ENGLISH ABSTRACT: In an effort to reduce its dependency on mining, (since independence at 1966) the successive governments of Botswana (GoB) have continued to foster national development by diversifying the country’s economy, with agribusiness development strategies at the forefront of discussions. Over decades, a significant number of policies on agri-support have been developed towards this mission. Nevertheless, the performance of the sector continues to decline considerably. Despite its potential to promote and develop small-scale farmers, literature on agri-support programmes has indicated that without scrutiny and continuous evaluation of the programmes in place, the strategy can be another way of which governments lose money. This study examines the Botswana Young Farmers Fund programme that finances aspiring young farmers to start up or expand their agri projects. More particularly, the study investigates how this model in the context of young farmers, impacts and contribute to the development of the agricultural sector in Botswana. The study identified challenges and opportunities of the YFF programme. The major challenge which is also applicable to the general sector, identified by the case study suggests that the agricultural environment in Botswana is fragile, therefore seeks relevant agribusiness development strategies that are tailor-made for specific challenges faced by the sector.

All over the African continent south of the Sahara Desert, African lion numbers are plummeting to levels where, over large areas of their remaining distribution range, extinction has become a real threat. The main reason for the decreasing numbers is the increasing conflict between livestock farmers and lions. Lions are forced to kill livestock where their natural prey has been squeezed out by livestock and associated farming practices, and the farmers find it necessary to protect their livelihoods, often through the indiscriminate killing of lions. In the Kgalagadi-South region of Botswana, lion/livestock interactions present a challenge to livestock owners and wildlife managers alike. The relatively low ecological carrying capacity and occupied lion habitats in the Kgalagadi Transfrontier Park (KTP) force some expelled young adult and sub-adult lions southwards into the adjoining Wildlife Management Area (WMA) KD/15, which separates the KTP and the communal grazing area. This WMA most likely also contains resident prides. Some of these predators sporadically enter the livestock grazing area. Similarly, large stock often enters the WMA. It is mostly these boundary transgressions that result in livestock killing, and the reaction of livestock owners often leads to the killing of lions. To gather information concerning the nature and extent of the situation, two questionnaires were prepared with the assistance of the Department of Biostatistics of the University of the Free State, South Africa. One questionnaire targeted livestock owners while the other was aimed at wildlife officials of the Department of Wildlife and National Parks in Botswana and SANParks in South Africa. Both covered the five-year period 2002-2006. A trial run was carried out to adjust to problem-specific circumstances before fieldwork commenced. Fieldwork was done during four consecutive seasons – in January, February, April and December 2007. Thirty livestock respondents and 13 wildlife officials were interviewed during the first two excursions into the study area. The third visit was to plot the cut-line between the WMA and the grazing area (by means of a Global Positioning System or GPS) and to make first-hand observations regarding movement over the cut-line. During all four visits the environmental (including grazing) conditions and density and distribution of wildlife and stock were observed in both the WMA and the grazing areas. The information gathered points towards a seemingly unsolvable situation. The exceptionally high daytime temperatures and food scarcity, brought about by erratic rainfall, overgrazing near boreholes, generally low carrying capacity and low phosphorus (P) levels, force large stock, i.e. cattle, horses, donkeys and mules, to graze far away from the safety of the cattle-posts during the cool hours of the night, thus making kraaling impractical. Such circumstances enhance exposure to lion predation especially in or near the WMA and the KTP fence. Some lions also penetrate deep into the grazing areas, especially in the arid western part of the study area. This study revealed certain weaknesses in current wildlife and livestock management practices in the study area, the sum of which put both farmers and the lion population under extreme pressure. Most of these shortcomings can be rectified without drastic invasive methods. Such adjustments can result in improved livestock and wildlife utilisation and protection of the lions. For example: the placement of mixed phosphorus and salt licks near cattle-posts to fulfil the need for vital micro and macro elements; addressing unnecessary livestock losses, which contribute to a lower income and less tolerance towards predation (e.g. botulism, which may stem from stock chewing on bones in their desire for more phosphorus, and losses to black-backed jackal, Canis mesomelas, in poorly maintained kraals); more drinking troughs at boreholes to prevent unnecessary shoving and minimise energy waste; and the introduction of more bulls to herds to increase the calving percentage. The study further concluded that there is little reason why stockowners should consider protecting lions. It suggests that significant value can be added to the wildlife (and the protection of lions) in the specific area by making farmers and other local residents share in the relatively untapped ecotourism potential of the area.

This study examines agricultural education in Botswana among students and teachers. Since independence in 1966 to the present time, agricultural production has declined from about 40 percent to about 3 percent. Harsh climatic conditions and a general ignorance about agriculture contribute to the restricted perception of agriculture and careers in this field. Individual and focus group interviews were conducted with agricultural teachers who had resigned and former graduates in four secondary schools and three postsecondary educational institutions (Botswana College of Agriculture, University of Botswana, and Tonota College of Education). Negative, positive and mixed images emerged that revealed some similar and some contradictory perceptions of agriculture education. The attrition of teachers also attracted attention because of their working conditions and their images of agricultural teaching. However, the phenomenon of teacher attrition is not unique to agriculture. Students and teachers had conflicting images concerning curriculum instruction. Teachers identified the inadequacy of practicals because students are unable to apply the theoretical knowledge they have acquired to satisfy the various skills required in their new jobs. On the other hand, students perceived practicals as misdirected intensive labour. Non-agricultural tertiary students demonstrated that they do not have a full understanding of the potential career opportunities that agriculture can provide. They often thought that agriculture was confined to ploughing and food production. Nevertheless, both agricultural students and non-agricultural students agreed that agriculture could be a good career that they might consider later in their lives. Participants in the study suggested strategies to enhance the poor perception of agriculture education in educational institutions in Botswana. One strategy was for curriculum reform, such that agriculture teaching should reinforce practicals that are relevant to students’ needs. Practical instruction should not be used as intensive manual labour but should be used to target specific skills that are needed in industry. Agriculture teaching should start at primary school so that pupils can develop a positive image towards agriculture education at a young age, at the age of seven students could be involved in simple experiments conducted in laboratories, then at eleven years students can start practicals in the garden, making sure not to overwork the pupils. Through career guidance and counselling, agricultural teachers should broaden the limited perception that agriculture is simply food production and expand the field to its scientific and commercial careers, such as food processing and marketing. Even though the Ministry of Agriculture provides some incentives to farmers, they misappropriate the schemes. Access to loans has to be provided for students who have completed their studies and cannot find jobs so that they can also join the field of production. Even though women are dominated by men in both agriculture and in education and food production in Botswana, this trend is changing; there are more female enrolments in agricultural educational institutions than males. The government is trying to create an equitable distribution of resources for women as well. The position of women in Botswana is better than what literature has revealed in sub Saharan Africa.

