AbstractFrom the 1830s, the British landscape was transformed by the development of the steam-hauled railway system, which necessitated bridges, viaducts and tunnels. Of such structures, tunnel entrances feature little in serious studies of railway architecture. However, rich archival evidence exists relating to the designs of Isambard Kingdom Brunel for the tunnel portals on the Great Western Railway between London and Bristol, including numerous pencil and ink drawings in sketchbooks held by the Brunel Archive, University of Bristol, and watercolour elevations in the Network Rail Archive in York, as well as lithographs of the portals by John Cooke Bourne for his History and Description of the Great Western Railway (1846). Brunel's drawings, unique among nineteenth-century engineers, range from the classical style for Box and Middle Hill tunnels in Wiltshire, through the Gothic for Twerton in Somerset, to the Romanesque for Brislington on the edge of Bristol, his so-called ‘Tunnel No. 1’. In their variety and careful design, Brunel's portals represent an important part of Britain's railway and industrial architectural heritage.

Abstract:
Evaluation of the railway network distribution and its impacts on social and economic development has great significance for building an efficient and comprehensive railway system. To address the lack of evaluation indicators to assess the railway network distribution pattern at the macro scale, this study selects eight indicators—railway network density, railway network proximity, the shortest travel time, train frequency, population, Gross Domestic Product (GDP), the gross industrial value above designated size, and fixed asset investment—as the basis of an integrated railway network distribution index which is used to characterize China’s railway network distribution using geographical information system (GIS) technology. The research shows that, in 2015, the railway network distribution was low in almost half of China’s counties and that there were obvious differences in distribution between counties in the east and west. In addition, multiple dense areas of railway network distribution were identified. The results suggest that it might be advisable to strengthen the connections between large and small cities in the eastern region and that the major urban agglomerations in the midwest could focus on strengthening the construction of railway facilities to increase the urban vitality of the western region. This study can be used to guide the optimization of railway network structures and provide a macro decision-making reference for the planning and evaluation of major railway projects in China.

Railways have contributed to the complex mosaic of Cornish identity in three ways. First, as a holiday destination promoted from late Victorian times until the Second World War by companies such as the Great Western Railway, London and South Western Railway and Southern. Initially marketing its mild climate and health benefits as an alternative to holidaying abroad evolved, from the 1920s, into an enduring tourist gaze of romantic landscapes, myth and legend. Second, structural changes in the Cornish economy in association with a decline in metal mining precipitated large-scale emigration which continued until the start of the First World War. Railways represented the initial phase of the emigrant journey and the volume of migration was such that their role has become part of a cultural text signifying both loss and opportunity. Lastly, their physical presence and contribution to the landscape adds a further layer of social and cultural significance to Cornish identity.

Abstract:
The article considers the problems of railway construction in Russia in the 19th and early 20th centuries and finds out the available information on one of the fragments of this grandiose construction in the historical literature. Attention is focused on the construction history of one of the important sections of the Trans-Siberian railway – the Irkutsk-Baikal branch railway, which became the foundation of the Circumbaikal railway. This part of the Great Siberian Railway proved to be a very technically complex construction facility and required significant investments from the state. However, it was not easy to approach to its construction. Its creation was preceded by the work of numerous research teams, selfless labour of designers, engineers, technicians and workers. Thanks to their efforts, our country ultimately managed to establish a continuous rail transportation service and unite the western and eastern parts of Russia, which made it possible to maintain the country’s defense capability during the sudden outbreak of the Russian-Japanese War of 1904–1905. The authors specify the main problems that arise when studying the history of the construction and operation of the Irkutsk-Baikal line. They define the range of sources put into circulation by researchers of the designing and construction processes of this road. It is emphasized that the largest number of sources relate to the creation of the line, while the sources which deeply reflect the line operation are few and fragmented.

The Lanzhou-Xinjiang (Lan-Xin) high-speed railway is one of the principal sections of the railway network in western China, and signal equipment is of great importance in ensuring the safe and efficient operation of the high-speed railway. Over a long period, in the railway operation and maintenance process, the railway signaling and communications department has recorded a large amount of unstructured text information about equipment faults in the form of natural language. However, due to irregularities in the recording methods of these data, it is difficult to use directly. In this paper, a method based on natural language processing (NLP) was adopted to analyze and classify this information. First, the Latent Dirichlet Allocation (LDA) topic model was used to extract the semantic features of the text, which were then expressed in the corresponding topic feature space. Next, the Support Vector Machine (SVM) algorithm was used to construct a signal equipment fault diagnostic model that reduced the impact of sample data imbalance on the classification accuracy. This was compared and analyzed with the traditional Naive Bayes (NB), Logistic Regression (LR), Random Forest (RF), and K-Nearest Neighbor (KNN) algorithms. This study used signal equipment failure text data from the Lan-Xin high-speed railway to conduct experimental analysis and verify the effectiveness of the proposed method. Experiments showed that the accuracy of the SVM classification algorithm could reach 0.84 after being combined with the LDA topic model, which verifies that the natural language processing method can effectively realize the fault diagnosis of signal equipment and has certain guiding significance for the maintenance of field signal equipment.

Based on the index of per capita GDP, spatial-time distribution pattern and spatial interaction types of economic disparities in the economic belt along Lan-Xin Railway during 2000 to 2009 have been examined by the method of combination with spatial autocorrelation analysis and traditional statistic analysis. The conclusions are as follows: the absolute disparity of per capita GDP for administrative counties is increasing constantly, while the economic concentration of those research units fluctuate towards decline and the economic disparities along the Gansu part of Lan-Xin Railway accounts for the largest part of the whole economic belt along Lan-Xin Railway, where the disparities of intra-Gansu grows bigger and that of the inter-regions is getting smaller. The higher level developed counties mainly locate in northern slope of TianShan Mountain, and the western part of Hexi Corridor which covers from Zhangye to Jiayuguan along the Lan-Xin Railway, and those high level counties cluster at intervals; while, the lower level developed counties mainly concentrates in the central part of Gansu province, the eastern part of Hexi Corridor and the eastern part of Qinghai province, and it is obvious to find the trend to agglomerate beside the TianShan Mountain as to the rapid growth counties. The spatial interaction within research units is weak, while the northern slope economic belt and southern slope industries belt of TianShan Mountain which takes the Urumqi as the core city keep great economic growth condition; the central part of Gansu province and the eastern part of Qinghai province is not developed very well and that of the polar cities which are Lanzhou and Xining respectively have a little radiation effect to lead and foster the neighboring counties economic.

The seven decades framed by the Great Railway Strike of 1877 and institutionalization of organized labor in the wake of World War II constituted a unique period of US labor relations, one that labor historians have identified as the most violent and bloody of any Western industrialized nation. Despite long-standing scholarly interest in the issues of labor-management conflict, however, important questions regarding the causes of extreme labor-management violence within the United States have never been adequately addressed. In this paper, I utilize a recently compiled and unique data set of American strike fatalities to statistically model the causes of extreme strike violence in the United States. The time-series evidence suggests that picket-line violence increased in association with (1) the struggle for and against unionization and (2) economic desperation associated with tightening labor markets. The results also both depict the stultifying effect of massacres and suggest that state support for labor's right to organize tended to decrease the likelihood of violence and vice versa. This paper not only thus provides fresh insights into classic questions, but also offers a basis for both transhistorical and international comparison.

Deepor Beel is a Ramsar Site and a wetland of great biodiversity, which is situated towards the South-western part of Guwahati. The Rani and Garbhanga Reserved Forests are adjacent to the wetland, which altogether stands as a complete ecosystem providing environmental solutions, food security and different types of biodiversity to the city. The forest serves as an abode to the Northeastern region’s Asiatic elephant (Elephas maximus), which is an endangered species. But with various recent urban developments, the wetland and the whole ecosystem has been under threat of diminishing area of the wetland, extinction of biodiversity, as well as transformation of land use pattern of the entire area and its surroundings. The Indian Railways constructed the southern railway track in 2001, an action which gradually divided the Deepor Beel into segments and, thus, affected the wetland in particular and the ecosystem as a whole. Illegal settlements, setting up of factories, construction of highways, etc. have also hampered the wetland in many ways while also posing a threat to the urban areas. This paper shall analyse the various developments affecting the wetland and shall ind strategies to regulate further developments around the wetland.

During the Great Patriotic War, the Middle Volga Region became one of the centers for military-industrial complex enterprises evacuation from the western regions of the country. The city of Kuybyshev (now Samara) accepted 40 largest enterprises. The factories of the People’s Commissariat of the Aviation Industry functioned as their basis. This decision was associated with the ongoing construction of three aircraft factories in the city. By the beginning of the war, the construction had not been completed and the completion degree of the plants buildings varied. The decision to evacuate aviation production to the city was also influenced by the presence of the metalworking industry, energy capacities and labor concentrated in one of the largest camps of the GULAG system – Bezymyanlag. The equipment of the evacuated enterprises was arriving at the Bezymyanka station of the Kuibyshev railway where aviation factories were being constructed. Unloading and placing the equipment caused considerable difficulties. The machines were installed in unfinished facilities or even simply on the ground. A large industrial center developed near the city where the enterprises of the aviation complex were located. A closed production cycle was created for the first time in the country here; it produced the Ilyushin IL-2 and the Ilyushin IL-10 Shturmoviks. The Ilyushin IL-2 attack aircraft was recognized as the best one in World War II. The production establishment faced great difficulties: placement on unsuitable production manufacturing sites, extremely tight timeline for manufacturing production, and the need for its constant modernization. The personnel issue was especially urgent. It was decided to mobilize women, youth and adolescents to work for manufacturing enterprises. However, their low qualifications caused production problems. It was self-sacrifice and labor heroism that helped to tackle these tasks. The work of the Bezymyanka aviation complex supplied the country’s armed forces with combat aircraft. The presence of a large aviation complex predetermined the development of the industrial cluster of the Samara Region.

SummaryThe decades between the Great Railway Strike of 1877 and the post-World- War-II institutionalization of organized labor in the US have been impressionistically characterized by labor scholars as the most violent and bloody to be found in any Western, democratic nation. A variety of different forms of labor repression have been identified and studied. Yet because of a lack of systematic data, none have been able to examine directly the incidence and contours of the ultimate form of violent repression in collective contention. We create the conceptual space for pursuing bloodshed and a new data set featuring deaths resulting from labor strikes as a new and promising direction in the American exceptionalism debate and in studies of comparative strikes. Through a painstaking search of the historical record, we produce the first systematic quantitative gauge of striking deaths between 1870 and 1970. These data permit a mapping of fatalities resulting from labor strikes across time, geographical region, and industry. After describing configurations of strike-based mortality, we suggest what these patterned variations may mean and identify additional questions that these data may help resolve in subsequent studies. We urge comparable data collections in other countries that would permit direct comparative-historical assessments of the magnitude and role of bloodshed in different labor movements.

