remains in its infancy, the lessons provided by this research are relevant to practitioners and stakeholders interested in understanding the transformative dynamics of networked technologies for publishing and advocating open access in practice, not only in China, but also internationally.

Abstract:
This thesis investigates the factors that affect the take-up of statutory digital reporting of statutory accounts and returns to the tax authority (HM Revenue and Customs) and voluntary digital reporting to the company registry (Companies House) by small private companies in the UK. In doing so, it identifies the costs and benefits of this innovation from the perspectives of the filers and those using the digital information. The first stage of the study comprised 16 semi-structured interviews with key stakeholders: HMRC, Companies House, the external iXBRL consultant at HMRC, filing software suppliers, and accountants in business and practice. The interview data was analysed thematically, aided by NVivo. The second stage involved an online survey of 343 ACCA members working in small companies or in practices with small company clients. The survey data were analysed using the partial least squares structural equation modeling (PLS-SEM) method. As hypothesised, the results show a significant positive association between digital reporting and the company having the technological competence and between digital reporting and support for this from top management. As predicted, there is evidence of a significant negative association between digital reporting and the complexity of the process, and between digital reporting and the cost of technology. However, the study finds no evidence of a significant association between digital reporting and compatibility of digital reporting with the company’s accounting system, statutory requirements with government, or network effects. The results provide evidence of a significant positive association between digital reporting and benefits to filers, and between digital reporting and benefits to those using the digital corporate data. The latter association is mediated by the digital search and data services provided by Companies House. To the author’s knowledge, this is the first study to investigate digital reporting to HMRC after it became mandatory for small companies in the UK. The study contributes to the emerging literature by extending our knowledge of the costs and benefits of digital reporting by small companies. It contributes to theory by developing and validating a theoretical model of the factors affecting the take-up of digital reporting and by extending the model to provide further understanding of this technology. The results should be of interest to the directors of small companies and their accountants. They will also be of interest to policy makers seeking to reduce the administrative burdens on smaller entities in the UK and to regulators in other jurisdictions planning for digital reporting initiatives.

[ES] La presente tesis doctoral es una exploración sobre las iniciativas auto-organizadas de mujeres que han surgido en la intersección del arte y la tecnología a nivel internacional. Estas iniciativas comunitarias han ido apareciendo en lugares donde existe una escena de arte y nuevos medios, la cual es generalmente de dominación masculina y baja en diversidad. Este trabajo de investigación es un mapeo de este fenómeno tecno-social y artístico, tratando de identificar las primeras prácticas. A través de entrevistas, encuestas y métodos de investigación etnográfica, esta tesis aspira a comprender el contexto que ha dado lugar a semejantes iniciativas a lo largo de tres décadas y media, examinando las diferentes tipologías por los formatos, extensión, espacio y estructura que éstas han adoptado para afrontar la situación de las mujeres en estas áreas. Existe un vació de referencias sobre formas organizativas y de comisariado en las áreas de arte y tecnología. Además, la literatura general señala las subculturas digitales de los noventa, tales como el ciberfeminismo y el movimiento DIY, como los primeros y principales referentes para las alianzas de mujeres y el activismo translocal en la era digital. Sin embargo, las estrategias de colaboración y segregación en áreas de arte y tecnología no han sido analizadas desde los estudios feministas desde una perspectiva histórica en profundidad. Por lo tanto, esta tesis establece la relación entre dichas iniciativas con la historia de los grupos de mujeres artistas y espacios de arte alternativos, la historia de las mujeres en el arte de nuevos medios y la cultura de redes. Las nuevas tecnologías de la información y comunicación han permitido nuevas formas de comunicación y conectividad transfronterizas; sin embargo, este trabajo investiga en qué medida estas iniciativas dependen de las TIC para el establecimiento de su comunidad, comparado con los formatos analógicos. Con los resultados, esta tesis aspira a convertirse en una fuente de referencias que enriquezca la escasa bibliografía de la temática, proporcionando una lista de formas organizativas y de comisariado, así como las practicas más tempranas nunca publicadas, y en conjunto contribuir a la historiografía actual sobre mujeres. Por último, a la vez que se comenta la situación actual de las mujeres en las áreas de arte y tecnología, este trabajo presenta Atenea, un proyecto de mentorización y networking para mujeres en las artes y carreras STEM. Atenea está compuesto de un programa de actividades con diferentes actividades organizativas y de comisariado, así como una plataforma de networking. A través d'entrevistes, enquestes i mètodes d'investigació etnogràfica, aquesta tesi aspira a comprendre el context que ha donat lloc a semblants iniciatives al llarg de tres dècades i mig, examinant les diferents tipologies pels formats, extensió, espai i estructura que aquestes han adoptat per afrontar la situació de les dones en aquestes àrees. Hi ha un buit de referències sobre formes organitzatives i de comissariat en les àrees d'art i tecnologia. These grassroot initiatives have continued to appear in places where there is a new media arts scene, generally male-dominated and low in diversity. This research work is a mapping of this techno-social and artistic phenomenon, attempting to identify its earliest practices. Through interviews, surveys and ethnographic research, this thesis seeks to comprehend the context that has given rise to such initiatives over three decades and half, examining the different typologies by formats, extension, space and structure that they have adopted to address the situation of women in these fields. There is a void of references on all-women curatorial and organisational forms in art and technology. Moreover, general literature points at digital subcultures of the 1990s such as cyberfeminism and DIY movement as first referents for women's alliance and translocal activism in the digital age. However, collaboration and segregation strategies in new media arts have not been discussed in feminist scholarship from a deeper historical perspective. Therefore, this dissertation elaborates the linkage of such initiatives to early history of all-women art groups and alternative art spaces, history of women in new media arts and to network cultures. New information and communication technologies have enabled new forms of communication and connectivity cross-borders; however, this work investigates in which measure these initiatives are dependent upon ICT for the establishment of a community, compared to analog formats. With the results, this dissertation aims to become a source of references that enriches the scarce bibliography on the topic, providing a list of curatorial and organisational forms with the earliest and unpublished practices that altogether contribute to current women's historiography. Lastly, while discussing the current situation of women in art and technology fields, this works presents Atenea, a mentoring and networking platform for women in Arts and STEM careers. Atenea is comprised of a programme having different organizational, curatorial and networking activities. Additionally, the platform has a project focused on teaching STEM skills to girls through new media arts with female artists as mentors. Emphasizes first, concepts and functions related to electronic journals and digital objects, as well as procedural elements and practices involved in the framework of digital preservation of electronic journal, according to the specialized literature. International and Brazilian initiatives actions were also identified, among them, Cariniana Network, a pioneering Brazilian collective initiative of digital preservation. Then, analyzes the results of the questionnaire applied to the selected journals for this research and observation in sites The Keepers and Cariniana Network to complement the empirical research inherent in digital preservation of these journals. Based on this theoretical and analytical contribution it was possible to present an overview of digital preservation practices of Brazilian electronic journals in information science, emphasizing the importance of digital preservation actions to ensure proper storage, usability and long-term access to these digital objects.

