Abstract:
To date, the management of educational empowerment particularly in madrasah (Islamic schools) is still struggling in finding its precise form. The madrasahs are commonly managed base on merely the managers’ personal experience, without proper scientific conception. This happens due to unhealthy condition in which the managers are repressed and burdened by complicated bureaucratic matters. On the other hand, they are also required to compete in ever growing critical society. The main purpose of this research is to obtain the description of the Islamic educational empowerment strategies based on the Total Quality Management perspective, particularly in light of the educational leadership toward the development of the Madrasah Aliyah Negeri (State Islamic Senior High Schools) in the Province of Yogyakarta. Three methods of data gathering are employed in this research, namely in depth interview, participant observation, and documentation. The results show that, in empowering the Madrasah Aliyah, the leaders 1) rely on personal experience obtained from previous workplace, either being teacher or school principal; 2) perceive comparative study involving educational stakeholders, such as school committee, supervisors, and educational staff at Province level, as an effective tool in developing the madrasahs; 3) attend trainings or workshops held by the ministry of education; and 4) read books related to managerial tasks. Overall, the Total Quality Management can be observed through continuous improvement, culture change, reversed organization, costumers-organization good relationship, focus on costumers and the quality of teaching-learning process.

Abstract:
In this study, the appropriateness of existing quality standards and their use in practice in educational organizations were discussed. The study shows how the quality standard of TQM and QMTL and the possibility of their articulation to develop a holistic model can contribute to change this situation. The study alsoinvestigated whether this standard is an adequate basis for quality development in organizations. To implement a quality system in an educational organization, four main steps are necessary: context setting, model adaptation, model implementation/adoption, and quality development. Each step should be performed with a broad range of actors to raise awareness and consensus. To facilitate this process and to develop a quality system for an organization, the use of the holistic model for the description of quality approaches was recommended. Since the model is very generic, more research is necessary, especially to find specific solutions to different contexts of usage (e.g., for schools). Additionally, research has been initiated to analyze the differences and adaptation requirements for different countries and regions to include cultural aspects. Finally, a variety of tools is being developed to support this process, such as the initial choice of a quality approach or the choice of quality instruments. For the future, it can be expected that a variety of tools will be available to support this process and to integrate quality into a broad range of educational organizations.

Abstract:
Introduction: Scholars consider leadership style as a powerful tool for improving school managers’ commitment on total quality management (TQM), yet few studies have empirically examined the linkages on organizational culture, leadership styles, and TQM in tertiary institutions. This study determined the mediating role of leadership style on organizational culture and TQM. Method: The researcher employed the descriptive correlational design to analyze the level of organizational culture, the extent of leadership style as mediating variable, the extent of TQM in education as perceived by the respondents, and the relationship between those variables among school managers. There were 295 school managers from 13 tertiary institutions in Asia who responded to the study. Result: The results of the study showed that the respondents have very high practices of organizational traits of involvement, adaptability, consistency, and mission with an indirect effect on leadership style. The extent of the respondents’ TQM is high on the following dimensions: a process-systems approach, customer-supplier focus, consistent quality leadership, continuous improvement and self-evaluation .The extent of leadership styles in both transformational and transactional as practiced by managers is high. However, the organizational culture had no direct effect on TQM. Thus, leadership style fully mediates organizational culture and TQM. Further, the school managers are committed to TQM in education regardless of age, civil status, educational attainment, and years of experience. As a contribution to the mediating mechanism, the emerging model showed that transformational and transactional being the components of leadership styles have loadings of .89 and .49, respectively. This means that the respondents’ leadership style practices have corresponding weights of 64.49% of transformational and 35.51% of transactional leadership style to fully mediate on the relationship between organizational culture and TQM. This research therefore, indicates the significance of the mediating role of leadership style on organizational culture and TQM in tertiary institutions. Discussion: The outcome of this study shall be utilized as basis for conducting seminar-workshops and training programs. The study will contribute to future research on other dimensions on OC, LS and moderating variables in relation to TQM.

