Abstract:
Facilities management (FM) is a fast emerging industry and a field that deserves a far greater degree of academic inquiry. The common practice of FM service outsourcing and the lack of a theoretical unpinning create a gap in the field of FM. This study is initiated by the phenomena in FM service outsourcing: the frequent change in service providers appears to be common in FM service outsourcing. This urges a study on the outsourcing relationship in the field of FM. The issues that influence FM service outsourcing relationships vary according to different economic climates, organizational resources, FM service characteristics, etc. This study aims to investigate FM service outsourcing relationships from human interaction perspective as humans are regarded to be an important element in FM service outsourcing relationships. From a human interaction perspective, this study sheds lights on the relationship factors and their manifestation. Previous studies on outsourcing have developed a series of relationship factors that influence outsourcing relationships. However, the significance of these relationship factors varies according to different types of outsourcing relationships. In addition, the manifestation of relationship factors is not sufficiently elaborated in those studies. According to social exchange theory, relationship factors are defined as norms that reflect the influential attributes of a relationship or characteristics of the outsourcing process. Therefore, it is postulated that trust, openness, flexibility, coordination, cooperation and integration are influential relationship factors that affect FM service outsourcing relationships with support of social exchange theory. To test the hypothesis, empirical studies had been carried out within the Hong Kong Facilities Management Industry. Qualitative research approach was adopted in the empirical studies – in-depth interviews and case studies were conducted. Findings reveal that trust, openness, flexibility, coordination, cooperation and integration are significantly reflected in the interviews with FM managers. The manifestation of relationship factors is correlated with each other. It is found that trust, openness and flexibility manifest themselves through the process of coordination, cooperation and integration. Abstract:
The purpose of this study is to investigate the relationship between outsourcing and development in Nairobi. The key research question for this study is what are the impacts of outsourcing practices conducted by organisations in Nairobi? Data were obtained from questionnaires distributed in December 2010. A total of 85 profit-making firms in Nairobi with a sample of 165 management employees were selected for this study. The empirical findings obtained relate to four outsourcing theories. Transaction Cost Analysis (TCA) Theory focuses on the cost savings that result from outsourcing. Agency Outsourcing Theory centres on outsourcing firms hiring agents to achieve productivity. Hiring agents may result in permanent staff being retrenched and additional outsourcing personnel being contracted and job creation and/or job loss results. Expectation Confirmation Theory (ECT) emphasises the importance of an outsourcing provider conforming to quality management principles. Resource Based Theory (RBT) proposes that organisations need a collection of resources and capabilities to execute outsourcing successfully. Findings further suggested that outsourcing can yield positive and/or negative outcomes depending on risks encountered, the business environment, company policies, function/s to be outsourced, and the competence and commitment of an outsourcing vendor. To further enhance the positive impact of outsourcing three improvements need to be executed: formulation of standard policies, price regulations, and commitment of outsourcing firms in adhering to set contract deadlines. It is suggested that the following would allow organisations to gain more from outsourcing in the future: the adoption of international/offshore outsourcing practices, more commitment by outsourcing consultants, the standardisation of charges for outsourcing contracts, and the use of new technology that would improve how outsourcing is conducted. It is concluded that the positive impacts of outsourcing would foster development to some extent while the possible negative impact of outsourcing would impede development.

Thesis (MBA)--Stellenbosch University, 2003.<br>ENGLISH ABSTRACT: The study project examines the concept of information technology (IT) outsourcing to external service providers. It is a relatively new concept in the South African scenario and there are many risks associated with the process that can cause a company to loose large amounts of money if outsourcing is not done right. The study project will aim to examine the most important aspects regarding IT outsourcing in order to reduce the risks associated with the process. The definition of IT outsourcing is the practice of transferring an organisation's computer centre operations, telecommunications networks, or applications development to external vendors of these services. There are different variations of outsourcing applicable to IT, for example: contracting out, outsourcing, in sourcing and co-sourcing. Companies have different reasons for outsourcing and the risks associated with the process have to be taken into account when embarking on an outsourcing initiative. With IT outsourcing there are different services that can be outsourced, for example: mainframe services, desktop computer services, security services and different application services. The decision to outsource a specific area of IT is a strategic issue and the risks, costs, and selection of the service provider are all very important factors to take into account. One of the main factors that any company should take into account when embarking on a big initiative is of course costs. The aim is the reduction of costs of the specific outsourced area. Therefore the necessary measures need to be in place to measure costs before and after the outsourcing process. It could happen that the outsourcing process do not provide the reduced cost benefits envisaged initially. This could be due to hidden costs that were not taken into account when the outsourcing initiative was planned. Normally the outsourcing process is driven by a structured project and numerous important factors need to be taken into account when managing the whole process. The factors include: the vendor evaluation process, setup of the service level agreement, the request for proposal, relationship with the supplier, communication of the whole process inside the company, the contract between the two parties, and the transition period with the measuring of results thereafter. The current IT skills shortage in South Africa is causing companies to rethink their IT strategies and make use of external service providers to supply them with the necessary skills to get the job done. The research illustrates this fact that IT consulting has one of the highest adoption rates currently and with regard to the future. Full blown outsourcing is still a relatively new concept in South Africa and companies will only adopt the concept as soon as it has proved to be successful and cost effective. As mentioned it is important that a structured methodology should be used to drive an outsourcing process. It is important that the approach is structured around proven project management principles with the correct measures in place to support and sustain the whole process. Outsourcing of IT services is a strategic decision that a company must take and the risks associated with the process mean that it must be planned and executed very carefully. Outsourcing has various risks associated with it like the appointment of the wrong service provider. However, the outsourcing process can also have its merits and the most important of these are most probably lower costs, new IT skills, and better service. The shortage of IT skills in South Africa makes the idea of outsourcing more and more attractive because of the fact that companies can now "buy" the skills without having to commit to long term permanent employment contracts for permanent staff.<br>AFRIKAANSE OPSOMMING: Die navorsingsverslag handel oor die konsep van uitkontraktering van inligtingstegnologie(IT) dienste aan eksterne diensverskaffers. Aangesien dit 'n relatiewe nuwe tendens in Suid Afrika se IT bedryf is, en die risiko bestaan dat 'n maatskappy groot geldelike verliese kan ly indien dit nie reg aangepak word nie, word daar gepoog om na die belangrikste aspekte van uitkontraktering te kyk om die risikos daaraan verbonde so laag as moontlik te hou. Die definisie van IT uitkontraktering is die oordrag van 'n organisasie se rekenaar sentrum operasies, telekommunikasie netwerk, of toepassing ontwikkeling na 'n eksterne verskaffer van hierdie dienste. Daar is verskillende variasies van uitkontraktering van toepassing op IT soos byvoorbeeld: uitkontraktering, inkontraktering, en gesamentlike kontraktering. Maatskappye het verskillende redes om 'n diens uit te kontrakteer en die risikos verbonde aan die proses moet sorgvuldig in gedagte gehou word wanneer die uitkontrakteringsproses aangepak word. Met IT uitkontraktering is daar verskillende dienste wat uitgekontrakteer kan word soos byvoorbeeld: hoofraam dienste, persoonlike rekenaar dienste, sekuriteitsdienste en verskeie rekenaar applikasie dienste. Die besluit om 'n spesifieke area van IT uit te kontrakteer is 'n strategiese kwessie vir die maatskappy en die risikos, kostes en keuse van eksterne diensverskaffer is almal baie belangrike faktore wat in gedagte gehou moet word. Een van die vernaamste faktore wat enige maatskappy in ag behoort te neem wanneer 'n groot inisiatief aangepak word, is natuurlik kostes. Die doel van uitkontraktering is om die kostes van die spesifieke area te verlaag. Daarom moet die nodige maatreëls in plek wees om die kostes vooraf en na die uitkontrakteringsproses te meet. Die uitkontraktering inisiatief kan die maatskappy egter baie duur te staan kom en glad nie die koste voordele bied wat aanvanklik beplan is nie. Dit kan wees as gevolg van verskuilde kostes wat nie met die beplanning van die proses in ag geneem is nie. Gewoonlik word die uitkontrakteringsproses gedryf deur 'n gestruktureerde projek en verskeie belangrike faktore moet in ag geneem word vir die hele proses. Die faktore sluit in: die evaluasieproses om die regte diensverskaffer aan te stel, die opstel van die regte dokumentasie in terme van die diensvoorstel voorlegging, verhouding met die diensverskaffer, die opstel van die diensvlak ooreenkoms, kommunikasie oor die hele proses binne die maatskappy, die kontrak tussen die twee partye, oorgangstadium en die meting van voordele daarna. Die huidige tekort aan IT vaardighede in Suid Afrika veroorsaak dat maatskappye hul IT strategie moet herdink en die opsie van eksterna diensverskaffers wat die nodige vaardighede kan verskaf, oorweeg word. Die studie illustreer hierdie feit dat IT konsultasie een van die hoogste vlakke van ingebruikneming tans en vir die toekoms het. Volledige IT funksie uitkontraktering is nog 'n relatiewe nuwe konsep in Suid Afrika en maatskappye sal slegs die idee aanneem sodra uitkontraktering as suksesvol en koste effektief bewys is. Soos reeds genoem is dit belangrik dat 'n gestruktureerde metodologie gebruik word om 'n uitkontrakteringsinisiatief te dryf. Dit is belangrik dat die aanslag geskoei is rondom bewese projekbestuursbeginsels en dat die regte maatreëls getref is om die proses te ondersteun. Uitkontraktering van IT dienste is 'n strategiese besluit wat 'n maatskappy moet neem. Die risikos daaraan verbonde veroorsaak dat die beplanning en aanpak van die proses baie deeglik en noukeurig gedoen moet word. Abstract:
The study sought to investigate the impact outsourcing had on behaviours and attitudes of remaining employees after outsourcing. It was important to investigate this problem as there was a growing perception that outsourcing could reduce organisational commitment, employee engagement, job performance and threatens career factors in the company. The objective of the study was to contribute towards the understanding of outsourcing as a business strategy in order for managers to implement it and manage it accordingly. The sample consisted of a 100 junior to senior staff members from different companies in South Africa that have recently gone through outsourcing. There were one hundred and five (105) questionnaires issued, but only hundred (100) usable questionnaires were returned (95.2 percent response rate).The empirical results showed that there was a significantly positive correlation between outsourcing (the independent variable) and organisational commitment, employee engagement, job performance and career factors (the dependent variables). The descriptive statistics showed that most employees did not have a positive experience of outsourcing. Males and females did not differ with regard to their perceptions about their experiences of outsourcing. Furthermore, the experience of outsourcing and its outcomes were also not significantly differently experienced across other demographic categories such as age, tenure, job experience and education.

