Abstract:
Abstract There are different levels of territorial identity perceived as a sense of belonging to a particular social and territorial community. People residing in any region identify themselves with these levels to a different degree. Since 2001, the authors have been doing sociological research into the territorial identity of the population of the Kaliningrad region, which became a Russia’s exclave after the demise the USSR. The research shows that residents of the Kaliningrad region associate themselves with different territorial communities to a varying degree starting with an ever strengthening sense of national identity, followed by the regional and local identity. The sense of macro-regional (European) and global identity is significantly lower.

Abstract:
The article deals with the types of religious web-resources of Ukraine, peculiarities of presenting news information. The ways of information improvement on Ukrainian religious websites are suggested. In contemporary Ukrainian journalism the problem of news presenting on religious web-resources is actually not paid attention to, such news information is characterized by specific features, if compared with news information, published in social-political, economic Internet-publications. The author sets the tasks to show the typology of religious web-resources of Ukraine for deeper understanding the specificity of news information; to characterize the news rubrics of these Internet-publications, to offer the ways of perfection of news journalism in religious Internet-publication in Ukraine. Having studied these problems the author comes to the conclusions that the specificity of news information in this segment of global web is multi-thematics and regional peculiarities of Ukrainian religious life, choice of only specific sphere of this life and its address to particular readers. News journalists of Ukrainian religious sites and religious bodies, which prepare information for mass-media, should work more at news information improvement.

Abstract:
Based on the analysis of statistical and information sources, scientific publications, and the authors’ personal experience, the article analyzes the peculiarities of Japanese minimarkets that rank among amazing Japanese inventions, creations, and practices and have become an integral part of the Japanese way of life and a trademark of the country. In the academic literature, there have been no comprehensive works revealing this phenomenon so far, and their regional peculiarities, especially the geography of stores operated by different chains, are almost completely neglected. The purpose of this article is to highlight the key scientific discourse, to characterize the unique character and universality, which, in fact, constitutes the phenomenon of konbini, as well as to identify their regional features. The study clearly shows that these stores, which came to Japan from the United States in 1973, have been completely transformed and are constantly evolving, changing the store concept and presenting a globally unique phenomenon. It describes the characteristics of the leading chains of these stores in their endeavor to gain even greater popularity among consumers and the innovations that have emerged in recent years, including those caused by the Covid-19 pandemic. In revealing the phenomenon of konbini, the authors, on the one hand, note their transformation into an important element of social infrastructure, that meets the needs of modern society and is especially necessary in the context of rapidly progressing aging of the population, and, on the other hand, their certain negative impact, especially on the younger generation. The paper features an analysis of the regional characteristics of these stores and the copyrighted cartographic material illustrating them. It is revealed that, within prefectures, the location of konbini correlates with the number of inhabitants (the number of stores is proportional to the population of municipalities), and each of the 20 konbini chains operating in Japan is located in its own specific area. The authors conclude that konbini are in the interest of the development of the country’s regions as a whole, and their role in Japanese society cannot be overemphasized. The Japanese experience can be relevant to other countries, including Russian chain stores.

At 190 patients with carotid endarterectomy the relative assessment of total intravenous anaesthesia with use propofol, penetrating blockage of a cervical plexus and inhalation sevofluran is made. Cerebral circulation parametres, markers of cerebral damage, a state of the highest mental functions were investigated. It is shown that for each kind of anaesthesia specific changes of parametres of the cerebral blood-groove, defining level neuronal damages that affects on a state of number and character of postoperative complications are characteristic.

The experiment was conducted at the Regional Spices Research Center, BARI during May 2014 to April 2015 to study the variability and character association in cinnamon germplasm taking the characters - tree growth, leaf characteristics, bark thickness, specific bark weight and quality of bark of cinnamon plants. Range, variance and coefficient of variation of 30 different characters showed variations in 53 cinnamon accessions. High coefficient of variation was found for base girth, main stem height, number of tertiary branches/plant, tree volume, fresh and dry bark weight of tertiary branches. Bark thickness and specific bark weight gradually declined from main stem to lateral branches. The hierarchical cluster analysis with single scaled dendrogram showed eight clusters due to variation among the germplasm. Cluster III contained maximum 14 genotypes followed by cluster I and cluster VII, each having 12 genotypes. Association analysis revealed that significant correlation of base girth with tree volume, and secondary branches/plant had also significant correlation with leaf thickness and tree volume. It also revealed that significant correlation of fresh bark thickness of main stem with fresh bark thickness of primary, secondary and tertiary stems, also with fresh and dry bark weight of main, primary, secondary and tertiary stems. Abstract:
The aim of study is to reveal the common linguocultural character and regional peculiarities of the concept “horse” by analyzing the structure and content of the semantic field of this concept`s verbalizers. The novelty of the research is due to the fact that we have used the dictionaries of local dialects of the Kuban region as a source of lexical items — verbalizers of the semantic field of the concept “horse”. The results obtained show that the general cultural concept “horse” is one of the significant concepts in a retrospective picture of the world of the Russian people. For native speakers, horse was mainly a domestic animal — used for field work or transportation — and, therefore, an emotionally and materially valuable object. At the language level, we could reveal the regional specific character of the concept “horse”. For the Kuban Cossacks a horse was a charger. The charger was a symbol of the military character of Cossacks as the service class whose main duty was to stand guard over the state borders of Russia. The value constituent of the concept was even more significant than in the all-Russian language picture of the world — a horse was of great importance in a Cossack’s life and indicated a high social status.