The largely literate African employees of European businesses during the colonial and postcolonial period have not been studied as a group, unlike miners, railway workers and colonial intermediaries. This group has nevertheless been of great importance. Many of its members became part of the core of the management of African-owned enterprises and organizations, others started their own businesses or became successful politicians. African employees of European business, alongside government employees, formed the basis of the rapidly growing middle classes during the period after the Second World War. They gave their children a Western-style education, often at well-respected schools. In many local communities the “manager” became a figure of respect. Many employees were elected to traditional office as chiefs. Such successes were not limited to those employees who made it into management. For example, a carpenter with a steady career with a European company could build and own several houses. These African employees domesticated capitalism in West Africa, mediated changes in consumption and the rise of a consumer society, and adopted European expectations of career progression and life cycle. Working for a European business, they also found themselves at important sites of contestation during colonial and postcolonial political struggles.

Abstract In 1844, the year of Marx's Philosophical and Economic Manuscripts, J.M.W. Turner presented Rain, Steam, and Speed: The Great Western Railway, the first landscape painting to both articulate the ontological shifts brought about by new modes of extraction and production, but also to suggest concomitant transformation in perception. In this way, it collapsed the dialectical relation between perceiving subject and external landscape, suggesting the reciprocal relationship of reification. In 2013, the contemporary artist and filmmaker Zachary Formwalt produced a piece entitled Projective Geometry in which he read from Chapter 25 of Marx's Capital, the chapter on “So-called Primitive Accumulation.” This voice-over accompanies footage—each shot organized in rigorous single point perspective—of the railroad built by England, France, and Belgium extending from the Ivory Coast to the Cape. Formwalt also unearthed documents from archives in those Imperialist nation states and former/present empires casually mentioning the now unruly, now obedient, yet always “pesky” local African labor that lost life to the enterprise of transportation of local resource extraction to which they were utterly disposable. This essay will describe and analyze both works of art crossing Modernism, aka the culture wing of Modernity (itself a polite term for the ontological shifts brought about by the capitalist mode of production) through the theoretical matrix of Marx, Luxemburg, Sohn-Rethel, and Courtauld.

In August 1851, James Russell travelled to London from his estate on the banks of the Tweed. As a young man decades earlier, Russell had served as a cavalry officer in India, and he was anxious to exploit this visit to the metropolis to renew his acquaintance with the men who had formed his social circle years ago in Hyderabad. Having arrived in London, James Russell called on Charles Russell (no relation) at the latter's residence in Argyle Street. Chairman of the Great Western Railway, Charles Russell too had passed his youth in India, serving as a lieutenant in the Company's army and as an assistant to the diplomatic Resident at Hyderabad—his older brother, Henry. In a letter to his brother—now Sir Henry and (thanks to his Indian fortune) the proprietor of an extensive landed estate in Berkshire—Charles described James Russell as ‘still a great oddity, almost mad I think’, but conceded that ‘all his feelings are those of [a] gentleman and his pursuits have always been intellectual’. To substantiate this assessment of his old friend's sensibilities, he instanced James Russell's retention and use of a dictionary given to him by Charles in Hyderabad. ‘He gratified me by telling me that he still retained “a handsome Greek Lexicon” which I gave him, when he resumed the study of Greek’, Charles informed his brother Henry. ‘On his way home [from India] he followed the retreat of the ten thousand with Xenophon in his hand; and he has since worked hard, he tells me, at the Greek historians, poets & dramatists’. Having reminisced in London with Charles, James Russell journeyed to Berkshire to visit Sir Henry Russell, who read excerpts from Charles's letter aloud to his guest. ‘I always liked him’, Sir Henry wrote to his brother upon James Russell's departure, ‘and when I read to him your reference to early days, his eyes filled with tears’.

The paper presents an extensive theoretical background related to the travel time and the studies that were conducted during the recent years on the subject. As a concept, travel time is related to the period of time spent in travelling between two different points in space. The analysis focuses on several aspects related to the travel time concept such as its usefulness, its influencing factors, and data collection methods for its determination. In order to also provide a practical outcome, the main interurban road connection between Cluj-Napoca and Tîrgu-Mureş was studied. The road trespasses both urban and rural localities in the North-Western of Romania. For the data collection process, a GPS-based equipment was placed on a test vehicle to run the route for multiple times, at different days and hours. The collected data were studied by means of statistical analysis in order to establish the most relevant aspects of the travel time. The research goal of the paper was to evaluate the influence exerted by demographics and type of locality on travel time by means of eventual delays. The main findings were employed to analyze the traffic conditions as well as the parameters that have a major impact on them. According to the results of the analysis, the traffic flow on the interurban route is best described by the travel time and consequently the delays registered due to multiple obstructive elements such as railway level crossings, pedestrian crossings within the localities, and level intersections between different roads category. However, according to the study, it can also be concluded that travel time and therefore the eventual delays are not influenced to a great extent by neither the type of transited localities - urban or rural, nor the demographics.

The article presents one of the most promising and ambitious in socio-economic, political, humanitarian aspects of the Russian scientists’ project: “United Eurasia: Trans-Eurasian Belt of RAZVITIE — Integrated Eurasian Transport System (United Eurasia: TEBR-IETS)”. The main purpose of the project is to ensure the connectivity of the territories of the Russian Federation and their active development, first of all, the deep integrated development of Siberia, the Far East and the Arctic. The role of the project in the partnership of the progressive world community is great; the radically modernized Trans-Siberian Railway — the backbone of the project — is designed to connect the Far East, including Japan, with Western Europe and the USA in the future. This fact will make it possible to carry out on the territory of the Russian Federation and the countries included in the project, the systemic coordination of all types of transport, including river and nautical, to create a single world logistics complex of advanced technical and managerial development. The creation of the IETS will consolidate Russian geopolitical position as a transport bridge between the world economic and civilizational regions. It will create conditions for mutually beneficial cooperation with Austria, Germany, France, Czech Republic, Italy, Japan, South Korea, Singapore, India; will open up new opportunities for cooperation with North Korea, Canada and USA in the future. It will arouse interest from the PRC in the integration of a similar Chinese project, the "Silk Road" with the Russian Megaproject. The implementation of the Megaproject will allow Russia to offer the world a new effective version of a non-confrontational way of solving international problems, become a geo-economic and geopolitical integrator on the Euro-Asian continent, lay the foundations for the solidarity development of all civilizational centers around Russia as a civilization state, make it senseless and impossible to impose sanctions on Russia, and raise to a qualitatively new level of authority and the role of the Russian Federation in the modern world.

Socio-economic indicators of the Irkutsk region, Buryatia and the Far East, dynamics of their development in 2016-2017, and problems and prospects are considered in this paper. Today, the priority for the regions of Siberia and the Far East, which possess unique natural resources and a vast territory, is the complex task of increasing the living standard of the population and launching a new economic strategy. The Irkutsk region is one of the largest industrial regions of Russia. The city of Irkutsk was formed as an administrative, commercial and cultural-educational center. Currently, it is home to more than 50% of the urban population of the Irkutsk region. Some enterprises of the city have a machine-building profile. The production of food (more than 45% of the total volume), the construction material, and wood processing also play an important role. External migration has a significant impact on the demographic situation in the region. Most of the migration processes with the crossing of the boundaries of the region take place within Russia. According to statistical data, external migration can be divided as the three main flows of foreign citizens entering the territory of the Irkutsk region: the Central Asian direction (Uzbekistan, Tajikistan, Kyrgyzstan, and Kazakhstan 44.3%); the East Asian direction (China, Mongolia, DPRK, Japan, and Vietnam 30.8%); and the Western direction (Germany, France, and Poland). It should be also noted that 13.9% of all migrants are migrants from Ukraine, Armenia, Belarus, and Moldova, these are mainly young people of working age. The Baikal region is famous in Russia for its natural landscapes: there are more than 1,500 objects of excursion and cognitive significance (natural, architectural, cultural and historical monuments) in the region. The region has a great industrial potential that is of national importance. Several basic complexes and industries compile a modern industrial structure. There are opportunities for further development of the industrial production in the oil and gas industries, diamond mining industry, the production of composite materials, fibers and mineral fertilizers. On the Far East, priority is given today to the raw material economy and the related infrastructure facilities, including the modernization of the Trans-Siberian Railway and the Baikal-Amur Mainline.

The present paper aims to the understanding of the causes of the large-scale landslide that occurred at Tsakona area (SW Arcadia, Peloponnesus) during February 2003. This is the largest landslide that have ever effected the Greek National highway network as it entirely rubed out the new Megalopolis-Kalamata highway at a length of 200m. It took place at the western slopes of Drosovouni Mt., which exhibits an elogated shape of NE-SW direction. At the broader area of the slide three alpine formations of the Pindos unit occur which from lower to upper are: (i) the Jurassic radiolarites, (ii) the so called 1s t flysch and (iii) the Upper-Cretaceous pelagic limestones. The initial sliding took place inside the first two formations and the landslide moved more than 1,000 meters downward along the mountain slope at an E-W direction while its headscarp was near the tectonic contact between these formations and the upperlying pelagic limestones.In order to understand the causes of the landslide we carried out a detailed geological, morphotectonic, microtectonic and neotectonic study of the broader area. Additionally we constructed the structural contour map between the limestones nappe and the underlying formations. From all the aforementioned we suggested that the landslide occurred in a tectonically active area where the neotectonic deformation. Based on the above-mentioned studies, we have to mention the followings: The landslides occur in a site that the tectonic deformation is very intense. There were old landslides before the activation of the last one and before the study and construction of the highway. The constructors as well as the people that studied the area did not take into account the already existed landslides. It has to be mentioned that hydrogeological regime of the area is of great importance, as to the opposite slopes of the landslide in which occur the same formations like in the landslide area there is no landslide activity at least the last 100 years as indicated by the existing railway, due to the no occurrence of limestones above the radiolarites. From all the above mentioned it is clear that the tectonics - neotectonics affected the major area are the main factors involved to the initiation of the landslide, and the crossing of the landslide by the highway contributed to the reactivation together with the rains.

