Abstract:
À partir des années quatre-vingt-dix, une relation étroite est établie entre les politiques nationales environnementales et les politiques commerciales, et débouche rapidement sur un débat international portant sur le commerce et l'environnement. Un des aspects fondamentaux de ce débat est lié à l'impact des différences de rigueur environnementale entre les pays sur la compétitivité et la localisation des firmes. Cet aspect a déjà été amplement étudié et porte le nom d'Hypothèse de Pollution Haven, mais n'a pas encore été explicitement démontré. Un second aspect, moins examiné dans la littérature, est celui de l'effet de ces différences réglementaires sur les niveaux de pollution. Dans cette thèse, qui s'articule autour de quatre chapitres, ces deux aspects sont étudiés. Le premier chapitre dresse une image précise des politiques environnementales à travers le monde, leur hétérogénéité constituant le fondement de l'hypothèse de pollution haven. Le deuxième chapitre propose une modélisation théorique mettant en évidence l'impact de la régulation environnementale sur le choix de localisation des firmes. Le troisième chapitre se concentre sur l'estimation empirique du modèle théorique développé, et fait ressortir un effet significatif des politiques environnementales sur les décisions de localisation des firmes françaises. Le dernier chapitre présente une évaluation empirique de l'impact des différents mécanismes en jeu sur les émissions de pollution. Il apparaît alors qu'une augmentation des investissements directs à l'étranger s'accompagne dans les pays hôtes d'une augmentation des émissions polluantes et d'une diminution de l'intensité polluante.

Cette thèse se propose d’étudier le rôle de l’hétérogénéité des entreprises multinationales dans leurs stratégies d’investissements directs à l’étranger (IDE). Si de précédents travaux soulignent l’importance de la productivité individuelle des entreprises dans le fait de devenir une multinationale, peu évoquent l’hétérogénéité restante entre ces entreprises pour expliquer les différences de choix de mode d’entrée ou de motif d’implantation à l’étranger. A travers des approches théoriques et empiriques innovantes, basées sur l’utilisation de données confidentielles d’entreprises françaises, nous montrons que l’hétérogénéité des entreprises détermine chacun des trois aspects stratégiques détaillés dans cette thèse : Le taux de contrôle à l’étranger, le motif d’implantation et la structure du réseau de filiales. Plus précisément, la productivité et l'expérience de la firme favorisent un contrôle accru des filiales étrangères, leur importance relative dépendant du pays hôte. Ces caractéristiques sont également associées à une intégration plus profonde dans les chaînes de valeur mondiales, ainsi qu’à la constitution d'un réseau d’implantations plus original. Ces résultats permettent une meilleure compréhension des choix des multinationales, au-delà de l’apparente complexité des flux d’IDE<br>This thesis examines the role of firms´ heterogeneity in the Foreign Direct Investments (FDIs) strategies. We already know firms’ heterogeneity to sharply distinguish between domestic firms, exporters and multinationals (MNEs). Yet, to what extent it impacts their foreign direct investments (FDIs) strategies among MNEs is rarely evoked, while several entry mode choices and FDI motives coexist. Mixing both theoretical and empirical innovating approaches using French firm-level data, the four chapters of this PhD dissertation reveal that the firm heterogeneity influences all of the three dimensions of strategies we review: foreign ownership mode, FDI motive and structure of the overall network of affiliates. Specifically, firm-level productivity and international experience foster deeper integration with a changing relative importance according to the host country. They are also associated with production motives and vertical integration into the global value chains. The more productive firms also display original affiliates’ network structure. These findings allow a better understanding of multinationals’ choices underneath the ``complex’’ global picture of FDI flows

Abstract:
Cette thèse est composée en quatre chapitres distincts. Dans le premier chapitre, nous examinons le lien à long terme entre le développement des marchés boursiers, le développement du secteur bancaire et la croissance économique du groupe BRICS en utilisant l’analyse de données de panel. Notre analyse empirique indique que l'indicateur du développement du marché boursier ainsi que l'indicateur du développement du secteur bancaire ont un impact positif et significatif sur la croissance économique. Cependant, l'indicateur de la profondeur du système financier a un effet négatif et significatif sur la croissance. Dans le deuxième chapitre, nous étudions l'impact direct des investissements directs étrangers (IDE) ainsi que l’interaction entre de l’IDE et de la liberté économique sur la croissance économique dans un panel des pays en voie de développement en utilisant l’analyse de données de panel dynamiques et la méthode des moments généralisée (GMM). Nos résultats mettent en évidence de l’effet significatif et positif de la liberté économique sur la croissance économique. En outre, l'impact de l'IDE via le canal de la liberté économique est positif et significatif. Cependant, l'effet de l’IDE sur la croissance économique pourrait varier en termes de développement des pays. Le troisième chapitre étudie l'impact direct de l'IDE et l'effet interactif de l'IDE via les indicateurs de marché financier sur la croissance économique de 20 pays en utilisant l’analyse de données de panel dynamiques et la méthode GMM. Notre analyse empirique indique que l'IDE a un effet significatif et positif sur la croissance économique à travers deux indicateurs du secteur bancaire. De même, les mêmes résultats ont conclu pour l'indicateur de la capitalisation boursière. Cependant, l'effet de l'IDE via l'indicateur de la liquidité du marché boursier est négatif. Dans le quatrième chapitre, nous examinons l'effet de la crise financière à travers les indicateurs du marché boursier sur la croissance économique dans le cas des pays du groupe D8 en utilisant des données de panel dynamiques et la méthode GMM. Les résultats concernant trois modèles employés dans cette étude montrent que la crise financière a un effet négatif et significatif via les indicateurs du marché boursier sur la croissance économique. Par conséquence, la crise financière cause de la réduction de l'impact positif du développement des marchés boursiers sur la croissance économique. Cependant, l'impact direct du développement des marchés boursiers est positif. De même, l’indicateur du secteur bancaire a un effet positif sur la croissance. Aussi, nous montrons que l'impact du secteur bancaire sur la croissance est significativement plus important que l'impact du marché boursier<br>This thesis is composed of four separate chapters. In the first chapter, the long-term relationship between stock market development, banking sector development and economic growth in the BRICS group countries has been investigated using panel data analysis. The findings reveal that the proxy of stock market development and also the employed proxy of banking sector development have positive and significant impact on economic growth. However, the channel of financial depth in study countries has a negative and significant effect on growth. In the second chapter, the direct and interactive impact of foreign direct investment and economic freedom on economic growth has been studied in a panel of developing countries using dynamic panel data and generalized method of moments (GMM) approach. The results depict a significant and positive effect of economic freedom on economic growth. Also the impact of FDI through economic freedom channel is positive and significant. However, the effect of FDI on growth may vary in terms of development. The third chapter sought to study the direct impact of FDI and also the interactive effect of FDI through proxies of financial market on economic growth of 20 countries using dynamic panel data and GMM approach. In this regard, the interaction of FDI with four indicators of financial market development has been examined. The results indicate a significant and positive impact of FDI through two proxies of banking sector on economic growth. Similarly, the same results concluded for the indicator of stock market capitalization. However, the effect of FDI through the indicator of stock market liquidity is negative. The fourth chapter aims to examine the effect of global financial crisis through the proxies of stock market on economic growth in case of D8 group countries using dynamic panel data and GMM method. The results concerning three employed models in this study reveal that financial crisis has a significant negative effect through stock market development proxies on economic growth. Accordingly, financial crisis cause to reduction of positive impact of stock market development on economic growth. However, the direct impact of stock market development is positively correlated with economic growth. Likewise, the proxy of banking sector has a positive effect on growth. Also by comparison the effect of stock market development and banking sector development, it can be concluded that impact of banking sector on growth is significantly more than the impact stock market

