Abstract:
The simplest receptivity problem of linear disturbances artificially excited in a three-dimensional boundary layer adjacent to a solid surface is studied in the framework of the generalized triple-deck theory. In order to provide a mathematical model to be compared with experimental data from wind-tunnel tests we consider the base flow over a swept flat plate. Then crossflow in the near-wall region originates owing to an almost constant pressure gradient induced from outside with a displacement body on top. A pulsed or vibrating ribbon installed on the solid surface serves as an external agency provoking initially weak pulsations. A periodic dependence of the ribbon shape on a coordinate normal to the streamwise direction makes the receptivity problem effectively two-dimensional, thereby allowing a rigorous analysis to be carried out without additional assumptions.The most striking result from the asymptotic theory is the discovery of streamwise absolute instability intrinsic to a three-dimensional boundary layer at high Reynolds numbers. However, due to limitations imposed on the receptivity problem no definite conclusions can be made with regard to possible continued convection of disturbances in the crossflow direction. An investigation of the dispersion-relation roots points to the fact that wave packets of different kinds can be generated by an external source operating in the pulse mode. Rapidly growing wave packets sweep downstream, weaker wave packets move against the oncoming stream. Insofar as the amplitude of all of the modulated signals increases exponentially in time and space, the excitation process gives rise to absolutely unstable disturbances in the streamwise direction. The computation confirms the theoretical prediction about the existence of upstream-advancing wave packets. They can be prevented from being persistently amplified only in a region ahead of the ribbon where nearly critical values of the Reynolds number are attained.The results achieved are shown to be broadly consistent with wind-tunnel measurements. Hence a conjecture is made that the onset of transition is probably associated, under some environmental conditions, with the mechanism of streamwise absolute instability in the supercritical range of the Reynolds numbers.

Abstract:
The text aims to explore legal and moral aspects of torture. Under the legal aspect the text compares three definitions of torture: UN definition, Brazilian definition, and Spanish definition. In this regard, neither the UN formulation nor the Brazilian formulation are ideal, because the Brazilian legal definition restricts the element of action by the part of the perpetrator of torture, and the UN convention restricts the effect on the victim, given that pain or suffering should be severe. The hypothesis is that a better proposal could be linked to the Spanish Penal Code, which in its art. 174 defines torture as the submission of someone “to conditions or procedures that, due to their nature, duration or other circumstances, involve physical or mental suffering, the suppression or decrease of their faculties of knowledge, discernment or decision, or that otherwise undermine their moral integrity”. Concerning the moral meaning of the repulse to torture it is intended to defend the paradigmatic character of the human right to not be tortured in at least two respects. The first aspect refers to its universalizing vocation in the full sense, since it can be extended to all sentient beings. In this regard, the prohibition of torture goes beyond the dominium of personality to advance in the direction of a domain of suffering not determined by the mask of personality. The second aspect is that the prohibition stands for an absolute right with no exceptions, precisely because of its deeper moral content.Keywords:radical evil, torture, perpetrator.

Abstract:
The article deals with two different approaches to training actors. One of them is Stanislavski’s system, and the other is Meyerhold’s biomechanics. Konstantin Stanislavski and Vladimir Nemirovich-Danchenko are reformers of the Russian theater. As the Art Theater founders, they understood that the emergence of a new drama would require a completely different approach to working with actors and a different design of the stage space. With regard to new performances, it became possible to pose critical social questions related to everyday life before the viewer. Therefore, it was logical that the director's profession became very important. Working on his system, Stanislavski paid great attention to the need for an actor’s comprehensive development. Many wonderful actors who attended his acting school were among the students of this great theater director. Vsevolod Meyerhold was one of them. However, the latter chose his direction and began to engage in staging performances actively and search for new means of expression, having come to an absolute convention on the stage. Meyerhold created his method of working with an actor, known as biomechanics, in the theatrical environment. The principle of this approach is the opposite of Stanislavski's system. With all the difference in views on the theater, in the early stages of Meyerhold's independent practice, Konstantin Stanislavski offered him the opportunity to cooperate, which led Vsevolod Meyerhold to the Studio on Povarskaya Street in Moscow. Evgeny Vakhtangov was another student of Stanislavski and Nemirovich-Danchenko. At the request of Stanislavski, Vakhtangov was engaged in educational work in the studio of Moscow Art Theatre. Unlike Meyerhold, he thoroughly mastered the system and then created his theatrical direction called fantastic realism. Vakhtangov's legacy was preserved thanks to the activities of his students, among whom was Boris Zakhava. He turned to Meyerhold for help and spent several seasons with the master, gaining invaluable experience, including revealing the features of biomechanics in practice. Boris Zakhava remained faithful to Vakhtangov’s principles and continued his teacher’s work at the Shchukin Theater Institute.

