Abstract:
Over the past decade the Fire & Rescue Service (FRS) has attended an average of 67,000 residential dwelling fires a year, resulting in an annual average of 14,000 casualties and 450 deaths in the UK (DCLG, 2007). Anthropogenic Accidental Dwelling Fire (AADF) is not a random phenomenon, and through the use of spatial and temporal pattern analysis, it can be shown to be disproportionately concentrated in areas that share common social, economic and environmental characteristics. Developing robust theory and methodology will improve the understanding of the nature of the problem and the ability to effectively target resources to areas of greatest need. This thesis presents the development of a new theoretical model of Anthropogenic Accidental Dwelling Fire incidence, bridging the theory gap in the existing research literature. The theoretical model developed identifies the component factors of potential domestic activity fire risk and the key role of trigger events, by act or omission, that combine to significantly increase the risk of fire within a dwelling. Spatial and temporal analysis of the distribution of over 17,000 individual AADF incidents, from the Greater Manchester area, was conducted utilising the nationally comprehensive and consistent ward level Indices of Deprivation 2000 (IMD) and the Enumeration District (ED) level SuperProfiles geodemographic typology. The analysis revealed statistically significant variation in the profile of incident distribution, operationally valuable to the FRS and of major policy importance. An AADF Routine Activities Time Classification was produced and an analytical methodology developed to derive temporal profiles for incidents across both area characteristic classifications and ignition categories. The AADF spatial-temporal ignition profiles were shown to vary significantly, providing valuable new empirical evidence in support of the implementation of the theoretical model and the utilisation of the methodology developed, informing both strategic policy and service delivery management of a modernising Fire & Rescue Service. A comprehensive national survey of FRS was undertaken and the results are critically reviewed, providing a snap shot of the data, systems, analysis and skills of the FRS, exploring the potential capacity of the organisation to utilise theory based research with evidence lead targeting and resource allocation. A practical application of the use of the IMD as a proxy for Fire & Rescue Service demand is then developed and tested, addressing a perverse incentive within the Standard Spending Assessment used to fund the FRS. A simple weighted model was over fitted to the known incident distribution of the case study area of Greater Manchester. The IMD group weightings derived were then extrapolated to national population distributions within IMD classes and the SSA recalculated. Finally the principal findings of the research are presented, the outcomes critically reviewed, policy implications discussed and recommendations made.

Abstract:
This thesis seeks to make a contribution to both the theoretical and empirical understanding of knowledge transfer in organisations. In particular, it explores and articulates how tacit knowledge is transferred within (and through) communities of practice. It does so via a single longitudinal case study of Northern Fire, the fourth largest Fire and Rescue Service in the UK. There is a paucity of studies on the UK Fire and Rescue Service and the extant literature is sparse. This study offers a unique insight and perspective into how fire fighters construct knowledge and make sense of their everyday reality within communities of practice. Adopting a qualitative ethnographic approach, this research sets out a detailed exposition of the transfer of knowledge throughout Northern Fire. Focus groups of some 58 fire fighters together with 14 semi-structured interviews of senior management, support staff, HR and IT functions were undertaken. In addition, drawing upon Orr’s (1996) ethnographic account of photo-copier repair personnel, participant observation was used to explore the daily working lives of fire fighters. Participant observation examined how Red Watch, a fictional name given to a group of fire fighters, transferred tacit knowledge and skills as a community of practice. The thesis also explores organisational memory loss. It extends our empirical understanding of how knowledge is both forgotten and retained on a both a voluntary and involuntary basis. The very nature of tacit knowledge can make both transfer and articulation problematic. A significant proportion of the extant knowledge management literature places tacit knowledge into rigid taxonomies or focuses upon means of conversion of one form of knowledge to the other. Similarly, a large corpus of the normative literature on communities of practice depicts these as safe, benign environments where knowledge transfer is often axiomatic. This research offers a more critical perspective of of how communities of practice share knowledge, negotiate power and facilitate participation. A number of discrete theoretical contributions are made in relation to how legitimate peripheral participation, power and trust can impact both positively and negatively on knowledge transfer. This thesis argues that in order to truly understand tacit knowledge there needs to be a greater focus on Polanyi’s (1958) original exposition of tacit knowing and the nexus between knowing and doing. This thesis contends that a dialogic and pluralistic approach is required to understand how tacit knowledge is transferred within communities of practice. Here fire fighters are theorised as thinking professionals who drew upon all forms of knowledge in their everyday praxis.

Abstract:
This thesis examines practices of fire risk governance in the contemporary British Fire and Rescue Service (FRS). I trace the fundamental organisational and operational transformations the Fire and Rescue Service has undergone since the early twenty-first century. I argue that these transformations are structured around a new conceptualisation of fire as an event to be secured. Rather than understood and acted upon merely by its occurrence in the here and now, fire is known and governed in the contemporary as a risk of the future. Through a case study of one of its regional headquarters, I explore what I call the digital infrastructure of the FRS. This digital infrastructure encompasses the data, analytic technologies and organisational processes by which fire is rendered as a risk. In turn, I inquire into how the risk projections made by the digital infrastructure facilitate and condition what I call anticipatory modes of governance to manage fire. Forming the strategic architecture of the contemporary FRS, these modes of governance are deployed in the present but are directed at, and justified through, visions of fire risk in the future. Through my case study, I describe overall the contemporary problematisation of fire risk governance. I call this problematisation governing through risk. I use the term governing through risk to express how risk identification has become the conditions of possibility for the Fire and Rescue Service in the present day. I show how risk identification works to organisationally shape the FRS and justify the existence of the service as a contemporary security apparatus. Furthermore, I argue that risk identification is used to mould and legitimate the forms of strategy used to govern fire risk and secure populations from fire.

Fires within the built environment are a fact of life and through design and the application of the building regulations and design codes, the risk of fire to the building occupants can be minimised. However, the building regulations within the UK do not deal with property protection and focus solely on the safety of the building occupants. This research details the statistical analysis of the UK Fire and Rescue Service and the Fire Protection Association's fire incident databases to create a loss model framework, allowing the designers of a buildings fire safety systems to conduct a cost benefit analysis on installing additional fire protection solely for property protection. It finds that statistical analysis of the FDR 1 incident database highlights the data collection methods of the Fire and Rescue Service ideally need to be changed to allow further risk analysis on the UK building stock, that the statistics highlight that the incidents affecting the size of a fire are the time from ignition to discovery and the presence of dangerous materials, that sprinkler activations may not be as high as made out by sprinkler groups and that the activation of an alarm system gives a smaller size fire. The original contribution to knowledge that this PhD makes is to analyse the FDR 1 database to try and create a loss model, using data from both the Fire Protection Association and the Fire and Rescue Service.

Abstract:
Firefighting is a strenuous occupation requiring high levels of physical fitness. Inadequate levels of fitness can put firefighters and risk of overexertion and injury. Therefore ensuring that firefighters maintain role specific fitness levels throughout their career is critical to both firefighter and public safety. The aim of this thesis was to investigate the minimum cardiorespiratory, strength and muscular endurance demands UK firefighting and to recommend minimum physical employment standards to ensure the operational effectiveness and safety of firefighting personnel working in the UK fire & rescue service. The first study developed a task analysis protocol to identify the minimum acceptable performance requirements of the critical and most physically demanding tasks in UK firefighting, identifying 2 distinct roles (firefighter and incident commander) with 8 critical tasks identified for firefighter and 2 for the incident commander role. The second study investigated the physical demands of performing these critical tasks to the minimum acceptable performance requirement. Cardiorespiratory fitness standards were derived for those undertaking both firefighting and incident command roles. Following this, the validity and reliability of a firefighter simulation test was assessed to determine its appropriateness as a criterion test of operational fitness. Whilst there was a strong inverse correlation between the test completion time and cardiorespiratory fitness and the simulation was highly reliable, the error associated with the simulation suggests that it may not be suitable to use as a standalone fitness test and should be used in conjunction with gym-based cardiorespiratory fitness assessments. The final study assessed the sensitivity and specificity of common and replicable gymbased physical ability tests to predict firefighting performance in order to recommend strength and muscular endurance standards. Each of the gym-based physical ability tests and associated standards were effective at predicting effective firefighting performance.