Thesis (MBA)--Stellenbosch University, 2002.<br>ENGLISH ABSTRACT: This study project focuses on the relevance of outsourcing in the facilities management industry, and will be conducted in the field of facilities management, for it is closely related to outsourcing and business process outsourcing. The primary aim of this study is to review and summarise some of the more important literature on outsourcing, published in various sources during the past decade. Similar literature related to facilities management will also be studied in order to relate the most generic articles on outsourcing to the field of facilities management. A number of general conclusions will be drawn on the basis of similarities encountered in the various published works. The research is divided into the following sections: • An introduction, explaining the various forms of outsourcing and the relationship between outsourcing and facilities management. • The definition of facilities management. This entails a description of facilities management, typical facilities services and the facilities management company structure. The international facilities management market is also discussed together with facilities management decisions. • The definition of outsourcing, to enable the reader to comprehend this research report. The different types of outsourcing, business processes outsourcing and the shared-services methodology is explained. Drivers of the outsourcing process are identified and supported with comments from top executives. • The strategic impact of outsourcing is outlined, identifying the market value of outsourcing, defining core competencies, establishing core and non-core activities and investigating the formulation and implementation of a successful outsourcing strategy. • Approaches to outsourcing are then investigated. This involves establishing an outsourcing context, selection of service providers, managing an outsourcing relationship, building strategic alliances and the South African legislation impacting on outsourcing, together with advantages and disadvantages of outsourcing. • The Sanlam LTD (Pty) case study captures the outsourcing theory in the South African context, and identifies a local success story with international recognition. Thesis (MBA)--Stellenbosch University, 2007.<br>ENGLISH ABSTRACT: Sasol Mining is a wholly owned subsidiary of Sasol Limited, an integrated oil and gas company with substantial chemical interests. Sasol Mining extracts and supplies coal to Sasol's synfuels and chemical plants in South Africa, but also sells some of its output to extemal customers, primarily international (United States Securities Exchange Commission, 2005: 39). Outsourcing, the practice of buying products and services from external suppliers, increasingly forms part of the Sasol Mining business environment and some of the challenges experienced and trends seen raise some interesting why and how questions. Such questions are the topic of this research report. The case study strategy to research has considerable ability to generate answers to 'why?' as well as 'what?' and 'how?' questions (Saunders, et aI., 2003: 93). Before such questions are explored further however, a comprehensive literature review was carried out, but with the intention to develop a theoretical framework of good outsourcing practice. This theoretical framework lies at the heart of the research design and methodology. The research objective is to develop an explanatory theory that associates certain factors with the effectiveness of outsourcing initiatives at Sasol Mining. This research report's central proposition is that any results obtained by Sasol Mining with outsourcing initiatives can be explained by understanding to what extent its management of the outsourcing process is in line with the theory of good outsourcing practice. This case study's fundamental design will be that of a single-case with multiple, embedded units of analysis. Sasol Mining serves as the single case in this research design and individual outsourcing initiatives and its results at Sasol Mining are logical subunits that can be identified and is studied in operational detail. Good evidence was found that the effectiveness of outsourcing initiatives at Sasol Mining can be explained by understanding the extent to which its outsourcing practices are in line with the theoretical framework of good outsourcing practice. In addition, it is recommended that Sasol Mining raise a strategic debate regarding outsourcing and its place in Sasol Mining's business strategy, but against the backdrop of its current outsourcing practice and the developed theoretical 'framework. There is good evidence that this framework developed as part of the literature review (heretofore not presented at such an integrated, all-encompassing level) is a "good" theory. Tantalising bits of information in the form of thematic materials and recurring patterns surfaced during data reduction and analysis. Black Economic Empowerment and outsourcing is one such example, and it was explored to some extent. Many more exist. The case study as a research strategy was successful in the sense that the research question could be answered, in addition to the analytiC generalisation that could be made about the nature of the theory on outsourcing practice itself. Although at times data recording and analysis requirements were onerous, the research strategy also led to an in-depth understanding of Sasol Mining as a business. This is the strength of the case study approach to research. That is also what made the research report worthwhile.<br>AFRIKAANSE OPSOMMING: Sasol Mynbou is 'n filiaal van en word ten volle besit deur Sasol Beperk, 'n ge'integreerde olie- en gas maatskappy met uitgebreide chemiese belange. Sasol Mynbou ontgin en voorsien steenkool aan Sasol se sintetiese brandstowwe- en chemiese aanlegte in Suid Afrika, maar verkoop ook steenkool aan eksterne klante, hoofsaaklik in die internasionale arena (United States Securities Exchange Commission, 2005: 39). Eksterne verkryging, die praktyk waarvolgens 'n onderneming produkte en dienste van eksterne verskaffers verkry, vorm toenemend deer van die Sasol Mynbou besigheidsomgewing en van die probleme wat ervaar word daarmee en van die waarneembare neigings laat interessante hoekom en hoe vrae ontstaan. Sasol Mynbou dien as die enkele geval met individuele eksterne verkrygingsinisiatiewe en hul onderskeie resultate wat identifiseerbaar is as logiese sub-eenhede. Daar is goeie bewyse gevind dat die effektiwiteit van eksterne verkrygingsinisiatiewe by Sasol Mynbou verklaar kan word deur 'n beg rip te ontwikkel vir die mate waartoe die bestuur van hierdie inisiatiewe belyn is met die teoretiese raamwerk van goeie eksterne verkrygingspraktyk. Dit word ook aanbeveel dat Sasol Mynbou 'n debat op strategiese vlak begin wat handel oor eksterne verkryging se plek in die algemene ondernemingstrategie, maar binne die konteks van die huidige praktyk by Sasol Mynbou en die teoretiese raamwerk wat as deel van hierdie navorsingsverslag ontwikkel is. Daar is ook goeie bewyse dat die teoretiese raamwerk (voorheen nie aangebied op so 'n ge"lntegreerde, omvattende vlak nie) aan die vereistes van 'n "goeie" teorie voldoen. 'n Aantal interessante temas en herhalende patrone het oak na vore gekom gedurende data analise. Swart Ekonomiese Bemagtiging en eksterne verkryging is 'n voorbeeld van so 'n herhalende patroon en dit is tot 'n sekere mate verder ondersoek. Daar is ook ander voorbeelde van soortgelyke patrone. Die gevallestudie as 'n navorsingstrategie was suksesvol tot so 'n mate dat die navorsingsvraag beantwoord kon word, en boonop was dit ook moontlik om afieidings te maak rakende die teorie van eksterne verkrygingspraktyk. Hoewel data vaslegging en -analise soms oarweldigend was, het die navorsingstrategie tog gelei tot 'n diepe insig van Sasol Mynbou as 'n besigheid. Dit is die krag van die gevallestudie benadering tot navorsing. Dit is ook wat die navorsingsverslag die moeite werd gemaak het.

