There have been recent extensive changes in the area of education, The labor market started through its needs for new skills and qualifications to impose trends and innovative specialties to meet the needs of the new economy, So the curriculum is the other subjected a revision to cope with modern requirements and available technologies, Such as e-learning, which relies on the Internet as well as the application of information and communication technologies in e-learning. The current study raised questions research that: Can you assign electronic curriculum technology on the application of information and communication technology? And how can be merge the electronic curriculum with one of the applications of information technology and communications? In order to answer these research questions relied on the case study approach by the researchers trying to design electronic curriculum to the Department of Management Information Systems in the College of Business and Economics at the University of Mosul After take the theoretical framework for the study about the concepts information and communication technology and e-learning and its importance and components, Researchers initiated steps to design electronic curriculum. The study found set of conclusions was in the forefront, The adoption of e-learning project requires attention of electronic curriculum technology, And implemented by any educational institution requires them to provide a strong infrastructure and appropriate for this type of education, represented in prepare trained manpower as well as the providing of physical supplies, the appropriate software and provide communication lines that helps to communicate and transfer information between all the relevant authorities. As well as develop of specialized training programs for students, teachers and administrators and sensitize them towards the use of e-learning to make the most of this technology. One of the important recommendations made ​​by the study is the need to keep up with modern developments in the adoption of applications of information and communication technology in order to support e-learning and its technologies in the university.

AbstractEntrepreneurship represents a certain way of thinking and type of behaviour; it’s a continuous search for new ideas, creativity, proactivity and initiative in achieving goals. A successful promotion of an entrepreneurial idea is achieved through marketing communication with consumers. The purpose of this empirical research was to discover the extent in which entrepreneurs use social networks as a new form of communicating with consumers. A total of 172 companies have given information through a specifically designed questionnaire. Research has shown a difference in the extent of using social networks between domestic and foreign owned companies. Moreover, companies with more educated staff have proven to be more open towards accepting information technology in their business activities. This research hasn’t shown significant statistical differences between different age groups.

Abstract:
The article describes the possible dangerous consequences of the introduction of new information and communication technologies, namely the destruction of conventional roles, of shared mental models due to the distortion of information and its context, the destruction of rutin interactions. The rapid development of science and technology in the late twentieth century led to the emergence of new information and communication technologies (ICT). In this regard, change the forms of communication and the relations between economic agents. This is particularly expressed in the change of conventional roles and common mental models. The possible negative consequences of the application of new ICT are discussed in the article, namely the increase in the probability of inaccuracies and errors in communications, the appearance of a gap in the senses or mutual understanding between the sending and receiving parties due to incorrect context transfer. The rapid change in the conditions of communications, its methods, increasing the share of verbal information leads to the destruction of the pre-rational basis of mutual understanding of people, and consequently to the restriction of economic growth according to G.V. Grebennikov. The solution of emerging problems is seen in the preservation of the traditional notion of communications (their goals, tasks, place in the relationship); determine their some necessary number and type. The preservation of common mental models depends on the preservation of their essential part – common values. We see that the Orthodox faith offers a person a higher ideal and values corresponding to him, as well as a way to achieve it, which can be tested by experience.

Abstract:
The digital technology has permeated almost every aspect of life. Meanwhile, the responses from the field of language teaching in Indonesia to this new development have been scarce. The paper aims to provide an answer to the question whether language teachers perceive Information and Communication Technology (ICT) as a threat or a helpful assistant. To achieve this, a survey was conducted to 110 English teachers in Java, Indonesia. Five closed-ended items and two open-ended items in an online questionnaire asked them several questions about what conditions they see as threats, how they perceive ICT, and what digital facilities they have been using in their work. The results show that most of them perceived ICT positively, seeing it as a beneficial rather than threatening force. To them, ICT has been an attractive source that provides learning resources, fosters communication and collaboration, and spices up teaching-learning activities. Those who expressed their worry over ICT mentioned the importance of teachers’ upgrading their ICT skills and called for institutional support for the teachers. Three models, TAM (Technological Acceptance Model), UTAUT (Unified Theory of Acceptance and Use of Technology), and TPACK (Technological Pedagogical Content Knowledge) were then discussed to address the need for helping teachers adapt to the fast-changing digital technology.