Abstract:
Purpose – Total quality management (TQM) is a management approach that was established to seek sources of continuous motion of improvement to provide quality products and services to customers or clients. TQM promotes organizational effectiveness through promoting stakeholder satisfaction, pursuing continuous improvement and fostering proactive leadership. The purpose of this paper is to explore TQM practices in secondary schools. The researchers set objectives which were to identify the TQM principles being practiced in secondary schools, the extent to which these principles are practiced and finally to determine the factors that affect the practice of these principles. The paper includes findings from an exploratory study of TQM practices in Zambian secondary schools. Design/methodology/approach – The research employed a purposive and simple random sampling in order to collect data from 120 secondary school teachers from a total of 1,740 secondary school teachers in Lusaka district drawn from ten secondary schools which were stratified into five zones, namely, Lusaka Central, Chilenje, Mumuni, Chibolya and Chunga zones. Questionnaires and structured scheduled interviews were used to collect data for the research. The research was also anchored on the theoretical and conceptual framework where hypotheses were formed and tested. Findings – The research formed hypotheses based on the seven principles of TQM and this was also verified through the analysis of questionnaires and structured interviews conducted. From the analysis and interpretation of the results, the following was found. Teamwork principle was found to be practiced although most respondents did not know the extent to which it was been practiced. Continuous improvement and training are also principles which were explored and found to be practiced. For continuous improvement, most of the respondents indicated this to have been achieved through carrying out monthly tests and end of term examinations to measure the excellence in-service delivery, as for the training principle; this has been interwoven with the policy of the ministry in programmes aimed at training in-service teachers and anticipated teachers. For the commitment principle, there was commitment from management with a view to working together for pupil satisfaction. For the quality principle, it was found that, at 95 per cent confidence level the mission statement, the motto and the vision of the school depicted quality-related activities. The research also established that at 95 per cent confidence level, teachers were empowered to take direct action whenever action is likely to affect quality. Practical implications – First, the value of this research was to inform management on the need to employ strategies aimed at sensitization programmes before, during and after the programme has come to an end. Second, to promote work attitudes that should promote quality management in education for continuous improvement in pupil performance. Third, for TQM to create a platform among head teachers, teachers, pupils, parents and other stakeholders to work to everyone’s ultimate advantage. Originality/value – This research is original work as it has never been done before in Lusaka district.

Abstract:
The article presents the process of vocational education and training (VET) quality, which is an actual theme in educational policy nowadays. A total of 628 survey participants (240 teachers, 340 students and 48 school heads) participated in the research. Three vocational education and training schools from each region of Lithuania (Marijampolė and Alytus, Utena, Panevėžys, Šiauliai, Telšiai and Tauragė, Klaipėda, Kaunas, Vilnius) were selected randomly. The quantitative study revealed, that the majority (78%) of educational providers (pedagogues (n = 240), school heads (n = 48) (81% and 66% respectively) perceive quality as continuous improvement of services. In addition, 52% of teachers and school leaders (62% and 48% respectively) describe quality as being fit for purpose, that is to say, how much the vocational training institution meets its goals and realizes the functions provided in legal acts. Defining the quality concept, 49% study participants (n = 628) emphasized the satisfaction of consumers’ needs and 28% – the importance of missing errors. However, only a small percentage of educational service providers (n = 288) involved in the study, perceive the quality as excellence and service exclusivity (21% respectively), although the same varied services are missed by both: pedagogues and users of services – students.Looking at the responses of school heads (n = 48), they would look much better compared to teachers (n = 240) and students (n = 340). Teachers’ and school heads’ attitudes towards quality management principles are different. Pedagogues, who usually understand their work as performing lessons, do not think that quality management principles are important for an organization and teaching process. The customer orientation is usually understood as the clarification of the customer’s needs and expectations, as well as the quality of service provided. School heads (n = 48) have highlighted this feature as the most important since many vocational education and training institutions work in a competitive environment, consequently, each learner is important, as well as meeting their needs and expectations is a necessary part of the quality management system.

Abstract:
The issue of quality education has become one of the major concerns among government leaders, policymakers and various educational stakeholders. Yet, the application and usefulness of Total Quality Management (TQM) in public secondary schools in Tanzania has remained vague and at times problematic. This study examined the benefits of implementing TQM for the improvement of students’ academic achievement in public secondary schools. For the purpose of this study, Total Quality Management refers to a management approach in which the school's departments, resources and activities are deliberately organized to improve quality and achieve pre-determined educational goals. In conducting this study, a mixed research approach with the convergent parallel design was adopted. Data was collected through interviews and open-ended questionnaires involving 112 respondents from four public secondary schools in Ifakara Town Council, Morogoro, Tanzania. The findings indicate that TQM improves classroom instruction, contributes to employees’ continuous improvement and promotes teamwork among organization departments. Likewise, the findings indicate that TQM enhances good leadership and encourages goal setting in the organization which leads to students’ academic achievement. The paper concludes with recommendations on the interventions to be adopted as a means of promoting the effectual implementation of TQM in public secondary schools. Heads of schools as key implementers of TQM are encouraged by this study to utilize the available resources to promote quality services as well as establishing a model for TQM implementation for students’ academic achievement

