Abstract:

lage savings and loan associations schemes have become one of the critical survival strategies amidst poverty, inequality and financial exclusion thus helping low income communities to ride out poverty and make their savings and to eke out a living. However, the use of scientific procedures by ordinary people when establishing such initiatives in their villages is under-reported. This study, therefore, sought to test the utility of the action research (AR) methodology in establishing a low cost village savings and loan associations scheme intervention, with a view to assessing the extent to which the scheme can improve the livelihoods of members of the scheme, and draw lessons for future interventions. The process involved planning, designing, establishing and evaluating a village savings and loan association scheme initiative involving 15 individual members (inclusive of the researcher) in ward 8 of Seke district, Zimbabwe. Results showed that creating village savings and loan associations is possible using action research, as community participation in the design, implementation and day-to-day operations of such initiatives guaranteeing ownership and control of the initiative by the host group scheme are almost natural to action research. One of the comparative advantages of using action research is that it creates spaces for ordinary people to share their experiences, reflect, and come up with context-specific solutions, as they take responsibility for their financial wellbeing, thus helping to meet their socio-economic needs and aspirations. The strength of village savings and loan associations is that they can be replicated. The study recommends that in the era of COVID-19, social distancing rules and regulations introduced to contain the virus should be observed.

Abstract BKM Sejahtera is a collective leadership institution from a community association in the village of Sumberejo which has the role of mobilizing the potential and resources of the community in an effort to overcome various development issues in the village / village area. BKM Sejahtera still has many obstacles in its operations including the process of making reports and transactions - transactions that occur are still done conventionally, namely the making of reports still using Microsoft Excel as a recording of existing transactions but it is less effective because it requires a relatively long time in presenting reports finance, especially savings and loans and as a storage method, are relatively inefficient because they do not use databases so that they require a large space and difficulties in finding data. The risk of errors in the transaction process and the making of a savings and loan report are relatively high because the data written in the transaction book is sometimes not the same as the data inputted in Microsoft Excel. To overcome the above problems, an Information System Application will be made to the Prosperous Community Self-Help Agency Using the Accrual Basis Method. This application will produce financial reports per period, loan transaction reports, installment transaction reports, savings and loan transaction reports and withdrawal transaction reports. This application is made using a programming language that is PHP for the application interface and MySQL for database processing software. With this application can facilitate transactions and also can facilitate in getting financial reports quickly and have a database as a safe storage medium.

Abstract:

Purpose The purpose of this paper is to provide generalised views on ways in which field practice in Tanzania deviates from the village savings and lending associations (VSLA) methodology. Design/methodology/approach The research applied “participant observation method” involving actual participation in the weekly meetings of the surveyed savings groups. Findings Field practices deviate from the VSLA methodology. Deviations include the tendency for the savings groups to simplify financial intermediation by regressing from using loan guarantors, relying on external enforcement to recover debts from group members (rather than depending on within group enforcement mechanisms), use of social funds to recover loans, limited attendance in weekly group meetings and accumulation of debts towards share-out dates. Research limitations/implications Results from this study are relevant to Ilala district where VSLA groups were sampled from. Cautious reading is therefore necessary when attempting to generalise findings to other areas with different social, economic and institution settings. Practical implications VSLA model needs to consider a number of issues. They include devising means to accommodate field realities; from simplification of financial intermediation activities to the dependence of the savings groups on external enforcement. Social implications Social implications include a possible improved VSLA model based on the findings from this study, to further advance the performance of community-based savings groups. Originality/value By revealing the deviation of the VSLA methodology from the practice, the study adds value to the literature which is largely dominated by economic and poverty impact of savings groups.

Abstract:

In this paper we examined how participation in savings groups like the Village Savings and Loans Associations (VSLAs) influence women’s agency in rural Ghana, i.e. their ability to freely participate in group activities and act on other issues and matters that affect them. Both quantitative and qualitative data were collected from VSLA and nonVSLA members to compare the effect between participants and nonparticipants. We used three dimensions of agency adapted from the Women's Empowerment in Agriculture Index (WEAI) to assess female agency: women’s participation and decision making in groups; women’s comfort with public speaking; and women’s decision making in their households. A significant finding of this study is that VSLA membership has enhanced the agency of female participants as they are more economically and socially active and can act on their own compared to women who did not use the savings group.

