Abstract:
Purpose Professional ethics is explored with three main foci: a critique of codes of conduct and the value of creating a global code for information and communication technology (ICT); a critique of ICT professional certification; and the debate over whether ICT is really a profession. Design/methodology/approach This is a conceptual reflection on the current state of the ICT industry internationally, informed by the literature. Findings Compared to a mature profession, such as health, ICT is a young profession. This is evidenced in the disparity of domains of practice, the lack of agreement on universal values governing the industry and the ongoing difficulties in creating international certification. Originality/value Until now, there has been little recognition of the corporatisation of ICT professionals and the effect that has on their ability to engage in appropriate professional ethics. More research is needed to explore appropriate ways in which ethical behaviour can be encouraged in the corporate workplace, including how professional development can be strengthened through building learning organisations.

The wave of changes pervading the global community presently has called for proactive measures in virtually all aspects of human endeavours to meet the exigencies of change and challenges coded new normal. Education and instructional delivery should therefore be global best practices compliant to give a country relevance among nations. Doing this successfully requires stakeholders in education to meet with the exigencies of the time. Since teachers are the drivers of the nation’s education programmes, they should be prepared to go beyond the traditional face-to- face (F2F) classroom setting. This requires being exposed to the rapid development in Information Communication Technology (ICT) and being able to cope with the challenges of the new normal in teaching. This is encapsulated in the media-mediated instruction that allows for the use of advances in various communication technologies in achieving educational goals which is the major reason of this study. This research therefore examines how, within the new normal, teachers can conduct effective teaching and learning, improve the quality of education, and the way forward for effective teaching and learning in the Arts and Humanities using media-mediated instructional tools.

Abstract:
Bilateral and multilateral agreements have been one of the mechanisms through which growth and development have taken place. The newly created independent states of the Cold War period presented a major paradigm shift in international cooperation to include military diplomacy. Kenya and India being among these newly created states have had their cooperation where by the two countries have used their good diplomatic relations to bolster one another's military capabilities. The current study sought to put into perspective the conduct of bilateral relations between Kenya and India. The objective of this study was to examine the nature of bilateral cooperation in enhancing Kenya-India military-diplomatic relations since 1963. The study was anchored on power theory. The study adopted a descriptive research design. The study was carried out in Nairobi County, Kenya with a specific focus on the Ministry of Foreign Affairs, Defence Ministry, and Indian High Commission. The target population was 2500. The sample size for the study was determined using Yamane's (1967) formula to calculate the sample size, which was 250 Qualitative data obtained from interviews were analysed using narrative reports using thematic techniques. Quantitative data from the questionnaires was edited, coded, and entered into a computer spreadsheet in a standard format to allow descriptive statistics analysis. Statistical Packages for Social Sciences (SPSS) edition 24 and Microsoft Office Excel 2013 were used for the quantitative data. The findings of the study revealed that the nature of Kenya-India military diplomatic relations manifested in various forms including through High-profile visits by Kenyan and Indian officials to both states as a way of strengthening bilateral relations. Technological transfer was another way through which these two nations shaped their diplomatic relationship, particularly in information and communication technology (ICT). Additionally, Defense trade and trade agreements, Security Partnerships, Counterterrorism activities, Maritime Safety, and Peacekeeping missions were common areas of cooperation between Kenya and India. The study concludes that bilateral cooperation between Kenya and India has been instrumental in enhancing their military-diplomatic relations since 1963. The study recommends that, to better understand the nature of bilateral cooperation, Kenya and India should establish a permanent joint military commission to oversee and coordinate defense initiatives.

The use of Information and Communication technology (ICT) in schools in Pakistan has been increasing throughout the last ten years. This study explores the experiences of professionally qualified secondary school teachers regarding the integration of ICT in the classrooms for effective teaching and learning. A survey research design was adopted to conduct this study. The population consisted of teachers who have obtained their Bachelor and Master Degrees in Education from teacher education colleges during the last five years. A survey questionnaire was designed to collect data and SPSS 20 was used to analyze the data. The study discovered that most of the teachers lack the ability to integrate ICT in the classroom because they found themselves poorly prepared and not motivated to do so. The teachers who participated in this study presented solutions to the problems, such as investment in transforming schools into technologically friendly schools, professional development of teachers, improving support mechanism.