Over 45% of firefighter deaths are due to a sudden cardiac event caused by underlying coronary artery disease (CAD) risk factors that can be prevented through adequate CAD risk factor screening and management. The aim of the study was to determine the prevalence of CAD risk factors in firefighters in the City of Cape Town and the relationship between the various CAD risk factors. This study used a quantitative cross-sectional, descriptive and correlational design. A total of 124 full-time firefighters of the City of Cape Town (CoCT) Fire and Rescue Service were conveniently recruited to participate in the study, including males and females of all ethnicities. Coronary artery disease risk factor information was obtained with a CAD risk factor assessment form, including, past medical history, smoking status, physical activity behaviour, ethnicity/race, age and gender.

This study explores the perceived desirability within a sample of fire fighters of introducing a peer Critical Incidence Stress Debriefing (CISO) support structure within the Fire and Rescue Services of Blaauwberg Municipality. The research took the form of a descriptive inquiry by means of a semi-structured interview using a questionnaire developed by the writer. The research findings indicated that generally support was given to the notion of peer CISD structures, subject to some concerns that would need to be addressed through effective training and planning. From the finding it can be identified that peer support is desirable, and provided a CISD system is structured in a careful, nonthreatening manner, wiHlead to development on both a micro and macro level.

Abstract:
This research focuses on the career and work identity of watch managers in the Fire and Rescue Service (FRS). Their role is to manage firefighters who are infamously known in political circles to possess grass root cultures that remain resistant to forms of change and modernisation. Watch managers are not only tasked with leading emergency teams at incidents but they are also at the receiving end of a relentless stream of political pressure to achieve change. This research draws on qualitative data collected within two fire services consisting of thirty-nine face-to-face interviews, four focus groups and field observations, which in combination highlight various ways the watch manager becomes an important construct in relation to the momentum of organisational change. Previous FRS research has explored the creation and enactment of masculinities in the watch and 'how' and 'why' the watch sustains highly masculinised images (Salaman 1986, Baigent 2001, Ward and Winstanley 2006). Despite Woodfield (2016) and Perrott's (2016) recent contributions focusing on women inhabiting FRS managerial and leadership roles, there has been limited emphasis in broader FRS research on how managerial work identities develop against watch cultures resistant to change, or in relation to male dominated 'informal' hierarchies in the watch. In order to manage their team successfully, watch managers show themselves to possess differing forms of managerial masculinities, and in so doing, draw on various combinations of charismatic, traditional and rational-legal authority. These phenomena highlight new understandings of the invisible and hidden processes by which watch managers attend to power tensions between them, the watch, and senior management. My findings suggest these power dynamics impact on the shaping of the watch manager's own sense of work identity and in reverse, the ways these tensions are handled also influence the way they are socially constructed as managers by firefighters and senior managers. Particularly revealing are the ways transformations of work identity develop as watch managers move from new to time-served firefighter, then upward to the watch manager role, and how differing identity-enabling resources are drawn from to manage and keep an equilibrium between firefighters and the watch they manage.

Human enhancement (HE) is the field of research aiming to improve and overcome the biological limitations of the physical and mental performance of humans. The implications of HE might especially prove relevant within high-intensity environments, such as the working environment of police and fire and rescue services. The aim of this thesis is to identify the needs of personnel within these domains and to highlight potential HE solutions that could aid to improve responder performance in the setting of an active emergency. Interviews conducted with representatives for the Swedish police and fire and rescue service highlighted the need for support of mental performance in the form of destressing during highintensity situations as well as an improvement of creating situational awareness and making adequate decisions in a short amount of time. The results imply a potential of implementing HE solutions that aid emergency responders by keeping them alert and open for information gathering or minimizing the experienced level of stress while providing vital information for a proper response. The thesis alsoconcluded a generally positive attitude towards implementation of HE solutions.

How can older workers in the public sector maintain a satisfactory work life balance in the last ten or fifteen years of their career and into retirement? Organisational policies designed to support work life balance may help, but only if there is a corporate will to overcome prevailing internal culture, together with an understanding of the specific needs of older workers. Work life balance, which has gained importance over the past few decades, is defined here as the way in which individuals apportion time spent in their paid work with all of the other activities in their lives. Those approaching the end of their working lives come from a workaholic generation used to long hours as a way of showing loyalty to their employers, whereas their younger colleagues expect good work life balance as the norm. While the notion of work life balance for those who are no longer in paid work may seem strange, the way an individual plans for and controls the manner of their retirement may impact their well-being both before and after retirement. For many, retirement is no longer a single step from employment into non-employment; rather a phased reduction or sometimes ‘un-retirement’ and these changes may affect individual perceptions of their work life balance. This qualitative study, with uniformed and non-uniformed staff aged 45+ employed by a metropolitan Fire & Rescue Service, enabled participants to consider their work life balance issues; particularly whether there were any issues that were specific to that age cohort; and whether those issues might change as they moved towards and through retirement, although few had made detailed plans about their post-retirement lives. The effectiveness of organisational work life balance policies was found to be subject to the prevailing culture as well as pressures on the public sector to reduce staffing levels while maintaining front line services. The effects of the abolition of the Default Retirement Age and changes in the pension schemes have yet to be fully addressed by the organisation or individual employees.

Större och mer svårbekämpade bränder har de senaste åren svept fram på flera platser runtom i världen. Ett föränderligt klimat skapar långa torrperioder till följd av höga temperaturer och värmeböljor. Räddningstjänster i de drabbade länderna ställs ofta inför en monumental uppgift med att hantera svårsläckta bränder i många gånger extrema förhållanden. Utifrån detta är det av vikt att undersöka de bakomliggande orsakerna och faktorer som spelar in, innan, under och efter en skogsbrand för att ge en mer nyanserad bild av de utmaningar räddningstjänsten ställs inför.Syftet med detta examensarbete var vidare att undersöka antändning- och spridningsbenägenhet samt värmeutveckling i tre olika typer av vanligt förekommande undervegetation i skogarna i Götaland. Resultaten från studien visar att granmarksproverna har en mindre intensiv spridning i förhållande till tallmarksproverna. Spridningen sker däremot såväl över proverna som under ytan och skapar glödbrand. Vikten av eftersläckningsarbete tillsammans med värmekamera för att upptäcka glödbrand bör därför anses som mycket viktigt utifrån de resultat som framkommit.

The diploma thesis focuses on the risks associated with the use of gas detectors in the intervention of fire brigade units, specifically in the case of an event associated with a carbon monoxide leak. The diploma thesis briefly explains the procedure of the units of the Fire and Rescue Service of the Czech Republic in terms of gas detection, specifically carbon monoxide. The work focuses on the Fire and Rescue Service of the South Moravian Region and analyzes the current equipment of fire stations with detection means. The output of the diploma thesis is to design a suitable optimization of the unit and measurement, including financial evaluation in various types of emergencies, in which units of the fire brigade may encounter a leak of carbon monoxide. Furthermore, a draft Methodological Sheet is prepared - Interventions with carbon monoxide leakage provide information on carbon monoxide and procedures for activities related to gas leakage.

