Abstract:
The developments of the Arab Spring of 2011 extended, among others, to Libya. As a consequence of the armed anti-government uprising supported militarily by the air forces of the Western powers (under the auspices of NATO), the regime of Colonel Muammar al-Qaddafi, who has controlled the state since the 1969 military coup, was overthrown. The collapse of the current regime has initiated the path to the social, political and economic transformation of the Libyan state. However, the rivalry of local political forces which is a reflection of tribal, regional and ideological divisions, prevented the emergence of an effective political system. As a result, Libya has evolved into a dysfunctional state and the processes of internal destabilization and lack of state borders control generate threats also for the international environment of the country (West Africa, East Africa, Europe).

Abstract:
This post-doctoral research proposal aims to explore the systemic dysfunctionality of contemporary global leadership. It will develop a systematic framework for a ‘global leadership’ agenda. The study will address two key research questions: (1) What are the root causes of contemporary global leadership dysfunctionality? and (2) What are the building blocks of a systematic ‘global leadership’ agenda? Employing a mixed-methods approach, the research will integrate qualitative and quantitative data collection techniques, including surveys, interviews, case studies, and document analysis. The Current Reality Tree (CRT) approach within the Root Cause Analysis (RCA) and Systems Thinking (ST) frameworks will be utilized to identify critical success factors for effective leadership. Additionally, the Theory of Constraints (TOC) will guide the analysis of systemic barriers that hinder effective governance. Expected outcomes include a comprehensive identification of root causes contributing to leadership dysfunctionality, the development of a systematic framework for global leadership, and actionable recommendations for policy and practice changes. This research holds significant theoretical implications by enhancing existing leadership theories and providing practical guidelines for practitioners and policymakers aimed at improving global leadership effectiveness.

Abstract:
Over the last decade, the crime rate among young people has been rising, which may be caused by the growing dysfunctionality of the family. The aim of this work is to show the range of juvenile crime in recent years and the way in which the dysfunctionality of the family influences this phenomenon. To analyze the phenomenon of juvenile crime, the statistics of the Regional Police Headquarters in Opole in years 1999–2012 have been used. The analysis of the statistics has shown that over these years, the crime rate among young people has been rising and in 2012 it reaches 8.4% of all crimes. It is becoming apparent that the dysfunctionality of modern family influences the development of crime among young people. Modern dysfunctionality is not understood merely as orphanhood or half-orphanhood but more as a deep crisis of educational family values. What has been disturbed is the structure of families without considering it just at the level of parents’ physical presence at home but at the level of bonds, goals, norms which family should bring while shaping a young person, citizen and which it currently develops.

Abstract:
This study is concerned with European micro-states and their continual survival in the international system. Micro-states are sovereign states with populations up to one million people. The existence of micro-states raises a number of serious questions involving the granting of statehood, recognition of sovereignty and the ability of micro-states to maintain their presence in the international system. The study begins with some background into small state theories, writings on micro-states and debates concerning sovereignty. It is argued that being sovereign members of the international system does not fully explain the extantism of the micro-states but that a functional account can. A <i>theory of disfunctionality</i> is outlined prior to a review of empirical evidence in support of this framework. It is argued that a functional account of the state is central to the survival of European micro-states. In particular, it is suggested that micro-states ‘contract-out’ important state functions to others in the international system to ensure their continued survival. From this proposition, a <i>theory of disfunctionality</i> is outlined. This theory incorporates a functional matrix of statehood, the impact of small size upon states, dependency upon others and that the logic of appropriateness is in play for the micro-states. The conclusion indicates that it is possible to identify three types of states in the contemporary system: functional states, dysfunctional states and non-functioning states. The final part of the study also suggests that the question of statehood is somewhat erratic and that a proliferation of micro-states may be expected in the 21<sup>st</sup> century.

