Abstract:
IREV is an acronym for INEC Result Viewing Portal and it is a digitalized technology that was introduced by INEC to help in the collation, storage and displaying of results uploaded from polling units. The primary goal for launching the technology is to promote transparency in the electoral process in the country. The basis for the introduction of the technology, its usage and legitimacy were defined in the Nigerian Electoral Act of 2022. The study seeks to examine IREV Portal and its impact on the outcome of the Presidential Election of 2023. Mixed method research design was used. Krejcie and Morgan table was used to determine the sample size of the study. Bourley Proportional Formula was used to distribute the sample to their cluster. Data of the study were sourced from both primary and secondary source. Questionnaire and interview were the major instruments utilized for the study. The study found that the application of IREV Portal in the Presidential Election of 2023 was not effective. The study also uncovers that the use of IREV does not guarantee an acceptable election's outcome in the 2023 National presidential election in Nigeria. The study recommends that the technology should be used at the required time (during), the need to reconcile the “must” in the Electoral Ac and judicial pronouncement, among others.

Abstract:
In the pursuit to enhance public electoral participation, lately the electoral body introduced the adoption of a twin-technology i.e. Bimodal Voter Accreditation System (BVAS) and INEC Election Result Viewing Portal (IReV), in subsequent elections. The efficacy of the twin-technology has raised a lot of apprehensions. Thus, it is against this backdrop this study assessed the public opinions and voting behaviours as regarding the worthiness and integrity of new Electoral Act with reference to INEC adoption of BVAS and IReV in Nigeria subsequent elections. The study adopted a survey research design, where data were primarily sourced from randomly sampled 400 Abuja municipal residents using questionnaires. Specifically, the study utilized descriptive analysis methods these include frequencies, percentages, charts and word-cloud in analyzing respondents views as regard awareness of the use of BVAS and IReV in Nigeria elections. It also employed the Fisher’s Exact Test to assess effects of the twin-technology awareness and its adoption on the public confidence in electoral process vis-à-vis their voting behaviour. The empirical findings from the descriptive analysis of the respondents revealed that there is great level of awareness among the public as regard the use of BVAS and IReV in subsequent elections in the country. Also, the study showed that respondents were full of praises for the innovation of the technology in Nigeria elections. Moreover, the Fisher’s Exact results showed that public awareness of use of BVAS and IReV positively influenced the public PVC collection rate. Howbeit, it revealed that public awareness of use of BVAS and IReV positively influenced voters’ turnout in subsequent General Election, if and only if electoral misconducts can be downcast. Thus, the study recommended that INEC could ensure full implementation and deployment of BVAS and IReV technology in coming (subsequent) elections. Also, INEC with NBA collaboration could ensure all electoral misconducts perpetrators are brought to justice as this would downcast electoral misconducts in the country and thereby enhancing voters’ turnout.

Abstract:
To mitigate electoral challenges in Nigeria, the Independent National Electoral Commission (INEC) deploys Smart Card Readers (SRC) to conduct the 2015, 2019 elections. However, the SCR had challenges, such as the inability to authenticate voter cards and verify biometric data. Hence, INEC introduced Bimodal Voter Accreditation System (BVAS) in 2023. Relying on data generated using the macro qualitative and eclectic approach (Technological Acceptance Model and Innovation Diffusion Theory), the paper assesses the acceptance, challenges of BVAS and the relative advantage, compatibility, complexity, trial-ability and the observability of BVAS during the 2023 presidential elections. The findings reveal that INEC's failure to upload the election results on the Result Viewing (IREV) portal in real-time was a significant setback, leading to doubt about the credibility of the elections. This failure was not only a breach of the 2022 Electoral Act but also of INEC's guidelines. Therefore, the paper recommends an effective way of administering elections in Nigeria using technology-based devices