This study examines Botswana's resource based development course within the framework of developmental state theory. Botswana's path to growth and development challenges existing theories in development studies in that it has avoided the many facets of the natural resource curse, which has set the majority of Africa's resource abundant economies on a path of long-term economic underperformance and low levels of social development. What is most remarkable however, is that growth and development have advanced in Botswana with inclusion of its tribal associations into a modern state bureaucracy while maintaining stable state-society relations - a feat that has been largely unmatched by other countries in the in the developing world. This study will argue in line with the developmental state ethos, that growth and development have occurred in this Botswana as the result of the deliberate actions taken by the government to embed a post-colonial state in Batswana society in ways that have enabled the central government to engage in economic and social development projects and to construct the institutions necessary to realize its development aspirations. This has not only been apparent in the undertakings of the administration to attract and collaborate with international capital, but also in its efforts to mediate between various interest groups and create the institutional framework necessary to enable positive-sum state-society relations under democratic principles.

The premise of the thesis is that attention to the processes that produce the green state opens up avenues for analysing African states from the perspective of the green state. This study engages the theory of the green state within the African context to understand the complex processes that enabled the greening of the state in Botswana. I draw on the example of wildlife conservation policies and practices in post-independence Botswana to argue that the greening of the state entails processes by which the state interacts with non-state actors to enact environmental reforms over a long period of time. Such interaction maybe initiated by the state or by non-state actors who are determined to pursue an environmental agenda or to implement environmental strategies through organs of the state. To account for the processes that enable the greening of Botswana, the study employed an interpretive approach that is dependent on qualitative data. The study primarily draws from archival research and key informant interviews with academics, environmental consultants, representatives of civil society, relevant government departments and ministries, the private sector in Botswana's tourism, and an interview with former President Ian Khama. To understand the greening processes, the thesis analysed the qualitative data between 1966 and 2018. These historical periods cover the presidency of Seretse Khama (1966 – 1980), Ketumile Masire (1980 – 1998), Festus Mogae (1998 – 2008) and Ian Khama (2008 – 2018). The four key findings of the study are that, first, the collaboration between authorities in Botswana and international agencies and actors enabled the greening of Botswana. These agencies and actors, financed environmental related programmes, facilitated the development of green institutions, and influenced the country's conservation policies. Second, the study demonstrates that political leadership is instrumental in the greening of Botswana. The four presidencies paid attention to environmental protection though there were variations in each presidency. The presidency of Ian Khama stands out as an important period in greening of the state as he strengthened the greening process by realigning the wildlife economy with political power. Third, the study found that the greening process necessitates the internal restructuring of the state through the establishment of green institutions, which serve to realign state activities with the green agenda. Fourth and lastly, the study reveals that the greening of the state in Botswana is accompanied by negative state-citizen relations in the wildlife sector. These relations played out through the marginalization of the local people in the ecotourism enterprise within the context of community-based natural resource management initiative.

The Government of Botswana recognises the important role that women can play in the economic development of the country, particularly in the agricultural sector, with respect to food security at both household and national levels. The study sought to investigate how women in agriculture are represented in the Botswana Agrinews Magazine. Moreover, it sought to establish whether, and how, messages conveyed to audience by the Botswana Agrinews Magazine promote any type of social or economic interaction between farming communities, individuals and/or government and other stakeholders. The sources of data were the articles that reported on women farmers from the sample of the Botswana Agrinews Magazine, over 24 months, that is, from January 2012 to December 2013. This magazine under study is a government publication targeting the broad Botswana farming community. Critical discourse analysis revealed that women farmers participated in events associated with commercial horticultural farming, dry land farming (field crop production), in the arable farming sector, at Consumer Fairs and Regional Agricultural shows for Commercial Farmers respectively, as well as in pastoral farming sector events at Agricultural shows. They also participated in the arable farming sector agricultural activities for commercial horticultural farmers and those for subsistence dry land farming. Furthermore, the results revealed that women farmers encountered constraints in the different ventures, they undertook in both arable and pastoral farming. However, the reports showed that they received support from the government and/or other stakeholders to counteract their constraints. Furthermore, the analysis identified the coverage on the themes of (1) arable farming, (2) pastoral farming, (3) integrated farming, and (4) attitudes of both women in agriculture and Ministry of Agriculture workers, which promoted women farmers’ participation in the agricultural sector.

This study describes and analyses cattle management in Tlokweng Sub District. Two methods were used. The two are households' interviews and a system dynamics STELLA model called the Rain Land Cattle model, which was adapted from the 1990 Braat and Opschoor model. Ninety households, 61% of the 1991 households in the study area, were interviewed. All the households had arable fields and fifty nine percent had cattle. The Rain Land Cattle model uses 52 parameters to predict several cattle management factors, which include rainfall, stocking rate, total grazing area and livestock water availability. The model explored the use of parameters to relate water availability to grazing area and show the seasonality of the water source. Sixty two percent of the household had access to an ideal livestock water source. Cattle graze from the 5000 hectares of arable area for four months after harvesting. This seasonal grazing, optimises the uses of the grazing resource in the small sub - district. The model simulated a S and 20 percent permanent grazing land loss. Such a grazing land loss, increased the stocking rate, decreased the carrying capacity and cast doubt on sustainable cattle production. The model shows that the stocking rate is chronically greater than the carrying capacity. Most households acknowledged that there was land pressure due to the loss of grazing land. A drier climate scenario will lead to a loss of seasonal grazing, reduced livestock water, which will increase cattle emigration and cause cattle management problems. The model is exploratory; it needs to be validated. It is easily understood, adaptable to other communal areas, and identifies the most influential factors in cattle management. The livestock water parameters functioned reliably in the model. Based on the understanding of the cattle management derived from this study, more fenced grazing land is unlikely to improve the cattle management in the area.

