Abstract:
Vietnam is classified as one of the five largest textile and garment exporters in the world. With its ambition to engage more effectively in the global textile and garment supply chains, Vietnam's textile and garment enterprises have been implementing total quality management (TQM) programs in order to improve their product and service quality. However, many of Vietnam's textile and garment enterprises are facing barriers to successful TQM implementation. The objective of this study is to empirically examine these barriers to TQM faced by Vietnam's textile and garment enterprises and to compare the results with previous studies conducted with U.S. and Mexican businesses. The results of this study indicate five barriers to Vietnam's textile and garment enterprises' successful TQM implementation. Among these five barriers, the common barrier shared by Vietnamese, US and Mexican businesses is that employees are resistant to change. Managerial implications and future research directions are discussed.

Abstract:
This article aims to examine the internal factors affecting product innovation in Vietnamese textile and garment enterprises. The study used statistical methods and logit regression models along with data collected from the 2021 Economic Census of the General Statistics Office of Vietnam. The research results show some statistically significant results, as follows: (i) enterprises with state capital account for the lowest proportion in the sample but have the highest product innovation rate, and the proportion of product innovation in textile and garment enterprises increases gradually with enterprise size; (ii) enterprise characteristics (employee size and import-export activities) have a positive influence on product innovation; (iii) characteristics of business owners including gender, level of expertise, and gender diversity among owners all influence product innovation; (iv) applying information technology (using the internet, management software, automation systems, and spending on software) has a positive influence on product innovation; (v) enterprise resources for innovation including capital intensity and research and development activities have a positive influence, while, labor costs have a negative influence on product innovation. Furthermore, the role of capital intensity in product innovation depends on the type of enterprise. Specifically, this influence is strongest for enterprises with 100% foreign capital but is not statistically significant for joint-stock companies that do not have state capital. The research results are the basis for proposing solutions and recommendations to increase the product innovation of textile and garment enterprises in Vietnam.

Abstract:
This study aims to analyze the factors influencing the profitability of Vietnamese textile and garment enterprises within the context of economic integration and increasing market competition. Utilizing multivariate regression analysis and financial statement data from industry enterprises, the research identifies key determinants of profitability. The examined variables include enterprise size, financial structure, labor costs, and technological innovation. The findings indicate that enterprise size is positively correlated with profitability, suggesting that larger firms benefit from economies of scale, leading to cost optimization and enhanced profit margins. Conversely, a financial structure characterized by a high debt ratio negatively affects business performance, reflecting increased financial risk and capital costs. Labor costs exert a dual impact: While high labor expenses, when coupled with strong productivity, can enhance profitability, inadequate cost control may erode profit margins. Furthermore, technological innovation emerges as a crucial driver of productivity improvement, cost reduction, and international competitiveness. Based on these insights, the study proposes policy recommendations and managerial strategies to enhance the profitability of Vietnamese textile and garment enterprises while strengthening their competitive position in the global market.

Abstract:
The main purpose of this study was to find out the perceived impacts on the garment and textile industry of Vietnam from the Belt and Road Initiative (the BRI), a global-scale developmental and trade facilitation policy of China. The research applied both desk review and in-depth interviews with 54 leaders and high-ranked officials from public and private sectors in 2017 to identify potential impacts of the BRI on the Vietnam textile and garment industry. In addition, perceived challenges and opportunities of the BRI were also examined. Respondents from both sectors agreed that the initiative could foster textile export and the development of infrastructure. Apart from that, the main challenge is recognized as the poor competitiveness of Vietnamese textile firms on the international commercial playground. Solution insights that were offered through interviews suggested that the competence of domestic apparel brands and establishment of ODM (Original Design Manufacturing) and OBM (Own Brand Manufacturing) business models in Vietnamese textile producers may play the key roles in coping with the new challenges and in grasping opportunities that the initiative has to offer. From the perspective of the state, an improved public administration system is perceived as the key element in supporting the enterprises for upcoming challenges.

Abstract:
The textile and garment industry has contributed significantly to the Vietnamese economy. However, as it faces increasing pressure from importers who place more stringent requirements on product quality, the industry needs to adopt sustainable practices to stay competitive in the global market. This article examines the current state of the textile and garment supply chain in Vietnam using the sustainable development goals framework proposed by the World Commission on Environment and Development (WCED) regarding the economic, social, and environmental aspects. It also considers the five criteria for determining the sustainable supply chain throughout the production-to-distribution process in the textile and garment industry suggested by Shen (2014), which cover Eco-material Preparation, Sustainable Manufacturing, Green Distribution, Green Retailing, and Ethical Consumers. The article evaluates the achievements and challenges of the supply chain in Vietnam based on these criteria and, thereby, offers recommendations to various stakeholders, such as the government, ministries, sectors, associations, and enterprises, to foster a more sustainable textile and garment industry in Vietnam.

