Abstract:
The rapid advancements in web and availability of growing number of free social networking tools have greatly influenced the present day communication mechanisms. These tools have provided cheaper, instant and faster methods of communicating information irrespective of geographical and time barriers. Users especially the younger generation is much familiar with the use of such tools and modern libraries are experiencing rapid changes in user perceptions and information seeking patterns. Owing to the ease of accessibility of plethora of information resources via cell phones, tablets using smart apps, libraries are revisiting their methods of information delivery. Many libraries are using social networking tools for handling user queries and advertising their library products especially in Virtual Reference Services (VRS). Virtual reference is reference service initiated electronically where patrons employ computers or other technology to communicate with public services staff without being physically present. Communication channels used frequently in virtual reference include chat, video-conferencing, voice-over-IP, co-browsing, e-mail, and instant messaging (Reference and User Services Association [RUSA] Guidelines, 2010). It primarily refers to a network of expertise, intermediation and resources placed at the disposal of someone seeking answers in an online environment (Berube, 2003). It has brought about tremendous change in the concept of reference services in terms of information dissemination and user satisfaction. Various initiatives have already been taken to develop standards, guidelines and procedures for setting up successful digital reference systems. Virtual reference has emerged as a new powerful method of delivering reference and information service to a vast number of clientele distributed globally. It includes seamless access to global resources and the collection of knowledge for reference access, coupled with complementary access to information on the internet. It has brought about tremendous change in the concept of reference services in terms of information dissemination and user satisfaction. The seamless influence of Social Networking tools on virtual reference is quite evident and trend is fast shifting towards incorporating such tools in libraries at global level. These tools not only solve the problems of communicating in real time environment in all modes ranging from instant messaging to audio/visuals but also provide ample opportunities for libraries to retain their users. The present work thus discusses the concept of Virtual Reference Service and possible use of different Social Networking tools in present day Virtual Reference Systems for successfully addressing user queries.

Abstract:
The study investigates the scholarly use of social networking tools and services by the doctoral students at the University of Kerala. Structured questionnaires were used to collect data from a population of 649 full-time doctoral students from different&nbsp;departments of the university. The analysis revealed that most of the researchers were daily users of the internet for 'research purposes' and 'email' is the most preferred social networking services preferred by them. Statistical analysis shows&nbsp;that the majority of the social networking tools and services have no significant difference with the gender of researchers except in the use of blogging service. It was also revealed that there is a significant difference in the use of social networking tools and services by the researchers with respect to their faculty. The major obstacles faced by research scholars are 'overload of information' the study provides useful insight to promote the use of social networking tools and services among the research scholars in the University of Kerala.

However, it has been observed that despite the promise of social networking sites, limited libraries are adopting them for rendering services to their patrons and this consequently results in limited patronage and response from the users. &nbsp;The vast growth of knowledge and literature in every field of education along with the advancement of information technology has placed special responsibilities on all types of libraries. Nowadays, different types of social media tools are increasingly used in library works in academic libraries. Librarians, in this digital age, are responsible for a wide variety of resources and services that expand far beyond the typical eight-hour work day. Promotion in library and information science has a newer meaning. It finds deep roots in social media. It is a set of techniques which is aimed at reinforcing the basic values of the library in a changing environment at the same time meeting the needs of the library clientele. Essentially, promotion is the means of informing users on what you do and what you can do.</em>