San Diego, California is now one of the most innovative regions in the USA. In the past fifteen years it has transformed itself from an economy dominated by defence contracts, tourism and real estate into a major centre for academic research and high-tech industry This article examines the various means by which this transformation has been achieved and suggests that the experience of San Diego offers guiding principles for developing innovative capacity in regions elsewhere in the USA and in other countries. The paper concentrates on the three major ‘hooks’ that the authors identify as critical to successful, regional development: (a) the store of intellectual capital in the region; (b) the character and extent of catalytic business and financial networks; and (c) the breadth and depth of the advanced skills and knowledge of the human capital. With specific reference to San Diego's biotechnology and telecommunications clusters, the authors demonstrate how non-profit research institutions have created powerful research clusters in the region and how these clusters, in partnership with technology-focused networks of business and professional leadership, have provided those three essential ingredients. While certain elements of the San Diego story are attributable to the specific history and assets of the region, the key factors that have shaped its growth suggest principles of economic transformation that are applicable throughout the world.

Pose-controlled human video generation is of significant interest and finds extensive applications in areas such as automated advertising and content creation on social media platforms. While existing methods employing pose sequences and reference images for human image animation have exhibited notable performance, they tend to encounter issues such as specific region blurring, background sharpening, and decreased identity consistency. In this paper, we introduce ReMask-Animate, which utilizes masks as additional priors to guide the model's local visual attention to specific areas, thereby alleviating feature confusion between different regions of the image. Three distinct mask-guided adapters are designed for cross-condition regional fusion of hand and face pose features, mitigating feature confusion between the foreground and background, and enhancing the visual consistency of character identity. Moreover, these lightweight adapters introduce minimal computational overhead and can be seamlessly integrated into specific layers of the backbone architecture. Extensive experiments show that our method outperforms state-of-the-art methods on five metrics in public datasets. Additionally, qualitative evaluations highlight a significant improvement in the quality of generated videos, demonstrating our approach's superiority.

Regional mitigation analysis is a systematic procedure to determine how much to spend on mitigation versus post-event reconstruction and to prioritize alternative mitigation strategies. It requires at least the following information: magnitude and character of the regional risk, costs and benefits associated with all possible mitigation alternatives, available budget, and specific regional objectives for risk management. Currently available loss estimation models provide increasingly comprehensive estimates of regional risk, but offer little guidance about how to use that information to make mitigation resource allocation decisions. This paper describes a linear program developed to support systematic regional earthquake mitigation analysis, and illustrates its application through a case study in Los Angeles County. Results suggest which buildings—by structural type, occupancy type, and census tract location—should be upgraded so as to minimize total mitigation and expected post-earthquake reconstruction costs.

This systematic literature review examines the role of character education in fostering tolerance within educational settings. Through a comprehensive analysis of 37 articles from the Scopus database spanning 2014-2024, this study investigates how character education programs contribute to developing tolerant attitudes and behaviors among students. The review employed a systematic methodology using specific keywords related to character education and tolerance, focusing on articles within the social sciences field. The results indicate a significant concentration of research from Indonesia, followed by the United States and Russian Federation, suggesting regional variations in approaches to tolerance-based character education. Key findings highlight the importance of integrating cultural values, religious understanding, and digital literacy in character education programs. The analysis reveals that successful character education initiatives typically incorporate multicultural perspectives, employ interactive teaching methods, and emphasize the development of empathy and cultural awareness. This review contributes to the understanding of effective strategies for implementing character education programs that promote tolerance in increasingly diverse educational environments.

Abstract:
Introduction. The article is devoted to the analysis of the protest political mobilization in the regional political space of Volgograd region. Particular attention is paid to the study of the main conditions and causes of protest activity in the context of implementing public policy in Volgograd region. The relevance of the problem field is due to the need for a political analysis of the characteristics of the population mobilization at the regional level, including their comparison with federal trends. Methodology and methods. The authors conceptualize political mobilization on the basis of the theoretical principles of the theory of collective behavior of G. Blumer, E. Hoffer, T. Garr and the rational basis for the mobilization of D. Gupt. The methodological basis of the study is the theory of collective action (Ch. Tilly), on the basis of which it is concluded that political mobilization is defined as a combination of institutional and social conditions that allow actors to rationally evaluate transaction costs and possible gains from mobilization actions. The analysis of the regional public policy system is based on the conclusions contained in the works of Yu.O. Gaivoronsky, S.I. Morozov, S.A. Pankratov. The empirical basis of the study is the public opinion polls of the Levada Center, expert and analytical materials on the state of protest activity of the Institute of Regional Expertise, as well as the results of monitoring data from Internet resources obtained with the direct participation of the authors in March 2020. Analysis. The modern Russian socio-political system is a synthesis of two opposites: a hermetically “closed” institutional political structure, which is determined by the situation of internal uncertainty, and an active social component. At the same time, the specifics of the regional public space of Volgograd Region is a combination of the subject composition of the institutional design of the regional political regime based on copying the features of the federal regime, as well as the diversity of the regional themes of socio-political protest. Based on the results obtained by the case-study method, it was found that the protest dynamics in Volgograd region show a downward trend, however, any manifestations of public protest activity in the region implicitly imply a political nature in direct proportion to the number of participants: the greater the number of participants in the protest stocks, the higher the degree of its politicization. Results. According to the results of the study, it was revealed that the protest political mobilization in the public space of Volgograd region is characterized by: firstly, the prevalence of regional problems over federal ones in the protest discourse; secondly, the lack of strong institutional structures that can mobilize material and organizational resources; thirdly, a critically low number of protesters; fourthly, the spontaneous nature of mobilization. A special feature of political mobilization in the regional dimension is the low social potential of the protest and the lack of effective mechanisms for political and communicative interaction between government institutions and the population of Volgograd region on a specific range of problems of a public nature. In order to overcome the shortcomings of dialogue communication, within the framework of representative democracy, the authors propose recommendations for the main actors of the public political space (regional authorities, expert community and civil society institutions).

