Abstract:
The experience of foreign countries is valuable in terms of achieving a certain balance between state regulation of the education sphere and achieving a certain financial and other autonomy of educational institutions. Thus, over the last decade, the increase in the autonomy of educational institutions has gained global momentum. We believe that Ukraine should move in such a way that the majority of state educational institutions are transformed from ordinary state institutions into state corporations. In particular, these changes should be aimed at optimizing the distribution and spending of funds aimed at the functioning of educational institutions. Also, Ukraine needs, by analogy with Poland, Great Britain, and Switzerland: to implement the principles of decentralization of education (delegating the Ministry of Education and Science of Ukraine its powers to local bodies); create mechanisms for involving the local community in decision-making regarding further directions in the field of education; to give more powers to educational institutions in solving issues related to their development; to give educational institutions more financial autonomy. We believe that in the process of decentralization of education in Poland, the introduction of the opportunity to involve the local community in the development of local educational policy directions for solving local problems in the field of education was successful. Yes, this is consistent with the trends introduced in all highly developed countries. Yes, the indicated trends are that if it is necessary to involve the so-called "consumers of education" in the development of the relevant directions of education development. It was noted that the general state bodies in the field of education abroad, although they have a certain role in the implementation of education administration in the state, but the main functions of the administration of the field of education are entrusted to the relevant bodies in the field of education in individual states and to local education bodies. It should be emphasized that in recent years, the US government has also begun to provide significant support in the field of education development, as well as to participate in the management of such a field by providing certain financial support to individual programs on education in the respective states, as well as by financing new programs developed by by the government.

AbstractConceptual bases of globalization influence onto engineer education in the field of nanoelectronics as well as formation of global skills necessary for life and work in a globalized society have been considered. Modern state of incorporating the global dimension into the process of future nanoelectronics engineers’ learning has been analyzed. Key skills and conditions of providing connection between results of learning and the global dimension in the engineering education have been defined. Possibilities of the global dimension realization (elaboration of new methods and approaches), integration of the education content on the principles of consistency and interdisciplinary nature as well as monitoring of learning results have been suggested. Special attention has been paid to implementation of the global dimension into the engineering profession that includes three aspects: generic themes, generic skills and generic dispositions. Main directions of developing the system of engineering education in the field of nanoelectronics have been specified. It has been defined that incorporation of the global dimension into the learning process of future engineers in the field of nanoelectronics encompasses five stages: the substantiation of key skills that define global dimension in engineering education; the provision of connection between the results of learning and global dimension in engineering education; the determination of opportunities to realize global dimension (elaboration of new methods and approaches); the integration of the learning content on the basis of consistency and interdisciplinary principles; the monitoring of learning results. In the result of the carried out research it has been concluded that the basis of conceptual approaches to engineering training of future specialists in the field of nanoelectronics is the logics and the content of the “engineer” notion, specifics of engineering activities in the field of nanoelectronics, as well as their functional duties in the context of globalization challenges. The process of introduction of the global dimension into the content of engineering programs in nanoelectronics encourages the development of an engineer’s personality at all the levels – individual, national and global.

Abstract:
The article is devoted to the problem of training teaching staff in the USA. It is noted that today in the USA considerable attention is paid not only to the training of teaching staff, but also to the improvement of their qualifications in the postgraduate education system. The purpose of the article is to reveal the features of professional development of teaching staff in the US postgraduate education system. Research methods: study of American scientific literature, analysis, systematization, concretization, generalization of the obtained data. Improving the qualifications of teaching staff is coordinated by the relevant bodies of the country. Thus, the Ministry of Education is a state body responsible for the implementation of government policy in the country on a wide range of issues in the field of education. Its composition, along with other subdivisions, includes: the National Center for Education Statistics, the National Council of Pedagogical Research, the National Institute of Education, the Department of Education, the Fund for the Improvement of Higher Education, the Bureau of Professional Development of Pedagogical Personnel. The main unit dealing with issues of retraining and professional development of teaching personnel in the USA is the Bureau of Professional Development of Pedagogical Personnel. The Bureau is headed by a chairman appointed by the Minister of Education of the country, usually from among specialists in the field of higher education who have an impeccable reputation and extensive experience of practical work in this field. In addition to the Ministry of Education and the Bureau of Professional Development, which reports to it, there are other federal state and public institutions that deal with problems of professional development, but they are not subordinate to the Ministry of Education. The study of scientific sources makes it possible to formulate the main principles on which the system of improving the qualifications of teachers in the USA is built today and will, according to the leaders of educational policy, be built in the future: continuity; focus on the variety of forms and technologies of professional development and personal development; participation of various categories of teaching staff in determining policy in the field of professional development; unification of all parties interested in the professionalism of teachers; recognizing the priority of education and increasing the prestige of the teaching profession in society; relationship between the system of professional development and the system of pedagogical education; focus on the optimal combination of special subject knowledge with professional and pedagogical knowledge and skills; professionalism, competence; focus on the use of research methods for improving the qualifications of teachers, on the development of their creative potential and initiative.

