Abstract:
In 2004, a new movement began. It was one that promised democratization of media production tools and the means to freely distribute work. Using domestic tools and open source software, the pioneers threatened to disrupt the top-down media ecosystem that we were used to. That movement was podcasting. In the 10 years that have passed since we first heard the word ‘podcast’ thousands of podcasts have started, audiences have grown steadily, technologies have evolved and the medium has become increasingly professionalized. By 2015, the medium had become a significant talking point through the success of podcasts such as Serial, Start-up and WTF, suggesting that podcasting may have reached maturity.

Abstract:
The purpose of this Comment is not to suggest a new test for Establishment Clause jurisprudence-there are plenty of well-known scholars who have been engaged in such a task, some for over thirty years. Instead, this Comment will draw an analogy between the Court's Establishment Clause jurisprudence and other regions of the Court's jurisprudence, and recommend a similar approach be taken by the Court in this area in a manner that would bring order to chaos, yet maintain the flexibility the Court desires. Part II discusses the modern approach to issues arising under the Establishment Clause, which includes the modern tests and their origin. Part III explores the problems these multiple approaches have created. Part IV addresses the need for consistency. The circumstantial approach is introduced and discussed in Part V, which is followed by the conclusion in Part VI.

Abstract:
AbstractBased on a novel dataset, the ‘German Management and Organizational Practices’ (GMOP) Survey, we calculate establishment-specific management scores following Bloom and van Reenen as indicators of management quality. We find substantial heterogeneity in management practices across establishments in Germany, with small establishments having lower scores than large establishments on average. We show a robust positive and economically important association between the management score and establishment level productivity in Germany. This association increases with establishment size. Comparison to a similar survey in the United States indicates that the average management score is lower in Germany than in the United States. Overall, our results point toward lower management quality being at least in part to blame for the differences in aggregate productivity between Germany and the United States.

Abstract:
We study the correlates of the monthly establishment wage—the average monthly wage at the establishment level—and changes in wage dispersion between plants using a model of manufacturing developed by Goldin and Katz and data from manuscript censuses of manufacturing. We find that wages were decreasing in establishment size, but increasing in capital intensity and use of steam power. We also find an increase in inequality in the establishment wage between 1850 and 1880. Most of the increase occurred below the median wage and can be attributed, in part, to the growing concentration of employment in large establishments.

Abstract:
I estimate the dynamic effects of federal affirmative action regulation, exploiting variation in the timing of regulation and deregulation across work establishments. Affirmative action increases the black share of employees over time: in 5 years after an establishment is first regulated, the black share of employees increases by an average of 0.8 percentage points. Strikingly, the black share continues to grow at a similar pace even after an establishment is deregulated. I argue that this persistence is driven in part by affirmative action inducing employers to improve their methods for screening potential hires. (JEL J15, J23, J24, J83, K31)

Abstract:
Using data from a 1994 survey of U.S. establishments, the authors investigate how the incidence, content, and extent of employer-provided training were linked to workplace practices and characteristics, physical capital investments, and workers' education. Formal training programs were positively associated with establishment size, the presence of high-performance work systems (such as Total Quality Management), capital-intensive production, and workers' education level. “General” types of training programs in computing and basic education were most likely in establishments that were large, were part of a multi-establishment firm, had low employee turnover, or had high-performance work systems. The percentage of workers given training was highest in establishments that had made large investments in physical capital or had adopted new forms of work organization, especially in the manufacturing sector. These results suggest that employer-provided training complements rather than substitutes for investments in physical capital and education.

