Resumen

The thesis examines the role of the state in the agriculture sector with particular emphasis on policy formation and it's effects on rural Wales. Sociological theories of the state are examined and an 'institutional' approach is adopted which focusses attention on the institutional actors in the policy process. Policy is made by these actors albeit under certain external constraints. A brief analysis of state intervention in the UK is provided. This is treated historically and traces the-changing pattern of state involvement in the industry. Likewise, the UK policy process is briefly examined and the main institutional actors are identified. At the Welsh level, the effects of state intervention on the structure of Welsh agriculture are documented. This is also treated historically. Attention is then directed to the Welsh institutional actors and their role in the agricultural policy process. In particular, the role of the Farmers' Unions is examined, looking closely at their relationships with state agencies. The activities of non-agricultural state agencies operating in rural Wales are also examined. The question is asked whether the traditional dominance of agricultural policy in the Welsh rural areas is about to come to an end. While some evidence is put forward to support this, the situation is by no means clear and no definitive answer can be provided. In conclusion, it is argued that the effects of past agricultural policies on the communities of rural Wales have been extremely damaging, and some reorientation of policy is clearly needed. However, the institutional. analysis indicates that such a reorientation will be extremely difficult to achieve.

CHDS State/Local Approved for public release, distribution is unlimited To defend American agriculture against foreign or domestic terrorism, it is essential that states build multi-state partnerships to provide for the collaborative plans, programs and operations needed to protect the nations food security. The National Homeland Security Strategy puts states on the front lines in the war against terrorism---including the struggle to secure the agriculture industry from potentially devastating attack. The issues surrounding agro-terrorism are vast and complex and the resources of the Federal government to address these issues are limited and overextended. If states attempt to address this threat independently, important opportunities to reduce vulnerability and enhance capability will be lost. To achieve the capabilities needed for agro terrorism detection, mitigation, preparedness and response, states must collaborate to build the partnerships and programs their citizens require. This thesis argues multi-state partnerships are critical to defeating this threat as well as providing a robust response to an attack. Whether intentionally introduced or naturally occurring , infectious diseases can easily cross state borders before an outbreak is even detected. States must be prepared to act quickly to mitigate the effects of any crisis. There is a significant opportunity for states to strengthen their abilities to provide for a stronger agriculture counter terrorism preparedness system. The states can further their ability to combat attacks on agriculture actively by demonstrating leadership in implementing administrative agreements and ultimately adopting compact(s) between states as well as with the private sector. Master of Science Department of Anatomy and Physiology Lisa C. Freeman Kansas State University uses a variety of animals to fulfill the University’s research and teaching mission. K-State maintains a single Institutional Animal Care and Use Committee (IACUC) to oversee the use of all vertebrate animals used in research and teaching at K-State. K-State’s program is AAALAC accredited. The Association for the Assessment and Accreditation of Laboratory Animal Care, International (AAALAC) is a non-profit organization with the mission to promote the humane care of animals used in research and teaching. AAALAC is a private member association that evaluates and accredits member organizations by utilizing a peer review process. Accreditation signifies that an animal care and use program goes beyond meeting minimum standards required by law and strives for excellence to better meet the needs of the animals in their care. However, K-State’s accreditation is university-limited, meaning not all colleges that use animals for research and teaching are accredited. The College of Agriculture is not included in the accreditation even though it supports 15 animal facilities within the Department of Animal Science & Industry (AS&I) and 2 facilities located at Agricultural Experiment Stations (AES). Species housed in these facilities include; cattle, horses, swine, sheep, goats, and poultry. AAALAC reports that accreditation of agricultural animal programs lags behind other animal research and teaching programs. This may be due to multiple factors such as; minimal research funding sources require institutions to be accredited, minimal funding to make necessary facility upgrades, and a lack of conviction of how accreditation may benefit an agricultural animal program. This paper begins to discuss the scope of the program, identify common deficiencies, and provide suggestions for program improvement. As public pressure increases to improve care of animals in research and agricultural settings, it would benefit K-State to accredit all the institution’s animal facilities. The IACUC is a key player in this effort but support from K-State institutional leadership and the College of Agriculture is paramount. Those at K-State know the importance of the care we provide the animals in our facilities, but obtaining AAALAC accreditation will show our peers, supporting institutions, and our students that we strive for excellence in care of all our animals.