Abstract:
This paper aimed to gain an insight about the relationship between Information and Communication Technology (ICT) and employee performance at Private Management Colleges in the Kathmandu District. Descriptive analysis was used to explore the dimensions of academic performance. To conduct this research, a quantitative methodology was employed. Questionnaires was the main instrument used for the data collection. The study restricts to the private management colleges and institutions only. A Total of 45 teaching faculties of Kathmandu district were selected for the study to explore the use of ICT in relation to the employee performance. Individual consent was taken for ethical consideration. Mean, Standard deviation and Correlation was adopted to measure the objectives. The findings showed that the role of ICT to uplift teaching and learning practice at Private Management College seems to be substantial in the current scenario. The performance of faculty members in private management colleges in the sense of efficiency of work (r=0.612**, p=0.00), planning the work(r=0.632**, p=0.00), creativity and innovation(r=0.547**, p=0.00) and making effort(r=0.454**, p=0.02) was significantly contributed by the use of ICT. ICT played a significant role to uplift the performance of faculty members of private management college of the Kathmandu district. All the results presented so far in the study have been found to be indicating strong and positive relationship between ICT and employee performance. Statistically, it can be concluded in one sentence that if one point changes in ICT, it can bring 4 to 6 times positive changes in employee performance. In the future, the researcher should also investigate the impact of workforce diversity on team performance.

This study aimed to determine the level of competence of Information Communication Technology Coordinators in Elementary Schools of Ramon District, Isabela during the School Year 2019-2020. This study used descriptive method of research, employing the questionnaire checklist in gathering data. This method was adopted since the study aimed to find the level of competence of ICT coordinators. Mean was used to determine the level of competence of the ICT Coordinators. Results of the study shows that the respondents have an overall high level of competence on competencies related to technical operations and concepts, and productivity of various ICT tools. The respondents have an overall high level of competence on the standard 2. This implies that the ICT coordinators assumed they were highly skilled in using appropriate office and teaching productivity tools. Moreover, the respondents have an overall high level of competence related to social, ethical, legal and human issues, and community linkage, which means that the ICT coordinators acknowledge they were highly skilled in recognizing and practicing ethical use of technology in both personal and professional level. To effectively assess the level of competence of ICT coordinators, their roles, duties, and functions must be properly defined based on their job description in the Position Description form that every permanent government official obtained upon appointment for a permanent position. Therefore, the position ICT Coordinators should not remain as designation, but, should be included in the Plantilla of Personnel as a new regular item position. The findings of this study may be best translated through the conduct of trainings and seminars to update the ICT Coordinators with new trends and techniques in teaching. Likewise, the Department of Education may craft a policy to clearly define the roles and functions of ICT Coordinators in schools.

The progression of Information and Communication Technology (ICT) use has kindled new ways of learning. Effectiveness of new strategies of learning needs to be scientifically tested to assure their efficacy in instruction. The study aimed to look into the influence of blended learning environment on the pre-service teachers’ ICT instructional skills. Respondents of the study were pre-service teachers enrolled in Benguet State University. The study employed the static pretest-posttest control group experimental research design. Descriptive and inferential statistics were used to treat the data. Research findings revealed that pre-service teachers’ performance before and after the conduct of face-to-face and blended modes of learning exhibited substantial increase in their learning. Exceedingly high learning result along use of blended mode were disclosed along technology literacy, knowledge deepening, knowledge creation, use of ICT to introduce new lessons and use of ICT to extend learning. Similarly, comparable learning results along face-to-face mode of learning were noted along technology literacy, knowledge deepening, knowledge creation, use of ICT to introduce new lessons, reinforce learning, and use of ICT to supplement knowledge. The use of both face-to-face and blended modes of learning led to significant acceleration of ICT skills development of pre-service teachers. Learning gains between blended learning and face-to-face modes learning are comparable. They are likewise complementary in developing the pre-service teachers’ ICT instructional skills

Abstract:
This study aims to understand the nature of information and communication technology in technology convergence. We form a knowledge network by applying social network theories to Korean patent data collected from the European Patent Organization. A knowledge network consists of nodes representing technology sectors identified by their International Patent Classification codes and edges that link International Patent Classification codes when they appear concurrently in a patent. We test the proposed hypotheses using four indices (degree centrality, E-I index, entropy index, and clustering coefficient). The results show that information and communication technology is easily attached but tends to converge with similar technology and has the greatest influence on technology convergence over other technologies. This study is expected to help practitioners and policymakers understand the structure and interaction mechanisms of technology from a systematic perspective and improve national-level technology policies.