Bakgrund: Uppsatsen tar upp problematiken kring att organisera arbetstid inom räddningstjänst. Grundförutsättningarna är att räddningstjänst är en High Reliability Organisation (HRO) och att det påverkar organisationen. I och med New Public Management (NPM) framfart och den ekonomiska situationen i världen har räddningstjänsten fått ett ökat krav på kostnadsbesparingar och resursutnyttjande. Då personalkostnader står för en stor del av räddningstjänstens kostnader kan förändringar av brandmännens arbetstid och skiftgång vara ett logiskt steg, något som skett i Greater Manchester Fire and Rescue Service (GMFRS). Syfte: Syftet med uppsatsen är ett ge ett teoretiskt bidrag till hur NPM influerade reformer påverkar en HRO. För att göra detta frågar vi oss vad de olika skiftformerna får för konsekvenser för de anställda och organisationen. Metod: Uppsatsen har en kvalitativ forskningsansats vid studerandet av fallorganisationen Greater Manchester Fire and Rescue Service och Storstockholms Brandförsvar. Data har samlats in främst genom intervjuer men vi har även använt oss av kompletterande observationer och dokumentsstudier. Den analysmetod vi valt är tematisering då denna underlättar vår analys genom att empirin bryts ner och kategoriseras. Resultat: Studiens resultat identifierar olika faktorer som påverkar organisationens medvetenhet samt arbetsmiljö. Det förs en diskussion huruvida dessa faktorer bidrar till en förstärkning eller en försvagning samt att mönster mellan påverkan på medvetenheten och arbetsmiljön undersöks.

Ce mode de gestion rencontre dans les services départementaux d’incendie et de secours un terrain favorable à son développement, en lien particulier avec la coopération qui a toujours accompagnée la compétence « services d’incendie et de secours ». Si l’utilisation des procédés juridiques de mutualisation est d’abord restée modeste, la diversité des acteurs de la sécurité civile et les enjeux contemporains auxquels ils sont désormais confrontés encourage la mise en œuvre de dispositifs d’envergure qui ont pour objet d’optimiser le service public rendu à la population. La mutualisation engagée dans le domaine des services départementaux d’incendie et de secours produit ses effets sur l’organisation de la sécurité civile et laisse entrevoir son développement dans le bassin de risques zonal
The term pooling, inevitably associated with the search for cooperation between public entities, has gradually become part of institutional language; it now plays a predominant role in it. This management technique has found favourable ground for its development with local fire and rescue services, especially with regard to the cooperation already inherent in these services. If at first the use of “pooling” legal procedures remained limited, the diversity of civil security actors and the current issues that they face encourage the implementation of major projects intended to optimise government services to the population. The pooling developed in the local fire and rescue service field has had an effect on civil security organisation and bodes well for its development on a larger scale

Abstract:
There is a constant development and continuous progress in the wireless technology field as it is in the all fields of information and communication technologies. One of the latest trends is the wireless mesh network. This type of network brings new features into the wireless field such as multihop, self-configuration, self-organization and self-healing. This enables the usage of wireless networks in new fields and industries or the upgrade of current implementations to meet new market demands. This thesis summarizes theoretical findings from this field from the users' point of view and functionality dimension. This is followed by a summary of possible applications, available technologies and known standards. The second half of the thesis consists of a requirement analysis of a chosen user group (the Fire Rescue Service of the Czech Republic) focusing on application of wireless mesh network for rescue operations. The analysis also includes test criteria and principles for test procedures for this application.

Formerna för styrning och organisering av kommunal räddningstjänst har under de senaste 40 åren förändrats där sammanslagningar och förbundsbildningar har blivit ett vanligt förekommande fenomen. Fenomenet verkar härstamma från den amerikanska tillverkningsindustrin i slutet av 1800-talet och nu tycks fenomenet även kommit till den kommunala räddningstjänsten. Trenden har enligt Sveriges Kommuner och Landsting (2015) pekat mot en fortsatt utveckling av förbundsbildningar inom kommunal räddningstjänst. Det intressanta är att möjligheten att kunna bilda kommunalförbund har funnits i lag sedan 1919 men det dröjde 75 år innan sammanslagningar blev en intressant organisationsform för kommunala räddningstjänster.Uppsatsens syfte är att, med hjälp av kvalitativa intervjuer, försöka förstå samt belysa vad eller vilka orsaker som kunde varit bakomliggande beslutet att bilda ett gemensamt räddningstjänstförbund för de tre kommunerna Helsingborg, Ängelholm och Örkelljunga. Studien anses befinna sig i skärningspunkten mellan organisationsteoretiska samt beslutsteoretiska perspektiv med fokus på litteratur som kopplar samman organisationer med dess omgivning, beslutsfattande i komplexa situationer samt motiv till beslut i offentlig kontext. Den teoretiska referensramen utgår från nyinstitutionell teori, domänteori och garbage-can teori.Uppsatsen har resulterat i tre gemensamma orsaker till förbundsbildningen som tematiserats till förväntad utveckling, bättre kvalité och effektivitet samt utveckla samverkan medan två avvikande orsaker har tematiserat till förutbestämt och bryta tradition. Det som främst framkommer är att tolkningen av sammanslagningen och förbundsbildningen inom Skåne nordväst har skett på grund av en strävan efter framgång samt viljan att effektivisera verksamheten. En slutsats kan det då tolkas som att förbundsbildningen av Räddningstjänsten Skåne Nordväst har främst drivits som ett moderniseringsarbete, för att avveckla en gammal organisationsform i syfte att ersätta den med en nyare och legitimare organisationsform.Kunskapsmässigt bidrar studien till forskning som betraktar räddningstjänsten i ett större sammanhang, och specifikt utifrån ett organisationsteoretiskt perspektiv med förhoppningen att inspirera till ytterligare studier av räddningstjänsten ur ett organisationsteoretiskt perspektiv.
The formation for governance and organization of municipal rescue services have changed over the last 40 years where mergers and unions are now a common phenomenon. The phenomenon seems to be descended from the American manufacturing industry at the end of the 1900 century where the phenomenon also seems to have spread to the municipal rescue service where the trend according to the Swedish Association of Local Authorities and Regions (2015) points to a continued development of unions in municipal rescue services. The interesting thing is that the opportunity to form municipal associations has been in law since 1919 but it took 75 years before mergers became an interesting form of organization for municipal rescue services.The purpose of the essay is, with the help of qualitative interviews, to try to understand and to highlight what underlying reasons could have been to decide to form a joint Rescue Service Association within the three municipal emergency services Helsingborg, Ängelholm and Örkelljunga. The study is at the intersection of organizational theory as well as decision-making theoretical perspectives with a focus on literature that connects organizations with its environment, decision-making in complex situations and motivations for decisions in public context. The theoretical frame of reference is based on institutional theory, domain theory and garbage-can theory.The result of the essay has resulted in three common reasons for the formation of the union which has been thematized to expected development, better quality and efficiency and develop collaboration, while two deviant causes have been thematized to predetermined and breaking of tradition. The main result is the interpretation that the merger and the union formation within Skåne nordväst have taken place due to a desire for gaining success and the willingness to improve the efficiency within the organization. A conclusion can then be interpreted that the association of Civil Protection Skåne Nordväst has mainly been run as a modernization work to dismantle an old organizational form with intent to replace it with a newer and more legitimate organizational form.The study contributes knowledge to research that considers the emergency services in a broader context, and specifically from an organizational theory perspective, with the hope of inspiring further studies of rescue services from an organization theory perspective.