Abstract:
Total Quality Management (TQM) is an approach that encourages employees at all levels of an organization to make suggestions about how work should be done and to take an active role in improving processes. Although business organizations have applied TQM principles with considerable success, its use in higher education has been largely limited to administrative processes. Many teaching faculty in schools of business are uncomfortable with applying TQM principles to the class room, often because the idea of empowering students requires thinking differently about their potential for participation in planning processes for the learning envi ronment. Yet a survey of students and faculty suggests that a TQM approach can increase students' learning in a class, help students support one another in a coop erative learning environment, and foster positive feelings toward the instructor, even one who maintains the necessary high standards.

Abstract:
PurposeAn innovative technology called consciousness-based education (CBE) is being introduced in schools worldwide. The approach includes both an experiential and an intellectual component. However, research studies exploring learning in CBE are rare. The purpose of the paper is to explore how organizational learning takes place in schools, which adopt CBE in addition to their ordinary curriculum. Moreover, the ambition of the approach regarding quality is examined.Methodology/approachA multiple-case study has been carried out. Four schools using CBE have been studied: a private school in Fairfield, Iowa, USA; a governmentally funded free school in Skelmersdale, United Kingdom; an independent school in Melbourne, Australia, and a primary school in Lelystad, the Netherlands. In total, 26 in-depth interviews have been performed, mainly with teachers and students but also with principals and experts in the CBE pedagogy. In addition, three focus-group interviews with primary school pupils were conducted and observation during classes was included. The data were analyzed by the constant comparative technique from the grounded theory approach.FindingsCategories characterizing organizational learning in the CBE schools have been identified. These findings are related to theories of the learning organization, resulting in a framework depicting different components of learning.Research limitation/implicationThe study provides a framework illustrating organizational learning in schools that utilize CBE which affords an overview of the technology and can serve as a vantage point for further research. Since this is a qualitative case study, the effectiveness of the CBE approach and its impact on learning outcomes were not assessed, and the possibilities to generalize the findings are limited.Originality/valueCBE has not previously been studied from an organizational learning perspective.

<p>The European Foundation for Quality Management Excellence Model (EFQM Model) and Malcolm Baldrige National Quality Award Model (MBNQA model) are widely known models and are used as channels of Total Quality Management. MBNQA model can be applied by an organization or institution in order to implement the principles of Total Quality Management and to achieve excellence. In the present research the criteria of MBNQA model, such as Leadership, Strategic Planning, Customer Focus, Measurement, analysis, and knowledge management, Workforce focus, Process management. Results are recorded and the views of Pre-service teachers from ASPETE <strong>(<strong>School of Pedagogical &amp; Technological Education),</strong> </strong>Thessaloniki, Greece, are analyzed in light of these criteria, highlighting thus the Quality Assurance dimensions of the Greek Tertiary education system. 123 Pre-service teachers from ASPETE Thessaloniki participated in the survey. The strong as well as the problematic situations of the criteria of the MBNQA model were registered and analyzed. Furthermore, the reasons of the low performance and obstacles of the learning process were discussed and ways contributing to Continuous Improvement, that requires constant awareness and focus, were proposed. These points support the MBNQA model as an operational framework for Total Quality Management and also strengthen the results obtained in previous studies for the EFQM Model suggesting that quality award models actually provide a suitable framework for quality management.</p>