Abstract:
The vascular endothelium is one of the major targets of oxidative stress, playing an important role in the development of vascular-related disorders, such as atherosclerotic disease1. Oxidative stress increases the formation of reactive species (ROS), such as peroxides and hydroxyl radicals. ROS are signalling molecules and are able to induce leukocyte adhesion and promote the vascular endothelial permeability, that leads to the dysfunction of endothelium- related signal transduction pathways as well as redox-regulated transcription factors2. ROS cause reorganization of the actin filament, formation of an intracellular gap and changes in the cell shape. The endothelium contains adherents and tight junctions that are responsible for maintaining the restrictive barrier. Figure A1 shows the subcellular endothelial sites regulated by oxidative stress. In the normal structure of vascular endothelium, the lateral cell border contains occluding protein in association with zonula occludens-1 (ZO-1); VE-cadherin in association with a-, b-, and g-catenins; other proteins such as platelet endothelial cell adhesion molecule 1 (PECAM-1). Cortical actin filaments are directly linked with ZO-1, vinculin and α-actinin, that connect catenin to VE-cadherin in actin filament network. Intercellular adhesion molecule-1 (ICAM-1) expressed on the endothelial luminal surface might also involve in cortical actin filaments. ECs continuously express surface adhesion molecules including vascular cell adhesion molecule-1 (VCAM-1), ICAM-1, ICAM-2 and P-selectin (stored in Weible-Palade bodies). However, oxidative stress causes phosphorylation and reorganization of occludin and PECAM-1, reduces levels of vascular endothelium catenins and actin-binding proteins. In the actin filament network, oxidant stress causes the increased formation of stress fibers and decreased cortical actin band, resulting in disruption of the tight and adherens junctions. ROS promote cell contraction and stress fiber formation due to the increased phosphorylation of myosin light chain (MLC). Additionally, oxidative stress functionally upregulates adhesion molecules

Abstract:
Vascular dysfunction is one of the primary factors in the onset and progression of atherosclerosis and other vascular-related diseases such as acute myocardial infarction (AMI) and chronic thromboembolic pulmonary hypertension (CTEPH). Emerging evidence indicates that pathological blood vessel responses and endothelial dysfunction are associated with metabolic alterations in endothelial cells (ECs). The identification of the insights and causes resulting in dysfunctional ECs is crucial for the understanding of the disease and to the development of new therapeutic tools. Therefore, to study the characteristics of such EC dysfunction in AMI and CTEPH diseases, we aim to determine the protein profile and/or the altered redox status of patient-derived EC lines by using mass spectrometry-based label-free quantitative proteomic and/or, spectrophotometric and fluorometric approaches. Moreover, quantitative proteomic approach was used to explore the underlying mechanisms of 3PO [(3-(3-Pyridinyl)-1-(4-pyridinyl)-2-propen-1-one), PFKFB3 inhibitor] at cellular level. 3PO is a compound able to inhibit the glycolytic flux partially and transiently and to reduce pathological angiogenesis in a variety of disease models. Bioinformatic and network analyses performed on pathologic HCAEC-AMI cells revealed the alteration of a) metabolism of RNA, b) platelet activation, signaling and aggregation, c) neutrophil degranulation, d) metabolism of amino acids and derivatives, e) cellular responses to stress and, f) response to elevated platelet cytosolic Ca2+ pathways. Similarly, network analysis in pathologic CTEPH-ECs, revealed the differentially regulation of pathways related to a) neutrophil and platelet degranulation, b) metabolism of lipids, amino acids and selenoamino acids, c) response to elevated cytosolic Ca2+, d) detoxification of reactive oxygen species. In addition, the main parameters, indicators of the redox status of both HCAEC-AMI and CTEPH-ECs were significantly increased: advanced oxidation protein products (AOPPs), protein carbonyls (PCO) content, and intracellular reactive oxygen species (ROS). Interestingly, the amount of GSH/GSSG (reduced glutathione/oxidized glutathione) and NADPH/NADP (reduced/oxidized form of nicotinamide adenine dinucleotide phosphate) ratios in dysfunctional ECs were reduced, a clear indication of oxidative stress involvement in both the pathological ECs. Finally, 3PO has multiple targets in the ECs, targeting mitochondrial inner membrane and it inhibits the important cellular pathways including the tricarboxylic acid cycle, the mitochondrial respiratory chain, and vasculogenesis, that may be useful for understanding the inhibitory effect of 3PO on EC proliferation and migration. Therefore, the present data suggest a potential application of this molecule as a starting point in designing novel molecules to prevent diseases where inflammatory reactions are involved, such as in atherosclerosis, cancer or neurodegenerative diseases.

