Abstract:
Enterprise digital asset management (DAM) systems are beginning to be explored in higher education, but little information about their implementation issues is available. This article describes the University of Michigan’s investigation of managing and retrieving rich media assets in an enterprise DAM system. It includes the background of the pilot project and descriptions of its infrastructure and metadata schema. Two case studies are summarized—one in healthcare education, and one in teacher education and research. Experiences with five significant issues are summarized: privacy, intellectual ownership, digital rights management, uncataloged materials backlog, and user interface and integration with other systems.

Abstract:
Introduction. The research aims to study concentrating mill tailings dam protecting dike soil consolidation on the example of a mining enterprise of the Kola Peninsula. Research methodology. The research is based on 4D modeling (taking into account a time factor) using PLAXIS software solution. The computer hydro-geomechanical 3D model of the concentrating mill tailings dam fragment has been developed allowing to investigate both geomechanical and fi ltration processes, and their collateral infl uence on protecting dike and alluvial beach soil consolidation. The following options of tailings dam hydro-geomechanical condition development are considered: a reference state at the current parameters of operation, increase in the level of water-saturated tail deposits and the subsequent consolidation of bulk and alluvial soils within 1, 2, 3, 5, 10, 15, 20, 30, 50 and 80 days. Research results and analysis. The received results have been analyzed on the dynamics of the tailings dam hydro-geomechanical condition therefore revealing its behavior in time. It has been established that the nature of bulk and alluvial soils consolidation is identical, however, differs signifi cantly in terms of quantity. Conclusions. Dependences of bulk and alluvial soils consolidation of the tailings dam hydraulic engineering construction on consolidation time are established providing a scientifi c and technical basis for its mechanical state and stability assessment, and for engineering recommendations about the terms of the following stage of dams building.

Abstract:
The following thesis is a study of how communities of Washington County, Utah developed within one of the most inhospitable deserts of the American West. A trend of reliance on public works programs during economic depressions, not only put people to work, but also provided an influx of outside aid to develop an infrastructure for future economic stability and growth. Each of these public works was carefully planned by leaders who not only saw the immediate impact these projects would have, but also future benefits they would confer. These communities also became dependent on acquiring outside investment capital from the Mormon Church, private companies and government agencies. This dependency required residents to cooperate not only with each other, but with these outside interests who now had a stake in the county's development. The construction of the Mormon Tabernacle and Temple in St. George during the 1870s made that community an important religious and cultural hub for the entire region. Large-scale irrigation and reclamation projects in the 1890s opened up new areas for agriculture and settlement. And in the 1920s and 1930s the development of Zion National Park and the construction of roads provided the infrastructure for one of the county's most important industries, tourism. Long after these projects' completion they still provided economic and cultural value to the communities they served. Some of these projects provided the infrastructural foundation that allowed Washington County communities to have greater security and control over their economic future. Over time the communities of southern Utah created dramatic reenactments and erected monuments of these very projects to celebrate and preserve the story of their construction. During the first decade of the twenty-first century Washington County has become one of the fastest growing areas in the country, and as a result public works programs continue to be important to support this growth.

A indexação do múltiplo EV/EBITDA, aferido no momento do investimento, ao preço de recompra da empresa, fomenta a prestação de informação fiável e mais valorizada, quer pelo promotor, quer pelo investidor. Ainda que a sua aplicabilidade seja limitada a investimentos em empresas já constituídas, este modelo de indexação poderá ser bem sucedido na definição de valores justos de venda e de recompra de empresas não cotadas: se o valor de recompra da empresa estiver de alguma forma vinculado à informação prestada no momento da venda, então esta será mais fiável.
Not all projects are supported by high quality standards, for the simple reason that not all projects are sustainable; therefore, it is crucial to differentiate them. The indexing of multiple EV/EBITDA, measured at the time of investment, to the buy-back price (or repurchase price) of a company, would provide reliable and valuable information, both by the promoter and the investor. Even though its applicability is restricted to investments in already existing companies, this model could be used successfully in the definition of the fair value of unquoted companies: if the repurchase value of a company is somehow linked to the information reported at the time of sale, then that information will be more reliable.