Design/methodology/approach: The information gathered from various literature sources was analysed, evaluated and assessed to determine trends, lessons learnt and pitfalls of IT outsourcing, and IT mergers and acquisitions to develop an IT outsourcing framework and approach. Findings: The IT outsourcing framework for SITA consists of customer value drivers (motivating factors), governance model, engagement and supplier management model, and business model as the key IT outsourcing elements that SITA must consider to successfully provide the required IT outsourcing or similar services to its customers to improve its credibility. Research limitations/implications: To extend this research, more work is necessary to assess each element of the framework to determine specific actions that must be taken to leverage on economies of scale, improve productivity and IT capability within Government departments. Practical implications: This framework is intended to provide SITA with guidelines and an approach that may be used to successfully respond to the customers requests respond to the IT operations of its customers or to collaborate with the customer in providing its IT outsourcing services. Originality/value: This research will contribute towards establishing the best practices for agencies like SITA to successfully provide IT outsourcing services to Government.

The primary aim of this study is to review and summarise some of the more important literature on outsourcing published in various sources during the past decade. Similar literature related to project management would also be studied in order to relate the mostly generic articles on outsourcing to the field of Project Management. A number of general conclusions will be drawn on the basis of similarities encountered in the various published works. The research is divided into the following sections: • An introduction, explaining the relationship between outsourcing, project management and a construction project management company. • The definition of a construction project management company. This entails a description of a construction project management company and the organisational structure of such a company. The properties and advantages of a matrix organisation structure are also discussed, because of the close resemblance between a construction project management company's organisational structure and that of a pure matrix organisation structure. • The definition of outsourcing, to enable the reader to comprehend the title of this research project. The difference between outsourcing and traditional subcontracting is explained, and drivers of the outsourcing process are identified. • The relevance of outsourcing in construction companies is then investigated. This involves the study of the formulation and implementation of a successful outsourcing strategy, the establishing of core and non-core activities and the outsourcing of these activities, specifically in a construction project management company. • The relationship between outsourcing and project success is then studied. In this process, both project success and the critical success factors are investigated and defined that are crucial to the successful implementation of an outsourcing strategy, together with its advantages and disadvantages. • All stakeholders play an important role in the implementation of an outsourcing strategy. This was a result of analysing the benefits of globalisation and advancement in technology which enabled this sourcing strategy to become very popular in many industries across the world. This was no different with the shoe retail industry in Cape Town. Shoe retailers have become dependent on international trade as it is synonymous with low costs and affordable shoes. However, despite these benefits, global sourcing is well known for being difficult to implement. For an industry so dependent on international trade, it was imperative to investigate how well shoe retailers have adopted global sourcing. This thesis aimed to investigate the implementation of global sourcing by shoe retailers in Cape Town, Western Province. Global sourcing is categorised into three main stages which include domestic sourcing, international procurement and global sourcing. These were the stages used to categorise the level of global sourcing adaptation by shoe retailers in the province. The challenges and improvements required were also examined and explored. A mixed-methods approach was implemented which involved adopting both quantitative and qualitative research. Eighty survey questionnaires were administered to retail buyers, logistics managers and executive management. This represented the quantitative research category, while twenty in-depth interviews represented the qualitative research phase which were conducted on global sourcing committee members in various shoe retail companies. The research outcomes unveiled that most shoe retailers in Cape Town source domestically through middlemen, known as sourcing intermediaries. The reasons for this included a lack of finance to support the global sourcing activities; the strategy is less risky as compared to global sourcing which is risk prone; a lack of adequate information to effectively execute global sourcing; and some retailers are too small in terms of business activity to fully implement global sourcing. The remaining retailers were split between international procurement and global sourcing. Fluctuation in exchange rates, internal communication problems, bad weather, and communication problems with manufacturers or suppliers were identified as challenges that retailers face. Areas highlighted by retailers which require improvement included internal communication between departments, increase in financial support towards global sourcing and quality control of shoes before shipment to Africa. In conclusion, global sourcing has yet to be fully adopted by most retailers in Cape Town, and sourcing intermediaries, wholesalers or agents are currently imperative for the existence of the shoe industry as they provide services which retailers cannot execute on their own