The diploma thesis is focused on a detection and a laboratory control of hazardous substances’ leak into the environment. These hazardous substances are classified. Further, it aims to chemical laboratories of the fire-brigade of the Czech Republic, as well as which place they hold in the fire-brigade system, and it indicates their main duties. This diploma thesis contains a review of some essential types of devices and mediums, which are in terms of the fire-brigade of the Czech Republic usable to practice the detection, determination and assessment of the hazardous substances in various figures of the environment in terrain, i.e. filling of duties of the chemical survey. The output of this diploma thesis is simulation of leaks of the toluene diisocyanate using ALOHA software, TerEx software and Rozex Alarm software. Further on, the proposal of another methodical sheet focused on leak actions of the concrete hazardous industrial substance – toluene diisocyanate. This methodical sheet could therefore broaden pro tempore elaborated sheets for chlorine and ammonia.

Population Protection againts Impacts from Major Chemical Accident in recent years is an important area to address. This thesis focuses on the current situation and preventive security measures in protecting the population against the effects of serious chemical accidents. Specifically, it focuses on the Czech Republic and toxic industrial chemicals, explosive and flammable. A detailed analysis of the current situation in the Czech Republic with risk areas relating to chemical industry and hazardous chemicals was worked out. An analysis of the current status of population protection from the effects of serious chemical accidents is prepared. On the basis of the analysis measures are suggested to improve the current situation in accordance with legislation. The work was carried out research on their own knowledge of the population in this in pre-selected location.

The aim of the Dissertation was to assess and analyse the times spent by PO brigades of the South Bohemian Region on interventions and to find out what types of interventions are the most time-demanding and to compare the times spent during fire fighting operations by professional and voluntary PO brigades, and thus to find out which PO brigades spend the longest time at fires. The research was carried out on the basis of the data acquired from the SSU programme for the period from 2006 to 2010. The analysis of the time spent on interventions for the period monitored was carried out for all the PO brigades on the whole, separately for professional and voluntary brigades, and measurement was carried out at JPO I. The hypothesis was verified, professional HZS brigades of the South Bohemian Region spend a longer time at a fire fighting intervention than the SDH brigades do. The research found out that both PO brigades and professional brigades spend most time at the intervention type known as ?technical assistance?, while least time is spent at the event type known as ?other extraordinary events?.

Taking the common people as be Fire-fight rescue service of Taiwan as the targets, this study, with ANOVA, analyzes and discusses factors that have significant impacts on consumer satisfaction with pharmacies, using ‘Efficiency Factor’, ‘Achievement Factor’, ‘Force Factor’, ‘Stronghold Factor’, ‘Image Factor’, according to the Adaptation Level Theory.This study aims to figure out the relations between Fire-fight rescue servicese and population as well as society variables, and thereby, to provide further suggestions to Fire Department professionals for the improvement of customer satisfaction. The findings and conclusion are as follows: 1. Fire rescue work, the higher the education degree is, the lower satisfaction is, the scientific and technological industry of Israel relatively holds a negative attitude. This study focused on people in Nantou County fire department rescue the satisfaction of natural disasters by literature review and survey research conducted, we used customer satisfaction theory from "efficiency factor," "Performance Factors," "combat power factor", "stronghold Factors" and "image factor" analysis of the five factors, And the use of SPSS statistical analysis of these factors and the satisfaction of the relevant contact, to Enhance the prefectural (customer) satisfaction proposal . In this study,the research results are follows: 1.through the literature and experience on fire work, we found firefighters commonly encountered problems and the bottleneck encountered on natural disasters. 2.Overall, people lived in Nantou County are generally satisfied n a natural disaster relief services, the fraction of satisfaction is more than seven. The cognitive satisfied with the relief image is highest. 3.In the most dissatisfied with the survey project, the insufficient manpower accounted for the largest proportion. This result Shows people feel from the lack of manpower has seriously affected the relief energy. We have to fight for supplement staffing yearly, and strengthen the integration of civil rescue groups. 4.Emergency Command Center can give instructions to there are people trapped in the inner center of the case. In this study, the maximum of guidance given to are asylum and evacuation mode. This shows that Emergency Command Center on the safety of the people is the main consideration. 5.Unit reaches fire control now the calamity field takes the majority with the proportion of 3 to 5 minutes. Also in the survey results also show that the sooner arrived at the scene, the higher the satisfaction. Fire fighters should be trained how to collect host and guest information, and pre-deployment Command Fire fighting force, in order to achieve good relief efficiency, before reach the scene. 6.The results from the survey show that there is contact with work experience in firefighting, fire rescue easier to identify high satisfaction.

This study uses R Software Statistical analysis of the data, the use of single-factor analysis of variance (One-Way ANOVA) sample mean differences, identify the data variables and each variable significant differences (p<0.05). Furthermore used factor variables analysis of bi-directional relationships table (Two-way table) testing, identifying variables in the data of the Association and whether there are significant differences between each other (p<0.05). And administrative data provided by the Environmental Protection Department's air quality monitoring network data to explore the factors and environmental factors with fire relief case relevance. Results display contains year, month, week, time factor, seasons, holidays, working hours and environment temperature and fine suspended particles PM2.5 , Ozone O3 , Outdoor UV UVB , Ozone O3 , Relative humidity, wind speed, UV index There are significant differences (P<0.05) 。 Through this research can provide fire protection agencies , As the reference fire prevention and disaster relief 。

Title: Analysis of the activities of selected fire brigade units of the Fire and Rescue Service ot the Czech Republic in different geographical conditions. Objective: The aim of the diploma thesis is to analyze the activities of selected fire brigade units of the Fire and Rescue Service of the Czech Republic and then compare and evaluate the statistical formulation of their interventions. Another goal is also to describe the structure, activities, organization and work system of fire brigade units of the Fire and Rescue Service of the Czech Republic. Methods: The diploma thesis uses methods such as content analysis and data collection from available sources. To obtain more detailed information from the commanders of individual stations, a qualitative method of semi- structured interview is used. The information obtained from the interviews is presented in the form of a transcript. Statistical data taken from the statistical department of the General Directorate of the Fire and Rescue Service of the Czech Republic are processed into tables and graphs, which are described, compared and evaluated at the end. This study aimed to investigate the effects of personality traits and service motivation on organizational commitment, where New Taipei City's Volunteer Fire Rescue Team (hereinafter referred to as “the Team”) was the sample in the investigation of basic background and current status, analysis on difference existed in the dimensions including but not limited to personality traits, service motivation and organizational commitment from the Team with different background variables, further analyzing the impact of personality traits and service motivation on the Team’s organizational commitment. After 82 valid questionnaires drawn from the volunteers of New Taipei City Volunteered Fire Brigade Rescue Team, the results were as follows: First, there are significant differences in performance demonstrated in the human qualitative variable by the volunteers of the Volunteered Fire Brigade Rescue Team of different backgrounds, evaluated under six variables like gender, education level, marital status, number of children under 18 years of age, years of service, and volunteer hours. Second, the differences in the highest certificate achieved by the volunteers in the area of Service Motivation sub-B item showed a significant difference in the social contact entry. The differences in annual volunteer hours from the volunteers with respect to Service Motivation variable and its sub-dimensions all showed significant differences on self-growth, social contacts, social responsibility, and institutional characteristics, etc. Third, the divergence of total annual service hours from the volunteers presented significant differences in organizational commitment variable and its sub-dimensions in the form of affective commitment, normative commitment, and continuance commitment. Fourth, the extraversion personality traits and social responsibility and social contacts of the sub-dimension of service motivation have predictive power on organizational commitment. Based on the findings, this study suggests that when recruiting volunteer fire fighters team members, one should pay attention to their service motivations, and clearly set out their goals.