Abstract:
The focus of this research is upon the measures that Swedish Crisis Management System carried out during the Covid-19 pandemic toward the shopping needs (i.e., food/groceries, medicines) of home-quarantined individuals (those who should stay at home according to the authorities’ recommendations because they were either elderly or regardless their ages, were in risk groups or had symptoms of disease). The research identifies the immediate responsible authority concerning this need and examines how this actor behaved and what measures took to address the shopping needs of home-quarantined. The interaction between this responsible actor and other social parties (e.g., humanitarian actors/civil society, and/or Local Communities), explored to illustrate whether the responsible actor had carried out its immediate duty or not. The outcomes of various operations that different social actors performed are analyzed and compared. For assessing the Swedish Crisis Management System and the measures carried out during the Covid-19 pandemic, five case studies conducted; the action of the municipalities in four cities (Örebro, Staffanstorp, Uppsala and Umeå) and one Community Initiative in Örebro (named Coronahjälpen, which launched and operated via a Facebook group) examined and compared. Additionally, the pattern exercised in more than a hundred cities explored. The relationship/interaction between state agents (mainly municipalities) from one side and Civil Society organizations or Community Initiatives is illustrated by applying one practical categorization of the relationship between state and Civil Society and one politico-economic categorization. For the latter, the Neo-liberal paradigm applied for such an analysis toward the relationships. Based on the primary and secondary data and the discussion upon them, the failure or success of the Swedish Crisis Management System during the Covid-19 pandemic regarding shopping needs of home-quarantined individuals was examined. In the conclusion part of the paper, a recommendation for such a system is provided.

Abstract:
The principal themes of this thesis are the accounting training and the digital skills of accountants in Belt and Road Initiative. In particular, the aim of this work is to demonstrate how such a vast project is changing the role of the accountant and the skills required of him. The research will demonstrate this hypothesis through the analysis of white papers and official declarations, published by the Chinese government, as well as in-depth research, carried out by experienced professors in the field, concerning training, new skills and technologies available to accountants. The first part will introduce the context of Belt and Road Initiative, analysing it from a financial and economic point of view and stressing the importance of this project both for China and for all those countries that have decided to be part of it. Doing it, the thesis will focus on the importance of the accounting sector in the project: accounting in this case is to be considered at the same time a resource but also a possible source of misunderstandings due to the different accounting systems of the individual states. Precisely because of these risks, China, together with some associations, is moving to form the figure of a more competent accountant, who must have a global vision. In order to do this, it is necessary that the training process, the central theme of the second chapter, is updated in the modalities and that new skills, that are increasingly required from accountants, are also included during the educational process. Among the new skills, the most requested are, without doubt, those related to technology, which, once developed, will allow the accountant to communicate data in a simpler and faster way. The technologies available, however, are growing more and more and many of them do not require the figure of accountant: the aim of this thesis is, in the final part, to analyse the risks and benefits of such technologies.

Open data is information readable by machines that are freely available to others and it is further the defining element of a smart city. However, little research has been conducted within the area of open data within the smart city context. Further, the smart city initiative explored is the second to be established in Sweden, and an open data platform will serve as the cornerstone in the smart city initiative. In addition to that, the collaboration between the stakeholders is a key factor for reaching the common goal when creating a smart city. In this case study, the researchers have conducted an exploratory case study in order to examine how stakeholders can collaborate within a smart city initiative to foster innovation through the use of open data. Therefore, key stakeholders within the project have been interviewed and the concept of digital innovation network has been adopted to get a deeper understanding of the project, as it involves institutions and companies from both public and private sector that aims to be innovative together. Further, this study identifies four key concerns to guide the smart city initiative. There is a need for a clear strategy and committed management when opening up and handling data; to involve public opinion in data collection, analysis and application to make the open data platform function; to bridge the knowledge resources between the stakeholders in order to benefit from the collaboration in the project; and make a distinction in how to share data between the two discovered innovation networks.