The thesis examines the role of the state in the agriculture sector with particular emphasis on policy formation and it's effects on rural Wales. Sociological theories of the state are examined and an 'institutional' approach is adopted which focusses attention on the institutional actors in the policy process. Policy is made by these actors albeit under certain external constraints. A brief analysis of state intervention in the UK is provided. This is treated historically and traces the-changing pattern of state involvement in the industry. Likewise, the UK policy process is briefly examined and the main institutional actors are identified. At the Welsh level, the effects of state intervention on the structure of Welsh agriculture are documented. This is also treated historically. Attention is then directed to the Welsh institutional actors and their role in the agricultural policy process. In particular, the role of the Farmers' Unions is examined, looking closely at their relationships with state agencies. The activities of non-agricultural state agencies operating in rural Wales are also examined. The question is asked whether the traditional dominance of agricultural policy in the Welsh rural areas is about to come to an end. While some evidence is put forward to support this, the situation is by no means clear and no definitive answer can be provided. In conclusion, it is argued that the effects of past agricultural policies on the communities of rural Wales have been extremely damaging, and some reorientation of policy is clearly needed. However, the institutional. analysis indicates that such a reorientation will be extremely difficult to achieve.

To defend American agriculture against foreign or domestic terrorism, it is essential that states build multi-state partnerships to provide for the collaborative plans, programs and operations needed to protect the nations food security. The National Homeland Security Strategy puts states on the front lines in the war against terrorism---including the struggle to secure the agriculture industry from potentially devastating attack. The issues surrounding agro-terrorism are vast and complex and the resources of the Federal government to address these issues are limited and overextended. If states attempt to address this threat independently, important opportunities to reduce vulnerability and enhance capability will be lost. To achieve the capabilities needed for agro terrorism detection, mitigation, preparedness and response, states must collaborate to build the partnerships and programs their citizens require. This thesis argues multi-state partnerships are critical to defeating this threat as well as providing a robust response to an attack. Whether intentionally introduced or naturally occurring , infectious diseases can easily cross state borders before an outbreak is even detected. States must be prepared to act quickly to mitigate the effects of any crisis. There is a significant opportunity for states to strengthen their abilities to provide for a stronger agriculture counter terrorism preparedness system. The states can further their ability to combat attacks on agriculture actively by demonstrating leadership in implementing administrative agreements and ultimately adopting compact(s) between states as well as with the private sector.

In an environment marked by high rates of economic growth and political stability, the state bureaucracy ln Botswana perceives its role as primarily that of 'modernisation' (as against that of maintaining the ruling party and politicians in power), and the elimination of structural biases in resource allocation. Along with other important socio-political and economic factors, since the late 1970s a section of this bureaucracy has played a major role ln the initiation, formulation and implementation of policies aimed at the redistribution of economic resources to the peasant sector. This study eschews instrumentalist, a priori and reductionist approaches which tend to see the state, including the bureaucracy, as synonymous with, and therefore as solely pursuing the interests of, the economically dominant class. It adopts an approach which sees the Botswana state as potentially autonomous vis-a-vis the economically dominant class. This facilitates the detailed analysis of the policy process focusing on the orientations and roles of the bureaucrats and their relationship to the peasantry within the context of the implementation of re-distributive policy. The thesis examines these issues ln detail by focusing on Botswana's major agricultural programme, the Arable Lands Development Programme (ALDEP). Field research was caried out in Kweneng District and Gaborone in 1988-89. Despite its 'progressive character', however, this bureaucracy is ill-equipped to deal effectively with various socio-economic situations facing some of the groups targeted to benefit from the re-distributive policies implemented since the early 1980s. The study highlights the all-too-familiar trend whereby such policies ultimately benefit better-off sections of the target group. In ALDEP's case this has to do partly with largely stereotypical notions of 'progressIve farming' developed in the Ministry of Agriculture (MoA). A direct outcome of these stereotypes is widespread resistance by small peasants to the recommended package of cultivating techniques. Since the middle peasantry fits into these stereotypes, this group has emerged to become the major beneficiaries from ALDEP, as shown by their increased output. On the other hand, the majority of small peasant households face dwindling sources of income, undermining their capacity to take part in the acquisition of inputs despite the programme's favourable grant/downpayment scheme. As it is presently constituted ALDEP therefore does not appear to provide the framework through which to improve the posi tion of these peasants. Vulnerable groups such as female-headed households have also suffered. A second form of bias manifests itself in terms of processes operating at the 'wider' political level and impinging on the implementation of peasant-focused redistributive programmes such as ALDEP. A case in point is the initiation in 1985 of the Accelerated Rainfed Arable Programme (ARAP) as a means of placating the politically precedent kulak farmers demanding an equally favourable policy. Incipient intra-bureaucratic conflict arising partly from these biases has served to weaken the autonomy of the bureaucracy and to strengthen the position of elite farmers more closely linked to the political interests of the ruling party.

Communication plays a vital role in the everyday lives of individuals, societies, organisations and the world at large. Without communication it would be very difficult to understand each other and to carry out daily activities that make up human life. Communication can come in many forms and shapes. Signs and symbols were used by our ancestors to communicate long before sound and speech technology was discovered (Mersham and Skinner, 1999). Notwithstanding the importance of communication for any form of human interaction, it is taken so much for granted. As pointed out by Mersham and Skinner (1999: 2), "until someone misunderstands us and the misunderstanding causes a problem, only then do we pause to think about what went wrong." Macnamara (2006: 3) points out that communication is complex even at family level, because often what we try to communicate to those closest to us is not received the way we intended or meant. This shows that communication is beyond talking and far more complex than it seems. In an organisational setting it is even more complex because the organisation is made up of different units or departments with different responsibilities, all working towards the attainment of the same organisational goals and objectives.