The Out-of-hospital emergency medical services (EMS) in Taiwan has been improving on every level. Faster, friendlier, more professional, and most of all, free. It has been well received by the public, but is also leading to the problems of wasting and abusing the resource. It is evident from the stats given by the fire bureau. The total number of EMS cases each year keeps rising, and in 2016, the number surpassed 1.1 million. Given limited resource, the massive numbers of non-urgent cases can easily overwhelm the ones who are truly in need of EMS, which is against the original purpose of placing ambulances in fire departments. It is an urgent matter that we find a way to reduce the abuse of EMS resource. Abuse of EMS resource is a problem in every branch of fire department, but due to the different characteristics of each area, the type of abuse also differs. This research paper focuses on the drunken/homeless persons, who abuse the EMS resource in the jurisdiction of Zhongqu Branch. Trying to find a reason for the high ratio of drunken/homeless cases comparing to other nearby jurisdictions through geological and area analysis. And found out the geological condition and facility component and certain dates have an effect on the number of drunk/homeless cases. To solve this problem, we have to fill the personnel shortage soon, and come up with a standard with ambulance usage. We can also promote the use of Rehabus and private ambulance. And last we should work with social services and the police to track down the people abusing the EMS resource and try to educate them to prevent the abuse from happening again. With these actions, we hope to truly reduce the numbers of EMS cases.

First-hand reception of incidence information from the general public, together with laterally inner communication, leads Emergency and Rescue Command Center to becoming a nerve center in the firefighting administration. In addition, The dispatcher plays a pivotal role to carry out many undertakings, including eliciting essential incident information from callers, commanding, dispatching, deploying, controlling, vertical and lateral case transferring, reporting, and etc. for the purpose of maintaining the smooth operation in Emergency and Rescue Command Center. Therefore, the research explored how to improve the quality of the dispatcher. The research was primarily conducted by interview survey with the aid of literature review and observational method. Additionally, the stakeholders were interviewed from the three perspectives-the regular training, standard operating procedures (SOP) and performance appraisal-in order to understand the current situation of the dispatcher and relationship between the dispatcher and the first-line firefighter in terms of commanding and deployment. On regular training, the research indicated that with well-developed training planning and evaluation, the length of time for dispatching was shortened, accuracy of dispatching was improved, service quality was enhanced and timely assistance was rendered to their co-workers; on the SOP, regular review and revision made it more unified, pragmatic, consistent, and complete so that when the disaster occurred, the dispatcher following the SOP remained calm and professional; on performance appraisal, the establishment of comprehensive evaluation system and withdrawal mechanism made the dispatcher remain vigilant and active. Conducting the regular training, the SOP and performance appraisal strengthened the dispatcher’s skills, knowledge, behavior and mindset. As a consequence, it could boost morale of the staff working in Emergency and Rescue Command Center, and could reduce the conflict between the public and the first-line firefighter further for improvement of service quality of the dispatcher. In conclusion, findings and suggestions based on the limitation of the research can serve as a reference for the prospective researchers in this regard.

Abstract:
The aim of the diploma thesis is to assess contamination by chemical substances of selected operating premises at the FRS stations of the Pardubice Region. Elevated contamination by dangerous dangerous chemical substances of the mentioned premises can be results of many factors, from technical to organisational ones, and as a final consequence of this, it may influence firefighters´ health negatively. The theoretical part of the thesis presents basic information about the organisation, duties and securing the operability of chemical and technical services material equipment. Furthermore, knowledge of possible risks of contamination of material equipment and about inspections of the chemicals in operating environment are presented. In the survey part, air contamination of 13 selected areas is assessed during everyday operations and once in an intentionally contaminated area. As the measuring procedure in all the selected areas, air sampling through adsorption tube with Tenax sorbent was used. Specifying the chemical substances in the samples is implemented by the means of a thermodesorption equipment and a gas chromatograph with a mass spectrometer. Furthermore, sampling in sample bags with following analysis by the means of infrared spectroscopy is implemented in contaminated areas. There are 42 air sampling in Tenax adsorption tubes and 2 air sampling in sample bags implemented altogether. Numbers of volatile organic substances is identified in the surveyed areas, most of them benzene and toluene. From identified inorganic gases hydrogen sulfide is discovered in one case, which concentration exceeded strongly the hygienic standards set by the Czech legislation. The identified results not only can influence securing the operability of material equipment but also contribute to a general reduction of firefighters´ exposure to dangerous chemical substances.

Abstract:
The Regulation No. 1907/2006 on registration, evaluation, authorisation and restriction of chemical substances and on establishment of the European Chemicals Agency, the so-called REACH (Registration, Evaluation, Authorisation and Restriction of Chemical substances) came into effect on 1 June 2007. The purpose of the Regulation has been to ensure safe functioning of the market with chemical substances and preparations and protection of human health and environment against effects of toxic substances. After a complete implementation of the Regulation the only substances and preparations produced and used in the European Union will be those with known toxicological properties, including data about their impact on the health of future generations. The thesis focuses on the description of the REACH Regulation, schedule of its implementation and its potential benefits for the improved effectiveness of rescue and liquidation works performed by members of the Integrated Rescue Service (IZS). Due to very limited sources available at the early stage of REACH implementation, the method selected for the work was consultations with experts directly specializing in the REACH legislation, managers of pharmaceutical or chemical companies managing work with toxic substances and IZS members. Expert opinions have been collected about the legislation process and about the situation in the industry. The Fire Rescue Service uses databases Medis Alarm, Rozex Alarm, TEREX and Trins for planning and implementation of its interventions. In 2013 {--} 2020 I expect bigger quantities of data obtained within the REACH framework to be transmitted into those databases; in that period it will be necessary for the IZS members to become familiar with REACH and with the implemented methods of transmission of toxicological data and to be able to critically evaluate available databases when planning an intervention under conditions of a potential threat posed by toxic substances to the health of IZS members, to the population in the surroundings and to the environment. I recommend to start teaching REACH as a topic at specialized schools so that future graduates are familiar with REACH at least theoretically.