Agricultural land use is influenced in different ways by local factors such as soil conditions, water supply, and socioeconomic structure. We investigated at regional and field scale how strong the relationship of arable crop patterns and specific local site conditions is. At field scale, a logistic regression analysis for the main crops and selected site variables detected, for each of the analyzed crops, its own specific character of crop–site relationship. Some crops have diverging site relations such as maize and wheat, while other crops show similar probabilities under comparable site conditions, e.g., oilseed rape and winter barley. At the regional scale, the spatial comparison of clustered variables and clustered crop pattern showed a slightly stronger relationship of crop combination and specific combinations of site variables compared to the view of the single crop–site relationship.

Practising Spisz Regionality: On the Discourse of Cultural Heritage, Part I: The text is the first part of an article on mechanisms of creating the regional cultural heritage of Polish Spisz. The area under discussion is a small part of a historical region whose main territory is part of today’s Slovakia. For hundreds of years, it was part of the Kingdom of Hungary, hence its specific character and cultural distinctiveness. The first part of the article discusses the processes of aestheticization, reconstructionism and patrimonization of cultural heritage, while the second part discusses the processes of fossilization and articulation. As a result, contemporary regional cultural heritage becomes a kind of metacultural practice and commentary on the regional cultural legacy.

Before the 19th century, all communication and official records relied on handwritten documents, cherished as valuable artefacts by different ethnic groups. While significant efforts have been made to automate the transcription of major languages like English, French, Arabic, and Chinese, there has been less research on regional and minor languages, despite their importance from geographical and historical perspectives. This research focuses on detecting and recognizing Pashto handwritten characters and ligatures, which is essential for preserving this regional cursive language in Pakistan and its status as the national language of Afghanistan. Deep learning techniques were employed to detect and recognize Pashto characters and ligatures, utilizing a newly developed dataset specific to Pashto. A further enhancement was done on the dataset by implementing data augmentation, i.e., scaling and rotation on Pashto handwritten characters and ligatures, which gave us many variations of a single trajectory. Different morphological operations for minimizing gaps in the trajectories were also performed. The median filter was used for the removal of different noises. This dataset will be combined with the existing PHWD-V2 dataset. Various deep-learning techniques were evaluated, including VGG19, MobileNetV2, MobileNetV3, and a customized CNN. The customized CNN demonstrated the highest accuracy and minimal loss, achieving a training accuracy of 93.98%, validation accuracy of 92.08% and testing accuracy of 92.99%.

Abstract:
The paper studies evolution of different aspects in Iran–Israeli relations in the Syrian crisis. Basic developments of Iran Israeli confrontations and analysis of its specific are retrospectively shown. The author examines key internal and external factors, influencing the nature of Iran–Israeli conflict and the character of its development. The author argues that regional and international environment determined the character of Iran–Israeli conflict more than religious and cultural differences of the two nations, while the perceptions of external threats and defense of the national suzerainty and territorial integrity played critical role in Iran–Israeli conflict. The author stresses that in the first three years of Syrian crisis Tel Aviv’s stand towards Iranian support of Al-Assad’s regime was neutral in character, but further developments in the Middle East led to further confrontations between Iran and Israel. This very fact was drastically demonstrated in 2021–2022 after military confrontation between Tehran and Tel Aviv had taken new forms and influenced other Middle East countries and Caucasian region. New developments in Iran–Israeli crisis complicated situation in the region and created potential threats for lunching a new war on the Middle East. In 2023 Iran–Israeli contradiction persisted, although positive developments in regional situation emerged. Measures taken by leading regional and international powers formed perspectives for cooling down the hostilities in the international relations in the Middle East that might result in lessening tension in Iran–Israel relations.

Abstract:
This paper reviews work on the presence, synthesis and developmental regulation of glycoconjugates (proteoglycans, glycoproteins and glycolipids) in the early amphibian embryo. In the axolotl there is little regional specificity of protein synthesis until the tailbud stage, but substantial regional specificity of glycoprotein synthesis from the end of gastrulation. Glycolipid synthesis is more uniform although a number of unique species are made in the epidermis. Isolated explants from axolotl early gastrulae show three types of behaviour in terms of glycoprotein synthesis, corresponding to the classical germ layers. Xenopus embryos at this stage show a higher degree of mosaicism. Changes of glycoprotein synthesis in response to mesodermal or neural induction follow the predicted course depending on the regional character of the induced tissue. The regional binding patterns of a number of lectins and monoclonal antibodies specific for particular carbohydrate determinants are presented and their significance discussed.