Cette thèse a pour objectif d'analyser et d'identifier les effets des investissements directs étrangers (IDE) sur le marché du travail français. Le premier chapitre dresse un état des lieux de la littérature récente sur cette question. Les autres chapitres analysent empiriquement et théoriquement l'effet des IDE sur le marché du travail. A l'aide de données récentes et détaillées sur les firmes et les employés français, plusieurs aspects du marché du travail sont abordés. Dans un premier temps, la thèse analyse l'effet des IDE sur l'emploi (chapitre 2), puis s'intéresse à leurs effets sur les salaires français (chapitre 3). Le chapitre 4 quant à lui, identifie un canal potentiel par lequel l'IDE affecterait le marché du travail. Ce canal est le changement organisationnel au sein de la maison mère. Enfin, le chapitre 5 identifie les conséquences du changement organisationnel en terme de mobilité de la main d’œuvre au sein des firmes multinationales. Les résultats montrent un effet sélectif de l'IDE sur l'emploi et les salaires. Seuls les IDE vers un pays à bas salaires affectent le marché du travail et seuls les cadres sont impactés positivement par les stratégies d'implantation à l'étranger des firmes. L'emploi semble être la variable d'ajustement en marge extensive, alors que les salaires s'ajustent en marge intensive. Les IDE sont également responsables d'un changement organisationnel au sein de la maison-mère, provoquant d'une part, un déplacement de l'autorité du chef d'entreprise vers les cadres et d'autre part, une augmentation de la mobilité des travailleurs qualifiés au sein de la firme<br>This thesis aims to analyze and identify the effects of outward foreign direct investment (FDI) on the French labor market. The first chapter provides an overview of the recent literature on this topic. The other chapters of the thesis analyze empirically and theoretically the effect of FDI on the labor market. Thank to recent and detailed data on French firms and employees, the thesis looks at several aspects of the labor market. First, the study starts by analyzing the effect of FDI on employment (chapter 2) and then looks at the effects on French hourly gross wages (chapter 3). Chapter 4 identifies one possible channel through which FDI affects the labor market, which is organizational change. Finally, Chapter 5 identifies the impact of organizational change on labor mobility within multinational companies. The results show a selective effect of FDI on employment and wages. Only FDI to low-wage countries affect the labor market and only managers' employment is positively affected by offshoring strategies of their firm. Results also show that employment is the main adjustment variable at the extensive margin, while wage is the main adjustment variable at the intensive margin. Results of chapter 4 and 5 highlight the role of FDI on organizational change within the mother company, which is materialized on the one hand, by a decentralization of authority from the CEO to managers and, on the other hand, by an increase of inhouse labor-mobility of skilled workers

L’économie libanaise est confrontée à un paradoxe. D’une part, elle est très dépendante de l’apport des capitaux étrangers pour financer sa croissance et créer les emplois de demain. D’autre part, elle a du mal à attirer sur son sol les capitaux étrangers qui privilégient souvent d’autres destinations, y compris dans le bassin méditerranéen au Moyen-Orient. L’objectif de notre travail consiste dans un premier temps à identifier les déterminants des stratégies d’implantation des entreprises étrangères au Liban en mettant l’accent sur ceux qui favorisent ou, au contraire, repoussent les flux d'IDE. Dans un deuxième temps, notre objectif est de définir les déterminants sur lesquels se basent les firmes étrangères dans le choix de leur emplacement sur le territoire libanais. Pour ce faire, nous avons conduit une démarche de recherche en deux étapes : Une première phase a été consacrée à la revue de la littérature théorique et empirique sur les déterminants de la localisation des IDE. Au vu de la rareté des travaux consacrés au Moyen-Orient et particulièrement au Liban, une deuxième phase a été menée avec une approche qualitative et interprétativiste. Les données empiriques ont été recueillies au moyen d’une enquête réalisée auprès de 18 personnes. Dans cette étude, nous avons observé que les facteurs de l’internationalisation des entreprises étrangères au Liban dépassent les déterminants classiques de la littérature théorique. Ces facteurs s’articulent principalement autour de la confiance, de la religion, de la proximité culturelle, de la situation politique, de la qualité des institutions, etc. Enfin, nos résultats nous ont permis d’affiner la teneur de la théorie de référence sur les déterminants des stratégies d’implantation des entreprises étrangères au regard du contexte du Liban<br>The Lebanese economy encounters a paradox. On one hand, in pursuance of financing its growth and in order to create future jobs, it became quite dependent on foreign capital contributions. And on the other hand, it’s facing a difficulty of attracting foreign capitals that rather prefer other destinations than Lebanon, including the Mediterranean basin in the Middle East. Our research objective consists of firstly identifying the determinants of Implementation strategies of foreign companies in Lebanon, by focusing on those who favor or rather delay the FDI flows. And our consecutive objective is to define the determinants on which foreign companies base their choice of emplacement on Lebanese territories.In order to execute this research and achieve these objectives, we divided our work into two stages:The first stage was devoted to the theoretical and empirical review of the determinants of the location of FDI, the data of this stage was collected by conducting a survey on 18 people. The second stage, which is an interpretative approach, was carried out due to the lack of researches on the Middle East and particularly on Lebanon. Through this study we observed that the factors of internationalization of foreign companies in Lebanon exceed the classical determinants of the theoretical literature. These factors are distinctly concentrated around trust, religion, cultural juxtaposition, political situation, institution levels, etc. At last, our results allowed us to enhance the content of the reference theory on the determinants of the implementation strategies of foreign companies in view of the Lebanese context

Ce travail étudie la nature de la relation entre commerce et Ide sur le plan théorique et empirique. Théoriquement, il y a deux sortes de relations entre commerce et Ide: substitution et complémentarité. La nature de cette relation peut être la conséquence de facteurs exogènes, déterminant de la spécialisation des pays ou encore le résultat de la stratégie endogène des firmes multinationales dans l’organisation de leurs activités à l’échelle internationale. On parle de relation de complémentarité quand il y a un lien positif entre commerce et Ide, et de relation de substitution quand il y a un lien négatif entre commerce et Ide. Empiriquement, avec le modèle de gravité, on applique les techniques économétriques sur données annuelles de 2000 à 2014 sur les données bilatérales de 18 pays principaux investisseurs de l’OCDE, d’abord dans l’industrie manufacturière et ensuite selon les zones géographiques, avec un ensemble de 75 pays partenaires repartis dans ces différentes zones géographiques. Ces 75 pays sont constitués de, 17 autres pays de l’OCDE, 17 pays de l’Amérique Latine non OCDE, 3 pays de l’Europe de l’Est non OCDE et 38 pays de l’Asie non OCDE. Pour l’analyse du secteur manufacturier, on trouve en exportation comme en importation, une relation de complémentarité entre commerce et Ide. Pour l’analyse par zone géographique, on trouve en exportation comme en importation, une relation de substitution pour la zone OCDE et l’Amérique Latine non OCDE et une relation de complémentarité pour la zone Europe de l’Est non OCDE. Cependant pour la zone Asie non OCDE, on trouve une relation de substitution en exportation et une relation de complémentarité en importation<br>This paper studies the nature of the relationship between international trade and foreign trade direct investment, both theoretically and empirically. Theoretically, there is in general two sorts of relations between international trade and direct foreign investment: substitution and complementarity. The nature of that relation may either be the consequence of exogenous factors, determinants of country specialization or the result of endogenous strategy of multinational firms in the organization of their activities internationally. We speak of complementarity relation when there is a positive link between international trade and investment, and substitution relation when there is a negative link between international trade and investment. Empirically, with the gravity model, we apply econometric technics on yearly data of the panel during 2000 and 2014 period on bilateral data of eighteen countries main investors of OECD, at first in manufacturer industry and then depending on geographical areas, with a set of seventy-five countries divided up in these geographical areas. The seventy-five partner countries consist of seventeen other countries of OECD, seventeen Latin America countries non-OECD, three eastern European countries non-OECD, and thirty-eight Asian countries non- OECD. Regarding the analysis of the geographical area, the estimations point out, in exportation as in importation, a substitution relation for the OECD area and Latin America non-OECD area and a complementarity relation for eastern European non-OECD area. However, for Asian non-OECD area, the estimations show, a substitution relation in exportation and a complementarity relation in importation