Resumen

This thesis focuses on the past, present, and future of food sustainability on Maui. It begins by explaining ancient Hawaiian agriculture and how this complex system of agriculture was deeply rooted in the customs and traditions of the Hawaiian people. The second section explores how this sustainable agricultural system changed after the arrival of Captain Cook in 1778. After western settlement, land that was once a communal resource became privatized. As land ownership shifted, the traditional subsistence agricultural system of Hawai’i began to change. Export crops such as sugar cane and pineapple became more widespread. As these crops shifted the way land was utilized in Hawai’i, the islands reduced the amount of crops grown for local consumption and became increasingly reliant on imported foods. The last section stresses the necessity of increasing the production of locally grown food on Maui. It discusses the locally grown food movement that has developed on Maui, and addresses the obstacles that prevent more food from being grown locally. Lastly, it suggests strategies to increase the amount of food produced for local consumption so that Maui can secure a more sustainable agricultural future.

Although agri-environmental policies represent only a small part of the agricultural support system, they symbolise a major change in the direction of government policy. Consequently, the move from supporting farmers for food production to supporting them for looking after the environment, involves a significant change in the culture of farming. In this thesis, the way farmers gave meaning to the changes occurring in agriculture, and to the growing importance of conservation issues, was considered. An actor-oriented approach was used to theorise farmers' interpretations of the situation in agriculture. This approach acknowledged individuals as knowing, active subjects directing their lives, but the importance of external conditions in facilitating and constraining farmers' choices and interpretations was recognised. The research was carried out in southern Scotland, where farmers' perceptions of changing agriculture, in the light of the designation of the Southern Uplands Environmentally Sensitive Area (ESA) scheme, were examined. In-depth, qualitative interviews with farmers were the main source of data. Major themes in farmers' interpretations of the situation in agriculture were the uncertainty and growing bureaucracy in farming. Additionally, many farmers felt they were increasingly dependent on, and controlled by, the government. The changing role of farmers in society was of interest; many felt that the status of farmers had declined. Whereas previously the public depended on them for food production, now farmers were reliant on public support. Farmers' construction of conservation, their views of Nature, and the meanings they attached to conservation activities, were examined. Their perceptions of conservationists were found to influence interpretations of conservation.

Resumen

American agriculture in the twentieth century underwent immense transformations. The triumphs in agriculture are emblematic of post-war American progress and expansion but do not accurately depict the evolution of American agriculture throughout an entire century of agricultural depression and economic failure. Some characteristics of this evolution are unprecedented efficiency in terms of output per capita, rapid industrialization and mechanization, the gradual slip of agriculture's portion of GNP, and an exodus of millions of farmers from agriculture leading to fewer and larger farms. The purpose of this thesis is to provide an environmental history and political ecology of overproduction, which has lead to constant surpluses, federal price and subsidy intervention, and environmental concerns about sustainability and food safety. This project explores the political economy of output maximization during these years, roughly from WWI through the present, studying various environmental, economic, and social effects of overproduction and output maximization. The complex eco system of modern agriculture is heavily impacted by the political and economic systems in which it is intrinsically embedded, obfuscating hopes of food and agricultural reforms on many different levels. Overproduction and surplus are central to modern agriculture and to the food that has fueled American bodies for decades. Studying overproduction, or operating at rapidly expanding levels of output maximization, will provide a unique lens through which to look at the profound impact that the previous century of technological advance and farm legislation has had on agriculture in America.

