The history of economic thought is ‘flooded’ with neo-classical accounts despite the fact that neoclassical economics did not occupy history alone. This has caused the discourses on ‘lost alternatives’ to be relegated as the deterministic ‘straight line’ neo-classical historical discourses are elevated. This thesis resituates the Community Development programme as the key social intervention attempted by the British Colonial Office in Africa in the late 1940s and early 1950s. A preference for planning, growing confidence in metropolitan intervention, and the gradualist determination of Fabian socialist politicians and experts resulted in a programme that stressed modernity, progressive individualism, initiative, cooperative communities and a new type of responsible citizenship. The first chapter uses a farm household model to explain the presence of three household groups determined on the basis of the labour regime adopted: small-scale peasants, self-cultivators and hiring-in households. A partial generalised ordered logit model is used to test the main predictions of the model using data from the 1997 Rural Survey.