Devant la rareté des autres sources de financement du développement et d’accès à la technologie, l'IDE constitue une source importante pour combler l'insuffisances des ressources internes. raison pour laquelle, les pays d'Afrique de l'ouest se livrent à une concurrence farouche pour les accueillir. Dans la sous région ouest africaine le droit et la réglementation sont utilisés comme des instruments importants pour mesurer l'attractivité et la sécurité juridiques des pays. Le sujet s'interroge, analyse la dimension sécuritaire(traitement et garantie) a t'elle permise une plus grande promotion et d'accueil des IDE?. Notre sujet tentera d'analyser et situer l'effectivité du régime juridique des investissements étrangers au plan interne( codes des investissements, codes miniers et codes pétroliers). Mais aussi au plan externe( Traité bilatéraux d'investissement TBI,conventions sectoriels de protection arbitrage et garantie). Le dernier axe de ce travail de recherche, est le phénomène de la Communautarisation de la protection avec les tentatives d'harmonisation et d'uniformisation des réglementations nationales en Afrique de l'Ouest. Le dernier aspect, c'est l'institutionnalisation à travers les Organisations Economique Internationales (Banque Mondiale et Banque Africaine de développement BAD) du système juridique de protection en Afrique de l'Ouest<br>"The protection of foreign direct investment in developing countries: the example of West Africa"FDI is at the heart of globalization and north-south economic relations. The question of their protection and legal regulation is acute. Faced with the scarcity of other sources of development finance (development aid) and the difficulties of access to technology, FDI is an important resource for filling the insufficiency of internal resources. This is why African countries in general, and those in West Africa in particular, are competing vigorously to receive foreign capital by providing them with an attractive, secure and non-discriminatory legal and institutional framework. Indeed, in the West African subregion, the law is used by States, but also by subregional integration organizations such as ECOWAS as an important instrument for demonstrating economic attractiveness. Thus, the analysis and measurement of the legal and institutional framework for FDI in West Africa will be discussed. In other words, has the security dimension of the investment (reception, processing, guarantee and settlement of disputes etc.) allowed for greater promotion and reception of investments from these countries?The interest of the subject is multiple. Indeed, at the legal and academic level, it allows to know, analyze and situate the entire legal regime of foreign investment at the internal level (investment code, mining code, oil code). At the external level, there is a multitude of conventions - such as bilateral BIT investment treaties -, accession to the relevant international investment conventions, and of course the increasingly visible and visible role of Community law in through the "communitisation of the law of foreign direct investment". The study of this subject shows the deep gap that exists between theory and practice in the FDI legislation of the countries of this part of Africa. If, upstream, the texts are more or less similar to those of the advanced countries, downstream, the execution of the texts by the public administrations makes mediocre the environment and the practice of the businesses. This theme on the legal protection of investments raises other questions and issues such as: the intervention of more and more actors and the instruments negotiated within them (World Bank, ADB, WTO, OECD, ECOWAS and UEMOA). etc.). There are also new issues related to environmental issues, corporate social responsibility and heritage issues. Finally, the problems posed by new types of investment, particularly PPP public-private partnerships, will be studied. The current nature of the research is striking, as there are several issues related to investment protection in countries such as West Africa. It is about the transfer of technology in a new context, the industrialization by the natural resources, the contribution on the development of the host country and the creation of jobs especially in an international context where Africa became again attractive

Ce travail étudie, théoriquement et empiriquement, l'interaction entre le commerce international et l'investissement direct étranger (IDE), interaction qui a été un des principaux canaux de la mondialisation économique et de l'essor des chaînes de valeur mondiales dans la segmentation des activités de production. Les modèles théoriques montrent que le commerce international et les IDE peuvent se développer dans une relation de substituabilité ou de complémentarité. La nature de cette relation peut être la conséquence de facteurs exogènes, déterminants de la spécialisation des pays, ou le résultat de la stratégie endogène des firmes dans l'organisation de leurs activités à l'international. La validation empirique s'appuie sur une adaptation du modèle de gravité, en appliquant les techniques économétrique sur données de panel sur des données bilatérales pour la France au cours de la période de 1993 à 2012. Les estimations mettent en évidence une relation de complémentarité entre le commerce et l'IDE au niveau le plus agrégé. Cependant, une analyse comparative à un niveau plus désagrégé permet de trouver des indices de substituabilité et de complémentarité selon les groupes de pays partenaires<br>This work investigates, theoretically and empirically, the relationship between international trade and foreign direct investment (FDI), which has been one of the key channels of economic globalization, and of the development of global value chains in the international segmentation of production. Theoretical models show that international and FDI may be substitutes or complements. The nature of this relationship may be the consequence of exogenous factors, determinants of country specialization, or the result of the endogenous strategy of firms in the organization of their international activities. The empirical validation relies on an adaptation of the gravity model, using panel econometrics with bilateral data for France during the 1993-2012 period. Estimates show a complementarity relationship between trade and FDI at the most aggregated level. However, a comparative analysis at a more disaggregated level reveals some signs of substitutability or complementarity according to the group of partner countries

Depuis plus de trois décennies, la mobilité internationale des firmes et des facteurs de production compte l‟un des aspects les plus importants de la mondialisation. Les économies deviennent donc de plus en plus interdépendantes. Les investissements directs étrangers (IDE) se placent au centre de ce processus de mondialisation et les firmes multinationales (FMN) sont les principaux acteurs dans les stratégies de développement des pays d‟accueil. Croyant profiter des « spillovers », les pays d‟accueil se trouvent pris dans un processus de concurrence acharnée afin d‟attirer les investisseurs étrangers. Un tel processus conduit les pays d‟accueil à s‟engager dans des programmes d‟amélioration de leurs déterminants économiques et institutionnels d‟une part, et d‟accroître leur ouverture aux échanges internationaux en s‟engageant dans des processus d‟intégration régionale particulièrement dans les zones régionales de libre échange d‟autre part. L‟objectif de cette thèse est d‟évaluer la nature de la relation directe et indirecte entre les institutions ou de la qualité institutionnelle et l‟attractivité dans le cas des pays du sud et de l‟est de la Méditerranée (PSEM). Pour cela nous étudions empiriquement dans un premier temps l‟impact direct des institutions et particulièrement de la gouvernance sur l‟attractivité des PSEM et dans un second temps, nous explorons la nature de la relation indirecte entre l‟attractivité et les institutions via un canal de transmission qui est l‟intégration régionale à partir d‟une étude empirique de l‟impact de l‟intégration régionale sur l‟attractivité des pays de la zone. La qualité des institutions est validée comme déterminant important dans l‟attractivité des pays et dans l‟encadrement des processus d‟intégration régionale. En revanche, dans le cas des PSEM, l‟intégration régionale n‟est pas source d‟attractivité des IDE. Les pays de la zone doivent donc mener des politiques portant sur les institutions afin d‟améliorer leur attractivité vis-à-vis des IDE<br>For over three decades, the international mobility of firms and factors of production has one of the most important aspects of globalization. The economies thus become increasingly interdependent. Foreign direct investments (FDI) are placed in the center of this process of globalization and multinational corporations (MNCs) are the main actors in the development strategies of the host country. Believing enjoy the "spillovers", host countries are caught in a process of intense competition to attract foreign investors. This process led the host country to engage in programs to improve their economic and institutional determinants on the one hand, and increase their openness to international trade by engaging in regional integration processes particularly in regional free trade zones on the other. The objective of this thesis is to evaluate the nature of the direct and indirect relationship between institutions or institutional quality and attractiveness in the case of MENA countries. For this we look empirically at first the direct impact of institutions, especially governance on the attractiveness of MENA countries and in a second step, we explore the nature of the indirect relationship between attractiveness and institutions through a channel transmission which is regional integration from an empirical study of the impact of regional integration on the attractiveness of countries in the region. The quality of institutions is validated as an important determinant of the attractiveness of the country and in the supervision of the regional integration process. However, in the case of MENA countries, regional integration is not source of attraction for FDI. The zone countries must pursue policies on institutions to improve their attractiveness vis-à-vis FDI