Abstract:

With growing global demand for food, unsustainable farming practices and large greenhouse gas emissions, farming systems need to sequester more carbon than they emit, while also increasing productivity and food production. The Kenya Agricultural Carbon Project (KACP) recruited farmer groups committed to more Sustainable Agricultural Land Management (SALM) practices and provided these groups with initial advisory services on SALM, farm enterprise development and village savings and loan associations. Recommended SALM practices included agroforestry, cover crops, mulching, composting manure, terracing, reduced tillage and water harvesting. The effects of the KACP on the uptake of SALM practices, maize yield, perceived food self-sufficiency and savings during the initial four years were assessed comparing control and project farmers using interviews, field visits and measurements. Farmers participating in the KACP seemed to have increased uptake of most SALM practices and decreased the use of practices to be avoided under the KACP recommendations. Agroforestry and terraces showed positive effects on maize yield. During all four years, the KACP farms had higher maize yield than control farms, but yield differences were similar in 2009 and 2012 and there was no overall significant effect of the KACP. In 2012, the KACP farms had higher food self-sufficiency and tended to have higher monetary savings than control farms.

Abstract:

This study aims to describe the form of local wisdom (cultural value) in rural microfinance — this study conducted from October until December 2018 in Wangga Village, East Sumba. A qualitative method was used to picture the phenomenon of local wisdom-based microfinance development in communities. The authors used in-depth interviews with eight informants from the Rinjung Pahamu Farmer’s Group Association. The eight informants were determined purposively. Also, the data collection was carried out through a focus group discussion with the Rinjung Pahamu Farmer’s Group Association. The results of the study show that the local wisdom experienced by the members of the Rinjung Pahamu Farmer’s Group Association was used to overcome the limited access to formal financial services. The forms of microfinance developed on the Island of Sumba could not be separated from the appreciation of the noble values (Marapu) adopted by the community, such as the philosophy of Pawandang, Hillu Kandutuku, and Rotu Padang. Furthermore, savings and loan activities carried out in the management of the Farmer’s Group Association always consider the aspects of justice and survival. Based on the successful experience of the Rinjung Pahamu Farmer’s Group Association, in the future, the cultural value as the basis for the microfinance development can be applied to other groups as a means to improve financial access among the poor, especially for those living in rural areas. Marapu’s belief that was adopted by the people in Wangga Village still used as the basis for carrying out various activities in people’s lives. Marapu’s view is the belief that the government acknowledges pride, and it strengthens the community to maintain survival and balance. It practised through the Pawandang, Hillu Kandutuku, and Rotu Padang activities.

Abstract:

This study applied the social–ecological systems framework (SESF) to six fishing communities in northern Mozambique where marine resource management is being implemented through the Our Sea Our Life project. Data on 11 variables and 27 indicators were organised using the SESF to represent the key system dimensions (Governance system, Actors, Resource units and Resource system). Variables within each dimension were weighed to a cumulative score of one. High scores (> 0.50) for Governance system occurred where communities had fisheries management rules and good knowledge of fishing gear regulations. High scores for Actors were evident in communities with few migrant fishers and high participation in village savings and loans associations. Elevated scores of the Resource units occurred where fishers targeted a variety of fish taxa. A healthy Resource system was found in communities neighbouring highly productive and resilient reefs, characterised by high fish biomass and diversity. The status of social and ecological conditions coupled with initial levels of project support and quality of technical support were linked with project achievements. Application of the SESF is therefore valuable in understanding interdependent linkages between social and environmental conditions to inform the design of localised management interventions for social–ecological sustainability.