College students seek degrees to obtain employment in their field of interest, however, as the 21st century progresses, employers are often requiring specific skills in addition to degrees and transcripts. As students graduate with their Associates, Bachelors, and Graduate degrees, they plan to present these degrees as sufficient evidence of their qualifications. However, there is recent criticism of college degrees as evidence of qualifications. A beneficial alternative for students would be digital badges. A digital badge is a visual representation that signifies a specific achievement with detailed metadata attached. Digital badges in first-year writing courses would benefit students as they develop specific writing and critical thinking skills as prompted by the curriculum. First-year writing digital badges can include: researching, synthesizing, writing process, constructing authority, etc. as deemed appropriate by the instructor. <p> District leaders play a pivotal role in shaping federally-mandated policies that impact how digital citizenship curriculum is developed and implemented in schools. Yet, for many school leaders, teaching about digital participation may appear as a daunting and unfamiliar practice. In fact, most educators do not participate in digital communities, in contrast to the large number of youth who do. Over 1,200 district administrators from across the nation reported that they ban collaborative digital spaces such as social media in the classroom due to safety, privacy, and classroom management concerns. Yet, emerging research demonstrates that when students are given a structured opportunity to experience digital engagement in productive and constructive ways, students become producers rather than consumers of content and are able to develop an understanding of their digital participation in relation to their participation in society. </p><p> For educators who want to delve into digital citizenship, there currently exists a plethora of resources to support teachers in classroom-level integration of digital citizenship, but supports and resources for system-level, implementation remain limited. Moreover, these resources represent varied conceptualizations of digital citizenship, which results in inconsistent implementations of digital citizenship across classrooms, schools, and districts. Thus, how can district leaders such as superintendents, chief academic officers, or chief technology officers provide a cohesive and comprehensive digital citizenship program when the very conceptualization of digital citizenship remains unclear? </p><p> The purpose of this study was to utilize a case study approach to examine a large, urban school district&rsquo;s approach to defining, developing, and maintaining a digital citizenship initiative focused on empowering students over the course of four years. By documenting and unpacking the elements of a district-wide approach to digital citizenship, this study provides a foundation for systemic practices and a common language aimed at informing organizational policy and practice. Despite the concept of digital citizenship being in its infancy, this study provides an organizational perspective of its conceptualization and implementation across a large system. Findings revealed that the district&rsquo;s complex organizational efforts were rooted in political and symbolic decisions that facilitated the influence of digital citizenship across policy and program implementation efforts.</p><p>

China’s influence is increasing steadily in all corners of the world. One of China’s foreign policy goals is to become a technological superpower by 2025. An important part of that goal is the Digital Silk Road (DSR), a sub-project to China’s massive infrastructure project, the Belt and Road Initiative. The DSR is on one hand contributing to positive technological developments, especially in developing countries. But on the other hand, it has gotten substantial criticism for being a front for spreading China’s digital authoritarian model and for giving authoritarian regimes the tools to effectively repress citizens and violate human rights. The aim of this study is twofold. The first aim is to examine and map out how China might be promoting autocracy through the DSR, this will contribute to a deeper empirical understanding. The second aim is to give a theoretical contribution by categorizing autocracy promotion and testing the value of active and passive autocracy promotion in relation to China and the DSR. To conduct the analysis, I will draw on literature about autocracy promotion and digital authoritarianism. The existing literature is divided on whether or not China is promoting autocracy, and I will thus be arguing that technological advances, and the DSR, makes it problematic to claim that China is not engaged in autocracy promotion. Therefore, I seek to contribute to the existing literature. The results show that China is in fact involved in autocracy promotion through the different DSR projects. It also shows that China’s support, in some cases, have been crucial in providing authoritarian regimes with repressive technologies. The results also indicate that promoting autocracy might not be an outspoken goal or strategy from China, but rather an unintended consequence when trying to reach domestic political and economic goals.

This research was conducted during the 2009-2010 school term as a case study of a large school division’s technology initiative after eight years to chronicle its effect on high school business and marketing teachers’ use and integration of technology. The 18 teachers were business and marketing teachers from eight high schools, two technical centers and one alternative school who participated in the one-to-one laptop initiative from its inception and who were asked to participate in the study. A web-based survey on technology use and adoption was administered to 18 high school business and marketing teachers. The researcher conducted a total of four unannounced observations of each teacher’s instruction, specifically for technology use, by using the Instructional Technology Resource Teachers’ Technology Integration form. Additionally, the teachers were asked to participate in one of two focus group interviews to determine their level of technology use along with their perceptions regarding the technology initiative and its effect on their instruction and teaching strategies. This case study has relevance to school districts with technology initiatives or districts considering adopting one. The high school business and marketing teachers’ vantage point provided unique information about the effect a one-to-one laptop initiative has made on business and marketing teachers’ technology use over the last eight years. The effect that a comprehensive, one-to-one initiative had on business and marketing high school teachers’ technology use was twofold. First, instruction was affected. Teachers and students were found to manage data electronically, the amount of and methods for teachers’ communication changed, and exemplars surfaced. Second, challenges emerged. Teachers’ classroom management responsibilities included laptop monitoring, access issues as a consequence of network filtering policies, and a need for additional technology-based professional development for teachers and time to practice new skills. While some positive effects were visible, eight years into the one-to-one laptop initiative problems were evident, and administrative support as well as teacher acceptance seemed to play an important role in teachers’ willingness to regularly and enthusiastically modify their pedagogy to include technology in teaching strategies and student lessons.

For some years now, Indian Universities and Colleges have been deprived of access to journals and other professional literature. About two decades ago, University libraries were able to subscribe to a decent number of journals in various subjects. The subscriptions have steadily eroded since funds available to universities have not been able to cover the rising cost of the literature, and today access to journals is all but impossible, except from a handful of major university libraries. It is clear that this trend cannot be reversed in the conventional fashion by providing increased funding. The University Grants Commission (UGC) has recently undertaken a major new initiative called the UGC-INFONET, which seeks to provide high speed internet connections, electronic access to professional literature, and the development of multimedia content to supplement conventional learning and teaching. In the present paper we describe the part of this project which deals with the provision of electronic access to journals and other literature for the University sector. Major organizations like the CSIR, DAE, AICTE etc have set up consortia involving institutes under the aegis of the respective department to have electronic access. The arrangement here involves incremental payments to be made to publishers to supplement an already large print subscription base. This arrangement is not possible for the Universities, since the present subscription base is very poor, and therefore arrangements which involve electronic subscriptions only are being made with publishers. In our paper we will discuss details about the initiative, the novel aspects of the programme, the great benefits that it will bring to the University sector, its present and future relationship with other consortia, and the role of INFLIBNET in the planning and long term implementation of the scheme.

