En raison de leur vulnérabilité à l’élévation du niveau marin, deux États du Pacifique, Tuvalu et Kiribati, sont l’objet d’une attention grandissante depuis une vingtaine d’années. De plus en plus de journalistes et de consultants de l’aide au développement se rendent dans ces atolls. Les acteurs gouvernementaux et non gouvernementaux locaux sont confrontés à une augmentation des sollicitations de la part de ces acteurs étrangers qui ont tendance à « saturer » le terrain par la redondance des demandes d’entretiens ou par la répétition des mêmes projets d’adaptation. Cet article s’intéresse aux façons dont cette affluence est subie, utilisée ou critiquée par les différents acteurs locaux de Kiribati et de Tuvalu. Alors que les gouvernements des deux États atolliens utilisent le changement climatique afin de se maintenir à l’agenda de l’aide internationale, les acteurs non gouvernementaux évaluent de manière critique les pratiques des nombreux consultants et journalistes ainsi que les bénéfices mitigés de leurs visites.

Abstract:
A brief introduction is given to a programme of 34 fertiliser trials (possibly the largest programme of fertiliser trials in the world) that have been carried out in Tuvalu and Kiribati. Some of the more striking results that have emerged have been presented, and it is hoped that readers who would find more detailed information for use to them will ask for the relevant reports from the Department of Agriculture of the two countries concerned.
 
 The majority of the trials were conducted within the 1978 and 1993 period, being started by Trewren, and the longer running trials in Kiribati were continued by Edwards and, in most cases to their conclusion, by Barr.
 
 The results obtained have made it possible to formulate with some confidence recommendations on the manuring of coconuts on atolls, from seedlings in the nursery to mature palms in the field, including the rehabilitation of palms suffering from very severe deficiencies of trace elements and potassium. From foliar analysis, much useful information has been obtained on the inter‑relationships between nutrients, and in particular, on the fundamental importance of iron and other trace elements on the assimilation of macro‑nutrients and on the need to maintain a correct balance amongst trace elements.
 
 Further research is needed to identify a suitable source of nitrogen. Less important topics for research could be investigations into the optimum quantity of potassium chloride application to nursery seedlings and the optimum frequency of application of potassium chloride in the field.

Its chief focus is the series of nine British nuclear tests at Malden and Christmas (Kiritimati) Islands between May 1957 and September 1958. They were then part of the Gilbert and Ellice Islands Colony (GEIC), which was divided into Kiribati and Tuvalu at independence. Malden and Christmas (Kiritimati) Islands are now part of Kiribati.

Abstract:
Over twenty years ago, I started writing a doctoral dissertation on the history of the Pacific Island nation of Tuvalu, an exercise that has had enduring professional and personal repercussions. Tuvalu is an atoll archipelago near the junction of the equator and the international date line, and is identified on older maps as the southern portion of a British dependency, the Gilbert and Ellice Islands Colony—now the independent nations of Kiribati and Tuvalu respectively. The nine Tuvalu islands are tiny even by atoll standards, an aggregate 26km2 spread over 360 nautical miles. During the nineteenth century Tuvalu was incorporated into the world economy by a succession of European influences. The early explorers gave way in 1821 to whalers, who, in turn, were superseded by copra traders during the 1850s. From mid-century the pace of events quickened, with the traders being joined by the very occasional labor recruiter and, more to the point, by a concerted missionary drive.Accomplished largely through the instrumentality of resident Samoan pastors, missionization was comprehensive in scope and repressive in character. From the 1870s the occasional naval vessel visited the group and a British protectorate was declared in 1892, interspersed by the occasional scientific expedition and a brief and disastrous interlude in 1863 when some of the atolls were caught in the final stages of the Peruvian slave trade. The dominant European influences were the familiar triad of commerce, the cross, and the flag, with the primacy of trade giving way to missionary supremacy which, in turn, was displaced in local importance by a British colonial administration.

The low-lying atoll states of the Pacific region, including Kiribati, Tuvalu, and the Republic of the Marshall Islands, face numerous challenges as a result of climate change and the related rise in sea level. A health transition from communicable to noncommunicable lifestyle-related diseases among these communities is placing a significant burden on medical services and broader welfare provision. This article considers the broad range of both internal and external factors that influence the options available and choices made in relation to being able to maintain a healthy lifestyle in these communities.

Small island states formed by atolls such as Marshall Islands, Kiribati and Tuvalu require useful and efficiency method of coastal monitoring for coastal management because of lack of human resources and budget. In atoll islands, the identification of shape of sandy beach and temporally accumulation area of sand has high importance in coastal management. In this study, neural network model to classify the aerial photographs pictured by UAV was established for identifying the sand area in the coastal zone of Fongafale island in Funafuti atoll, Tuvalu. Photographs of coastal sediments especially sand, in Fongafale island were collected by digital camera. These photographs were used to make the data set for training and testing of the constructed neural network model. Additionally, aerial photographs pictured by UAV were collected to apply to the constructed neural network model. Abstract:
Hepatitis delta virus (HDV) is considered a satellite virus that requires hepatitis B virus surface antigen for infectivity. HDV is endemic in some Pacific Island (PI) countries, including Kiribati and Nauru, with a unique genotype 1, “Pacific clade.” The aims of this study were to determine the HDV genotypes in New Zealand and investigate the link of strains to other PI countries and the rest of the world through phylogenetics. Sequencing and phylogenetic analyses were performed on 16 HDV-positive serum samples from 14 individuals collected between 2009 and 2014 at Auckland Hospital. Thirteen of 14 strains were confirmed as genotype 1 and 1 was genotype 5. Eleven of the 13 genotype 1 strains clustered with the Pacific clade. These were isolated from subjects born in Samoa, Kiribati, Tuvalu, and Niue. Another genotype 1 strain isolated from a Maori health-care worker clustered most closely with a European strain. There was an African genotype 1 and genotype 5 from African-born subjects with HIV coinfection. This study supports the probable transmission of HDV Pacific clade around the PI from Micronesia to Polynesia. The data also confirm the need to screen hepatitis B surface antigen-positive individuals for HDV.