This devotion is held in Desa Ngijo, Kecamatan Karang Ploso, Kabupaten Malang. The problems encountered in the village related to financial literacy are saving and loan management for PKK members, namely (1) savings and loan in short period (only 11 months), and (2) the form of financial statements that do not follow accounting standards cause the citizens are often prejudiced unfavorable to the board. Solutions offered by the team of devotion to overcome these problems are (1) the creation of IT-based savings and loan report that can be used by each village and village savings and loan board, the calculation system can be used continuously from year to year, and (2) training the use of financial reporting applications to savings and loan board. This solution produces an understanding among PKK members that ultimately the management of savings and loan services provides benefits in the form of their principal savings which increases every year significantly and is expected dependence on rentenir will disappeared.

Abstract:

This research aims to analyze and provide empirical evidence regarding the effect of the Penebal Teguh Mandiri savings and loan unit on improving the economic welfare of the Penebal village community. The problem in this research is that many people still use savings and loan units towards consumptive use. The data analysis method used is a quantitative analysis using validity and reliability tests, simple linear regression analysis, classical assumption test and the coefficient of determination using SPSS. The population used is the Penebal Village community with the criteria being the people who make loans at the Penebal Teguh Mandiri office of Penebal Village. The sample used was 174 people from the Penebal Village community. The results of this research indicate that only 38% of the level of influence of the savings and loan unit on the level of the economic welfare of the Penebal village community.

Abstract:

Purpose The purpose of this paper is to explore smallholder agricultural financing in Ghana’s Northern region by identifying farmers’ preferred traditional and innovative financing methods and estimating the determinants of use of innovative financing methods. Design/methodology/approach This paper presented a list of documented traditional financing methods to farmers during in-depth interviews and employed descriptive statistics to summarize choice and amounts sourced from traditional methods. Two questions from the survey revealed a felt need for extra financing sources for credit-rationed farmers. Farmers with positive responses to either or both questions were classified as “users of innovative financing”. The authors then used a probit model to examine factors that influence decisions to use innovative financing method. Findings Farmers’ own savings, reinvesting past season’s profits and financing maize production with income from other commercial crops were the most popular traditional methods. The authors found complementary relations between formal and informal lending systems in the rural financial market. Smallholders also took farm and non-farm “by-day” jobs to raise income for farm investment and/or joined Village Savings and Loans Associations (VSLAs) specifically to take advantage of possible credit opportunities. These two latter methods were operationalized in this study as innovative agricultural financing. The results show that access to credit, social capital and market participation increased the likelihood of using innovative financing methods. Alternatively, farmer group membership, diversity in crop production and being a household head diminished the likelihood of innovative financing use. Practical implications The activities of VSLAs can be regulated and expanded to spread its benefits to more farmers. Also, creating avenues for dry season labour market participation in the region could enable farmers raise capital for farm investment. Originality/value This study explores existing practices and farmer innovations to agricultural financing and, by so doing, deviates from the vast literature focussing mainly on microcredit provisioning as the main model of smallholder agricultural financing in Africa.

Abstract:

This study investigated the relevance of Cocoa Life Project interventions implemented by World Vision Ghana to the development of beneficiary communities using the Wassa East District as a case. The views of members who were mostly farmers, gari processors, soap makers, and members of village savings and loans associations from beneficiary communities were considered in a sequential-dependence mixed method research approach. A total of 406 respondents were selected using stratified, simple random and convenience sampling methods, with 84.2 percent response rate for the quantitative data. Research instruments were interview schedule and focus group discussion guide. Means and standard deviation were used for quantitative analysis whilst thematic analysis was done for the qualitative data. The study observed that WVG’s project interventions were highly relevant to education, business development, financial literacy, microcredit facilities, agriculture, and livelihood diversification within beneficiary communities. Also, awareness creation was one of the main communication tools WVG relied upon in promoting community development in the district. Though the interventions led to behaviour change, there were concerns with the overall change in behaviour within the communities. Besides, beneficiary communities had diverse development needs which could only be understood through appropriate and well-planned development communication strategies and approaches. As part of the recommendations, WVG should collaborate with Mondelez International and local authorities to come out with measures to improve upon job creation, behaviour change at the community level, health care services, and water and sanitation in Cocoa Life communities.