Neben den drastischen Einbrüchen in Absatz und Umsatz, war sie aber auch dadurch gekennzeichnet, dass die betroffenen Unternehmen sehr verhalten mit Mitarbeiterentlassungen reagierten. Vielmehr haben die Organisationen an ihrem Stammpersonal festgehalten, um sich deren Know-how zu sichern. Infolge der Krise war der Tenor der Wirtschaftsteilnehmer, dass aufgrund der weltweiten Vernetzungen, sie den volatilen Konjunkturverläufen auch zukünftig ausgesetzt sein werden. Die Unternehmen müssen deswegen lernen mit ihnen umzugehen. Dabei rücken immer mehr neue Technologien in den Fokus, die innerhalb des Unternehmens, die Zusammenarbeit der Mitarbeiter verbessern sollen. Das Thema ‚Enterprise 2.0‘ nimmt zunehmend Form an, die Vorstellungen und Umsetzungen werden konkreter. ‚Enterprise 2.0‘ ist dadurch gekennzeichnet, dass sowohl Mitarbeiter als auch bestehende Unternehmensprozesse und -kommunikation vor neue Herausforderungen gestellt werden. Data Integration is currently an important and complex topic for many companies, because having a good and working Data Integration solution can bring multiple advantages over competitors. Data Integration is usually being executed in a form of a project, which might easily turn into failure. In order to decrease risks and negative impact of a failed Data Integration project, there needs to be good project management, Data Integration knowledge and the right technology in place. This thesis provides a framework for setting up a good Data Integration solution. The framework is developed based on the current theory, currently available Data Integration tools and opinions provided by experts working in the field for a minimum of 7+ years and have proven their skills with a successful Data Integration project. This thesis does not guarantee the development of the right Data Integration solution, but it does provide guidance how to deal with a Data Integration project in a large enterprise. This thesis is structured into seven chapters. The first chapter brings an overview about this thesis such as scope, goals, assumptions and expected value. The second chapter describes Data Management and basic Data Integration theory in order to distinguish these two topics and to explain the relationship between them. The third chapter is focused purely on Data Integration theory which should be known by everyone who participates in a Data Integration project. The fourth chapter analyses features of the current Data Integration solutions available on the market and provides an overview of the most common and necessary functionalities. Chapter five focuses on the practical part of this thesis, where the Data Integration framework is designed based on findings from previous chapters and interviews with experts in this field. Chapter six then applies the framework to a real working (anonymized) Data Integration solution, highlights the gap between the framework and the solution and provides guidance how to deal with the gaps. Chapter seven provides a resume, personal opinion and outlook.

Nas últimas décadas, a filosofia Lean tem sido amplamente divulgada e aplicada em diferentes setores e segmentos da economia, não se prendendo à sua aplicação mais clássica, o Lean Manufaturing. Dentre as novas abordagens, destaca-se o Lean Office, que tem por objetivo diminuir a ocorrência de desperdícios nos processos administrativos. O Lean Enterprise Model (LEM) trata-se de um modelo desenvolvido no MIT, que compreende práticas primárias que são atingidas pela aplicação de suas respectivas práticas capacitadoras. O modelo apresenta 12 práticas primárias e 43 práticas capacitadoras. O objetivo desse estudo foi identificar e ordenar quais dessas práticas são aplicadas no Lean Office. O método de pesquisa é a survey tendo como base a revisão da literatura que identificou 31 artigos acerca do Lean Office que após análise sistemática priorizou-se as 28 práticas capacitadoras mais citadas, sendo estas transcritas para o questionário da survey. A população foi selecionada por meio da análise do currículo lattes que identificou 147 pesquisadores, sendo escolhidos os que possuíam publicações e/ou trabalhos em anais de eventos, perfazendo 50 pesquisadores. Estes receberam o questionário por meio de seus e-mails, sendo obtida a taxa de resposta de 68%. Dos respondentes, 91% possuíam experiência em implementação de Lean Office e o menor valor do Alfa de Crombach foi 0,82 e o maior 0,84. Foram calculados os clusters pelo método Ward. Aquelas que apresentaram similaridade superior a 75% foram analisadas e agrupadas, culminando em 24 práticas capacitadoras, sendo as três principais: simplificar e determinar bem o caminho (fluxo) dos produtos; estabelecer um canal efetivo de comunicação entre todos os stackeholders; disseminar os princípios, práticas e métricas relacionadas à mentalidade enxuta em todos os níveis da organização. Com os resultados obtidos se propõe implementar o Lean Office por meio das práticas capacitadoras agrupadas de maneira sumarizada e fundamentada no modelo do Lean Manufacturing.