Prospecter, attirer, localiser et ancrer sur un territoire des projets d'investissements directs étrangers (IDE) est désormais un enjeu fort pour les responsables économiques et politiques. Les acteurs du management public (techniciens, élus, citoyens) s'interrogent alors sur le type de management et d'intelligence économique territoriale à mettre en œuvre en vue de faciliter l'ancrage de ces projets. La littérature sur ce sujet est riche de recherches sur les facteurs d'attractivité et les déterminants de la localisation mais a très peu été abordée sous l'angle des sciences de gestion. Afin de comprendre les raisons du succès ou de l'échec de l'implantation de tels projets, il est alors pertinent d'interroger le processus du management public territorial dans l'objectif de comprendre ce qui sous-tend la mise en œuvre et l'ancrage d'un projet d'IDE durant son cycle de vie. A partir d'études de cas qualitatives, nous étudions les liens entre le processus d'implantation d'un projet d'IDE et son inscription dans l'écosystème territorial pour i. un projet chinois en France dans le secteur des télécommunications et ii. un projet sud-coréen au Brésil dans le secteur des semi-conducteurs. Sur la base d'une étude initiale historique produite à l'aide de sources publiques primaires et secondaires ainsi que des entretiens de confirmation avec des parties prenantes impliquées, nous proposons des analyses secondaires au prisme de la sociologie de la traduction associée au cadre strategy as practice. En remettant en cause une vision classiquement linéaire du cycle de vie du projet et en identifiant les événements et pratiques managériales clés, nous comprenons ainsi mieux le processus et la manière dont les territoires font preuve, ou non, d'agilité stratégique. Les relations entre universités, entreprises et gouvernement sont aussi analysées en termes de soutien à l'attractivité territoriale. Considérer l'attraction des projets d'IDE du point de vue de collaborations fournit ainsi de nouvelles preuves empiriques et explications du phénomène. Nous pouvons alors proposer les implications managériales suivantes : i. l'utilisation d'une stratégie de triple hélice est un facteur attractif pour la localisation d'un investissement exogène, ii. l'université entrepreneuriale est un facteur attractif lors de la localisation d'un investissement exogène et iii. les politiques publiques contemporaines doivent être impliquées dans des réseaux complexes avec la communauté pour réussir à localiser et à ancrer un investissement exogène<br>Prospecting, attracting, locating and anchoring foreign direct investment (FDI) projects in a country is now a major challenge for economic and political leaders. Public management actors (technicians, elected officials, citizens) then question themselves on the type of management and territorial economic intelligence to be implemented in order to facilitate the anchoring of these projects. The literature on this subject is rich in research on attractiveness factors and the determinants of location but has been very little addressed from the perspective of management sciences. In order to understand the reasons for the success or failure of the implementation of such projects, it is then relevant to question the process of territorial public management in order to understand what underlies the implementation and anchoring of an FDI project during its life cycle. Based on qualitative case studies, we study the links between the process of implementing an FDI project and its inclusion in the territorial ecosystem for i. a Chinese project in France in the telecommunications sector and ii. a South Korean project in Brazil in the semi-conductor sector. On the basis of an initial historical study produced using primary and secondary public sources as well as confirmatory interviews with involved stakeholders, we propose secondary analyses from the perspective of translation sociology associated with the "strategy as practice" framework. By challenging a traditionally linear view of the project life cycle and identifying key managerial events and practices, we better understand the process and how territories demonstrate, or not, strategic agility. Relations between universities, companies and government are also analysed in terms of supporting territorial attractiveness. Considering the attractiveness of FDI projects from a collaborative perspective thus provides new empirical evidence and explanations of the phenomenon. We can then propose the following managerial implications: i. the use of a triple helix strategy is an attractive factor for the location of an exogenous investment, ii. the entrepreneurial university is an attractive factor when locating an exogenous investment and iii. contemporary public policies must be involved in complex networks with the community to successfully locate and anchor an exogenous investment

L'évolution des activités économiques internationales depuis la fin de la deuxième guerre mondiale a eu pour conséquence l'évolution du droit du commerce international. L’objectif du Qatar est d’entrer pleinement dans la modernité du droit des investissements directs étrangers en offrant un cadre sûr aux détenteurs de capitaux. tout en conservant son identité culturelle et juridique. La volonté du Qatar de sortir de la dépendance aux hydrocarbures et de permettre à sa population de bénéficier des effets positifs des investissements est un défi majeur pour l’avenir du pays, particulièrement dans un contexte de fluctuations du prix du pétrole depuis 2014, passant de 100$ à 50$. La comparaison avec d’autres pays arabes nous permet de positionner plus précisément le Qatar sur l’échiquier mondial. Les politiques dédiées aux IDE au Qatar, en Égypte, en Tunisie et aux Émirats arabes unis montrent que l’accueil et le contrôle des flux de capitaux étrangers servent des objectifs différents. La mise en place d’un régime d’investissement très libéral et très favorable aux investisseurs étrangers en Égypte répond davantage à des conditions posées par les institutions internationales (le FMI) contre l’obtention de prêts ou de réduction de la dette. En Tunisie, malgré un engagement dans une importante politique de libéralisation et d’intégration à l'espace européen, l'économie ne s’est pas modernisée suffisamment et n’a pas réussi à opérer une transformation vers des activités à plus haute valeur ajoutée. Enfin, la comparaison avec les Émirats arabes unis est beaucoup plus pertinente car les deux pays ont des économies plus semblables et œuvrent au sein du Conseil de Coopération du Golfe<br>The evolution of international economic activities since the end or the Second World War resulted in the development of international trade law. Qatar's objective is to fully integrate the modernity of foreign direct investment law by providing a secure framework for capital holders while maintaining its cultural and legal identity. Qatar's willingness to escape oil dependence and allow its people to benefit from the positive effects of investment is a major challenge for the country's future, especially in the lace of fluctuating oil prices since 2014, $ 100 to $ 50. Comparison with other Arab countries allows us to position Qatar more precisely on the world stage. FDI policies in Qatar. Egypt, Tunisia and the United Arab Emirates show that the reception and control of foreign capital flows serve different purposes. The establishment of a very liberal investment regime that is very favorable to foreign investors in Egypt responds more to conditions imposed by international institutions (the IMF) against obtaining loans or reducing debt. In Tunisia, despite a commitment to an important policy of liberalization and integration into the European area, the economy has not modernized sufficiently and has foiled to transform into higher value-added activities. Finally, the comparison with the United Arab Emirates is much more relevant because the two countries have more similar economies and work within the Gulf Cooperation Council

A partir des années quatre-vingt, la manière d’appréhender les investissements directs étrangers (IDE) a basculé. Les firmes multinationales (FMN) sont perçues progressivement comme les acteurs centraux du processus de globalisation. Une littérature abondante commence à émerger et décrit le rôle des IDE comme composante non négligeable dans la stratégie de développement industriel d’un pays. Comprendre par quels mécanismes les IDE interviennent dans la dynamique industrielle d’une économie signifie qu’ils sont susceptibles de générer des retombées positives, autrement dit des spillovers sur celle-ci. Etudier l’impact des IDE sur la dynamique industrielle d’une économie en transition, telle que la République tchèque devient donc une question pertinente. L’objectif de notre travail est de comprendre l’impact des IDE sur les économies en transition à travers l’étude de la productivité totale des facteurs (PTF) et des spillovers (autrement dit des externalités positives). Les questions sous-jacentes sont les suivantes : les IDE induisent-ils un effet d’entraînement ou un effet d’éviction de l’investissement local? Quel est l’impact des IDE sur la productivité du pays d’accueil ? Observe-t-on des spillovers en matière de transfert de technologie vers les entreprises locales ? Précisons toutefois que la littérature théorique et empirique est très riche. Se concentrer uniquement sur la PTF et sur les spillovers comme nous le faisons ne permet pas de conclure précisément sur l’impact des IDE ; il existe, en effet un grand nombre d’impacts que nous ne traitons pas. Nous arrivons toutefois à étudier l’impact des IDE sur la structure industrielle de la République tchèque à travers l’analyse de la PTF et des spillovers. Nos résultats nous permettent aussi de réfléchir aux implications en termes de politiques incitatives à l’égard des IDE ainsi qu’en termes de déterminants incitant les FMN à investir. Nous essayons enfin de comprendre de quelle manière la République tchèque peut décider de politiques publiques visant à rendre ses entreprises plus compétitives face aux FMN<br>Since the 1980s, the approach to foreign direct investment (FDI) has changed. Multinational companies (MNCs) are viewed incrementally as the central actors of the globalization process. Extensive literature is emerging, which describes FDI as a significant component of a country’s industrial development strategy. The understanding of the mechanisms by which FDI intervene in industrial dynamics of an economy has shown that they are likely to generate benefits, in other words, spillovers. Studying the impact of FDI on industrial dynamics of a transition economy, such as the Czech Republic, thus becomes a relevant issue. The aim of our work is to understand the impact of FDI on transition economies through investigating total factor productivity (TFP) and spillovers (i.e. positive externalities). The underlying questions are: Do FDI cause a knock-on effect or crowding out of local investment? What is the impact of FDI on the productivity of the host country? Are spillovers observed in terms of technology transfer to local businesses? Herein we carefully investigated the impacts of FDI on the industrial structure of the Czech Republic through the analysis of TFP and spillovers. Although extensive theoretical and empirical literature exists; focusing exclusively on TFP and spillovers does not allow direct conclusion on the impact of FDY, since different other factors were not examined. Nevertheless, our results also enable to deliberate on the implications of incentive policies towards FDI and determinants encouraging MNCs to invest. Eventually, we evaluate how the Czech Republic may set public policies to make its companies more competitive against FMN