Abstract:
The article is devoted to the issues of comparative analysis of foreign practice of training specialists in the field of social work. The leading countries of the world, namely: the countries of Western Europe, the United States of America, Australia are chosen as subjects. Attention is focused on the importance of research of foreign experience in order to develop the best domestic practice of training specialists in social work at higher education institutions of our country. It has been found that the history of the profession “social worker” in the developed world is more than a century long. The nature of the appearance of the first practical aspects of European training of specialists in social work in charitable agencies is determined. The chronology of the transformation of these agencies into modern educational institutions for the professional training of social workers with the subsequent emergence of university social education is represented. The results of the study by the International Association of Social Workers in 1950, which determined the quality of education of social workers around the world, are presented. There are three main models of social education, typical of foreign countries at the turn of the 50s of the twentieth century, namely: basic education, higher education and independent education. The characteristic of the formed models is given. The common and distinctive features of modern professional training of specialists in social work in the developed countries of the world are determined. The main approaches to the acquisition of educational specialization by social work specialists in different countries of the world have been formed, namely: branch, methodical and complex ones. The peculiarities of these approaches are described. Emphasis is placed on the expediency of training specialists in social work from the standpoint of universality of their future professional activity. They must maintain their universality and interchangeability in all areas within the acquired profession, and when changing the field of activity – not to lose their competence. It is determined that the training of social workers should include among the main educational professional competencies the competencies related to the formation of mobile and adaptive qualities that allow the specialist to easily adapt to different areas of social work, transferring their skills to a new field. The institutional support of training of specialists in social work in the developed countries of the world is investigated. It was found that some specialists receive social education within specialized vocational schools, and others – within the university education. The peculiarities of individual countries in the construction of the institutional system of training of specialists in social work are determined. The main features of institutional training of social work specialists in some European countries are described. The importance of unity and optimality of combination of theoretical and practical training of social work specialists is emphasized. The main directions of improving the training of specialists in social work have been formed, which can be applied in the domestic practice of training relevant specialists.