Outsourcing has become a popular trend in the last two decades and has been applied in both non-essential and critical business functions. It has been viewed as a vital source of competitive advantage and is expected to remain an important component in future business strategies. Over the past few years, the outsourcing of logistics functions in particular has shown strong growth. Thus, an abundance of research on the outsourcing of logistics is available. However, there has been little research on the outsourcing of material handling activities as a sub-component of logistics, nor its effect on a company’s operational performance. The purpose of this treatise is to determine the effects of outsourcing a South African automotive company’s material handling activities on its operational performance. It further aims to compare the company’s expected outcomes for outsourcing with actual outcomes. In addition, the factors which contributed positively and negatively to the operation of the outsourced material handling activities at the company, are established. The automotive company in this study is situated in Port Elizabeth, but due to confidentiality reasons the name of the company is not mentioned in the study. The study consists of a literature review on the background of outsourcing, outsourcing theories, outsourcing trends, important outsourcing considerations and gaps in outsourcing research. Primary data, collected through the use of a questionnaire to determine the effects outsourcing has on the company’s operational performance, is collected, reported and analysed in the study. The performance criteria used to determine these effects are: cost; delivery speed and reliability; flexibility; quality; the outsourcing relationship and the management of the outsourcing relationship. The study results reveal that the operational performance of the company remained the same after outsourcing.

IS outsourcing, especially large-scale IS outsourcing, is a comparatively recent and rapidly growing IS phenomenon, but it is also an inherently risky activity. In an IS outsourcing arrangement, the outsourcing vendor accepts responsibility for IS resources and functions formerly controlled directly by the firm. This research examines IS outsourcing from two perspectives. (1) From an IS perspective, it examines the risk perceptions of IS managers of fourteen Fortune-500 firms who had recently conducted an outsourcing evaluation. (2) From a financial perspective, it examines the theoretical relationship of IS outsourcing with financial performance, and investigates the empirical effects of IS outsourcing on the firm's market value and market risk. This research views IS outsourcing as an independent variable whose effects on the firm may be measured as changes in security returns, changes in asset risk, changes in capital structure, and long-term changes in profitability. To accomplish this, it characterizes IS outsourcing as a sale-and-leaseback transaction.

The process of outsource the refractory activity of a company’s value chain is not just a matter of outsourcing a part of the value chain that cannot influence the company’s performance negatively, but it can stop the process. To achieve a true business relationship RHI and SASOL must have the same goals in their goal setting to make the contract successful. RHI Refractories and SASOL shared goals: • The target to reduce the Total Cost of Ownership involving the refractory material on SASOL. • Both parties need a 100% buy-in in this concept and need to lay down a guideline on mutual profit sharing to end up with a win-win scenario. • RHI to supply SASOL with a competent installation crew and technical assistance in exchange for remuneration. • RHI and SASOL to have a long term relationship to ensure installation crew is familiar with plant conditions on contract work as well as project work. RHI Refractory’s strategy to supply the service has two major advantages: a. these type of contract ensures a constant monthly cash flow; b. Thesis (MBA (Business Management))--Stellenbosch University, 2008.<br>ENGLISH ABSTRACT: This study report concerns service delivery issues at municipal level which have emerged as areas of critical concern as far as they affect consumers of municipal services, interest groups and government as a whole. Background to investigation. The need to investigate the service delivery challenges at municipal level arose out of multiple newspaper reports reflecting on lack of satisfaction from end-users and authorities regarding quality of delivery. Organizations such as South African Local Government Association (SALGA) and South African National Civic Organization have both commissioned assessment of municipal service delivery performances, and the reports drafted thereof were both critical and unimpressive. Based on these reports, the author recognized the need to investigate the reasons for poor service delivery and to test the idea of adopting outsourcing as a complementary mechanism to the delivery of services that are currently being employed. Procedure used. The information gathering for this investigation was done by means of structured interviews with municipal managers and senior officials in the administration. Provinces which were covered in the study include Limpopo, Gauteng, and North West. Although it was desirable to include more provinces in the study, it was however not feasible owing to limited resources available. Related literature was examined to further enhance insight in the subject and also to search for added potential solutions to the service delivery problem. Results of investigation. The findings reveal that primary barriers to quality service delivery are lack of sufficient municipal capacity; shortage of skilled workers; budgetary constraints; lack of effective management systems to ensure that, when a service is sourced from outside, competent service providers are appointed and their performance satisfy and exceed expectation and requirements. The root causes to these service delivery challenges are, among other things, a consequence of economic development which stimulates demand for skilled workers in the private sectors, and limited resources in the coffers of government. To compound the challenges, municipalities are unable to attract, develop and retain the quantities and qualities of skilled workers they need, owing to the uncompetitive pay packages they offer. Literature has revealed that legislature, in the form of Municipal Systems Act, make provision for municipalities to explore service delivery mechanisms in order to supplement internal means (Municipal Systems Act, 32 of 2000). Conclusion. From the results and findings the following conclusions can be drawn: Owing to the present demand for service delivery and the inability of municipalities to build sufficient internal capacity, alternative mechanisms such as outsourcing, must be explored and employed. In addition, there is, however, a great need for management systems and structures to be established or upgraded to ensure that mileage from external service providers is maximized. Recommendation. Following the results of the investigation and the conclusion made, the following actions can be recommended: • Assess service delivery capabilities and identify gaps. • Establish service needs and requirements that can be sourced externally. • Set up robust management systems and support structures to ensure that outsourcing initiatives are guaranteed to be successful.<br>AFRIKAANSE OPSOMMING: Hierdie studieverslag het betrekking op munisipale diensleweringskwessies - 'n gebied wat sorgwekkende afmetings aanneem in die opsig dat verbruikers van munisipale dienste, belangegroepe en die regering as 'n geheel daardeur geraak word. Wat die uitdaging verder vergroot, is dat munisipaliteite, as gevolg van die onkompelerende besoldigingspakkette wal hulle aanbied, nie in staat is om die kwantiteit of kwaliteit geskoolde werkers wat hulle benodig te trek, ontwikkel of te behou nie. Literatuur het aan die lig gebring dat wetgewing, in die vorm van die Wet op Munisipale Rade, voorsiening daarvoor maak dat munisipaliteite diensverskaffingsmeganismes ondersoek ten einde interne vermoens aan te vul. Gevolgtrekking. Die volgende gevolgtrekkings kan afgelei word uit die resultate en bevindinge van die ondersoek: Te wyte aan die huidige aanvraag vir dienslewering en die onvermoe van munisipaliteite om voldoende interne bekwaamheid op te bou moet alternatiewe meganismes soos uitkontraktering ondersoek en aangewend word. Daar is egter ook 'n dringende behoefte dat bestuursisteme gevestig of opgegradeer word ten einde te verseker dat maksimale insette verkry word van eksterne diensverskaffers. Aanbevelings. Background: Development of technologies and worldwide reductions of trade barriers during the last decades increased competition and the need to offer high-quality prod-ucts and services for a reasonable price. Particularly, the service sector increased in size and variety of outputs. The development of the information technology segment has de-termined the market environment. To be able to compete in this global market offshore outsourcing of IT functions can be a valuable tool if handled in the right way. Small and medium sized enterprises can profit from service offshore outsourcing although studies show that this type of organizations fail in their outsourcing initiatives in an above aver-age rate as a result of deficits in risk management, precisely in risk identification. Aim: The aim of this Master Thesis is to analyse the specific characteristics of small and medium sized enterprises in order to find out how they impact the different stages of the service offshore outsourcing process. Theory and empirical data helps to spot strengths and weaknesses of these organizations in order to find a solution to a better risk identification process which then might lead to increased success in offshore out-sourcing of services. Definitions: Service offshore outsourcing refers to the purchase of a service (which may have been produced in-house before) by a firm from a supplier located in a differ-ent country while the supplier and buyer keep their respective initial locations. Risk is the potential that a chosen action or activity leads to an undesirable outcome. Risk iden-tification, the first part of risk management (followed by risk assessment and prioritiza-tion), is defined as an analysis of potential risk factors to the success of an endeavour. Completion and results: Specific characteristics of small and medium sized enterprises play a significant role in the risk identification process of service offshore outsourcing. By being aware of these risks and acting according to minimize them, harm can be pre-vented. Especially, a well-designed service offshore outsourcing contract, regular com-munication and personal relationships could be an advantage to overcome the draw-backs of small size, high dependency, need for flexibility and lack of resources.