Abstract:
Objectives: The objectives of this work were to clearly determine the frequency and nature of the violence, to identify the main risk factors, to identify the impact of this violence on the health of the victims and finally to suggest a course of actions which could bring about solutions. Material and methods: A descriptive study of violence in the teaching establishments in the Department of Bambey, (Region of Diourbel, in the western central part of Senegal), conducted between December 2014 and June 2015 with a self-filling survey. The population studied was made up of school children, students, teachers and support staff of the different teaching establishments at middle school, secondary school and higher education. The information gathered is analyzed in Epi info 2000, version 3.3.2. Results: The average age of the population studied was 24.12 years with the youngest being 13 and the oldest 57 years of age. The sample gathered was 71% male and 29% female. All the parties of teaching establishments are represented with the majority of respondents being students (60%). Verbal aggression accounted for 53.48% of the incidents recorded. The aggressors in 98.56% of the cases either studied or worked in the teaching establishment concerned. Conclusion: In Senegal, there are insufficient records of violence in teaching establishments. This fact drew our interest to this multi-faceted issue and allowed us to discover the profile of these victims of violence. To this effect, preventive measures need to be put in place in the teaching establishments, notably the setting up a working group composed of the different actors of the institutions.

Abstract:
In 1969, Lincoln College (later University) opened a two-year postgraduate course in Landscape Architecture, the first of its kind in New Zealand. It was described as "for those who seek employment as professional landscape designers in private consulting practice or as members of planning teams in departments concerned with major engineering projects, highways, forestry, conservation and large-scale agricultural development." The college was seen to actively encourage women into the profession and from the first days of the course at Lincoln, women were part of the landscape. On March 3, 1969, Emily Mulligan was one of five founder students attending the first lecture of this new course. After Mulligan graduated in 1971, she was joined, in 1974, by Di Lucas, Diane Menzies and Esmae Sage, and not long after then, women started to regularly fill about half of each Landscape Architecture class. In comparison, the first woman student at the Auckland College School of Architecture, Laura Cassels-Browne, enrolled in 1926, nine years after the establishment of the school. The first woman graduate of the School of Architecture was Merle Greenwood in 1933, 16 years after the school's establishment. Even in the 1960s and 70s women architecture students (who still made up small numbers) reported feeling uncertain of their welcome into the profession. Drawing on conversation with Emily Mulligan (now Williams), this paper will explore the nature of the landscape course at Lincoln, in what ways women students were encouraged in its early days, and the relationship of the course with the wider profession.

Full text
Abstract:
This article defends the principle of non-establishment against 21st-century projects of political religion, constitutional theocracy and political theology. It is divided into two parts, which will appear in two consecutive issues of Philosophy & Social Criticism, 39(4–5) and 39(6). Part 1 proceeds by constructing an ideal type of political secularism, and then discussing the innovative American model of constitutional dualism regarding religion that combined constitutional protection for the freedom of religious conscience and exercise with the principle of non-establishment. The article analyses the strengths and limits of the ‘separation– accommodation’ frame that became hegemonic in 1st amendment jurisprudence from the 1940s to the 1990s. It challenges the standard caricature of the American model as strictly separationist and privatizing. It then critically assesses two contemporary alternatives to that frame: the integrationist approach and the equal liberty approach. The first, disguised as a concern for pluralism and fairness, challenges ‘separation’ and political secularism in a subtle attack on the non-establishment principle, aimed at drastically narrowing its scope. Successes of this approach in recent Supreme Court jurisprudence and politics have triggered a response by liberal egalitarians. The author addresses this response – the equal liberty model – in part 2, which will appear in Philosophy & Social Criticism 39(6), arguing that although on the right track, it fails to find a middle ground between political secularism and integration.

Abstract:
The aim of the paper is to evaluate differences in the quality perception among particular segments of demand. Data for analysis were collected by means of the questionnaire survey among clients of accommodation establishments. The research in accommodation establishments succeeded to identify four factors of the perception of quality of services provided in those establishments, when only accommodation and catering services were taken into consideration. Age appeared to be an important criterion for the evaluation the of the quality of offered services as the differences in the quality perception among particular age groups were proved for three of four identified factors of the quality perception. The factors are as follows: “environment of the accommodation establishment”, “hygiene in accommodation establishment”, “service in the catering part of the establishment” and “quality of the meals”. The duration of stay as well as the gender of the respondents influences the quality of perception only in the perception of the “quality of meal” factor. Compared to the duration of stay, the repetition of the stay is a considerably important factor in causing the variability of the answers on the rate of the quality perception. The purpose of travel was also proven to be a criterion affecting the rate of the quality perception of the first three factors, whereas the impact of the criterion “client’s travel companionship” was proven in case of the first and third factor.