Peculiarities of discrimination on the Russian labor market are analyzed: a high share of highly qualified specialists among the unemployed, a significant regional discrepancy between the salary rate and employment cost, discrimination in hiring and dismissal of employees. Characteristics of discriminatory unemployment are given. Necessity for increased control over the national and regional labor markets functioning on the part of state bodies is proved.

The article is dedicated to basic methodological principles of studying Frenchlanguage literatures in Western and Central Africa. In 60s–70s of the 20th century, foreign Africanists-literature scholars, such as Jacques Chevrièr, and domestic ones, I.D. Nikiforova in particular, studied such literatures as a typological commonness with basic peculiar features or characteristics. The first one is the French language with the tendency for the indigenisation and creation of a “hybrid message.” The second one is the general idea-driven and artistic paradigm: the anticolonial orientation, traditional Africa presentation, protection of the authentic culture, folklore, spiritual values. As distinct from foreign Africanists, both Nikiforova and other Russian scientists emphasised the national specific character of regional literatures, having substantiated two more features that are essential: the accelerated development and parallelism or “compression of styles,” alignment of various art movements within a single temporal space. By the late 20th century, the vector of African studies moved towards the analysis of certain literatures in such typological commonness, thus enabling to determine their national distinctness to a deeper and more precise extent.

The number of speakers of regional languages who are able to read and to write traditional scripts in Indonesia is decreasing. If left unaddressed, this will lead to the extinction of Nusantara scripts and it is not impossible that their reading methods will be forgotten in the future. To anticipate this, this study aims to preserve the knowledge of reading ancient scripts by developing a Deep Learning model that can read document images written using one of the 10 Nusantara scripts we have collected: Bali, Batak, Bugis, Javanese, Kawi, Kerinci, Lampung, Pallava, Rejang, and Sundanese. While previous studies have made efforts to read traditional Nusantara scripts using various Machine Learning and Convolutional Neural Network algorithms, they have primarily focused on specific scripts and lacked an integrated approach from script type recognition to character recognition. This study is the first to comprehensively address the entire range of Nusantara scripts, encompassing script type detection and character recognition. Convolutional Neural Network, ConvMixer, and Visual Transformer models were utilized and their respective performances were compared. The results demonstrate that our models achieved 96% accuracy in classifying Nusantara script types, with character recognition accuracy ranging from 93% to approximately 100% across the ten scripts.

The specific character of the Iron Gates Mesolithic material culture derives from the geomorphological and ecological features of the Iron Gates gorge in the Early Holocene. However, the Mesolithic of this geographic area can be entirely linked to the general flows of Mesolithic development in Europe as well as to the phenomena observed in the Adriatic-Ionian and Aegean zones. This demonstrates that the cultural, technological and economic changes which occurred during the Early Holocene were influenced by the same or similar factors as the entire area of the Balkan Peninsula. The absence of Mesolithic settlements outside the Iron Gates raises the question of whether the interior parts of the Central Balkans were inhabited during the Early Holocene. As hinted by the research in the Iron Gates and the Adriatic hinterland, Mesolithic settlements were probably located outside the denser forested areas (in the littoral and high-altitude zones) but this remains to be confirmed. Based on the assessment of the demographic potential of Mesolithic and Neolithic communities, four scenarios of Neolithisation of different parts of the Balkan Peninsula have been proposed.

This issue consists of a special report on the Japanese concept of "characters." Since the beginning of this millennium, there has been active discussion of "characters," with a steady stream of publications on the topic in not only linguistics and communication theory, but also in the fields of manga studies, modern thought, psychoanalysis, sociology, literary theory, socio-cultural theory, and media studies. But the content of the "characters" being studied is not uniform, and includes a uniquely Japanese concept of "character" that cannot be translated by the English word "character." Sometimes the word is even spelled "Kyara" in recognition of the fact that this is a concept specific to Japan.In this issue, the authors address the Japanese-born "characters" that are directly related to language and communication. Naturally, there are differences in terms of subtle nuance among the authors, but there are no large discrepancies in their use of the everyday word "character," which has been built up in the course of daily life by general Japanese speakers, especially young people. This everyday word "character" signifies an image of humanity that is not incompatible with the traditional view that "barring some extraordinary circumstance, such as the disintegration of personality, people do not change depending on the situation. What changes is style; people change their style in response to the situation." As it is taboo to overtly violate this traditional view of humanity, nobody will openly admit to "changing depending on the situation." However, on anonymous electronic bulletin boards, young people are secretly coming out about the fact that they have "different characters for school and for their part-time jobs." These are the main kind of "characters" discussed here. This issue gathers together articles that introduce knowledge obtained in Japan regarding "characters," and clarify their relationship with the Japanese language, Japanese communication, and education in both these areas. It also contains articles discussing the potential contributions of "characters" to general research in linguistics and communication, beyond the Japanese-speaking community.Toshiyuki Sadanobu presents one method of organizing the various concepts in Japan that fall under the technical term "character," shows how one type (which was, as mentioned above, created mainly by the young generation) pushes the limits of the traditional view of humanity and the speech-act view, which assumes intention, and discusses the relationship between characters and Japanese communication.Kenji Tomosada describes cases found in regional dialects that parallel Sadanobu's observations on "chara-joshi" in common Japanese. Just as the common Japanese speaker expresses his/her identity by means of "chara-joshi," so too the speaker of Japanese dialects embodies his/her identity with the sentential-final particles wa, wai, and bai. Abstract. We integrate 130 globally distributed proxy time series to refine the understanding of climate variability during the Holocene. Cyclic anomalies and temporal trends in periodicity from the Lower to the Upper Holocene are extracted by combining Lomb-Scargle Fourier-transformed spectra with bootstrapping. Results were cross-checked by counting events in the time series. Main outcomes are: First, the propensity of the climate system to fluctuations is a region specific property. Many records of adjacent sites reveal a similar change in variability although they belong to different proxy types (e.g., δ18O, lithic composition). Secondly, at most sites, irreversible change occured in the Mid-Holocene. We suggest that altered ocean circulation together with slightly modified coupling intensity between regional climate subsystems around the 5.5 kyr BP event (termination of the African Humid Period) were responsible for the shift. Fluctuations especially intensified along a pan-American corridor. This may have led to an unequal crisis probability for early human civilizations in the Old and New World. Our study did not produce evidence for millennial scale cyclicity in some solar activity proxies for the Upper Holocene, nor for a privileged role of the prominent 250, 550, 900 and 1450 yr cycles. This lack of global periodicities corroborates the regional character of climate variability.