Pour cela, nous avons utilisé douze indicateurs de mesure de la qualité des institutions et testé leurs effets en retenant un échantillon important de pays développés, en voie de développement et en transition. Notre démarche se décline en trois chapitres. Le chapitre 1 est consacré à l'évaluation de l'effet direct des institutions sur la croissance économique en fonction du niveau de développement des pays étudiés. Les résultats montrent que la qualité des institutions a un effet plus important sur la croissance dans les pays à revenu intermédiaire, en particulier la stabilité politique et la lutte contre la corruption. Pour les pays à revenu élevé le facteur le plus déterminant est le respect des lois et des contrats. Le chapitre 2 analyse l'effet indirect des institutions sur la croissance à travers les IDE. Les résultats mettent en évidence l'existence des seuils institutionnels qui conditionnent l'effet des IDE sur la croissance selon la situation géographique et le niveau de développement des pays. Il ressort notamment que la lutte contre la corruption et l'amélioration de la démocratie sont les canaux travers lesquels les IDE favorisent la croissance dans les pays d'Afrique du Nord et du Moyen-Orient et d'Asie, la stabilité d gouvernement et le respect des contrats étant les plus importants dans les pays d'Europe et d'Amérique. Le chapitre 3 s'intéresse à l'effet de l'ouverture financière et du développement financier sur l'attractivité des IDE en mettant e évidence le rôle des institutions. Les résultats montrent que pour les pays qui ont libéralisé leur compte de capital, l'entrée d'IDE est plus importante lorsqu'ils disposent d'une bonne qualité institutionnelle. Chapter 3 assesses the effect of financial openness and financial development on the attractiveness of FDI by highlighting the role o institutions. Results indicate that countries that have opened their capital account have received more FDI inflows and the effect is higher in countries with good institutional quality. Similarly, FDI attractiveness is enhanced by liquid liabilities and credit to the private sector but is lower in natural resouce endowed countries. The results highlight that countries are able to attract FDI through stock market capitalization and traded only above an institutional threshold. L'objectif de cette thèse est de déterminer les conditions pour lesquelles les politiques d'attraction des IDE des pays en voie de développement impactent leur niveau de croissance. Le cadre théorique est celui des nouveaux modèles de croissance endogène et le cadre empirique, celui de la Tunisie sur la période 1970-2009. Nous estimons un modèle composé de six équations simultanées reflétant la croissance de l'économie tunisienne. Ce modèle permet d'un côté d'évaluer l'impact des IDE sur le processus de croissance et de définir les conditions nécessaires qui assurent un bon fonctionnement des spillovers, et, d'un autre côté, de définir les facteurs déterminants des IDE localisés en Tunisie.Nous montrons notamment la nécessité pour la Tunisie de posséder une aptitude technologique et des ressources en capital humain qui conditionnent l'assimilation du savoir-faire et des technologies développées ailleurs. Nous mettons également en évidence l'importance d'autres facteurs liés notamment à l'environnement des affaires au sein d'un pays hôte. Ces différents facteurs assurent un bon fonctionnement des spillovers, qui en tant que canaux de transmission garantissent une croissance soutenue. Les pays en voie de développement devraient donc concentrer leurs efforts sur l'amélioration des politiques d'attraction des IDE et leur capacité d'absorption afin d'établir un environnement plus favorable à leur développement.

This thesis shall represent the arbitration regime under the International Centre for Settlement of Investment Disputes (ICSID) in connection with protection mechanism of Bilateral Investment Treaties (BITs). It shall analyse the achievements of ICSID and BITs and their influence of foreign direct investments, investors and the host country. Finally, this thesis will try to assess the achievements in this area and discuss advantages or disadvantages for the involved parties. Individuals and corporations are interested in foreign direct investments (FDI) to exploit new markets, to realize or to sell business ideas, and to raise their market value or personal wealth. Under an economical point of view, money or investments always found its way to the most efficient places on earth which were able to be reached in any century to produce a better or the same product or service for a better price. The raising of profit margins was the driving force to explore new markets; also foreign governments tried to attract investors from all over the world to create new jobs and import new technology for their economies to raise the capacity to compete on an international level. In the early nineteenth century the prevalent form of foreign direct investment was that carried out through loans and government bonds. In contrast, modern foreign investment is more characterized by direct investment on the spot: the building of infrastructure, like railroads or telephone networks, and the establishment of joint-ventures in the car industry, to name but two examples. Investment abroad also means to play in a new and unknown playground. Investors have to place their money in a foreign environment under different laws, different rights and duties, and with unknown future protection of their investments. This makes foreign direct investments an uncertain game, and uncertainty did always keep investors from direct investments in a foreign and unknown country. Furthermore, not only the unknown environment is an investment obstacle, investors also were faced with problems with governments in the foreign market. First foreign governments promoted foreign direct investments to raise their economic power. Large infrastructure projects had an important effect on the countries where they were constructed: they were the basis for a faster growing economy. Later the same governments or new political powers changed government positions regarding foreign investment and they restricted investment related money transfers of investors out of the investment area or they initiated measures and laws to expropriate the property of investors without financial compensation. The big infrastructure investments were seen as a necessity for the welfare of the citizens and as a security of the host state. Many host countries felt that these projects should be controlled by the government and not by foreigners. The treatment of aliens by governments was, and still is, dependent on political theories and influences. A change of the investment climate, the "political risk", can be a huge uncertainty for foreign direct investments. Every investor has to ensure that the investment is lucrative and that he has the possibility to reduce risks and cost in case of changes of the investment climate. In the past foreign investors had no direct way to enforce investments claims against a foreign state for its sovereign acts or for breach of customary international law. Instead, investors had to rely upon their own government taking up the claim on their behalf and try to solve the dispute by diplomatic measures. This dependence on others was inconvenient and unpredictable, and therefore dissatisfying for alien investors. The settlement of foreign investment disputes in the past was a question of political influence and economic power. Individuals or corporations had to influence their governments to take up their case on the state's behalf. This was only possible for very important and influential investors. The investor's state then sent warships to threaten the offending state until reparations were paid. This "gunboat diplomacy" was exercised frequently by European powers until the early twentieth century, for example when faced with Venezuela's default on its sovereign debt in 1902, the governments of Great Britain, Germany and Italy sent warships to the Venezuelan coast to demand reparation for the losses incurred by their nationals. The need for security and predictability for foreign investments was one of the main reasons to establish diplomatic relations with other states. Various ideas from the point of view of money receiving and money spending states were discussed and realized, from the Calvo doctrine - where contracts between the host state and foreign investors included an agreement in which the latter agreed to confine himself to the available local remedies without relying on diplomatic interference of his own state - to the principle of diplomatic protection - where a state espouses the claim of its nationals as a claim on its own behalf. With the Second International Peace Conference of The Hague in 1907, states agreed to a framework for the conclusion of bilateral arbitration treaties which were the basis for independent arbitration tribunals in case of a dispute between two states arising out of particular interests of its national investors. The right of diplomatic protection as mentioned above was still inadequate to promote foreign investments: the Latin American countries relied upon the Calvo Doctrine, which denied the possibility of interference under diplomatic protection principle. Also, the breach of investment treaties by states was still not sanctioned by public international law. Only expropriation was recognised quite early as a possibility for diplomatic protection claims. Furthermore diplomatic protection was only accessible for nationals of the claiming state. Questions arose what happens if transnational corporations claim protection? The obstacle for investors to convince their government to claim diplomatic protection for its nationals was very high and unpredictable to foresee. Also a claim against the home state to exercise diplomatic protection does not exist. Today, in our small world, where businesses are moved from the United States to India, industrial production is transferred from Europe to China, or new infrastructure projects are started in Central Africa, one cannot imagine international business without FDI. Foreign direct investments need security, investors need security. Security is necessary to promote foreign investment which is recognized as one of the driving forces in supporting development in developing and least developed countries. Investors want to know their rights regarding their investments and they want to enforce their rights directly in a fast and cost-effective way. The need for protection is the reason for various measures introduced by governments to secure investments. In the following the system of foreign dispute settlement under the International Centre for the Settlement of Investment Disputes (ICSID) in combination with Bilateral Investment Treaties (BITs) shall be highlighted. The ICSID is the result of the investor insecurity mentioned above. ICSID shall also support FDI in the developing countries. The focus shall be on the increased interest for BITs and the therefore increased interest in ICSID arbitrations. Why do states use BITs? Did the establishment of a neutral venue for investment dispute settlement reach its goal to depoliticise disputes? Is it used by investors, and what is protected? Do BITs play an important role in the system of dispute settlement and why? And how do they work together with the ISCID system?