Abstract:
Investigations of sedimentary sequences in a marginal part of Homelen Basin (M. Devonian, W Norway) have resulted in the interpretation of gradually established fluvial and fluviodeltaic subsystems adjacent to a major river system. A succession of 8 coarsening upward (CU) sequences (4.5---19 m thick) wad studied. Three sequence types are recognized: sequence type A, B and C. The lower part of all sequence types is composed of silty lacustrine flood basin deposits. The upper part of all sequence types is composed of sandy low sinuosity fluvial channel deposits. The middle part of the three sequence types is composed of sandy sheet splay deposits (sequence type A), crevasse splay deposits (sequence type B) and deltaic mouth bar deposits (sequence type C). The genesis og the different types of CU sequences is explained by repeated lateral establishments of fluvial and fluvio-deltaic subsystems adjacent to a major humid fan-like river system. The establishment of the subsystems occurred in four phases: I) Initial fine-grained overbank flows into flood badin lakes. II) Sheet splay flows and/or crevasse splay flows. III) Establishment of distributary channels and associated deltaic mouth bars. IV) Progradation of channel/mouth bar couplets and filling up of the flood basin lakes.

Abstract:
The purpose of this study was to construct a static and dynamic anthropometric database for domestic population in Taiwan. This anthropometric database is divided into static body dimensions and dynamic ranges of motion. A direct measurement method was applied to measure static body dimensions and an optical method was employed for dynamic range measurement. The static body dimensions include three parts furthermore. The first part is to measure the space coordinates of landmarks of body surface and calculate the meaningful related distances between any two landmarks. The equipment to take the space coordinates of surface landmarks is a 3-D coordination measuring probe. Ninety four surface landmarks are measured and 141 items are calculated in this part. The second part is to measure the length and thickness dimensions of human body with a digital caliper and 27 items are measured. The third part is to measure the circumference and length of the curve with a digital tape measure. Ninety eight items are measured here. The dynamic ranges of motion contain 42 angles of motion of major body joints. The equipment used to measure the ranges of motion is a 3-D motion analyzer. A total of 10019 subjects were measured, i.e. 1200 workers, 610 Army soldiers, 502 university students, 1200 senior high school students, 3207 junior high school students and 3300 elementary school students. The age ranges from 12 to 64 years old. The data are presented in a computerized query system. It is expected that the data can be used by designers, engineers or any other people for developing ergonomic designs of equipment, product and workplace environment, and standard legislation. Ultimately, a healthy and comfortable living environment and a high quality of working life can be achieved in the near future.

In a synthetic approach to the biologically active quassinoid bruceantin 1, intermediate 47 was prepared, which contains all required C-atoms, rings A and B, and four of the 10 chiral centers of bruceantin. The possibilities for a convergent strategy were explored, in which a 5-carbon unit would be joined to a 15-carbon unit by three bonds. After the study of various alkylations and Michael additions needed for the key step, it was found that 3-iodo-1-trimethylsilyl-5-hexenyne44adds to the dianion of methyl ketone nitriles 3 and 13 cheme-, diastereo-, and enantioselectively.Key words: bruceantin, quassinoids, alkylation, Michael addition.