Using a variation of the automatic thesaurus generation techniques, to which we refer as the concept space approach, we aimed to create graphs of domain-specific concepts (terms) and their weighted co-occurrence relationships for all major engineering domains. Merging these concept spaces and providing traversal paths across different concept spaces could potentially help alleviate the vocabulary (difference) problem evident in large-scale information retrieval. We have experimented previously with such a technique for a smaller molecular biology domain (Worm Community System, with 10+ MBs of document collection) with encouraging results.

This study was conducted in partnership with RISE and Google, within the initiative “Academy of Lifelong Learning”, aiming to propel the digital transformation in the Swedish public sector. The study investigated the digital maturity of 18 authorities in terms of maturity level (early, developing maturing), and within the driving areas (1) Citizen Centricity, (2) Leadership, (3) Digital Toolbox and (4) Security and Sustainability. Further, it explored how citizens’ sentiment towards public authorities relates to the organizations’ digital maturity scores. The results of a digital maturity survey showed that 16 of the 18 contributing organizations were developing, whereas two scored just enough to be classified as maturing. The organizations performed best within Security and Sustainability, and the worst within the category Digital Toolbox—where the biggest competence gaps were also identified. To unlock citizens’ sentiment towards the authorities, sentiment analysis was conducted on Facebook data. In a correlation analysis, a significant negative relationship was surprisingly found between (i) maturity score and (ii) sentiment score, as well as between (i) maturity score and (ii) positive comments. Presumably, this can be explained by citizens interacting the most with the more mature organizations and thus expressing their dissatisfaction more. However, more analysis is needed to draw conclusions.<br>Studien genomfördes i samarbete med RISE och Google inom initiativet ”Akademin för livslångt lärande” (Academy of Lifelong Learning), som syftar till att driva på den digitala transformationen i den svenska offentliga sektorn. Studien undersökte 18 myndigheters digitala mognad med fokus på mognadsnivå (early, developing maturing), och inom de drivande områdena (1) medborgarperspektivet, (2) ledarskap, (3) digitala verktygslådan och (4) säkerhet och hållbarhet. Vidare undersöktes medborgarnas attityder gentemot offentliga myndigheter i relation till organisationernas digitala mognad. The media industry is undergoing a comprehensive change due to media convergence and the diffusion of the internet. However, there is a lack of research in the field of Information Systems on how these technological phenomena impact work practices in broadcasting and media organizations. Using the BBC’s Digital Media Initiative (DMI) as a case study, I provide a detailed description and analysis of the implementation of DMI in news and long-form productions. The empirical evidence was gathered from BBC Northern Ireland (BBC NI), where a large-scale digital video production infrastructure based on DMI was implemented. My point of departure is the study and impact of digitalization in work practices associated to the production of video as an image-based artefact, which complements previous studies that focus on information tokens such as electronic text. I seek to assess how work practices at BBC NI were affected by the use of digital video throughout the DMI workflow. In this context, my case study analyzes: 1) DMI’s technical infrastructure and its impact on work practices for the purpose of searching and organizing video content, and how this affected news and long-form productions distinctively; and 2) the domain of video craft editing brought about by the digitization of the video production process. My contribution demonstrates the importance of a semiotic approach to the study of the digitalized image-based artefact, particularly when analyzing the construction of a video narrative. Video narratives are based on work practices that originate not only from particular occupational cultures, but also from the technological characteristics of digital video information. I address the importance of the semiotic character of digital video, in both syntactic and semantic dimensions, and acknowledge its role as a constitutive element for understanding the impact of digitalization and work in the information age.

The Ministry of Human Resource Development (MHRD) has set-up a â Consortia-based Subscription to Electronic Resources for Technical Education System in Indiaâ on the recommendations made by the Expert Group appointed by the ministry. The consortium is named as the Indian National Digital Library in Science and Technology (INDEST) Consortium. The INDEST Consortium has commenced its operation since Dec., 2002 through its headquarters at the IIT Delhi. The Consortium subscribes to full-text electronic resources and bibliographic databases for 38 leading engineering and technological institutions in India including IITs (7), IISc (1), NITs / RECs (17), IIMs (6) and a few other institutions directly funded by the Ministry of Human Resource Development (MHRD). While the expenditure on electronic resources proposed for subscription under the consortium for these 38 institutions are being met from the funds made available by the MHRD, the consortium being an open-ended proposition, welcomes all other institutions to join it on their own for sharing benefits it offers in terms of highly discounted subscription rates and better terms of agreement with the publishers. Moreover, beneficiary institutions may also subscribe to additional electronic resources through the consortium that are not being funded by the MHRD. This article introduces the INDEST Consortium, its activities and services.

The study of social memory has emerged as a rich field of research closely linked to cultural artefacts, communication media and institutions as carriers of a past that transcends the horizon of the individual’s lifetime. Within this domain of research, the dissertation focuses on memory institutions (libraries, archives, museums) and the shifts they are undergoing as the outcome of digitization and the diffusion of online media. Very little is currently known about the impact that digitality and computation may have on social memory institutions, specifically, and social memory, more generally – an area of study that would benefit from but, so far, has been mostly overlooked by information systems research. The dissertation finds its point of departure in the conceptualization of information as an event that occurs through the interaction between an observer and the observed – an event that cannot be stored as information but merely as data. In this context, memory is conceived as an operation that filters, thus forgets, the singular details of an information event by making it comparable to other events according to abstract classification criteria. Against this backdrop, memory institutions are institutions of forgetting as they select, order and preserve a canon of cultural heritage artefacts. Supported by evidence from a case study on the Europeana initiative (a digitization project of European libraries, archives and museums), the dissertation reveals a fundamental shift in the field of memory institutions. The case study demonstrates the disintegration of 1) the cultural heritage artefact, 2) its standard modes of description and 3) the catalogue as such into a steadily accruing assemblage of data and metadata. Dismembered into bits and bytes, cultural heritage needs to be re-membered through the emulation of recognizable cultural heritage artefacts and momentary renditions of order. In other words, memory institutions forget as binary-based data and remember through computational information.

