In addition to its extensive parameters, it also has intensive ones related to the deeply-rooted structural changes in the ways of working and thinking, as well as in the forms of its social organization. The professional revolutions in the history of Modern Times stem from this theory.Employees’ awareness and accountability shall be strengthened. The leader must be able to formulate and bring closer to the employees the vision of the organization and its future goal, to which all shall aspire. He should pay attention not to the "letter" but to the "spirit" of this approach.

Abstract:
The role and place of the organizational and technical model of cyber protection as an important component of the national cyber security system is determined. The purpose and tasks of the organizational and technical model of cyber protection in the conditions of Russian military aggression are substantiated. The analysis of regulatory legal acts devoted to the regulation of issues regarding the specifics of the development and implementation of the organizational and technical model of cyber protection was carried out. The measures taken to develop the organizational and technical model of cyber protection are detailed. The content and features of the practical implementation of the organizational and technical model of cyber protection in war conditions are disclosed. A review of domestic legislation dedicated to the development of the organizational and technical model of cyber protection was conducted. Further directions of improving the regulatory support of the development processes of the organizational and technical model of cyber protection in the conditions of the spread of cyber threats are summarized.

This article introduces the concept of cyber debt as an emerging critical security challenge for modern organizations. Similar to technical debt in software development, cyber debt represents the accumulation of unpatched vulnerabilities, security misconfigurations, outdated tools, and neglected security processes that build up within an organization's technology infrastructure. The article highlights how cyber debt compounds over time, creating exponential risk growth patterns that drastically increase organizational vulnerability. Through a comprehensive examination of industry reports and benchmarking data, the article reveals the scale of this problem across enterprises, the operational and financial consequences of accumulated security weaknesses, and the disproportionate impact across different organizational environments. The discussion extends to frameworks for measuring and quantifying cyber debt, risk-based prioritization approaches, and practical strategies for effective cyber debt management, including governance structures, technical remediation approaches, and organizational culture development. By framing cyber debt as a measurable organizational liability rather than an abstract technical concept, the article provides security leaders with a structured understanding for communicating its importance and developing systematic approaches to its reduction.

Abstract:
The object of the study is heterogeneous data in organizational-technical systems. The subject of the study is the process of heterogeneous data processing. The problem of this study is enhancing the efficiency of heterogeneous data processing in organizational-technical systems while ensuring a predefined level of reliability, regardless of the volume of incoming data. A method for heterogeneous data processing in organizational-technical systems has been developed. The originality of the method lies in the use of additional improved procedures, which allow: – achieving the placement of the initial population of agents in the combined algorithm swarm and their initial position in the search space, considering the uncertainty level of input data circulating in the organizational-technical system. This is achieved using correction coefficients; – accounting for the initial velocity of each agent in the combined algorithm swarm, enabling search prioritization in the corresponding search space (across elements and components of the organizational-technical system); – determining the feasibility of decisions in heterogeneous data processing, considering external factors, which reduces the solution search time; – ability to calculate the required computational resources, determining the additional resources needed in case existing computational capacity is insufficient. A practical implementation of the proposed method was tested on heterogeneous data processing in an operational military task force, demonstrating: a 14–20 % increase in decision-making efficiency due to the integration of additional procedures; a decision reliability level maintained at 0.9

The research method used in this research is qualitative research with a description approach. The results of this research indicate that the implementation of employee development strategies in improving organizational performance at the DISKOMINFOTIK office (Department of Communications, Informatics and Statistics) Bima Regency, NTB has gone well, marked by an increase in technical competence through information technology-based training, development of non-technical skills such as leadership and communication, as well as preparing a clear and structured career development path. Apart from that, efforts to improve employee welfare and reward systems are also important components in increasing work motivation and productivity. Regular evaluation and adjustments to the implementation of this strategy are carried out to ensure continuous performance improvement. It is hoped that the results of this research can make a significant contribution to operational effectiveness and achievement of the strategic objectives of DISKOMINFOTIK Bima Regency.