Abstract:
The thesis deals with the psychosocial assistance and the entire complex of associated activities which have become a standard in helping people who have been affected by extraordinary events, critical situations and by the actions which are connected with the protection of people. The activities have become the standard in daily work of members of the Fire Rescue Service of South Bohemian Region, as well as of some other institutions, which are parties of the integrated rescue system, during their cooperation and joint intervention. Extraordinary events of various intensity, frequency and extent affect lives of people. The state creates various tools and measures and strives to be ready for harmful effects of these phenomena, address them effectively and minimize their impact. The Fire Rescue Service of the Czech Republic is the guarantor in this field; its work is based on Act No. 320/2015 Coll., On Fire Rescue Service of the Czech Republic, as amended. The main task of the Fire Rescue Service of the Czech Republic is, among others, to protect lives and health of citizens of the Czech Republic. To fulfil its mission, the Fire Rescue Service of the Czech Republic also provides psychosocial assistance to affected people during performing their rescue and relief activities. In that way, the Fire Rescue Service of the Czech Republic develops its care and responds to overall needs of the citizens of the Czech Republic. Such an offer to citizens is expanded even further during joint interventions of more parties of the integrated rescue system. Act no. 239/2000 Coll., On the Integrated Rescue System, as amended, sets the possibilities of coordination and the broad platform of collaboration and cooperation with other important governmental and nongovernmental organizations and institutions. The aim of my thesis was to evaluate the entire complex of activities of psychosocial assistance to people affected by exceptional events. Having known the theoretical sources and especially after the subsequent evaluation of my qualitative research, I wanted to make some suggestions and recommendations for changes and improvements in providing psychosocial assistance. I have formulated five research questions which reflect the full scope of the examined issues. The thesis is divided into two parts: a standard theoretical part and a practical part. The theoretical part includes the research and analysis of scientific literature and related laws which deal with the tasks of the Fire Rescue Service of the Czech Republic, psychological services, parties of the integrated rescue system and primarily with the psychosocial assistance. Abstract:
The final thesis describes legislative development of the Czech Republic defining the state fire supervision. Next, it presents working aids which are used to unify the process of performing inspection activity within the state fire supervision. In addition, it presents individual steps involved in performing the fire inspection. There were set two hypotheses which correspond to the objective of the thesis. The aim of the thesis was to examine whether the number of performed fire inspections is sufficient considering the number of legal entities and natural persons conducting business activity in the Czech Republic. The practical part was elaborated in the form of qualitative research. The study group included the number of performed fire inspections within the state fire supervision of legal entities and natural persons conducting business activity, the number of members performing inspection activity and the number of legal entities and natural persons conducting business activity registered in registers of economic entities from 2001 to 2011. The research shows that if we checked all the economic entities in the Czech Republic during the fixed period, the repeated average period between fire inspections would be approximately 206 years. The average period of this enormous cycle has been decreasing since 2001 annually for about 5 years. To increase the efficiency of control activity I would suggest establishing a working group at the General Directorate of Fire Rescue Service of the Czech Republic which would determine according to the risk analysis the risk of performed activities, occurrence of large number of people and activities relevant to the functions of the state or the region, which establishments will be checked, in which periods and what kind of fire inspection will be performed. Therefore, it is necessary to create an integrated information and communication system which enables to store data and documents and follows the procedure of all departments of FRS CR focusing on prevention in similar cases.

ABSTRACT The thesis titled Reasons of Early Retirement of Members of Fire Rescue Service of the Czech Republic introduces Fire Rescue Service unit in the South Bohemia region, its role, its basic units, and operations. Further, I focused my attention on the personality of the fireman {--} rescuer and its features, as they are necessary for good performance when rescuing. Next part of the thesis describes history, major goals, and methods of work in Psychological service of Fire Rescue Service of the Czech Republic, established in order to prepare firemen professionally in psychological sphere, and in order to provide post traumatic care for firemen, their relatives, and also for the general public. The practical part is focused on the investigations of reasons bringing Fire Rescue Service members to retire early, which is often senseless. This investigation was focused on stress put on firemen during individual actions and how the stress affects firemen as well as how they are able to deal with it. There is also covered the fact, that psychological stress and also dealing with it to some extent, is not the only reason for the early retirement from the service. Amendments in the legislation belongs to the group of major reasons for leaving the service, namely the changes that followed after adopting the Act no 361/2003 Coll. ``The Act of 23rd of September, 2003 on the Service of Members of Security Units{\crqq} applicable since 1st of January, 2007. The Diploma Work could be used as the further lead for possible amendments in the legislation and in the system of the prevention of stress situations in members of Fire Rescue Service of the Czech Republic.

The diploma thesis deals with problems of collaboration of the Integrated Rescue System at coordination of its units intervention in larger traffic accidents, to be specific in coach traffic accidents with a bigger number of the injured and the dead. In the thesis two significant traffic accidents and cooperation training of the units of the Integrated Rescue System are compared at intervals of last five years. Following the analysis it is possible to monitor not only the increasing level of technical and material equipment of single units, but also the increasing level of coordination of their activities. The main aim of the thesis is evaluation of the current level of collaboration of the units of the Integrated Rescue System in a larger traffic accident, eventually a proposal of possible adjustment or modification of currently already used type activities of the units of the Integrated Rescue System.

Fire Rescue Service is territorialized in each region, which means that Fire Rescue Service is present in each region of the Czech Republic as an individual accounting entity. Each accounting entity is obliged to prepare own budget estimate for next year which serves for covering costs related to interventions. Therefore it is beneficial to have an overview about the number of interventions expected in following year. The prediction of the expected interventions should be based utmost on real data from the the last period. Fire Rescue Service units' interventions in traffic accidents are covered from the state budget as well as other performances. The thesis is concerning the statistic survey related to Fire Rescue Service's interventions in traffic accidents. Specified goals of the thesis: G1) The survey of the development in time of the number of traffic accidents associated with South Bohemia Fire Rescue Service's interventions in traffic accidents within one month as the unit of time during the last 5 years. It is considered as the survey of the first of selected parameters concerning Fire Rescue Service's interventions in traffic accidents in the South Bohemia region. G2) The survey of the development in time of costs associated with South Bohemia Fire Rescue Service's interventions in traffic accidents within one month as the unit of time during the last 5 years. It is considered as the survey of the second of selected parameters related to Fire Rescue Service's interventions in traffic accidents in the South Bohemia region. G3) The comparison of the number of interventions and costs, the investigation of the apportionment of the number of interventions and costs in terms of a proper theoretical apportionment. It is considered as the survey concerning the dependence of selected parameters of Fire Rescue Service's interventions in traffic accidents in the South Bohemia region. With regard to a relativelly high number of primary data (entries from about 8 000 traffic accidents in the time period between 7/2010 and 6/2015 in the South Bohemia region, where was always present at least one unit of the South Bohemia Fire Rescue Service), mathematical statistic tools were needed to create a survey of selected parameters of the data file. Determining intervals for individual statistic features is to some extent carried out "by feeling". With regard to it, there was done the sensitivity analysis within which was investigated the influence of minor changes in the number of intervals on apportionment of percent occurrences of monitored statistical features (intervals were determined "by feeling" and based on recommendation from technical literature). For investigation of statistical features were used description statistics and also methods of statistical induction. The information used from technical literature and the interpretation of partial results and conclusions concerning individual sections of the thesis are provided in the section Discussion. The thesis demonstrated that the empirical apportionment of the number of traffic accidents and costs on South Bohemia Fire Rescue Service's interventions in traffic accidents can be considered as standard. Therefore it is correct to use theoretical findings associated with standard apportionment to work with those data. Also the thesis demonstrated that the number of traffic accidents and costs associated with South Bohemia Fire Rescue Service's interventions not only does not decrease but on the contrary increases. It was demonstrated that there is present very high positive correlation between numbers of the traffic accidents and the costs related to South Bohemia Fire Rescue Service's interventions in single months of the monitored time period. This brings us to a conclusion that the increase of costs related to interventions is caused mainly by the increase of the number of traffic accidents where the units of Fire Rescue Service intervene.