Abstract:
The literature has increasingly indicated the direct effects of circular supply chain management (CSCM) practices and supply chain dynamic capabilities (SCDCs) on firm sustainability performance (FSP). However, there are few studies examing the indirect role of SCDCs in the relationship between CSCM practices and FSP, especially in the context of developing countries. This study examines both the direct and indirect roles of SCDCs in the relationship between CSCM practices and FSP in Vietnamese small and medium-sized enterprises (SMEs). We surveyed 53 SMEs in Vietnam in several sectors such as agriculture, textile, electronics, chemicals. Data was analyzed using Smart PLS software. Our research results indicate that while CSCM practices positively impact on both firm economic, social and environmental performance, SCDCs merely affect environmental performance. Interestingly, the present study reveals the moderating roles of SCDCs in facilitating the relationships between CSCM practices and FSP in Vietnamese SMEs. It highlights the importance of building SCDCs in implementing CSCM practices in order to enhance sustainability performance of SMEs in developing countries.

Abstract:
The garment industry is one of the key industries contributing to the economic growth of Vietnam. Industry 4.0 has significantly altered the operational procedures of conventional enterprises. The implementation of technological, digital, and artificial intelligence applications has increased the global efficacy of corporate governance. To successfully assimilate into the regional and global economies, Vietnamese businesses must enhance their management capabilities and maximize both the quantity and quality of their products. In order to achieve this objective, the authors have conducted research to develop a database of sewing line balancing implemented in Assembly Line Balancing software for two common knitted products, namely Polo- Shirts, and T-Shirts. School of Textile-Leather and Fashion, Hanoi University of Science and Technology (HUST) methods compared and evaluated this result of sewing line balancing of 2 Polo-Shirt and T-Shirt products according to the manual, software, and actual calculation method at 3 enterprises: Star Fashion Company Ltd., Regent Garment Factory Ltd., and Hanoi General Textile Garment Joint Stock Company (Hanosimex). Since then, we have completed the sewing line balancing database for Polo-Shirt and T-Shirt products to row sewing lines for cases in which the path of semi-finished products is both straight and zigzag. The findings of this study can be applied to group conjugation lines and suspended lines transporting semifinished goods. The database has been constructed meticulously and standardized to ensure the diversity, richness, and universality of all product technology structure options applicable to garment companies. The database is utilized in the Assembly Line Balancing software developed by the research team; this is an application-oriented research product that will transfer technology to garment enterprises producing knitwear, assisting them in overcoming current challenges. Reasonable production line layout contributes to optimizing existing production conditions, increasing labor productivity and the efficiency of production organization, and laying the groundwork for the application of digital technology.

Abstract:
Breast self-examination (BSE) is a simple, feasible, and suitable method for breast cancer screening in low–middle setting countries. The aim of this study was to assess the knowledge and practice of BSE among female textile workers in Vietnam. A cross-sectional study was conducted among 1036 female workers, aged 43.9 ± 3.1 years old, who were working in 4 textile enterprises in Hanoi and Ho Chi Minh City, in 2016. Overall, 22.7% of participants showed sufficient knowledge on BSE; 15.2% performed monthly BSE; and 7.7% completely performed all 5 steps of BSE. The prevalence of insufficient BSE knowledge was higher among participants with low level of education (odds ratio [OR]: 1.71; 95% confidence interval [CI]: 1.22-2.39, below vs above secondary school), and those whose husbands were farmers or workers (OR: 1.76; 95% CI: 1.27-2.45, compared to other sectors). This prevalence was, however, negatively associated with receiving information on BSE (OR: 0.16; 95% CI: 0.11-0.23, yes vs no). The prevalence of insufficient BSE practice was also higher among females with husbands who were farmers or workers (OR: 1.67; 95% CI: 1.15-2.43, compared to other sectors). In contrast, it was much lower among participants who had history of breast-related diseases (OR: 0.46; 95% CI: 0.24-0.88, yes vs no), received BSE information (OR: 0.13; 95% CI: 0.08-0.19, yes vs no), and had sufficient overall BSE knowledge (OR: 0.09; 95% CI: 0.06-0.13, yes vs no), compared to those who did not. There was a low prevalence of sufficient BSE knowledge (22.7%) and practice (15.8%) among female textile workers in Hanoi and Ho Chi Minh City. Low level of education and not being provided BSE information were associated with insufficient BSE knowledge and practice among Vietnamese female textile workers. Health education programs are essential to encourage and improve women’s knowledge and practice of BSE.