Animal Biodiversity and Conservation, 35.2: 219–220. The nature of wildlife management throughout the world is changing. The increase in the world’s human population has been accompanied by a rapid expansion of agricultural and urban areas and infrastructures, especially road and railway networks. Worldwide, wildlife habitats are being transformed and fragmented by human activities, and the behavior of several species has changed as a result of human activities. Some species have adapted easily to urban or peri–urban habitats and take advantage of the new resources available. These data provide the context for why human–wildlife interactions are increasing. At the 30th International Union of Game Biologists Congress held in Barcelona in early September 2011, in addition to two plenary presentations, 52 authors from 12 different countries and three continents presented 15 papers in the Interactions of Humans and Wildlife Session, three of which are included in this volume. To some extent, all the papers reflected the inherent difficulty in solving the complex problems caused either by rapidly increasing species that begin to inhabit urban and agricultural areas in numbers not seen previously (e.g. coyo-tes, Canis latrans, inhabiting big cities; wild boar, Sus scrofa, across western Europe; wood pigeons, Columba palumbus, in France), or species whose populations are threatened by human activities (e.g., Eurasian Lynx, Lynx lynx, in the Czech Republic). Some papers addressed the contentious issue of predator control (e.g., gamebirds in Great Britain), while others presented data regarding how human activities influenced animal behavior (e.g., pink footed geese, Anser brachyrhynchus; and red deer, Cervus elaphus, in Germany). The papers presented at the congress show how human activities affect the distributions and dynamics of wildlife populations and also change the behavior of some species. Wildlife causes social and economic con-flicts by damaging agricultural and forest resources, bringing about traffic collisions, and creating problems for residents in urban areas; while many are increasingly distant from nature and may not accept the presence of wildlife others may actively encourage the presence of wild animals. The first paper in this volume, by Cahill et al. (2012), analyzes the management challenges of the increasing abundance of wild boar in the peri–urban area of Barcelona. This conflict has arisen in other large cities in Europe and elsewhere. The presence of the species causes problems for many residents, to such an extent that it is considered a pest in these areas. Wild boar habituation has not only been facilitated by population expansion, but also by the attitudes of some citizens who encourage their presence by direct feeding. This leads to wild boar behavior modification and also promotes an increase in the fertility rate of habituated females, which are significantly heavier than non–habituated females. Public attitudes regarding the species and harvesting methods (at present most specimens are removed by live capture and subsequently sacrificed) are highlighted as one of the key factors in the management of the conflict. The second paper provides an example of how the distribution of irrigated croplands influences wild boar roadkills in NW Spain (Colino–Rabanal et al., 2012). By modeling the spatial distribution of wild boar collisions with vehicles and using generalized additive models based on GIS, the authors show that the number of roadkills is higher in maize croplands than in forested areas. This factor is the main explanatory variable in the model. The paper provides an excellent example of how the synergies of diverse human elements in the landscape (maize croplands and roads in this case) affect the location and dimensions of these types of conflicts. The third and final paper, by Belotti et al. (2012), addresses the effects of tourism on Eurasian lynx movements and prey usage at Šumava National Park in the Czech Republic. The monitoring of 5 GPS–collared lynxes and analyses of data regarding habitat features suggests that human disturbance (proximity of roads and tourist trails) can modify the presence of lynxes during the day close to the site where they have hidden a prey item, such as an ungulate, that can provide them with food for several days. In such cases, adequate management of tourism development must involve a commitment to species conservation. The analyses and understanding of all these phenomena and the design of successful wildlife management strategies and techniques used to mitigate the conflicts require a good knowledge base that considers informa-tion both about wildlife and human attitudes. The papers presented stress the importance of spatial analyses of the interactions and their relationship with landscape features and the location of human activities. Species distribution and abundance are related to important habitat variables such as provision of shelter, food, comfor-table spaces, and an appropriate climate. Therefore, it is essential to analyze these data adequately to predict where conflicts are most likely to arise and to design successful mitigation strategies. The second key factor for adequate management of human–wildlife interactions is to monitor system change. An analysis of the variety of data on population dynamics, hunting, wildlife collisions, and wildlife presence in urban areas would provide a basis for adaptive management. In this respect, in the plenary session, Steve Redpath mentioned the importance of the wildlife biologist’s attitude when interpreting and drawing conclusions from recorded data and stressed the importance of conducting clear, relevant, and transparent science for participants involved in the management decision process, which often involves a high number of stakeholders. All of the papers addressing the problems associated with human wildlife interactions were characterized by a common theme. Regardless of the specific nature of the problem, the public was generally divided on how the problem should be addressed. A particularly sensitive theme was that of population control methods, especially when conflicts are located in peri–urban areas. Several presenters acknowledged that public participation was necessary if a solution was to be reached. Some suggested, as have other authors (Heydon et al., 2010), that a legislative framework may be needed to reconcile human and wildlife interests. However, each problem that was presented appeared to involve multiple stakeholders with different opinions. Solving these kinds of problems is not trivial. Social factors strongly influence perceptions of human–wildlife conflicts but the methods used to mitigate these conflicts often take into account technical aspects but not people’s attitudes. A new, more innovative and interdisciplinary approach to mitigation is needed to allow us 'to move from conflict towards coexistence' (Dickman, 2010). Other authors also mentioned the importance of planning interventions that optimize the participation of experts, policy makers, and affected communities and include the explicit, systematic, and participatory evaluation of the costs and benefits of alternative interventions (Treves et al., 2009). One technique that has been used to solve problems like these is termed Structured Decision Making (SDM). This technique was developed by the U.S. Geological Survey and the U.S. Fish and Wildlife Service. As described by Runge et al. (2009), the process is 'a formal application of common sense for situations too complex for the informal use of common sense', and provides a rational framework and techniques to aid in prescriptive decision making. Fundamentally, the process entails defining a problem, deciding upon the objectives, considering the alternative actions and the consequences for each, using the available science to develop a model (the plan), and then making the decision how to implement (Runge et al., 2009). Although complex, SDM uses a facilitator to guide stakeholders through the process to reach a mutually agreed–upon plan of action. It is clear that human–wildlife interactions are inherently complex because many stakeholders are usually involved. A rational approach that incorporates all interested parties would seem to be a productive way of solving these kinds of problems

The Great Silk Road is one of the most significant achievements in the history of world civilization. An extensive system of caravan routes crossed Europe and Asia from the Mediterranean to China, and in Ancient times and in the middle Ages served as an important means of trade and communication between Western and Eastern cultures. The longest route passed through Kazakhstan and Central Asia. Since the appearance of the Great silk road, trade caravans passing through the modern land of the Kazakh people have had a great impact on the development of urban culture. One of the points of view is that these cities arose on the basis of caravanserais, while another point of view is based on the fact that they arose from the settlements of peoples who migrated from Central Asia during the existence of the Turkic States and established their own settlements. Historically, the road received the name “Silk Road” in connection with the silk trade, and later the word “Great” was added to this name because the road connected the vast Eastern and Western regions. Thus, this article attempts to answer the question of which mixed cultures arose as a result of the emergence of the largest urban cultures in the trading system, which went down in history as the “Great Silk Road”. Recently, historians have paid more attention to the modern history of Kazakhstan, while some issues of the medieval, in particular, the early medieval history of the Kazakh people have remained poorly studied. To fill this gap, the authors of the article focus on the analysis of the history of large cities of the early Middle Ages in Semirechye and Southern Kazakhstan, the main trade and economic centers and direct relations of Sogdian peoples with the Turks. The article provides a lot of information for students and doctoral students studying the medieval period.

From the last two centuries, the on-going transformation of the land use pattern of this district has been highly influenced by the transport development. The establishment of Howrah Railway Terminus (Government of West Bengal, 1967) was the main push factor of the then industrial sector in 1854. But the growing urbanization of the city nowadays pressurizes the man-land ratio which directly affects infrastructural sectors like transport. The existing road transportation system, railway networks, ferry system become unable to handle the pressure mainly during office hours on weekdays. Being a neighbour zone problem related to the transport and road pressure in rush hours. The metro service in Howrah Maidan is already started (2016), which is connected with Kolkata metro networks to reduce the surface transport pressure of the Howrah Municipal area. But still it is just at the foundation stage and only one connected node is not sufficient for the entire Howrah Municipal Corporation area. In this paper, we are going to propose for management of vehicles, probable new transport routes and auxiliary transport system to be a solution to overcome this problem on the basis of people's perception through our study.

George Temple was born in London on 2 September 1901. There is no record of any previous scientific activity in his family; his father James Temple and his mother Frances ( née Compton) were country folk from Oxfordshire, although by the time George was born James was working for the Great Western Railway at Paddington Station. George himself stressed his good fortune in having three teachers of mathematics of outstanding ability, the first two being Ray Gilbert (who taught George briefly at Northfields Elementary School) and P. G. Goodall (at Ealing County School). James Temple’s death meant that George had to leave Ealing School after less than five years to seek employment. Within a year of leaving, however, he had enrolled as an evening student at Birkbeck College. He decided to study science rather than his other love, classics, and so met the third of his inspiring mathematics teachers, C. V. Coates. George was a student for only one year, 1918-19, after which Professor Albert Griffiths made him his part-time research assistant in physics, an appointment that freed George from his post at the Prudential Assurance Company, though with a cut in salary. It was at this time that he became a Catholic, and his strong faith informed the rest of his life. He had many close Dominican friends and learnt to value the theology of St Thomas highly. He took the General Honours B.Sc. in 1922 and became Steward in the Physics Department for two years.

There are several gaps in our knowledge on the origin and spread of Leishmania (Viannia) braziliensis, an etiological agent of cutaneous and mucocutaneous or American tegumentary leishmaniasis, to different biomes, hosts, and vectors, with important epidemiological implications, including the possible existence of an anthroponotic component. During pre-Columbian times the parasite may have been transported by migrating humans and probably also their dogs, from western Amazonia to the high inter-Andean valleys and from there to other regions of South America. The same thing could have happened later, in the same way, when it spread to non-Amazonian regions of Brazil and other countries of South and Central America, between the late 19th and early 20th centuries, during the so-called Rubber Boom and construction of the Madeira-Mamoré Railway in the Brazilian Amazon, by migrant workers who later returned to their places of origin, transporting the agent. The parasite’s dispersal in genetic correlated clusters, involving unexpectedly distinct ecosystems in Brazil (Amazonian, Cerrado, Caatinga and Atlantic Forest biomes), has continued until the present through human displacement. The infection of certain species of domestic, synanthropic and even wild animals, could be secondary to anthropogenic introduction of L. (V.) braziliensis in new environments. We admit the same phenomena happening in the probable transference of Leishmania infantum (visceral leishmaniasis), and of Yersinia pestis (plague) from the Old world to the New world, generating domestic and wild enzotic cycles from these agents. These assumptions associated with human infections, chronicity and parasite persistence with possibility of recovery of Leishmania in peripheral blood, skin and scars of cured or asymptomatic patients, (that may provide an alternative blood meal), along with the sand flies’ adaptation to the peri-domicile and the high susceptibility of domestic dogs, horses, mules and cats to the parasite, can reinforce the evidence of anthropogenic spread of L. (V.) braziliensis.