Introduction. The entry of our country into the world economic space necessitates consideration of the experience of foreign countries in financing general secondary education. We believe that the analysis of educational reforms in industrialized countries will avoid many mistakes, adopt a positive experience in the development of educational services. In order to solve the main problems of financing education in Ukraine, it is necessary to diagnose the system of functioning of the financial support of general secondary education in the developed countries of the world. Methods. The theoretical and methodological basis for the implementation of foreign experience in financing general secondary education was the work of domestic and foreign scholars on the use of certain methods of financing general secondary education in Ukraine, the results of research in the form of proposals and recommendations can be used by our state in the field of secondary education, management of financial resources allocated from local budgets in this area. The article uses such research methods as general and special methods, in particular: general scientific and special research methods to ensure the achievement of this goal; abstract and logical and dialectical methods of analysis to substantiate theoretical positions and conclusions. Results. The article investigates the methods of financing general secondary education in industrialized countries. For example, countries such as the United States, Great Britain, Poland, Spain and Italy are considered. The foreign experience of management and financing of secondary education in these countries is generalized. The use of certain methods of financing general secondary education in Ukraine is proposed. The scientific novelty of the obtained results lies in the theoretical substantiation and practical solution of a set of issues concerning the implementation of foreign models of financing general secondary education in domestic practice. Discussion. Further research will focus on studying the positive aspects of foreign experience in regulatory and legal support in the field of secondary education financing. Specialists who use modern technologies, understand complex technical problems, develop new solutions and possess universal skills are increasingly needed on the labor market. The modern stage of development of the international education system is determined by innovations. Such activity in the scientific field is quite important in today’s conditions, because it makes a significant contribution to the development of an innovative person. STEM-education is the best way to educate the society of the future: students can easily become goal-oriented, educated and reliable members of society. That is why foreign experience is very relevant for the modernization of education. The purpose of the article is to analyze the peculiarities of the formation of STEM education based on foreign experience. The scientific novelty of this work is that it singles out the peculiarities of the implementation of STEM-education abroad and in Ukraine. The scientific novelty consists in structuring and highlighting the peculiarities of the implementation of STEM-education abroad and in Ukraine.The analysis of scientific publications proved that the theoretical foundations of STEM education were considered by M. John, A. Nicholas, V. Rokhlov, H. Fleischman, А. Frolov. The implementation of STEM-technologies and their research was carried out by J. Gerlach, О. Patrykeieva, І. Slipukhina, V. Chornomorets, G. Yakman. It was found that the strategy for the development of STEM-education involves the creation of solid foundations for the formation of physical and mathematical literacy of educators, which is combined with creative thinking; ensuring equality for all students who will be able to acquire innovative skills regardless of gender, nationality or financial status;preparing students for future professions.Bright example of institutions implementing STEM-education is the University of Lower Silesia in Wroclaw. In the world, there is an increase in federations, organizations that help in the development of STEM: Washington STEM (provides resources and support to teachers and students to improve knowledge in this subject), companies (Danish private company The Lego Group) and corporations (USC Rossier School of Education, Intel and Northeastern University). The article examines the peculiarities of the introduction of STEM-education in Ukraine and abroad: the using of organizational and interactive forms of learning: individual, group work, creating projects, combining several subjects for better learning and focusing on students. The next feature is partnership between countries. Cooperation of organizations, help with tools for work, holding webinars. The next feature that we have highlighted is the creation and improvement of new programs, the combination of subjects by direction is implemented in order to improve the level of assimilation of professional disciplines in colleges and universities and the creation of subject cycles in schools. Level education should also be singled out, for example abroad there are 3 levels: STEM1 theoretical programs “Science, Technology and Engineering” and “International Baccalaureate”; STEM2 – STEM1 and 2–3 years of professionally oriented education with the application of biology; STEM3 – STEM2 and 2-3-year professionally oriented education with the application of technology and engineering.Attention was also paid to the gender education. Gender equality means that the interests, needs and priorities of both women and men are taken into account, recognizing the diversity of different groups of men and women. the using of specialized programs, applications, methods, work in groups or individually, all this creates conditions for training, development, creativity of future specialists. The use of robotics in educational institutions is considered, as there is alreadyan urgent need for specialists for the development, design and programming of innovative machines. Attracting young people to learn robotics is also extremely important for the further development of technology in any progressive nation. S. Papert’s research showed that with the use of robots, pupils and students not only acquire many key skills, especially in the field of creative and critical thinking, but also “metacognitive skills”, learn to learn, communicate. It also highlights the problems that hinder the process of education modernization, possible ways to overcome them, describes a number of European institutions and methods of implementing STEM-education in them.Thus, STEM-education is gaining more and more popularity in today’s world. Focusing on innovative pedagogical approaches, modern European and American educational institutions already have competent specialists who know how to build an effective dialogue with students using new teaching methods. The experience of introducing STEM-technologies into the educational process of the USA and the EU shows that the upbringing of modern and intellectually gifted children is our g uide f or t he f uture, b ecause t he l evel o f e ducation o f s ociety i s t he k ey t o p rogressive d evelopment and competitiveness for the country. The key point in the implementation of new technologies in the classroom is the objective assessment of the student’s progress, not the relationship with the teacher.The conducted research did not cover all aspects of the identified features, therefore it requires a more detailed analysis of the STEM-education system.