“Outsourcing has been touted as the ideal way for organisations to reduce cost, focus on core business processes, improve services, enhance skills, reduce time-to-market and increase overall competitive advantage,” (Power, Bonifazi and Desouza, 2004). A pertinent question is therefore ‘Can South African companies in the pharmaceutical industry remain competitive by outsourcing, what is driving these companies to outsource and how effective has the initiative been?’ The purpose of the study is to identify the extent to which various key factors play an influential role in motivating pharmaceutical companies in SA to outsource. South African pharmaceutical companies as part of the global arena, have to continually assess the feasibility of manufacturing their products in-house or allowing contract manufacturers to manufacturer and or pack on their behalf. The research questions posed in this research were: why are companies outsourcing, what is outsourcing and what is happening amongst the South African pharmaceutical companies? The results of this qualitative rich study have shown that outsourcing in SA is not just about cost savings or reduction in product costs but that this process is able to afford the contract giver the ability to tap into additional capabilities (facilities, technology and skill) of their outsourcing partner. Outsourcing has enabled the contract manufacturers in SA to assist the contract givers in numerous areas such as cost reduction, cost saving, reduction in capital investment, increased flexibility and allowed the contract givers to focus on their core competencies. The implementation of off shoring may result in South African contract givers incurring additional ‘hidden costs’ which may be attributed to quality problems, reduced flexibility of transport, product write-offs (due to large volumes ordered), currency fluctuations and additional resources that may required (technology transfer, documentation review, and validation). The responses from the research questionnaires indicate that the key drivers of outsourcing in South African are aligned with those identified in global ii marketplace by Jiang and Qureshi; Copestake and Lau and Zhang (2006). The main drivers being profitability increase (cost reduction, cost saving and capital reduction), strategic considerations (focus on core competence, increased flexibility and to facilitate market penetration) and access to knowledge and skills. The key for the South African outsourcing service providers lies in ensuring that their clients are kept satisfied so that they can minimise the threat of offshore providers. The results of the study are line with Momme and Hvolby (2001) suggestions in which they advocate that organisations only outsource when suppliers have a comparative advantage and that an organisation proactively have a stronger focus on its internal core business areas. In SA governmental changes in regulations/ laws such as those addressing parallel importation, patents, foreign investors and trade would impact on the countries national competitive advantage. However although outsourcing is highly beneficial, organisations need to carefully manage the process, identify hidden costs, risks and initiate preventative measures to ensure success. The different parties involved are the automotive manufacturers (OEMs) and their suppliers. The overall goal of the following report is to identify suitable business models for small to medium sized (SME) automotive suppliers. As the automotive value chain currently undergoes an evolutionary change towards a diminishing vertical integration of the OEMs, it becomes a challenging issue to reconfigure the responsibilities of the suppliers. Thereby OEMs and their suppliers have to cope with a shift from a functional to a process orientated value chain. During this reorganization of the OEM-supplier interface, enterprises realign their strategic intent towards their core competencies as well. Besides the shifting value chain, both suppliers and OEMs have to cope with a consolidation in their industries. This consolidation is impacted by stagnating traditional markets, an ongoing globalization of the value chain, and an increasing productivity pressure in the automotive industry. Looking at the automotive supplier, it becomes obvious that the suppliers are on the one hand challenged by productivity pressures and on the other hand have the opportunity to take over more business of the automotive value chain. The growth potential requires changes in the area of supply chain management and new types of collaboration in the supply network. This prospective development is mainly influenced by a trend towards the outsourcing of entire processes by the OEMs and the increasing need for future innovations in the automotive industry. After discussing the above mentioned issues, the report analyses the role of suppliers with respect to their main customers, the automotive OEMs. Based on the findings business models for suppliers are assessed and key success factors for small to medium sized suppliers are proposed and evaluated. The findings of the evaluation are translated into suggestions for most suitable business models of SMEs. The report concludes with recommendations for the strategy building process indicates problems concerning the shifting value chain, and points out the importance of further research in the field of the small to medium sized automotive supplier industry.<br>AFRIKAANSE OPSOMMING: Hierdie studieverslag ondersoek die motorvoertuig industrie met verwysing na die hoof deelnemers 'n die opwaartse waarde-ketting. This has forced mobile network operators to look for new opportunities to drive growth and to cut costs in business operations. The battleground rules are mainly defined by the speed with which new technologies are introduced, customer perception of the quality of the network, and site planning. The purpose of this study is to identify a framework to help the company identify activities which, due to their level and quality of performance, either help or hinder the performance of critical success factors. The starting point for this process is defining the critical success factors based on the company‟s high level priorities. Thereafter, activities that are critical or non-critical, based on their influence on each critical success factor, are identified. Finally, Vodacom‟s operations group activities in a value chain are analysed. The framework is applied to analyse Vodacom‟s operations group activities in a value chain with a view to improve sustainable execution of critical success factors. The report concludes with a decision to outsource activities that are non-critical and are being performed poorly, and the strategic outsourcing of those critical activities which require specialised skills easily sourced outside the company instead of Vodacom spending huge amounts of money in attracting and retaining such specialised skills.<br>AFRIKAANSE OPSOMMING: Telekommunikasie-ondernemings staan voor die uitdaging om toenemende opwaartse druk van hul mededingers doeltreffend aan te spreek, hoofsaaklik as gevolg van die oorversadigde intekenaarmark en die agressiewe stryd om 'n aandeel van die kliënt se beursie. Thesis (MPhil)--Stellenbosch University, 2013.