Information and communication technology (ICT) undoubtedly changes the lives of people, especially in this time of pandemics. Almost all the communications strategies of the different agencies have adopted the technology. ICT has posed a lot of benefits from making communication faster and circulating information. ICT brings impact to the educational field through rapid development and positive changes. The Department of Education designated ICT Coordinators to oversee the duties and functions of technological assistance in the school.This study determined the Information and Communication Technology Coordinators competency skills and clients satisfaction involving a total of 297 respondents including the ICT coordinators of each school.Employing the descriptive correlational research design, this study had utilize a researcher developed questionnaire to gather the data from the ICT coordinators and teachers from the elementary schools in the Division of Biliran. The results found that the ages of the respondents have ranged from 22 to 45 years, most of them are female, married, Masters Degree holders, mostly 10 to 14 years in the service, and have attended local training and seminars. The level of competency skills of ICT coordinators in terms of computer system servicing was moderately competent, and in terms of preventive maintenance was highly competent.Therewas a high level of clients satisfaction. The sex and number of years in the service have a significant relationship to clients satisfaction, while the age, educational attainment, and training and seminars attended have no significant relationship to clients satisfaction. There was also significant relationship between the competency skills of ICT coordinators and clients satisfaction.Moreover, results also indicated that ICT coordinators have encountered problems while rendering their services to their clients such as: no available funds allocated for the maintenance of the computers due to limited allocation of Maintenance and Other Operating Expenses (MOOE) ICT Coordinators were assigned to various school activities and under regular teaching hours and some computer units were no longer functional.The school administrators shall conduct training and workshops which should focused on computer servicing to enhance the level of competency skills of ICT coordinators andfund may also be allocated for the maintenance of computer units and to upgrade the internet connectivity to improve the level of clients satisfaction.

The objective of the paper was to examine the utilization of ICT while conduct autonomous learning also to ensure teachers' abilities in the implementation of social media technology to support English Foreign Language (EFL) teaching classes. The survey used with collecting the data from several young teachers by the descriptive-qualitative method. The data showed four from six respondents already known ICT as well, automatically those five young teachers have the appropriate ELT tools by various social media. On the other hand, not many ideas are found in the comprehension of conducting autonomous learning. Basically, the teachers understand how important student-centered to conduct particularly in EFL classes. In contrast, it was not balanced with the idea to develop ICT in designing interactive modern learning classes. This matter similar to the case of senior teachers who have no enough knowledge about the global technology development rate. This case was found in the previous survey to be precise with the teacher in high school. The senior teacher just utilizes one or two ICT tools in the ELT classes. The limitation of tools could make the output and outcome of the learning process is not optimal. Furthermore, this paper shows the importance of integration of ICT tools and ELT which should be mastered by teachers in this 4.0 era.

The study focuses on understanding the need to enlarge teachers' education about ICT and its effects on teachers' instructional competencies. It is important to develop alternative approaches for teachers' preparation that reflect a holistic and integrated approach which addresses students' concerns for technology training and teachers' preparation programs due to the changing nature of the learning and teaching process in universities. Moreover, the research was a survey method and quantitative in nature. The research population were 63 teachers from the Faculty of Social Sciences at the International Islamic University, Islamabad, Pakistan. However, objectives of study were to identify the effective instructional competencies of teachers in using Information Communication Technology and to find out the effects of Information Communication Technology in enhancing teacher's instructional competencies at university level. Further, to collect data, closed-ended questionnaires were used, and descriptive statistic was used to analyse the data. The result discovered that it's easy to teach by using ICT, and teachers can create a positive and healthy atmosphere in the classroom by using Information Communication Technology. Teachers have the freedom to design their own teaching aids, but unfortunately, lack of ICT access prevents teachers from using them. The researcher recommended that university management should conduct seminars and workshops on ICT training for teachers so that they can teach their students with the help of Information Communication Technology.

Current managerial communication in the global business world has recently experienced dramatic and unprecedented changes connected to the use of Information and Communication Technology (ICT) in business and managerial communication. The objective of this paper is to analyze the changes in ICT-enhanced business and managerial communication in Small and Medium Enterprises (SMEs) in the Czech Republic. The use of ICT in business and managerial communication is obvious and brings various benefits, but it also has some drawbacks that should be identified and analyzed. From a methodological point of view, this study is twofold. Firstly, we conduct a systematic review of the current literature on the topic of business and managerial communication, providing an understanding of the recent development in the area of business and managerial communication. Secondly, we conduct qualitative research into the current state of ICT-enhanced managerial and business communication in several SMEs in the Czech Republic. The findings of the literature research show that there are two key aspects that define modern business and managerial communication, i.e., interculturality and interconnectedness. These two aspects of business and managerial communication are very recent, and they bring many challenges that must be considered in order to optimize communication. These altered communication paradigms have the potential to improve global competitiveness and produce new opportunities in the global market. The second part of the research shows that the general awareness of the changes in business communication is limited, and this could potentially pose a threat to business and managerial communication, leading to a loss of opportunities and reduced competitiveness. The majority of global-based companies have already become culture-, communication-, technology- and information-dependent, and ignoring or neglecting this fact presents a significant risk, which may be one of the biggest threats to global competitiveness. Since the success of SMEs is critical for the development of the national economy, it is recommended that company communication be continuously enhanced by frequent training at all organizational levels. This presents a challenge for educational institutions and training centers, managers and businesspeople, of creating communication competencies that would be highly rewarded in the global business environment.