AbstractStudying the experience of foreign language teachers’ professional training in developed foreign countries opens up new opportunities for improving the system of pedagogical education in conditions of its adaptation to the requirements of the European educational space. Of a significant scientific interest are the progressive achievements of countries that demonstrate a high level of foreign language teachers’ professional training in accordance with international standards; have rich historical traditions of education that contributes to their leading role in science and education at the regional and global levels; have gained considerable experience in the field of foreign language teachers’ professional training in the new socio-cultural conditions. It is emphasized that the language policy of the European Union demonstrates the crucial importance of language learning in the integration processes. It is also underlined that in modern international documents on the modernization of the foreign language teachers’ professional training it is stated that modern educational transformations should facilitate the implementation of a European dimension in the foreign languages teachers’ training. The establishment of new values related to the search for a multicultural, multi-ethnic and multi-linguistic Europe depends to a great extent on the ability of the teacher to develop a European consciousness and an individual sense of moral responsibility in a pluralistic society. The paper presents the results of collective scientific research, in particular, the peculiarities of the foreign language teachers’ professional training in Poland are presented and the recommendations on the creative use of constructive ideas of the progressive experience in the process of updating the system of pedagogical education are outlined.

The universities selection for study was carried out according to such criteria as: level of education, English language study as a foreign language, FL elements implementation in students training, using feedback at the end of the course study.According to the carries out analysis, all participants of educational process demon-strated positive attitude to FL use at5 universities, among leading positive points were mentioned the follow-ing: improvement in language proficiency level, increase in the level of students’independent work in organ-izing their studies, possibility of digital technologies wide implementation in educational process.As the re-sults of performedanalysis at foreign universities in the field of FL method implementation in language train-ing, the authors carried out SWOT analysis, which makes it possible to determine presence of opportunities, difficulties and threats for FL implementation in the process of foreign language training at homelanduniversity.

The article is devoted to problems of usage of online education in the inclusive education process in BMSTU. Russian and foreign experience in the field of mass open online courses in the system of higher education is briefly described. Information on foreign platform Coursera, Russian online courses construction platform Stepik and the National Open Education platform is given. The experience of Ural Federal University in development of two first online courses for people with disabilities is shown. The article describes educational features and specific needs of students with impaired hearing in the system of higher education on the base of BMSTU’s years-long experience in work with groups of students of that type. The model of inclusive higher education in Bauman university is briefly described and explained. Main stages of development and approbation of online course on elementary mathematics knowledge actualization for hearing-impaired and deaf students on the first year of education in BMSTU are revealed. Practical recommendations for online courses’ authors on materials selection, preparation, video recording and other stages of online course creation are given. Prospects of the developed course usage and plans for further activities of the university in that field are shown.

The article examines the management models of general secondary education at the local level in Finland, Canada and Singapore. The importance of analyzing the educational systems of local communities in the context of tendencies towards decentralization of management in various spheres of social life is emphasized. Since education and training are key to the socio-economic progress of the country, it is useful for Ukraine to study and use foreign experience in education management, which covers a variety of approaches, strategies and methods that can contribute to the improvement of its own education management systems. Finnish education policy was found to be based on the principles of decentralization and democracy, giving local governments and school boards considerable autonomy. In Canada, education management is mixed in nature, with centralized and decentralized elements, the provinces are responsible for education, but receive funding from the federal budget. In Singapore, the education management system is centralized, significant attention is paid to the continuous professional development of teachers and the use of innovative approaches to learning and teaching. It was concluded that the analysis of the experience of education management at the level of local communities in different countries of the world indicates the importance of Ukraine's search for its own, unique approach based on the best practices of the global community. However, before adapting this experience, it is necessary to take into account the peculiarities of our mentality, history and cultural attitudes. Active exchange of experience with countries such as Finland, Singapore and Canada can be carried out through partnerships between territorial communities, educational institutions, international organizations and government agencies. Adapting the experience of these countries to Ukrainian realities and the needs of specific communities is extremely important. When implementing foreign experiences, it is necessary to take into account the opinions of various stakeholders, including teachers, parents, students, administrators and community organizations. This will contribute not only to the improvement of the quality of education at the level of a separate territorial community, but also to the achievement of success in the field of education at the level of the entire state.