<br>ENGLISH ABSTRACT: Given the ubiquity of information systems and their importance for the functioning of organisations; understanding information systems and their impact on organisations has become critical for organisational success. The ability to effectively use information systems plays an increasing role in the success of organisations. There are many facets to understanding information systems in organisations, this thesis will assess the relationship between outsourcing an information system, and the strategic processes which lead to and are impacted by the outsourcing decision. The aim of this thesis is to deepen the understanding of decision making in the Information System Outsourcing literature by reflecting on the state of the literature from a research point of view. This thesis therefore undertakes a meta-theoretic review of the Information System Outsourcing literature, using journal articles, to get a general picture of the literature which will then be assessed in terms of the breadth of decision making perspectives which have been researched and the depth to which each perspective has been explored. First, the extent to which the development of the field of information system outsourcing resembles the development of the Information System Theory in general will be determined. This will be done by examining the history and development of the Information System Theory field, and examining the consequences of the fields’ rapid development for the legitimacy of the field. Next, criticisms which have been raised against the Information System Outsourcing literature will be identified and discussed, the primary criticism being the charge that the Information System Outsourcing field is broad in scope but shallow in its depth of understanding of decision making in the outsourcing processes. These criticisms, which are shared with the field of Information System Theory, are argued to arise from the history of rapid development of Information System Outsourcing. The potential consequences of these criticisms for Information System Outsourcing practitioners and researchers will also be discussed in order to establish the importance of evaluating the theme of Information System Outsourcing. Thirdly, a framework with which to test the criticism against the Information System Outsourcing literature will be developed. This framework will combine insights from decision theory with those of organisation theory. Finally; the framework will be used to analyse the Information System Outsourcing literature in order to verify or disprove the allegation of a broad but shallow understanding of decision making in Information System Outsourcing. This allegation will be addressed primarily through an analysis of the information system outsourcing literature in order to evaluate its depth. The analysis shows that the literature on Information System Outsourcing, whilst showing positive development, is not yet mature. The danger of the theme of Information System Outsourcing falling into an identity crisis like that faced by its parent field of Information Systems Theory still exists. The analysis also shows the areas in which the literature must develop in order to avoid an identity crisis. On meta-theoretical level, the value of returning to fundamental issues in Information Systems Outsourcing is shown through the use of decision theory and organisation theory.<br>AFRIKAANSE OPSOMMING: Gegewe die alomteenwoordigheid van inligtingstelsels en hul belang vir die funksionering van organisasies, het insig in inligtingstelsels en hul impak op organisasies van kritieke belang geword vir organisatoriese sukses. Die vermoë om inligtingstelsels effektief te gebruik, speel derhalwe ’n toenemende rol in die sukses van organisasies. Daar is egter baie dimensies van inligtingstelsels in organisasies. Hierdie tesis assesseer die verhouding tussen die uitkontraktering van 'n inligtingstelsel en die strategiese prosesse wat lei tot, en wat beïnvloed word deur, die besluit van die uitkontraktering. Die doel van hierdie tesis is om insig in die veld van inligtingstelseluitkontraktering te verdiep deur besinning oor die toestand van die veld vanuit 'n navorsing-oogpunt. Hierdie tesis onderneem dus 'n meta-teoretiese oorsig van die veld van Inligtingstelseluitkontraktering deur gebruik te maak van joernaalartikels. Die doel is om daarmee ’n algemene beeld te kry van die literatuur. Dit sal gedoen word deur die geskiedenis en ontwikkeling van die Inligtingsisteem Teorie veld te ondersoek. Daarmee saam word konsekwensies van die gebied se snelle ontwikkeling vir die legitimiteit van die veld, ondersoek. Hierna word kritiek wat geopper is op die veld van Inligtingstelseluitkontraktering geïdentifiseer en bespreek. Die belangrikste kritiek is die klag dat die Inligtingstelseluitkontraktering veld wyd in omvang, maar vlak in sy diepte van begrip is. Dit word aangevoer dat hierdie kritiek, wat ook geld vir die veld van Inligtingsisteemteorie, die resultaat is van die geskiedenis van die snelle ontwikkeling van die gebied van Inligtingsisteemuitkontraktering. Die moontlike gevolge van hierdie kritiek vir praktisyns en navorsers in Inligtingsisteemuitkontraktering sal ook bespreek word ten einde die belang van die volgehoue evaluasie van die gebied van Inligtingsisteemuitkontraktering te verduidelik. Derdens word 'n raamwerk ontwikkel waarmee die kritiek teen die Inligtingsisteemuitkontraktering veld getoets kan word. Hierdie raamwerk kombineer insigte uit besluitnemingteorie met dié van organisasieteorie. Thesis (MTech (Business Administration))--Cape Peninsula University of Technology, 2018.<br>South Africa for more than three decades has been described as the economic capital of Africa because of its level of industrialization, production, interactions and business transactions with other companies locally, nationally, regionally and globally. This situation goes hand in hand with the continual emergence in South Africa of business organizations, notably major international groups or their subsidiaries, other foreign or national large corporations, as well as small and medium enterprises (SMEs). The SME sector has significantly emerged in industries such as retail and manufacturing that produce a wide variety of consumer goods and related services. They produce services and goods that are destined for both local and international consumption. Similarly, they are also sourcing goods and services from local or international suppliers. Consequently, SMEs are involved in a complex supply chain management challenges and are exposed to the chain’s intense logistics activities. The main objective of this study was to determine how outsourcing can improve effectively the logistics performance of wine producing SMEs in the manufacturing sector. The findings from the interviews conducted with 16 personnel responsible for logistics performance from selected small and medium wine producers in Constantia, Stellenbosch, and Paarl, offer support for the assumption that outsourcing is a key to logistics performance in SMEs. The general outcome of the study suggests that logistics performance of SMEs is dependent on their ability to manage outsourcing of logistics services. Thus, knowing beforehand the “what for” of outsourcing is very important determinant for driving logistics performance, especially defining, assessing and measuring the performance objectives the SMEs expect from outsourcing and choosing logistics partners that can meet these objectives.