AbstractFrom Karl Marx to Martin Heidegger, the dialectical relationship between technology and art has become an ontological question of social reality. Marshall McLuhan’s theory of cool-hot media provides an analytical framework for the information age. “Cool-hot media” is McLuhan’s truly original concept. However, while McLuhan determined electronic media to embrace printing media which was regarded as a typical representative of hot media, he could not foresee that electronic media is properly speaking the latest representative of the split type of hot media. Through Gödel’s Incompleteness Theorems which underlies formalization and Embodied Cognition Theory, this article argues that there exists an ontological difference between computers and human existence and explores the position of art from the contemporary cool media perspective. This contribution is not only intended to be a philosophical critique of the philosophy of technology of the media age, but also a repositioning of contemporary art and its function from the media perspective. The technological division and abstraction represented in hot media becomes the basic premise for a holistic approach to computer science and artificial intelligence. Their rich information context leads to multiple interpretations of meaning instead of a one-dimensional definition; the everyday actions of cold media have become a type of life art in a broad sense, and manifest their social function as an art of the information age, i.e. to balance the cognitive narrative of hot media and to ensure that its communication does not suppress the audience’s individual creativity, so that they can maintain their subjectivity by tracing the source of information. Art facilitates active audience participation and so allows participants to overcome a one dimensional way of thinking and promotes imagination and creativity in liberal arts education. Following the rules of art, cold media obtains its greatest significance as the guardian of the free subjectivity of all humans, which is alien to modern technology. Cold media and hot media balance each other to create a new way of producing and living that not only discovers but also safeguards the world.

INTRODUCTION:The hospital's design today must be prepared for changes resulting from the incorporation of new information and communication technologies (ICT) (1). These will affect non-finalistic (warehouse, archive), diagnostic support (laboratory and image) and finalistic activities (emergency, surgical center, clinics) (2). The Health Technology Assessment (HTA) is fundamental in the dimension of the impact of each technology on the structure of healthcare facilities (HCF). In this way, this work intends to evaluate the trends of impact of the new ICT on hospitals’ structure.METHODS:The main technologies under discussion in Management of HCF in Brazillian Health Regulatory Agency were raised. From this survey an impact matrix was built with hospital environmental design and the trends of adequacy of its space.RESULTS:ICT that tend to decrease the physical space are: electronic health record for the archive, use of digital imaging for radiology, Radio-Frequency Identification (RFID) for the warehouse, point of care and automated laboratory equipment for clinical laboratories.ICT that tend to increase physical space are: Telemedicine for the surgical center, Internet of Things - IoT for Intensive Care Units, beds for emergency and hospitalization.The technologies that present an undefined tendency in relation to physical space are: automatic dispensers of drugs for nursing posts.The use of database servers and the need for network points are still undefined due to the use of Wi-Fi technology and cloud storage. However, it's possible to increase use of electricity and the internet.CONCLUSIONS:It is concluded that the new ICT will have an impact on the planning and building of the future HCF (3). The designs of today's buildings should consider this trend so that the future reality is adequate and the regulatory requirements about HCF should be able to consider it.

By focusing on a distributed energy system that has been widely diffused for efficient utilization of renewable energy generation in recent years, this paper investigates the relationship between productivity growth and information and communications technology capital in the energy sector. Information and communications technology is a key factor in operating distributed energy systems in a way that balances energy supply and demand in order to minimize energy loss and to enhance capacity utilization. The objective of this study is to clarify the determining factors that affect productivity growth, focusing on three different information and communications technologies: information technology capital, communication technology capital and software capital. Our estimation sample covers energy sectors in 14 countries from 2000 to 2014. The results show that information technology and software capital contribute to increasing material productivity and capital productivity in the energy sector, respectively. Meanwhile, communication technology capital negatively affects these two productivity indicators.

Heutagogy and Computational Thinking have been selected as the learning methodology for approaching digital native generation. It is no doubt that the significant role in undertaking online education is information and communication technology. Therefore, we suggested some tools to enhance learning systems, such as gamification learning, virtual labs, and social media. We also discussed new learning media using information and communication technology in education. The study's contribution is to describe technology's role in the future learning system to be used by decision-makers in implementing e-learning better.

The article is devoted to the study of new types of urban spaces that owe their origin to the development of information and communication technologies. An innovative factor that influenced the transformation of public spaces in the XXI century was the emergence of the media and information sphere. The widespread use of personal computers and the home Internet in the 1990s led to a decline in publicity and a crisis in traditional urban social communications. Currently, a new type of personality is being created, prone to limited contacts with other individuals in certain conditions (for example, in social networks). The information technology model of public space transfers social connections to the virtual world, thus reducing the need for the development of physical urban spaces. Information technology has led to the development of new forms of public spaces. Among them we will note such as “smart square”/”smart street”, media spaces and flash mob spaces. The results of the study of the characteristics of these new urban spaces are presented in the article.

This article presents a new solution of mobile and portable electronically published content protection which using function area and algorithm to ensure the mobile storage media security and secure authentication protocols to protect communication between data in storage media and document server, on condition that no security system installed on the target computer, the theft of mobile storage media, and key stolen when user access to the documents etc. To facilitate the communication between inside and outside of enterprise, while at the same time guarantee the authorization of confidential message, an information protection proxy-based system and method to authorize the confidential message is provided. User sends its message for outside receiver to his/her approver, and approver check the message and send the message to proxy if he/she agrees. The information protection system is based on a hash chain-based authorization protocol. The information protection proxy can prevent enterprise users from sending confidential involved messages to outside without approval, and at the same time audit the whole information authorization process. The authorization procedure is based on peer to peer mode and the proxy overhead is very low, and can also be used in mobile internet applications.