Abstract:
Vietnam’s textile and garment enterprises make an important contribution to the country with the second largest export turnover. The existence and development of textile and garment enterprises have a significant influence on the socioeconomic development of Vietnam. Currently, Vietnam’s textile and garment industry is facing difficulties caused by the COVID-19 pandemic, along with competition from foreign direct investment (FDI) enterprises. Therefore, it is imperative for managers to assess competitiveness by measuring their past and current performance indicators. This study assesses the performance of Vietnam’s 10 textile and garment enterprises from 2017 to 2020 by combining the DEA–Malmquist productivity index (MPI) and epsilon-based measure (EBM) model. The proposed model considered three inputs (total assets, cost of goods sold, and liabilities) and two outputs (total revenue and gross profit). In addition to showing the best-performing companies from certain aspects during the period (2017–2020), the results show that the EBM method combined with the Malmquist model in the field can be successfully applied. This study is a reference for companies in the textile and garment industry to identify their position to improve their operational efficiency and overcome their weaknesses.

Abstract:
Purpose: This study aims to apply a classification algorithm based-on fuzzy association rules (FARs) to improve the effectiveness of firms' performance prediction problem. Particularly, this study investigates potential FARs exists between inputs and outputs of firms' performance management process. These extracted FARs could be used to help firm’s managers make better dicision to improve firm’s performance. Theoretical framework: Private enterprise development has been identified as key to Vietnam's economy that was commonly depended on state enterprise. For that, understanding and improving firms' performance and productivity is one of the most important tasks, from both macro and micro perspectives. There have been many studies on Vietnam's firm performance, but mostly relying on econometric methods that limit the understanding with structural equations. This study, instead, attempts to utilize new achievements of Artificial Intelligence (AI) for this task. Among AI techniques, fuzzy association rule is able to address the relationship between input factors and firm performance indicators. For each company, the finding FARs can be used to predict its performance and then change the business plan or react to improve weekness of organization. Design/Methodology/Approach: The proposal model is applied on data of small and medium-sized enterprises (SMEs) of the apparel industry in Vietnam in the period 2010-2015. The sample consist of a total of 23637 observation of Vietnam firms in apparel and textile industry and contains 16 main criterias for those firms. Finding: A recommendation system (RS) is constructed from disclosed FARs and is a key factor in a novel innovative firms' performance management process. The percentage of classified instances using the mining FARs is not quite high (about 82%), but it is not always the case. Vietnam’s apparel dataset includes rare classes of ROA, therefore applying only frequent FARs is not enough. This issue can be fixed by using both frequent and infrequent FARs. Research, practical & social implications: The proposed model has a great opportunity to use not only in the small and medium-sized enterprises (SMEs) of the apparel industry but other industrial sectors. FARs support the well-understand of firm performance to firm’s manager and help them better to react. Besides, FARs could be used to create RSs that makes alerts about risk automatically. Originality/Value: The fact, our current study is the first to inspect the ability of FARs on SMEs of the apparel industry in Vietnam. This study provides theoritical potential knowledge and empirical evidence in the application of FARs technology in innovative firm’s management.

Abstract:
As the Fourth Industrial Revolution rapidly transforms Vietnam’s textile and garment industry, advanced technologies such as automation, artificial intelligence, and smart manufacturing systems are increasingly replacing manual labor, putting many workers at risk of unemployment. In this context, training and retraining have become essential to maintaining workforce competitiveness and ensuring social security. This study examines the current state of training practices within textile and garment enterprises in Vietnam. It highlights certain strengths - particularly the proactive efforts of larger firms - while also identifying common shortcomings such as the absence of long-term human resource strategies, outdated training approaches, limited collaboration with vocational institutions, and financial constraints. Most workers express a desire to improve skills related to their existing jobs, reflecting a preference for job stability over occupational change. Based on these insights, the paper proposes several solutions to enhance the effectiveness of training programs and promote lifelong learning among the workforce. Abstract:
The purpose of the paper is to estimate the environmental efficiency of the Vietnamese textile and garment industry and evaluate the impact of the factors on environmental efficiency. The study uses firm-level panel data from the Vietnam annual enterprise survey data for the 2012–2018 period in the Vietnam textile and garment industry to evaluate the environmental efficiency by using the Super-SBM DEA model with undesirable output and applies the Tobit regression model to measure the impact of the factors on the environmental efficiency. This study evaluates environmental efficiency and assesses the impact of some core factors, including the origin of imported machinery and equipment, the origin of imported materials, the management of industrial zones, and the presence of FDI firms, on environmental efficiency at the firm level. The results indicate that the average score for environmental efficiency is 0.233. Some factors, such as income per employee, machined goods imported from developed countries, industrial zones, firm improvement processes, and the presence of FDI, have a positive impact on a firm’s environmental efficiency, whereas materials made in Vietnam have a negative impact.