88 schoolchildren with bronchial asthma were observed at the department of pulmonary disease and allergology of the Chernivtsi regional children clinical hospital. The study showed that the content of aldehyde- and ketoderivatives of 2,4-dinitrophenylhydrazones of neutral character in the expired air condensate (AKDNPH) was presumably higher in patients with the exercise-induced bronchial asthma thus indicating the more significant activity of the inflammatory process in bron-chi under the studied phenotype of the disease. Non-specific bronchial hyperresponsiveness was presumably higher in children suffering exercise-induced bronchial asthma due to bronchial hyperresponsiveness as well as hyperreactivity when compared with the patients having activity independent asthma attacks. The factor of bronchial spasm was significantly associated with the content of AKDNPH of the basic character and nitric oxide metabolites in the expired air condensate in the patients with the exercise-induced bronchial asthma.

The growth of interest in a ‘new’ or reconstructed regional geography is discussed and some of the methodological issues which it raises are examined. The movement originated in radical geography and involves an ‘empirical turn’ towards works of geohistorical synthesis. Scales of interest range from the global down to the microsociological, with locality studies being prominent. The methodological issues include the problem of the role of theory where explanations tend to be contextual in character, and the need for integrating ethnographic and political economic accounts. Although there are echoes of the old idiographic–nomothetic polarity in the controversy over the ‘empirical turn’, this traditional way of interpreting the debate is shown to have been undermined by realist philosophy. Yet problems remain in a different form, most importantly, concerning narrative. Two key aspects of narrative are discussed: first, the general problem of the construction of texts and their understanding, especially where they involve the kind of ambitious attempts at geohistorical synthesis which the new regional geography implies; second, there is the more specific problem of the advantages and disadvantages of narrative as opposed to analysis. The paper concludes with some speculations on the kinds of text required by a new, critical regional geography.

Abstract This article considers the African Union’s (AU) proposal for a regional court for international crimes under the Malabo Protocol 2014 (Protocol). It places that within the AU’s rejection of the International Criminal Court’s (ICC) arrest warrants for African Heads of States that are not party to the Rome Statute and a more general protection of incumbents. It argues that the enthusiasm for establishing a regional criminal court, which lacks jurisdiction to prosecute incumbents, has not been sustained and African states remain committed to the ICC. It shows that nevertheless the Protocol’s provisions on genocide, crimes against humanity and war crimes, although imperfect, better address the specific character of armed conflicts in Africa than current international law, including the Rome Statute of the ICC. It concludes that the regional court for international crimes is unlikely to be established unless the ICC takes further action against incumbent leaders but that the Protocol’s provisions could be used in the development of a more Africa-centric international law.

The article deals with specific features of the ethnical view of the world in advertising accounting for regional differences. The definition of the concept of an advertising text with regional differences alongside with the concepts of ethnicity, ethnic identity, ethnic worldview in regional media advertising are analyzed on the linguoculturological approach and are presented in the article. Some domestic and foreign views on the study of identity in general are highlighted; linguistic and nonlinguistic ways of explicating the ethnic view of the world in advertising accounting for regional differences are established. Observations of the ethnic view of the world of the people of the region in question in advertising texts as a special ethno-semiotic space that convey lore about the goods/services of the world through the prism of the culture elements of the ethnic group in terms of signs are made. It is concluded that advertising accounting for regional differences making an appeal to semiotics of the ethnic identity of the consumer provides some additional opportunities to stand against the destructive influence of globalization processes promoting the consolidation and maintaining the unique character of the cultures and the integrity of the peoples of the Russian Federation.