Abstract:
Election-related Despite the introduction of technological innovations such as the Bimodal Voter Accreditation System (BVAS) and the INEC Result Viewing (IReV) portal, Nigeria’s 2023 general elections were still marred by persistent electoral violence. These technologies aimed to enhance transparency, credibility, and reduce malpractice. This study critically examined their application in mitigating election-related violence in Akwa Ibom State. Using the frustration-aggression theory as its analytical framework, the research adopted a qualitative approach and conducted thematic analysis. Findings revealed that political rivalry, thuggery, and intimidation by candidates and their supporters were major drivers of violence, especially in opposition-dominated areas. These acts created a climate of fear and significantly reduced voter turnout. Although BVAS and IReV were designed to promote electoral integrity, their effectiveness was compromised by reliability issues and a lack of public trust. The study concludes that technological innovations alone are insufficient in addressing systemic democratic deficits. It recommends the establishment of an independent “Electoral Offences Commission” with prosecutorial powers to investigate, arrest, and prosecute perpetrators of electoral violence and technological sabotage. Enforcing accountability is crucial to ending impunity, strengthening the rule of law, and building a more credible and peaceful democratic process in Nigeria.

Abstract:
Undoubtedly, election is the cardinal defining characteristic of a democracy since the legitimacy of democratic governments anchors heavily on the contest of elections, which must be free, fair, and regular. Notably, the conduct of elections in Nigeria often suffers from a number of organizational and administrative shortcomings which in turn affects the nature, degree of transparency of the electoral process and its eventual outcomes. This paper focused on Nigeria’s 2023 elections using a historical and descriptive investigative approach, with pertinent data drawn from documentary sources and analysed within the context of democratic theory. Obviously, though there was intensive preparation by INEC and a significant improvement in the conduct of the elections, especially with implementation of the Bimodal Voter Accreditation System (BVAS) and INEC Result Viewing (IReV) portal, the outcome of the polls was a dashed hope for Nigerians. The election was marred by electoral violence, voters’ suppression, ethnic politics, low voter turnout and insufficient technology. Lessons from the election indicate that guaranteeing electoral credibility requires concerted and determined effort, since technology alone cannot ensure it. Accordingly, the paper recommended, among other things, a thorough evaluation of the 2023 elections by INEC to identify operational flaws and remedy them effectively to restore citizens’ dashed hopes; unbundling of the commission and some of its responsibilities delegated to other institutions; undertaking continuous reforms towards conducting credible and acceptable elections founded on democratic principles and aimed at achieving electoral integrity and satisfying the expectations of electorates in future elections. Abstract:
This paper examines some of the most profoundly complex factors that influenced the 2023 general election process and its outcome in Nigeria. Methodologically structured in qualitative method, it drew its data from secondary sources; textbooks, journals, internet, official INEC website and from over 26 Nigerian daily Newspapers. These were contently analyzed within the context of the subject matter under consideration. Findings reveal that despite the optimism generated by INEC’s improved electoral technologies; Bi-modal Voting Accreditation System(BVAS) and INEC’s Results Viewing Portal(IREV) which aimed at guaranteeing the transparency of electoral results, the 2023 general elections was held amid difficult environment characterized by wide spread insecurity and uncertain governmental policies, operational and logistics challenges, malfunctioning electoral technologies, violence and intimidation, electoral fraud, lack of transparency in communication and collation of results, inadequate infrastructure among others. From these findings the paper recommended the imperatives of strengthening the institution of INEC by making it truly independent and in this way, it can guarantee a fraud-free election which will be a reflection of the will of Nigerians. This will bolster democracy and foster a more stable future elections in the country.

Abstract:
The paper sought to discuss the disposition of the voters as it affected the outcome of the 2023 presidential election in Nigeria. The objective was to interrogate the disposition of the voters and its impact on the presidential election. It adopted the qualitative secondary research approach as its research methodology and also relied on grounded theory strategy of inquiry. The paper utilized the rational choice theory (RCT) as its theoretical framework. It found out that the voters were highly mobilized to participate in the electoral process through effective voter education, promise to deploy technology which included INEC voter enrolment device (IVED); Bimodal Voter Accreditation System (BVAS) for both voter accreditation and e-transmission of results for collation; and the INEC results viewing (IReV) portal that will offer the public access to view polling units results real-time. Although, the voters’ disposition significantly influenced the outcome of the presidential election, INEC failed to deliver on their promises and changed the rules in the middle of the exercise. It was recommended that the 2022 Amended Electoral Act be reviewed to ensure absolute use of technology to conduct and declare election results as well as embrace the use of e-voting technology utilizing e-ballot papers to allow voting from any location if duly registered, and permit diaspora voting in the democratic system in Nigeria.