Abstract:
The issue of reforming the institute of state (public) procurement is one of the key directions of the modernization of the administrative sector of our state. Increasing the efficiency of this institute should be recognized as one of the conditions for ensuring stable economic growth. In this regard, issues relating to the assessment of the efficiency of the use of public funds are of particular interest. The indicators of the efficiency of the activity of the public procurement sector in Ukraine in the context of the introduction of the “ProZorro” electronic procurement system are calculated and analyzed. The existing works of the individual scientists in the direction of developing indicators of the efficiency that can be used to evaluate the results of the operation of the procurement logistics system in the public sector in Ukraine are generalized. As a result, approaches have been identified that can be used to determine the effectiveness of the participation of customers, private sector representatives and the system of electronic public procurement in general. On the basis of retrospective data of past years and the first half of the current year, a number of estimates of absolute and relative savings, as well as indicators of the effectiveness of the open bidding in the public sector of Ukraine have been identified. The dynamics of these indicators before and after the introduction of the “ProZorro” electronic procurement system was analyzed. The analysis shows that the first results of the functioning of the “ProZorro” system demonstrate the existence of negative trend of competition and reduction in the amount of savings in public funds. Ensuring high efficiency and competitiveness, integrity and transparency of the procurement process are the main tasks of the Ukrainian government in the field of public procurement. The authors argue that the introduction of the “ProZorro” system can help to solve them successfully, and the application of the analytics module enables to calculate the savings from the use of this system.

The social apathy system came after the dissolution of the Soviet Union and the destruction of the ideological; the recognized moral values, which had been universal for the Soviet people, disappeared. Representation of members of a society about the absolute and unchanging moral principles were not relevant, in this regard, the society grew into a community consisting of small groups, the main idea of which was the satisfaction of personal needs, often unrelated to the needs of society in general. This article focuses on the possibilities of tourist activity in the Patriotic education of citizens. Today the technology of tourism, in the sphere of pedagogical influence, is mainly used in the practice of Patriotic education of the younger generation. However, the volume of tourism impact and its broader educational opportunities cannot and should not be limited exclusively with Junior and youth direction. In modern society there is a need of using the potential of tourist activities in the sphere of Patriotic education not only of youth but also the adult population. Today there is a need for a focused educational process in patriotism, not beyond a reasonable and humanistic perception of reality. Means of tourist activity of cultural-cognitive orientation such as excursions and travel, priority aimed at acquainting with the history and culture of the Motherland, can be an effective tool in the process of Patriotic education.

Abstract:
We describe experiments designed to measure gaze direction perception capability of humans under face-to-face and display mediated conditions. Gaze perception capability was determined by means of the absolute values of the pitch differences between a looker's actual regards and participants' judgments. We compared the capability under face-to-face, stereoscopic image, and monoscopic image conditions. On average, participants perceived the looker's gaze direction most accurately under the face-to-face condition. As expected, the accuracy under the stereoscopic image condition was higher than the results obtained under the monoscopic image condition. However, individual data did not follow the expected order and our exploratory experiments showed that participants with narrower interpupillary distance than the distance between two stereo cameras had difficulty in judging gaze directions. We also found that the perception of the pitch component of gaze direction is affected by gaze transmission methods but the yaw component is robust and is not affected by the transmission conditions.

The modern world dictates severe conditions, involving people in a continuous process of changes in the environment. Active building and construction work, urban densification are rapidly transforming environment, creating a new architectural space with intense impact on people. In this regard, there is much tension around the issue of provision of urban amenities, forming comfortable environment for a full human life. The comfort of the urban environment is determined by a set of visual perception of the constituent elements of this environment: architecture, design, landscape and their harmonious unity with nature. A remarkable component of visual perception, making urban space aesthetically appealing, is small architecture.Small architecture in Russia has always played a special role. Being perceived in the context of space, creating at the same time a certain mood and emotions, small forms diversified architectural environment, making it aesthetically appealing. The question about the direction of urban policy in the field of provision of urban amenities was made in 1921, when the first Congress on improvement of populated areas took place. With this legislation originated overall urban development approach as inseparable system layout of the city, its architectural appearance and landscaping. Architectural workshops developed model projects of small forms with recommendations for improvement, which helped to inexpensively create individual features in urban development. At present, the provision of urban amenities have moved to a new level, becoming more grandscale, capital-intensive.The main requirements for small architectural forms are to create a harmonious space, the fusion of architecture with the natural elements. The most harmonious perception of small architectural forms in the environment is achieved through the use of natural building materials. The use of natural materials in urban environment represents nature, creates a comfortable environment psychologically close to a person. Wood, among other natural materials, has an undoubted advantage. Absolute compatibility, unique design quality, expressive possibilities of the material and its ability to form a comfortable living environment, harmoniously combined with other materials, provide greater demand for wood in modern architecture.In the architecture of small forms wood is used everywhere: on the territories of residential quarters, parks and recreation areas, areas of office and commercial development, road environment, etc. A leading role in shaping the public space belongs to small structures for various functional purposes, such as benches, gazebos, sheds, sports facilities, children’s playgrounds.In the modern wooden architecture of small forms two directions are clearly traced. In the first one there is the desire to escape from the boring similar forms, transforming small architectural forms in art objects representing not only material, but also artistic value. The second direction is based on the centuries-old practice of folk art. Having been formed for centuries folk culture and national traditions fully meet the artistic tastes of the modern society. Summing up, it should be noted that the use of wood in architecture of small forms is a universal solution to shape the ecological framework of the urban environment, which is especially important in solving the problems of the modern city.