A presente tese visa a construir um princípio cujo conteúdo normativo e eficácia viabilizem a concretização, de forma ótima, das finalidades idealizadas na Constituição Federal de 1988, no que diz respeito às microempresas e empresas de pequeno porte, reunidas na expressão “empresas de porte reduzido”. A partir da relevância que essas empresas detêm ao redor do mundo destaca-se o caso do Brasil, em que há dois princípios constitucionais positivados (inciso IX do art. 170 e art. 179) que lhes atribuem um tratamento diferenciado e favorecido, de modo a incentivá-las. Todavia, os referidos princípios, isoladamente considerados, não têm o condão de transmitir todo o conteúdo normativo necessário para otimizar o atendimento às finalidades constitucionais, a partir de uma perspectiva tributária. Como decorrência mostra-se necessária a construção de uma norma jurídica, até então não vislumbrada pela doutrina, a qual contemple a mais ampla extensão da proteção às empresas de porte reduzido. A partir disso, e interpretando os referidos dispositivos constitucionais, é construída a norma com natureza de princípio, chamada de princípio da atenuação tributária das empresas de porte reduzido. Em relação ao conteúdo normativo desse princípio é defendido o seu caráter bidimensional, de modo a produzir efeitos não apenas perante a empresa como contribuinte (primeira dimensão), mas também perante seus titulares, sócios e administradores como responsáveis tributários (segunda dimensão). Com isso o princípio em tela acaba por ter eficácia também em duas dimensões, atingindo a relação da Fazenda Pública com o contribuinte e também com os terceiros responsáveis tributários. Como consequência, em sua primeira dimensão o princípio pode produzir uma redução da carga tributária das empresas de porte reduzido, e reduzir a quantidade e complexidade das obrigações tributárias acessórias que lhe são impostas, devendo a concretização desse desiderato se dar por lei complementar (art. 146 da CF/88). Além disso, não pode o Poder Legislativo elaborar norma que atribua carga tributária maior para as empresas de porte reduzido, em comparação com as demais empresas; ou obrigações tributárias acessórias em quantidade e complexidade maior para as empresas de porte reduzido, em comparação com as demais empresas. No que concerne à segunda dimensão o princípio em questão impõe limites ao Poder Legislativo para que não elabore normas de responsabilidade tributária de terceiros mais gravosas do que as normas gerais do Código Tributário Nacional. Além disso, fica o Poder Legislativo também impedido de elaborar normas de responsabilidade tributária de terceiros baseadas em presunções, em função do excessivo ônus imposto aos micro e pequenos empreendedores para afastamento do fato presumido. Ainda, o princípio em questão impõe limites ao Poder Judiciário, que não pode aplicar normas de responsabilidade tributária mais gravosas do que aquelas fixadas no CTN. E, por fim, o princípio em tela também impede que o Poder Judiciário atribua responsabilidade tributária a titulares, sócios e administradores de empresas de porte reduzido com base em presunções, enfatizando-se a inaplicabilidade da Súmula nº 435 do STJ.
The purpose of this thesis is to develop a principle which normative content and effectiveness make it possible to optimally achieve the goals envisaged in the Federal Constitution of 1988, in the case of micro-enterprises and small enterprises, named as “small size enterprises”. From the relevance of these companies around the world stands out in the case of Brazil, in which there are two written constitutional principles (section IX of article 170 and article 179) that give those companies a differentiated and favored treatment, in order to incite them. However, these principles, considered separately, do not have the power to transmit all the normative content that is necessary to optimize the attention for the constitutional purposes, from a tax perspective. As a result, it is necessary to develop a legal norm, hitherto not envisaged by the doctrine, which contemplates the broadest scope of protection for small size enterprises. From this, and interpreting the mentioned constitutional provisions, the norm is developed with the normative nature of principle, named as principle of tax relief for small size enterprises. With regard to the normative content of this principle, its two-dimensional nature is defended, so as to produce effects not only on the company as a taxpayer (first dimension), but also on its owners, partners and administrators as tax responsibles (second dimension). With this, the principle on the screen turns out to be effective also in two dimensions, reaching the relation of the Public Treasury with the taxpayer and also with the third party tax responsible. As a consequence, in its first dimension the principle can produce a reduction in the tax burden of small companies, and reduce the quantity and complexity of ancillary tax obligations imposed on it, considering that the accomplishment of this goal should be given by a complementary statute (article 146 of the Constitution). In addition, the Legislative Branch cannot elaborate a norm that assigns a higher tax burden to small companies compared to other companies; or ancillary tax obligations in a larger quantity and complexity for smaller companies compared to other companies. With regard to the second dimension, the principle in question imposes limits on the Legislature so that it does not elaborate norms of third-party tax liability that are more burdensome than the general rules of the National Tax Code. In addition, the Legislature is also prevented from elaborating norms of third-party tax liability based on presumptions, due to the excessive burden imposed on micro and small entrepreneurs to move away from the presumed facts. Moreover, the principle in question imposes limits on the Judiciary, which cannot apply tax liability rules that are more burdensome than those established in the National Tax Code. Finally, the mentioned principle also prevents the Judiciary from assigning tax liability to holders of smaller companies, members and managers based on presumptions, emphasizing the inapplicability of Superior Court Order 435.