Abstract:
Primary school children in the developing world often lack potable water, which may result in a high burden of water-related diseases and poor school performance. The present study aimed to characterize the drinking water quality in primary schools of Pakistan. We used a multistage random-sampling method to select 425 primary schools from selected districts of Sindh province. Standard methods were used to characterize water quality. The results were compared with maximum acceptable values recommended by the Pakistani National Environmental Quality Standards (Pak NEQS) and the World Health Organization (WHO) drinking water quality standards. Groundwater (62%) and surface water (38%) were identified as two major drinking water sources in the selected schools with varying levels of water quality. Among all parameters, dissolved oxygen (DO), pH, and nitrate remained within WHO and Pak NEQS water quality standard limit, while total dissolved solids (TDS) (33%), electrical conductivity (EC) (46%), chloride (34%), turbidity (27%), and hardness (11%) samples exceeded standard limits. All dissolved salts had moderate to strong positive correlations with TDS and EC values. Based on a water quality index (WQI), 74% of primary schools had access to excellent or good quality drinking water compared to 26% of schools that had access to either poor, very poor or unsuitable drinking water. Among all three regions, more schools from South Sindh had either poor, very poor or unsuitable drinking water (33%) compared to the Central (25%) and North zones (15%). Hence, water from these locations is unfit for human consumption and these schools need better water quality management plans to stop the spread of water-related diseases in primary school children.

Abstract:
The new millennium is witnessing a lot of transformational challenges in almost all realms of life including the educational system, bringing about world class standards. Consequently, education reform has become necessary in pursuance of educational quality and effectiveness. Unfortunately most educational reforms in the past decades have resulted in serious frustration and failure even though they are often based on good will. This discourse will highlight the need for transformation in education in terms of Quality Assurance (QA) indicators for quality education that is currently experiencing three waves. The different waves are based on the different paradigms and theories of education quality and school effectiveness, and they result in different strategies and approaches to education quality assurance. The first wave of school transformation focuses mainly on Internal Quality Assurance Indicators and makes effort to improve internal school performances particularly the methods and processes of teaching and learning. The second wave emphasizes Interface Quality Assurance in terms of organizational effectiveness, stakeholders’ satisfaction and market competitiveness and makes effort to ensure satisfaction and accountability to the internal and external stakeholders. This paper further explained that school transformation should move towards the third wave which emphasizes strongly Future Quality Assurance Indicators in terms of relevance to the new school functions in the new century, as well as relevance to the new paradigm shift in education concerning contextualized multiple intelligences (CMI), globalization, localization and individualization. Based on the paradigm shift, a new QA indicator in terms of value added and value created indicators which are completely different are added to the list. The enhancement of value added depends heavily on improvement of internal processes while value created relies mainly on the increase in goal relevance and stakeholder satisfaction with quality of education services. Continuous institutional development becomes necessary for total QA in the secondary school system and quality management of the new secondary school curriculum that emphasises entrepreneurship education. Consequently, transformation from the traditional ways of school management, to new creative and innovative approach, such as introduction of Tripartite Curriculum for inculcating multiple intelligences, instead of mono-intelligence that is currently prevalent in the Nigerian secondary school curriculum, is therefore advocated for. so that the current paradigm shift to a new secondary school curriculum in Nigerian will surely be a success.

The research aims to increase the competing advantages of colleges in Jambi Province, Indonesia, through cooperation between Islamic colleges. The study introduced a model of organizational culture as a strategic value in creating an effective college governance system. Qualitative-type research by descriptive survey methods. In total, 3 rectors and 24 lecturers were interviewed, participated in focused group discussions, and observed. The results of the study showed that the increase in the competing excellence of Islamic colleges in Jambi consisted of increasing the value chain (value chain), which divided the organization into the various activities it was executing in designing, innovation of educational activities, program marketing, and achievements that educational output demonstrated. In addition, effective Organizational Culture became a critical success factor in teaching learning activities in classes as well as in roles as well as in school service. The research makes an important contribution to Islamic educational institutions in competitive college management models that have several stages namely: necessity analysis, planning design, implementation and development evaluation. The proposed model can be made a reference to policy amplifiers in order to increase the quality of higher education nationwide.

Abstract:
Abstract Drinking water in non-household settings (e.g. schools, health care facilities (HCFs), restaurants, and mass gatherings) that is free of contamination is important for human health, especially in settings with vulnerable populations who are more at risk from the use of unsafe drinking water, such as immunocompromised patients in HCFs and children at school. Few studies have characterized water quality in non-household settings. We examined the quality of drinking water in non-household settings using studies identified through a previous systematic review. This review evaluated the quality (Escherichia coli, thermotolerant coliforms, and total coliforms) of drinking water in non-household settings. We found that drinking water in non-household settings is often non-compliant with health-based standards as defined by the World Health Organization. More research is necessary to determine the extent to which drinking-water quality in non-household settings differs from community settings to better understand how to effectively and appropriately address their challenges unique to safe water in non-household settings. This is of particular relevance to public health since people spend much of their day outside the home where they may consume unsafe water.