Objetivo: Determinar la asociación entre el Síndrome del Cuidador en cuidadores informales de pacientes pediátricos con cáncer y Funcionalidad Familiar en el Instituto Nacional de Enfermedades Neoplásicas (INEN) 2018-2019 Métodos: Estudio observacional transversal y analítico. Los cuidadores fueron seleccionados por características del paciente pediátrico y los datos de cuidadores en base a cuestionarios y escalas validadas. Resultados: Se entrevistaron a 204 cuidadores en el INEN durante el período 2018-2019, donde el perfil más común fue: mujer (75.0%) de 35 años, nacida fuera de Lima en el 56.86%, madre del niño en 72.06% de los casos de una familia nuclear (57.43%). El perfil del paciente fue varón en 62.75% con una edad promedio de 8 años y con un tiempo de diagnóstico de 14.5 semanas siendo la patología principal Leucemia Linfática Aguda (51.96%). Se encontró presencia de sobrecarga, disfuncionalidad familiar, depresión y ansiedad, en el 66.67%, 67.16%, 72.06% y 73.53% de los cuidadores, respectivamente. Finalmente, se encontró asociación estadísticamente significativa en las variables de Disfunción familiar (DF) y el síndrome de sobrecarga del cuidador (SSC) ajustadas por sexo, edad y estado civil del cuidador, modo de asumir el cargo, depresión y servicio donde se encontraba el paciente. Se encontró un 35% mayor probabilidad de desarrollar SSC (IC 95%: 1.03-1.77) para disfunción leve; 43% para moderada (IC 95%: 1.09-1.87) y 70% para severa (IC 95%: 1.15-2.12); y 40% para depresión (IC 95%: 1.03-1.91)., Conclusiones: Se encontró asociación entre los cuidadores con disfuncionalidad familiar y síndrome de Sobrecarga del cuidador y que la disfuncionalidad familiar aumenta la probabilidad de presentar el SSC en sus distintos niveles.<br>Objective: Stablish the association between The Informal Caregiver Burnout Syndrome of pediatric patients with cancer and family dysfunction in Instituto Nacional de Enfermedades Neoplásicas (INEN) periods 2018-2019 Methods: Observational analytic study. Caregivers were selected by the pediatric patient characteristics and the caregivers’ data were based in questionnaires and validated scales. Results: 204 caregivers were intervened in the INEN during the period 2018-2019, where the caregiver profile was woman (75.0%) 34.93 years old, from outside the capital in 56.86%, and mother of the patient in 72.06% of the cases and from nuclear family (57.43%). The 61.27% assumed this role by their own initiative. About the patient profile we found boy in 62.75% and with mean 8 years old and with diagnostic time of 14.5 weeks with Acute lymphatic Leukemia as main pathology (51.96%) mainly from hospitalization service in 55.88%. We found the presence of the Burnout syndrome, family dysfunctionality (FD), depression and anxiety in the 66.67%, 67.16%, 72.06% y 73.53% respectively. Finally, statistically significance association was found between the variables of Family dysfunction and caregivers’ burnout syndrome, adjusted to patient’s service of origin, caregiver’s sex, age, and marital status, how the caregiver charge was assumed and depressive symptoms.. It was found a 35% more probability of of presenting the Caregiver Burnout Syndrome (IC 95%: 1.03-1.77) for mild family disfunction; 43% per moderate (IC 95%: 1.09-1.87) and 70% for severe (IC 95%: 1.15-2.12) and also 40% for depression (IC 95%: 1.03-1.91). Conclusions: We found association between caregivers with family dysfunctionality and the Caregiver Burnout Syndrome, FD increases the probability of having the burnout syndrome in its different levels.<br>Tesis