Bei der Umsetzung moderner Managementkonzepte wie bspw. Supply Chain Management, Customer Relationship Management und Partner Relationship Management werden Anwendungssysteme wertschöpfungskettenübergreifend eingesetzt. Das bedeutet, dass sowohl interne als auch externe Benutzer auf verschiedene Anwendungssysteme eines Unternehmens zugreifen. Die daraus resultierenden Anforderungen werden als Paradigma des homogenen Enterprise Access Managements (hEAM) beschrieben. Zur Umsetzung dieser Anforderungen wird ein Referenzmodell zur anwendungssystemübergreifend konsistenten Zugriffssteuerung (MAKS) entwickelt. Eine entsprechende Realisierungsmöglichkeit in Form eines zentralen Rollen- und Rechtemanagementsystems (ZR2MS) ergibt sich aus der Referenzarchitektur zur anwendungssystemübergreifend konsistenten Zugriffssteuerung (A2KS).

Identification of water-saturated zones in the tailings dams is an actual scientific and practical task in terms of providing, first of all, their mechanical strength and filtration stability. The prevention of accidents in tailings is complicated by the circumstance that the processes of increased filtration, appearing and developing in the dam body, are not fixed on the initial stages by visual and traditional methods. Insufficiency, from the point of view of data completeness, of networks of piezometric boreholes on tailings dams does not allow solving the tasks of necessary information hydrological support. At the same time, the use of active- sounding geophysical study methods allows obtaining sufficiently detailed information about the peculiarities of the internal structure of the tailings dam and the degree of water saturation of the composing soils. A reasoned choice of geophysical methods, as well as their combination, allows increasing the level and reliability of obtained data at subsurface studies. The paper presents the results of in-situ experiments on the study of the tailings dam of the mining enterprise by different in nature wave GPR (georadar) and seismic methods. A comparative analysis of the conducted studies has allowed clarifying the internal structure and assessing the dam’s condition, paying special attention to the identification of local zones of increased water saturation and filtration. Based on the calculated correlation coefficient of electromagnetic and seismic wave velocity values, it was revealed that synchronization of geophysical surveys allows significantly increasing the reliability of in-situ determinations, as well as obtaining more reliable data. The results of the studies are the basis for predicting the most vulnerable places (zones) of a bulk ground hydraulic facility, as well as the localization of water-saturated areas in the body of the ground structures with greater reliability and performance.