ENGLISH ABSTRACT: The aim of this research was to explore the interaction between governance and development in post-colonial Africa. The departure point of the thesis was the understanding that the state remains a pre-eminent actor in the international system. Keeping this assumption in mind, the study made use of a comparative analysis; comparing governance and development in Botswana with governance and development in Zaire/the Democratic Republic of the Congo (DRC), focusing on the post-colonial era. The importance of this research lies in its contribution to the debate on the role of the state in post-colonial Africa. It explores the influence of institution formation and policy implementation by governments (in other words, governance) on development. Understanding the effect of governance on development can have invaluable lessons for other African states in their efforts to develop further. The research question, which guided the thesis thus, was: in the era of the pre-eminence of the state, making use of a comparison between Botswana and Zaire/DRC, what is the influence and effect, of state institution formation and policy implementation (governance) by governments, on state development in terms of economical-, political- and social development? The two main variables were governance and development. Development was sub-divided into three indicators: political, economic and social development. Governance was evaluated in terms of being seen as poor or good governance, as per the World Bank’s definition and understanding of governance. Zaire/DRC, as an example of a failed state, was analysed first, followed by Botswana, selected for its arguably “best practice” experience. For each country the analysis was subdivided into three phases as per the theoretical framework of Chazan, Lewis, Mortimer, Rothchild, and Stedman’s book, Politics and Society in Contemporary Africa (1999). Their book describes three stages of change in African state development in the post-colonial era (Chazan-framework). This framework uses the Chazan-framework and thus subdivides the post-colonial era into: the concentration (centralisation) phase, the elaboration phase, and finally the reconsideration of state power phase. The research found that Zaire/DRC followed a process of state collapse in the post-colonial era, whereas in sharp contrast Botswana experienced positive state development. Since independence Zaire continuously practised poor governance whilst Botswana largely practiced good governance. This was true in all three phases of the Chazan-framework. At the same time, or perhaps due to poor governance, Zaire continuously experienced negative development in all three development categories whilst Botswana continuously experienced positive development in all three development categories, again perhaps due to good governance. The research concludes that even though Botswana is not necessarily an example of a perfect state, it is special in an African context, because of its good governance record. This study does not draw direct relationships between good governance and development, but finds that Botswana probably benefited greatly in development due to the implementation of good institutions, good government policies and general good governance. The research also found that states benefit when their governments practice and adopt policies that are anti-corruption, pro-democracy, pro-competition, pro public-private partnerships, and pro market-orientated economics. In addition, the following are also conducive to good governance: leadership with integrity, peaceful and regular leadership changes, clear distinction between government (party) and the state, and empowered government oversight institutions that act, even against the government itself when needed. The practice of good governance is thus shown to be supportive of long-term development.
AFRIKAANSE OPSOMMING: Die doel van hierdie navorsing was om die interaksie tussen regering en ontwikkeling in post-koloniale Afrika te ondersoek. Die tesis gaan uit vanuit die oogpunt dat die staat steeds ‘n dominante akteur in die internasionale stelsel is. Die studie het gebruik gemaak van ‘n vergelykende ontleding. Regeringstyl en ontwikkeling in post-koloniale Afrika is met mekaar vergelyk. Die vergelyking is getrek tussen Botswana en Zaïre/Demokratiese Republiek van die Kongo (DRK). Die belangrikheid van die navorsing lê in die bydrae tot die debat oor die rol van die staat in Afrika in die post-koloniale era. Dit bekyk die belangrikheid van instellingskepping en beleids-implementering (met ander woorde, regeerstyl of regering) deur regerings in terme van invloed op die ontwikkeling van state in Afrika. Beter begrip van hierdie verhouding kan waardevolle lesse bevat vir ander Afrikastate in hul pogings om verder te ontwikkel. Alhoewel hierdie studie nie 'n direkte verhouding tussen goeie regering en ontwikkeling probeer bevestig het nie, bevind dit wel dat Botswana moontlik in terme van ontwikkeling, weens die implementering van goeie instellings, goeie regeringsbeleid en algemene goeie regering, baie voordeel getrek het. Die navorsing bevind ook dat state voordeel trek wanneer hul regerings beleid aanvaar en toepas wat teen korrupsie is, maar wat demokratiese ideale, markkompetisie, openbare-private vennootskappe en markgeoriënteerde ekonomiese aktiwiteite bevorder. Goeie regering word ook bevorder deur leierskap met integriteit, vreedsame en gereelde verandering van leierskap, duidelike onderskeid tussen die regering (party) en die staat, sowel as nie-regeringsinstellings met die mag om as oorsigliggame oor die regering te funksioneer. Botswana is a formally liberal democratic country that is known for its impressive economic growth and political stability. The country has sometimes been referred to as Africa's economic miracle and a shining example of democracy in a continent notorious for economic mismanagement, military dictatorships and one-party government. However, this picture of Botswana is too superficial and generous. This study seeks to delve beneath the surface of this much acclaimed liberal democracy in order to explore the system of labour repression that is the dark side of Botswana's constitutional framework of individual rights and democratic freedoms. In Botswana, the collective rights and freedoms of trade unions, though formally recognized, are in fact severely restricted. The state prevents workers in the public sector from forming or belonging to trade unions at all. In the private sector there are manifold constraints on industrial bargaining, organisation and activity. These forms of control over the trade union movement derive from the Botswana state's position as a peripheral capitalist state. These structures of social domination, however, have not gone unchallenged by the labour movement. The growth and development of the trade union movement and the challenges posed by the labour movement to both the state and capital have shifted the state towards limited labour reforms. This shows that, while the Botswana state remains the guarantor of private capital accumulation, its form is nevertheless determined by the constellation of class forces in which it is located. If the state is to maintain legitimacy and hegemony in society, and not rely on coercion alone, it must accede to some of the demands of the working class. Botswan&s liberal democracy gives the working class space to fight for the reduction of exploitation and to push the state toward more social reforms. At the same time, however, there is occurring a marked change in how the state relates to labour - from what may be called a strategy of "national economic development" to one more influenced by neo-liberal economic and political approaches. The conclusion I have reached in this analysis is that workers and their unions need to develop a long term strategy to increase their social weight in relation to the state and capital. The strategic option recommended here is social movement unionism. It is argued that because of the liberal democratic form of Botswana capitalism, social movement unionism, rather than overt political unionism stands a better chance of success because this form of unionism will not split the ranks of the workers along party lines.