The objective of this study was to understand the relationship between these two aspects, reliability and dysfunctional behavior. These results demonstrated that the presence of dysfunctional behavior affects the decision confidence of managers in management and was also verified that different than expected in theory the wages received not exerted great influence on the decisions taken by the subjects. A possible cause of this difference between the results obtained and the theory may be that the present study have extended the results of the task of Zhang (2008) from single period to multiple periods creating social ties among individuals, in addition, the test sample belongs to called generation Y, which has different values from those included in the theories and this is an issue that can be studied in future research. Besides worrying about the negative aspects of dysfunctional behavior, companies should be alert to the career expectations of generation Y, who will soon assume positions of leadership, because this generation is concerned with values other than the main salary, as free time , establishing lasting relationships with coworkers and with a good organizational climate.<br>Compreender a relação entre comportamento disfuncional e a confiança dos gestores na administração da empresa é fundamental, pois estes fatores podem afetar negativamente os resultados e desempenho das empresas e prejudicar o clima organizacional. O objetivo deste estudo foi compreender a relação entre estes dois aspectos, confiança e comportamento disfuncional. Os resultados deste trabalho demonstraram que a presença de comportamento disfuncional afeta a decisão de confiança dos gestores na administração da empresa e também foi possível verificar que diferente do esperado na teoria o salário recebido não exerceu grande influência nas decisões tomadas pelos sujeitos. Uma possível causa deste desvio entre os resultados obtidos e a teoria pode ser o fato da presente pesquisa ter estendido os resultados da tarefa de Zhang (2008) de período único para múltiplos períodos criando laços sociais entre os sujeitos, além disso, a amostra testada pertence a chamada geração Y, que possui valores diferentes dos preconizados nas teorias e este é um assunto que pode ser estudado em futuras pesquisas. Além de se preocuparem com os aspectos negativos do comportamento disfuncional, as empresas devem estar atentas às expectativas de carreira da geração Y, que em breve irá assumir cargos de liderança, pois esta geração está preocupada com outros valores além da remuneração principal, como tempo livre, estabelecimento de relações duradouras com os colegas de trabalho e com um bom clima organizacional.

Este trabalho visa apresentar e discutir os aspectos que podem ser relacionados ao baixo grau de funcionalidade observado nas escolas brasileiras. Para tanto, a literatura em disfuncionalidade escolar é apresentada para que, posteriormente, se analisem os fatores apontados como determinantes para escolas disfuncionais de acordo com diversos estudos distintos. São apresentados alguns estudos sobre eficácia escolar, além das principais considerações sobre desenvolvimento cognitivo e não-cognitivo expostas nos trabalhos de James Heckman e Flavio Cunha e de aspectos que se relacionam ao abandono escolar. O objetivo é encontrar na literatura uma base que permita qualificar as características da escola que podem ser atribuídas ao seu fracasso ou ao seu sucesso. Por fim, são apresentadas, tomando-se como referência a discussão realizada, algumas sugestões para políticas públicas direcionadas para a educação básica no Brasil.<br>This study aims to investigate and examine arguments that could throw light on the low degree of functionality observed in Brazilian schools. To do so, the literature about school dysfunctionality is presented in order to identify its determining factors. The general context of school effectiveness is tackled and considerations about the cognitive and non-cognitive development put forward by James Heckman and Flavio Cunha are explored. The main goal of this work is to find in the literature a basis to qualify the school characteristics that can be attributed to its failure or success. To conclude, some suggestions for public policies to improve the status of basic education in Brazil are presented.

In some of the most established and supposedly immutable liberal democracies, diverse social groups are losing con fi dence not only in established democratic institutions, but in the idea of liberal representative democracy itself. Meanwhile, an illiberal and anti-egalitarian transformation of democracy evolves at an apparently unstoppable pace. This democratic fatigue syndrome , the present article suggests, is qualitatively di ff erent from the crises of Democracy which have been debated for some considerable time. Focusing on mature democracies underpinned by the ideational tradition of European Enlightenment, the article theorizes this Syndrome and the striking transformation of democracy in terms of a dialectic process in which the very norm that once gave birth to the democratic project - the modernist idea of the autonomous subject - metamorphoses into its gravedigger, or at least into the driver of its radical reformulation. The article further develops aspects of my existing work on second-order emancipation and simulative democracy . Taking a theoretical rather than empirical approach, it aims to provide a conceptual framework for more empirically oriented analyses of changing forms of political articulation and participation.

This research examines the experiences of disenfranchised workers in the Australian Public Service. The best methodology for my study is a hybrid. A hybrid that takes the wisdom of ethnographic case studies, phenomenology, feminist post-structuralism and narrative theories to make sense of the stories of people working within organisations that have failed, traumatised, belittled, ignored, bullied and destroyed them. The study looks at the experiences of twenty disenfranchised workers who labelled themselves as disenfranchised. This thesis is about the abused, the mistreated, and the disenfranchised. Of opportunities lost and perceived injustices. I believe the voices of the disenfranchised public servants are silenced by supervisors, colleagues and the system itself. This study aims to give legitimacy to their complaints, document their stories and chronicle their mistreatment at the hands of public supervisors who are often brutalised themselves. The Public Service workplace becomes like a violent family. We all learn what we see, not what we read or are told. And so the culture of dysfunction is passed from underling to boss and workers suffer. These actions ripple throughout public servants’ lives. Literature around the disenfranchised worker is growing. This study documents the experiences of disenfranchised workers and unmutes their voices. These experiences are important and contemporary issues to enable people to live a life of consequence.