A Social networking service (also social networking site, SNS or social media) is an online platform that is used by people to build social networks or social relations with other people who share similar personal or career interests, activities, backgrounds or real-life connections. The variety of stand-alone and built-in social networking services currently available in the online space introduces challenges of definition; however, there are some common features: (1) social networking services are Web 2.0 internet-based applications, (2) user-generated content (UGC) is the lifeblood of SNS organisms, (3) users create service-specific profiles for the site or app that are designed and maintained by the SNS organization, and (4) social networking services facilitate the development of online social networks by connecting a user's profile with those of other individuals and/or groups. Most social network services are web-based and provide means for users to interact over the Internet, such as by e-mail and instant messaging and online forums. Social networking sites are varied and they incorporate a range of new information and communication tools such as availability on desktop and laptops, mobile devices such as tablet computers and smart phones, digital photo/video/sharing and "web logging" diary entries online (blogging). Online community services are sometimes considered a social network service, though in a broader sense, social network service usually means an individual-centered service whereas online community services are group-centered. Social networking sites allow users to share ideas, digital photos and videos, posts, and inform others about online or real world activities and events with people in their network. While in-person social networking, such as gathering in a village market to talk about events has existed since the earliest developments of towns, the Web enables people to connect with others who live in different locations, ranging from across a city to across the world. Abstract:
The article outlines the current state of social support research on social networking sites (SNS), which is a broad category of online services, most prominent among which currently are Facebook, Instagram, Twitter, and TikTok, and reviews key problems that presently influence the sphere. In particular, it summarizes the patchwork of approaches to conceptualization and operationalization of the term “online social support” (social support on SNS) that is present in the extant literature on the subject, while pointing out the main challenges that have been complicating the efforts toward drawing clearer conceptual boundaries around this term. The article also extensively covers the issue of creating valid, culturally sensitive tools that measure online social support, mentioning factors related to both the limits of the existing tools and the environment that these tools are intended to measure. The peculiar nature of social networking platforms as a research environment is explained at length, including their constantly evolving state, substantial variability across different services, and the privacy and security considerations that affect which primary empirical data about the audience of social networks can be accessed by the researchers. Both the uniqueness of SNS as the medium for exchanging online social support and the importance of improving existing tools for gathering empirical data about the attitudes and behaviors of the sites’ users in order to achieve a more systematic and valid picture of online social support are substantiated. The solutions to the aforementioned problems are not the focus of this particular text. Instead, the overarching goal is to create a comprehensive examination of the issues that exist, the ways in which many of them are interlinked, and the reasons why many of them have not been resolved up to this point, despite relative maturity of the research field. This groundwork will hopefully make the search for solutions significantly more productive.

Contractor social networking is particularly problematic on industrialised building system (IBS) infrastructure maintenance projects where contractor’s certified quality product and firms are not matched with maintenance specialisation services. The paper aims to discuss this issue.Design/methodology/approachThis paper reports on the early stages of research which is developing a new information and communications technology (ICT)-based approach to managing contractor social networking on IBS infrastructure maintenance schemes. As a precursor to this work, the paper reviews current contractor social networking websites practices on IBS infrastructure maintenance projects and explores the ICT tools and techniques currently being employed on such projects.FindingsThe findings reveal the need for more sophisticated contractor social networking websites solutions which accord with the needs of IBS infrastructure maintenance schemes.Originality/valueThe paper concludes by presenting a research framework for developing such a system in the future.

Social networks are increasingly gaining importance in higher education by offering learners opportunity to virtually interact with colleagues and lecturers. The ability to leverage Social Networking Sites (SNS) for meaningful learning activities has the potential to benefit the modern adult learner who has to balance a career, family obligations, and the goals of attending college. This paper is a case study that highlights the use of Google Plus and Whatsup in the learning processes of MBA students at the University of Nairobi. The participants of this study were drawn from the MBA evening class of 500 students between ages 19 and49 years. The research used a single quantitative and qualitative case study approach to explore the benefits associated with incorporating social networking functionalities within an adult’s learning experience; the preferred social networking sites and why? Adult learners experiences in utilizing social networking services; the pros and cons of using the social networks in learning. The findings reveal positive uptake with a few challenges including: computer illiteracy, resistance to new technology, concerns for privacy and information overload from lecturers’ posts.

Web services technology represents an important way of communication between different applications across different platforms. Unlike traditional client/server models, such as a Web application or Web page system, Web services do not provide the user with a GUI. Instead, Web services share business logic, functionality and data through a programmatic interface across a network. Web services are services or functionalities that are exposed to the internet and serves as online or web APIs. These services which are online APIs can be called from your code and use the results in your applications to offer specific functionality to users. This project consists of two applications the client and the server application. The server application is an online REST API (Web Services developed using REpresentational State Transfer (REST) protocol) which provides all the functionalities as a service across the network that are required to develop a social networking web application. The client application is similar to any other social networking web application where you can create a profile, delete profile, send messages to your friends, post things, like and comment a post. This applications sends request to the server application using HTTP requests and get the responses. These responses are then consumed in the application to provide the required functionalities to the end user.