This study examines the role of tertiary education in the development of a knowledge based economy, with particular reference to developing countries and in the particular case of the University of Botswana (UB). It presents evidence to suggest that the commodification of knowledge is important to the fulfilment of this role and that if UB were to embrace this notion, it would help focus the fragmented approach of business practices in the University. The study also asks whether the resource allocation model at UB supports commodification of knowledge and examines what alternative approaches could be adopted, concluding that the adoption of a formulaic resource allocation model would better support this aim. A case study approach was adopted especially for its potential to capture explanatory and descriptive data. The three phases of study used were firstly the documentary research where reports were inspected and classified into categories. The second phase concentrated on the semi-structured interviews with members of the senior management staff at UB that served to clarify, confirm, refute and/or corroborate documentary research outcomes. The third phase of the study combined the data collected from the different sources. In combining both quantitative and qualitative data this thesis took advantage of data complementarity, facilitation and triangulation. The findings of the study show that UB embraces the notion of knowledge based economy through advancing the intellectual and human resource capacity of the nation and the international community. However the definition of commodification was not uniformly understood across UB faculties. The study also finds that UB did not seem to have a resource allocation model but had a budgeting system that did not support commodification of knowledge. While the human resource accounted for 67% of the total budget of the institution there was no staff allocations model to manage it. The inadequate database was found to be a major contributing factor which was exacerbated by lack of clear business processes in certain critical areas. The principles underpinning commodification of knowledge could be traced in UB policies even though there was a need to strengthen systems, processes and quality control mechanisms to facilitate and support data collection and establishment of database. A practical system which has the potential to help establish a systemic approach that would interrogate business process in UB is proposed.

This thesis examines the role of the state in the provision of domestic water supply and sanitation in rural Botswana. The delivery of these services reflects wider international commitment to this sector. Support has been directed through the United Nations' International Drinking Water , , Supply and Sanitation Decade, which has provided member governments with policy recommendations and financial and technical assistance. These recommendations have prescribed the use of bottom-up delivery systems based upon community participation and local government intervention to ensure the achievement of policy objectives. The thesis considers how far the recommendations of the Decade have been implemented in Botswana in providing rural water and sanitation and assesses the extent to which policy objectives have been met. By means of a political economy approach to investigate the role of the state in rural development and fieldwork carried out to investigate the implementation of two specific projects, attention has focussed on the constraints to policy formulation and, implementation in achieving these objectives. It is suggested that the managerial informed prescriptions provided by the Decade are often, inappropriate to the policy arena of specific countries. This is because policy formulation and implementation are determined by factors which are politically motivated and which are not necessarily compatible with managerial or technocratic considerations. It is this inconsistency which has in large part been responsible for the non-attainment of policy objectives. Through detailed field investigations carried out in Botswana, the roles ascribed by the state to different institutions at the local government and community levels in rural policy formulation and implementation are examined in the context of the concept of decentralisation. The suitability of this policy arena for the delivery of the water and sanitation projects is then considered. From the analysis the conclusion, is reached that the context in which rural policy formulation and implementation takes place is not conducive to supporting a bottom-up strategy as prescribed by the Decade. Reasons for this lie in colonial history and in the political and economic circumstances of contemporary Botswana. In consequence, the provision of domestic water supply and sanitation has been affected in two important ways. First, the state has been unwilling to adopt the comprehensive prescriptions offered by the Decade. Second, where it has, constraints rooted in the state's unwillingness to decentralise rural development has prevented the achievement of policy objectives.

Botswana has the unusual reputation of being the only country in Southern Africa that has experienced consistently high rates of rapid economic growth since independence. Researchers emphasise this exceptionality, and many times the case of Botswana has been invoked to support the thesis that the feasibility of development in the Third World hinges on the existence of compatible political democratic structures and economic developmental efforts. The dynamics of internal development, however, have by and large been neglected, giving rise to undue and often misleading generalisations. This thesis is a critique of the Botswana postcolonial development model. It deploys a structural approach to dissect and analyse the economic development of Botswana in an historical perspective. Development literature is replete with macro-economic analyses that purport to illustrate how the Botswana state achieved optimal economic gains through prudent management of the economy and political liberalisation. However, there is, as yet, little else to indicate how the state has broadened the set of beneficiaries - especially amongst the peasantry. The present study demonstrates how agrarian transformation, stimulated by widespread borehole technology in the face of consistently available revenue from a booming mining sector, has influenced social relations of production and class differentiation in Botswana. It shows how the state ruthlessly exploited available revenue to sustain its hegemony - ensuring the preservation of a minority ruling class coalition and the marginalisation of well over two-thirds of the population in the process. The analysis thus demonstrates that Botswana, just like other mineral-rich African countries, has failed to direct development towards the rural sector. It essentially debunks the myth surrounding the exceptionality of the Botswana state.

This thesis focuses on the past, present, and future of food sustainability on Maui. It begins by explaining ancient Hawaiian agriculture and how this complex system of agriculture was deeply rooted in the customs and traditions of the Hawaiian people. The second section explores how this sustainable agricultural system changed after the arrival of Captain Cook in 1778. After western settlement, land that was once a communal resource became privatized. As land ownership shifted, the traditional subsistence agricultural system of Hawai’i began to change. Export crops such as sugar cane and pineapple became more widespread. As these crops shifted the way land was utilized in Hawai’i, the islands reduced the amount of crops grown for local consumption and became increasingly reliant on imported foods. The last section stresses the necessity of increasing the production of locally grown food on Maui. It discusses the locally grown food movement that has developed on Maui, and addresses the obstacles that prevent more food from being grown locally. Lastly, it suggests strategies to increase the amount of food produced for local consumption so that Maui can secure a more sustainable agricultural future.