Special Care Notice This article contains images of deceased people that might cause sadness or distress to Aboriginal and Torres Strait Islander readers. Introduction Like many cities, Perth was founded on wetlands that have been integral to its history and culture (Seddon 226–32). However, in order to promote a settlement agenda, early mapmakers sought to erase the city’s wetlands from cartographic depictions (Giblett, Cities). Since the colonial era, inner-Perth’s swamps and lakes have been drained, filled, significantly reduced in size, or otherwise reclaimed for urban expansion (Bekle). Not only have the swamps and lakes physically disappeared, the memories of their presence and influence on the city’s development over time are also largely forgotten. What was the site of Perth, specifically its wetlands, like before British settlement? In 2014, an interdisciplinary team at Edith Cowan University developed a digital visualisation process to re-imagine Perth prior to colonisation. This was based on early maps of the Swan River Colony and a range of archival information. The images depicted the city’s topography, hydrology, and vegetation and became the centerpiece of a physical exhibition entitled Re-imagining Perth’s Lost Wetlands and a virtual exhibition hosted by the Western Australian Museum. Alongside historic maps, paintings, photographs, and writings, the visual reconstruction of Perth aimed to foster appreciation of the pre-settlement environment—the homeland of the Whadjuck Nyoongar, or Bibbulmun, people (Carter and Nutter). The exhibition included the narrative of Fanny Balbuk, a Nyoongar woman who voiced her indignation over the “usurping of her beloved home ground” (Bates, The Passing 69) by flouting property lines and walking through private residences to reach places of cultural significance. Beginning with Balbuk’s story and the digital tracing of her walking route through colonial Perth, this article discusses the project in the context of contemporary pressures on the city’s extant wetlands. The re-imagining of Perth through historically, culturally, and geographically-grounded digital visualisation approaches can inspire the conservation of its wetlands heritage. Balbuk’s Walk through the City For many who grew up in Perth, Fanny Balbuk’s perambulations have achieved legendary status in the collective cultural imagination. In his memoir, David Whish-Wilson mentions Balbuk’s defiant walks and the lighting up of the city for astronaut John Glenn in 1962 as the two stories that had the most impact on his Perth childhood. From Gordon Stephenson House, Whish-Wilson visualises her journey in his mind’s eye, past Government House on St Georges Terrace (the main thoroughfare through the city centre), then north on Barrack Street towards the railway station, the site of Lake Kingsford where Balbuk once gathered bush tucker (4). He considers the footpaths “beneath the geometric frame of the modern city […] worn smooth over millennia that snake up through the sheoak and marri woodland and into the city’s heart” (Whish-Wilson 4). Balbuk’s story embodies the intertwined culture and nature of Perth—a city of wetlands. Born in 1840 on Heirisson Island, Balbuk (also known as Yooreel) (Figure 1) had ancestral bonds to the urban landscape. According to Daisy Bates, writing in the early 1900s, the Nyoongar term Matagarup, or “leg deep,” denotes the passage of shallow water near Heirisson Island where Balbuk would have forded the Swan River (“Oldest” 16). Yoonderup was recorded as the Nyoongar name for Heirisson Island (Bates, “Oldest” 16) and the birthplace of Balbuk’s mother (Bates, “Aboriginal”). In the suburb of Shenton Park near present-day Lake Jualbup, her father bequeathed to her a red ochre (or wilgi) pit that she guarded fervently throughout her life (Bates, “Aboriginal”).Figure 1. Balbuk’s grandparents were culturally linked to the site. At his favourite camp beside the freshwater spring near Kings Park on Mounts Bay Road, her grandfather witnessed the arrival of Lieutenant-Colonel Frederick Irwin, cousin of James Stirling (Bates, “Fanny”). In 1879, colonial entrepreneurs established the Swan Brewery at this significant locale (Welborn). Her grandmother’s gravesite later became Government House (Bates, “Fanny”) and she protested vociferously outside “the stone gates guarded by a sentry [that] enclosed her grandmother’s burial ground” (Bates, The Passing 70). Balbuk’s other grandmother was buried beneath Bishop’s Grove, the residence of the city’s first archibishop, now Terrace Hotel (Bates, “Aboriginal”). Historian Bob Reece observes that Balbuk was “the last full-descent woman of Kar’gatta (Karrakatta), the Bibbulmun name for the Mount Eliza [Kings Park] area of Perth” (134). According to accounts drawn from Bates, her home ground traversed the area between Heirisson Island and Perth’s north-western limits. In Kings Park, one of her relatives was buried near a large, hollow tree used by Nyoongar people like a cistern to capture water and which later became the site of the Queen Victoria Statue (Bates, “Aboriginal”). On the slopes of Mount Eliza, the highest point of Kings Park, at the western end of St Georges Terrace, she harvested plant foods, including zamia fruits (Macrozamia riedlei) (Bates, “Fanny”). Fanny Balbuk’s knowledge contributed to the native title claim lodged by Nyoongar people in 2006 as Bennell v. State of Western Australia—the first of its kind to acknowledge Aboriginal land rights in a capital city and part of the larger Single Nyoongar Claim (South West Aboriginal Land and Sea Council et al.). Perth’s colonial administration perceived the city’s wetlands as impediments to progress and as insalubrious environments to be eradicated through reclamation practices. For Balbuk and other Nyoongar people, however, wetlands were “nourishing terrains” (Rose) that afforded sustenance seasonally and meaning perpetually (O’Connor, Quartermaine, and Bodney). Mary Graham, a Kombu-merri elder from Queensland, articulates the connection between land and culture, “because land is sacred and must be looked after, the relation between people and land becomes the template for society and social relations. Therefore all meaning comes from land.” Traditional, embodied reliance on Perth’s wetlands is evident in Bates’ documentation. For instance, Boojoormeup was a “big swamp full of all kinds of food, now turned into Palmerston and Lake streets” (Bates, “Aboriginal”). Considering her cultural values, Balbuk’s determination to maintain pathways through the increasingly colonial Perth environment is unsurprising (Figure 2). From Heirisson Island: a straight track had led to the place where once she had gathered jilgies [crayfish] and vegetable food with the women, in the swamp where Perth railway station now stands. Through fences and over them, Balbuk took the straight track to the end. When a house was built in the way, she broke its fence-palings with her digging stick and charged up the steps and through the rooms. (Bates, The Passing 70) One obstacle was Hooper’s Fence, which Balbuk broke repeatedly on her trips to areas between Kings Park and the railway station (Bates, “Hooper’s”). Her tenacious commitment to walking ancestral routes signifies the friction between settlement infrastructure and traditional Nyoongar livelihood during an era of rapid change. Figure 2. Project Background and Approach Inspired by Fanny Balbuk’s story, Re-imagining Perth’s Lost Wetlands began as an Australian response to the Mannahatta Project. Founded in 1999, that project used spatial analysis techniques and mapping software to visualise New York’s urbanised Manhattan Island—or Mannahatta as it was called by indigenous people—in the early 1600s (Sanderson). Based on research into the island’s original biogeography and the ecological practices of Native Americans, Mannahatta enabled the public to “peel back” the city’s strata, revealing the original composition of the New York site. The layers of visuals included rich details about the island’s landforms, water systems, and vegetation. Mannahatta compelled Rod Giblett, a cultural researcher at Edith Cowan University, to develop an analogous model for visualising Perth circa 1829. The idea attracted support from the City of Perth, Landgate, and the University. Using stories, artefacts, and maps, the team—comprising a cartographer, designer, three-dimensional modelling expert, and historical researchers—set out to generate visualisations of the landscape at the time of British colonisation. Nyoongar elder Noel Nannup approved culturally sensitive material and contributed his perspective on Aboriginal content to include in the exhibition. The initiative’s context remains pressing. In many ways, Perth has become a template for development in the metropolitan area (Weller). While not unusual for a capital, the rate of transformation is perhaps unexpected in a city less than 200 years old (Forster). There also remains a persistent view of existing wetlands as obstructions to progress that, once removed, are soon forgotten (Urban Bushland Council). Digital visualisation can contribute to appreciating environments prior to colonisation but also to re-imagining possibilities for future human interactions with land, water, and space. Despite the rapid pace of change, many Perth area residents have memories of wetlands lost during their lifetimes (for example, Giblett, Forrestdale). However, as the clearing and drainage of the inner city occurred early in settlement, recollections of urban wetlands exist exclusively in historical records. In 1935, a local correspondent using the name “Sandgroper” reminisced about swamps, connecting them to Perth’s colonial heritage: But the Swamps were very real in fact, and in name in the [eighteen-] Nineties, and the Perth of my youth cannot be visualised without them. They were, of course, drying up apace, but they were swamps for all that, and they linked us directly with the earliest days of the Colony when our great-grandparents had founded this City of Perth on a sort of hog's-back, of which Hay-street was the ridge, and from which a succession of streamlets ran down its southern slope to the river, while land locked to the north of it lay a series of lakes which have long since been filled to and built over so that the only evidence that they have ever existed lies in the original street plans of Perth prepared by Roe and Hillman in the early eighteen-thirties. A salient consequence of the loss of ecological memory is the tendency to repeat the miscues of the past, especially the blatant disregard for natural and cultural heritage, as suburbanisation engulfs the area. While the swamps of inner Perth remain only in the names of streets, existing wetlands in the metropolitan area are still being threatened, as the Roe Highway (Roe 8) Campaign demonstrates. To re-imagine Perth’s lost landscape, we used several colonial survey maps to plot the location of the original lakes and swamps. At this time, a series of interconnecting waterbodies, known as the Perth Great Lakes, spread across the north of the city (Bekle and Gentilli). This phase required the earliest cartographic sources (Figure 3) because, by 1855, city maps no longer depicted wetlands. We synthesised contextual information, such as well depths, geological and botanical maps, settlers’ accounts, Nyoongar oral histories, and colonial-era artists’ impressions, to produce renderings of Perth. This diverse collection of primary and secondary materials served as the basis for creating new images of the city. Team member Jeff Murray interpolated Balbuk’s route using historical mappings and accounts, topographical data, court records, and cartographic common sense. He determined that Balbuk would have camped on the high ground of the southern part of Lake Kingsford rather than the more inundated northern part (Figure 2). Furthermore, she would have followed a reasonably direct course north of St Georges Terrace (contrary to David Whish-Wilson’s imaginings) because she was barred from Government House for protesting. This easier route would have also avoided the springs and gullies that appear on early maps of Perth. Figure 3. Townsite of Perth in Western Australia by Colonial Draftsman A. Image Credit: State Library of Western Australia (Image Number: BA1961/14). Additionally, we produced an animated display based on aerial photographs to show the historical extent of change. Prompted by the build up to World War II, the earliest aerial photography of Perth dates from the late 1930s (Dixon 148–54). As “Sandgroper” noted, by this time, most of the urban wetlands had been drained or substantially modified. The animation revealed considerable alterations to the formerly swampy Swan River shoreline. Most prominent was the transformation of the Matagarup shallows across the Swan River, originally consisting of small islands. Now traversed by a causeway, this area was transformed into a single island, Heirisson—the general site of Balbuk’s birth. The animation and accompanying materials (maps, images, and writings) enabled viewers to apprehend the changes in real time and to imagine what the city was once