Abstract This thesis focuses on integrating multipurpose public displays with online social networking services. Modern public displays are capable of much more than the early digital billboards used for promoting brand awareness in urban areas. Currently, smaller, interactive displays are proliferating and starting to offer a variety of services for their users. A network of such displays is located in the northern City of Oulu, Finland, for example, where it is used by the general public. As such, it forms a realistic test bed for studying novel public display services in an authentic urban setting. This thesis examines how to leverage online social networking services in creating services for interactive public displays. A key difference to most related research is that the displays simultaneously offer multiple services to their users. The thesis first provides general purpose software components, which together allow creating services that take advantage of online social networking services. These include a distributed user interface framework, a login mechanism for displays that relies on the developed framework, and a social networking service API for public displays, relying on the login mechanism. Then, the thesis presents a number of prototype services that use the developed components. The services are discussed in the contexts of user generated content, public displays for enabling communication between users, and the role of smart phones in enabling these services. The key findings of this thesis illustrate how consuming and producing user generated content directly on public displays provide compelling use cases. Also, while leveraging online social networking services can be useful in supporting casual communication between users, the anonymity of public display users is likely to cause problems in official communications. Mobile phones are found as suitable for enabling the integration of social networking services and public displays by de-anonymizing the users. However, we are still far from a situation in which mobile phones are a natural part of the interface between humans and public displays, and more research and development towards this vision are needed<br>Tiivistelmä Tämä väitöskirja keskittyy monikäyttöisten julkisten näyttöjen ja yhteisöpalvelujen yhdistämiseen. Uudenaikaiset julkiset näytöt kykenevät paljon muuhunkin kuin ensimmäiset suuret mainostaulut joilla mainostettiin suuria tavaramerkkejä. Pienemmät, interaktiiviset näytöt yleistyvät ja alkavat tarjoamaan uudenlaisia palveluita. Yksi verkko tällaisia näyttöjä sijaitsee Oulussa, Suomessa, missä se on yhteisön käytössä. Se muodostaa aidon ja totuudenmukaisen testialustan julkisten näyttöjen palveluille aidossa kaupunkiympäristössä. Tämä väitöskirja tutkii Internetin yhteisöpalveluiden käyttämistä interaktiivisten julkisten näyttöjen palveluiden luomisessa. Yksi työn tärkeimmistä eroista olemassaolevaan kirjallisuuten on se, että käytetyt näytöt tarjoavat yhtäaikaa useita palveluita. Väitöskirja esittelee ensin yleiskäyttöisiä ohjelmistokomponentteja, joiden avulla voidaan luoda näytöille palveluita, jotka käyttävät hyväkseen Internetin yhteisöpalveluita. Nämä ovat hajautettu käyttöliittymäratkaisu, sisäänkirjautumismekanismi, mikä rakentuu kehitetyn käyttöliittymäratkaisun varaan sekä yhteisöpalvelurajapinta, mikä taas rakentuu sisäänkirjautumismekanismin varaan. Seuraavaksi väitöskirja esittelee prototyyppipalveluita, mitkä rakentuvat mainittujen komponenttien varaan. Nämä palvelut analysoidaan eri viitekehyksissä: käyttäjien luoma sisältö, julkisten näyttöjen mahdollistama kommunikaatio eri käyttäjien välillä sekä älypuhelinten rooli näiden palveluiden luomisessa. Väitöskirjan löydökset havainnollistavat, kuinka käyttäjien luoma sisältö sekä sen tuottaminen suoraan julkisella näytöllä ovat mieleisiä käyttötapoja. Lisäksi, vaikka yhteisöpalvelujen hyödyntäminen julkisilla näytöillä voikin tukea arkipäiväistä kommunikaatiota käyttäjien välillä, käytön anonymiteetti voi kuitenkin aiheuttaa ongelmia virallisemmassa kommunikaatiossa. Matkapuhelimet todetaan sopiviksi yhteisöpalvelujen ja julkisten näyttöjen yhdistämisessä etenkin käyttäjien tunnistamistuen vuoksi. The usage of social media such as YouTube, Twitter and Facebook has expanded drastically. Today almost every organization has a Facebook page and a Twitter account that complements their webpage and their physical stores. However, why and how are they using these social medias?  This research focuses on why and how organizations are using Facebook and Twitter in their business strategy. More specifically, what methods and organizational strategies are used. The requirement for our research was that the organization had to had some success on these social medias but due to time and budget limitations, the research is restricted to three local organizations that have a national presence. Conducting primary data with three face-to-face semi-structured interviews and obtaining secondary data such as books, theses and academic journals we had the data to make an analysis about how Facebook and Twitter could make these three organizations gain competitive advantage.  By correctly utilizing the tools that social networking sites (SNS) provide; organizations can make way for a differentiation path that provides competitive advantage, build brand awareness, and provide statistical tools for evaluating customer behavior. One of the benefits of SNS is that they are virtually free to implement, both from a capital and human resource investment point of view. This research shows that organizations utilizing SNS in order to gain competitive advantage need to focus on creating a committed and engaged user base. By keeping in mind the drivers of differentiation: timing, location, linkages and scale, organizations transform their competitive advantage into a sustained competitive advantage.