The submitted diploma thesis undertakes problems of the entrance of Fire Rescue Service forces to the closed areas and objects. The theoretical part of the diploma thesis focuses on problems of Integrated Rescue System, shows its units cooperated during the actions with the necessity of the entrance to the closed areas and specifies legislation focused to this type of incidents. It names the ways of entrance to the closed areas according to possible fire-fighting accesses, admission port to the objects and their technical provision in case of defalt in rescue of people. The main part of the diploma thesis in theoretical part is shot to the specification of fire-fighting technics, technical and material means, used for emergency entrance to the closed areas at Fire Rescue Service Moravian-Silesian Region, Regional Fire Rescue Service Karviná. At the conclusion of the theoretical part there are the most important aspects of tactics of Fire Rescue Service forces in actions described, where they are obliged to open closed obstructions for the entrance and to enter the closed areas regarding to solve technical help, fires or rescue of people. Because Police of the Czech Republic is the component of the Integrated Rescue System it takes part in most cases of Fire Rescue Service´s actions. That is the reason why I introduced the tactics in the actions of Fire Rescue Service force relating to the Fire Protection, very interesting methods of entrance to the closed areas used by special Police force. In the practical part of the diploma thesis there are methods and ways of emergency entrance to the closed areas using modern methods and technical support. To explain described methods of entrance and making obstructions up, I used the experiences obtained during my professional Fire Rescue Service. After the analysis of the separate methods there is an evaluation of their implementation and risks or complications during the actions. All methods and ways of emergency entrance are illustrated by photos. Then there is a summary of events from 2007 to 2012 when I was included to Regional Fire Rescue Service in Karviná. This summary shows frequency of actions in entrance to the closed areas in Moravian-Silesian Region in 2012. Next there is an analysis of means of Regional Fire Rescue Service in Karviná, used for opening and entrance to the closed areas. The effect of the analysis is to detect facilities for effective implementation of actions. On the basis of results the optimalisation was suggested to guarantee preparedness for these actions. In conclusion a ?door and window opener? is designed, including the verification of functionality. The technical documentation and direction for use are in enclosures. In conclusion of the practical part of the diploma thesis there is a discussion and evaluation of all aims of the work as practical processes of emergency entrance of Fire Rescue Service (FRS) forces to closed areas, evaluation of different types of rescuing people, FRS data processing and designing of the ?door and window opener?. At the end of the discussion the exploratory question was confirmed which evaluated facilities of FRS for emergency entrance to the closed areas, their insufficiency or necesity of inovation and, of course, if the door and window opener suggested in this work will improve the entrance to the closed areas and the action standard.

Human protection in emergencies is one of the topics, which is getting more public attention nowadays and its teaching at schools is strongly supported. The main authority providing this support is mostly the Fire Rescue Service of the Czech Republic. This institution organises various activities within the programme of population preparedness, for example educational books and booklets, videos etc. Raising the participation of the population in ensuring their own security is defined as one of the security interests in the Security strategy of the Czech Republic. It is also one of the key priorities listed in the Conception of the population protection till 2020 with the outlook to 2030. In the theoretical part of the master thesis, the basic information about the population protection, about the integrated rescue system, about the educational system and about the activities of individual authorities and institutions in the population protection education is summarised. This part of course summarizes also the problematics of the school subject Human Protection in Emergencies and of the teaching of this subject at schools, the tools needed for this teaching and also the possibilities, which teachers have to prepare for teaching this subject. The research part of the thesis elaborates on an analysis of teaching the subject Human Protection in Emergencies at primary schools in the Rokycany district. The research was carried out by formulating and evaluating questionnaires, analysing the schools' educational programmes and creating a SWOT analysis. On the basis of the obtained results, the research question was answered: "Which form does have the teaching of Human Protection in Emergencies at primary schools in the Rokycany district?" Currently, the teaching is carried out in other subjects, such as Natural sciences. The schools try to complete the classical teachers' explanations with debates with the employees of the integrated rescue system, excursions, or project days. The benefit of this thesis is the acquired complex overview about the teaching of the subject Human Protection in Emergencies at primary schools. The thesis could furthermore serve as a topic for future bachelor or master theses, with the focus of the research part on other areas of the Czech Republic.

The thesis is focused on work with the data and information for the Fire and Rescue Service of South Bohemia Region, and its goal is to determine whether the data and information faced by members and employees of Fire and Rescue Service in their work are treated in accordance with applicable legislation, and whether they are adequately secured and protected against misuse and loss. Based on the organizational structure of qualitative research are mapped in detail the security and protection of data on individual departments and workplaces. These information compile risk areas for different types of data and due to this is prepared the risk map for these areas. Due to the findings the specific measures are designed to mitigate the risks for certain fields of work with data and information. The first part explains the basic concepts and definitions of words data, information and knowledge. The next section discusses the historical context of the mapped datastorage and handling of data in paper and electronic form, including the development of information systemsand technologies. Further are described the possible threats by varius effects on these data. Another chapter focuseson describing the current state ofwork with data and description oftechnologies used to it at the Fire and Rescue Service. Afterwards is elaborated an organizational structure focused on work with data. In following part the risk map is prepared for each area and proposesseveral solutions and particular measures to reducethe greatest of the resultingrisks. The benefit of this work is the implementation of several specific solutions to eliminate and reduce the threat of risks when working with dataat Fire and Rescue Service of South Bohemia Region, and several otherproposal measures and stepsfor additional security and data protection.

This thesis is dealing with the issues of stress and stress factors found at the 112 emergency call operators. Citizens call the emergency number 112 in case of notification of an extraordinary situation. However, in some cases the emergency call is being misused. The call is then marked as spiteful. The ECC runs in a 24-hour shift operation and the operators change after a 12-hour shift. Each new operator is accepted in the service based on his knowledge, physical, health and above all psychological examination. He is obliged to attend the entrance training and courses in lenght of overall nine weeks. There he gets to know the issues of FRS CR, operational management and he has to pass a language course as well. It is very psychologically demanding for every operator to receive emergency calls. The operator needs to be able to listen, empathize and react adequatly. He deals with calls concerning accidents, injuries, foreigners and spiteful calls. An operator should recognize its gravity and devote to its resolution. However, he has his own personal life along with its joys and problems. It is vital that he is able to separate issues of his work and those of personal nature. This and many other indicators may cause stress reactions to the operator. Many psychologists have attempted to define stress. Each has, however, a different opinion and it is complicated to reach a an accurate definition. One thing is for sure - and that is stress shows itself in different ways and everyone is affected by it differently. In case of an emergency call operator, the stress factors are mainly time to execute the call, character of the notification, as well as the working group, personal life and emotional challenge. Multiple questions have been formulated for this thesis. Both current and former emergency call operators in Ceske Budejovice have been asked these question, which were then processed. The questions were divided into five fields concerning the interviewees' characteristics, collective and family, prevention a one last field was designated for the former operators. The interviews were anonymous, recorded and summarized. Two objectives were defined for this thesis: an analysis of the stressful situations of the emergency call operators and also of the impulses causing the formation of the stress factors, aw well as drafting a solution to stressful situations, possibility of the psycho-training, motivation and relaxation. The answer to the research question 'Which stress factors restrict the operators while performing service and how do they come into being' was determined from the carried-out interviews. There are situations which can make the operators insecure, such as a suicidal call, or when the call is unintelligible, or in case the incident cannot be correctly and quickly localized. Another problem can be the spiteful calls, in which case the telephone just rings and the caller hangs up right away. Another answer has also been extracted from the respondents: 'Which possibilities to handle stress do the operators have, which way to get rid of stress is satisfactory for them'. In the area of FRS of the South Bohemian Region there is a sports ground for every member to use. They would gladly welcome an opportunity to visit the firefighters's intervention in person. They are interested in psychology education, working with a suicidal call and periodic language courses. There are some proposals and ways to prevent stress of the 112 emergency call operators stated in the conclusion of the thesis. The system of training, possibilities to exchange workplaces, periodic language courses and interviews with the regional psychologist of the FRS of the South Bohemian Region. There are relaxation methods introduced, which would enable the operators to reduce stress and thus prevent illnesses, psychic exhaustion and eventually even a burnout. The results of this thesis can be used for all 112 EECs in the Czech republic.