Purpose: The purpose of the study was to assess the information communication technology as a strategic tool in the delivery of judicial services.Methodology: The study adopted a descriptive case study design. The population of the study was staff drawn from various departments of the judiciary. The sample of 59 was selected using a stratified sampling technique. The data collection tool was questionnaire. The data was analyzed using descriptive statistics such as means, frequencies and percentages. In addition, SPSS was used to conduct factor analysis.Results: Results indicate that the factors that affect the strategic adoption of ICT in the judiciary had a positive relationship with the adoption of ICT. The findings indicated that the judiciaries in Kenya face low adoption of ICT.Unique contribution to theory, practice and policy: Following the study results, the judiciary was recommended to introduce induction training in basic computer packages. The judiciary was also recommended to change the attitudes and perception of staff towards technological factors which include the perceived relative advantage of ICT, compatibility of ICT, complexity of ICT, Triability of ICT, and observability of ICT. It was also recommended that the organization should have adequate resources so as to enhance smooth adoption of ICT. The judiciary was also recommended to try and incorporate young people in the system as they tend to embrace ICT as compared to older managers, employ qualified personnel who are enthusiasts, pragmatists and artisans.

Information and Communication Technology (ICT) used in special educational institutes by teachers for instruction. The need and importance of ICT enhanced during covid-19 era. The objectives of the study were; 1) to investigate the teachers’ perception about the role of information and communication technology to improve instruction in special education, 2) To ascertain the present condition of the usage of information and communication technology in special educational institutions. Quantitative survey design employed to conduct the study. The researchers themself comprising closed ended statements and open-ended questions to analyse the teachers’ perception structured a questionnaire. Questionnaire validated through expert opinion and pilot testing. Questionnaire was distributed though social media i.e. WhatsApp and facebook in form of Google form. The responses of 30 national and international teachers gained. Quantitative data were analysed through statistical techniques i.e. frequency count and percentage. Qualitative data were analysed through thematic analysis. Results revealed that teachers perceived significant role of ICT to improve instruction in special education. Many special education teachers argued that they are using different modes of ICT i.e. multimedia, projector, smart mobile, different videos and simulations and it is helpful in instruction. Special leaners take interest and learn better through ICT. Moreover, special education teachers claimed that ICT saves time of teaches. Further research may be conducted through observational designs or mixed methods research designs.

Information and Communication Technology (ICT) useful to support English Language Teaching (ELT) for foreign language. However, this world particularly needs human resources who mastering English material and modern technology. The objective of this paper was to examine the utilization of ICT while conduct autonomous learning also to ensure teachers' abilities in the implementation of social media technology to support English Foreign Language (EFL) teaching classes. The survey used with collecting data from several young teachers by descriptive-qualitative method. Data showed four from six respondents already known ICT as well, automatically those five young teachers have appropriate ELT tools by various social media. Basically, teachers understand how important student-centered to be conducted particularly in EFL classes. In contrast, it was not balanced with the idea to develop ICT while designing interactive modern learning classes. Then, one case was found in the previous survey to be precise with high school teachers. Senior teachers just utilize one or two ICT tools in the ELT classes. The limitation of tools could make the output and outcome of the learning process is not optimal. Furthermore, this paper shows the importance of ICT integration tools and ELT which should be mastered by teachers in 4.0 era.

Purpose This study aims to present a state-of-the art review on information and communication technology (ICT) research in hospitality and tourism published between 2014 and 2017. Design/methodology/approach A total of 288 full-length articles from eight top-tier hospitality and tourism journals were gathered by harnessing a systematic literature search approach. Subsequently, the authors used a qualitative content analysis to review, analyse and assign all included articles into a framework with six consumer-related and five supplier-related research streams. Findings In terms of volume (i.e. the amounts and ratios of ICT research in top-tier journals by publication year) and variety (i.e. the diversity of research topics), a significant progression of ICT research in hospitality and tourism is observed. However, some old and new knowledge gaps are still inadequately addressed, thus requiring scholars and practitioners to conduct additional research in the future. Practical implications The accumulation of knowledge and actionable clues in this study is expected to keep practitioners updated with the overwhelming volume of ICT research. Originality/value This study contributes to the literature by accelerating the accumulation of knowledge on research topics and setting forth an agenda for future research. The findings also complement prior literature reviews by providing an overview of how knowledge on ICT research in hospitality and tourism has progressed since 2014.

Purpose Drawing on social feminist theory, this paper aims to close gaps between knowledge about gender-related barriers to information, communication and technology (ICT) adoption and the provision of entrepreneurship education and training (EET) programs. Design/methodology/approach Empirical findings are drawn from 21 semi-structured interviews (22 informants) possessing differing training expertise regarding digital technology among women entrepreneurs. An open-coding technique was adopted where descriptive codes were first assigned to meaningful statements. Interpretive and pattern codes were then assigned to indicate common themes and patterns, which were reduced to higher-order categories to inform the research questions. Findings The findings specify and validate further gender influences in the digital economy. Digital skills are identified, and strategies to close gender barriers to ICT adoption with EET are described. The findings are discussed in reference to a large-scale, Canadian ICT adoption program. Research limitations/implications Perceptual data may be idiosyncratic to the sample. The work did not control for type of technology. Gender influences may differ by type of technology. Practical implications Findings can be used to construct gender-inclusive ICT supports and inform ICT adoption policies. This includes program eligibility and evaluation criteria to measure the socio-economic impacts. Originality/value The study is among the first to examine the intersection between knowledge about gender-related barriers to ICT adoption and EET. The findings can be adopted to ICT support programs targeted at small business owners and entrepreneurs.