S'appuyant sur des données microéconomiques internationales, la recherche démontre que la présence simultanée de ces accords renforce la probabilité d'implantation des EMN, mettant ainsi en évidence leurs complémentarités. L'analyse révèle également que l'efficacité des accords varie selon la qualité institutionnelle, les caractéristiques sectorielles et le contenu même des traités. Le deuxième chapitre se concentre sur le mécanisme de règlement des différends entre investisseurs et États (RDIE) et la multiplication des contentieux qui en découle. L'étude s'appuie sur une base de données inédite, croisant les affaires RDIE avec les caractéristiques des entreprises (2000-2020). Drawing on firm-level data across multiple countries, the research finds that having both treaties increases MNE entry probability, pointing to complementarities. The analysis also reveals that treaty effectiveness varies with institutional quality, sector characteristics and treaty content. Chapter 2 examines the investor-state dispute settlement (ISDS) mechanism and the rise in investor-state disputes. Using a novel database linking ISDS cases with firm-level data (2000-2020), the study identifies third-party funding as a significant factor in litigation patterns, affecting both access to litigation and case outcomes. These findings point to broader implications for regulatory autonomy and system design. Chapter 3 examines how subsidies affect foreign direct investment, even when not explicitly targeting foreign firms. While subsidies show no average effect on cross-border investment, financial subsidies increase investment projects, particularly in capital-intensive sectors within capital-abundant countries, highlighting the importance of the underlying structural factors. The thesis contributes to the literature on multinational enterprises and in particular the role of international and domestic policies in shaping MNE location and other behavior, hoping to support the relevant policy discussions

Featherstone<br>Understanding determinants of Foreign Direct Investment (FDI) and Agricultural Foreign Direct Investment (AGFDI) is vital to policy makers in developing countries. FDI is a source of capital for the host country that does not affect its debt balance. Even so, technological spillover, better infrastructure as well as an increase in value added and market access have been the source of motivation to increase efforts to attract FDI. As for AGFDI, ongoing uncertainty with the financial markets created a shift in private investment towards tangible assets, which favors AGFDI to developing countries. Nevertheless, investment in agriculture suffers from low commodity prices and increasing productivity loss that discourage FDI and AGFDI. Therefore, it is crucial for policy makers to understand the determinants of AGFDI to create an attractive environment for potential investors. We use country level panel data to estimate the impacts of country-level economic and social variables on FDI and AGFDI. The data consist of 22 developing countries. A subsample of 13 Latin American countries is also studied. Country and year fixed effects are used to isolate the impacts of the explanatory variables on FDI and AGFDI. The explanatory variables wer constructed to avoid contemporaneous endogeneity. FDI determinants are consistent with previous studies and confirm traditional variables such as economy size, infrastructure and trade openness encourage FDI. A new variable that measures energy imports as a share of total energy use was negative for both main samples of FDI. The results of the Latin American panel for AGFDI, were mostly consistent with FDI determinants. Infrastructure, energy imports and economy size, as well as forestland share and agricultural value-add were statistically significant for the amount of investment inflow and total flow respectively. Further analysis with larger samples is necessary to confirm findings. Also, social and environmental impacts of AGFDI should be included in future studies.

This paper analyzes the liberalization of Venezuela's foreign direct investment (FDI) laws. In the past, Venezuela placed tough restrictions upon the entry and operation of foreign investment. These restrictions were made possible as long as petroleum prices remained high and the country had access to cheap international bank loans. The debt crisis in the 1980s, a drop in commodity prices, and a decrease in international bank loans once again made FDI an attractive source of foreign capital. In order to attract greater FDI inflows, Venezuela began to liberalize its foreign investment laws in the mid-1980s. Despite these changes, FDI inflows into Venezuela have been erratic. This paper then discusses some of the adjustments Venezuela will have to make in order to attract greater foreign investment inflows, and ends with an examination of how the country can maximize FDI's contribution to its economic development.

Abstract:
This study of foreign direct investment (FDI) in Thailand fills a gap since no such studies exist for Thailand. After an introduction to Thailand's economy, the thesis presents a brief survey of the theories of FDI with reference to the less-developed countries. It is followed by a study of the country-wise and sector-wise pattern of FDI in Thailand. The next two chapters carry out empirical tests of the capital-intensity hypothesis and the raw-material availability hypothesis respectively. Both the hypotheses are found to be statistically acceptable in the case of Thailand. This is followed by a simple test of the tariff-jumping hypothesis which does not explain FDI in Thailand. This should be viewed with caution as only nominal rates (as opposed to effective rates of protection) are used. Then, a test of a joint hypothesis (capital intensity, raw-material availability, and tariff rates) confirms the relative prominence of the capital- intensity hypothesis. The relative wage-cost hypothesis (i.e., Thai wage-rates relative to the Japanese and West German wage-rates) is found to be statistically unacceptable in the case of Thailand. lastly, welfare effects of FDI are examined. A brief survey of the literature and a critical appraisal have been presented. So far as Thailand is concerned, the general weight of the various arguments leans to the conclusion that foreign direct investments have ameliorative effects. This conclusion is based on (i) an analytical examination of the welfare implications of Thailand's over-all pattern of FDI, (ii) a statistical analysis of the macroeconomic effects, (iii) an analysis of the environmental issues by examining the chemical properties of the products produced by foreign firms in the Chemical Sector, and (iv) a study of the desired pattern of investment in the Thai economy as envisaged in the Five Year Plans and the ex post sectoral pattern of FDI.