Just as the Colombian president has historically been very strong, the Colombian Congress has historically played a relatively minor role in the conduct of national policy. The 1991 Constituent Assembly sought to rationalize congressional behavior and give it a more substantial role. However, problems of legislative corruption and dysfunctionality have persisted. This chapter reviews the Court’s attempts to police the scope of congressional inviolability, limit congressional delegation to the executive, and incentivize and ensure adequate legislative deliberation in the lawmaking process. This jurisprudence has sought to alter legislative behavior and ensure that laws are a product of adequate social deliberation, thus improving the role of the Colombian Congress in public life.

AbstractThis chapter addresses the systemic precarisation of individuals through the examination of Holy Orders (2013), the sixth title in Benjamin Black’s “Quirke series”. This crime novel describes the multi-layered precarity of Ireland’s travellers, that appear, I argue, as archives of the failing of infrastructural norms and paradigms of pathogenic vulnerability. Similarly, the story captures the corrupted network of control and influence sustained by the Catholic Church and its concomitant rule of silence, whose dysfunctionality generates a string of parallel justice. In my analysis, I will first explore how the failure of Ireland’s network of infrastructural support has prevailed throughout time, decimating the lives of some of its most vulnerable individuals. Then, I will trace the vigilantism that, as a convention in crime fiction, appears as a product of such deficiency and the troubling questions posed for the contemporary reader.

Background: after the Russian occupation in February – March 2022, an occupation regime was established in a significant part of Southern Ukraine, within the framework of which the aggressor state is carrying out institutional construction, in particular, in the field of education. Purpose: analyze the dysfunctional character of the institute of education in the temporarily occupied territories of the South of Ukraine Methods: qualitative analysis of photo images that are publicly available on the Internet Results: the hypothesis that the main task of educational institutions is Russification, the spread of enemy propaganda and the education of the young generation in the spirit of collaboration has been confirmed. For this purpose, various tools are used - re-education centers, folk and unofficial holidays, inciting inter-ethnic enmity, creation of children's and youth organizations. The activities of social organizations in the field of education are aimed at the destruction of Ukrainian identity, deindividuation, zombification and militarization of the consciousness of schoolchildren and students. Conclusion: the dysfunctionality of the educational institution in the temporarily occupied territories of the South of Ukraine is the result of the deliberate actions of powerful actors, which are aimed at preserving and strengthening the occupation regime, dehumanizing the educational process and turning the school into a closed totalitarian space Key words: social institution, education, dysfunctionality, visualization, russification

Inclusive clothing design emerges from users' need to use products to their fullest. Despite being a segment with a wide variety of models, the great dysfunctionality of uses for people with movement restrictions still shows. Discussing this situation with designers is necessary to change perspectives toward inclusion when approaching unconventional scenarios in product development. For a preliminary approach to the subject, workshops can generate reflections for inclusive product development from the perspective of dressing-related problems. For this purpose, workshops were held at IDEGUI in Guimarães (Portugal) on practical approaches to discuss ideas and create inclusive alternatives. The results of the discussion were proposals like alternatives for the clothing market. These proposals can already be found in the clothing market, but still, the results are not entirely obsolete since they were not presented as an option from the beginning. The participants' interest, added to previous experiences, brought exciting complements to the discussion and dissemination of inclusive clothing design through a systemic perception of product development.