Under the terms of the 1976 Convention for the protection of the Mediterranean Sea against pollution, and the 1980 Protocol for the protection of the Mediterranean Sea against pollution from land-based sources, the coastal states of the region have to develop criteria and standards for various aspects of coastal water quality. These are being progressively developed within the framework of the Mediterranean Action Plan, specifically within the Long-term Programme of Pollution Monitoring and Research in the Mediterranean Sea (MED POL Phase II). The impact of specific Mediterranean ecological conditions on health and related risks arising from specific uses of the sea, in relation to those risks arising from the same types of water use in regions with different conditions, and the effects of such differences on quality requirements, are discussed. The current situation in the Mediterranean region regarding national and international legislation for ensuring coastal water quality is described, together with the normal procedures for regional assessments of the situation with regard to specific pollutants and the formulation of proposed measures. The legal and technical problems involved in (a) the actual preparation of criteria and standards combining ecological and health requirements with political acceptability and (b) their adoption by Mediterranean states are described. These problems essentially arise out of the heterogeneous character of the states bordering the Mediterranean Sea, especially regarding the state of existing infrastructures for pollution prevention and control, including the availability of trained manpower and technical facilities, the degreee of priority accorded to marine pollution within the overall framework of national requirements, the type of legal and administrative machinery for the enactment and enforcement of statutory provisions, and the implications of new or amended legislation vis-a-vis already-existing international obligations.

This article considers the functioning of large federal economic systems. It is revealed that in the theory of federalism and in application of regional measures, there is an abstraction from the territorial scale, which determines the heterogeneity of the economic space. The specific characteristics of a large spatially het-erogeneous federal economic system are analyzed. The study develops the theoretical and methodological foundations of the concept of a large heterogeneous federal economy, which ensures the integrity of the econ-omy and the development of regions. The hypothesis of the study is that a large federal economy is character-ized by high regional differentiation, which requires the development of federal measures to reduce this hetero-geneity. This will increase the connectivity of the economic space and the independence of the regions. The re-search methods are comparative analysis, coefficient analysis, and content analysis. Key quantitative character-istics and qualitative differences for classifying federal countries as large federal systems were identified. A methodology for distinguishing regions in a federal economy by their functional role was developed, which was tested on Russian regions. Combinations of regulatory instruments were proposed depending on the func-tional role of the regions in the Russian economic space.

The primacy of totalitarian ideologies in interwar Europe represents even nowadays a major historiographical challenge due to its multicausal character and various forms of appearance. This paper attempts to analyze the anti-Semitic phenomenon in interwar Romania primarily by taking into account its determinant factors. We assume that the emergence of radical ideologies in Central and Eastern Europe can optimally be understood if both regional and systemic causes are properly highlighted. The regional causes include local societal predispositions, ethno-cultural cleavages and specific political movements. On the other hand the systemic causes imply predominantly geopolitical factors and the repartition of power in the international system. Moreover we assume that the emergence and manifestations of extremism can be considered a direct result of political disputes between ethno-cultural groups which were systematically exposed to ideological and propaganda pressure.

This paper reviews how the mechanism for absorbing local wisdom values in the formation of criminal sanctions in the process of forming regional regulations in districts, namely Ponorogo, Magetan, and Madiun Regencies, East Java Province. This research is empirical legal research using a juridical-sociological approach. Based on the results of the discussion, local wisdom in the studied districts, which is characterized by sociological studies as a Mataraman cultural character, does not exist in the formation of local regulations on public order. It can be seen that there are differences in the determination of criminal sanctions in regional regulations regarding public order. This is because there is still a need for more specific regulations governing the mechanism for forming regional regulations to accommodate the interests of local wisdom to be contained in norms as sanctions in regional regulations. Abstract: Since the 1980s, playwrights in the Mexican Northwest/US Southwest have responded to the steadily increasing militarization of the US-Mexico border by dramatizing the fraught identity choices forced upon borderlanders by geopolitical forces beyond their control. In the US, the term "border play" is commonly used to describe such works. In this essay, I argue that the border play, as a regional form, has roots far deeper than the late twentieth century. I offer as an example Los Tejanos , a nuevomexicano secular drama dated to the 1840s, which tells the story of an invasion of the then Mexican department of New Mexico by the neigh-boring Republic of Texas. While the play's plot conveys an explicitly patriotic tale of New Mexican solidarity in the face of Anglo aggression, an analysis of its characters reveals that national, ethnic, and racial identities were far less settled at that time than the script suggests. I contend that the categorization of Los Tejanos as a border play reveals the form to be a deeply historical and regionally-specific artistic response to the ambiguous nature of borderland identities. Additionally, the appearance of a prominent Native American character in Los Tejanos speaks to the centrality of indigeneity to regional identity formation in the past, thus drawing attention to the relative lack of Indigenous presence in recent US border plays.

Values of attenuation coefficient, Kd(λ), for five visible wavelengths are reported for 14 sites around South Georgia and the Bransfield Strait, in the Southern Ocean. The mean chlorophyll-plus-phaeopigment concentrations in the upper 30 m of the water column ranged from 0.32–6.633 mg m−3 with one particularly high mean value of 31 mg m−3. Partition of attenuation between chlorophyll (Kc) and other factors in the water column (Ko) indicated that the spectral character of Ko in the Bransfield Strait was consistent with absorption by non chlorophyll-like pigments (Gelbstoff). Values were significantly different between the two areas. Values of the specific attenuation coefficient due to pigment concentration (Kc) were small compared to temperate values. These data support other studies in suggesting that the application of remotely sensed ocean colour data to global biogeochemical surveys requires the development of regional algorithms.

Abstract This article argues that the analytical concept of scale can provide researchers with a more holistic, entangled, and decolonised research perspective on Eurasian regionalism. By drawing on the socio-spatial analytical perspective of scale, I show how we can overcome theoretical biases and conceptual divides in and between the entangled fields of ir and Eurasian studies.1 A scalar perspective helps to dissolve these biases and divides by de-essentialising Eurasia as a region and conceptualising it as a contested, constructed and contentious political geography, formed by powerful actors who use the notion of ‘region’ to further their political interests. One virtue of a scalar perspective is that it reveals the multidimensional character of Eurasian regionalism and its connectedness with the global, depending on the imaginaries activated, the vested power interests pursued, and the regional, inter-regional and international networks created in a specific issue area.