Patterns in the evolutionary development of bureaucratic organization are analysed as functions of the interplay between four structural dimensions: work-flow interdepen dence, hierarchical shape, administrative intensity, and mechanisms of control. Three stages of growth, marked by distinct configurations of these four structural dimensions are associated with increases in organizational size. The growth stages are derived as ideal types which are constructed on the basis of 'technical rationality'. These technically ideal types are compared to Max Weber's bureaucratic ideal-type, and some terminological confusions in the organizational literature are identified.

The component of scientific support for innovation-intensive development, methods and directions of its implementation in agricultural production are identified and justified. The quality of the audit work and its products is often associated with the organizational maturity of the audit function. The absence of a well-defined organizational maturity for an audit function leads to poor quality of audit work or products and ineffective audit function. The lack of a framework for measuring governance maturity was identified as a major deterrent factor to the attainment of quality audit work. Measuring the governance maturity of the technical audit of public works is challenging due to the absence of a maturity framework that fits its needs. The noted shortcomings include: (a) existing maturity frameworks used to assess organizational maturity have not been developed based on standards and requirements governing technical auditing; (b) defined technical competency for technical auditors, work methods and processes have not been covered in those frameworks rather focused on other types of audits than technical audits; and (c) the institutional framework considered in those frameworks are not applicable in technical auditing. The challenges impede the ability of the technical audit function to establish relevant and reliable criteria to measure governance, and it largely affects the growth of the technical audit functions and the quality of audit works. This paper provides a theoretical overview of what, why and how a framework can be developed for assessing the level of organizational governance maturity for technical audits of public works.

Commonly referenced as corporate citizenship or sustainability, the initial idea of corporate social responsibility (CSR) matured from the 1987 seminal Brundtland Report, which the United Nations is credited for spearheading. The steady progression of CSR highlights the need for organizations to coordinate the fulfillment of legal, philanthropic, moral, and financial obligations to ensure appropriate strategies toward sustainability initiatives and positive behaviors toward environments, the population, and monetary gain. The purpose of this paper is to analyze the causation by which organizations adapt green organizational cultures. Some findings suggest organizational cultures are forced to adopt new philosophies in a changing environment governed by corporate sustainability efforts. These green conceptual models transform human resources (HR) role in changing and creating organizational cultures that influence organizational strategies in ways that support sustainability and influence the organizational impact concerning climate change.

Abstract:
Technical and Vocational Education and Training (TVET) holds a crucial position within the broader educational framework, significantly influencing the socioeconomic development of nations. However, its effectiveness in middle-income countries is intricately tied to the direct impact of organizational culture. This study aims to illuminate the positive and negative effects of robust and feeble organizational culture on technical and vocational training performance. By addressing prevalent challenges and negative perceptions while recognizing the potential positive influence of organizational culture on TVET, the goal is to redefine prevailing trends and roles. Using Google Scholar, Web of Science, and Scopus databases, this systematic literature review adheres to PRISMA standards and examines 610 papers from 2012 to 2022, with 35 relevant research articles identified. The findings underscore that adequate funding is a paramount requirement, accompanied by considerations of management policy, psychology, entrepreneurship, career counselling, leadership thinking, and skill development. Shortcomings in these domains adversely affect both the TVET system and its organizational culture. Furthermore, addressing socioeconomic challenges and aligning organizational culture with contemporary values are identified as critical imperatives. In conclusion, this study advocates elevating the cognitive capacities of leaders and employers, and fostering an environment conducive to shared experiences for collective improvement. Strategies include establishing robust funding relationships with stakeholders, and implementing essential facilities and infrastructure through management policies. This study serves as a call for further exploration, emphasizing the need for additional studies on organizational culture and its correlation with TVET, with a recommended emphasis on meta-analysis for comprehensive and rigorous evaluation.