It has been stated that engineering education is a field that is being dramatically developed taking into account the occurring changes in educational paradigms, global higher education space, national higher education systems, economics, society, etc. It has been indicated that the abundance of the latest information and communication technologies alter the approaches to training various specialists, and, in particular, engineering educators. It has been mentioned that engineering teacher education is undergoing significant development. The activities of the International Society for Engineering Education – IGIP have been justified. It has been found out that there is the vital need for those specialists able to combine the techniques of traditional teaching and innovative scientific achievements, design technical structures, be leader and facilitator of the education process. It has been defined that the activity of the society is aimed at providing engineering educators with relevant training that involves their obtaining the qualification that is accorded with European education standards. US experience in training engineering educators for professional activity has been analyzed. It has been specified that engineering education has become more integrated into the curricula of elementary, middle and high school because of the increasing focus on STEM subjects; the demand for engineering educators is dramatically growing at all the levels of the education system. The peculiarities of engineering educators’ training have been demonstrated on the example of the Purdue Polytechnic Institute. It has been concluded that Bachelor of Science in Engineering Technology Teacher Education is a rather interdisciplinary degree program and trains future engineering educators for a wide range of fields. The organization of the program is considerate and well-planned. It has been stated that in Great Britain future engineering educators should be able to apply innovative and less conventional teaching methodology, namely, via problem-based learning, virtual learning environment, etc. According to the mentioned above, the author has outlined the recommendations to improve engineering teacher education in Ukraine.

&lt;p style="text-align: justify;"&gt;The purpose of the study was to identify how the instructional model that converges professional training and foreign language learning can influence the students’ professional mobility and students’ readiness to build their careers. The study used the methods of a quantitative kind for the evaluation study and descriptive research. The variables for the study were as follows: levels of student professional mobility skills proficiency that included students’ competence in their professional field, foreign language proficiency, students’ networking skills, personality qualities, and sampled students’ satisfaction with the reshaped course. The field phase of the study found that the Erasmus and Work-and-Travel programmes contributed to the former students’ adaptability and flexibility, the experience of work abroad, and practical specialism-related experience gained during study. The students developed their abilities to project a positive social image, ability to build and maintain relationships, foreign language proficiency, proficiency in presenting and negotiating, and theoretical knowledge. The English Language-delivered Professional Mobility course brought shifts in the levels of students’ professional mobility skills. The experimental group students reported that they improved their competence in their professional field, foreign language proficiency, networking skills, and personality qualities. The experimental group students’ judgements concerning the quality of the course were complimentary.&lt;/p&gt;

The main purpose of the article is to consider the problem of modernization of the education system in the Republic of Uzbekistan from the point of view of the cluster approach and the experience of foreign countries, with some emphasis on the field of teaching foreign languages. The theoretical provisions and results of this study are based on general scientific and special methodological approaches: a systematic approach, methods of expert and logical analysis. In solving some tasks, content analysis of scientific literature, as well as statistical methods of data analysis were used. The author of the article tries to show that the modernization of the education system in the Republic of Uzbekistan requires first a deep study of scientific approaches to such a phenomenon as a &quot;cluster&quot; in foreign countries. Particular attention should be paid to the study of the cluster approach within the framework of the new concept of competitiveness, considering the possibility of creating qualitatively new integrated structures in the field of education. It is revealed that the participation of educational institutions in cluster programs abroad is aimed at the implementation of the innovation and investment component and at the practical integration of the education system into clusters. Abstract:
Introduction. The article presents the findings after the analysis of domestic and foreign practice in the field of prevention of cyberaddictive patterns of behavior. The purpose of the study: by means of comparative analysis of domestic and foreign studies of technological addiction, to develop a classification of preventive measures against technological addiction in modern humans and to determine the main forms of technological addiction and its characteristics. Materials and Methods. The research methodology is based on the theory of biosocial human development using systemic and socio-digital approaches to the study of the problem of technological addiction. With the help of comparative and theoretical methods of analysis, a classification of the prevention of technological addiction in humans has been developed and the main characteristics of the forms of technological addiction have been determined. Legal acts for determining the directions of state policy in Russia as preventive measures are studied. Results. The concept of “technological addiction” has been clarified. The classification of forms of technological addiction of modern man is carried out. The main characteristics of each form of technological addiction are determined. The approaches applied to the prevention of technological addiction in the foreign practice are highlighted: inaction, encouragement and dissemination of research in the field of prevention of forms of technological addiction, education, support for families and public organizations. In Russia, the directions of state policy in the field of prevention of technological addictions represent the purposeful activity of public authorities and a system of measures of a regulatory, economic, informational, educational, organizational, managerial and other preventive nature. Discussion and Conclusion. The obtained results contribute to the research base for the prevention of technological addiction, determine the definition of promising preventive approaches. The results of the analysis show cultural differences in the level of spread of technological forms of addiction, which requires further study.