Abstract:
The effects of anthropogenic climate change are becoming more and more visible as being highlighted by scientists, politicians and media. The causes of droughts, floods, melting ice caps and rising sea levels can all partially be traced back to human activities. In this study, I examine where the future climate refugees of Kiribati, Tuvalu and the Marshall Islands should go when inhabitants of these low lying island nations are forced to leave their disappearing territories due to sea level rise. By using a normative method of analysis i egentlig mening, arguments deriving from certain values will be presented to confront the problem. These values originate from Edward A. Page’s theories concerning justice in sharing the burdens of climate change. Combined with a complementary utilitaristic value, the conclusion is that Australia is most suitable to host future climate refugees of these particular island nations, while the justice based values alone concludes the US as its preferred choice. In parallel, normative political theory will be evaluated regarding its functionality in the subject of global climate questions. Hence this study contains two purposes; to argue where the islanders should go, and whether a normative methodology is suitable when solving such a problem.

Dissertação de Mestrado em Relações Internacionais apresentada à Faculdade de Economia<br>It is expected that throughout the 21st century climate change will influence global migration patterns, leading to a growing number of people that are forcibly displaced by climate-related hazards. This situation is particularly worrying in small island states such as the Republic of Kiribati and Tuvalu, since sea level rise and the increasing frequency of extreme weather events threaten the habitability of their territories. However, in its present configuration, the International Law does not include a legal framework for climate induced migrants. Given the need to develop mechanisms that ensure the legal recognition and the fundamental rights of these populations, the aim of this dissertation is to understand whether the human security agenda can contribute to the recognition and protection of climate induced migrants. Human security, as a policymaking - driven agenda, has fostered the broadening and deepening of traditional security definitions (mainly state - centred and military). Accordingly, human security identifies a multiplicity of threats and their articulation, thus recognizing the multidimensional impacts posed by climate change and its role on forced migrations. That may further its political relevancy and its ability to influence governments and international organizations in the issue of climate induced migrants’ protection. Therefore, drawing on Constructivism – and assuming that the international reality and national interests are socially constructed and changeable –, we want to assess the probability of the construction of a collective identity around human security, which materializes in political, normative and legal instruments that can secure the recognition and protection of climate induced migrants. Nevertheless, human security does not question the structures and power relations operating in the international system, thus, it can become a mechanism that perpetuates these same structures and not an instrument of effective protection. Relying on the Critical Theory, which questions the origins of the social institutions and power relations, we will analyse the role of human security in the reproduction of the existing interests and its effective potential to recognize and grant protection to climate induced migrants.<br>Ao longo do século XXI, é esperado que as alterações climáticas influenciem os fluxos migratórios globais, conduzindo ao aumento do número de pessoas que são forçadas a deslocar-se devido a condições climáticas adversas. Esta situação é particularmente gravosa em Estados insulares como a República do Kiribati e o Tuvalu, visto que a subida do nível das águas do mar e a ocorrência cada vez mais frequente de fenómenos climáticos extremos comprometem a habitabilidade dos seus territórios. Contudo, na sua configuração atual, o Direito Internacional não contempla o enquadramento legal dos migrantes climáticos. Perante a necessidade de desenvolver mecanismos que assegurem o reconhecimento legal e os direitos fundamentais destas populações, esta dissertação procurará compreender se a agenda de segurança humana poderá contribuir para o reconhecimento e proteção dos migrantes climáticos. A segurança humana, enquanto agenda direcionada para o policymaking, propiciou o alargamento e aprofundamento das definições tradicionais de segurança (sobretudo estatocêntricas e militares). Assim, ao identificar uma multiplicidade de ameaças e a sua articulação, a segurança humana reconhece os impactos multidimensionais das alterações climáticas e o seu papel na migração forçada de populações. Tal facto poderá conferir-lhe relevância política e uma capacidade para influenciar governos e organizações internacionais relativamente à proteção dos migrantes climáticos. Deste modo, recorrendo ao Construtivismo – e partindo do princípio de que a realidade internacional e os interesses nacionais são socialmente construídos e mutáveis –, pretende-se aferir a verosimilidade da construção de uma identidade coletiva em torno da segurança humana, que se materialize em instrumentos políticos, normativos e legais de reconhecimento e proteção dos migrantes climáticos. Contudo, ao não questionar as estruturas e relações de poder existentes no sistema internacional, a segurança humana corre o risco de se consubstanciar num mecanismo de reprodução dessas mesmas estruturas, e não num instrumento de proteção de facto. Mobilizando a Teoria Crítica, que questiona a origem das instituições sociais e das relações de poder, será analisado o contributo da segurança humana para a reprodução dos interesses vigentes e o seu efetivo potencial para reconhecer e conceder proteção aos migrantes climáticos.