ENGLISH ABSTRACT: Research conducted on beef cattle in Botswana investigated both growth and reproduction. These studies however, did not specifically determine the influence of the different environmental factors on growth in the Tswana and Composite beef cattle breeds. The establishment of a national beef herd recording and performance testing scheme requires knowledge on the appropriate adjustment methods of field data for the fixed effects such as sex of calf and age of dam. A fair comparison of birth and weaning weights between male and female calves, and calves born from young, mature and old dams will be derived from these adjustment factors. There is no information on adjustment factors for the Tswana and Composite cattle breeds in the country. Genetic parameters for growth traits in these breeds are not known and are needed for the implementation of the performance scheme in Botswana. The Composite breed resulted from a controlled crossbreeding programme using the Simmental, Brahman, Tswana, Tuli and the Bonsmara breeds. The Tswana animals are indigenous to the country and were sourced locally at the beginning of the growth evaluation trial in the two breeds. The objectives of the study were to use data collected from Tswana and Composite cattle breeds to estimate the influence of non-genetic factors on growth traits in the two breeds; to develop adjustment factors for the effects of sex of calf and age of dam; and to estimate genetic parameters (heritabilities and genetic correlations) for future genetic evaluations in both breeds. Data were collected over the period 1988 to 2006. A total of 2 257 records for the Composite breed and 5 923 records for the Tswana breed were available for analyses. Growth characteristics of interest in this study were birth weight (BW), weaning weight (WW), pre-weaning average daily gain (ADG1), 18 months weight (18MW) and post-weaning average daily gain (ADG2). Study 1 indicated that non-genetic effects of breed of calf, sex of calf, month and year of birth, previous parous state, weight of cow at parturition, age of dam, and age of calf at weaning significantly affected BW, WW, 18MW, ADG1 and ADG2 in both breeds. The Composite breed had higher BW, ADG1 and WW whereas the Tswana had higher ADG2 and 18MW. Pre-weaning growth rate increased with an increase in the age of the dam, reaching a peak in mature (5-12 years) cows and declined in cows 13 years and older. Conversely, post-weaning growth rates declined as age of dam advanced but increased in old (13 years and older) dams. Male calves were heavier than female calves for all the growth traits. Birth weight increased as calving season progressed whilst a decrease in WW was observed over the same period. Heifers gave birth to lighter calves when compared to mature multiparous dams. The Composite breed can therefore be considered for weaner production under ranch conditions while the Tswana can be reared under extensive systems due to its adaptability to the environment. Additive correction factors for effects of sex of calf and age of dam on BW and WW were studied separately for the Tswana and Composite in study 2. The least squares means procedure was used to derive age groups and the adjustment factors. The three age groups were young (4 years and below) dams, mature (5-12 years) dams and older (13 years and above) dams. Male calves were heavier than their female counterparts. The sex of calf adjustments for BW and WW were 2.75 and 8.21 kg in the Tswana, and corresponding values for the Composite 2.84 and 10.11 kg, respectively. Birth weight and WW increased as age of dam increased, reached maximum in mature dams and declined in older dams. Age of dam adjustment factors for BW in the 3, 4 and 13+ years age groups for the Tswana were 1.74, 0.96 and 1.87 kg, respectively. The corresponding values for the Composite were 2.28, 0.94 and 2.06 kg, respectively. Age of dam adjustment factors for weaning weight in the Tswana were 10.36 and 5.46 kg for age groups 3-4 and 13+ years, respectively. Adjustment factors for WW in the Composite were 13.84, 3.20 and 9.58 kg for age groups 3, 4 and 13+ years. The differences in adjustment factors obtained between the two breeds emphasize the need to compute and apply these factors within breed. Study 3 involved the estimation of genetic parameters for BW, WW, ADG1, 18MW and ADG2. Single-trait and multi-trait analyses were used in the estimation of (co)variance components by fitting an individual animal model (AM) and the animal maternal model (AMM) for the two breeds. Direct heritabilities for BW, WW, ADG1, 18MW and ADG2 in the Tswana were 0.45, 0.32, 0.37, 0.31 and 0.31, respectively from a single-trait AM analysis. Fitting the AMM resulted in direct heritabilities of 0.31, 0.20 and 0.16 for BW, WW and ADG1, respectively, while the maternal heritabilities were 0.11, 0.15 and 0.21, respectively. For the Composite the direct heritabilities for BW, WW and ADG1 were 0.58, 0.32 and 0.30, respectively with single-trait AM. Partitioning using the AMM resulted in the direct heritabilities for BW, WW and ADG1 of 0.55, 0.17 and 0.14, respectively, while corresponding maternal effects were 0.09, 0.15 and 0.15, respectively. The genetic correlations between direct and maternal effects were positive and ranged from 0.20 to 0.89. When using the multi-trait analysis and fitting the AM, the direct heritabilities for the Tswana were 0.45, 0.37, 0.34, 0.39 and 0.31 for BW, WW, ADG1, 18MW and ADG2, respectively. Genetic correlations between the growth traits ranged from 0.16 to 0.97. Direct (and maternal) heritabilities for BW, WW and ADG1 were 0.31(0.11), 0.19(0.15) and 0.14(0.17), respectively, in the Tswana. Correlations between direct heritabilities for BW, WW and ADG1 ranged from 0.45 to 0.95, while maternal effects ranged from 0.12 to 0.99. The magnitude of the heritabilities indicates an existence of the opportunity to make genetic progress through selection in both breeds. Selection based on WW seems to be the ideal procedure to bring genetic improvement in the Tswana without detrimental long term effects.
AFRIKAANSE OPSOMMING: Navorsing wat op die vleisbeesrasse in Botswana gedoen is, het hoofsaaklik op beide groei en reproduksie gehandel. Hierdie studies het egter nie spesifieke gefokus op die bepaling van die invloed wat verskillende omgewingsfaktore op die groei van saamgestelde (d.i. Composite) en die Tswana vleisbeesrasse het nie. Die bepaling van ʼn nasionale vleisbees rekordhouding- en prestasietoetsskema verg kennis van die mees gepaste metode om velddata vir vaste effekte soos geslag van die kalf en ouderdom van die moeder aan te pas. Hierdie aanpassingsmetodes sal lei tot die regverdige vergelyking van geboorte- en speengewigte tussen manlike en vroulike diere, sowel as van kalwers gebore van jong, volwasse of ou moeders. Tans is daar geen inligting oor aanpassingfaktore vir die Tswana en saamgestelde vleisbeesrasse in Botswana bekend nie. Geen genetiese parameters vir groei-eienskappe vir geeneen van die rasse is beskikbaar nie en word benodig vir die implementering van die prestasie skema in Botswana. Die saamgestelde ras is die produk van ʼn beheerde kruisteeltprogram, wat onderskeidelik die Simmental, Brahman, Tswana, Tuli en die Bonsmara beesrasse ingesluit het. Die Tswana ras is inheems aan Botswana en vanaf plaaslike bronne vir die groei evaluasie studie bekom. Omgekeerd het naspeen groeitempo afgeneem met ʼn toename in die ouderdom van die moederdier en weer begin toeneem vir ou (d.i. 13 jaar en ouer) koeie. Geboortegewig het toegeneem met die verloop van die kalfseisoen, terwyl ʼn afname in WW vir dieselfde periode aangeteken is. Verse het, wanneer hulle met volwasse koeie vergelyk is, het geboorte aan ligter kalwers gegee. Die saamgestelde ras kan dus oorweeg word vir die produksie van speenkalwers onder kommersiële intensiewe toestande, terwyl die Tswana ras, op grond van sy beter aanpassing by ekstensiewe omstandighede waar die moederlike invloed nie voorkom nie, vir produksie onder ekstensiewe omstandighede gebruik kan word. In studie 2 is die additiewe korreksie faktore vir die invloed van geslag van die kalf en moederouderdom op BW en WW apart vir die twee rasse bestudeer. Die geslag van die kalf x ouderdom van die moederdier interaksie was nie betekenisvol vir enige van die rasse nie. Dus kan geen aanpassing vir die ouderdom van die moeder binne geslagte vir enige van die twee rasse gemaak word nie. Die kleinste kwadraat gemiddeldes metode is gebruik om die ouderdomsgroepe en aanpassingsfaktore te bepaal. Die drie ouderdomsgroepe was jong (d.i. 4 jaar en jonger) koeie, volwasse (d.i. 5-12 jaar ouderdom) en ouer (d.i. 13 jaar en ouer) koeie. Daar is gevind dat manlike kalwers swaarders as hulle vroulike eweknieë is. Die aanpassingswaarde vir die geslag van die kalf vir BW en WW was 2.75 kg en 8.21 kg in die Tswana en 2.84 kg en 10.11kg vir die saamgestelde ras. Geboortegewig en WW het toegeneem met ʼn toename in die ouderdom van die moeder. Dit het ʼn maksimum bereik in volwasse koeie en afgeneem vir koeie ouer as 13 jaar. Die aanpassingsfaktore vir die ouderdom van die moederdier vir BW in die 3, 4 and 13+ jarige ouderdomsgroepe vir die Tswana ras was onderskeidelik 1.74 kg, 0.96 kg en 1.87 kg. Die ooreenstemmende waardes vir die saamgestelde ras was onderskeidelik 2.28 kg, 0.94 kg en 2.06 kg. Aanpassingsfaktore vir WW vir die Tswana ras was 10.36 kg en 5.46 kg vir onderskeidelik die 3-4 jaar en 13+ jaar en ouer ouderdomsgroepe. Aanpassingsfaktore vir WW in die Composite ras was 13.84 kg, 3.20 kg en 9.58 kg vir onderskeidelik die 3 jaar, 4 jaar en 13 jaar en ouer ouderdomsgroepe. Verskille in die onderskeie parameters vir die twee rasse beklemtoon die noodsaaklikheid vir die berekening en toepassing van die onderskeie aanpassingfaktore vir en binne elke ras. Studie 3 het die bepaling van die genetiese parameters vir BW, WW, ADG1, 18MW en ADG2 behels. Enkel- en multivariaat analises is gebruik vir die skatting van die (ko)variansie komponente deur ʼn direkte diermodel (AM) en ʼn dier-maternale model (AMM) vir die twee rasse te pas. Direkte oorerflikhede vir BW, WW, ADG1, 18MW en ADG2 vir die Tswana ras was onderskeidelik 0.45, 0.32, 0.37, 0.31 en 0.31, vir ʼn enkelvariaat AM analise. Die pas van ʼn AMM het direkte oorerflikhede van 0.31, 0.20 en 0.16 vir onderskeidelik BW, WW and ADG1 gegee, terwyl die maternale oorerflikhede onderskeidelik 0.11, 0.15 en 0.21 was. Vir die saamgestelde ras was die direkte oorerflikhede vir BW, WW en ADG1 onderskeidelik 0.58, 0.32 en 0.30 vir die enkelvariaat AM analise. Verdeling (partisie) van die AMM het direkte oorerflikhede vir BW, WW en ADG1 van onderskeidelik 0.55, 0.17 en 0.14 gegee, terwyl die ooreenstemmende maternale effekte onderskeidelik 0.09, 0.15 en 0.15 was. Die genetiese korrelasies tussen die drekte en maternale effekte was positief en tussen 0.20 en 0.89. Met die multivariaat analise en die pas van die AM, is direkte oorerflikhede van 0.45, 0.37, 0.34, 0.39 en 0.31 vir onderskeidelik BW, WW, ADG1, 18MW en ADG2, vir die Tswana ras bereken. Genetiese korrelasies tussen die groei eienskappe het gewissel tussen 0.16 tot 0.97. Direkte (en maternale) oorerflikhede vir BW, WW en ADG1 was onderskeidelik 0.31(0.11), 0.19(0.15) en 0.14(0.17), vir die Tswana ras. Korrelasies tussen die direkte oorerflikhede vir BW, WW en ADG1 het gewissel tussen 0.45 en 0.95, terwyl die maternale effekte tussen 0.12 en 0.99 gewissel het. Die grootte van die oorerflikhede dui op die moontlikheid van genetiese vordering wat deur seleksie in beide rasse gemaak kan word. Seleksie op grond van WW blyk die mees gepaste wyse te wees waarmee genetiese vordering binne die Tswana ras gemaak kan word, sonder enige langtermyn nadelige effekte.