Farmers in Bangladesh are gradually adopting and using ICT-based agricultural applications. This study attempted to identify the factors influencing the use of agro-based mobile applications by farmers in Chandpura village of Barisal district. The study examined farmers' access to ICT in terms of smartphone ownership, internet access, their ICT use behaviour for agriculture, and their knowledge and use of agro-based mobile applications. The research was conducted following the principles of qualitative methods in case studies. For data collection and analysis, in-depth interviews, semi-structured questionnaires, and narrative data analysis were utilised. The results showed that farmers were primarily influenced by personal factors such as need, age, education, and satisfaction. The youth were more receptive to innovations because they were more educated and adaptable. In addition, technological factors, such as access to a device and the internet, digital knowledge, ease of use, and a support network, played a significant role in this regard. While the study helped us understand the significance of ICT technology for the continued development of the agricultural sector, market and weather information were neglected in agro apps for small villages where disease, market, and weather information took precedence. Before implementing any technology, it is crucial to conduct research on the population and their specific needs. The implication is that the study helped us comprehend the significance of ICT technology for the advancement of the agriculture sector, even in small villages, and how implementing an ICT-based "agricultural advisory service" supported and benefited farmers. Debate regarding the impact of information and communication technology (ICT) on health outcomes has prompted researchers to conduct analyses across many parts of the globe, yet, still little is known about the ICT impact in the African continent. Using a robust multivariate approach, this study examined system-wide impact of ICT diffusion on multiple health outcomes for HIV and tuberculosis among sovereign countries of Africa. This study utilized longitudinal panel data from the World Bank and International Telecommunication Union databases between 2000 and 2016. We relied on a robust linear dynamic panel model to incorporate lagged time variables to estimate the relationships between ICT infrastructure (mobile phone use, internet access, and fixed-telephone subscriptions) and HIV and tuberculosis outcomes. Econometric analyses found that the coefficients of the aggregate ICT variables were all negative (except for fixed telephones) for tuberculosis health measures and HIV prevalence, and positive for access to antiretroviral therapy. The diffusion of mobile phones and internet was associated with decreased incidence of tuberculosis, HIV prevalence, and tuberculosis mortality rates. However, increased diffusion of these three ICT tools was associated with increased access to antiretroviral therapy. Thus, African governments should identify investment strategies for adopting and implementing ICT to improve population health outcomes.

Abstract Population aging is accompanied by an increase in chronic diseases such as cancer. Colon cancer is the third most common cancer and a leading cause of cancer death. Screening tests can aid early detection and treatment. It is unclear how information and communication technology (ICT), especially media through mobile devices, influences cancer screening. This study analyzes the relationship between ICT usage and colon cancer screening among U.S. adults. Data are from the second cycle of the Health Information National Trend Survey 5. Cancer screening included having one of the following: colonoscopy, sigmoidoscopy and/or stool blood test to check for colon cancer. Approximately 70% of respondents had at least some college education, 51% were female, and the mean age was 48 years. More than half of respondents report using apps on a tablet or smartphone for health and wellness purposes, and around 70% of them used apps for health communication and decision-making. Based on results of a binary logistic regression model, people who use mobile apps for discussions with health care providers (p<0.01), who use the internet to look for information about cancer (p <0.01), and who do not use mobile apps to make decisions about how to treat an illness or condition (p<0.01) are more likely to conduct cancer screening. ICT usage may enable people to gather information about cancer screening and improve patient and physician communication. Future studies should explore longitudinal associations between ICT usage, cancer screening, and cancer outcomes.

Purpose – The purpose of this paper is to investigate how organizations focusing on employee-driven innovation (EDI) use information and communication technologies (ICT)-based tools in their innovation work. EDI involves systematic exploitation of knowledge resources in organizations. Thus, the role of ICT for efficient knowledge management is important in this respect. Design/methodology/approach – In-depth interviews with employees, managers and union representatives from 20 organizations focusing on EDI were conducted. The sample included organizations from eight different industries, representing both private and public sectors. Findings – The results show that ICT-based tools can support the processes of acquisition, dissemination and exploitation of knowledge, which are important aspects of EDI. However, use of ICT-based tools has to be aligned with organizational structures and professional role conduct to be efficient. Practical implications – This study contributes to practice by highlighting several factors that organizations should emphasize to succeed with application of external and internal knowledge in their innovation work. Originality/value – This study applies a knowledge management perspective on the role of ICT-based tools to support EDI in organizations. The findings contribute to an improved understanding of organizational conditions for succeeding with use of ICT-based tools in innovation work, and emphasize that perspectives on knowledge management, technology management and human resource management have to be combined to understand how EDI can be promoted by using ICT in organizations.