Abstract:
The article analyzes the current state and prospects for the development of the hemp industry in Ukraine. It has been established that the cultivation of technical hemp is a promising niche and can become a springboard that will ensure a successful start for the development of small and medium-sized farms in Ukraine. The comparison of key indicators with leading countries in the production of hemp products is given. Leaders in the production of hemp products are: China, France, Germany, Hungary, Italy, countries of Asia and Latin America. Methodical and practical recommendations have been developed regarding the organizational and economic foundations of the development of hemp production in Ukraine. The main problems of the hemp growing industry are identified, the ways to solve them are given, as well as the consequences of the proposed measures. The main problems include: establishment of licensing requirements for technical hemp as an agricultural crop equivalent to narcotic drugs and psychotropic substances; excessive regulation and control by law enforcement agencies of economic activity related to technical hemp; the maximum permissible level of THC in technical hemp; availability of technical hemp crop quotas; excessive state control during the destruction of the remains of technical hemp; irregularity of economic activity and circulation of technical hemp, in particular, products of their processing, etc. The following ways are proposed for the development of the production of hemp products in Ukraine: elimination of excessive control by law enforcement agencies over economic activities related to the circulation of technical hemp; abolition of state control over circulation, including destruction of the remains of industrial hemp; cancellation of the quota of industrial hemp crops; removal of technical hemp from the general regulation on narcotic drugs, psychotropic substances and precursors; simplification of conditions for licensing the production of cannabis products; raising the maximum permissible level of THC in technical hemp to at least 0.2%; determination at the legislative level of the types of activities for the cultivation of technical hemp, fixing the appropriate СTEA code, as well as the determination of UCGEEA codes for all types of goods and products based on technical hemp. In this study, the object of research is organizational and technical systems. The primary issue addressed is the enhancement of operational efficiency in assessing the state of such systems under constraints related to data reliability, regardless of the volume of incoming data acquired from information sources. The subject of the research is the process of evaluating the condition of organizational and technical systems. The study presents the development of a methodological approach for assessing the condition of complex organizational and technical systems. The originality of the proposed approach lies in the implementation of advanced auxiliary procedures that enable the following: – deployment of a search population of hippopotamus agents across the search plane, accounting for uncertainty in the information acquired through technical means about the organizational and technical system, by employing appropriate corrective coefficients. This enables a reduction in the time required for initial configuration of the subsystem responsible for processing heterogeneous data from extraction sources; – additional consideration of the velocity of each agent within the hippopotamus swarm, allowing the prioritization of search tasks by each individual agent within the corresponding search space (across elements and components of the organizational and technical system); – verification of the algorithm’s convergence to local and global optima; – replacement of ineffective search agents by refreshing the population of hippopotamus agents; – implementation of deep learning mechanisms for the knowledge bases of the hippopotamus agent swarm; – estimation of the required computational resources in cases where the available computational capacity is insufficient for performing the necessary calculations. An illustrative example demonstrated a 13–16 % increase in decision-making efficiency due to the integration of additional procedures, while ensuring a decision reliability level of 0.9

The object of the research is heterogeneous data circulating in organizational and technical systems. The subject of the research is the process of processing heterogeneous data. The problem addressed in the study is improving the responsiveness of heterogeneous data processing in organizational and technical systems while ensuring a specified level of reliability, regardless of the volume of data entering the system. The essence of the obtained results lies in the use of improved metaheuristic algorithms for processing heterogeneous data in combination with other approaches. The originality of the method lies in the use of additional improved procedures that allow for: – accounting for the degree of influence of destabilizing factors affecting the processing of heterogeneous data in an organizational and technical system, which makes it possible to consider the elements of the system that provide the highest reliability in heterogeneous data processing; – taking into account the initial speed of each agent in the swarm of the combined algorithm, which enables prioritization of the search in the corresponding search space (by elements and components of the organizational and technical system); – optimizing the topology of heterogeneous data processing circulating in the organizational and technical system; – considering the failed elements of the organizational and technical system that are unsuitable for heterogeneous data processing; – taking into account the influence of destabilizing factors both during the initial placement of the agents in the swarm of the combined algorithm and during the processing of heterogeneous data circulating in the organizational and technical system; – the ability to calculate the required number of computing resources that need to be engaged if the available computing resources are insufficient for performing calculations. An example of the application of the proposed method in processing heterogeneous data within an operational grouping of troops (forces) demonstrated an improvement in decision-making responsiveness by 13–15 % due to the use of additional procedures and ensuring a decision reliability level of 0.9