D’un côté, une propriété absolue, analysée en un droit réel à objet matériel, de l’autre, une propriété essentiellement divisible et relative, un bundle of rights susceptible de porter sur un objet matériel ou immatériel. Cet article tend à remettre en cause l’idée d’une opposition radicale entre le droit des biens civiliste et la common law property. La thèse défendue ici est celle d’un rapprochement possible du concept de propriété en droit civil et en common law, autour de l’idée d’une propriété relationnelle et incorporelle, laquelle pourrait fournir un point de départ pour une définition transsystémique de la propriété.

Différentes pratiques et méthodes, depuis la conception de l’étude jusqu’à l’analyse statistique, permettent à l’épidémiologiste de cerner au mieux la nature causale de la relation entre facteur et maladie, mais celle-ci relève de l’interprétation, car des circonstances non causales peuvent aussi induire une relation, le hasard mais aussi l’effet d’autres facteurs connectés. La philosophie identifie trois niveaux de discussion dans l’usage de la notion de causalité : le problème kantien de la distinction entre réalité absolue et réalité perçue par l’Homme, étant donné ses facultés de connaissance ; le problème positiviste de la difficulté d’identifier des causes à partir de l’observation des phénomènes naturels, liaison entre phénomènes ne signifiant pas nécessairement succession causale ; le problème de l’induction, multiplier les expériences ne pouvant apporter de preuve définitive, les falsificationistes proposant d’étudier la robustesse d’un résultat en le soumettant à de nouveaux tests visant à le réfuter. Il ressort de cette réflexion interdisciplinaire différents apports à la pratique de l’épidémiologie et plus généralement de la recherche en biologie : entre autres rechercher les contextes lesplus à même de remettre en question le résultat ; établir une conjonction de résultats différents et complémentaires pour conforter l’hypothèse de causalité, ce qui est en lien avec les dix critères de causalité utilisés par les épidémiologistes pour évaluer et discuter la nature causale d’une relation. En définitive, avoir un regard critique sévère sur les résultats d’étude est la seule façon d’apporter du crédit à l’interprétation quant à la causalité d’une relation statistique significative.

With the end of the civil war and fading of military and ideological competitions of the superpowers and drastic changes in the international system, maintaining peace and security has been closely associated with the political, social economic and cultural structures of states and their behavior in observing the criteria of human rights. The Security Council as an organ, established for keeping Peace and Security has experienced great opposition to the sovereignty of states by using human rights rules as an alibi, and even has paved the way for military intervention. Normally, material breach of the human rights criteria and fundamental liberties can endanger the international peace and security. In this type of situations, the issue can be discussed in the Security Council with the request of the general assembly and the general secretary. IF the Security Council confirms a threat consequent to the material violation of human rights rules, it can enforce the required actions, regarding its obligations and authorities. The intervention of the Security Council as a representative of the international community with regard to taking decisions for humanitarian intervention in the context of the responsibility to protect and denying the absolute sovereignty of states on one hand and encouraging the states to guarantee the observance of civil rights of people and enabling them in the field of public welfare and even military intervention and protecting nations against tragedies such as genocide, crimes against humanity and war crimes, on the other hand are significant challenges. Although the responsibility to protect is practiced in the direction of legitimate intervention in the domestic affairs of sovereign nation – states with the objective of protecting humanitarian rules, actually after 2001, the chances for humanitarian measures have been decreased. In this article, we will examine this issue that from the beginning of the third millennium what effects, the concept of responsibility to protect has had by limiting the sovereignty of states and redefining it, aligned with the humanitarian intervention by the Security Council?

The purpose of this study was to assess the accuracy of clinical and laboratory measures of directional microphone benefit. Three methods of simulating a noisy restaurant listening situation ([1] a multimicrophone/multiloudspeaker simulation, the R-SPACE™, [2] a single noise source behind the listener, and [3] a single noise source above the listener) were evaluated and compared to the "live" condition. Performance with three directional microphone systems differing in polar pattern (omnidirectional, supercardioid, and hypercardioid array) and directivity indices (0.34, 4.20, and 7.71) was assessed using a modified version of the Hearing in Noise Test (HINT). The evaluation revealed that the three microphones could be ordered with regard to the benefit obtained using any of the simulation techniques. However, the absolute performance obtained with each microphone type differed among simulations. Only the R-SPACE simulation yielded accurate estimates of the absolute performance of all three microphones in the live condition. Performance in the R-SPACE condition was not significantly different from performance in the "live restaurant" condition. Neither of the single noise source simulations provided accurate predictions of real-world (live) performance for all three microphones.