The aim of the research was to assess what competitive advantage a Removals company could expect to gain by outsourcing its driver function to owner drivers. An extensive literature review identified key outsourcing issues. The literature was related to a case study of Stuttaford Van Lines (SVL), a company that is experiencing problems with its current independent contractor driver arrangements and that needs to review its outsourcing decision. In order to learn from best practice in the field of outsourcing to owner drivers, a benchmarking exercise was undertaken at South African Breweries (SAB). The benchmarking exercise identified six key issues that contributed to the success of the SAB owner driver scheme. These points, together with others identified from the literature, were integrated into a recommended outsourcing implementation process for SVL. The research found that it is possible for SVL to outsource the driver function to owner drivers and that such a scheme can be expected to improve customer service levels. The success of the scheme will depend on the selection of the drivers and how effectively it is managed. It was found that it would not be profitable for SVL to outsource to owner drivers using the compensation model proposed. Cost reduction is however only one of the factors to consider in an outsourcing decision.

No. of bitstreams: 0 Previous issue date: 2009<br>Este trabalho propõe analisar o fenômeno da terceirização desenvolvido ao longo das duas últimas décadas em Bio-Manguinhos. Trata-se de um estudo de caso realizado na unidade de produção de vacinas e reagentes para diagnóstico da Fundação Oswaldo Cruz. Inicialmente foi realizado um estudo de cenário, analisando a política de gestão do trabalho desenvolvida pelo Estado brasileiro para as instituições públicas. A seguir, a análise passou a verificar a inserção da Fiocruz nessas políticas, desde a sua criação e no decorrer de vigência de diferentes formas de contratação, alternando da extrema rigidez para a total flexibilidade sempre com foco na gestão do trabalho, e, como essas políticas se refletiram no desempenho de Bio-Manguinhos. Baseado no contexto da conformação do Estado e na análise do desempenho da unidade, o trabalho critica a falta de planejamento e de prospecção dessas políticas, que favoreça a inovação de processos, produtos e procedimentos e o desempenho pleno de uma unidade de produção de insumos para a saúde, tão necessários ao atendimento das necessidades da população brasileira. Critica também, a ausência de um modelo de Estado consolidado que sirva de arcabouço à formulação dessas políticas. Devido às fortes críticas dos órgãos de controle acerca da extrapolação dos limites da terceirização praticada nas últimas duas décadas e à falta de definição clara desses marcos legais, o trabalho apresenta uma metodologia baseada nas atribuições dos cargos do plano de carreiras da Fiocruz e culmina com a apresentação de uma matriz de atribuições passíveis de serem realizadas por contratação indireta. Conclui pela necessidade de convivência de dois quadros de trabalhadores: um permanente formado por servidores, estáveis e de carreira e outro flexível, executado por contratação indireta, de caráter eventual, temporário ou de apoio às atividades relacionadas à missão de Bio-Manguinhos. O trabalho ainda sugere a aplicação da mesma metodologia às demais unidades da Fiocruz e que a instituição afirme, frente aos órgãos de controle, quais atividades que ela precisa manter no quadro de servidores permanente e quais ela quer delegar a terceiros sem contudo, ferir a legislação vigente. Por fim, constata-se que a metodologia apresentada ameniza, mas não resolve o problema, dessa forma, recomenda-se à Fiocruz buscar mecanismos que altere o modelo de gestão pelo qual está submetida a fim de viabilizar as duas formas de incorporação de mão-de-obra.

Firms increasingly disaggregate business processes and source them on a global basis, either intra-firm or from external vendors. This dissertation examines two relevant strategic choices for business process sourcing: the choice of sourcing mechanisms and the choice of contract types. First a comprehensive choice model is proposed to incorporate different perspectives of transaction cost economics (TCE), resource-based view (RBV) and modular systems theory for the choice of sourcing mechanisms. The results indicate that modular design characteristics such as modularity and IT detachability of business processes have significant impact on firms’ sourcing choices. The findings show that at higher level of process modularity, domestic outsourcing is more likely while offshore outsourcing is more preferred at lower level of process modularity. Also domestic outsourcing is preferred over offshore outsourcing when processes are tightly coupled with the IT infrastructure. The results suggest that offshore outsourcing is a different governance mode from domestic outsourcing. It may be a viable choice for firms that are looking for capabilities and adaptation willingness to improve the modular design of a process and to meet firm-specific needs, but the nonmodular design of IT infrastructure may inhibit such attempts. The dissertation then examined how firms select appropriate types of contract once outsourcing decisions are made. Three types of contracts were considered: Fixedprice (FP), Cost-plus (CP) and Time & Materials (T&M), which provide different levels of cost-reduction incentive, completeness of contract design and flexibility to change. The findings suggest that business characteristics impact coordination and negotiation costs and thus the choice of contract types. Higher coordination costs (the costs of managing interdependence) lead to higher probability of selecting contracts with high incentives and detailed service descriptions such as FP contracts while high negotiation costs (the costs of opportunistic behavior in ex post adaptation) increase firms’ preference to contracts with more flexibility to change such as T&M contracts. Further, the selection bias of the choice of sourcing mechanism on the choice of contract types was identified. Firms that select outsourcing are more likely to adopt contracts with high level of incentive and contract completeness.<br>text

More specifically, it gives a brief description of what Knowledge Management is; the different types and phases, the economics and strategies, different drivers, the outcomes, critical success factors, the benefits, frameworks and the influence that Knowledge Management has on competitiveness and innovation in the workplace. The topic is concluded with a discussion around technologies for enabling Knowledge Management. Also discussed in the study is the definition of Outsourcing, the different theories, critical success factors, drivers and moving from traditional to transformational Outsourcing. Mention is also made about some of the obstacles and problems associated with Outsourcing and the different prescriptive models around. Lastly, the determinants of organisational adoption and the stages of the Outsourcing framework are discussed in depth. The original decision was to develop a questionnaire and distribute it throughout the company, Business Connexion, a leader in the IT Outsourcing industry. However, due to time constraints and the number of potential employees, approximately 4700, it was agreed upon to only target the staff members within the Outsourcing division. At the time of the questionnaire, the total number of employees was 539 and 127 participated in this study by responding via a URL link set up by Statkon, a division of the University of Johannesburg. The responses were fed into a database which produced the relevant results for this particular study. These questionnaires were designed to specifically measure the varying issues surrounding Knowledge Management and Outsourcing in an IT environment. Due to the fact that this study was implemented within only one division of the organisation, it is important to note that the findings of this study cannot be generalised, thus providing an opportunity for future comparative research.

This study attempts to overcome some of the problems associated with outsourcing by integrating a number of key aspects of outsourcing including a value chain perspective, core competency thinking and supply base influences into the decision-making process. The background of the research highlights the status quo and examples of similar fleet management projects in Government. These include major projects in National Government, Telkom and City of Johannesburg. The research is motivated by the need for government to find new ways, with limited resources, to achieve maximum efficiency in fleet management by managing these resources and related risks. The value of the research is a holistic approach to the analysis of fleet management the public sector has never been undertaken. The study will also help the state to recognise the impact fleet management has on the state's core activities and offer a tool for measuring fleet management performance. The research methodology is qualitative and will be based on a case study approach, which is associated with the exploratory nature of this study. Over the past decade, outsourcing has emerged as an imperative for competitive success in modern organizations. Yet, the high failure rate of outsourcing initiatives suggests that despite the significant opportunities available through outsourcing, several organizations remain unprepared for the transformation that it brings. My dissertation, “Essays on the Organization and Value of Outsourcing Relationships,” identifies governance strategies that maximize the strategic value of outsourcing investments and estimates the size of governance effects by analyzing the contribution of efficient governance to an increase in shareholder value of the outsourcing firm. The first two essays, “An Empirical Analysis of the Impact of Information Capabilities Design on Business Process Outsourcing (BPO) Performance” and “An Empirical Analysis of the Contractual and Information Structures of Business Process Outsourcing (BPO) Relationships,” focus on business process outsourcing (BPO), the fastest growing segment of the outsourcing market. In particular, the first essay emphasizes the information intensive nature of BPO to posit that performance heterogeneity across BPO relationships is a function of the fit between the information requirements and information capabilities of the relationship. The design of information capabilities extends contract design that addresses incentive conflicts to include design of the information structure comprising relational processes and technologies that address cognitive conflict between the participant firms. The second essay demonstrates complementarities between the contractual and information structures to emphasize that their joint assessment is necessary to enhance the explanatory power of extant theories of organization. These results have important implications for how BPO relationships must be designed and managed to realize strategic value. The third essay in my dissertation, “Outsourcing Discount or Paradox? A Comparative Analysis of the Long-Term Abnormal Stock Returns and Operational Performance Gains across Outsourcing Contracts,” estimates the extent of this strategic value by assessing the longterm abnormal stock returns to the hundred largest outsourcing initiatives implemented between 1996 and 2005. I find that transaction cost economizing outsourcing decisions yield significantly higher abnormal returns. The results imply the need to exercise caution in initiating outsourcing initiatives and emphasize that value chain scoping and management are important sources of comparative advantage in the modern firm.<br>text