This study relates to the reforms by the Education Ministry in Botswana of decentralising the coordination of teachers’ In-service Professional Development (IPD) to the Regional Offices with the overall aim of improving students’ academic performance (Republic of Botswana, 2006). In the absence of other research data, the study aims to understand how secondary school teachers of agriculture in Botswana perceive their IPD. The study endeavours to identify gaps in current IPD provision and make recommendations to guide IPD policy reforms at regional level. Based on a review of the literature and the overarching research purpose, a set of research questions was devised. Considering the research questions, a Realist perspective to the research that endorses a flexible pragmatic stance was adopted. The research employed a mixed methods design. A questionnaire was developed and administered to all the Agriculture teachers in the Central Region (n=247). A purposive sample of teachers (n=36) and every Agriculture Education Officer (n=8) were interviewed. The quantitative data was analysed using SPSS software, with descriptive and inferential statistics reported. A coding guide was developed to analyse the interview transcripts which was done with the assistance of NVivo software (Bazeley, 2007). The findings show that the main source of motivation for teachers to attend IPD is to update their knowledge and skills in the subject. The study revealed workshops and meetings to be the most popular IPD opportunities of all IPD opportunities found to be relevant by teachers. The study also identified satisfactory and unsatisfactory characteristics of IPD; the contextual factors that adversely influence IPD in the region; and a wide range of IPD needs. The findings have implications for future IPD policy reforms; most important of these include the need to:  adequately resource IPD and create time for it as an integral part of the education programme;  remove restrictions associated with funding teachers’ enrolment in part time courses;  revise teachers’ workload policy to help them find time for IPD; and  have IPD emphasise acquisition of agriculture skills by teachers. Beyond policy, the findings also suggest improvement of the design and organisation of IPD, which include strategies for making IPD interesting, meaningful, sustainable and accessible to all teachers in the region.