Abstract:
Foodborne outbreaks are often reported to be acquired at food service establishments. As a part of a quantitative risk assessment on the consumer risk of contracting Salmonella infection via shell eggs, we studied how small, medium, and large restaurants, institutional kitchens, and staff canteens (n = 171) purchase, store, and use shell eggs. In addition, we estimated the fraction of raw and undercooked risky egg dishes among all egg dishes served in food service establishments of different sizes and types. The majority of establishments used shell eggs (78%), purchased eggs once per week (39%), and stored eggs at cool temperatures (82%). The size of the food service establishment had a less significant effect on shell egg preparation and handling practices than the type of the establishment. In particular, restaurants and institutional kitchens differed from each other. Restaurants purchased shell eggs more frequently, were more likely to store them at room temperature, stored shell eggs for a shorter period, and were more likely to prepare undercooked egg dishes than institutional kitchens. It was predicted that 6 to 20% of all different egg dishes prepared in a single randomly chosen food service establishment would be risky egg dishes with a 95% Bayesian credible interval of 0 to 96%, showing uncertainty because of the variability between kitchens and uncertainty in kitchen type–specific parameters. The results indicate that although most Finnish food service establishments had safe egg handling practices, a substantial minority expressed risky behavior. Compared with the egg consumption patterns in private Finnish households, however, practices in food service establishments did not prove to be more prone to risk.

This paper uses the results of a unique survey of child care centers in 1989 to examine the effect of fringe benefits on the demand for part-time teachers and teacher aides. An analysis that controls for wages and other establishment characteristics shows that as the level of fringe benefit payments at the establishment rises, hours of work by part-time workers fall significantly relative to the hours worked by full-time teachers and teacher aides. Particularly influential are insurance payments (such as health and dental), which have an effect more than twice that of fringe benefits in general.

Using a detailed establishment level data, this study finds that the imposition of a sales tax on remote sellers resulted in a 4.8 to 7.2 percent sales increase for brick and mortar retail sellers in 2018 and 2019. Employment gains for such brick and mortar sellers for this period was approximately 4.3 percent. Such sales and employment increases were not even, as bigger establishments, those part of a national chain, and those part of a publicly-traded company generally experienced larger sales and employment gains. However, the onset of the pandemic saw much of this gain erased, as sales declined and shifted back to online retailers.

Abstract:
The demands of guests in tourism and the catering industry, and the satisfaction of guests with services received have become the dominant competitive weapon throughout the entire developed world of tourism. The individual guest of today is in a position to harm the reputation of the caterer and innkeeper by spreading word of the faults in the services rendered and consumed. Complaints addressed to the caterer can often bring attention to the need of improving not only the integral process of service preparation and rendering, or any one of its components, but also the organisation of operation within the catering establishment. An indolent and negligent attitude of the caterer regarding such complaints is very irritating to guests of catering establishments, and as a rule, is the reason such guests turn to the competition. In principle, guests that are lodging a complaint do not necessarily have a negative attitude towards a given catering establishment. Most guests will not lodge a formal complaint, but will simply leave the restaurant when something is not to their liking, never to return again. Instead, they will frequent the establishment of the competition. The purpose of this paper is to explain how the objections and formal complaints made by guests can be used to enhance their loyalty towards a certain catering establishment or service. Namely, having witnessed a satisfactory solution to a complaint, the guest will pass this favourable experience on to others. The major part of this paper is based on the results of studies into the Complaint Books of one hundred catering establishments on the Opatija Riviera during the year 2001, and in the first nine months of 2002.

Abstract:
In a two-part analysis (see pp 17–26 for Part 1), the authors discuss the key results of a South African project conducted during 1996 which focused on the factors relating to the development and establishment of technology in a country. The study investigated through a detailed questionnaire survey and a literature survey the various factors that promote the development and establishment of technology by comparing their perceived importance with the actual role they currently play in South Africa. This paper, Part 2, concentrates on the role of industry. The study showed that the availability of high-level technological people dominated the top (at 90%) of the list of factors relating to individual organizations and the role they play in the development of technology. Other prominent factors were the existence of a corporate technology strategy (88.4%), the need to improve manufacturing efficiency and processes (88.4%), the ability of top management to understand new technologies (87.9%), and the availability of funds for research and development (86.2%). The survey clearly indicated that South African organizations were not performing well with respect to these and other factors evaluated. All of them have been rated below 50%, indicating the seriousness of the problem. The corresponding recommendations made are of importance to younger countries with developing economies.