The project will begin with the background and reasoning why Air Force organizations should implement DPI. Our objectives will be to develop a consistent plan and model for bases and organizations to do quick assessments of their DPI requirements based on a set standard of guidelines. Accompanied with this plan will be proposed policy guidance for implementing DPI in accordance with the Air Force Electronic Records Management policy. This project will also make recommendations for marketing the plan throughout the Air Force to promote a smooth transition and implementation. The product will consist of the overall recommended guidance for the ITCC to implement this initiative, to include a model for quick assessments, requirements determination and post implementation guidance. Finally the project will discuss the future of this initiative along with recommendations for further research and development.

The uptake and use of digital technologies continues to increase in schools throughout the world. In many schools the uptake and use of digital technologies takes place in One-to-One (1:1) initiatives in which teachers and students have their own laptops. In this thesis the uptake and use of digital technologies is studied from the student, teacher and school leader perspectives in order to through this gain knowledge regarding the conditions for Technology Enhanced Learning (TEL) and educational change in K-12 schools. In the Unos Umeå research project the uptake and use of digital technologies in two schools, an upper secondary school and a compulsory school, was studied. A research design involving a case study approach (Yin, 2003, 2009) was used to study a 1:1 initiative. The methods of data collection were surveys, interviews and classroom observations. To explore, identify and describe conditions for TEL and educational change the data collected were used to map the initial expectations regarding the uptake and use of digital technologies from the start of the initiative as well as to follow the development of teaching and learning activities related to the uptake and use of digital technologies in the 1:1 classroom over a period of two years. The Ecology of Resources Model (Luckin, 2010) was used as a theoretical framework including the use of the concept of filters. Regarding the conditions for TEL, the results show that the uptake and use of digital technologies provides possibilities for new forms of teaching and learning in the 1:1 classroom. Students reported increased motivation, engagement and variation in schoolwork. Teachers described new forms of teaching as well as possibilities for collaboration, sharing of materials and continued professional development. For school leaders possibilities were found in collaboration, administrative support and follow-up of students and teachers, creating a unified vision of the work with digital technologies, and collaboration and sharing within the schools as an ecology of resources. The challenges seen from the student, teacher and school leader perspectives were related to use, technical support and optionality. If the possibilities are to be achieved, there is a need for continued professional development for teachers and school leaders. Further, clear directives through policy will be of importance. In the short term, the practical implications of the uptake and use of digital technologies, specifically in 1:1 initiatives, seem to be strongly connected to sustainability in schools. In the long term, if sustainable conditions for TEL and educational change in the 1:1 classroom can be created and upheld, the practical implications may for example be teachers’ improved skills to integrate a thought-through student use of laptops in their teaching practices and an increase in equality of digital competence between students, between schools and between classrooms in the same school.

Le mixtèque de mixtepec est une langue otomangue essentiellement parlée par une population de 9000-10000 locuteurs dans les municipalités de San Juan Mixtepec dans la région Juxtlahuaca dans l’État d’Oaxaca, Mexique. Elle est aussi parlée par quelques milliers de locuteurs qui résident dans l’État de Baja Californie, Tlaxicao, et Santiago Juxtlahuaca en Mexique. Aux Etats-Unis, elle concerne également différentes populations significatives, en particulier dans les environs de Santa Maria et Oxnard en Californie ainsi que dans les États d’Oregon, Floride, et Arkansas. Les principaux objectifs de ce projet sont a) de créer une collection de ressources langagières pour la langue sous licence ouverte, et la communauté des locuteurs b) évaluer les logiciels, les standards et les procédures utilisés dans le champ de la documentation linguistique par rapport à celles du champ des humanités numériques et c) démontrer comment les directives de la TEI (Text Encoding Initiative) et les technologies liées à XML peuvent être utilisées pour l’encodage, les métadonnées, et pour l’annotation et le traitement d’une collection de ressources lexicales, dans le cas d’une langue pour laquelle peu de sources primaires sont disponibles. This PhD thesis addresses the challenges of social inclusion for older men (65+ years) with dementia in rural England. This applied study used an individually-tailored male-only Technological Initiative, drawing on commercially available computer game technology (e.g. iPad, Nintendo Wii and Microsoft Kinect) to deliver person-centred activities to older men with dementia residing in three rural areas of England over a nine week period. Participatory Action Research (PAR) formed the framework for the conduct of the research. Multiple qualitative methods were employed to explore the perceived impact of the Technological Initiative on the men’s social inclusion. These included focus group discussions, open interviews and extensive reflexive field notes. Twenty two men participated in the research alongside fifteen care partners and five community volunteers. A thematic analysis was undertaken to interpret the data. The research demonstrated that whilst the men enjoyed rural life, aspects of rurality combined with their subjective experiences of dementia to hinder their social inclusion. The Technological Initiative appealed to the men and resulted in their increased social confidence and sense of well-being. Three features were integral to its success: the use of technology; the male-only environment; and the approach adopted. The technology enabled the men to re-engage with their old leisure interests, take part in new activities and so continue their learning and personal growth, and challenge assumptions about their abilities. The male-only environment promoted a sense of familiarity and camaraderie that relaxed the men and encouraged them to speak openly. The approach adopted sought to give voice to the men by situating them as experts in the evolution of the Technological Initiative. The thesis concludes by arguing that community ecopsychosocial initiatives designed to enable male social inclusion would be advised to consider these gendered experiences and promote them through the activities offered, the environment created and the method of delivery.