. Modern revolutionary trends in the development of the world fuel and energy complex are considered. The economic pattern that has existed for many centuries, according to which economic growth must always be accompanied by an increase in energy consumption, is now no longer relevant for many industrialized countries. Absolute reduction of energy consumption and reduction of energy intensity of national product production become one of the most important indicators of successful use of modern technological progress in countries.The development of science and technology over the past 20 years has permanently eliminated the threat of possible energy shortages. On the contrary, the world is gradually entering an era of global energy surpluses, which will naturally affect the dynamics of energy prices in the direction of slowing their growth.It is shown that along with technological progress, no less serious impact on the development of the fuel and energy complex of the world is exerted by the rapid development of renewable energy and the activities carried out under the auspices of the UN to reduce greenhouse gas emissions into the earth’s atmosphere.According to the author, the revolutionary restructuring of the structure of the world energy balance in favor of energy sources with zero emissions of pollutants into the earth’s atmosphere today shows that one of the most important circumstances of their development, both from developed and some developing countries, was the growth of well-being in them. In this regard, the population’s consciousness began to dominate not the issues of survival at any cost, but the quality of life, including the quality of the environment.That is why, despite the fact that the VIE at first did not withstand competition in comparison with the production of hydrocarbons, most countries, using subsidies and tax preferences, continue today to intensively increase their capacity. This circumstance shows, if earlier for centuries the world at use of this or that power source was guided by expenses of its production and use, now its influence on preservation of favorable conditions of residence of the person on the earth Comes to the first place.

La théorie géographique de la propriété reste encore en chantier malgré les appels en ce sens lancés par plusieurs auteurs. Sans prétendre achever l'élaboration d'une telle théorie, le présent article voudrait ouvrir une piste dans cette direction à partir d'une critique de la géographie politique de Ratzel. La critique révèle d'abord que cette géographie donne une définition de la propriété et de l'État alignée sur une conception dogmatique de l'individu. La proposition ratzélienne présente en effet l'individu comme une entité absolue autour de laquelle s'élève, pour fins de satisfaction des besoins, l'édifice politique. Prenant le contrepied de cet a priori individualiste, l'article analyse la dimension discursive de la propriété. Il s'avère que le discours de la propriété, opérant sur le mode dogmatique, impose une privation sur laquelle repose l'institution du sujet nommément distingué et proprement humain.

La propriété intellectuelle (PI) fait l’objet d’une attention grandissante dans les stratégies des grandes entrep]rises ainsi que dans le cadre du commerce international (signature des Accords sur les aspects des droits de propriété intellectuelle qui touchent au commerce - ADPIC). Mais qu’en est-il des PME au regard de ces préoccupations ? La PI est-elle perçue comme un enjeu pour elles ? Quelles pratiques de PI ont-elles développées au regard de la nécessité d’innover et de l’utilisation de plus en plus intensive des ressources immatérielles ? Les réponses apportées dans cette contribution sont de nature exploratoire, basée sur une enquête par entretiens menée dans la région de l’Arc jurassien. Il s’avère que la propriété intellectuelle est un instrument incomplet pour les PME dans le sens où il n’offre pas de protection absolue, loin de là. Cependant, la protection n’est pas l’unique fonction que remplissent ces outils ; leur utilisation correspond à différentes logiques qui sont mises en évidence dans la première partie. Enfin, ces logiques se combinent de différentes manières selon le type d’entreprise et leur situation. En montrant la diversité des utilisations possibles et leurs diverses combinaisons, cet article révèle que la PI, malgré ses limites, peut être un atout pour les PME.

It is pointed out that academic freedom in the national constitutional and legal doctrine has been studied very insufficiently due to some destructive factors, including inertia and conservatism of the post-Soviet centralized system of educational management, closed academic environment, long-term lack of standardization of academic freedom in the Ukraine’s legislation, superficial comprehension of the academic freedom as a value in the academic environment and in Ukrainian society in general, etc. The absence in the Constitution of Ukraine as well as in most of the constitutions of foreign countries of a separate article proclaiming academic freedom does not contribute to the development of the theory of academic freedom. In this regard, disclosure of the essence of academic freedom is possible through a systematic interpretation of certain constitutional norms. Some activation of the scientific research began when the educational reforms were implemented in Ukraine, especially the Law of Ukraine “On Higher Education”, which provided the basis for modernization of the educational legislation and legalized the concept of academic freedom, was adopted. The development of the right to academic freedom in Ukraine is facilitated both by law-making activity, which is based on updating the educational legislation, as well as generating and disseminating scientific ideas on this issue in the constitutional and legal doctrine in the direction of ensuring pluralism of thoughts. Today, the concept, essence and content of academic freedom are interpreted by scholars differently. Each of them contributes to the development of the concept of academic freedom. The concepts, components and content of academic freedom are highlighted. Academic freedom is not permissiveness, but rather a choice of behavior and personal responsibility for the result. It is non-absolute and has its objective and subjective limits. However, any restrictions are justified only in order to ensure the adequate recognition and respect of the rights and freedoms of others, satisfaction of the just requirements of morality, public order and general well-being in a democratic society. The author’s definition of the right to academic freedom as a legally guaranteed opportunity for the participants of the educational process to carry out scientific research, teaching, training freely, without any external interference, taking into account the restrictions established by law is suggested. Résumé Cet article analyse la politique de l’emploi préconisée par Keynes durant les années trente, à partir d’une lecture de ses écrits politiques. Nous montrons tout d’abord le rôle exact d’un programme de travaux publics, à savoir de coordonner l’initiative privée afin de modifier le pessimisme des entrepreneurs. Les travaux publics constituent donc une politique anti-déflationniste de lutte contre le chômage involontaire. En revanche, en 1937-1939, malgré un taux de chômage de 12 %, Keynes s’oppose à une politique de relance globale, du fait des risques d’« inflation absolue ». Car le chômage résulte alors en grande partie des rigidités sur le marché du travail. Le concept de chômage volontaire, élaboré dans la Théorie générale, est donc d’une grande pertinence pour comprendre la politique de l’emploi préconisée par Keynes. Finalement, cette étude montre la forte cohérence des prises de position pratiques de Keynes avec l’analyse théorique développée dans la Théorie générale, même si ses positions peuvent à première vue nous surprendre. Elle permet également de jeter un regard critique sur les politiques dites keynésiennes d’après-guerre.