In the last few decades, the world has witnessed an enormous growth in the volume of foreign direct investment (FDI). The global stock of FDI reached US$ 7.5 trillion in 2003 and accounted for 11% of world Gross Domestic Product, up from 7% in 1990. The sales of multinational enterprises at around US$ 19 trillion were more than double the level of world exports. Substantial FDI inflows went into transition countries. Inflows into one of the region's largest recipient, the Russian Federation, almost doubled, enabling Russia to become one of the five top FDI destinations in 2005-2006. FDI inflows in Russia have increased almost threefold from 13.6% in 2003 to 35% in 2007. In 2003, these flows were twice greater than those into China; whilst in 2007 they were six times larger. Russia's FDI inflows were also about 2.5 times greater than those of Brazil. Efficient government institutions are argued by many economists to foster FDI and growth as a result. However, the magnitude of this effect has yet to be measured. This thesis takes a Political Economy approach to explore, empirically, the potential impact of malfunctioning governmental institutions, proxied by three indices of perceived corruption, on FDI stocks accumulation/distribution within Russia over the period of 2002-2004. Using a regional data-set it concentrates on three areas relating to FDI. Firstly, it considers the significance, the size and the sign of the impact of perceived corruption on accumulation of FDI stocks within Russia. Secondly, it quantifies the impact of perceived corruption on the volume of FDI stocks simultaneously estimating the impact of the investment in public capital such as telecommunications and transportation networks on FDI in the presence of corruption. In particular, it addresses the question whether more corrupt regions in Russia are also those that could have accumulated more of FDI stocks, and investigates whether those 'more corrupt' regions would have had lower level of public capital investment. Finally, it examines whether decentralisation increases or decreases corruption and whether a larger extent of decentralisation has a positive or negative impact on FDI (stocks). The results of three studies are as follows. Firstly, along with market potential, corruption is found to be one of the key factors in explaining FDI distribution within Russia between 2002 and 2004. Secondly, corruption on average is found to be related to FDI positively suggesting that it may act as speed money: to save their time foreign direct investors might be willing to bribe the regional authorities so to move in front of the bureaucratic lines. Thirdly, although when corruption is controlled for, the impact of the latter on unobservable FDI is found to be on average positive, no association between FDI and public investment is observed with the only exception of transportation infrastructure (i.e., railway). The results might suggest therefore that it is possible that not only regions with high levels of perceived corruption attract more FDI but also that expansions in public capital investments are not accompanied by an increase of the volume of FDI (stocks) in regions with high levels of corruption. This casts some doubt on the productivity of the investment in public capital in these regions as it might be that bureaucrats may prefer to use these infrastructural projects for rent extraction. Finally, we find decentralisation to have a significant and positive impact on both FDI stock accumulation and corruption, suggesting that local governments may spend more on public goods to make the area more attractive to foreign investors but at the same time they may be interested into extracting rents from foreign investors. These results support the idea that the regulation of FDI is associated with and facilitated by a larger public sector, which distorts competition and introduces opportunities for rent-seeking by particular economic and political factors.

This thesis is a collection of three empirical essays on foreign direct investment and cross-border portfolio investment. The objective of the first essay entitled: “Oil and the Location Determinants of Foreign Direct Investment in MENA Countries” is to investigate the effect of oil as a proxy for natural resources and the main location determinants of foreign direct investment. Moreover, this paper examines whether oil as a proxy for natural resources in the host countries alters the relationship between natural resources and institutional quality. The result of the interaction, which is the key interest in this chapter, is robust and undermines the effects of investment profiles on IFDI. Paying particular attention to the degree of outward FDI concentration in developing countries and transition economies, the second essay is titled “Extending Dunning's Investment Development Path (IDP): Home Country Determinants of Outward Foreign Direct Investment from Developing Countries.” The aim of the empirical estimates provided in this paper is to investigate the home countries’ determinants of outward FDI from developing countries. Results from the paper support the OLI paradigm, the IDP theory. In the third essay, “Cross-Border Portfolio Investment from the Developing Economies and the Top Major Partners, using the Gravity Model”, I have applied a new approach to a new panel data set of bilateral gross cross-border investment flows between 37 developing countries and 79 host countries. The remarkably strong results have positive implications for the theory of asset trade. The main result suggests that the positive and significant coefficient of GDP per capita in a destination country can explain a significant part of the Lucas paradox, and supports the reason for developing capital being invested outside the region. Interestingly, geographical proximity is found to exert a significant positive influence on assets in order that investors may seek to diversify their portfolios.

Dans un premier chapitre, nousmontrons que les domaines de négociation abordés dans les ACP, qui ne relèvent pas du mandat del’organisation mondiale du commerce (OMC), augmentent les échanges commerciaux. De plus, les mécanismesde règlement des différends (en anglais DSM) les plus contraignants favorisent le commerce alors que lesmécanismes moyennement contraignants ne sont pas efficaces. Le second chapitre se tourne vers le cotépolitique des ACP et identifie un canal important au travers duquel les DSM incorporés aux ACP peuvent avoirun impact profond sur la prévention des conflits militaires. Nous montrons que les ACP avec les DSMmoyennement contraignantes empêchent l’escalade des sanctions vers les conflits militaires, tandis que les pluscontraignants ne sont pas efficaces. En plus, les Etats qui sont proche politiquement, économiquement etsocialement, sont plus portés à conclure les DSM les plus contraignants. Le troisième chapitre identifie les ACPselon le niveau de légalisme des clauses d’investissement. This thesis analyses multidimensional and crosscuttingissues in PTAs. In the first chapter, we show that policy issues incorporated in PTAs, but outside themandate of World Trade Organization (WTO), have a positive effect on trade. More specifically, highlylegalistic dispute settlement mechanisms (DSM) promote trade liberalization while medium legalistic DSMfeatures do not. The second chapter turns to the political side of PTAs and identifies an important channelthrough which DSMs in PTAs may have profound impact on the prevention of military conflicts. We show thatPTAs with medium level of DSMs prevent the escalation of sanctions to military conflicts, whereas higher leveldoes not. Further, the states that are more politically, economically and socially connected are more prone toform highly legalistic framework in PTAs. The third chapter identifies PTAs according to the level of legalismof investment provisions. Further, we show that international investors face risk of expropriation related to thedomestic political regime of host country as well as the diplomatic relations between home and host countries.Our analysis shows that highly democratic regime as well as the good diplomatic relationship conditionpositively the effects of legally enforced investment provisions. Finally, the fourth chapter identifies PTAsaccording to different levels of legalism of environmental provisions. We show that North-North countries signhighly legalistic environmental provisions whereas North-South country-pairs are more prone to sign mediumlegalistic environmental provisions

Abstract:
Hyman Minsky’s Financial Instability Hypothesis is used to construct two different indices for financial instability: a long-term index (Long Term Financial Instability) and a short-term index (Short Term Financial Instability). The former focuses on the underlying fragility of financial structures of units in the economy while the latter focuses on more immediate developments and manages to follow turmoil – “a financial crisis” – in the economy. The interplay of the indices with each other, with economic growth and with Foreign Direct Investment, both in general and in the financial industry, is probed. In short, we find that long term financial stability, i.e. secure financial structures in the economy or a low level of Long Term Financial Instability, is sacrificed for maintaining short term financial stability. However, more Long Term Financial Instability is associated, as Minsky expected, with more fluctuations in Short Term Financial Instability: market turmoil is more common the more fragile underlying financial structures of units in the economy are. This signals that markets are ruled by short-termism. Economic growth is harmed by Short Term Financial Instability but the effects of Long Term Financial Instability are weaker. The common expectation that FDI activities strengthen financial stability is not confirmed. The relationship found hints rather in the opposite direction: FDI activities seem to cause financial instability. Based on the those investigations and a further empirical work using data from Iceland, Leigh Harkness’s Optimum Exchange Rate System (OERS) is developed further with the intention of solving “The Policy Problem” as described by Minsky. Insights from control theory are used. The OERS, along with public debt management as carried out by Keynes, is argued to have the ability to keep economic activity in the state of a permanent “quasi-boom”. The policy implications are that the OERS should be considered as a monetary policy as it permits a free flow of capital, thereby allowing economies to reap the possible positive benefits of foreign direct investment, while still conserving financial stability.

Along with international trade, foreign direct investment (FDI) has been the engine driving the current economic globalization of the world economy. The growth rate of FDI, which exceeded that of international trade and world output throughout the 1990s, raises important questions regarding the value of FDI to developing countries as host countries to FDI and the role it can play in their development.<br>In an attempt to answer these questions, this thesis tackles the main issues underlining FDI and developing countries. After analysing the pros and cons of FDI for developing countries and other interested parties, this thesis scrutinizes the regulation of FDI as a means to balance the interests of the concerned parties, giving an assessment of the balance of interests in some existing and potential FDI regulations. Furthermore, this thesis highlights the case against the deregulation of FDI and its consequences for developing countries. It concludes by formulating regulatory FDI guidelines for developing.