Technology has become one of society’s everyday functional tools, changing rapidly and providing widespread mobility. In South Africa alone, the number of Internet users grew from 8,5 million to 24,9 million in only three years (2011-2014). Currently, 90 per cent of these users access this facility from their mobile devices. Statistics illustrate that South Africans are moving towards a continuously connected lifestyle, a situation in which information and communication technology (ICT) seems to have become ubiquitous. Given the rapid growth of ITC technology and its absorption into people’s lives (both personally and professionally), the general aim of the present research was to investigate the use of ICT among employees and how it affects their work-life interaction (WLI). The researcher employed a qualitative research approach in accordance with which a sample of 25 employees was interviewed. Interviews were recorded, transcribed and processed by means of thematic analyses. Three themes with corresponding sub-themes were extracted: use of ICT (i.e. in both work and family domains); challenges that ICT use presents; and the way in which employees manage their WLI by means of ICT. The participants experienced WLI as mostly negative. However, they also mentioned two different approaches that helped them manage interaction between their work and family domains. These approaches entail 1) applying limits to their use of ICT, and 2) using ICT to create flexibility. This article advises that organisations should consider adopting ICT to assist their employees in the management of these two domains. This could be done in two ways. First, organisations could implement a code of conduct or provide guidelines for eliminating the intrusive and excessive use of ICT, especially after working hours. Secondly, organisations could pilot or implement flexible working hours and possible telecommuting initiatives.

The producers of ICT frequently use it as a tool for defining and implementing strategies aimed at achieving stability and democracy. While the traditional battlefields remain in upheaval, manoeuvres on the digital terrain do not progress in parallel. This paper will examine the foreign policy implications of the pervasive cultural bias of the ICTs connected to revolution and stabilization efforts describing how this bias shifts power away from the populations using the technology and toward the actors controlling the programs and codes. The ICTs deployed for conflict management and democratization are plagued by cultural bias which disenfranchises users, thereby diminishing the technology’s potential for use in participatory actions by removing authorship and contributing to information gatekeeping by the creators of the technology which tend to be European or American.

Three objectives and three research questions were raised to guide the conduct of the study. The study adopted a descriptive survey design. Where a sample of 621 respondents were randomly selected from the study area. These respondents comprised of 378 students and 234 lecturers. 27 items intended to elicit information on the application of Information and Communication Technology in the administration of the Federal College of Education, Yola. The finding of the study revealed that: ICT is applied in the areas of Computer-based test and examination management, Staff and Students record keeping, Admission process, and financial management. Despite the application of ICT in the administration of tertiary institutions, there are certain challenges affecting the application of ICT on school management in Federal College of Education, Yola like: insufficient number of computers and peripherals, inadequate copies of software, lack of technical assistance, inconsistent electric power supply and inconsistent networks. Based on the foregoing review the following recommendations are made: </em><em>Tertiary institutions should be equipped with the modern and advanced technological infrastructure to enable the effective use of appropriate technologies required for teaching and learning programmes and Schools should be provided with appropriate and adequate software and programmes for the effective application of ICT.</em>