&lt;p&gt;Seismic isolation system has become one of the most efficient approaches chosen by design engineers for having better seismic performance and cost-efficiency for structures located in high seismicity area. For bridges, the seismic isolation system is usually done by replacing the conventional bearings (pot or spherical bearings) with seismic isolator bearings (rubber isolator bearings or pendulum bearings). In general, only these isolator bearings that will be the focus of considerations during design phase. It is commonly forgotten that the seismic isolation system shall be also coupled with properly installed seismic expansion joint that can accommodate large movements on the bridge deck due to isolation effect of the seismic system. Improperly designed expansion joint is usually shown by the use of small non-seismic joint that leads to very narrow provided gaps in between the concrete deck and its adjacent structure. These gaps are not able to accommodate large movements on the deck of a seismically isolated bridge. Collisions or poundings during seismic event are inevitable. This leads to dysfunctionality of seismic isolation system, and in the worst case it may generate excessive impact forces that will result to undesired performance level and damages on the structures.&lt;/p&gt;

Even though many people consider literature simply as a medium for entertainment, we can easily recognize its much more powerful relevance for human existence. Within a fictional framework, all the critical issues in human life, such as vices and virtues, communication and miscommunication, love, the concept of death, of God, the issues of hatred and violence, have been explored throughout time. A good literary text thus proves its quality and value when the reader/listener is empowered to reflect on fundamental concerns affecting all of us. My focus here will rest on the ambivalent function of human language within a communicative context. It might be an almost banal notion that all human existence is determined by the effective use of language, since we constantly engage with each other through words or communicative signs (including gestures, mimicry, sounds, etc.). Nevertheless, the critical need to investigate what is wrong with our society does not abate even today; on the contrary. Here I propose to turn to two major medieval authors, twelfth-century Anglo-Norman Marie de France (Lais) and late fifteenth-century German Heinrich Kaufringer (maeren) who both offered a fairly large body of entertaining texts. In both cases, however, we discover quite easily the profound concern these writers share regarding the dysfunctionality of communication. Misunderstanding, conflicts, even aggression regularly surface and threaten to destroy the cohesion of society – very much a problem of the postmodern world as well. By way of looking at the central issue through a literary-historical lens, we gain fascinating insights into the importance of fictional texts in which basic human conflicts are presented and discussed. We can recognize in the texts by Marie de France and by Kaufringer extraordinarily effective narrative mediums to explore and learn about communication and miscommunication, how to identify the problems and how to approach them productively.

Abstract:
Introduction: Family member leaving to serve a prison sentence is a significant stressor that requires a forced reorganisation of family roles and responsibilities. Incarceration greatly affects the family functioning and dynamics, given that the convicted family members are someone's parents, spouses or children. This change can lead to dysfunctionality, because the remaining members face not only organisational, but also emotional, social and economic difficulties. Objective: The objective of this paper is to show and summarize the results of research dealing with the impact of incarceration on the family functionality, with special emphasis on the system perspective. Methods: When reviewing the available literature in accordance with the selected keywords, the service of the Consortium of Serbian Libraries for Unified Acquisition was used, as well as the Google Scholar and Research Gate search engines. Results: Children of parents deprived of freedom are a vulnerable category. Research shows that there is an increased likelihood that a number of symptoms and dysfunctions will appear, such as: behavioural problems and hyperactivity, use of psychoactive substances, deteriorating school performance, internalized problems, greater disobedience, difficulties in establishing and maintaining relationships with peers, but also housing instability, poverty and physical diseases. Also, it is established that incarceration leads to significant changes in partner relationships, and that it is associated with an increased likelihood of divorce, depression and worsening satisfaction with life of the partner who remains within the family. Families have more frequent difficulties in organising family life, as well as diminished socioeconomic stability. Conclusion: Taking into account the complexity of the impact of the incarceration process on both the individual and the family as a whole, it may be concluded that families which experience incarceration face numerous emotional, relational, social and organisational problems and challenges. That is why, in penal rehabilitation, special attention must be paid to the maintenance, preservation and improvement of family functioning, so that the effects of institutional resocialization are not only maintained, but also generalized after leaving the institution.