Influence of earthquake directions on wind turbine tower under seismic action are numerically investigated in this paper. First, equations of motion and an integrated finite element model of a wind turbine system consisting of a rotor, a nacelle and a tower shaft are established. Second, the finite element modal analysis is discussed. Third, relationships between upper displacements in x, y directions and bottom bending stress when the angle is 0, 30, 45, 60, 90 degree respectively between earthquake directions and concentrated eccentric mass direction (x direction) are analyzed by adjusted Taft seismic wave .The results show that: seismic responses of a wind turbine tower are remarkable and seismic action may be the dominant factor in the design of wind turbine towers that located at a seismically active zone. Under different earthquake directions structure’s dynamic responses are different, 90 degree with regard to x direction is the most unfavorable direction. Both maximum upper displacements in x, y directions and bottom bending stress appear at 90 degree direction with regard to x direction.

Replacement of the ruling elites in Georgia expands the space for dialogue with Tbilisi, but the main trend in the foreign policy orientation of Georgia's - Euro- Atlantic integration - seems to remain unchanged. Due to the fact that "political legacy" of Saakashvili's government continues to influence Georgia's policy it is reasonable to refer to the possible strategy of indirect actions of Russia to win sympathies of the Georgian society and inhibit the "Atlantic" tendency “from below”.

We consider numerical simulation of temporal hydrodynamic instability with finite amplitude perturbations in plane incompressible Poiseuille flow. Two dimensional Navier Stokes equations have been used and reduced to vorticity-stream function form. Trigonometric polynomials have been used in homogeneous direction and Chebyshev polynomials in inhomogeneous direction. The problem of boundary conditions for vorticity has been solved by using the method of influence matrices. The Orr-Sommerfeld equation has been solved by Chebyshev polynomials, and linear combination of the obtained eigenfunctions has been optimized with regard to the corresponding eigenvalue. We present here the results of simulation for the perturbations optimized in regard to the least stable eigenvalue for the Reynolds number Re=1000.

Summary A novel, simple, economical, and time-effective method to estimate the anisotropic permeability of coal is presented in this paper. This method estimates the coal’s anisotropic permeability by avoiding the tedious experimentation using triaxial permeameter or history-matching exercises. This method calculates the absolute magnitude of the permeability of the sample. In this regard, it is unlike other analytical permeability models, such as given by Palmer and Mansoori (1998) and Shi and Durucan (2014), that only calculate the permeability ratio (k/k0). The motivation is to find a method by which the permeability of the coal may be determined with reasonable accuracy by using only two easy measurements: mercury intrusion porosimetry (MIP) and anisotropic stress-strain (σ-ɛ) measurement. The main blocks of the method are based on cleat size that is obtained from MIP and randomly allocated to form flow channels/cleats through the coal; these cleats form parallel paths in the orthogonal face and butt cleat directions that provide the permeability; and the cleat width (b) is stress dependent. This method is further validated by comparing with the experimentally measured stress-dependent permeability of Surat Basin (Australia) coal and German coal in face cleat and butt cleat directions.

Recently, carbon fiber reinforced composite materials (Woven fabric) are widely used in various fields of engineering because of its advanced properties. Then, many researchers have studied woven fabric CFRP materials but fatigue crack propagation behaviors for composites have not been still standardized . It shows the different crack propagation behavior according to load and fiber direction. Therefore, there is a need to consider fatigue crack propagation behavior in conformity with fiber arraying direction to load direction at designing structure using woven CFRP materials. In this study, therefore, the fatigue crack propagation for plain woven CFRP composite materials was investigated under two different fiber array direction (fiber arraying direction to load : 0°, 45°). Fatigue crack propagation tests of the woven CFRP composite were conducted under sinusoidal wave-form with stress ratios of 0.3 at a frequency of 10Hz, respectively. As a result of test, fatigue crack propagation rates (da/dN) were plotted against the stress-intensity factor amplitude (ΔK) and other factor. Also we compared ΔK with other factor that considering in-plain anisotropy. All of tests of fatigue crack propagation were carried out under mode I opening loading by using compact tension specimens.