The article discusses the conditions for the use of computerized dynamic adaptive tests to provide developing training and monitoring in the field of foreign language education. Dynamic adaptive test simulators used as a tool for personalizing and monitoring foreign language education are still insufficiently represented in the educational practice of the Russian Federation. The authors of the article offer recommendations on the use of dynamic adaptive audio test simulators for monitoring foreign language education. As indicators of monitoring, the parameters characterizing the learning ability of students are considered: feedback coefficient; the complexity and time pace of learning activities of students of a foreign language.The purpose of the article is to present authors’ recommendations on the implementation of dynamic adaptive audio test simulators based on evaluative feedback in the field of foreign language education, providing for monitoring the quality of bilingual education based on the integration of individualized learning and dynamic adaptive testing of educational activities.The research methodology is an analysis of the use of existing dynamic adaptive test simulators in the field of foreign language education; studying the results of interdisciplinary studies of domestic and foreign scientists on the creation and use of dynamic adaptive tests for the learning process as a whole and the creation of dynamic adaptive tests for foreign education in particular; analysis and generalization of the author’s experience of using dynamic adaptive audio tests simulators as a tool for monitoring educational activities in the field of foreign language education.Results of the reseach are: authors developed computerized dynamic adaptive audio test simulators based on evaluative feedback in the field of foreign language education; indicators of monitoring the learning process in the field of foreign language education are identified, including the total feedback coefficient, actiograms, time pace and laboriousness; testing was carried out and recommendations were given for the use of dynamic adaptive audio test simulators for monitoring educational activities in the field of foreign language education.Analyzing the results of testing dynamic adaptive audio test simulators in a foreign language, the authors conclude that their use in practice implements personalized dynamic monitoring of the process of teaching foreign languages, thereby improving the quality of teaching foreign languages. Dynamic adaptive audio test simulators can provide monitoring of the dynamics of the process of teaching native and foreign languages.

The article, based on the analysis of the latest scientific research on the digitization of modern education, reflects the experience of using computer programs and the computer as a whole, the role of innovative technologies in the field of education, and significant attention is paid to the study of languages. The authors of the article argue that the digitalization of education today reaches a new level of actualization and improvement of mastery, the study of certain fields and sciences, as well as the possibility of gaining experience in work with the improvement of already acquired skills in various spheres of activity. The authors emphasize that modern programs provide an opportunity not only to promote the effective development and learning of a foreign language but also to monitor the performance of tasks, and to develop training exercises that are individually suitable for each student.&#x0D; The authors outline the results of the diagnostics of the level of computer programs in the field of education, and the provision of statistics on the use of programs, which today occupy a primary place in the development of science and education as a whole. The article determines the methods of improvement and preparation for language learning and the role of computer programs in the field by communication and actualization of educational programs, which are selected for each student, as well as methods of control over the performance of tasks and practices by intercultural communication.&#x0D; When using various innovative technologies in the field of education, there is an increase in motivation to learn a foreign language and the possibility of individualizing the educational process, which gives the results of quality education, a creative approach to optimal conditions for completing tasks, and gradual steps for learning a foreign language.&#x0D; A separate component should be the pedagogical interaction between the teacher and the student, which ensures the creation of optimal conditions for the free use of educational materials and teaching practices, and the exchange of experience between the teacher and the student. Since the foreign language environment becomes an integral part of the life of every person who studies a foreign language, the importance of foreign language communication between representatives of other peoples and cultures should be noted.&#x0D; The authors single out the ideas which deserve the implementation of computer programs in the field of education, the study of the latest technologies that we receive every year, as well as the formation of language competence.&#x0D; The article highlights the problems that may arise when using computer programs in the educational process, digitizing educational materials and combining them into one whole database that is convenient for students, as well as the implementation of the educational process taking into account the state of war in Ukraine.