In the digital era, technology in education not only broadens access to information but also transforms learning methods. This study evaluates the role of Information and Communication Technology (ICT) and digital media in modern education. Using theories such as Constructivism, Connectivism, and Cognitive Multimedia, along with PRISMA 2020 and Systematic Literature Review (SLR) methods, this research shows that ICT and digital media enhance student engagement and enable innovative teaching methods. The study focused on six (6) Arabic Secondary Schools in Kano Municipal, among the schools are: School for Arabic Studies Kano (SAS), Government Arabic College Gwale (GAC Gwale), Abdullahi Bayero College of Qur’an, UmmuWarqa Government Girls Arabic School, Hasiya Bayero Government Girls Arabic School and Balarabe Haladu Government Arabic School Kano. A survey research design method was adopted to conduct the study. The population used for the study consisted of the teachers and students from the six Arabic schools. Two different questionnaires were designed and distributed among the teachers and their students. The first questionnaire is for the students which consist of four sections and the second questionnaire is for the teachers which are under six sections, two hundred samples are used in each case. The findings showed that 26% of the teachers are using ICT applications for teaching and learning, while 74% of the teachers are not using ICT tools for teaching and learning. The article accentuates the information communication tools (ICTs) skills of library and information science (LIS) professionals working in the 74 college libraries affiliated with the University of Delhi. In the present study, the respondents gathered the information through a structured questionnaire using the survey method. The questionnaires were distributed among 196 LIS professionals, and 171 filled-in questionnaires were collected personally and elicited 87.1%. The findings demonstrated that most LIS professionals are deficient regarding skills in burglar systems, electromagnetic security systems (ESS), access control system, quick response (QR) codes, biometric technology, content management systems, reference creation and management, R software in statistical package. On account of semi-professionals, it was revealed that they need to enhance ICT tool skills in digital library software, ESS, QR codes, biometric technology, content management system (CMS), reference management, and statistical software. The ICT tool skills will be at the centre of the necessary skills and fundamental to advancing learning skills, problem-solving, and critical, innovative, and systemic thinking towards improving their library services. The authors advocate that college libraries have to cross alongside technological adjustments that are taking location to continue to include value to higher learning establishments. It is also necessary to continue constructing LIS professional potential to ensure that they add value to college libraries. The Ghanaian government developed and implemented an ICT in Education Policy in 2008. ICT was integrated into instructing and education at all levels of the country's educational system as a result of this approach. This study looks at the challenges that rural communities in Ghana confront in securing the benefits of ICT in tutoring at various levels. The study used a sample size of 142 ICT instructors and heads of schools, as well as a small number of students, with a 90% confidence level. The district's respondents were chosen using planned and practical sampling methods. A structured form was used to gather primary data from all participants; however, only 93.67 percent responded. With the use of SPSS, tables were used to examine the primary data. According to the students, the number of hours per week dedicated to teaching ICT in schools is positively connected with their dedication to learning ICT. In terms of the impact of ICT on students' daily lives in the district, the reading discovered that ICT instruction had both beneficial and adverse consequences for kids. The study sought to establish the influence of User Experience (UX) in the Neo-Pentecostal Movement&rsquo;s (NPM) use of information and communication technology (ICT) to render pastoral care. It employed a qualitative approach to conduct the study in Bushbuckridge in South Africa. Using an interview guide the researcher conducted in-depth interviews with twelve research participants who were purposively sampled. Data analysis was done thematically with effect from the transcription of the first interview, and data interpretation was done using theories from the fields of computer science and information technology. The findings revealed that all participants have participated in pastoral care using ICT as both caregivers and care seekers, interchangeably in their lives. They predominantly use cell phones as an electronic device of choice, and WhatsApp being the dominant platform of communication. Through these technologies, they offer and/or receive virtual counselling, conduct virtual prayer meetings, transmit caring content, and render self-care. Conceptual interpretation of these findings suggests that the choice and continuous use of these technologies is informed by reachability, acceptability, usability and portability. The author argues that these factors make the use of technology in society indispensable and hence recommends that future study should consider testing this assertion using theories from management sciences and/or social sciences as this study only used concepts from ICT.

The study was conducted focused on the utilization of Information and Communication Technology in Technical-Vocational Schools in Region V, Philippines, School Year 2011-2012. It determined the profile of teachers, adequacy of ICT equipment, competence of teachers and their relationships. The data were gathered through a questionnaire-checklist formulated by the researcher. The validity and reliability of the instrument were ensured. Findings revealed that the majority of the teachers are 26 years old and above. Three-fourths of them have attended a very minimal number (1-3 times) of ICT – related training. Eighty-four percent of the teachers have master’s degrees; fifty percent of them have served the government for more than 10 years; fifty-eight percent were occupying Teacher I position; twelve percentage designated to different administrative functions. There is fairly adequate ICT tools and equipment and the teachers are competent in working with word processors only. Furthermore, the age of teachers and the competences is significantly related to using ICT tools and equipment. The researcher concluded that there is a dearth of ICT-related training for teachers of all age levels and ICT tools and equipment should be procured to sustain the development of competence among teachers. It is recommended therefore to implement the proposed ICT development plan and the conduct of further research on the extent of utilization of ICT tools and equipment along the actual teaching-learning process.

The purpose of the study is to test the impact of implementing ISO 26000 on service quality and examine of the mediating role of information and communication technology (ICT) of the humanitarian organization; the International Rescue Committee (IRC). This study has two types of objectives; theoretical and practical objectives that aim to clarify and explain: the principles of ISO 26000, the service quality dimensions, and the ICT role as a mediating factor between ISO 26000 and service quality. This study also aims to identify the clauses and standards that the IRC is committed to and to what extent this commitment impacts the service quality in the presence of ICT. Lack of clarity at the level of compliance with the social responsibility standards (ISO 26000) of the provision of services by the IRC, and lack of clarity of the framework used by the IRC in the governance and management of ICT to provide these services were the main reasons to conduct this study. Two questionnaires have been used to collect the data. The first one was filled by the beneficiaries of IRC and the second one was filled by the IRC seniors. The findings show a statistically significant impact of implementing ISO 26000 on service quality. There is also a significant positive relationship between ISO 26000 and ICT. Finally, findings revealed a significant indirect impact for ISO 26000 of which ICT played a mediating role on the service quality. This study strongly recommends decision makers at IRC to pay more attention to implementing ISO 26000, and to examine the role of ICT which improves the service quality.