Engineering design decisions have more value and lasting impact if they are made in the context of the enterprise that produces the designed product. Setting targets that the designer must meet is often done at a high level within the enterprise, with inadequate consideration of the engineering design embodiment and associated cost. For complex artifacts produced by compartmentalized hierarchical enterprises, the challenge of linking the target setting rationale with the product instantiation is particularly demanding. The previously developed analytical target cascading process addresses the problem of translating supersystem design targets into design targets for all systems in a multilevel hierarchically structured product, so that local targets are consistent with each other and allow top targets to be met as closely as possible. In this article the process of rigorously setting the supersystem targets in an enterprise context is explored as a model-based approach termed “analytical target setting.” The effectiveness of linking analytical target setting and cascading is demonstrated in an automotive truck vehicle example.

Abstract Virtual enterprises utilize the resources of the most capable partners for mutual benefit. This paper describes a high-level process planning and manufacturability analysis approach which increases decision support at the product design stage and reduces time to market by integrating the process of forming the virtual enterprise with design critiquing and process planning so that the designer can develop the process plan and evaluate the design with respect to the capabilities of the potential partners early in the design cycle. Alternative high-level process plans are generated based on the product design requirements, process capabilities, and plant performance measures. The manufacturability of each design-process plan combination is evaluated by estimating the cost, lead time, and expected quality of each high-level process plan.

In this paper, we show how to achieve an efficacious integration by promoting a common decision support model across the enterprise and using approximate-cooperative formulations of individual design decisions. The preliminary embodiment of a flywheel produced in a forging process is used to illustrate this perspective.

Abstract The integrated model of an enterprise can be built by making use of the CIMOSA modeling framework and modeling language. The behaviour analysis of the CIMOSA enterprise model can be made by the sets of procedural rules. In order to make further performance analysis of the CIMOSA enterprise model, this paper presents a systematic approach to transform the CIMOSA enterprise model into a equivalent stochastic Petri net model. The systematic approach is a hybrid Petri nets synthesis technology which integrates the “bottom-up” and “top-down” modeling approaches. The resulting Petri net obtained from this approach preserve the same qualitative properties of its original Petri net.

Abstract We have developed a formal process for concurrent engineering that maximizes concurrency in the CE enterprise through decentralized, distributed decision making, and optimizes across the CE enterprise by (minimally) coordinating design and manufacturing decisions by enforcing feasibility and preferential dependencies. We call this process hierarchical concurrent engineering (HCE). A central idea in this work is decentralization (and concomitant distribution), where we attempt to minimally control the actions (decision making) of engineers. The HCE decision-making model is a way of describing the network of decision processes needed for a CE enterprise. This model extends traditional “influence diagrams” as it incorporates constraints and multiple decision makers. We also present a software agent architecture that implements the HCE decision model, and we show how this model naturally leads to design processes, which are sequences of coordinated decisions.

This paper traces the origins of today’s campaigns for school vouchers and other modes of public funding for private education to efforts by Milton Friedman beginning in 1955. It reveals that the endgame of the “school choice” enterprise for libertarians was not then—and is not now--to enhance education for all children; it was a strategy, ultimately, to offload the full cost of schooling onto parents as part of a larger quest to privatize public services and resources. Based on extensive original archival research, this paper shows how Friedman’s case for vouchers to promote “educational freedom” buttressed the case of Southern advocates of the policy of massive resistance to Brown v. Board of Education. His approach—supported by many other Mont Pelerin Society members and leading libertarians of the day --taught white supremacists a more sophisticated, and for more than a decade, court-proof way to preserve Jim Crow. All they had to do was cease overt focus on race and instead deploy a neoliberal language of personal liberty, government failure and the need for market competition in the provision of public education.