Full text
Abstract:
The new industrial park in Kombolcha, South Wälo is one of a number of its kind which have recently been established in various regions of Ethiopia, as part of the government’s endeavor to boost industrialization and non-agricultural employment in the country by attracting foreign manufacturing companies. Kombolcha Industrial Park (KIP) is located in South Wälo, a region probably more widely known for its famines than for industrial development. In recent years the region has seen large scale infrastructural developments, especially the new airport, which opened in 2014, and the railway, which was under construction at the time of fieldwork. Coupled with a general economic growth in the country, this has contributed to an unprecedented population growth in Kombolcha and the nearby administrative centre of South Wälo, Dessie, even before the establishment of KIP. The industrial park alone is expected to employ about 20,000 workers when it is fully operational. Kombolcha and Dessie combined also host a number of teaching institutions, spanning from a full-fledged university with campuses in both towns, to technical and vocational training institutes, many of which offering teaching programmes tailored for industrial needs. That Kombolcha for decades has been a centre of textile industry, with the Kombolcha Textile factory, employing about 2,000 workers, as a cornerstone company, most probably accounts for the fact that many of the teaching institutions in the area educate workers for the textile industry. Hence, one might believe that recruitment to KIP of competent work force would be an easy task, even if it was mandatory for the new industrial companies in KIP to recruit their employees locally. The enterprise described here, however, specialized in leather handbags, and therefore needed to provide further specialized training for their newly recruited workforce. The article is based on observations of the start-up of the very first foreign company in Kombolcha Industrial Park, a South Korean manufacturer of leather hand bags for the international up-market, and which the author was able to follow intermittently from the instalment of machineries and training of the first cohort of machine operators in early 2018 until it was fully operational a year later. The article provides a brief account of issues of recruitment and training of local workers to industrial work in a multicultural setting. Both the management and the workers can be described as pioneers : the management being first to operate a foreign company in this part of the country, under the auspices of the Industrial Parks Development Corporation of Ethiopia (IPDC) and in close contact with and controlled by a number of national and district level authorities, and with a workforce they had little prior knowledge about, and, on the other hand, the workers, unused as they were to industrial work in an international setting and with expectations, especially about wage levels, that were far from being met when they encountered the realities of working in the factory. The article deals with the major stress points as seen both from the perspective of the management and of the workers. For the management the level of competence and stability of the workers were initial points of concern. For the workers, the main reason for dissatisfaction was the wage levels they were offered. On top of this, the international work environment in the factory, with Korean, Vietnamese, Chinese and Ethiopian employees and managers, accounted for problems related to language barriers and differences in work culture. It seems, however, that many problems were overcome a year after start-up ; the turnover of workers was relatively low, compared with other industrial parks in Ethiopia, and the quality of the work (and products) was reported by the management to be good. The label “ Made in Ethiopia” placed on up-market leather bag brands represented a victory for the factory and its management and employees, but a vulnerable one, given the dependence on low wages, reliable services and, not least, political stability. The latter part of the article deals with lessons learned about doing ethnographic fieldwork in a setting like this. Because the author approached the factory management prior to production start-up, contact with the international management group and the first Ethiopian trainees, who had been to Vietnam for training and were later called “ juniors,” indicating their potential path of career in the factory, was informal and unrestrained. Gradually, as proper production started and several production lines were in operation, middle managers were opposed to the presence of researchers in the factory hall, and it became obvious that the terms for doing fieldwork in the factory had to be negotiated and settled. Although this was an exploratory study, it gave insights to issues that need to be dealt with if international industry in Ethiopia is to be studied by Ethiopian and international scholars – which they should, also by anthropologists and other social scientists.