An important aspect of ethical conduct of field research is for the researcher to have an appropriate relationship with the legitimate gatekeepers of the field site. This paper describes our experiences of obtaining approval from regulatory authorities in Thailand for field research on Burmese migrants, and discusses the nature and rationale of such government control in Asia and Western countries. It is intended to guide future humanitarian researchers who are planning to study oppressed groups at politically sensitive research sites where regulatory authorities monitor both research sites and research performance. Thailand, like several other Southeast Asian countries, operates a permit system for foreign researchers. This permit system is designed to promote research activities in Thailand so that the results can be used to further the country's development, and to enhance the cooperation and collaboration between Thai and foreign researchers providing opportunities for the exchange of knowledge, technical expertise, and experience. This control of foreign researchers is not prohibitive; foreign humanitarian researchers can organize research and advance the welfare of targeted oppressed populations in cooperation with government agencies.

The article is devoted to the study of foreign experience of administrative and legal regulation in the field of education. Today, administrative regulation abroad is much more developed than in Ukraine. The concept of «administrative service» does not exist there at all, but is called «public services», since their services are provided by the public sector. The regulation of the provision of administrative services in European countries is governed by special legal acts that prescribe the consistent procedure for the provision of such services. Western countries pay special attention to the quality of education, it is emphasized that its observance is very important, education instills basic values in a person and shapes the future lifestyle. In Ukraine, the development of education and its development is facilitated by the activities of the Cabinet of Ministers of Ukraine, which developed the Sustainable Development Goals back in 2017. The article discusses examples of ensuring the quality of education in the Republic of Kazakhstan, Austria and Germany in the field of accreditation, certification and quality of education. The work examines the experience of Germany regarding the control of educational institutions by employers, as well as their participation in attracting students to higher education. Methods and regulatory regulation of religious education are considered. It is proposed to investigate and consider in detail the possibilities to investigate and consider in detail the possibilities of borrowing into our education system. Attention is paid to autonomy in educational institutions not only at the highest management level, but also in the middle of the educational institution, that is, for example, autonomy in universities at the level of faculties. The experience of the USA regarding financing is considered. Most educational institutions give up funding for the opportunity to have independence in decision-making. An approach to the financial support of teachers should be learned from the experience of Japan. The PRC has a good practice in financing higher education institutions, where only those who rank highest in international rankings for scientific activity are financially encouraged. They also have special programs funded by the government to attract the best teachers and graduates.&#x0D; On the basis of a systematic study of this issue, it was suggested to investigate in more detail the positive achievements in the field of education and, if possible, to start introducing it into the national education system.