Analysis of traditional methods for predicting the states of complex organizational and technical systems for power structures has shown that these methods are not always acceptable for solving decision support problems.Objective. Determining the causes of forecasting failures, developing a new approach to the design of decision support systems for organizational and technical systems of a particular purpose.Results. The system analysis of the class of specialized organizational and technical systems showed that the systems under consideration are non-linear. Traditional forecasting methods do not take into account the curvilinearity of systems. It is proposed to use simulation modeling, one of the staging methods, to simulate the change of system and environment states. Programs that implement simulation modeling include system software layouts and simulation programs. Simulation mockups, layouts, and simulation programs are defined in more detail. The concept of closure software is introduced. It is shown that the simulation modeling programs provide closure. The scheme of decisionmaking in competition, which is implemented by simulation modeling programs, is given.Practical implications. Examples of the use of simulation modeling in system development are given. It is shown that the used approach of simulation modeling application not only provides the software closure but also reduces the cost of creating a simulation model of the system operation and allows creating it in the process of software system development.

In this regard, the aim of this paper is to study the organizational aspects of the territory development, paying special attention engineering and reengineering.Materials and methods: A retrospective analysis is used to perform the classification of services and works. Special attention is paid to the organizational aspects of engineering and the life cycle of urban planning solutions. As a hypothesis, it is assumed that the most effective solution of the society problems of comfort and safety of buildings, is reengineering based on the synthesis of the sustainable development and risk-based approach. Research implications:Engineering in construction is defined. Reengineering of urban planning solutions is shown as well as the possibility of synthesizing the concepts of sustainable development and risk-based approach. The dynamics of changes in the parameters of individual elements may not coincide with the nature of changes in the overall urban planning decision, which provides the emergence of areas of dangerous and uncomfortable living environment. This requires modernization of technical solutions or restoration of their material form, which is the subject of reengineering, which can be distributed over the life cycle of the urban planning solution and attributed to the land development.

A method of increasing the efficiency of decision-making in organizational and technical systems using artificial intelligence is proposed. The research is based on the giant armadillo swarm algorithm to find a solution regarding the state of organizational and technical systems. Giant armadillo agents (GAA) are trained using evolving artificial neural networks, and an advanced genetic algorithm is used to select the best GAA. The method has the following sequence of actions: – input of initial data; – setting GAA on the search plane; – numbering GAA in the swarm; – determining the initial velocity of GAA; – preliminary evaluation of the GAA search area; – classification of food sources for GAA; – sorting the best GAA individuals; – attack on termite mounds by GAA; – digging termite mounds by GAA; – updating GAA positions; – checking for the presence of a GAA predator; – escape and fight against GAA predators; – checking the stop criterion; – training GAA knowledge bases; – determining the amount of necessary computing resources of the intelligent decision support system. The originality of the proposed method lies in setting GAA taking into account the uncertainty of the initial data, advanced procedures of global and local search taking into account the noise degree of data on the state of organizational and technical systems. The method makes it possible to increase the efficiency of data processing at the level of 14–19 % using additional advanced procedures. The purpose of the research is to develop a generalized structural scheme of organizational and technical systems based on the general theory of management, which contains the necessary and sufficient number of modules and formalize on this basis the main management tasks that act as goals of the behavior of the management object. The main modules that directly implement the management process are the status assessment module of organizational and technical systems and the management module. It is shown that in traditional organizational and technical systems, including the decision-maker, the key module is the state assessment module of organizational and technical systems. In this regard, the key aspect of the work is to study the optimal algorithms for evaluating the state of processes occurring in the organizational and technical systems and develop on this basis the principles of mathematical formalization and algorithmization of the status assessment module. The research method is the application of the principles of the theory of statistical estimates of random processes occurring in the organizational and technical systems against the background of interference and the synthesis of algorithms for the functioning of the status assessment module on this basis. It is shown that a characteristic feature of random processes occurring in organizational and technical systems is their essentially discrete nature and Poisson statistics. A mathematical description of the statistical characteristics of point random processes is formulated, which is suitable for solving the main problems of process evaluation and management in organizational and technical systems. The main results were the definition of state space of the organizational and technical systems, the development of a generalized structural scheme of the organizational and technical systems in state space that includes the modules forming the state variable of the module assessment and module management. This mathematical interpretation of the organizational and technical systems structure allowed us to formalize the main problems solved by typical organizational and technical systems and consider optimal algorithms for solving such problems. The assumption when considering the problems of synthesis of optimal algorithms is to optimize the status assessment module of organizational and technical systems and the control module separately, while the main attention is paid to the consideration of optimal estimation algorithms. The formalization and algorithmization of the organizational and technical systems behavior is undertaken mainly in terms of the Bayesian criterion of optimal statistical estimates. Various methods of overcoming a priori uncertainty typical for the development of real organizational and technical systems are indicated. Methods of adaptation are discussed, including Bayesian adaptation of the decision-making procedure under conditions of a priori uncertainty. Using a special case of the Central limit theorem, an asymptotic statistical relationship between the mentioned point processes and traditional Gaussian processes is established. As an example, a nontrivial problem of optimal detection of Poisson signal against a background of Poisson noise is considered; graphs of the potential noise immunity of this algorithm are calculated and presented. The corresponding references are given to the previously obtained results of estimates of Poisson processes. For automatic organizational and technical systems, the generally accepted criteria for the quality of management of such systems are specified. The result of the review is a classification of methods for formalization and algorithmization of problems describing the behavior of organizational and technical systems.