Abstract:
Digital transformation and the Fourth Industrial Revolution are fundamentally reshaping skill requirements in Vietnam’s textile and footwear industries. This paper examines the issue from the perspective of business owners and human resource managers, with the aim of identifying current skill gaps and forecasting future workforce demands in the sector. Drawing on survey data from 50 textile and footwear enterprises across the country, the study analyzes skill needs and the challenges businesses face in recruitment and training. The findings indicate that most companies perceive their current workforce’s skills as only moderately aligned with job requirements. Emerging competencies—such as digital literacy, the ability to operate advanced machinery, and problem-solving skills—are becoming increasingly essential. Over half of the surveyed enterprises report a shortage of skilled labor, particularly in technical and managerial roles. Many also face significant difficulties in recruitment and training, largely due to the limited supply of qualified workers, time constraints, and financial limitations. These findings underscore the urgent need for human capital development and highlight the importance of more proactive and strategic human resource approaches in the digital era.

Abstract:
In the context of the country's increasingly innovative and deeply integrated with the world, especially since Vietnam joined the Association of Southeast Asian Nations (ASEAN) in 1995, our country has been competing increasingly fierce in all fields and all economic sectors, including the textile industry. Up to now, the position of these two industries has been increasingly affirmed in the world consumption market. Currently, garment and leather products are present in many countries around the world with increasing export turnover and in which large enterprises play an important role. However, in order to maintain our position and improve our competitiveness, we need to re-evaluate the competitive advantages as well as the limitations of enterprises and Vietnam's textile and garment industry. This paper uses the diamond model method to show the competitiveness ability of Vinatex enterprises through 4 main factors: Firm strategy, structure and rivalry, factor conditions, demand conditions, related and supporting industries. From there, we come up with solutions that contribute to solving the difficulties, paving the way for the further development of these two industries. Abstract:
Abstract: Vietnam’s textile and apparel sector has achieved fast and sustainable growth over the past years and played an important role in national socio-economic development. The export value of textile and garment products in recent years has ranked number two in the country’s total export revenue. In this scenario, an attempt was made to examine the service quality at the manufacturer – distributor interface of the textile supply chain and provide clear guidelines for benchmarking of service quality in multi-unit services. A sample of 144 distributors from Small and Medium Enterprises (SMEs) in major regions of South Vietnam was selected. Exploratory Factor Analysis was used to identify the critical factors of service quality. This research applies the data envelopment analysis (DEA) approach to the computation of a measure of overall service quality and benchmarking when measuring service quality with the Service Performance model. Dealing with the five dimensions of Service Performance (SERVPERF) as outputs, the proposed approach uses DEA as a tool for multiple criteria decision making (MCDM), in particular, the pure output DEA model without inputs. Data envelopment analysis measures the relative efficiency of decision-making units (DMUs) and identifies a set of corresponding efficient DMUs that can be used as benchmarks for the improvement of inefficient DMUs. The findings shed valuable insights on measures and critical underlying dimensions of service quality in the context of the supply chain in the textile industry, specifically from the distributor perspective. The results also give the best performer in textile SMEs and set the benchmarking guideline within each group among SEMsKeywords: service quality, data envelopment analysis, SERVPERF

Abstract:
PurposeThe purpose of this paper is to identify opportunities and challenges for small- to medium-sized pre-owned fashion enterprises (SMEs) in Vietnam. While recent studies have identified the growth of pre-owned fashion in developed economies, pre-owned clothing remains negatively associated by some consumers with overseas charity donations of second-hand clothes to Vietnam, following the economic upheaval of the 1980s.Design/methodology/approachQualitative data were collected via semi-structured in-depth interviews with founders and/or owners of pre-owned fashion SMEs (n = 5, aged 25–40 years) with physical stores located in Ho Chi Minh City alongside online retail platforms. All interviewees are significant industry and consumer influencers.FindingsYounger Vietnamese consumers are motivated by (1) pre-owned fashion's value for money compared to buying new western branded luxury items and (2) the ability of pre-owned and vintage fashion to allow the wearer to create a unique personal style. While Vietnamese consumers and retailers associate “sustainable fashion” with various, often unrelated concepts, the impact of global and local discourse around sustainable fashion in the last five years has generally supported wider interest in pre-owned fashion.Originality/valueThis study contributes to the relatively modest pool of English-language research on the fashion and textiles industry in Vietnam, a global fast-fashion manufacturing hub. The findings advance understanding of how pre-owned fashion is growing as a high-end niche market despite significant supply chain restrictions as well as a lingering perception of pre-owned fashion as charitable donations.