European Processor Initiative (EPI) è un progetto attualmente implementato nella seconda fase di un accordo con la Commissione europea, il cui scopo è quello di progettare e attuare una tabella di marcia per una nuova famiglia di processori europei a basso consumo per l'extreme scale computing, Big-Data, HPC e altre applicazioni emergenti. La prima fase di EPI è iniziata nel dicembre 2018 ed è stata completata con successo nel novembre 2021, con la consegna dei primi 143 test chip (EPACs) per l'unione europea. Il bring-up dei test chip è avvenuto con successo e ha eseguito il suo primo programma inviando i tradizionali saluti "Hello World!" in diverse lingue. Per eseguire tutte le necessarie procedure di prototipazione e test necessarie prima di inviare un chip in produzione, è necessario che l'EPAC sia emulato da un dispositivo FPGA. Tuttavia, la dimensione di EPAC è troppo grande per implementare e prototipare il progetto completo sulla maggior parte degli FPGA commerciali. Pertanto, fino ad ora, la prototipazione è stata è stata effettuata disabilitando diverse parti del sistema una per una, in modo che il sistema ridotto potesse essere implementato in un singolo FPGA. Il lavoro presentato in questa tesi, che è stato svolto all'interno di Semidynamics Technology Services per EPI, ha avuto come contributo la concezione del partizionamento EPAC su un sistema multi-FPGA, la definizione dell'architettura e la progettazione di un modulo Serializzatore-Deserializzatore che permette il partizionamento EPAC del sistema multi-FPGA, al fine di realizzare un emulatore Full-Chip.

O advento da internet revolucionou o modo como cientistas comunicam os resultados de suas pesquisas, potencializando a disseminação e o acesso à produção científica. Esse fato foi responsável pela reestruturação do fluxo da informação científica (ICT), que passou a incorporar características próprias da cultura digital. A Iniciativa dos Arquivos Abertos constituiu a infraestrutura que apóia essa reestruturação. Também foi responsável pela institucionalização de um modelo denominado repositórios de e-prints (RE), o qual armazena, dissemina e promove a produção científica, publicada ou não, em um espaço gerido pela própria comunidade científica, que permite a inclusão de seus comentários públicos sobre o conteúdo dessa produção. A hipótese do trabalho sugere que a aderência desse modelo pelas comunidades científicas é dependente do seu nível de compreensão e aceitação e do perfil da área, interferindo na adoção da inovação e em sua legitimação. Por meio de um estudo de caso de pesquisadores brasileiros das Ciências da Comunicação foi empreendida a técnica do grupo de foco eletrônico entre 18 pesquisadores, cujo perfil foi formado por líderes de grupos de pesquisa cadastrados no CNPq com formação na área. O estudo exploratório permitiu identificar diversas questões presentes nas dinâmicas da comunicação científica da área conduzindo à comprovação da hipótese. Dentre os resultados destacam-se a baixa percepção de que esse modelo otimiza o fluxo da ICT e a forte tendência para não aceitação do modelo em função do perfil da área. Conclui-se que o nível de aderência ao modelo insere-se em uma escala que varia de média a baixa.<br>The advent of the internet has revolutionized the way scientists communicate their research results increasing the power to disseminate and to access scientific production. This fact was responsible to restructure the scientific information flow that has incorporated its own characteristics from the digital culture. The Open Archives Initiative constituted the infrastructure that supports this restructuring. It was also responsible for the institutionalization of a model called e-prints repositories (ER), that stores, disseminates and promotes scientific production, published or not, in a place managed by the scientific community itself, that allows the inclusion of their public commentaries about contents of that production. The hypothesis of this work suggests that the adherence to this model by the scientific communities depends on the level of understanding and acceptance, of the profile of the field interfering with the adoption of the innovation and its legitimation. Through a case study of Brazilian researchers from the Communication Sciences field it had been carried out the electronic focus group technique among 18 researchers, whose profile was formed by researches leaders registered at CNPq with backgroung in the field. The exploratory study identified many questions present in the dynamics of scientific communication of the field leading to proof of the hypothesis. From among results, distinguish low perception of that this model optimized the scientific information flow and strong tendency to not accept the model becauce of field profile. In conclusion, the level of adherence to the model is inserted in a medium to low scale.