Abstract:

BackgroundBetween 2015 and 2018, three civil society organisations in Rwanda implemented Indashyikirwa, a four-part intervention designed to reduce intimate partner violence (IPV) among couples and within communities. We assessed the impact of the programme’s gender transformative curriculum for couples.MethodsSectors (n=28) were purposively selected based on density of village savings and loan association (VLSA) groups and randomised (with stratification by district) to either the full community-level Indashyikirwa programme (n=14) or VSLA-only control (n=14). Within each sector, 60 couples recruited from VSLAs received either a 21-session curriculum or VSLA as usual. No blinding was attempted. Primary outcomes were perpetration (for men) or experience (for women) of past-year physical/sexual IPV at 24 months post-baseline, hypothesised to be reduced in intervention versus control (ClinicalTrials.gov: NCT03477877).ResultsWe enrolled 828 women and 821 men in the intervention sectors and 832 women and 830 men in the control sectors; at endline, 815 women (98.4%) and 763 men (92.9%) in the intervention and 802 women (96.4%) and 773 men (93.1%) were available for intention-to-treat analysis. Women in the intervention compared with control were less likely to report physical and/or sexual IPV at 24 months (adjusted relative risk (aRR)=0.44, 95% CI 0.34 to 0.59). Men in the intervention compared with control were also significantly less likely to report perpetration of physical and/or sexual IPV at 24 months (aRR=0.54, 95% CI 0.38 to 0.75). Additional intervention benefits included reductions in acceptability of wife beating, conflict with partner, depression, and corporal punishment against children and improved conflict management, communication, trust, self-efficacy, self-rated health, household earnings, food security and actions to prevent IPV. There were no study-related harms.ConclusionsThe Indashyikirwa couples’ training curriculum was highly effective in reducing IPV among male/female couples in rural Rwanda. Scale-up and adaptation to similar settings should be considered.

Research methodology: This research used a descriptive research method with a qualitative approach. This research used purposive sampling technique. Carron (1982) has described the precarious condition of the thrift industry, which has been a subject of concern for over a decade. Unlike commercial banks, S&Ls have not been able to insulate themselves from interest rate risk, nor have they significantly altered the composition of their balance sheets. In contrast to the rapid growth of the industry up until the 1960s, the industry growth weakened by the turn of the decade. Abrupt swings in savings deposits became synchronized with the cyclical behavior of the national economy. Marked fluctuations in industry funds over time forced S&Ls to draw heavily upon non-deposit sources, particularly borrowings from the Federal Home Loan Banks, and other expensive deposits.

Purpose This paper aims to examine the factors that influence rural women’s participation in Village Savings and Loans Association (VSLA) and the savings contribution in the Kassena-Nankana West District of Ghana. The study also analysed the impact of VSLA participation on off-farm income and on poverty. Design/methodology/approach In total, 120 rural women were selected for this study. The probit and heteroskedasticity linear regression models were used to examine the factors that influence VSLA participation and the savings made by members, respectively. The propensity score matching technique, coupled with Rosenbaum Sensitivity analysis, were used to analyse the impact of VSLA on off-farm income and poverty. Findings Demographic and livelihood factors such as human, natural, financial, physical and social capitals have different influences on the participation and the savings contribution in the VSLA. Moreover, VSLA has a significant impact on off-farm income; however, it did not affect poverty. Originality/value Despite the numerous studies on VSLA, there is little evidence of literature of its impact on off-farm income of rural women in West Africa, specifically, Ghana. Thus, this paper expands the frontiers of the existing literature on VSLA impact assessment and the factors that influence the savings made by women in the association.