like. Re-imagining Perth’s Urban Heart The physical environment of inner Perth includes virtually no trace of its wetland origins. Consequently, we considered whether a representation of Perth, as it existed previously, could enhance public understanding of natural heritage and thereby increase its value. For this reason, interpretive materials were exhibited centrally at Perth Town Hall. Built partly by convicts between 1867 and 1870, the venue is close to the site of the 1829 Foundation of Perth, depicted in George Pitt Morrison’s painting. Balbuk’s grandfather “camped somewhere in the city of Perth, not far from the Town Hall” (Bates, “Fanny”). The building lies one block from the site of the railway station on the site of Lake Kingsford, the subsistence grounds of Balbuk and her forebears: The old swamp which is now the Perth railway yards had been a favourite jilgi ground; a spring near the Town Hall had been a camping place of Maiago […] and others of her fathers' folk; and all around and about city and suburbs she had gathered roots and fished for crayfish in the days gone by. (Bates, “Derelicts” 55) Beginning in 1848, the draining of Lake Kingsford reached completion during the construction of the Town Hall. While the swamps of the city were not appreciated by many residents, some organisations, such as the Perth Town Trust, vigorously opposed the reclamation of the lake, alluding to its hydrological role: That, the soil being sand, it is not to be supposed that Lake Kingsford has in itself any material effect on the wells of Perth; but that, from this same reason of the sandy soil, it would be impossible to keep the lake dry without, by so doing, withdrawing the water from at least the adjacent parts of the townsite to the same depth. (Independent Journal of Politics and News 3) At the time of our exhibition, the Lake Kingsford site was again being reworked to sink the railway line and build Yagan Square, a public space named after a colonial-era Nyoongar leader. The project required specialised construction techniques due to the high water table—the remnants of the lake. People travelling to the exhibition by train in October 2014 could have seen the lake reasserting itself in partly-filled depressions, flush with winter rain (Figure 4).Figure 4. The exhibition was situated in the Town Hall’s enclosed undercroft designed for markets and more recently for shops. While some visited after peering curiously through the glass walls of the undercroft, others hailed from local and state government organisations. Guest comments applauded the alternative view of Perth we presented. The content invited the public to re-imagine Perth as a city of wetlands that were both environmentally and culturally important. A display panel described how the city’s infrastructure presented a hindrance for Balbuk as she attempted to negotiate the once-familiar route between Yoonderup and Lake Kingsford (Figure 2). Perth’s growth “restricted Balbuk’s wanderings; towns, trains, and farms came through her ‘line of march’; old landmarks were thus swept away, and year after year saw her less confident of the locality of one-time familiar spots” (Bates, “Fanny”). Conserving Wetlands: From Re-Claiming to Re-Valuing? Imagination, for philosopher Roger Scruton, involves “thinking of, and attending to, a present object (by thinking of it, or perceiving it, in terms of something absent)” (155). According to Scruton, the feelings aroused through imagination can prompt creative, transformative experiences. While environmental conservation tends to rely on data-driven empirical approaches, it appeals to imagination less commonly. We have found, however, that attending to the present object (the city) in terms of something absent (its wetlands) through evocative visual material can complement traditional conservation agendas focused on habitats and species. The actual extent of wetlands loss in the Swan Coastal Plain—the flat and sandy region extending from Jurien Bay south to Cape Naturaliste, including Perth—is contested. However, estimates suggest that 80 per cent of wetlands have been lost, with remaining habitats threatened by climate change, suburban development, agriculture, and industry (Department of Environment and Conservation). As with the swamps and lakes of the inner city, many regional wetlands were cleared, drained, or filled before they could be properly documented. Additionally, the seasonal fluctuations of swampy places have never been easily translatable to two-dimensional records. As Giblett notes, the creation of cartographic representations and the assignment of English names were attempts to fix the dynamic boundaries of wetlands, at least in the minds of settlers and administrators (Postmodern 72–73). Moreover, European colonists found the Western Australian landscape, including its wetlands, generally discomfiting. In a letter from 1833, metaphors failed George Fletcher Moore, the effusive colonial commentator, “I cannot compare these swamps to any marshes with which you are familiar” (220). The intermediate nature of wetlands—as neither land nor lake—is perhaps one reason for their cultural marginalisation (Giblett, Postmodern 39). The conviction that unsanitary, miasmic wetlands should be converted to more useful purposes largely prevailed (Giblett, Black 105–22). Felicity Morel-EdnieBrown’s research into land ownership records in colonial Perth demonstrated that town lots on swampland were often preferred. By layering records using geographic information systems (GIS), she revealed modifications to town plans to accommodate swampland frontages. The decline of wetlands in the region appears to have been driven initially by their exploitation for water and later for fertile soil. Northern market gardens supplied the needs of the early city. It is likely that the depletion of Nyoongar bush foods predated the flourishing of these gardens (Carter and Nutter). Engaging with the history of Perth’s swamps raises questions about the appreciation of wetlands today. In an era where numerous conservation strategies and alternatives have been developed (for example, Bobbink et al. 93–220), the exploitation of wetlands in service to population growth persists. On Perth’s north side, wetlands have long been subdued by controlling their water levels and landscaping their boundaries, as the suburban examples of Lake Monger and Hyde Park (formerly Third Swamp Reserve) reveal. Largely unmodified wetlands, such as Forrestdale Lake, exist south of Perth, but they too are in danger (Giblett, Black Swan). The Beeliar Wetlands near the suburb of Bibra Lake comprise an interconnected series of lakes and swamps that are vulnerable to a highway extension project first proposed in the 1950s. Just as the Perth Town Trust debated Lake Kingsford’s draining, local councils and the public are fiercely contesting the construction of the Roe Highway, which will bisect Beeliar Wetlands, destroying Roe Swamp (Chinna). The conservation value of wetlands still struggles to compete with traffic planning underpinned by a modernist ideology that associates cars and freeways with progress (Gregory). Outside of archives, the debate about Lake Kingsford is almost entirely forgotten and its physical presence has been erased. Despite the magnitude of loss, re-imagining the city’s swamplands, in the way that we have, calls attention to past indiscretions while invigorating future possibilities. We hope that the re-imagining of Perth’s wetlands stimulates public respect for ancestral tracks and songlines like Balbuk’s. Despite the accretions of settler history and colonial discourse, songlines endure as a fundamental cultural heritage. Nyoongar elder Noel Nannup states, “as people, if we can get out there on our songlines, even though there may be farms or roads overlaying them, fences, whatever it is that might impede us from travelling directly upon them, if we can get close proximity, we can still keep our culture alive. That is why it is so important for us to have our songlines.” Just as Fanny Balbuk plied her songlines between Yoonderup and Lake Kingsford, the traditional custodians of Beeliar and other wetlands around Perth walk the landscape as an act of resistance and solidarity, keeping the stories of place alive. Abstract:
One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. For those interested, copies are available by emailing j.arvanitakis (at) uws.edu.au.) Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. For those interested, copies are available by emailing j.arvanitakis (at) uws.edu.au.) Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Abstract:
Edith and John Power were a wealthy expatriate Australian couple who lived in England and Europe from the early years of the 20th century until their deaths. In 1915 John Power married Edith Lee in London before serving as a surgeon on the Western Front in the Royal Army Medical Corps. After the war Edith and John left Britain to live in Paris and Brussels in the centre of a large international group of avant-garde artists. Edith, who was twelve years older than her husband, and had been married twice before (once widowed and once divorced), was to all accounts the driving force behind John's success as an artist -- he exhibited alongside Picasso, Braque and Kandinsky -- and the great love of his life. The following comes from a book-length fictionalised biography of their lives, narrated by Edith in the early 1960s when she was ninety-two years old. This extract comes from the part of the manuscript dealing with the Nazi Occupation of the Channel Island of Jersey in the second world war; the 'safe haven' to which the Powers had fled in 1938 when war threatened. The first winter under the Germans was very hard and there were reports of old people dying of starvation and exposure. Jack had terrible chilblains and we were both very thin. Cooking fat was only available for doctors to give to invalids, and one poor chap was so desperate that he used sump oil from his car to fry up some gull eggs, and poisoned himself. Sitting down to a plate of boiled potatoes I couldn't sometimes help but reminisce about the wonderful meals we had eaten in Paris and Brussels. How decadent they seemed -- oysters, poached salmon, grilled tournedos with asparagus or a roasted duck, then a glass of champagne, a slice or two of Ange à Cheval and some wild strawberries to finish off with. I also realised how petty all our worries had been up 'til then. We would be upset if the hotel we fancied was booked out for the summer, the bath water cold or a soufflé heavy. When the stock market dropped a point or two we were devastated, and Jack used to sulk for days when he had trouble with a painting or if his frames were not exactly as ordered, the moulding wrong, the gilding scratched or too bright. Such concerns seemed absurd when we faced death every day and misery and fear were all around us. Then the prisoners-of-war arrived from Russia, dressed in rags and even thinner than us. They suffered terribly, working impossibly hard every day on the railway and underground hospital, with nowhere proper to sleep and very little to eat. We felt so sorry for them, and admired those Islanders who, although it was a serious crime, sheltered them if they managed to escape. We had another dreadful reminder of just how awful the Germans could be when they started shooting anyone caught with a crystal radio set. By the summer of 1942 Jack was very ill, although he continued to deny anything was wrong. He finally confided in me just how dire things were one afternoon when we were sitting on the terrace. We were drinking the last of our English tea and discussing how wild the garden had become. One minute Jack was saying how much he enjoyed watching everything return to its natural state, the next he was telling me that he thought he had a cancerous tumour in his kidneys and should see a doctor. I listened in a daze as he detailed the possible treatments and his prognosis, which he anticipated to be poor. Then he stood, drank the dregs in his cup, kissed me and said he had to return to the studio. He had salvaged a piece of wood from somewhere to paint on and didn't want to lose the last light. I was stunned, not wanting to believe what he had told me. I never found out whether Jack suspected the cancer before the Occupation, but if he did, I can't understand why he didn't tell me. We could have gone back to England or over to Switzerland and seen the best doctors. This still puzzles me for Jack was never reticent to seek medical treatment. Tony even laughingly called Jack a hypochondriac, he was so careful with his health, but then again, I know Jack's father had hidden the same condition from his family some forty years before. For many years after the war Ceylon tea only ever tasted of trouble and dismay to me. Nowadays everyone wants to give me tea all the time, especially the nurses. I tell them I'd really like a stiff gin and tonic, but alcohol is another of life's pleasures denied to the elderly. If I could only get out of this bed, I'd get one for myself -- a big one. I have forgotten the name of that doctor we consulted a few days later, but I