Thesis (MPhil)--Stellenbosch University, 2014.<br>ENGLISH ABSTRACT: With the emergence of Web 2.0 (social network platforms) some Knowledge Management theorists saw the potential for incorporating its collaborative and networking features in Knowledge Management Systems. However, the consensus is that harnessing Web 2.0 features for Knowledge Management is still in its infancy and according to some it seems that Web 2.0 success in the social sphere is hard to translate to the work context. The thesis argues that Web 2.0 primarily facilitates Personal Knowledge Management (PKM) and in this way indirectly contributes to Organisational Knowledge Management. Furthermore not all Web 2.0 features are equally useful in facilitating Personal Knowledge Management. The thesis identifies the group features of social network platforms as the prime locations for networking and learning. The thesis is theoretically based on Cheong and Tsui's PKM 2.0 model, in particular the Interpersonal Knowledge Transferring phase that in turn is based on Nonaka's SECI model of knowledge conversion. The thesis starts out with considering the distinction and relationship between Organisational Knowledge Management (OKM) and Personal Knowledge Management (PKM). Thereafter Cheong and Tsui's PKM 2.0 model is described as well as Nonaka's SECI model. The Web 2.0 phenomenon is introduced through a literature review of various studies on the usefulness of social network platforms and the group features are specifically highlighted. A survey is conducted among users of a particular Web 2.0 group feature, based on questions developed from the SECI and PKM 2.0 models. The thesis comes to the conclusion that the group features of Web 2.0 social network platforms are useful for Knowledge Management, because it is indeed a component of users' Personal Knowledge Management.<br>AFRIKAANSE OPSOMMING: Sekere Kennisbestuursteoretici het met die opkoms van Web 2.0 (sosiale netwerk-platforms) die moontlikheid waargeneem om die samewerks- en netwerk-funksionaliteit van Web 2.0 platforms met bestaande Kennisbestuurstelsels te integreer. Die tesis argumenteer dat Web 2.0 hoofsaaklik Persoonlike Kennisbestuur (PKB) fasiliteer en langs hierdie ompad 'n bydrae lewer tot Organisatoriese Kennisbestuur (OKB). Verder lewer alle funksionaliteite van Web 2.0 nie 'n bruikbare bydra tot Kennisbestuur nie, maar is dit hoofsaaklik die groepsfunksies wat bruikbaar is in terme van netwerking en leer. Die tesis is teoreties gewortel in Cheong en Tsui se PKB 2.0 model, veral die Interpersoonlike Kennisoordragsfase wat weer op Nonaka se SEKI model gebaseer is. Die tesis oorweeg aanvanklik die onderskeid en verhouding tussen Organisatoriese Kennisbestuur (OKB) en Persoonlike Kennisbestuur (PKB). Daarna word Cheong en Tsui se PKB 2.0 model en Nonaka se SEKI model bespreek. Die Web 2.0 fenomeen word beskryf aan die hand van 'n literatuurstudie van navorsing oor die bruikbaarheid van Web 2.0 platforms en die groepsfunksionaliteit word spesifiek belig. 'n Vraelys, gebaseer op die SEKI en PKB 2.0 modelle, is onder gebruikers van 'n spesifieke Web 2.0 groepsfunksie geadministreer. Die tesis kom tot die konklusie dat die groepsfunksies van Web 2.0 sosiale netwerk-platforms bruikbaar is vir Kennisbestuur, want dit is inderdaad 'n komponent van gebruikers se Persoonlike Kennisbestuur (PKB).

Abstract:
This PhD research adopts an interdisciplinary approach to answer the following research question: to what extent could Members of the European Parliament incorporate social networking tools (SNT) as part of their communication resources in engaging with other actors when carrying out their work as legislators? The methodological framework chosen to conduct this study is exploratory and combines two qualitative methods: elite interviews and observation. Interviews with MEPs and their staff aimed to explore MEPs’ understanding of SNT use, their motivations and their perceived benefits of using SNT when carrying out their work as legislators. Interviews with officials of the EP and members of the European civil society were purposely designed as validating interviews. In total, 29 interviews were conducted in 2011-2012. Observation of MEPs’ communication patterns during parliamentary weeks has allowed me to assess, on the one hand their communication patterns from an organisational perspective and on the other hand the potential for introducing new communicative tools into MEPs’ communicative practices. Observation was conducted with two MEPs and their staff during two weeks each. The theoretical framework of this study relies strongly upon communication network theories and organisational studies that explore the adoption of SNT in the workplace. Based on a grounded theory approach, this exploratory study suggests an emergent model of use of SNT for MEPs in carrying out their legislative work, based on MEPs’ motivations and perceived benefits of using these tools. Findings suggest that there are four domains in which MEPs could use SNT in their legislative functions: to democratise lobbying practices in the EP, to raise their awareness of public opinion, to reshape their relationship with journalists and finally to coordinate their actions as representatives with the European civil society’s. Thus, this study explores the adoption of SNT by elected members of the European Parliament by focusing on their understanding of their use of SNT when carrying out their role as legislators.