Abstract:

This study aims to analyze (1) the causes of inaccurate loan payments (2) the handling of inaccurate savings and loan payments (3) solutions for the development of the SMW Village Unit Cooperative. The data were collected by means of observations, interviews, and documentation. Then, they were analysed using descriptive analysis with a qualitative approach. The informants of this study were the cooperative employees in relation whith the cooperative savings and loan process. The results showed that the inaccurate loan repayments were due to economic factors (illness, celebration, disaster experienced by members, other unexpected needs) and delayed harvest periods (crop failure). The handling of inaccurate savings and loan payments done by the KUD SMW were taken by conducting field surveys, giving warnings, and taking personal approaches. Next is that the solution to developing the KUD SMW is carried out by means of business expansion and business intensification. The SMW KUD should do a more maximal analysis of the 5C principle so that they can clearly identify the borrower's ability to pay their future obligations, and it is better to strengthen the development of business intensification prior to business extentification so that bad credit does not burden new business units.

AbstractComparative welfare and production regime literature has so far neglected the considerable cross-country differences in the sphere of housing. The United States became a country of homeowners living in cities of single-family houses in the twentieth century. Its housing policy was focused on supporting private mortgage indebtedness with only residual public housing. Germany, on the contrary, remained a tenant-dominated country with cities of multi-unit buildings. Its housing policy has been focused on construction subsidies to non-profit housing associations and incentives for savings earmarked for financing housing. The article claims that these differences are the outcome of different housing institutions that had already emerged in the nineteenth century. Germany developed non-profit housing associations and financed housing through mortgage banks, both privileging the construction of rental apartments. In the United States, savings and loan associations favored mortgages for owner-occupied, single-family house construction. When governments intervened during housing crises in the 1920/1930s, they aimed their subsidies at these existing institutions. Thus, US housing policy became finance-biased in favor of savings and loan associations, while Germany supported the housing cooperatives.

Purpose Several indigenous credit and savings schemes have been accredited recently in developing countries for the benefit of households and entrepreneurs alike. Famous among them are the Rotating Savings and Credit Associations (ROSCAs) that exist in almost all continents currently. The rapid development of ROSCAs and their varied structures in many countries have been the subject of numerous studies. What has not been thoroughly analysed is the optimum size of these associations and the fact that lending and borrowing is without interest. The aim of this paper is to present a model that would determine the optimum size of ROSCAs and deal with the following issues: how the group size varies with changes in the income level of the members, the demand for the loan, the size of the collected loan and its duration. Further, the question of whether or not lending to the association in return for obtaining larger sums is a violation of the qarḍ (loan) contract is dealt with, and several Sharīʿah compatible formulations are provided. Design/methodology/approach Economic analysis has been applied to show the optimum size of Qarḍ Ḥasan Associations (QHAs), which are the Sharīʿah-compliant equivalent of ROSCAs, and the Sharīʿah rules of the qarḍ contract to illustrate the legitimacy of group lending. Findings The major findings of this study are determination of the optimum size of QHAs, the factors that affect the size and suggestion of alternative legal forms for group financing. Research limitations/implications Inaccessibility to sources of data to test the hypothesis that has been put forth is the main difficulty encountered when conducting research on the subject. Practical implications The paper concludes that the development of informal interest-free ROSCAs in both Muslim and non-Muslim countries is an efficient informal microfinance scheme and that it is compatible with Sharīʿah rules. Originality/value The optimum size of ROSCAs and QHAs has been presented in this paper.

Service quality plays a very important role for the sustainability of a company, especially service companies such as Village-Owned Enterprises (BUMDes) Dana Merta in Karangasem Regency, Bali which is engaged in savings and loan business. The purpose of this study was to determine the effect of service quality on customer satisfaction and loyalty of BUMDesa Dana Merta savings and loans unit. The data collection method in this study used a questionnaire aimed at 162 respondents for further analysis using validity tests, reliability tests and path analysis. From the results of data analysis, the answers to the problems posed were obtained, namely (1) service quality has a positive and significant effect on customer loyalty, (2) service quality has a positive and significant effect on customer satisfaction, (3) customer satisfaction has a positive and significant effect on customer loyalty. , and (4) satisfaction mediates the effect of service quality on the loyalty of BUMDes Dana Merta savings and loan customers.