Before proceeding with inferential statistical analysis, teachers were separated into the “in-group” and “out-group”.FindingsThe findings revealed that the teachers from both the groups perceived that their facets of trust are strongly associated with the type of relationship they have with their school leaders. The results also demonstrate that the quality of dyadic relationships between headteachers and teachers moderately influences teachers’ trust.Practical implicationsThe findings suggest that the headteachers should always build good relationships with the teachers to gain teachers’ trust for sustaining school effectiveness. The findings encourage the Ministry of Education, particularly the Teacher Recruitment Division, to require all teachers and headteachers to deepen their knowledge on leader-member exchange (LMX) role-development processes.Originality/valueThe results are of great importance since limited empirical studies have examined LMX role-development processes with reference to teachers and headteachers in the context of Malaysian higher performing schools.

The quality of a student-athlete’s experience can be a product of the services provided by their sponsoring sport organization. In an attempt to improve the student-athlete experience, this study was positioned to examine how collegiate sport services could use academic psychological capital (PsyCap) and student-athlete engagement to promote school satisfaction and psychological well-being. A total of 248 National Collegiate Athletic Association Division I student-athletes participated in this study. Results indicated that academic classification moderated academic PsyCap’s influence on engagement. In addition, the academic PsyCap of the student-athletes positively influenced school satisfaction and psychological well-being, but student-athlete engagement fully mediated the relationship between academic PsyCap and psychological well-being. This empirical evidence provides new knowledge on the relationships among student-athletes’ motivational cognitive constructs, educational engagement, school satisfaction, and psychological well-being in the context of highly competitive collegiate sports. Abstract:
The present research aims to understand and evaluate the school climate in students, teachers and managers, seeking subsidies that guide the elaboration of actions to improve school coexistence. The school climate is understood as the set of perceptions ofthe members of the educational community in relation to the educational institution that involves factors related to the pedagogical and administrative structures, the organization and the social relations that occur in this environment. The evaluation ofschool climate was made through questionnaires addressed to students, teachers and managers covering eight dimensions that compose the climate. A total of 400 questionnaires were administered at a primary and secondary institution from the state public school system. The school actors, in general, had a positive perception about the dimensions of the school climate. However, the analysis of the itens that make up the dimensions reveals negative points which are contested among the participants. The "situations of intimidation among the students" were evaluated positively among the students; in counterpoint, some of the teachers had a negative perception. The "infrastructure and physical network of the school" and "family, school and community" were more negatively evaluated by students; in these the answers of the teachers were divided, predominantly, between neutral and positive; half of the managers negatively 23Colloquium Humanarum, Presidente Prudente, v. 15, n. 4, p.22-33out/dez 2018. Design/methodology/approach A total of 260 employees were participants in this study. All were alumni of a Business School in Indonesia. Data were gathered at two time points four months apart. Hierarchical regression and bootstrapping analyses were conducted to find the effects of TMX on voice behavior and creative work involvement. Findings Results from the analyses showed positive effects of TMX on both voice behavior and creative work involvement. A positive effect of voice behavior on creative work involvement was found. The results also exhibited a partial mediating effect of voice behavior on the relationship between TMX and creative work involvement. Practical implications The findings point to the importance of maintaining TMX quality in work teams for enhancing employee voice and creativity. Organizations may need to develop members’ reciprocal relationship skill in teams and maintain the roles of team leaders to develop the quality of TMX. It is also suggested that the practice of self-management teams may enhance the quality of TMX and voice behavior of employees. Originality/value This paper offers new insight on how levels of TMX may impact on members’ voice behavior and creative work involvement. Abstract:
In this study the demographic features, various farm characteristics and milk quality parameters were investigated in sheep farms (n =128) from the North West Peloponnese region, using a prescreen questionnaire. The interviewed sheep farmers were under the control of the regional milk control laboratory of the Hellenic Milk Organization ELGO «Dimitra», which provided us with the corresponding milk quality data for the first quarter of 2014. Our findings regarding the demographic data demonstrated that 23% of farmers were 31-40 years old, 64% of them were high school graduates and 28% had received relevant farming general training; namely 17% of them has designated as “young farmers” in the frame of Third Axis of the Operational Program «Rural Development-Regeneration of the Countryside 2000-2006» and 11% have attended briefings by veterinarians and agriculturists. Ιn terms of farm characteristics, it has been revealed that the mean flock size was 148 sheep and regarding the farming system, the majority of the farms (89.15%) applied a mixed extensive / indoors system. Additionally, regarding building infrastructures and the way of milking, there was limited technological penetration, since the buildings were old-style (77%) and the milking procedure was performed by hands (83%). Concerning the milk composition, the measurements showed mean values of (%) content of fat, protein, lactose and non-fat dry matter (NFDM) at 6.54±0.88, 5.56±0.36, 4.59±0.23 and 10.95±0.42, respectively. Furthermore, the mean value of the total bacterial count (TBC) was found 5.38±0.55 log cfu/ml and the pH value at 6.71±0.11. In general, sheep farmers had a good perception of the integrated management and their prospect for sheep farming was optimistic. The impact of this study is that farmers increase their trust to the educational institutions and are prompted to become more receptive to new adaptive trends.