Recentemente estudiosos como Benkler, Lessig, Boyle, Hess e Ostrom retomaram o uso do conceito de commons, mas agora relacionado à informação em geral ou à informação científica. Nesse trabalho, nós lançamos mão desse termo para destacar o caráter cooperativo da pesquisa científica, a importância da transparência e neutralidade no acesso ao commons da Ciência e a natureza anti-rival da informação científica. O conceito de commons nos é muito útil para focar todo o conjunto dos artigos científicos já publicados, quer estejam na forma impressa ou na digital. Ainda permite um estudo através de prismas multidisciplinares e, finalmente, enfatiza a dinâmica das comunidades científicos como um todo. Em qualquer commons de informação, quanto maior a distribuição do conhecimento, mais dinâmico e eficiente é o processo de evolução do conhecimento. A tecnologia da imprensa tem desempenhado um papel fundamental na divulgação de informação e o seu surgimento marcou uma revolução no conhecimento e na cultura da nossa civilização. A tecnologia digital tem se mostrado mais eficiente ainda, uma vez que a natureza da sua implementação em bits se aproxima mais da natureza anti-rival das idéias do que qualquer outra tecnologia hoje empregada para preservação e distribuição de informação. Em nosso estudo, constatamos que o commons da Ciência pode ser enormemente enriquecido através de práticas cooperativas e de acesso aberto na publicação da academia. Percebemos também que o uso da tecnologia digital no commons científico, especialmente na publicação dos resultados da pesquisa, aumenta grandemente a distribuição do conhecimento acadêmico, suas oportunidades de escrutínio e validação, a dinâmica de amadurecimento das idéias científicas e, conseqüentemente, pode tornar o desenvolvimento da Ciência mais veloz e eficiente. No entanto, o meio digital tem sido utilizado tanto para criar um ambiente de livre circulação de idéias quanto para controlá-las. Por um lado, código computacional tem sido implementado para garantir o acesso apenas aos que pagam pelos altos preços das revistas científicas. Por outro lado, a publicação de revistas on-line de acesso aberto e outras formas alternativas de disseminação de conteúdo científico têm se proliferado. Ainda, o decrescente orçamento das bibliotecas, o crescente preço das assinaturas de revistas científicas e as crescentes restrições aplicadas pelas leis de propriedade intelectual têm minado a natureza livre das idéias científicas e colocado a Comunicação Científica numa crise. Estamos no meio de uma transição de paradigmas quanto à publicação dos resultados de pesquisa científica, onde aspectos legais, tecnológicos e sócio-econômicos estão em renegociação. À luz das oportunidades da tecnologia digital e da publicação em acesso aberto, as formas de disseminação dos resultados da pesquisa científica presentemente estabelecidas tem sido repensadas. Inserimos essa análise num contexto maior, o paradigma da Comunicação Científica. Isso nos auxilia a fazer um estudo mais abrangente das complexas questões envolvendo nosso tema, analisando os aspectos tecnológicos, legais e sócio-econômicos de uma possível transição para o modelo de publicação de acesso aberto. Tão grandes são as oportunidades desse novo modelo que ele tem agregado em torno de si iniciativas sócio-acadêmicas conhecidas por Movimento de Acesso Aberto à literatura científica. Atualmente, há muitos testes e modelos de publicação dessa literatura. Em especial, nesse trabalho focamos o modelo de acesso aberto aos resultados científicos, suas vantagens, as dificuldades para seu estabelecimento e como ele tem se desenvolvido. Analisamos a viabilidade de criação de um ecossistema de bibliotecas digitais de acesso aberto, especializadas em cada ramo da Ciência. Nossos modelos de partida baseiam-se em alguns aspectos de serviços como arXiv, CiteSeer e Google Scholar. Entre as muitas conclusões desse estudo, constatamos que bibliotecas desse tipo aumentam sobremaneira a dinâmica de circulação, geração, transformação e renovação do conhecimento científico. Assim, o processo de produção de recursos no commons científico pode se tornar muito mais eficiente.<br>Recent studies done by Benkler, Lessig, Boyle, Hess and Ostrom look at the concept of commons again however, this time in relation to information in general more specifically to scientific information. In this study, we focused on the cooperative character of scientific research, the importance of transparency and neutrality to access the scientific commons. The concept of commons is highly useful to focus on every scientific article that has already been published in print or digitally. This allows studies through several multidisciplines and finally emphasizes the dynamic of scientific communities around the world. In each commons of information, the higher the distribution of knowledge, the more dynamic and efficient the process of the evolution of this information. Technology of the press has been key in the divulging of information and its expansion marked a revolution in knowledge and culture in our civilization. Digital technology has shown more efficiency. Its implementation into bits is closer to the non-rival nature of the ideas than other technologies used to preserve it and used to distribute information. In our work, we realized that the science of commons should be enriched through cooperative practices and open access to scientific results. We also realized that digital technology in scientific commons improves distribution of scholarly knowledge and the dynamic evolution of scientific ideas so the science development should be even more efficient and faster. The digital revolution has been used to create a free environment of circulation of ideas and it has also been used to control certain things. On one side, computational code has been implemented to allow access just for people who pay for the service. On the other hand, online journals publishing and other alternative forms of disseminating scientific knowledge have been proliferated. The decreasing budget of libraries, the increasing cost of journal subscriptions and the increasing restrictions applied by intellectual property has enclosed the free nature of scientific ideas and it has put Scholarly Communication into a crisis. We are in the middle of a transitional phase, where legal, technological, social and economic aspects of scientific publishing have being renegotiated. We inserted our analyses in a larger context, the Scholarly Communication paradigm. This supports a larger study about the complex questions of our subject, analyzing the technological, legal, social and economic aspects of a possible transition to the open access publishing model. This new publishing model is so interesting that some initiatives have started social movements pertaining to it. Nowadays, there are many tests and publishing models especially in this line of work. We focused on the open access model in scientific results, its advantages, the difficulties of its establishment and how it has been developed. Finally, we propose that the creation of an open access digital libraries ecosystem specialized in every scientific field. Our staring models are services such as: arXiv, CiteSeer and Google Scholar. Among our conclusions, we have realized that following this models stated above, digital libraries can enhance the dynamic of circulation, generation, transformation and renovation of the scientific knowledge.

<p>This thesis explores content design – an area which encompasses the practices and the conceptions of the description, organisation and manipulation of digital content. The overall aim was to identify and examine principles, methods and tools appropriate for content design within the humanities and the social sciences. Another purpose was to investigate the limitations and opportunities of the identified methods and tools by means of modelling and applications of prosopographical materials, designed for research and teaching in history of education.</p><p>The prosopographical collection consists of three different kinds of sources: transcriptions from biographical reference books, written biographical accounts and digitalised archival sources, such as enrolment registers. These resources were encoded according to the Text Encoding Initiative (TEI) guidelines with the purpose to denote specific structures and semantic features of the content. The thesis demonstrates how the prosopographical collection, stored in a master file in TEI/XML format, was encoded and organised and then further transformed, migrated and manipulated by other tools and to other platforms. This resulted in several examples of applications demonstrating a broad range of uses for research and teaching in history of education and alike.</p><p>One conclusion is that the TEI guidelines serve well as a valuable tool for the markup of rather complex historical materials designed for multiple purposes: for qualitative analyses, and as input to multivariate statistical analyses, and for migration into relational databases. Another conclusion is that such digital collections, provided with markup, could be treated as research tools themselves, because they lend themselves much more than simply access, retrieval or reading. In this prosopographical collection, the markup contributes to make explicit the underlying theories and thus provides scholars, teachers and students with tools to reuse and rearrange the content for other kinds of uses in other areas. </p>