The aim of the study is to develop methodological recommendations to enhance the professional competence of students of the Heat and Power Faculty of Samara State Technical University, involving the use of modern educational approaches and improving the methodology for individualizing education at a technical university. The results of the study are achieved by solving the following tasks: conducting expert surveys (respondents: teachers and university students) to determine the most effective teaching methods; creating methodological materials. This study was carried out in several stages. Tasks of the theoretical stage include the analysis of the psychological and pedagogical aspects of the implementation of methods and organizational forms that ensure the effective formation of professional competence of students of a technical university. Tasks of the diagnostic stage of the study are conducting a questionnaire survey of students in order to assess the importance of the competencies necessary for successful professional activity; conducting a questionnaire survey of students and an expert survey of teachers in order to assess the significance of methods, methodological support and organizational forms of education at a technical university. The paper presents the results of surveys of students of the Heat and Power Faculty of Samara State Technical University and university teachers (2021-2023). Torture rehabilitation has emerged as a field over the past several decades and much of the literature has focused on clinical interventions, related evaluation, and documentation of torture. Less discussed are organizational development initiatives that seek to strengthen organizational effectiveness in order to improve mental health outcomes for torture survivors. Based on applied experience in organizational development with torture rehabilitation programs in post-conflict contexts, the authors explore key organizational development needs in the field of torture rehabilitation, areas of future consideration for international agency donors, and additional future considerations for torture rehabilitation programs themselves. A case is made fo organizational development efforts that prioritize time for strategic thinking that includes participation from stakeholders across the organization’s functions; staff care policies that prevent secondary trauma and promote wellbeing and retention; clarity surrounding organizational structure and roles; financial management systems that position the organization for growth and fund diversification strategies beyond the project-based international agency funding model. The work requires longterm commitment in terms of technical and subgrant assistance, including an ongoing process of assessing and adjusting approaches. The case examples included are representative of certain key challenges that may be addressed to some degree within the parameters of a similar project. While the work of torture rehabilitation is urgent by nature, the authors emphasize the need for practical approaches for the important (but not urgent) work of organizational development.

The educational services provided to applicants for higher education in accordance with the Law of Ukraine on Education and the Law of Ukraine on Higher Education are analyzed in the article. The provision of educational services as a separate type of commercial activity, where the leading role is played by the quality of educational services as a key point of competitiveness is defined. The general approach and a kind of organizational design of institutions of higher education which corresponds to the necessary commercial character of their activity is offered; the content and structure of organizational and information design of technical institutions of higher education are determined; the role of each structure in the coordination of the functioning of higher education institutions and the differences in the coordination mechanisms used by them (information links) are analyzed; it is shown that one of the differences in terms of organizational design of technical institutions of higher education from ordinary commercial organizations is the presence of legally defined collegial and advisory authorities at all hierarchical levels of the organizational structure; it is proposed on the basis of these authorities to create a new coordination mechanism that allows the transformation of existing information links into a single information flow of decision-making, thus eliminating contradictions in their approaches, which will coordinate the activities of all departments to maximize the achievement of expected learning outcomes. The general structure of organizational design of technical institution of higher education and the simplified example (variant) of the coordination mechanism of activity of the specified structures are given. Further development of the proposed approach to the organizational design of institution of higher education is the study of the quality of processes that provide coordination mechanisms (information links) and the development of methods for estimating their quality and quality of educational services.