Social networking has expanded into a multi-faceted medium of communication, with an extensive online presence. The capacity to share information and knowledge is essential in building intellectual capital in professional and academic environments. This research project aims to explore the application of a social networking learning tool in a primary school within South Africa. This study explores social networking technologies and the opportunities they present in facilitating and supporting learning. Today’s youth are following technological advancements closely. At present, primary school and high school learners access a vast range of social networking sites, and the focus of this study is to understand if social networking sites can be applied to benefit learning. This study elected to explore the social networking as a learning tool in a primary school within South Africa. This research followed a mixed methods approach and its findings indicate that social networking has the potential to be applied positively as a learning tool by school learners, teachers and academic heads. This study revealed that learners and academics acknowledge the growth of social networking and recognise its potential benefits. This research seeks to examine the experience of social privacy around online social networking services. In particular, it examines how individuals experience social privacy through the perception of veillance, relationships and space. It highlights that individuals need varying types of veillance and relationships in order to experience the social privacy they desire. It also highlights that individuals used the perception of space to indicate acceptable convention within that space; seeking spaces, both real and metaphorical, that they perceived to afford them the experience of social privacy. Through the application of phenomenological methods drawn from ethnography this study explores how the experience of social privacy is perceived. It does this through examining the perception of veillance, relationships and space in separation, though notes that the individual perceives all three simultaneously. It argues that the varying conditions of these perceptions afford the individuals the experience of social privacy. Social privacy is, therefore, perceived as a socially afforded emotional experience.

Online dating is a big business, allowing people from the comfort of their own home to view and read about potential mates all around the world. Different dating sites offer different services. However, it is not yet commonplace for Web sites dedicated to dating to use the social networking tools used by popular online communities, such as those that use the personal homepage and message board genres. The ecological cognition framework (ECF) provides a theoretical model regarding online dating communities’ behavior and relationship development. A model based on the ECF is proposed and provides a basis for developing online dating services that effectively support relationship development. Two investigations are presented in this chapter, one that uses a case study approach to identify and describe online dating services from the perspective of a specific case and another that assess the effectiveness of existing online dating services based on the guidelines developed from the case study. The case study provides a useful insight into the nature of social networking from the perspective of a specific case, which led to guidelines for developing e-dating systems that when evaluated showed that the most popular social networking services also score well against the criteria proposed in those guidelines.