Com os diversos recursos adicionados ao SoC, ocorreu o aumento da complexidade no fluxo de desenvolvimento, principalmente no processo de verificação e um aumento do seu consumo energético. Entretanto, nos últimos anos, aumentou a preocupação com a energia consumida por dispositivos eletrônicos. Dentre as diversas técnicas utilizadas para reduzir o consumo de energia, Power Gating tem se destacado pela sua eficiência. Ultimamente, o processo de verificação dessa técnica vem sendo executado no nível de abstração RTL (Register TransferLevel), com base nas tecnologias CPF (Common Power Format) e UPF (Unified Power Format). De acordo com a literatura, as tecnologias que oferecem suporte a CPF e UPF, e baseadas em simulações, limitam a verificação até o nível de abstração RTL. Nesse nível, a técnica de Power Gating proporciona um considerável aumento na complexidade do processo de verificação dos atuais SoC. Diante desse cenário, o objetivo deste trabalho consiste em uma abordagem metodológica para a verificação funcional no nível ESL (Electronic System-Level) e RTL de circuitos digitais que empregam a técnica de Power Gating, utilizando uma versão modificada do simulador OSCI (Open SystemC Initiative). Foram realizados quatro estudos de caso e os resultados demonstraram a eficácia da solução proposta.<br>The semiconductor industry has strongly invested in the development of complex systems on a single chip, known as System-on-Chip (SoC), which are extensively used in portable devices. With the many features added to SoC, there has been an increase of complexity in the development flow, especially in the verification process, and an increase in SoC power consumption. However, in recent years, the concern about power consumption of electronic devices, has increased. Among the different techniques to reduce power consumption, Power Gating has been highlighted for its efficiency. Lately, the verification process of this technique has been executed in Register Transfer-Level (RTL) abstraction, based on Common Power Format (CPF) and Unified Power Format (UPF) . The simulators which support CPF and UPF limit the verification to RTL level or below. At this level, Power Gating accounts for a considerable increase in complexity of the SoC verification process. Given this scenario, the objective of this work consists of an approach to perform the functional verification of digital circuits containing the Power Gating technique at the Electronic System Level (ESL) and at the Register Transfer Level (RTL), using a modified Open SystemC Initiative (OSCI) simulator. Four case studies were performed and the results demonstrated the effectiveness of the proposed solution.

Abstract:
The advent of the internet has revolutionized the way scientists communicate their research results increasing the power to disseminate and to access scientific production. This fact was responsible to restructure the scientific information flow that has incorporated its own characteristics from the digital culture. The Open Archives Initiative constituted the infrastructure that supports this restructuring. It was also responsible for the institutionalization of a model called e-prints repositories (ER), that stores, disseminates and promotes scientific production, published or not, in a place managed by the scientific community itself, that allows the inclusion of their public commmentaries about contents of that production. The hypothesis of this work suggests that the adherence to this model by the scientific communities depends on the level of understanding and acceptance, of the profile of the field interfering with the adoption of the innovation and its legitimation. Through a case study of Brazilian researchers from the Communication Sciences field it had been carried out the electronic focus group technique among 18 researchers, whose profile was formed by researches leaders registered at CNPq with backgroung in the field. The exploratory study identified many questions present in the dynamics of scientific communication of the field leading to proof of the hypothesis. From among results, distinguish low perception of that this model optimized the scientific information flow and strong tendency to not accept the model becauce of field profile. In conclusion, the level of adherence to the model is inserted in a medium to low scale.

Die Universitätsbibliothek begrüßt den Beschluß von Rektorat und Senat zur Unterstützung von Open Acces an der TU Chemnitz mit dem Wortlaut - Rektorat und Senat der TU Chemnitz fordern die Autoren der Universität nachdrücklich auf, ihre wissenschaftlichen Publikationen als Pre- oder Postprintversion, soweit rechtliche Bedenken der Verlage nicht entgegenstehen, auf dem Publikationsserver MONARCH der TU Chemnitz abzulegen. - Rektorat und Senat ermutigen die Wissenschaftler der TU Chemnitz, in bestehenden Open-Access-Zeitschriften zu publizieren. Gerade die Bibliothek der TU Chemnitz als Dienstleister für Wissenschaftler und Studierende hat die Auswirkungen der Zeitschriftenkrise bitter zu spüren bekommen. Abstract:
This is an interdiscliplinary qualitative study which uses an exploratory research design and builds on Fariclough's Critical Discourse Analysis methodology to analyze the discourses surrounding an Information and Communication Technology (ICT) for livelihood development project in Jamaica, introduced by the United Nations Development Programme - the Jamaica Sustainable Development Networking Programme (JSDNP). The primary objective of this project is to provide the poor in Jamaican communities with access to, and training in ICTs. In this research, I specifically focus on the discourses surrounding the JSDNP Cybercentre Project for a group of microenterprise entrepreneurs in the Jamaican tourism industry to access the epistemological assumptions of this project. From the data collected it was found that at one level, the JSDNP Cybercentre Project encouraged specific ways of acting and organizing congruent with the configurations, processes and structures of corporate firms of industrialized countries, by representing the achievement of livelihood expansion through the use of specific ICTs in a particular way which excluded other discourses. The particular ways of acting and organizing promoted by the Cybercentre encouraged the use of non-indigenous technologies, undervalued indigenous technologies and excluded the indigenization of non-indigenous technologies. These discourses were incompatible with the operational and structural configurations of trans-temporal poor entrepretrepreneurs interviewed and were more favourable to the non-poor and spatio-temporal ones. One of the wider implications of the discourse therefore was that they play a fundamental role in perpetuating entrenched inequalities through the preservation of social practices, along with their associated systems and structures. It was also found that these modalities limited the operational processes of all microenterprise entrepreneurs who were exposed to the Cybercentre Project. These entrepreneurs have limited control over the configuration of non-indigenous technologies; their technological and creative capabilities are restricted; their ability to indigenize non-indigenous technologies impaired; and they are highly dependent on non-indigenous technologies (which themselves have a number of limitations).