This research also investiagates the role of LSPBM in the social and economic fields as well as internal and external factors to create strategies supporting the existence of LSPBM in Siboang village in order to empower local communities.This study applies a qualitative approach supported by the study of quantitative data. The data collected consists of primary data and secondary data. Primary data was collected by in-depth interviews with key figures and the researcher conducted observations, while secondary data were obtained from various literature studies including population documents from Sojol Subdistrict, Siboang Village and the 2016 Joint Venture LSPBM Annual Report. Information consisted of the Joint Venture LSPBM Management of Siboang Village, Secretary of Siboang Village, and Village Head. The technique of analyzing primary data and secondary data is processed through three stages of activity and carried out simultaneously, namely data reduction, data presentation and drawing conclusions through verification. Furthermore, qualitative data is processed into quantitative data, the researcher applies the SWOT analysis method that deals with internal and external factors of qualitative research that will produce a development strategy for the Joint Venture LSPBM.The results shows that the role of LSPBM is quite large in encouraging the local economy and is able to provide loans to LSPBM members in order to increase business, and it can develop and strengthen Joint Ventures LSPBM with SMEs in business and sharing cooperation for service and service coverage. It increases business capital with a savings pattern to get used to saving for members of the Joint Venture LSPBM. It also encourages LSPBM Assistance through institutions related in Donggala Regional Government for supervision and development of institutions, improvement of managerial human resources to be more optimal and professional.

This paper models the relationship between interest rate swaps and capital in savings and loan associations. The interest rate swap is a way in which financial institutions exchange the flexible rate on their liabilities with a fixed interest rate to hedge themselves from interest rate risk, and therefore reduce the need for a capital cushion. The empirical evidence, however, shows that a small capital cushion reduces the firm's possibility of using interest rate swaps because no partner is willing to engage in a rate swapping contract with a firm that does not have adequate capital and soundness.

The role of the qarḍ al-ḥasan contract in the Maju Jaya Women’s Savings and Loan Cooperative, Kebalanpelang Village, Babat Lamongan towards women’s economic empowerment from women’s businesses to create income to support their family's economy. This research is a qualitative research with an investigative pattern in which data and statements are obtained from the results of direct interaction between the researcher and the object under study and the people at the research site. The sampling technique used was purposive sampling and snowball sampling. The data collection techniques used include observation, documentation, and interviews. The data analysis technique uses the Miles and Huberman model. The results showed that the qarḍ al-ḥasan contract applied in the Maju Jaya Women’s Savings and Loan Cooperative can also improve the quality of women’s economic enterprises for the welfare of women in the village of Kebalanpelang Babat Lamongan. Because with the qarḍ al-ḥasan contract, this is one way to help and ease the burden on women who have businesses in capital problems which aim to increase their business to be better and develop than before, so that by means of increasing their business income they earn them. ownership also automatically increases so that women can help their family’s economy. This system can be used to facilitate the management of the village's best friend BUMDes Semamung in the process of recording data and search communities that do the borrowing either from the loan amount submitted as well as the rest of the loans have been paid and good storage of the amount deposited or taken from the village of Semamung in the companion of BUMDes-scale storage. This system can make the officer in carrying out the process of filing a loan or credit, savings, and installment Credit process in BUMDes village of Semamung best friend because it uses a computerized system. Thus the process of logging and counting KRABAT on BUMDes village of Semamung can be carried out effectively because of logging and counting process were no longer recorded manually.

Profit is not the main goal of the cooperative business, but the business that is managed by the cooperative must obtain the remaining business results that are feasible so that the cooperative can maintain its survival and improve the ability of its business. This study aims to determine the effect of the number of members, own capital, external capital, business valves, and assets owned to the remaining results of business (Indonesian terms: Sisa Hasil Usaha/SHU) savings and loan cooperatives in Subang district. The sampling technique used was purposive sampling so as many as 14 cooperatives were selected. Data analysis used in this study is classical assumption analysis and then panel data analysis is carried out, determination of test coefficients (R2), F statistical tests, t statistical tests. Based on the results of research that has been carried out simultaneously known all independent variables significantly influence the residual business results. However, the partial test shows that only the variables of business capital, business volume, and assets owned by cooperatives have an effect on the residual results of operations, while the variable number of members and external capital has no effect on the residual results of operations.