Otorhinolaryngology Clinic, which is an integral part of Vojvodina Clinical Centre, is the first teaching base of the Department of Otorhinolaryngology from 1964. It was founded only four years after the establishment of the Faculty of Medicine in Novi Sad, pursuant to the faculty?s decision. From the beginning and until now ninety professors and assistants were their consistent part. The Department of Otorhinolaryngology joined the organization of the teaching process at the Faculty of Medicine, according to the Bologna Declaration?s guidelines from 2005. Since this year 2017, the teachers of the Department of Otorhinolaryngology will conduct theoretical and practical teaching in ten teaching subjects in the Serbian language as a part of the first degree studies. For the purpose of taking specialist exams from 2016, the Department of Otorhinolaryngology has two specialist commissions, and from the previous period a commission for the examination of narrow specializations in audiology and phoniatry. The Department od Otorhinolaryngology celebrated 50th anniversary since its establishment in 2014 year. The Department of Otorhinolaryngology has been and now is a nursery for the best personnel in the field of Otorhinolaryngology in Serbia and in Vojvodina. Through the decades of its existence success can be seen through numerous student awards and recognitions which are the best proof for continuous work on acquiring new and expanding existing knowledge.

The study investigated through a detailed questionnaire survey and a literature survey the various factors that promote the development and establishment of technology by comparing their perceived importance with the actual role they currently play in South Africa. This paper, Part 1, concentrates on the role of higher education. The importance of academic institutions in supplying high-level human resources was rated very highly (90.47%) but the role it is currently playing in reality was rated at 52.8%. Closely connected with this, the availability of high-level skilled technological people was given an importance of 89% while the current reality was rated at only 43%. This clearly shows that the South African higher education system is performing poorly in addressing these vital needs. The availability of entrepreneurs with innovative and creative skills to participate in the development and diffusion of technology was given an importance rating of 84.3% against a current situation of 42.2%, again indicating South Africa's weak performance. The results of the survey and the consequent recommendations are important to all developing countries with newly industrial economies.

In a previous issue of ARD my colleague Paul Richardson provided an introduction to the establishment of The Paul Hamlyn Foundation/Code Europe Special Collection on Publishing in Africa in the Library at Oxford Brookes University. Paul writes from the perspective of an academic and a publisher and brings these particular insights to the collection. I write as a librarian and would like to discuss the establishment of the collection from that perspective.Several events during the last year have given me an insight into the potential of a collection like this.At the London International Book Fair in March 1998 the Southern African Book Development Education Trust organised a series of seminars under the title of ‘Publishing for Children in Africa’. Speaker after speaker spoke about the potential for development and the urgent need for support of the publishing industry in that continent.

The increasing shortage of energy resources and difficulties associated with repairing or replacing pumping equipment requires the search for alternative solutions to machine irrigation of land. This article substantiates the possibility of a phased transition of lands in the Bandykhan district from machine irrigation to gravity irrigation. To save money, the transition to gravity irrigation is planned to be carried out without reconstruction of the canal, obtaining the maximum benefit from water accumulation.

Abstract:
Windbreaks are an essential part of rural and urban living in the northern Great Plains. They provide protection to crops and livestock from wind by modifying windchill factors, lowering soil erosion, and conserving soil moisture. Around farmsteads and cities, benefits include energy conservation, control of snow deposits, and added aesthetic values. In urban centers windbreaks are important as aesthetic screens, living snow fences, noise barriers, and sites of air filtration.Tree establishment on the prairies can be challenging with low rainfall and cold winter temperatures. A windbreak demonstration program began in 1989 across the state of North Dakota. The demonstration program is a joint effort between local soil conservation districts, extension service, and 275 landowners. The demonstrations were designed to compare new and traditional tree establishment techniques. The program goal is to gather data from various demonstration sites and transfer the information to land owners, thereby increasing tree survival and establishment in windbreak plantings.