Evaluation of phenotypic value of most present sheep breeds in Serbia is carried out as well as those populations which should have greater significance in the future. In this way, clear picture was obtained of strength and potentials of sheep production in different rearing systems, which will serve better defining of the direction of genetic-selection activities in the future. Researches have shown that there is high variability of traits depending on the observed factors. It is indicative that in the intensive system sheep breeds are forces of production direction meat and meat-wool, whereas in semi-intensive and extensive systems, predominant are breeds of tripartite direction. The best results in intensive rearing system were obtained in Mis sheep. In semi-intensive system, there is huge difference in body mass between Pirot improved sheep and Tsigai sheep, as well as between all investigated breeds in this system in regard to milk traits. Tsigai lambs realized higher body mass at the age of 90 days. Lipska sheep was dominant in regard to quantity of milk in lactation, but its fertility was the lowest. Mass of fleece was the lowest in sheep of Pirot improved population. There were no significant differences in regard to variability of the quantitative traits between sheep in extensive system, except in final body mass of lambs, where Svrljig and Pirot population were behind in comparison to Sjenica sheep.

The paper is devoted to the analysis of the place of absolute civil rights in the system of legal regulation of relations in merchant shipping. The main objectives of the study are to identify the role and general legal features of absolute civil rights exercised in the field of merchant shipping, as well as the search for optimal directions of improvement of civil legislation regulating the relevant relations.The paper characterizes the interaction between absolute and relative rights in the process of regulating relations in merchant shipping. It is established that property rights, due to their absolute nature, constitute the legal basis for the formation of legally binding relations under private and public law. In turn, the content of property rights is actively affected by public goals and tasks of legal regulation of relations arising in merchant shipping. For example, the extension of the status of an immovable property to a marine vessel is preconditioned due to the tasks of ensuring public policy in the field of commercial navigation. The author highlights the main material objects of property rights. Particular attention is paid to the peculiarities of the property law regime applied to the sea vessel and the objectives of establishing these peculiarities. The author summerizes the main normative and doctrinal approaches to the definition of the concept of a “vessel” and substantiates the necessity of a single normative consolidation of this concept in the legislation of the Russian Federation and international law instruments.The author differentiates between absolute and relative relations in the field of commercial navigation. The author substantiates the property and legal nature of the relationship arising with regard to sea vessel possession when the vessel is leased out, as well as possession of the cargo on board of the vessel. The author makes proposals concerning inclusion in the Civil Code of the Russian Federation of certain provisions on possession of a thing, as well as proposals on the development of special legal norms governing limited property rights to objects of merchant shipping.

Ces situations soulèvent des interrogations majeures : faut-il notamment poser des limites aux contrôles que peuvent exercer les employeurs sur les salariés ? Il convient d’abord de rappeler qu’il est légitime pour un employeur de surveiller l’activité de ses travailleurs. Par le contrat de travail, le salarié se soumet au pouvoir de direction du chef d’entreprise. La difficulté réside en réalité dans la possibilité de porter atteinte à certains espaces de vie personnelle. C’est notamment la vie privée qui risque d’être malmenée, le salarié pouvant être filmé ou écouté à son insu. Le contrat de travail ne peut légitimer de telles situations : la liberté étant inhérente à la condition d’Homme, on ne peut y renoncer moyennant rémunération. De plus, ces nouveaux procédés de preuve sont peu compatibles avec la loyauté contractuelle qui doit présider aux relations de travail.

Deficit analysis—which principally deals with the question “how big are the gaps between current water status and good ecological status?”—has become an essential element of the river basin management plans prescribed by the European Water Framework Directive (WFD). In a research project on behalf of the Ministry of Energy, Agriculture, the Environment, Nature and Digitalization Schleswig-Holstein (MELUND), a deficit analysis based on distributed results from the water balance and phosphorus emission model system GROWA-MEPhos at high spatial resolution was performed. The aim was, inter alia, to identify absolute and relative required reduction in total phosphorus at any river segment or lake within the state territory as well as to highlight significant emission sources. The results of the deficit analysis were successfully validated and show an exceedance of the phosphorus target concentrations in 60% of the analyzed subcatchments. Statewide, 269 tons of phosphorus needs to be reduced yearly, which corresponds to approximately 31% of the total emission. Detailed data as well as maps generated by the deficit analysis benefit the planning and implementation of regionally efficient measures, which are indispensable with regard to meeting the environmental quality objectives set by the WFD.