This paper, having looking through research on compliment responses from different perspectives, intends to conduct an empirical research to explore patterns and functions of teacher-student compliment response in ICT platforms of an English course in a Chinese Research University. The findings of this study suggest that in ICT platform setting, Chinese EFL students tend to choose agreement strategy when responding to teachers’ compliments, and that teachers tend to use compliments as approval of students’ work. The research also indicates that ICT platforms might help facilitate meaningful teacher-student interaction after class, thus making language education more motivating and engaging.

Technology has been the bread and butter of learning not only among school going children, but also those of pre-schoolers. Its access and usage has become the perennial tool to generate learning. Hence, it comes with the effects of the learning process. This study attempts to investigate the concern of pre-schoolers’ parents regarding the access of Information Communication Technology (ICT) that takes place both in school and at home. This has also become the cause of concern for parents as their children are exposed to its access and usage, conveniently 24/7. To conduct this study, questionnaires were given and duly completed by 10 parents in a small school of eighteen pre-schoolers. These pre-schoolers ranged from the ages of 3 to 6 years old. At these ages, the children have ICT knowledge, at home ranging from leisure games, electronic toys, mobile phones, television, CD, and computers. They have well educated parents with concerns on child computer addiction, health matters and lack of social values. Discussions on the findings focus on the advantages and disadvantages of technology access and usage among the pre-schoolers. They also included the questions on methods of access control or preventive measures to ensure safe ICT use for these pre-schoolers. This study took a qualitative approach as it was suitable to access the respondents’ perception and opinion via questionnaires. The analysis of the study results indicated that ICT had positive impact on education. The concern and setback for parents were the health issues, dark webs, and lack or over socialising. The COVID-19 pandemic drastically altered educational practices in the Philippines, compelling a shift from traditional face-to-face instruction to online learning. This transition posed significant challenges for teachers, students, administrators, and other stakeholders as they adapted to the new normal. Since the first reported case of COVID-19 on January 21, 2020, the country has experienced months of lockdowns and strict health protocols, affecting various sectors including education. Subjects traditionally taught in physical classrooms, such as Math, Science, Filipino, and ICT (Information and Communication Technology), faced particular difficulties in this online environment. This study focuses on the effectiveness of teaching ICT, specifically the topic of Cascading Style Sheets (CSS), in an online format. ICT is typically taught in computer laboratories where teachers can demonstrate processes in real-time, a practice that is challenging to replicate online. CSS, which involves designing websites using HTML and CSS codes, requires a structured, step-by-step approach that is difficult to convey without direct, hands-on guidance. This research aims to evaluate whether online instruction can effectively replace traditional methods in teaching ICT, despite the inherent challenges. The findings will contribute to understanding the efficacy of online education in maintaining the quality of instruction for complex, skills-based subjects during the pandemic.

The global outbreak of Covid-19 in late 2019 and early 2020 altered how information and communication technology platforms and devices were used. Virtual learning was incorporated into traditional classrooms by schools, digital marketing platforms were purchased by marketers, online transactions increased in financial services, online ticketing was purchased by transportation companies, and so forth. People adopted digital technology as a way of life as a result of this. Most locals became heavy users as a result. Has this had a negative impact on Edo State citizens' access to healthcare in the post-COVID-19 era? The goal of this study is to determine whether digital technologies have any detrimental effects on students' access to healthcare in Edo State's institutions of higher learning. Three research questions and hypotheses were presented and developed to direct this investigation, and the survey research methodology was chosen. For this study, 900 respondents were chosen using the basic random sample approach. The Digital Technology and Healthcare Questionnaire is the tool used to gather data (DTFHQ). At the 0.05 level of significance, the hypotheses were tested using the Analysis of Variance (ANOVA). It was shown that students' health in postsecondary institutions is significantly impacted by their usage of ICT technologies. It is advised that the usage of ICT tools in many spheres of life be moderated in light of these findings. Furthermore, it is advised that medical professionals and home managers conduct an awareness training regarding the potential health risks associated with the use of ICT technologies.

This paper provides original empirical evidence on the causal links between e-skills, usage of Information and Communication Technologies (ICT) and firms performance using a sample of Luxembourgian manufacturing and services firms. Firm performance is measured in terms of innovation (success of new projects settled). Our main findings are: (i) theres no relationship between the absorptive technology capacity of the firm (measured by ICT staff and Training) and the probability of the implementation of successful ICT projects, (ii) there is a positive effect of e-applications usage (ICT usage) on the probability of the implementation of successful new projects, and (iii) there is an asymmetric effect of usage of e-commerce and e-administration confirming findings of the recent literature.