Previous research has shown a relationship between users' personalities and the use of their conveyed images and the emergence of fakenews. In addition, a preference for Facebook is often associated with the user's status (novice, general public, etc.) with personality differences such as journalists, politicians or academics, researchers who prefer (twitter) to disseminate information and news. Facebook is the dominant social network in terms of number of members, number of daily visitors and the number of exchanges it generates. It allows its users to connect with their acquaintances: whether professional, friendly, or other types. The goal of Facebook is to connect people with each other and allow them to interact around their personal social network. Twitter a social network dedicated to microblogging: users can communicate with each other through short messages no longer than 140 characters. Aim/Purpose: This paper, explored features of popular social media in promoting research activities for successful integration of information services on social media platforms. Background: Leisure, in the early days, was more aligned with reading and research activities and enjoyed a long term monopoly until the advent of Information and Communication Technologies (ICTs). The society milieu is now accentuated with arrays of technological innovations and academic activities are, therefore, relegated to remnant time resulting from application and the use of ICTs. While reading and research are required more now than ever, social media, as components of ICTs, present their distractive features. However, studies have shown that social media could be incorporated to promote and communicate academic and research activities. Methodology: The paper analytically reviewed empirical literatures on information as obtained from innovative and sustained academic activities, which is a key to research development. The paper also discussed ways academic librarians could adapt and utilize popular social media such as facebook, whatsapp, instagram, badoo, skype, imo, wechat, twitter, blogs, flikr and youtube to provide Library services, Selective Dissemination of Information (SDI), and communicate specialized literature search result, to promote purposeful networking, communication and transfer of information to support teaching and research activities. Contribution: The study reviewed the features of 21st century popular social media, and proffered ways of promoting research and academic culture through the adoption and use of social media platforms by information professionals. However, we believe that the question of valuing the services rendered by these social networks should be analyzed and compared to other informational services given by libraries, especially in the context of professional networking sites (for example, LinkedIn, Viadeo). Future avenues of research and the implications of the framework developed are discussed highlighting the strengths and weaknesses of these professional networking sites. LinkedIn (https://fr.linkedin.com/) and Viadeo (https://viadeo.journaldunet.com/) are based on the same principle, they are professional social networks intended to create an essentially professional network. LinkedIn claims more than 660 million members from 170 industries in more than 200 countries and territories and more than 19 million users in France. Acquired by Microsoft to counter the French social network Viadeo. Viadeo is a French professional social network online since 2004 which allows to build and aggregate its network of contacts, in order to facilitate dialogue between professionals. Like LinkedIn, it is also a tool for managing e-reputation (online reputation) or personal marketing, which attracts a greater number of types of profiles from senior and professional executives. In 2020, Viadeo claims 8 million members in France from companies and students. Both portals have the same business model through advertising, subscriptions and recruiting services. We will focus our assessment on macro-criteria as essential: - information retrieval services, personalized access services, documentation services, participatory services, networking services, and data warehouses.

Sentiment analysis has grown to be one of the most active research areas in Natural Language Processing (NLP). Sentiment analysis, also known as opinion mining, uses a series of methods, techniques and tools to study people’s opinions, views and sentiment towards a wide range of topics such as products, services, events and issues. In the airline industry, millions of people today use social networking sites such Twitter, Skytrax, TripAdvisor to express their emotions, opinions, and share information about the aircraft service. It is a hidden gem to the airline company to gain valuable insight from this data and have the broadest possible view into what people are saying about the airline’ brand online. Hence, this paper explores six different sentiment analysis models: Random Forest, Multinomial Naive Bayes, Linear Support Vector Classifier, Ensemble Method, Bidirectional Long Term Short Memory (Bi-LSTM) and BERT model, in order to determine and develop the best model to be used. The best model was then used to determine the social status, company reputation, and brand image of Malaysian airline companies. In conclusion, the BERT model was found to perform the best out of the six models tested, scoring an accuracy of 86%. Abstract:
Social networking services (SNS) have become indispensable communication tools. Consequently, influencer marketing, which leverages users with a significant influence on SNS, has garnered significant attention. Among these influencers, micro-influencers, who have substantial influence within specific domains, are particularly interesting to both academia and industry. This study proposes evaluation indices that can effectively select micro-influencers for product promotion using follower data and past posts from SNS accounts. Specifically, we propose four evaluation indices for micro-influencers: Virality, Commonality, Expertise and Credibility (VC-EC indices). VC indices are based on network features, whereas EC indices are based on language features. In this study, we present the concepts and specific calculation methods for the proposed indices. In addition, we demonstrate how to discover micro-influencers using the proposed methods with practical examples from accounts operated by actual stores.

Virtual space and all its attached Internet services, mobile applications, computers and networks are extensions of our daily needs and life. But are most of us prepared to use them in a responsible manner? The global networking can be used not only with the good intentions. Some of the problems can be avoided with an Internet-usage literacy campaign. In this way users will be aware of their rights, their duties and the dangers that may arise if they treat electronic/Internet/mobile-issues as details not worthy for their attention. With small awareness and little knowledge of how the things work, regular users can be safer in the computer wastelands, mobile frenzy and Internet services nebulae. By buying a device, which can help you to enlist/write in a social network or on a blog, the user starts to share information that can be used against ones will. An unsecured computer or network, social engineering, fake websites can be avoided even by a regular user if there is enough knowledge upon these subjects. Banning Internet or avoiding technology in general is not the key for development, but learning how to operate and understanding the processes involved is the intelligent way. Knowing your computer, understanding how the network is actually working, securing your gateways to the Internet, comprehending and smartly using the tools of the available services from the Internet or for your mobile/smart phone will not make the user a programmer or an Internet geek, but a responsible citizen in the virtual environment. Internet-literacy is a must at any age, for all that are living in the 21th century electronic and real worlds.