remember exactly what he said. He confirmed what Jack thought, that the tumours were in his kidneys, but added that they had possibly settled in his lungs as well. In a last (but futile) effort, my poor darling was operated on by this old fashioned surgeon who had to work in the most primitive conditions; without the drugs, anaesthetics or antiseptics he needed. By that time it was difficult to find soap whatever price you were willing to pay, and I gave him some fancy little rose scented tablets to wash up with before he cut Jack open. Jack had never been a fast healer and all the odds were against him; the strain of the advancing cancer, the inadequacy of our diet and the lack of proper medicines. The only foods we could obtain were quite coarse, there was no lean meat to make beef tea or eggs for milk puddings. Jack once said to me something to the effect that the ghastly jokes of fate are not always in the best of taste but they could be extremely witty. I never, however, found anything except the most savage cruelty in his situation, that such a highly trained surgeon had to endure such a crude assault on his body, and that a wealthy philanthropist could suffer so for the want of the most basic requirements of food, firewood and pain killers. My darling, who had been so dreadful when struck down with the slightest illness, was a model patient. It took a long time, but eventually he was able to leave his bed, and the first thing he did was to boil up his own analgesics, potent narcotics which he followed with a stiff whisky. When his condition deteriorated and I had to tend to all his most intimate needs, he was always good tempered and never made me feel I was humiliating or demeaning him. We grew closer than ever, but I knew our time was running out. In another cruel twist of fate Jack was only exempted from deportation to a German internment camp by the sick certificate. An order of 1942 decreed that all the British men not born on the Channel Islands, from the young boys of sixteen to poor old men of seventy, would be transferred to Germany. Thinking about it now, it seems bizarre that such a reasonable bureaucratic rule could regulate the Germans' inhumanity. My darling's last days are as clear in my memory as if they were yesterday. He lay in our yellow bedroom, looking out over the garden to the sea. I only left his side for the briefest periods, and slept in a chair by his bed. Early one morning I woke from an uneasy doze. I looked over to Jack. His face was grey and much too old for his sixty-two years, he was no longer the boy he had always been in my heart. Lying stiffly in the middle of the bed, arms by his side, eyes and lips closed, his breathing was so shallow that his chest hardly rose or fell. I wondered if he felt the weight of the blankets or heard the wind outside. Did he even know how I sat with him? I looked out over the garden. The vegetable patches dug in the chamomile lawn were flourishing, but the grass was long, the roses run to briars, the pond filled with sludge and rotting weeds. I wanted to lie beside my darling and hold him, just as I had each night for so many years, so after I had removed my shoes and placed them together under the bed, I pulled back the sheets and lay on my side facing Jack. He didn't move. I traced my finger across his cheekbones and down his nose to the mouth I had kissed so often. His skin was cool and very dry. I moved over and pressed my body close to his and as he made no sign that this was uncomfortable, I began to relax. The house was quiet and, for the first time in weeks, I sank into a peaceful sleep. When I woke, the soft light of late afternoon was filtering through the curtains. The breeze had dropped outside and I heard a lone bird calling for its mate. Most of the birds had been killed and I thought I would put out some potato bread for him. What depths we were reduced to in those days, eating the gentle creatures around us. It was rumoured that some desperate soul had roasted and eaten a hedgehog, but I still can't believe that was true. There were so many dreadful stories in those days, you never knew what to believe. My hand found Jack's. It was icy. I willed myself not to think of it, but I knew he was gone. I touched his cheek, my fingers slightly warming the cold flesh, then I put my arms right around him and pressed my face into his neck. We lay like that for a long time. Eventually I got up, tucked the blankets around him and closed the window. Downstairs I washed in cold water and dressed in black stockings, black slip and my best black dress. My black shoes were still under Jack's bed, so I laced on my tan brogues. I found my veiled black hat and put it on the sideboard. Even though I knew it was ridiculous, I felt uncomfortable wearing brown shoes with black and returned them to the cupboard. I looked around for my pearls, and realised I had left them upstairs too. I stood outside the bedroom door for some time before I could enter. Then I went in, raised the window and sat on the chair. I don't know what I thought about, but after some time the chirping of the little bird brought me back to the present. Literary critics have mainly read Herman Melville’s short story “I and My Chimney” (1856) as allegory. This article elaborates on the tradition of interpreting Melville’s text allegorically by relating it to Fredric Jameson’s post-structural reinterpretation of allegory. In doing so, it argues that the story is not a simple example of allegory but rather an auto-reflexive engagement with allegory that reflects the cultural and historical ambivalences of the time in which Melville was writing. The suggestion is that Melville deliberately used signifiers (or the lack thereof) of directionality and place to reframe the overt context of his allegory (Civil War divisions of North and South) through teasing reference to the contemporaneous emergence of Manifest Destiny as an East-West historical spatialization. To this extent, from a literary-historical perspective, Melville’s text presents as an enquiry into the relationship between the obvious allegorical elements of a text and the literal or material elements that may either support or, as in this case, problematize traditional allegorical modes. In some ways, Melville’s story faintly anticipates Jameson’s post-structural theory of allegory as produced over a century later. “I and My Chimney” may also be linked to later texts, such as Jack Kerouac’s On the Road, which shift the directionality of American Literary History, in a definite way, from a North-South to an East-West axis. Laura Ingalls Wilder’s Little House books may also be mentioned here. While, in recent years, some literary critics have produced readings of Melville’s story that depart from the traditional emphasis on its allegorical nature, this article claims to be the first to engage with “I and My Chimney” from within an allegorical perspective also informed by post-structural thinking. To do this, it focuses on the setting or directionality of the story, and on the orientating details of the titular chimney.Written and published shortly before the outbreak of the American Civil War (1861-1865), which pitted North against South, Melville’s story is told in the first person by a narrator with overweening affection for the chimney he sees as an image of himself: “I and my chimney, two gray-headed old smokers, reside in the country. We are, I may say, old settlers here; particularly my old chimney, which settles more and more every day” (327). Within the merged identity of narrator and chimney, however, the latter takes precedence, almost completely, over the former: “though I always say, I and my chimney, as Cardinal Wolsey used to say, I and my King, yet this egotistic way of speaking, wherein I take precedence of my chimney, is hardly borne out by the facts; in everything, except the above phrase, my chimney taking precedence of me” (327). Immediately, this sentence underscores a disjunction between words (“the above phrase”) and material circumstances (“the facts”) that will become crucial in my later consideration of Melville’s story as post-structural allegory.Detailed architectural and architectonic descriptions manifesting the chimney as “the one great domineering object” of the narrator’s house characterize the opening pages of the story (328). Intermingled with these descriptions, the narrator recounts the various interpersonal and business-related stratagems he has been forced to adopt in order to protect his chimney from the “Northern influences” that would threaten it. Numbered in this company are his mortgagee, the narrator’s own wife and daughters, and Mr. Hiram Scribe—“a rough sort of architect” (341). The key subplot implicated with the narrator’s fears for his chimney concerns its provenance. The narrator’s “late kinsman, Captain Julian Dacres” built the house, along with its stupendous chimney, and upon his death a rumour developed concerning supposed “concealed treasure” in the chimney (346). Once the architect Scribe insinuates, in correspondence to the chimney’s alter ego (the narrator), “that there is architectural cause to conjecture that somewhere concealed in your chimney is a reserved space, hermetically closed, in short, a secret chamber, or rather closet” the narrator’s wife and daughter use Scribe’s suggestion of a possible connection to Dacres’s alleged hidden treasure to reiterate their calls for the chimney’s destruction (345):Although they had never before dreamed of such a revelation as Mr. Scribe’s, yet upon the first suggestion they instinctively saw the extreme likelihood of it. In corroboration, they cited first my kinsman, and second, my chimney; alleging that the profound mystery involving the former, and the equally profound masonry involving the latter, though both acknowledged facts, were alike preposterous on any other supposition than the secret closet. (347)To protect his chimney, the narrator bribes Mr. Scribe, inviting him to produce a “‘little certificate—something, say, like a steam-boat certificate, certifying that you, a competent surveyor, have surveyed my chimney, and found no reason to believe any unsoundness; in short, any—any secret closet in it’” (351). Having enticed Scribe to scribe words against himself, the narrator concludes his tale triumphantly: “I am simply standing guard over my mossy old chimney; for it is resolved between me and my chimney, that I and my chimney will never surrender” (354).Despite its inherent interest, literary critics have largely overlooked “I and My Chimney”. Katja Kanzler observes that “together with much of [Melville’s] other short fiction, and his uncollected magazine pieces in particular, it has never really come out of the shadow of the more epic texts long considered his masterpieces” (583). To the extent that critics have engaged the story, they have mainly read it as traditional allegory (Chatfield; Emery; Sealts; Sowder). Further, the allegorical trend in the reception of Melville’s text clusters within the period from the early 1940s to the early 1980s. More recently, other critics have explored new ways of reading Melville’s story, but none, to my knowledge, have re-investigated its dominant allegorical mode of reception in the light of the post-structural engagements with allegory captured succinctly in Fredric Jameson’s work (Allison; Kanzler; Wilson). This article acknowledges the perspicacity of the mid-twentieth-century tradition of the allegorical interpretation of Melville’s story, while nuancing its insights through greater attention to the spatialized materiality of the text, its “geomorphic” nature, and its broader historical contexts.E. Hale Chatfield argues that “I and My Chimney” evidences one broad allegorical polarity of “Aristocratic Tradition vs. Innovation and Destruction” (164). This umbrella category is parsed by Sealts as an individualized allegory of besieged patriarchal identity and by Sowder as a national-level allegory of anxieties linked to the antebellum North-South relationship. Chatfield’s opposition works equally well for an individual or for communities of individuals. Thus, in this view, even as it structures our reception of Melville’s story, allegory remains unproblematized in itself through its internal interlocking. In turn, “I and My Chimney” provides fertile soil for critics to harvest an allegorical crop. Its very title inveigles the reader towards an allegorical attitude: the upstanding “I” of the title is associated with the architecture of the chimney, itself also upstanding. What is of the chimney is also, allegorically, of the “I”, and the vertical chimney, like the letter “I”, argues, as it were, a north-south axis, being “swung vertical to hit the meridian moon,” as Melville writes on his story’s first page (327). The narrator, or “I”, is as north-south as is his narrated allegory.Herman Melville was a Northern resident with Southern predilections, at least to the extent that he co-opted “Southern-ness” to, in Katja Kanzler’s words, “articulate the anxiety of mid-nineteenth-century cultural elites about what they perceive as a cultural decline” (583). As Chatfield notes, the South stood for “Aristocratic Tradition”; the North, for “Innovation and Destruction” (164). Reflecting the conventional mid-twentieth-century view that “I and My Chimney” is a guileless allegory of North-South relations, William J. Sowder argues that itreveals allegorically an accurate history of Southern slavery from the latter part of the eighteenth century to the middle of the nineteenth—that critical period when the South spent most of its time and energy apologizing for the existence of slavery. It discloses the split which Northern liberals so ably effected between liberal and conservative forces in the South, and it lays bare the intransigence of the traditional South on the Negro question. Above everything, the story reveals that the South had little in common with the rest of the Union: the War between the States was inevitable. (129-30)Sowder goes into painstaking detail prosecuting his North-South allegorical reading of Melville’s text, to the extent of finding multiple correspondences between what is allegorizing and what is being allegorized within a single sentence. One example, with Sowder’s allegorical interpolations in square brackets, comes from a passage where Melville is writing about his narrator’s replaced “gable roof” (Melville 331): “‘it was replaced with a modern roof [the cotton gin], more fit for a railway woodhouse [an industrial society] than an old country gentleman’s abode’” (Sowder 137).Sowder’s argument is historically erudite, and utterly convincing overall, except in one crucial detail. That is, for a text supposedly so much about the South, and written so much from its perspective—Sowder labels the narrator a “bitter Old Southerner”—it is remarkable how the story is only very ambiguously set in the South (145). Sowder distances himself from an earlier generation of commentators who “generally assumed that the old man is Melville and that the country is the foothills of the Massachusetts Berkshires, where Melville lived from 1850 to 1863,” concluding, “in fact, I find it hard to picture the narrator as a Northerner at all: the country which he describes sounds too much like the Land of Cotton” (130).Quite obviously, the narrator of any literary text does not necessarily represent its author, and in the case of “I and My Chimney”, if the narrator is not inevitably coincident with the author, then it follows that the setting of the story is not necessarily coincident with “the foothills of the Massachusetts Berkshires.” That said, the position of critics prior to Sowder that the setting is Massachusetts, and by extension that the narrator is Melville (a Southern sympathizer displaced to the North), hints at an oversight in the traditional allegorical reading of Melville’s text—related to its spatializations—the implications of which Sowder misses.Think about it: “too much like the Land of Cotton” is an exceedingly odd phrase; “too much like” the South, but not conclusively like the South (Sowder 130)! A key characteristic of Melville’s story is the ambiguity of its setting and, by extension, of its directionality. For the text to operate (following Chatfield, Emery, Sealts and Sowder) as a straightforward allegory of the American North-South relationship, the terms “north” and “south” cannot afford to be problematized. Even so, whereas so much in the story reads as related to either the South or the North, as cultural locations, the notions of “south-ness” and “north-ness” themselves are made friable (in this article, the lower case broadly indicates the material domain, the upper case, the cultural). At its most fundamental allegorical level, the story undoes its own allegorical expressions; as I will be arguing, the materiality of its directionality deconstructs what everything else in the text strives (allegorically) to maintain.Remarkably, for a text purporting to allegorize the North as the South’s polar opposite, nowhere does the story definitively indicate where it is set. The absence of place names or other textual features which might place “I and My Chimney” in the South, is over-compensated for by an abundance of geographically distracting signifiers of “place-ness” that negatively emphasize the circumstance that the story is not set definitively where it is set suggestively. The narrator muses at one point that “in fact, I’ve often thought that the proper place for my old chimney is ivied old England” (332). Elsewhere, further destabilizing the geographical coordinates of the text, reference is made to “the garden of Versailles” (329). Again, the architect Hiram Scribe’s house is named New Petra. Rich as it is with cultural resonances, at base, Petra denominates a city in Jordan; New Petra, by contrast, is place-less.It would appear that something strange is going on with allegory in this deceptively straightforward allegory, and that this strangeness is linked to equally strange goings on with the geographical and directional relations of north and south, as sites of the historical and cultural American North and South that the story allegorizes so assiduously. As tensions between North and South would shortly lead to the Civil War, Melville writes an allegorical text clearly about these tensions, while simultaneously deconstructing the allegorical index of geographical north to cultural North and of geographical south to cultural South.Fredric Jameson’s work on allegory scaffolds the historically and materially nuanced reading I am proposing of “I and My Chimney”. Jameson writes:Our traditional conception of allegory—based, for instance, on stereotypes of Bunyan—is that of an elaborate set of figures and personifications to be read against some one-to-one table of equivalences: this is, so to speak, a one-dimensional view of this signifying process, which might only be set in motion and complexified were we willing to entertain the more alarming notion that such equivalences are themselves in constant change and transformation at each perpetual present of the text. (73)As American history undergoes transformation, Melville foreshadows Jameson’s transformation of allegory through his (Melville’s) own transformations of directionality and place. In a story about North and South, are we in the south or the north? Allegorical “equivalences are themselves in constant change and transformation at each perpetual present of the text” (Jameson 73). North-north equivalences falter; South-south equivalences falter.As noted above, the chimney of Melville’s story—“swung vertical to hit the meridian moon”—insists upon a north-south axis, much as, in an allegorical mode, the vertical “I” of the narrator structures a polarity of north and south (327). However, a closer reading shows that the chimney is no less complicit in the confusion of north and south than the environs of the house it occupies:In those houses which are strictly double houses—that is, where the hall is in the middle—the fire-places usually are on opposite sides; so that while one member of the household is warming himself at a fire built into a recess of the north wall, say another member, the former’s own brother, perhaps, may be holding his feet to the blaze before a hearth in the south wall—the two thus fairly sitting back to back. Is this well? (328)Here, Melville is directly allegorizing the “sulky” state of the American nation; the brothers are, as it were, North and South (328). However, just as the text’s signifiers of place problematize the notions of north and south (and thus the associated cultural resonances of capitalized North and South), this passage, in queering the axes of the chimneys, further upsets the primary allegory. The same chimney that structures Melville’s text along a north-south or up-down orientation, now defers to an east-west axis, for the back-to-back and (in cultural and allegorical terms) North-South brothers, sit at a 90-degree angle to their house’s chimneys, which thus logically manifest a cross-wise orientation of east-west (in cultural and allegorical terms, East-West). To this extent, there is something of an exquisite crossover and confusion of cultural North and South, as represented by the two brothers, and geographical/architectural/architectonic north and south (now vacillating between an east-west and a north-south orientation). The North-South cultural relationship of the brothers distorts the allegorical force of the narrator’s spine-like chimney (not to mention of the brother’s respective chimneys), thus enflaming Jameson’s allegorical equivalences. The promiscuous literality of the smokestack—Katja Kanzler notes the “astonishing materiality” of the chimney—subverts its main allegorical function; directionality both supports and disrupts allegory (591). Simply put, there is a disjunction between words and material circumstances; the “way of speaking… is hardly borne out by the facts” (Melville 327).The not unjustified critical focus on “I and My Chimney” as an allegory of North-South cultural (and shortly wartime) tensions, has not kept up with post-structural developments in allegorical theory as represented in Fredric Jameson’s work. In part, I suggest, this is because critics to date have missed the importance to Melville’s allegory of its extra-textual context. According to William J. Sowder, “Melville showed a lively interest in such contemporary social events as the gold rush, the French Revolution of 1848, and the activities of the English Chartists” (129). The pity is that readings of “I and My Chimney” have limited this “lively interest” to the Civil War. Melville’s attentiveness to “contemporary social events” should also encompass, I suggest, the East-West (east-west) dynamic of mid-nineteenth century American history, as much as the North-South (north-south) dynamic.The redialing of Melville’s allegory along another directional axis is thus accounted for. When “I and My Chimney” was published in 1856, there was, of course, at least one other major historical development in play besides the prospect of the Civil War, and the doctrine of Manifest Destiny ran, not to put it too finely, along an East-West (east-west) axis. Indeed, Manifest Destiny is at least as replete with a directional emphasis as the discourse of Civil War North-South opposition. As quoted in Frederick Merk’s Manifest Destiny and Mission in American History, Senator Daniel S. Dickinson states to the Senate, in 1848, “but the tide of emigration and the course of empire have since been westward” (Merk 29). Allied to this tradition, of course, is the well-known contemporaneous saying, “go West, young man, go West” (“Go West, Young Man”).To the extent that Melville’s text appears to anticipate Jameson’s post-structural theory of allegory, it may be linked, I suggest, to Melville’s sense of being at an intersection of American history. The meta-narrative of national history when “I and My Chimney” was produced had a spatial dimension to it: north-south directionality (culturally, North-South) was giving way to east-west directionality (culturally, East-West). Civil War would soon give way to Manifest Destiny; just as Melville’s texts themselves would, much later admittedly, give way to texts of Manifest Destiny in all its forms, including Jack Kerouac’s On the Road and Laura Ingalls Wilder’s Little House series. Equivalently, as much as the narrator’s wife represents Northern “progress” she might also be taken to signify Western “ambition”.However, it is not only that “I and My Chimney” is a switching-point text of geo-history (mediating relations, most obviously, between the tendencies of Southern Exceptionalism and of Western National Ambition) but that it operates as a potentially generalizable test case of the limits of allegory by setting up an all-too-simple allegory of North-South/north-south relations which is subsequently subtly problematized along the lines of East-West/east-west directionality. Abstract:
IntroductionWhat does it mean to be abroad in the modern Australian context? Australia has developed as a country where people increasingly travel both domestically and abroad. Tourism Research Australia reports that 9.6 million resident departures are forecast for 2015-16 and that this will increase to 13.2 million in 2024–25 (Tourism Forecast). This article will identify the development of the Australian culture of travel abroad, the changes that have taken place in Australian society and the conceptual shift of what it means to travel abroad in modern Australia.The traditions of abroad stem from the seventeenth and eighteenth centuries Grand Tour notion where Europeans and Britons travelled on or to the continent to expand their knowledge and experience. While travel at this time focused on history, culture and science, it was very much the domain of the upper classes (Cooper). The concept of the tourist is often credited with Thomas Cook’s first package tour in 1841, which used railways to facilitate trips for pleasure (Cooper). Other advances at the time popularised the trip abroad. Steamships, expanded rail and road networks all contributed to an age of emerging mobility which saw the development of travel to a multi-dimensional experience open to a great many more people than ever before. This article explores three main waves of influence on the Australian concept of abroad and how each has shifted the experience and meaning of what it is to travel abroad.Australians Abroad The post-war period saw significant changes to Australian society, particularly advances in transport, which shaped the way Australians travelled in the 1950s and 1960s. On the domestic front, Australia began manufacturing Holden cars with Prime Minister Ben Chifley unveiling the first Holden “FX” on 29 November 1948. Such was its success that over 500,000 Holden cars were produced by the end of the next decade (Holden). Throughout the 1950s and 1960s the government established a program to standardise railway gauges around the country, making direct travel between Melbourne and Sydney possible for the first time. Australians became more mobile and their enthusiasm for interstate travel flowed on to international transport (Lee).Also, during the 1950s, Australia experienced an influx of migrants from Southern Europe, followed by the Assisted Passage Scheme to attract Britons in the late 1950s and through the 1960s (“The Changing Face of Modern Australia”). With large numbers of new Australians arriving in Australia by ship, these ships could be filled for their return journey to Britain and Europe with Australian tourists. Travel by ship, usually to the “mother country,” took up to two months time, and communication with those “back home” was limited. By the 1960s travelling by ship started to give way to travel by air. The 1950s saw Qantas operate Royal flights for Queen Elizabeth II and the Duke of Edinburgh for their Australian tour, and in 1956 the airline fleet of 34 propeller drive aircraft carried a record number of passengers to the Melbourne Olympics. On 14 January 1958 Qantas launched the first world service from Melbourne flying the Kangaroo Route (via India) and the Southern Cross Route (via the United States) and before long, there were eight such services operating weekly (Qantas). This developing network of international air services connected Australia to the world in a way it had not been previously (Lee).Such developments in Australian aviation were significant on two fronts. Firstly, air travel was a much faster, easier, and more glamorous means of travel (Bednarek) despite the cost, comfort, safety, and capacity issues. The increase in air travel resulted in a steady decline of international travel by boat. Secondly, air travel abroad offered Australians from all walks of life the opportunity to experience other cultures, ideas, fashions, and fads from abroad. These ideas were fed into a transforming Australian society more quickly than they had been in the past.Social change during the late 1950s and into the 1960s connected Australia more closely to the world. The Royal Tour attracted the attention of the British Empire, and the Melbourne Olympics drew international attention. It was the start of television in Australia (1956) which gave Australians connectivity in a way not experienced previously. Concurrent with these advances, Australian society enjoyed rising standards of living, increased incomes, a rise in private motorcar ownership, along with greater leisure time. Three weeks paid holiday was introduced in NSW in 1958 and long service leave soon followed (Piesse). The confluence of these factors resulted in increased domestic travel and arguably altered the allure of abroad. Australians had the resources to travel in a way that they had not before.The social desire for travel abroad extended to the policy level with the Australian government’s 1975 introduction of the Working Holiday Programme (WHP). With a particular focus on young people, its aim was to foster closer ties and cultural exchange between Australia and partner countries (Department of Immigration and Boarder Protection). With cost and time commitments lessened in the 1960s and bilateral arrangements for the WHP in the 1970s, travel abroad became much more widespread and, at least in part, reduced the tyranny of distance. It is against the backdrop of increasingly connected transport networks, modernised communication, and rapid social change that the foundation for a culture of mobility among Australians was further cemented.Social Interactions AbroadDistance significantly shapes the experience of abroad. Proximity has a long association with the volume and frequency of communication exchange. Libai et al. observed that the geographic, temporal, and social distance may be much more important than individual characteristics in communication exchange. Close proximity fosters interpersonal interaction where discussion of experiences can lead to decision-making and social arrangements whilst travelling. Social interaction abroad has been grounded in similarity, social niceties, a desire to belong to a social group of particular travellers, and the need for information (Harris and Prideaux). At the same time, these interactions also contribute to the individual’s abroad experience. White and White noted, “the role of social interaction in the active construction of self as tourist and the tourist experience draws attention to how tourists self-identify social worlds in which they participate while touring” (43). Similarly, Holloway observed of social interaction that it is “a process of meaning making where individuals and groups shape understandings and attitudes through shared talk within their own communities of critique” (237).The unique combination of social interaction and place forms the experiences one has abroad. Cresswell observed that the geographical location and travellers’ sense of place combine to produce a destination in the tourism context. It is against this backdrop of material and immaterial, mobile and immobile, fixed and fluid intersections where social relations between travellers take place. These points of social meeting, connectivity and interaction are linked by way of networks within the destination or during travel (Mavric and Urry) and contribute to its production of unique experiences abroad.Communicating Abroad Communication whilst abroad, has changed significantly since the turn of the century. The merging of the corporeal and technological domains during travel has impacted the entire experience of travel. Those who travelled to faraway lands by ship in the 1950s were limited to letter writing and the use of telegrams for urgent or special communication. In the space of less than 60 years, the communication landscape could not look more different.Mobile phones, tablets, and laptops are all carried alongside the passport as the necessities of travel. Further, Wi-Fi connectivity at airports, on transport, at accommodation and in public spaces allows the traveller to continue “living” at home—at least in the technological sense—whilst physically being abroad. This is not just true of Australians. Global Internet use has grown by 826.9% from 361 million users in 2000 to 3.3 billion users in 2015. In addition, there were 7.1 billion global SIM connections and 243 million machine-to-machine connections by the end of 2014 (GSMA Intelligence). The World Bank also reported a global growth in mobile telephone subscriptions, per 100 people, from 33.9 in 2005 to 96.3 in 2014. This also means that travellers can be socially present while physically away, which changes the way we see the world.This adoption of modern communication has changed the discourse of “abroad” in a number of ways. The 24-hour nature of the Internet allows constant connectivity. Channels that are always open means that information about a travel experience can be communicated as it is occurring. Real time communication means that ideas can be expressed synchronously on a one-to-one or one-to-many basis (Litvin et al.) through hits, clicks, messages, on-line ratings, comments and the like. Facebook, Snapchat, Instagram, WhatsApp, Viber, Twitter, TripAdvisor, blogs, e-mails and a growing number of channels allow for multifaceted, real time communication during travel.Tied to this, the content of communicating the travel experience has also diversified from the traditional written word. The adage that “a picture tells a thousand words” is poignantly relevant here. The imagery contributes to the message and brings with it a degree of tone and perspective and, at the same time, adds to the volume being communicated. Beyond the written word and connected with images, modern communication allows for maps and tracking during the trip. How a traveller might be feeling can be captured with emojis, what they think of an experience can be assessed and rated and, importantly, this can be “liked” or commented on from those “at home.”Technologically-enhanced communication has changed the traveller’s experience in terms of time, interaction with place, and with people. Prior to modern communication, the traveller would reflect and reconstruct travel tales to be recounted upon their return. Stories of adventure and travels could be malleable, tailored to audience, and embellished—an individual’s recount of their individual abroad experience. However, this has shifted so that the modern traveller can capture the aspects of the experience abroad on screen, upload, share and receive immediate feedback in real time, during travel. It raises the question of whether a traveller is actually experiencing or simply recording events. This could be seen as a need for validation from those at home during travel as each interaction and experience is recorded, shared and held up for scrutiny by others. It also raises the question of motivation. Is the traveller travelling for self or for others?With maps, photos and images at each point, comments back and forth, preferences, ratings, records of social interactions with newfound friends “friended” or “tagged” on Facebook, it could be argued that the travel is simply a chronological series of events influenced from afar; shaped by those who are geographically distanced.Liquid Modernity and Abroad Cresswell considered tourist places as systems of mobile and material objects, technologies, and social relations that are produced, imagined, recalled, and anticipated. Increasingly, developments in communication and closeness of electronic proximity have closed the gap of being away. There is now an unbroken link to home during travel abroad, as there is a constant and real time exchange of events and experiences, where those who are travelling and those who are at home are overlapping rather than discrete networks. Sociologists refer to this as “mobility” and it provides a paradigm that underpins the modern concept of abroad. Mobility thinking accepts the movement of individuals and the resulting dynamism of social groups and argues that actual, virtual, and imagined mobility is critical to all aspects of modern life. Premised on “liquid modernity,” it asserts that people, objects, images, and information are all moving and that there is an interdependence between these movements. The paradigm asserts a network approach of the mobile (travellers, stories, experiences) and the fixed (infrastructure, accommodation, devices). Furthermore, it asserts that there is not a single network but complex intersections of flow, moving at different speed, scale and viscosity (Sheller and Urry). This is a useful way of viewing the modern concept of abroad as it accepts a level of maintained connectivity during travel. The technological interconnectivity within these networks, along with the mobile and material objects, contributes to overlapping experiences of home and abroad.ConclusionFrom the Australian perspective, the development of a transport network, social change and the advent of technology have all impacted the experience abroad. What once was the realm of a select few and a trip to the mother country, has expanded to a “golden age” of glamour and excitement (Bednarek). Travel abroad has become part of the norm for individuals and for businesses in an increasingly global society.Over time, the experience of “abroad” has also changed. Travel and non-travel now overlap. The modern traveller can be both at home and abroad. Modernity and mobility have influenced the practice of the overseas where the traveller’s experience can be influenced by home and vice-versa simultaneously. Revisiting the modern version of the “grand tour” could mean standing in a crowded gallery space of The Louvre with a mobile phone recording and sharing the Mona Lisa experience with friends and family at home. It could mean exploring the finest detail and intricacies of the work from home using Google Art Project (Ambroise).While the lure of the unique and different provides an impetus for travel, it is undeniable that the meaning of abroad has changed. In some respects it could be argued that abroad is only physical distance. Conversely overseas travel has now melded into Australian social life in such a way that it cannot be easily unpicked from other aspects. The traditions that have seen Australians travel and experience abroad have, in any case, provided a tradition of travel which has impacted modern, social and cultural life and will continue to do so.ReferencesAustralian Government.