Abstract:
This thesis includes two chapters investigating issues related to Foreign Direct Investment (FDI). In the first chapter, I exploit one of the most important conflicts of the 20th century between what are currently the world's second and third largest economies, the Japanese invasion of China from 1937 to 1945, to investigate the long-run impact of conflicts among countries on cross-border trade and investment. I find that Japanese multinationals are less likely to invest in Chinese regions that suffered greater civilian casualties during the Japanese invasion, and these regions also trade less with Japan. This study shows that historical animosity still matters for international trade and investment, despite the trend toward a flat world. In the second chapter, by using an extensive data set on foreign invested enterprises (FIEs) in the Chinese mainland, I employ discrete choice model developed by McFadden (1974) to examine the factors determining the locational choices of FDI. Our empirical analysis shows that FIEs from source countries that are more remote institutionally from the Chinese mainland exhibit a higher degree of sensitivity toward regional economic institutions in their choice of FDI location. Interestingly, we also detect a pattern of asymmetric sensitivity toward institutional quality, i.e., FIEs coming from countries with better institutions than China are more sensitive to institutional difference and there is no effect of institutional difference on FIEs from countries with worse institutions than China. Institutional distance could also cast differentiated impacts on location choice by Joint Ventures (JVs) and Wholly-owned Enterprises (WOEs), FIEs coming from the source countries with high proportion of ethnic Chinese and FIEs coming from source countries with low proportion of ethnic Chinese in their overall populations.<br>published_or_final_version<br>Business<br>Doctoral<br>Doctor of Philosophy

Chang<br>This paper studies economic factors that affect a multinational’s decision between serving a foreign market via foreign direct investment (FDI) and setting up a joint venture (JV) with a local firm in the host country. The factors that we consider include the substitutability of products produced by competing firms, as well as the hotly debated intellectual property rights (IPRs) protection. In a simple North-South framework, we show that JV is the equilibrium market structure when the degree of R&D spillover is moderate, products are considerably substitutable, and IPRs strong. The government of South needs to maintain a minimum level of IRP to encourage an effective JV. For increasing social welfare, the South also needs to have a policy that limits foreign ownership in a JV.

Abstract:
This thesis consists of three empirical and one theoretical studies. While China has received an increasing amount of foreign direct investment (FDI) and become the second largest host country for FDI in recent years, the absence of comprehensive studies on FDI inflows into this country drives this research. In the first study, an econometric model is developed to analyse the economic, political, cultural and geographic determinants of both pledged and realised FDI in China. The results of this study suggest that China's relatively cheaper labour force, high degree of international integration with the outside world (represented by its exports and imports) and bilateral exchange rates are the important economic determinants of both pledged FDI and realised FDI in China. The second study analyses the regional distribution of both pledged and realised FDI within China. The econometric properties of the panel data set are examined using a standardised 't-bar' test. The empirical results indicate that provinces with higher level of international trade, lower wage rates, more R&D manpower, more preferential policies and closer ethnic links with overseas Chinese attract relatively more FDI. The third study constructs a dynamic equilibrium model to study the interactions among FDI, knowledge spillovers and long run economic growth in a developing country. The ideas of endogenous product cycles and trade-related international knowledge spillovers are modified and extended to FDI. The major conclusion is that, in the presence of FDI, economic growth is determined by the stock of human capital, the subjective discount rate and knowledge gap, while unskilled labour can not sustain growth. In the fourth study, the role of FDI in the growth process of the Chinese economy is investigated by using a panel of data for 27 provinces across China between 1986 and 1995.

I propose three discussions specifically about the institutional environment and macroeconomic conditions shaping the FDI behavior. First, the study analyzes the impact of country-specific macroeconomic variables on outward foreign direct investment (OFDI) flows from Brazil. I have applied a vector auto-regression (VAR) in order to determine the key drivers of OFDI flows, and tested the variables for Granger causality. This study improves on previous empirical analyses about home country determinants of outward FDI, which have proposed comparable time series models, mostly with inconclusive results. I argue that some of these studies have been biased by ill-conditioning arising from the estimation of too many factors with too few data points. This study corrects this by using a thresholded VAR, which explicitly imposes a parsimony restriction to the number of coefficients to be estimated. The results corroborate theoretical models of OFDI, and shed more light on the macroeconomic drivers of foreign direct investment from an emerging economy, using Brazil as a case study. In sequence, I discuss the impact of corruption levels on FDI. I have applied a panel data set in order to determine the duration of FDI flows invested abroad based on the corruption levels of the host countries. I argue that the time of permanence of FDI flows could varies since the existence of corruption levels, since the existence of weak institutional environment would create unfavorable conditions, and also shaping the kind of FDI projects which means a short or long term duration. Finally, I propose a discussion on the effectiveness of institutional environment regarding law application and its impact on the firm’s performance. Specifically, I test the conjecture of how different institutional environment perceptions (represented by firms’ expectations about the legal system) result in different performance levels of firms. I contend that the mere existence of a law system does not ensure their enforcement. Therefore, firms respond distinctively towards each environment to increase their performance. This suggests the need to examine more carefully the interaction of institutions.<br>Esta tese é composta por três artigos que tratam da influência do ambiente externo como fator de moldagem dos fluxos de investimento direto estrangeiro (IDE). São propostos três ensaios tendo em vista discutir como o ambiente institucional e condições macroeconômicas moldam os fluxos de investimento direto estrangeiro. O primeiro ensaio analisa o impacto de variáveis macroeconômicas na saída de investimento direto estrangeiro no caso brasileiro. Utiliza-se como metodologia vetor auto regressivo (VAR) e causalidade de Granger para determinar os determinantes dos fluxos de IDE das empresas brasileiras no exterior. Este estudo contribui para a literatura em negócios internacionais mediante da melhoria de análises empíricas já realizadas sobre o tema. A literatura existente, comparada ao uso de séries temporais mostra-se inconclusiva. Argumenta-se que alguns destes estudos são enviesados pela falta de coerência na especificação dos dados. Nesta ótica, o ensaio corrige usando thresholded VAR, do qual impõe restrições no tratamento dos dados e no número de coeficientes a ser estimado. Os resultados corroboram com os modelos de IDE existentes e oferece um novo olhar sobre os vetores que IDE de um país emergente, neste caso, usando o caso brasileiro. Em seguida, é discutido o impacto dos níveis de corrupção no IDE. Foi aplicado a metodologia de dados em painel para determinar a duração dos fluxos de IDE e a respectiva interação com os níveis de corrupção dos países hospedeiros. Argumenta-se que o tempo de permanência dos fluxos de IDE varia de acordo com os níveis de corrupção, uma vez que um ambiente institucional fraco é cria condições desfavoráveis. Desta maneira, níveis de corrupção moldam o tipo de projeto de investimento externo, no que condiz o seu tempo de duração. Por fim, propõe-se uma discussão acerca da efetiva do ambiente institucional tendo em vista a aplicação das leis e o impacto no desempenho das empresas. É testado, especificamente, como as diferenças na percepção do ambiente institucional (representado pela expectativa do Sistema Legal pela ótica empresarial) resulta em distintos níveis de desempenho. Neste trabalho, afirmase que a mera existência do sistema legal não garante a sua efetividade. Destarte, empresas reagem de maneira distinta em cada ambiente em prol de aumentar seu desempenho. Tal distinção ressalta um olhar mais apurado e cuidadoso em como as instituições interagem.

Magister Legum - LLM<br>Foreign Direct Investment (FDI) began as a worldwide phenomenon in the 19th and early 20th centuries. Even then, it formed only a small portion of foreign investments for decades, as a greater percentage took the form of portfolio investments. This was the case for example in 1914, when 90% of all foreign investment flows took the form of portfolio investment. Over time, however, there was a steady shift in the composition of foreign investments. In fact, about a quarter of foreign investment flows took the form of FDI in the 1920s. The drop in portfolio investments came about as a result of the collapse of the world monetary system in the 1930s, provoked by World War 1 and the Great Depression. There was, however, a general drop in the two types of investment during the interwar years. Unlike portfolio investment, FDI proved amazingly resilient and gradually recovered in the late 1930s. FDI again improved with the end of the Second World War, and became even more prominent after the 1960s in developing countries. This was not the case, however, which was yet to have its share of FDI flow. The main focus of this study is to investigate why Cameroon lags behind other developing countries in Sub-Saharan Africa (SSA) in terms of attracting FDI in spite of its membership of, and participation in, bilateral, regional and multilateral trade and investment treaties, and its attractive investment policies. The above argument applies explicitly to FDI because Regional Integration Agreements (RIAs) are said to boost FDI inflows from non-member countries. It is universally acknowledged that a well-designed policy framework for investment, capable of attracting FDI, would be productive and successful. Thus, for Cameroon to be competitive in attracting FDI, it is obliged to review its investment policies which continue to face the challenges of a changing global economy.