ABSTRACT The work focuses on the question whether it is appropriate to the environment work with firefighters to implement supervision and, if so, how. For this purpose, the work compared the ideal of firefighters, what firefighters have themselves, and the ideal of supervisee what have supervisors, and examined their mutual compatibility. The research design was based on a qualitative approach. The data obtained from interviews with firefighters, supervisors, and from the focus group with firefighters were analyzed using analysis of qualitative data (open coding, thematic analysis). First, research has shown that the ideal of firefighters dominates gratitude for their work and willingness to help others. There is experience in supervision and open sharing stories about clients in the first place of the ideal of supervisee. Next, in both cultural ideals in addition include a common interest in people, understanding for others, tolerance, responsiveness to the needs of clients and people affected by a critical incident, empathy, empathic listening, interest in discussion and accessibility to the opinions of others. Abstract:
To deal with and prepare for extraordinary events, the Czech Republic has the Integrated Rescue System, which is not an individual organization as such, but rather a system of co-ordinated activities of basic bodies, namely the Fire-Brigade of the Czech Republic and fire prevention units included in the area coverage, the Police of the Czech Republic and the Medical Rescue Service of the Czech Republic. It is the coordination of the Integrated Rescue System{\crq}s basic bodies what is absolutely essential for the effectiveness of the intervention in the place of an extraordinary event. To make the process of rescue and liquidation work really effective, type activities for the basic bodies during a collective intervention have been put together for selected extraordinary events. These activities focus mainly on the co-ordination of the bodies in the place of the extraordinary event as well as the co-ordination of the related bodies by their operations centres. This thesis aimed to analyze the work of the Czech Police as a body of the Integrated Rescue System in the area of extraordinary events as well as to point out possible insufficiencies and propose some ways of improvement. The findings gained can be used in the professional training of individuals, particularly from the ranks of the Czech Police, which handle the question of dealing with extraordinary events. The thesis includes a list of these type activities approved by the Integrated Rescue System{\crq}s bodies with reference to the effective legal documents and the analysis of responsibilities performed by the Police of the Czech Republic within the individual type activities. The conclusion indicates disparities between the theory and the practice, which arose during the elaboration of the thesis, particularly insufficient knowledge of the type activities on behalf of the policemen and deficient material facilities of the Czech Police as an Integrated Rescue System{\crq}s body, mainly protective aids for performing tasks related to potential contamination of the policemen by various chemical, biological and radioactive substances etc.

Abstract:
The primary objective of this thesis was to achieve comparison of knowledge of nuclear physics for population protection between general and professional public. This idea is based on the assumption of the possible existence of extraordinary events with occurring ionizing radiation and for this reason it is necessary to train specialists for the eventuality of these cases. These professionals should have wider knowledge of nuclear physics than general lay population. This issue has not been examined with lay and professional public yet, as well as there has been no comparison of the two listed groups. Another objective of this thesis was to structure the basics of nuclear physics for workers in civil protection training. For this purpose, the author of this work created a model of nuclear physics, reflecting the basic knowledge of nuclear physics, based on the analysis of the curricula for the IRS. The author explored the forms of studies of university program for the public protection, of members of the Fire and Rescue Service, of university study program for paramedics, of staff of the Anti-organised crime department of Police of the Czech Republic and of the Customs Administration. The analysis showed the widest expected range of knowledge at the technicians of the Chemical Service of the Fire Rescue Service of the Czech republic (the chemist), who are professionally trained in the handling of hazardous substances and ionizing radiation sources. These members have become the monitored representatives for the professional community in the survey of this thesis. Lay general public was represented by people from the social circle of the author of this work, i.e. they were an unrepresentative sample of the general public. The theory of physics curricular process was also used, the application of which served to create an alternative test from nuclear physics, which was presented to the respondents. The questionnaires were filled in by 52 technicians of the Chemical Service of the Fire Rescue Service of the Czech republic from different parts of the country and by 50 people of the lay public. It should be noted that the questionnaire was created considering the training of the technicians of the Chemical Service, in which nuclear physics has only a supporting role. One of the objectives of the thesis also included the subsequent statistical evaluation of the applied tests of the knowledge of nuclear physics. For validating mainly the non-parametric and parametric hypotheses tests were used. For the theoretical division of knowledge among professionals the existence of the Poisson distribution (the distribution of "rare" cases) was assumed and the theoretical division of investigating the general public should be close to a normal distribution. Also the difference between the knowledge of laymen and experts was investigated. To meet the defined objectives of this work three hypotheses were set, for their verification the methods of descriptive and mathematical statistics were used. Hypotheses were set as follows: H1. Theoretical distribution of knowledge among the general public will be close to normal distribution. H2. Theoretical distribution of knowledge among professionals will not have a normal distribution. H3. Comparison of knowledge in both groups by using the parametric tests will lead to the adoption of alternative hypothesis. All three defined hypotheses were verified via statistical survey and accepted positively. The test, however, does not show the ability or inability of the tested experts to carry out practical tasks associated with their profession. This thesis only aimed to discover theoretical knowledge of nuclear physics, which is based on the theoretical assumption that specialists dealing with adverse events with occurring ionizing radiation pass through a variety of specialized courses that include introduction to the theory of nuclear physics.

Abstract:
Abstrakt The diploma thesis is focused on the issue of securing serviceability of decontamination sites using the forces and the means available after cancellation of rescue battalions, and on the current position of the Fire Rescue Service. The objective of the thesis was to draw attention to the problem arising from insufficient securing of decontamination after cancellation of the rescue battalions intended for this activity. The output of the analysis of the present state and the state before cancellation of the rescue batallions is the finding that the solution currently used to secure decontamination is less effective. Therefore I have proposed a more effective solution based on maintaining rescue battalions together with the Fire Rescue Service. The raised hypotheses were confirmed through the concise charts that addressed the capabilities of the rescue units and the communication between individual brigades and departments will be verified in the planned exercise ZÓNA 2010 that will take place from 22 to 23 September 2010. In my thesis I made use of the available literature, findings from my bachelor thesis and from exercises ZÓNA 2007 and ZÓNA 2008, observations of experts, and terrain reconnaissance leading to proposing a suitable decontamination site. The thesis includes a proposal of a decontamination site in Hluboká nad Vltavou {--} Zámostí. I believe that there would be justification for submission of this proposal to the competent bodies. I regard my thesis as a good material for assessing the current state of this issue, proposing various solutions, and returning to greater care of citizens, as it used to be in previous year.

From the sociological research realized in last years we can learn many interesting facts. We can find out what are currently the prestigious profession and what are not, what is the socio- economic status of individuals, what is the subjective social distance to the profession and many interesting research focused on the profession, prestige of the profession and social status. Sociological research take account of the objective viewpoint and on the subjective viewpoint regarding to the demographic and economic situation in the society. Some of the named sociological researches were compared with the results of this work that was interested in the subjective perception of respondent´s social status, and how risky profession affects their health. My diploma thesis is divided into three parts. The main themes are: the company, work and state of health. The first part of the theory is focused on the concept society based on other concepts important for this thesis. The second part focuses on the theory of professions working sample of respondents to the prestige of their profession and to the international classification of employment. The last is engaged in the concepts of health, illness, health and social determinants of health. The aim of this work was to determine how the respondents perceive their subjective social status, whether the selected structure of employment (education, income, occupational position) affect the social status of the respondent and the effect on the type of profession declared subjective health. The work set up three research questions, which copied the contents of its objectives: ? What is the respondent´s subjective social status? ? Do the chosen structures of employment have any influence on the social status of the respondent? ? Do the exercised profession has any influence on the subjective declarated heslth? Becouse of the set aims, I used the form f qualitative research. To collect data I used research method and its associated questioning research structured interview technique. The research group consisted of eight respondents from the staff of the Czech Police, Fire and Rescue Service of Czech Republic, Ambulance Service and the miners working in uranium mines with differentiation according to age. The work could serve to expand awareness of the different professions working. It may also serve as inspiration for further research.