The aim of the article is to study the best foreign practices and models of public-private partnership in the field of vocational and higher education, identify opportunities for their adaptation to Ukrainian realities and develop recommendations for productive use of foreign experience in this area.&#x0D; The theoretical significance of the article is that it is analyzed the semantic content of the basic concepts related to public-private partnership in the foreign scientific space; it is identified the prerequisites for the development of public-private partnership in vocational education abroad (at the national, institutional (vocational education institution), production (enterprise) levels; it is analyzed the challenges to vocational education and training in foreign countries which the public-private partnership is aimed to solve; criteria for typification of partnerships (number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment») are identified; the author’s typology of partnerships in the field of education in foreign countries is substantiated.The practical significance of the article is that the authors developed recommendations for deepening public-private partnership in vocational and higher education institutions of Ukraine based on the study of foreign experience, suggested directions for its further development in Ukraine.&#x0D; It is determined that in the foreign conceptual and terminological field, in addition to the concept of «public-private partnership» uses a number of concepts (Private Finance Initiative, PFI) (UK), Service Provision Project (SPP) (Mexico), Alternative Financing and Procurement (Canada), Private Sector Participation (PSP) (World Bank). The common essential features of these concepts are singled out: cooperation of different stakeholders, complexity of the purpose, focus on the result, parity of responsibility, long-term nature of interaction, formality of relations.&#x0D; Criteria for distinguishing types of partnerships in foreign practice are proposed: number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment». The peculiarities of the types of partnerships in vocational education, which were singled out on the basis of the criteria proposed by the authors, are characterized: bilateral and multilateral; infrastructure, private management of public institutions, outsourcing of educational services, outsourcing of non-educational services, innovation and research partnerships, vouchers and subsidies; private initiatives, sponsorship, mixed projects, government programs; broad partnership, in-depth partnership; liberal, solidarity, paternalistic, consortium types of partnerships.&#x0D; Based on the analysis of the best practices of public-private partnership, the probable effective directions of public-private partnership in the field of vocational and higher education in Ukraine were singled out: strengthening the participation of companies in the processes of professional training; outlining a clear and concise division of responsibilities in the partnership; development of national standards of vocational education; gradual introduction of elements of dual education; promoting the prestige of vocational education as an attractive alternative to academic education; facilitating the learning trajectory between vocational and higher education; forecasting skills.&#x0D; It was developed recommendations for the development of public-private partnership in the field of vocational and higher education in Ukraine in the context of: formalization of interaction (conclusion of agreements and memorandums of partnership), management of interaction (establishment of qualitative and quantitative indicators for monitoring the activities of private providers and vocational education institutions; periodic reviews of vocational education institutions to bring them in line with the standards set in the contract), development of partnership effectiveness (clear criteria for quality and effectiveness), technologicalization of interaction (in particular, use of algorithm of of interaction between vocational education institutions and partners for public-private interaction initiatives).&#x0D; The need to study such models of partnerships in the field of education as the Chambers of Commerce and Industry in Germany, the Sectoral Council for Industrial Training (Canada), centers of excellence in vocational education (Netherlands), industrial centers or clusters (Tuscany in Italy and Baden-Württemberg in Germany), the National Skill Development Corporation (India) was actualized.

Purpose of the study. The aim of the study is to develop recommendations for improving educational curricula for ICT specialties taught to students in universities of the Azerbaijan Republic.The urgency of the problems outlined in this article is determined by the urgency of the transition to the modernization of the national education system and its integration into the global and world educational space, the requirements of creating an information society in Azerbaijan.Modern society needs qualified personnel who own new information technologies and are able to apply them in various fields of activity. Therefore, the process of modernization of the ICT education system is necessary; curricula should comply with international standards and specialization profile.Materials and research methods. The article provides a comparative analysis of higher professional ICT education in the developed countries of the world, shows the similarities and differences of the educational systems of the United States, European countries, Russia and Azerbaijan, analyzes the trends and features of the educational systems of developed countries, provides a list of IT specialties in demand today and in the near future. . The article also outlines the problems facing higher education institutions that train IT profile specialists.As research materials are used:policy documents of the governing bodies of the Republic of Azerbaijan in the field of higher vocational education;training programs of ICT specialties of universities of the Azerbaijan Republic;study programs of ICT specialties of leading foreign universities;scientific works of domestic and foreign authors in the field of ICT education;recommendations of international organizations ACM (The Association for Computing Machinery) and IEEE (The Institute of Electrical and Electronics Engineers) on the development of curricula for various areas of IT profile.Results. Taking into account the analysis of the curriculum of the IT profile of foreign universities, recommendations of international organizations of standardization, monitoring of the labor market, methodical recommendations were developed to improve ICT education in Azerbaijan. The necessity of modernization of the education system and bringing it into line with modern requirements is shown.Conclusion. In modern conditions of the formation of the information society in Azerbaijan, the educational program of the university should take into account the results of monitoring the labor market and the dynamics of macroeconomic changes, the disappearance of old and the emergence of new activities related to the use of ICT. Therefore, an important task is to prepare highly professional specialists in the country who are able to use and implement the advanced development of information technologies in practice.The recommendations outlined in the article can be used by university professors to improve the educational programs of ICT specialties in Azerbaijan.