The different methods of re-orientation of core samples are discussed in the present study. In order to obtain results from core samples concerning the direction of the formation, their permeability and their anisotropy, it is essential first to bring all the pieces of the core into their initial position with regard to the North and to the horizontal (in-situ). In this study we emphasize particularly to the palaeomagnetic technique. This re-orientation method uses the magnetic components of the rocks (especially the viscous component) in order to determine the direction with regard to the North (declination). Also, the anisotropy method which helps us to correct the angle to the horizontal (inclination) is described here. Finally we applied the last two methods in non-oriented core samples from N. Greece and the significant importance of the re-orientation techniques to the palaeomagnetic studies is shown.

This paper presents a 2D-simulation of the main stages of the tricalcium silicate hardening which reflects a possible mechanism of radical reactions with regard to the spin state of the interacting particles. The principles of the universal static model are used for 2D-simulation. It is shown that the particle charge determines the ionic mechanism. In this case, the electron spin direction does not affect the reaction process. It is demonstrated that the spin direction is important for the interacting particles.

Abstract:
Malgré les efforts déployés par le législateur lors de la réforme du Code civil du Québec, la notion d'ordre public demeure vague, floue et difficile à définir en des termes précis. La disparition de la notion de bonnes moeurs n'a pas en effet réglé toutes les questions controversées soulevées sous l'empire de l'ancien Code civil ni dissipé toute la confusion qui régnait. Certaines questions se posent toujours relativement à la distinction entre l'ordre public de direction et l'ordre public de protection, entre l'ordre public économique et l’ordre public politique et social, ainsi qu'au sujet des sanctions applicables en cas de violation d'une disposition d'ordre public en vigueur au moment de la formation du contrat ou d'une disposition qui prend effet alors que le contrat est déjà formé et en cours d'exécution. Les nouvelles dispositions traitant de l'ordre public, malgré leur multiplication et leur précision, n'apportent pas de réponses claires quant à leur applicabilité rétroactive, quant aux effets particuliers qu'engendre la nullité absolue qui frappe un contrat fait en violation de ces dispositions, ni quant aux conditions de la validité d'une renonciation à une règle d'ordre public. La doctrine et les tribunaux conservent leur rôle traditionnel, leur intervention étant toujours requise pour clarifier certaines ambiguïtés persistantes et pour répondre à certaines interrogations qui surgissent dans des situations tout à fait exceptionnelles et imprévisibles à la suite de la réforme du Code civil du Québec.

Abstract. We present the high-frequency properties of the eight electric field sensors as proposed to be launched on the spacecraft "RESONANCE" in the near future. Due to the close proximity of the conducting spacecraft body, the sensors (antennas) have complex receiving features and need to be well understood for an optimal mission and spacecraft design. An optimal configuration and precise understanding of the sensor and antenna characteristics is also vital for the proper performance of spaceborne scientific instrumentation and the corresponding data analysis. The provided results are particularly interesting with regard to the planned mutual impedance experiment for measuring plasma parameters. Our computational results describe the extreme dependency of the sensor system with regard to wave incident direction and frequency, and provides the full description of the sensor system as a multi-port scatterer. In particular, goniopolarimetry techniques like polarization analysis and direction finding depend crucially on the presented antenna characteristics.

Cholelithiasis (cholelithiasis) has become increasingly common in childhood. Currently, the features of the clinical course have been studied, the criteria for the diagnosis and prevention of cholelithiasis in children have been worked out. However, the features of metabolic disorders are still not studied, among which not the least role in the genesis of the formation of gallstones is played not only by the exchange of lipids, but also carbohydrates.The main role in the regulation of carbohydrate metabolism is played by insulin. The process of production of insulin in the body in the blood serum fully reflects the concentration of C-peptide. The ratio between insulin and C-peptide is not always constant. It may shift in one direction or another against the background of diseases of the internal organs, including the GI tract.The analysis for C-peptide and insulin allows you to identify not only hypo — or hyperglycemia, but also to determine insulin resistance, calculate the HOMA index and, accordingly, make a forecast for the development of dyslipidemia. In this regard, it was of interest to study the state of carbohydrate metabolism (glucose, insulin, C-peptide) in children with cholelithiasis.The purpose of the study. To improve the early diagnosis of the complicated course of cholelithiasis by studying the features of carbohydrate metabolism for practicing therapeutic tactics and preventive measures.Materials and methods. Under our supervision at the Department of Pediatrics infectious diseases, faculty of postgraduate education of physicians of the Russian national research medical University of Minzdrav of Russia (head.DEP. — M. D., Professor L. A. Kharitonov), city children’s polyclinic № 122 (chief doctor — PhD Bragin A. I.) were 140 children aged from birth to 15 years. Carbohydrate metabolism was studied in 140 children of the study group. Boys were 62, average age 10.0±4.9, girls were 78, average age 8.8±4.5. The parameters of serum glucose, insulin, and C-peptide were evaluated. The Homeostatic Model Assessment (NOMA) Insulin resistance Index will be calculated using the formula: NOMA-IR = (fasting plasma glucose (mmol/l) x fasting serum insulin (mkED / ml))/22.5 (Cuartero B., 2007). The physical development of children was evaluated according to WHO standards (2006) using the WHO Anthro Plus program (2009). We evaluated the values of the average values of body weight(MT), height (body length, DT) and body mass index (BMI) in five groups of newborns. The nutritional status was determined by the values of the Z-score value. Mathematical calculation of the results was carried out on a personal IBM — compatible computer using the statistical program Statistica 6.0.Results. In children with GI, there was a tendency to increase the NOME index, both in frequency and in absolute terms, from the age of 8 and persisted until the age of 15(0,65±0,14;0,42±0,04; 4,89±1,12; 4,86±0,44; according to the age periods, p< 0.005).Conclusion. Thus, disorders of carbohydrate metabolism in children with GI depend on the child’s age and body weight. In overweight children, an increase in C-peptide, insulin, and the resistance index was observed, which suggests that children with GI occurring against the background of overweight at the age of 8–11 and 12–15 years are threatened by the formation of metabolic syndrome, diabetes mellitus, and arterial hypertension.