Worldwide, the use of fossil fuels covers almost 80% of the entire energy needs. In the European Union (EU), 2020 represents a watershed: for the first time, renewables were the main source of electricity. In Italy, the latest surveys demonstrate an increase in the use of alternative energy sources. European legislative framework highlights the importance of these new trends encouraging (and imposing) the use of renewables. The necessity to become more proactive in the energy production–consumption process and in the achievement of sustainability targets brings people to create Energy Communities (ECs) to manage their own energy supply chain. The authors present an overview of the main legislative framework in the EU and Italy in relation to ECs, analyzing the energy consumption, the electricity and heat energy production potentiality, and the energy balance in a portion of an Italian middle-size city in the Milan metropolitan area. The dynamism of changes in the external environment of residential real estate objects with the simultaneous limitation of urban areas are the main prerequisite for creating new construction projects that have a high level of investment attractiveness. Such combined factors open up and increase the importance of using such a tool as redevelopment. Residential formations (complexes, districts, blocks, individual objects) are an obvious result of the artificial organization of the territory urban environment available for development. The quality of the organization of an artificial (residential) environment is determined primarily by the level of technical and moral condition of capital construction objects of residential purposes: houses, buildings, complexes, districts (micro-districts). The considered structural objects of the urban environment are exposed in the course of their functioning (operation) to certain natural and climatic, technical and technological, and social and cultural influences that lead to a certain loss of the original (established) quality of construction products. This loss of quality is expressed in the partial or complete loss of the ability of a construction object (complex of objects) to provide a comfortable and safe life for groups of the population or individuals living in the territory under consideration. Many industrial enterprises, especially old ones, are therefore unable to withstand competition and the economic component of their existence, and are not able to provide an appropriate environmental environment. In this regard, the most rational and mutually beneficial solution is considered to be the transfer of such enterprises outside the city borders, or to specially designated industrial areas, with the subsequent redevelopment of the liberated territory for the needs of the city itself, housing construction, or social and cultural or business facilities. City municipalities are also interested in this process in order to revitalize large areas that are often empty or under-used. The economic component of this process for the city, with proper redevelopment will be tax increases that will be transferred to the city from the well-functioning of the new building complex, providing the population of the city and its district the most popular services. It is particularly necessary to highlight industrial urban areas that have historical significance and contain objects of high architectural value on their territories, which give special expressiveness to the appearance of cities. In addition to social, economic, and environmental issues, the issue of redevelopment of all these territories also has a certain historical significance, including from the point of view of preserving not only the architectural features, but also the special microclimate of each particular urban district. The paper presents the results of a study of the problem of improving the efficiency of the organization of works on the redevelopment of urban territories in the conditions of existing development.

Abstract:
В статье обоснована целесообразность использования принципов системной инженерии для управления организационными и техническими системами. Автор проанализировал различные теоретические концепции и практические подходы к развитию системной инженерии в контексте обеспечения устойчивости и гибкости сложных систем. Показано, что для решения поставленной задачи критически важно использовать инструменты, способствующие развитию междисциплинарные компетенции отдельных специалистов и групп, которые управляют развитием сложных систем и реализации крупных инновационных проектов. В рамках исследования автор также рассматривают возможность использования принципов отказоустойчивого системного проектирования и фундаментальных принципов гибкой системной инженерии при управлении критически важными объектами инфраструктуры. The article substantiates the feasibility of using the principles of system engineering for the management of organizational and technical systems. The author analyzes various theoretical concepts and practical approaches to the development of system engineering in the context of ensuring the stability and flexibility of complex systems. It is shown that to solve this problem, it is critically important to use tools that promote the development of interdisciplinary competencies of individual specialists and groups that manage the development of complex systems and the implementation of large innovative projects. As part of the research, the author also considers the possibility of using the principles of fault-tolerant system design and the fundamental principles of flexible system engineering in the management of critical infrastructure objects.