Sending SMS reminders increased the probability of on-time renewals of IDs by 12 percentage points, while also allowing citizens to renew their IDs online only increased renewals by 8 percentage points. Providing an online option (instead of in-person renewals) was less effective due to a poor user experience with the online procedure. The poorest individuals who received reminders were also more likely to receive transfers from an emergency in-kind transfer delivered through digital vouchers.

Abstract:
The COVID-19 pandemic has had a tremendous negative impact on economies of most countries around the world. COVID-19 has disrupted the ability of health systems to deliver on essential health services and has also exposed pre-existing vulnerabilities and inequities in public health systems. According to a key informant survey conducted by WHO, over one year into the COVID-19 pandemic, there still exist substantial disruptions to essential health services. This rapid review examines evidence on successful interventions that could enable adaptive approaches to help manage and respond future pandemics and mitigate the risk of collapse of the public health systems. Countries must use the opportunity provided by the deployment of COVID-19 vaccines to strengthen health services and health systems and find long-lasting solutions for similar future challenges. The review notes that there still exist gaps in preparedness and response to the Covid-19 pandemic. New variants of concern threaten the effectiveness of existing COVID-19 vaccines, vaccine hesitancy slowing rollout, including in Africa, and interrupted and limited supply of COVID-19 tools. More funding is required though to scale up adaptive measures which are working, accelerating new approaches and innovations to improve service delivery. This review also highlights briefly the plight of marginalised social groups, people living with disabilities, women and children during the pandemic. According to estimates by Global Fund, Gavi, Global Financing Facility, access to life-saving health interventions for women, children and adolescents in 36 of the world’s poorest countries has dropped by as much as 25% due to COVID-19. Countries must build on the momentum of health innovations during the COVID-19 crisis to build more resilient health systems that can withstand disruptions by future pandemics.

The Association of Research Libraries (ARL)/Canadian Association of Research Libraries (CARL) Joint Task Force on Research Data Services (RDS) formed in 2020 with a two-fold purpose: (1) to demonstrate and commit to the roles research libraries have in stewarding research data and as part of institution-wide research support services and (2) to guide the development of resources for the ARL and CARL memberships in advancing their organizations as collaborative partners with respect to research data services in the context of FAIR (findable, accessible, interoperable, and reusable) data principles and the US National Academies’ Open Science by Design framework. Research libraries will be successful in meeting these objectives if they act collectively and are deeply engaged with disciplinary communities. The task force formed three working groups of data practitioners, representing a wealth of expertise, to research the institutional landscape and policy environment in both the US and Canada. This report of the ARL/CARL RDS task force’s working group on partnerships highlights library RDS programs’ work with partners and stakeholders. The report provides a set of tools for libraries to use when assessing their RDS partnerships, including assessing partnerships using a partnership life cycle, defining the continuum of possible partnerships, and creating a catalog. Not all partnerships will last the entirety of a librarian’s career, and having clear parameters for when to continue or sunset a partnership can reduce ambiguity and free up resources. Recognizing the continuum of possible partnerships can provide the framework by which librarians can understand the nature of each group. From cyclical to seasonal to sporadic, understanding the needs of a type of partnership can help libraries frame their understanding and meet a group where they are. Finally, creating a catalog of partnerships can help libraries see the landscape of the organization, as well as areas for growth. This approach also aligns with OCLC’s 2020 report on Social Interoperability in Research Support: Cross-Campus Partnerships and the University Research Enterprise, which highlights the necessity of building and stewarding partnerships. Developing and providing services in a decentralized organization relies on the ability to build trusted relationships. These tools will help libraries achieve sustainable growth that is in concert with their partners, generating robust, clearly aligned initiatives that benefit all parties, their campuses, and their communities.

Outcome measurement is essential for young people accessing alcohol and other drug (AOD) services in Australia. The NSW Ministry of Health commissioned a review to identify important outcome domains and validated tools for measuring these outcomes in youth under 18. The review identified 12 key outcome domains, including alcohol and drug use, mental health, family relationships, education, and social networks. A total of 47 outcome tools were found, but many were not designed specifically for young people, and few have been validated for this population in AOD treatment settings. The ASC T-ASI, Ohio scales, and Teen Star were highlighted as particularly relevant tools for measuring multiple domains.