The article proposes a solution of a problem of polarization error compensation for radar object direction finding by means of conical scan method. The solution is considered at signal processing level that makes possible to avoid polarization limitations in antennas engineering. The purpose of the article is to substantiate a model for polarization-induced errors by conical scan direction finding method and to develop an algorithmic technique for the considered method correction with regard to arbitrary polarization conditions of radar interaction. The results are presented by analytical model along with quantitative estimates of polarization-induced errors of direction finding and the computational procedure of the error compensation as well as by analysis of imperfectness factors for the proposed procedure exposing its practical applicability.

This paper covers the influence of crystallographic texture on the mechanical properties in two of the most important high strength Al-Zn-Mg family of aluminium alloys, viz., AA7075 and AFNOR7020 alloys, used in the Aerospace industry. AFNOR7020 Alloy developed a stronger texture compared to the other two alloys. S component of texture is stronger in AA7075 alloy whereas the Bs component is stronger in AFNOR7020 alloy. This is attributed to the shear banding which was found absent in the other alloy. The starting material, AA7075 in T7352 condition and AFNOR7020 in T652 condition show some degree of anisotropy of mechanical properties with regard to yield strength and ultimate tensile strength. Higher degree of deformation leads to more pronounced anisotropy in mechanical properties with regard to yield strength and ultimate tensile strength, with a maxima along the transverse direction. For the alloys, experimentally measured Plastic Strain Ratio, r value, which is a measure of the texture present in the material in the deformation conditions, agree well with the computed values with a maximum at 45oorientation to the rolling direction.

En février 2015, la Cour internationale de justice a rendu sa décision sur les deux plaintes déposées, l’une par la Croatie et l’autre par la Serbie, s’accusant l’une et l’autre d’avoir perpétré un génocide à l’encontre de leurs populations durant les guerres qui les opposèrent de 1991 à 1995. La Cour internationale de justice déclara qu’aucune des deux entités n’avait commis de génocide. Ces décisions me poussèrent à reprendre une recherche commencée en 1997 et intitulée « Migrants et réseaux de soins : pour une adaptation interculturelle ». Celle-ci était placée sous la direction de l’Université de Lausanne (Suisse). Cette étude avait pour objectif d’évaluer les effets induits par l’introduction, pour des patients non francophones, de traductions simultanées pendant les consultations médicales ou psychologiques. Or le protocole initial fut bouleversé par l’arrivée dans les consultations de demandeurs d’asile politique fuyant les zones de guerres fratricides des pays de l’ex-Yougoslavie. L’arrivée de ces requérants d’asile provoqua un basculement épistémologique de l’enquête. « Les gens de la guerre », comme ils furent nommés, n’étaient pas seulement des migrants mais des « Autres » (avec un A majuscule), porteurs de stigmates de violences indicibles, ils représentaient l’altérité absolue. Mon activité ethnographique, à travers le suivi régulier et quotidien des consultations pendant huit mois, fut pour moi particulièrement éprouvante. Effectuer, en 2015, un retour sur cette expérience existentielle et sur l’activité ethnographique qui en a résulté m’a incité à repenser la place de l’anthropologue et de l’anthropologie et leur apport à la compréhension globale de telles situations extrêmes, nécessairement labiles et éphémères.

New nonwoven products containing cotton and Lyocell (Trademarked, Tencel), low temperature thermal-bondable bicomponent olefin/polyester, or comber noils were developed using needlepunching and spunlacing (hydroentanglement). Webs containing five different blends were prepared by either light needlepunching, or light needlepunching followed by hydroentangling. We acquired detailed basis weight uniformity measurements to learn about processing and the influence of fiber blend composition on web uniformity. Basis weight uniformity was evaluated without regard to web direction (“Total” uniformity), along the machine direction (MD uniformity) and across the cross direction (CD uniformity) at numerous size resolutions. We observed that blending manufactured fibers (either Tencel or olefin/polyester) with bleached cotton and comber noil substantially improved basis weight uniformity of both types of nonwovens. We also observed that subjecting needled webs to hydroentangling significantly improved Total and MD uniformities.