Whether formal control procedures are the most effective method of collecting and communicating this information, however, is a topic of ongoing debate. This research describes new product development control practices and examines the relationships between the method of control (i.e. formal or informal) and innovation success in thirty-three North American technology-based companies. Results indicate that companies using formal control procedures view their methods as more successful, are more satisfied and define success more stringently than firms using informal methods of control.

Then, taking New York freedom building as an engineering case, this paper analyzes the application of building information modeling (BIM) in the architectural design of New York freedom building. Security perception has been investigated by much research within the e-commerce and e-banking context. However, very little research has investigated this issue within the general mobile context without limiting this to particular applications such as payment, marketing, banking and commerce. Therefore, this paper aims to explore the users' perception of security towards mobile phones from a wide perspective. An interpretive-qualitative research was adopted to investigate the users' perceptions. The research results provided evidence for extending the meaning of the security perception concept to include human security as a relevant issue to mobile phone usage. It also showed that mobile phones can be used as an instrument to commit fraud and crimes. Furthermore, the results showed that the development of mobile technology raises new security and privacy concerns. For practical implications, this research provides recommendations for mobile technology designers to improve mobile usability- related issues in order to improve users' feeling of security

Objectives: The aim of this study was to facilitate effective internal and external communication of an international network and to explore how to support communication and work processes in health technology assessment (HTA).Structure and Methods: European network for Health Technology Assessment (EUnetHTA) connected sixty-four HTA Partner organizations from thirty-three countries. User needs in the different steps of the HTA process were the starting point for developing an information system. A step-wise, interdisciplinary, creative approach was used in developing practical tools.Results: An Information Platform facilitated the exchange of scientific information between Partners and with external target groups. More than 200 virtual meetings were set up during the project using an e-meeting tool. A Clearinghouse prototype was developed with the intent to offering a single point of access to HTA relevant information. This evolved into a next step not planned from the outset: Developing a running HTA Information System including several Web-based tools to support communication and daily HTA processes. A communication strategy guided the communication effort, focusing on practical tools, creating added value, involving stakeholders, and avoiding duplication of effort.Conclusions: Modern technology enables a new information infrastructure for HTA. The potential of information and communication technology was used as a strategic tool. Several target groups were represented among the Partners, which supported collaboration and made it easier to identify user needs. A distinctive visual identity made it easier to gain and maintain visibility on a limited budget.

The focus is on the need to develop appropriate strategies for a new educational role and, in addition, to enhance the role of learners in integrating information and communication technologies (ICT) into the educational process. The role and perspective of the teachers was very important, highlighting them as key players in the process. The data show that there is a belief that the use of information and communication technologies (ICT) in the educational process will help increase the effectiveness of education and facilitate the organization of the educational process. In particular, it shows that the contribution of information and communication technologies (ICT) to the improvement of the educational process in educational institutions, where information and communication technologies (ICT) is an innovative factor, is high. Achieving this high level means that the educational institution must not only modernize technological means, but also change the models of teaching. We need to acquire digital knowledge and modern information technology in order to achieve development. This will allow us to take the shortest path. Indeed, the deep penetration of information technology into all parts of the world today creates new opportunities.

There is no doubt that in the contemporary international system information technology (IT) is fundamentally transforming the way we live, work, govern and communicate. The global digital network and the growing power of communication have created a new foundation of diplomacy in the international arena. Therefore, this article examines the sweeping changes in the global system, high-speed interactive network with adequate bandwidth for multilingual voice, video, print and data communication vis-à-vis the conduct of diplomacy in the twenty-first century. Furthermore, it should be emphasized that IT is as important as politics, economics and military power, information, communication skills and foreign policy are high national priorities in international relations. This paper discusses the contributions of communication technologies to modern civilization and globalization and the role of connectivity as facilitator to efficient global information sharing today. The background study of networks, satellites, statement of the problem and the objectives of the paper were looked into. A brief historical development of Nigeria communications and their beneficial applications today were presented. Presentation was made on why internet communications in Nigeria is dominated by wireless/satellite link. It was adduced that the absence of information technology infrastructure, particularly the complete absence of fiber optics backbone and weak telecommunication base were responsible for the predominant wireless internet application in Nigeria. The paper concludes that a good information technology infrastructure base such as the construction of domestic optics backbone as ongoing by some of the GSM operators such as GlobaCom and MTN, launching of domestic communication satellite such as Nigcomsat1R in December, 2012; and the interlinking of our communication will enhance information sharing and as well reduce the cost of internet applications and motivate a larger population to participate in our new information society.