Abstract:
This paper contributes to the analysis of the impact of FDI on host countries by taking into account the regional dimension of spillover effects. Focusing on the case of Ukraine, we explore the effects of inward FDI on changes in productivity, technology, and efficiency in local firms. For the country as a whole, the results suggest that the presence of foreign-owned firms had a negative impact on productivity change in local firms during the period 1999-2003. However, there were notable differences between the effects in the western and eastern parts of the country: the overall findings were mainly driven by the development in western Ukraine, whereas inward FDI in eastern Ukraine did not seem to have any impact on local productivity growth and technical change. These results arguably reflect deep economic and institutional differences between the two parts of Ukraine, which have led to differences in the character of incoming FDI and differences in the ability of local firms to benefit from FDI. The conclusion is that the impact of FDI on the host economy may vary even at the sub-national level, depending on the specific local environment.

Abstract:
This article presents a comparative visual interpretation of the cover images of the selected textbooks. A social semiotic approach was used to analyse various compositional and thematic differences among two sets of textbook covers. The compositional interpretation was applied to explore the differences and similarities in an image composition and discourse analysis was used to explore their implied social discourses. The findings show some significant shift as well as continuum in the image composition and underlined social discourses. For example, the newly published textbooks focus on settings, character details and character connection, and use various colours in contrast to the old textbook covers. More activities promoting gender equality were found in the new textbook covers than in the old textbook covers. Overall, the new textbooks propose positive changes in their cover image composition in quality and gender discourses. However, the images only feature-specific religious symbols, regional culture and geography rather than multicultural, multiregional and multi-religious context of Nepali society. It seems that minority religion, ethnicity and regional variations that are found in Nepal are missing in the cover images across the curriculum. This article is expected to address the gap seen in the Nepali school educational research and helpful to provide insights that the cover images used in the textbooks are important and powerful meaning makers.

Abstract Typical features of seismicity inherent to the period prior to the strong earthquake occurrence are examined using the regional and world-wide earthquake catalogs by the method of construction of the Generalized vicinity of a large earthquake (GVLE). These features are foreshock power-law cascade, the weak long-term background increase in seismic activity, and the definite clustering of the main events. Worth to note, that all these features appear to indicate the loss of a stability of a system, without any reference to the physical mechanism of development of the instability. Thus, these features are expected to occur in connection with the bifurcation points in systems of other physical nature, examples of such behavior are given. Besides, a tendency of a decrease in earthquakes depth in the close GVLE vicinity was found. This precursor feature has a specific character and evidences in favor of a fluid involvement in the mechanism of earthquake occurrence.

Martin McDonagh’s transition from his regional Leenane Trilogy (1996-1997) and Aran Island plays (1996-2001) to The Pillowman (2003) marks a significant departure in his dramaturgical approach. The absence of a specified geographical location in The Pillowman challenges traditional notions of place in theatre. While space is fundamental in constructing meaning, Anne Ubersfeld suggests that plays offer socio-cultural coordinates rather than literal representations. In The Pillowman, McDonagh explores power dynamics within an unspecified totalitarian state, highlighting the tensions between official authority and individual agency. Thus, while the play lacks a specific dramatic locale, the politics of place still shape the narrative and character interactions.

Applying the technique of cluster analysis has allowed us, first, to demonstrate that not all of the EU’s ‘special ten’ are strategically sound for the EU; second, to investigate which regional organizations represent the best interest of the EU from a strategic standpoint; third, to find out the true potential of the EU’s strategic partners; and, finally, to prove empirically that the EU’s strategic partners are so heterogeneous as to represent a collective response to multilateralism and that a bilateral approach should be applied instead, taking into consideration the specific character of every strategic partner.

The position of palevye soils with differentiated profiles and with podzolized horizons developing from carbonate-free rocks under conditions of the cold extremely continental semihumid climate in the permafrost zone of Central Siberia in the New Russian Classification system is analyzed. The profile of these soils consists of the raw-humus horizon, bleached podzolic or eluvial horizon, and iron-illuvial or clay-illuvial horizon with some features typical of the metamorphic pale soils. According to the character of their middle-profile horizons, they can be attributed to the orders of Al-Fe-humus soils (sandy and loamy sandy varieties) and texture-differentiated soils (loamy sandy and clay loamy varieties). According to the character of their organic profiles, they can be separated as raw-humus subtypes among podzols and podzolic soils, respectively. Their specific regional characteristics - a tendency for the formation of a cryohumus horizon, clay illuviation, iron illuviation, and specific pale metamorphism of the mineral mass (pale metamorphized) (clay-illuvial subtype) - are also reflected at the subtype level. These characteristics can be present in different combinations reflected in the corresponding names of complex subtypes. In the geographical space, these soils form a transition from typical pale soils of the cold ultracontinental semiarid climate to the soils of cold moderately continental humid climate.