The phenomenon of illegal construction has attracted a considerable volume of research, in the fields of theory, policy making, practice and implementations. The dysfunctionality of laws, corruption and clientelism of the administration, the impunity of the law breakers, and the inability of the planning system to provide adequate housing and land uses suitable for development, were considered as the main reasons for illegal construction. Consequently, there was a general assumption that illegal construction was mainly met in developing countries. This was proved inaccurate in recent years, where research has shown that developed (or Global North) countries were also experiencing this phenomenon -and in fact, they always had. An interesting approach to this, was the investigation of cases where legal and constitutional frameworks were also imperfect, and enforcement mechanisms were not serving social justice. This was a diversion of the axiomatic rule that laws should always be obeyed, while, at the same time, there was an assertion that in some cases noncompliance should be regarded as justifiable. The proposed presentation will refer to cases of noncompliance, as described above, but will focus on another dimension of the phenomenon, frequently met in real life situations, but seldom considered as an issue worth scientific research. This aspect deals with the innovation element frequently employed by actors trying to circumvent the existing laws and rules in planning implementations. The degree of innovation invested in the illegal operations, usually transforms the particular action from “breaking the law” to “bending the law”. Researching the innovation element in cases of illegal construction is particularly useful for lawmakers, law enforcers and theoreticians. By analysing these innovative actions, lawmakers can identify the loopholes and deadlocks of legislation which appear in specific cases and under specific conditions and correct them before they provoke generalized judicial complications. Law enforcers can detect weak points in grossly under-researched enforcement functions and improve the related organization processes. Finally, innovation in illegality in the sector of planning implementations can enlighten the researchers in exploring the weak points of planning systems, identify cultural elements in social behaviours -for which the type of innovations described above has encapsulated a high exploratory value- and inject a very much needed sense of humour in the scientific research

Abstract The brain is encased in the skull and suspended and supported by a series of three fibrous tissue layers: Dura mater, Arachnoid and Pia matter, known as the Meninges. Arachnoid trabeculae are strands of collagen tissues located in a space between the arachnoid and the pia matter known as the subarachnoid space (SAS). The SAS trabeculae play an important role in damping and reducing the relative movement of the brain with respect to the skull. The SAS is filled with cerebrospinal fluid (CSF), which is a colorless fluid that surrounds all over the brain inside the subarachnoid spaces. This fluid stabilizes the shape and position of the brain during head movements. To address normal and pathological SAS functions, under conditions where an electrical stimulation is applied, this study proposes a novel fully-coupled electro-Fluid-Structure Interaction (eFSI) modeling approach to investigate the response of the system of SAS-CSF under the applied electric current, which is provided by the transcranial Direct Current Stimulation (tDCS) technique according to the following steps. First, a two-dimensional channel model of the brain SAS with several trabecular morphologies is numerically simulated using the finite element (FE) method. The channel model is then subjected to a specific electric field intensity by applying a 1∼2mA direct current. COMSOL Multiphysics v. 5.3a software is used to perform the coupled eFSI numerical simulation in order to investigate the effects of the applied electric field on the flow of the CSF, thereby showing the deflection of the trabeculae inside the channel model. The results of this study demonstrate that the induced electric field causes less deflection of the trabeculae by exacerbating the velocity profile of the cerebrospinal fluid flow and decreasing the flow pressure applied on each trabecula inside the trabecular SAS channel. This electro-mechanostructural modeling approach is significant because of the applied current on the channel walls that can directly affect the CSF flow. In fact, the results of this study can open up a new horizon for future research on disorders like hydrocephalus, which involves an unusual production rate of the CSF inside the brain. This disorder may be controlled by applying an electric current in the brain, using one of the available brain stimulation techniques, i.e. tDCS. By using an electrical stimulation technique, one might control the dynamics of brain function and, therefore, regulate dysfunctionality through the first eFSI multiphysics modeling approach proposed in this study. Briefly, the brain SAS may be considered as a novel region for electrotherapeutic and electromechanical neuromodulation.

On 4 February 2022, the Polish Journal of Laws published a new ordinance of the Minister of Education and Science, implementing cuts in the funding of education of German as a minority language. Consequently, the hourly length of such lessons will be significantly reduced. This regulation applies exclusively to the German minority, and the official motive for introducing discriminatory measures is to improve the situation of Polish diaspora in Germany. This is the first time after 1989 when the Polish state authorities introduce a law limiting the rights of Poland’s citizens belonging to a national minority (in this situation children), as a retaliation for the alleged situation of a kin-community elsewhere. Importantly, the adopted regulations are not only discriminatory towards one of the minorities; their implementation may in fact contribute to the dysfunctionality of the entire minority education system in Poland. This is also an obvious violation of the constitutional principle of equality before the law, the right of minorities to ‘maintain and develop their own language’, international standards of minority rights protection, as well as a threat to the very functioning of human rights protection mechanisms in the country.
