Regressive Taxation and the Welfare State: Path Dependence and Policy Diffusion, Junko Kato, Cambridge: Cambridge University Press, 2003, pp. 260.This book provides a surprisingly interesting look at an understudied problem within the field of comparative welfare state research: the relationship between funding and welfare state regime characteristics. The author proposes that researchers take a second look at regressive taxation, specifically value-added taxes (VATs) such as Canada's GST. It discusses a foundational approach of the iterative set theoretic hierarchy comparatively to a regressive approach. Then it takes under consideration some naturalistic accounts of set theory and presents certain difficulties naturalism faces. It claims that the ontological status of sets should be dealt with in non-naturalistic terms and suggests that the issue in question could rather be placed in the context of a metaphysical discussion concerning abstract objects. Noise is usually assessed by field measurements, and predictive models play an important role when experimental data are not available. Nevertheless, when they are based on regression techniques, predictive models suffer from the drawback of strong dependence on the calibration data. In this paper, the authors present a regressive model calibrated on computed noise levels without the need for field measurements. The independence from field measurements makes the model flexible and adjustable