The purpose of this study was to understand the potential topics of the regional-level lifelong education promotion implementation plan, which is lifelong education policies using topic modeling and examine the changes in these topics over time. For this purpose, the lifelong education promotion implementation plans of Daejeon Metropolitan City and Chungcheongnam-do Province were classified into five-year periods corresponding to the national-level plan. Then, keyword extraction was performed using LDA(Latent Dirichlet allocation) analysis. As the study results, first, policies aimed at establishing the lifelong education delivery system at the regional and basic autonomous entity levels were pursued. Keywords such as lifelong learning institutions, lifelong education delivery system, local ordinance, policy, and council appeared in different periods, indicating the establishment and enhancement of the lifelong education delivery system in conjunction with the national-level plan. Second, lifelong education policies change and become advanced despite having the same topic as the basic plan is repeated. This suggests that as laws, regulations, and plans related to lifelong education evolve, local governments are responding and systematically formulating regional lifelong education policies in line with national-level policies. Third, it was observed that the regional-level plans lacked a distinct local character specific to province. The strengthening of the integration with the national-level plan implies a deficiency in policies that are closely tailored to the regional context. This limitation arises from the inability to adequately evaluate and monitor regional-level policies.

Abstract This essay examines a regional, not global, dimension of Chinese cinema: the Chinese character in its brushed form. Calligraphy and cinema have an intimate relationship in East Asia. Indeed, the ubiquity of the brushed word in cinema is one element that actually ties works in Korean, Japanese and Sinophone Asia together as a regional cinema. At the same time, I will explore the very specific difference of Chinese filmmakers’ use of written language. On first glance, cinema and calligraphy would appear as radically different art forms. On second glance, they present themselves as sister arts. Both are art forms built from records of the human body moving in (an absent) time and space. The essay ends with a consideration of subtitling, upon which Chinese cinema’s global dimension is predicated. How does investigating this very problem lead us to rethinking the nature of the cinematic subtitle, which is very much alive―a truly movable type?

The classification of residential real estate occupied by the citizens of the country has been raised more than once both by the scientific community and by the state. Based on the managerial approach, the article reveals the main methods of differentiation of places of residence and class of housing, used by government department at the federal and regional levels. On the example of the modern megapolis — St. Petersburg — the dynamics of the development of the housing sector, its important social character is shown. Based on historical, sociological and normative methods, the material on specific cases illustrates the heterogeneity of people living in various types of modern housing. It is concluded that it is necessary to take into account the entire system of factors that determine the classification of residential real estate in order to more accurately predict the development of social processes in the housing sector, and effective public administration at the regional level.

This paper uses the method of applied analysis of regional complexes developed at the Centre for Comprehensive Chinese Studies and Regional Projects, MGIMO University (Moscow, Russia). Its scientific relevance is defined by the importance of understanding the international and political situation in and around Myanmar. The aim of this study is a scientific exploration of the Rohingya crisis by means of applied methods of regional analysis, designed by the author. This methodology aims to trace scenarios of the development of international and political situations in the region based on the types of interactions within the Southeast Asian regional complex. The article offers the authors own definition of regional complex that builds on the works of Alexei D. Voskressenski, introduces an algorithm of scenario analysis, outlines six ideal types of regional complexes, and defines stable and unstable types of regional complexes. The first part of the article is devoted to current approaches in the study of regional problems in International Relations and World Regional Studies; the second part describes the authors conception of applied international political analysis of regional complexes; and the third part contains an example of the application of scenario analysis to specific regional and domestic affairs - in this case, the contemporary situation in Myanmars Rakhine State. The research yields the following results: 1) by using a combination of the methods of news monitoring and event analysis, the author collected information on political processes in Rakhine over the last five years; 2) this information was arranged according to the matrix compiled by the author, which characterized the situation development according to the negative (-5-1) and positive (+1+5) scenarios; 3) based on the results of the aforesaid analysis, the author comes to a conclusion on the character and intensity of the Rohingya crisis and describes possible ways of its settlement.

Abstract:
Background: the accuracy of a diagnosis code is essential in financing health services and diseases and procedure indexing and hospital management information. Based on the results of the preliminary study, diabetes mellitus is among the top 10 diseases. While coding 10 medical record documents, three consisted of 30% which were accurate, and the seven recorded 70% were found to be accurate. The four-character of the code was predominantly the character with many inaccuracies. Therefore, the researchers conducted a study on the accuracy of a diagnosis code at Dr. Soekardjo Regional General Hospital specifically on inpatient cases of diabetes mellitus in 2022. Methods: A quantitative type of study with a descriptive research design was implied in the study. The study object is data coding of diabetes mellitus cases. Data are collected by observation and interviews Results: According to the research results, diabetes mellitus is one of the top 10 diseases, while 40 medical record documents were coded, 20 (50%) were inaccurate and 20 (50%) were accurate, while the highest percentage of unaccuracy occurs in the fourth character of the code. The alignment of codes based on ICD-11 revealed that 10 documents (25%) were not aligned due to lack of specificity regarding ulcer complications and gastropathy.The alignment of codes based on SNOMED CT showed that 40 documents were aligned with the SNOMED CT clinical phrase standards. Conclusion: The inaccuracies in diabetes mellitus diagnosis coding at Dr. Soekardjo Regional General Hospital are attributed to less specific diagnoses, unclear handwriting by doctors in patient medical records, and coding personnel still facing difficulties in determining complication coding. The researchers suggest solutions such as involving coders and medical personnel in training and socialization activities related to diagnosis codes, particularly for Diabetes Mellitus.