This research aims to examine the gender-responsiveness of the current health care and social protection systems in the Philippines and East Asia. It also seeks to assess the level of health and social security systems literacy of Filipino migrant domestic workers (MDWs) in Hong Kong, Japan, and Singapore, as well as the Philippines. This study resulted in the development of survey tools that included seven measures on the systems literacy of Filipino MDWs. Four of the seven tools were about Philippine government agencies whose mandate includes providing health and social security protection to Filipino MDWs. These agencies are the OWWA, SSS, PhilHealth, and Pag-IBIG Fund. The other three tools focused on the laws and policies regarding health care and social protection for Filipino migrant domestic workers in three destination countries or territories, namely, Hong Kong SAR, Singapore, and Japan. Findings from the interviews with government agencies and NGO leaders in destination areas, as well as pilot surveys, suggest that while still in the destination countries, Filipino migrant domestic workers sometimes tend to disregard Philippine-based programs and policies that seek to protect their health and social welfare. As a result, the level of literacy in Philippine systems fluctuates. In contrast, the literacy level in receiving country systems tends to improve the longer Filipino domestic workers live and work in East Asia, gradually alienating them from the Philippine systems. Yet, despite the availability of health and social pension benefits in the receiving context, Filipino domestic workers who are aging, part-timers, and low-wage may face greater vulnerabilities and barriers to attaining systems literacy than other female migrant workers. The study recommends integrating gender into existing health care and social protection policies to ensure that they match the specific experiences of different categories of female migrant workers. It further suggests that the Philippine government must periodically update and strengthen the promotion of services and programs on various platforms. To raise the level of Filipino MDWs’ systems literacy in Philippine health and social security, the government must strengthen awareness of their policies and services and improve coordination between the Philippine consulates and embassies regarding labor and legal systems in destination countries that may have implications on the portability of healthcare and social protection programs for overseas Filipino workers.

Their finances, both from domestic sources and international aid, are not growing sufficiently to meet their needs. Their expenditure requirements are higher than ever - improving services, expanding social protection, and promoting investment all add to the bill. This policy brief argues that one of the tools that LIC governments have at their disposal is particularly under-utilised – taxing the wealthy more effectively.

This Evidence Check was commissioned by the Ministry of Health to identify validated health assessment tools for physical health, mental health, development, and family violence for the Wellbeing and Health In-reach Nurse (WHIN) Coordinator program. This program is a partnership between NSW Health and the NSW Department of Education which places nurses in NSW schools to identify the health and social needs of students and coordinate early intervention and referral to services and programs. Validated assessment tools will help the nurses to identify children at risk of academic, behavioural, emotional or health-related difficulties. This Evidence Check also aims to describe how they are used in clinical practice and barriers and enablers to their effective use. Seventy-two assessment tools were found, but coverage of the areas affecting children’s wellbeing was uneven. Mental health had several promising tools, as did development for younger children. However, physical health and family violence did not have well-validated tools. There was little information on how they were used in clinical practice. Enablers for use included minimal training requirements, ease of administration and ready availability. Use of parental as well as teacher reports was seen as valuable. There is a need for further work on tools for physical health and family violence. There is also a need for information on the practicalities of the chosen tools (user acceptability, licensing, costs, and training requirements) and for clear practice guidelines.

The NSW Suicide Monitoring System recorded 933 suspected or confirmed suicide deaths in 2023, highlighting the need for effective prevention strategies. The Towards Zero Suicides (TZS) initiative funds non-clinical crisis services like Safe Havens and Suicide Prevention Outreach Teams (SPOTs), providing peer-led, community-based support to individuals in distress. This Evidence Check aimed to evaluate the effectiveness and acceptability of such interventions for people aged 16 and over, informing potential refinements or new approaches in NSW. Fifteen studies from Australia, the US, Canada, Denmark, Belgium, and the UK were reviewed. Digital interventions, including self-help tools, social media campaigns, and crisis text lines, were accessible and well-received, especially among young people. Community-led programs like Wesley LifeForce Networks and Deadly Thinking improved local suicide prevention capacity. Crisis support services, such as Lifeline’s follow-up calls, were linked to reduced suicide risk. Workplace programs, like MATES in Energy, enhanced suicide literacy but showed mixed results for improving mental health. Peer-led and co-designed interventions were generally more engaging and relevant to service users. However, most studies had short-term follow-up, limiting assessments of long-term impact. Research gaps exist for Indigenous and LGBTQIA+ communities, and many studies lacked control groups, making causal links difficult to establish. Moving forward, a combination of digital, community-based, and workplace interventions is recommended. Sustained funding, long-term evaluation, and targeted research are essential to improving non-clinical suicide prevention strategies and ensuring their effectiveness for diverse populations.