One way by which this advantage can be gained, is by exercising superior supply chain management. Shortening product life cycles and multiple possible suppliers per product make it even more important to provide excellent customer service. Once again, these events imply the need for superior supply chain management. The question of how to improve supply chain management now arises. The aim of this study is to determine whether the outsourcing of certain supply chain activities can lead to the desired result. A secondary aim is to give an overview on supply chain management, as knowledge on this topic is often lacking or poorly understood, while it is seen as highly important for the reasons stated above. A key step in the process of determining whether or not a company should make use of a third-party supply chain provider, is in determining the strategic objectives of the company. During this step the company needs to determine its key competencies, which in turn helps the company to establish its goals. Once the above process has taken place, a decision can be made on whether to consider the outsourcing of supply chain activities. Companies that are considering the outsource of their supply chain activities, are looking for benefits such as reduced costs and increased service, reduced capital investment, increased flexibility to fluctuating demand, and a focus on core competencies. There are however, possible disadvantages associated with the outsourcing decision. Examples include, negative effects on workforce morale, a fear for loss of control by some supply chain professionals, breaches of confidentiality, and a loss of customer contact.

Given the growing and intensive applications of information technology resources to improve process efficiency, achieve growth, foster innovation and transform service delivery, the need arises to outsource the major information technology operations of an organisation, as a strategy for organisations to concentrate on their core businesses. Information technology outsourcing is an important constituent in supply chain management, because it demands effective selection of an appropriate vendor, based on multiple conflicting criteria. Supply chain management places strong emphasis on effective evaluation and selection of vendors against usually conflicting multiple criteria, rather than on cost as a single criterion upon which to base a decision. Multiple criteria generally include both qualitative and quantitative attributes, some of which can be fuzzy in nature. The overarching purpose of this research is to screen the most important criteria of information technology outsourcing for vendor selection based on expert opinions. The experts are from institutions of higher education, health, inspection and testing, property, shipping, state own enterprise, local government and transportation, who share their views regarding criteria that influence their vendor selection decision. Since the vendor selection decision is characterised by a high degree of subjectivity, interdependency and conflicting criteria, the analytic hierarchy process is applied to determine the weights of the identified criteria, evaluate and rank the potential vendors that provide information technology outsourcing services to the sampled institutions. The sample size for this research comprises 16 respondents and the 11 criteria which are cost, quality, commitment, additional resources, additional expertise, prior work, contract terms, confidentiality, location, on supplier database and black economic empowerment. Results show that quality of product is the most important attribute for vendor selection in information technology outsourcing. In addition, the study found that the sampled institutions can categorise their information technology outsourcing vendors more effectively and select a more effective supply chain partner. Moreover, the sampled institutions can provide unsatisfactory vendors with valuable feedback that will help them improve and become good partners in the future.<br>M

The approach of the outsourcing venture was thus investigated, specifically how to align and integrate outsourcing parameters appropriately at the inception of the outsourcing venture in order to attain the benefits brought about by the outsourcing decision over the projected life of the outsourcing venture. To this effect, a strategic decision-making model, with the objective of ascertaining optimal alignment and integration was developed. The model comprises a dualistic development followed by a methodological process path to operationalise the strategic decision-making model. A services continuum (development one) is established, which is a permutation matrix that classifies four aspects of importance (service type, category of 3PL provider, strategic alignment and investment), in order to align the aspects optimally and enable appropriate model application. The services continuum is a conglomeration of nine models:  a capabilities matrix for 3PL provider services;  a framework for evaluating the supply chain role of 3PL providers;  a mathematical model;  a supplier selection and evaluation process;  a presentation of the Hayes–Wheelwright framework;  an outsourcing variables differentiated model;  four categories of the 3PL providers model;  an estimated path model; and  a process integration via survey data collection model. The services continuum was extended for utilisation with risk management practices, and an outsourcing risk matrix (development two) was established. The enablement of the outsource risk matrix is an element review, consisting of three categories: collaboration and integrated planning systems; performance measurement; and broad-based black economic empowerment. The strategic decision-making methodology process path was developed as having three phases, which operationalise the strategic decision-making model. The research was primarily focussed on literature reviews, with the models classified according to the services continuum. To a lesser extent, the research focussed on primary data, which served as model application input specifically for application requirements related to Sasol. Die model bestaan uit ’n dualistiese ontwikkeling, gevolg deur ’n metodologiese prosesbaan om die strategiese besluitnemingsmodel te operasionaliseer. ’n Dienstekontinuum (ontwikkeling een) is op die been gebring, wat ’n permutasiematriks is wat vier aspekte van belangrikheid (dienssoort, kategorie van die 3PL-verskaffer, strategiese inlynstelling en investering) klassifiseer, ten einde die aspekte optimaal in lyn te stel en toepaslike modeltoepassing moontlik te maak. Die dienstekontinuum bestaan uit ’n versameling van nege modelle:  ’n bekwaamheidsmatriks vir 3PL-diensverskafferdienste;  ’n raamwerk om die voorsieningskettingsrol van 3PL-verskaffers te evalueer;  ’n wiskundige model;  ’n verskafferseleksie en evalueringsproses;  ’n aanbieding van die Hayes-Wheelwright-raamwerk;  ’n uitkontrakteringsveranderlike-gedifferensieerde model;  vier kategorieë van die 3PL-verskaffersmodel;  ’n geraamde baanmodel; en  prosesintegrasie deur middel van ’n ondersoekdata-insamelingsmodel. Die dienstekontinuum is uitgebrei vir gebruik by risikobestuurspraktyke en ’n uitkontrakteringrisikomatriks (ontwikkeling twee) is op die been gebring. Die navorsing het hoofsaaklik op literatuuroorsigte gefokus, met die modelle wat volgens die dienstekontinuum geklassifiseer is. Die navorsing het in ’n mindere mata op die primêre data gekonsentreer, wat as die modeltoepassingsinset gedien het, in die besonder vir die toepassingsvereistes wat op Sasol betrekking het.