Five methods to measure the saturated hydraulic conductivity of Arizona irrigated soils were evaluated using the in-situ single ring, double ring, compact constant head permeameter methods, and with tempe cells (soil cores) in the laboratory. Ten Arizona irrigated soils were studied, and the textures of these soils ranged from sand to silty clay. Three water qualities were evaluated, namely the local water, gypsum in local water, and gypsum water (0.005M CaSO₄ · 2H₂O solution). Sites were selected to provide soils having a wide range of soil characteristics and detailed laboratory and field morphology data were measured including soil texture, bulk density, soil aggregation, stickiness, plasticity, moisture retention at various tensions, ECₑ, and pHₑ. The results showed that the double ring method was the better in-situ method. The relationships between soil properties and K(sat) were evaluated, and soil properties were examined as predictor variables for K(sat) in stepwise multiple-regression. Stepwise multiple-regression criteria were set at a probability of F to enter ≤ 0.5 and probability of F to remove ≥ 0.1. Six models are presented that can be used in predicting K(sat). Each model has a subset of field and laboratory predictor variables selected based on stepwise multiple-regression criteria, and with some personal judgment. Casewise diagnostics were used to test model performances.

Kansas State University uses a variety of animals to fulfill the University’s research and teaching mission. K-State maintains a single Institutional Animal Care and Use Committee (IACUC) to oversee the use of all vertebrate animals used in research and teaching at K-State. K-State’s program is AAALAC accredited. The Association for the Assessment and Accreditation of Laboratory Animal Care, International (AAALAC) is a non-profit organization with the mission to promote the humane care of animals used in research and teaching. AAALAC is a private member association that evaluates and accredits member organizations by utilizing a peer review process. Accreditation signifies that an animal care and use program goes beyond meeting minimum standards required by law and strives for excellence to better meet the needs of the animals in their care. However, K-State’s accreditation is university-limited, meaning not all colleges that use animals for research and teaching are accredited. The College of Agriculture is not included in the accreditation even though it supports 15 animal facilities within the Department of Animal Science & Industry (AS&I) and 2 facilities located at Agricultural Experiment Stations (AES). Species housed in these facilities include; cattle, horses, swine, sheep, goats, and poultry. AAALAC reports that accreditation of agricultural animal programs lags behind other animal research and teaching programs. This may be due to multiple factors such as; minimal research funding sources require institutions to be accredited, minimal funding to make necessary facility upgrades, and a lack of conviction of how accreditation may benefit an agricultural animal program. This paper begins to discuss the scope of the program, identify common deficiencies, and provide suggestions for program improvement. As public pressure increases to improve care of animals in research and agricultural settings, it would benefit K-State to accredit all the institution’s animal facilities. The IACUC is a key player in this effort but support from K-State institutional leadership and the College of Agriculture is paramount. Those at K-State know the importance of the care we provide the animals in our facilities, but obtaining AAALAC accreditation will show our peers, supporting institutions, and our students that we strive for excellence in care of all our animals.

The study sought to ascertain staff competencies in the planning and establishing of an institutional repository at the Botswana University of Agriculture and Natural Resources (BUAN). In addressing the above objective, the study used the innovation-decision making process of the Diffusion of Innovations (DoI) theory (Rogers 1983) to formulate the following critical questions to guide the study: What knowledge, skills and personal attributes are required in the planning and establishing of a successful institutional repository in an academic institution?; Do BUAN staff (academics and relevant support staff) have the knowledge, skills and personal attributes necessary for planning and establishing a successful repository?; How significant a role do personal attributes such as attitudes and perceptions play in the planning and establishing of an IR at BUAN?; and, What measures may be put in place to reinforce the planning and establishing of an institutional repository at the BUAN Library? The research paradigm suitable for this study was the pragmatic paradigm because of diverse types of data used in the study. The study employed a convergent parallel mixed methods design by using both quantitative and qualitative research methods to collect data concurrently. It adopted a case study approach as the researcher undertook an in-depth enquiry into staff competencies in the planning and establishing of an institutional repository at BUAN. The study population consisted of 201 BUAN academics, three Library repository staff, and two Information Technology (IT) staff. Semi-structured interviews were used to source data from purposively selected library repository staff and BUAN IT staff. A structured questionnaire was administered to the academics. Descriptive statistics was used in the analysis of the study’s quantitative data and thematic content analysis for its qualitative data. A number of knowledge sets, skills and personal attributes emerged from the study as being required in the planning and establishing of a successful repository at BUAN, critical amongst these being knowledge of metadata and metadata standards. An important recommendation emanating from the study related to repository advocacy and outreach among BUAN academics as well as on-going training of library repository staff to keep them abreast of latest repository developments.

This thesis analyses agrarian development in the Natal Midlands during the 1940s and 1950s. Based predominantly on archival and primary sources, it seeks to provide some empirical evidence in an area where such information is sorely lacking. The first chapter briefly analyses the national agricultural economy in the 1940s before turning to the Natal Midlands. The importance of urban factors in fuelling the post-war boom is examined, as is the way in which different groups of farmers reacted to these developments. The second chapter discusses the position of farm workers. The system of labour tenancy is considered and stress is laid on the various tensions within the system which became prominent at this time. The use of the courts and the police in helping farmers control their workers, informal methods of control and labourers' resistance are also examined. The next chapter discusses the severe farm labour shortage and shows how it emerged from the tensions within labour tenancy and the increasing urban opportunities seized by farm workers. Attention is also paid to the farm labour policies of the pre-apartheid state and these are compared with the policies demanded by organised agriculture. The final chapter examines these processes during the 1950s. The effect of the slowdown in agricultural growth is discussed as is the limited success of the apartheid state's farm labour policies. It is suggested that the key to understanding the state's lack of success lies in differentiating between different categories of farmers. The agricultural crisis in the late 1950s and its effects are also analysed. Finally, it is suggested that the key determinants of agrarian development are accumulation and struggle rather than state policies.