Abstract:
PurposeThere is an extensive body of contemporary educational literature concerning teachers' professional development (PD), but little attention has been paid to the PD of principals, despite their vital role in improving student learning outcomes. The available literature on principals' PD deals with content and quality while mostly ignoring whether and how PD activities have an impact on leadership practices. In our study, we wanted to examine the extent to which principals perform learning-centred leadership practices and whether and how their practices are influenced by the PD programmes they have engaged in during the past twelve months.Design/methodology/approachA total of 130 Turkish principals participated in the study. Using the SEM model, we examined the direct and indirect links between principals' PD and their self-perceived learning-centred leadership practices, with self-efficacy as the mediating variable.FindingsWe found a positive, statistically significant yet weak relationship between principals' PD and their leadership practices, with self-efficacy playing a considerable mediating role.Originality/valueWe argue that traditional types of PD activities can contribute to the leadership practices of principals, at least in countries where school principals are not adequately prepared for principalship positions. We suggest that such activities can contribute by providing newly appointed school principals with certain basic knowledge regarding effective leadership that many principals in developing countries are missing due to the lack of pre-service training. These activities can also strengthen principals' belief in their ability to overcome school problems and improve student learning. This, in turn, could motivate them to focus more on learning-centred leadership practices.

Abstract:
Objective: Promoting healthy communities through the provision of accessible quality healthcare services is a common mission shared by schools of pharmacy, public health departments, and governmental agencies. The following study seeks to identify and detail the benefits of collaboration between these different groups. Methods: In total, 112 mobile clinics targeting Medicare beneficiaries were held in 20 cities across Northern/Central California from 2007 to 2016. Under the supervision of licensed pharmacists, trained student pharmacists provided vaccinations, health screenings, Medicare Part D plan optimization services, and Medication Therapy Management (MTM) to patients at each clinic site. Clinic support was extended by public health departments, governmental agency partners, and a health professional program. Results: Since clinic inception, 8,996 patients were provided services. In total, 19,441 health screenings and 3,643 vaccinations were collectively provided to clinic patients. We assisted 5,549 beneficiaries with their Part D benefit, resulting in an estimated aggregate out-of-pocket drug cost savings of $5.7 million. Comprehensive MTM services were provided to 4,717 patients during which 8,184 medication-related problem (MRP) were identified. In 15.3% of patients, the MRP was determined severe enough to warrant prescriber follow-up. In total, 42.9% of clinic patients were from racial/ethnic minority groups and 25.5% had incomes ≤150% of the Federal Poverty Level. Conclusion: Collaboration between a school of pharmacy, public health departments, and governmental organizations can effectively serve Medicare beneficiary populations and result in: 1) lower out-of-pocket drug costs, 2) minimization of medication-related problems, 3) increased vaccination uptake, and 4) increased utilization of health screenings. Abstract:
This paper aims to determine the implementation of total quality management in state and private senior high schools in Cirebon City and to compare the level of their implementation. This research is a descriptive exploratory study. The instrumens of collecticting data are questionnaires, observation and interviews. Data are analyzed using descriptive and statistical t-test. The analysis finds that total quality is implemented by state and private high schools. However, the level of application is significantly different (t-value = 9,208, p-value = <0,0001). State senior high schools applys it very well, and private schools applys it well. The Differences of total quality management are in all measured aspects. The observation shows that the state senior high schools implemented maximum total quality management, while the private senior high schools implement it not optimally, due to limited resources. The implication is the higher organization's resources, the more optimal implementation of total quality management.