Abstract:
This paper examines the response to the 2006 avian influenza crisis in Turkey. Using complex adaptive systems as the theoretical framework, the paper discusses the extent to which the Turkish disaster management system showed self-adaptation during the crisis. Self-adaptation requires organizational flexibility that facilitates sufficient information flow through technical and cultural infrastructures. This study uses qualitative methods to analyze the data. The research findings indicate that during the crisis, Turkish disaster management was faced with critical difficulties related to organizational, technical and cultural capacities that undermined its capacity to adapt to changing conditions. The system was able to manage these difficulties in seven to ten days; however, Turkey’s contemporary disaster response services still require a transformation to effectively respond to any influenza pandemic.

Abstract:
At present, the growth of exports of agricultural products, raw materials and foodstuffs is a strategic direction of the export policy of any state. An increase in the export of agricultural and food products is facilitated by its stimulation through an effective organizational and economic mechanism. One of the factors limiting the development of exports of agricultural and food products is the high level of competition in the global agri-food market. The low level of competitiveness of agricultural and food products reduces the effectiveness of exports, therefore, an increase in its level is possible, firstly, through state support for exports, secondly, technical and technological modernization of agricultural production, and thirdly, the development of export infrastructure responsible for promoting domestically produced products to world markets. The efficiency of export operations is based on the terms of lending, the organization of insurance operations, the introduction of preferential taxation and other types of services. Low-cost operations play a significant role in improving the organization of exports. These include -legal provision, a change in the direction of simplifying the customs clearance of the necessary documents. Also important are information support and consultations, reduction of technical barriers, funding of scientific research and personnel training of specialists, involved in export operations. Thus, it is possible to increase the production of high-quality domestic agro-industrial products with a high level of competitiveness, intended for export, only if an formed export policy.

The purpose of this research is to examine the interplay between employment capability development, organizational culture, and organizational IT adaptability in shaping organizational commitment and performance in the Gambia National Water and Electricity Company (NAWEC). The population consists of 1,546 structural officials, including senior and junior administrative and technical support staff, with a sample of 318 respondents. Data analysis was conducted using SPSS and Structural Equation Modeling (SEM) with AMOS software. The results of the study indicate that employment capability development, organizational culture, and organizational commitment all have a positive and significant effect on organizational performance. Additionally, employment capability development has a positive and significant effect on organizational commitment. However, organizational culture does not have a significant effect on organizational commitment. The findings also show that employment capability development significantly affects organizational performance through organizational commitment, whereas organizational culture does not affect organizational performance through organizational commitment. Furthermore, organizational IT adaptability does not moderate the influence of employment capability development on organizational commitment.

The study of the problems arising in the management of complex multi-factor systems allows to conclude that the latter should be considered as integrated organizational and technical. The basis of such management is a crisis – an exciting phenomenon, an incentive – unfulfilled needs, a defect, a deficiency or a threat that causes a targeted crisis through technical intervention or to avoid interaction or a change in the state of an object, a change in oneself or one's attitude to what is happening. An information technology for overcoming crises is proposed, which consists in the construction of each crisis into a group of elementary ones with the subsequent transformation of each elementary crisis into an elementary solution using the proposed information technology. The aim of research is to increase the efficiency of managing the development of complex organizational and technical systems through the development and implementation of new dynamic models and methods for finding optimal ways to overcome management crises at the level of elementary representations. The analysis and classification of the negative circumstances that arise in the management of complex dynamic organizational and technical systems, and the crises arising from these circumstances are carried out. The life cycle of an elementary crisis in managing the development of complex organizational and technical systems is shown – from the emergence of elementary negative circumstances to the receipt of elementary solutions to overcome them. An informational method has been developed to support decision making on the choice of means to overcome crises, based on the use of multidimensional percolation models. The structure is proposed and a description of the main steps that are carried out at one iteration of managing a complex organizational and technical system is provided