Bibliography: leaves 204-212. This thesis analyses agrarian development in the Natal Midlands during the 1940s and 1950s. Based predominantly on archival and primary sources, it seeks to provide some empirical evidence in an area where such information is sorely lacking. The first chapter briefly analyses the national agricultural economy in the 1940s before turning to the Natal Midlands. The importance of urban factors in fuelling the post-war boom is examined, as is the way in which different groups of farmers reacted to these developments. The second chapter discusses the position of farm workers. The system of labour tenancy is considered and stress is laid on the various tensions within the system which became prominent at this time. The use of the courts and the police in helping farmers control their workers, informal methods of control and labourers' resistance are also examined. The next chapter discusses the severe farm labour shortage and shows how it emerged from the tensions within labour tenancy and the increasing urban opportunities seized by farm workers. Attention is also paid to the farm labour policies of the pre-apartheid state and these are compared with the policies demanded by organised agriculture. The final chapter examines these processes during the 1950s. The effect of the slowdown in agricultural growth is discussed as is the limited success of the apartheid state's farm labour policies. It is suggested that the key to understanding the state's lack of success lies in differentiating between different categories of farmers. The agricultural crisis in the late 1950s and its effects are also analysed. Finally, it is suggested that the key determinants of agrarian development are accumulation and struggle rather than state policies.

Concluímos que os subsídios conferem às fazendas a capacidade de continuar funcionando numa lógica que privilegia os negócios de diversos segmentos dos CAI, apesar de elas serem frequentemente deficitárias. Neste contexto, é improvável que as políticas de subsídio sejam resultado apenas do interesse de grupos de produtores agrícolas. O objetivo da tese não é refutar a análise pluralista ¿ a dominante ¿ da concessão de subsídios agrícolas. É oferecer um ângulo alternativo e complementar para a análise deste fenômeno. Nosso estudo sobre a economia política dos CAI demonstra que diversos interesses, incluindo os de Estado, compõem os consensos que ordenam o funcionamento da acumulação capitalista nos referidos Complexos. Conclui-se que a resiliência dos subsídios agrícolas nos EUA decorre de uma fonte de poder político muito maior e mais difusa do que a que emana das cerca de 40% das fazendas americanas que recebem subsídios Abstract: The mainstream analysis of agricultural protectionism in the U.S. emphasizes the relationships between interest groups and legislators, as well as the institutional environments in which agricultural legislation is drafted. Although these relationships are of highest importance, agricultural policy should be examined in a larger and more complex context, since agricultural activity itself, within farms, is only a small part of the agrifood systems responsible for most of the food and fibers supply. We resort to the notion of Agroindustrial Complex (CAI, in Portuguese) to examine the source of the political power that keeps the subsidy programs in operation, even with all the American and foreign criticism to them. We conclude that subsidies allow farms the ability to continue running in a logic that favors the business of various segments of the CAI, although the farms are often deficient. In this context, it is unlikely that the subsidy policies are the result of farm groups¿ interest only. The aim of the thesis is not to refute the dominant, pluralist analysis of the politics agricultural subsidies. It is to offer an alternative and complementary perspective to analyze this phenomenon. Our study of the political economy of CAI shows that various interests, including the State ones, arrange the consensus that orders the functioning of capitalist accumulation in these Complexes. The farms producing subsidized commodities are very important pieces for the dynamics of sectors closely related to the sophisticated American agriculture, of which four are highlighted: agricultural inputs suppliers (machinery, chemicals, seeds, etc.); processors (food and animal feed industry, merchants), financial services (credit, insurance), real estate (land owners). The State, in turn, is an actor interested in this model and not just an arena where societal groups engage in political disputes. Resumen

Literature on sustainable agriculture was examined using qualitative research methods to identify institutional barriers to the transition to sustainable agriculture, and solutions to overcome them. Information was also collected from different participants in the food and agriculture system by conducting interviews and workshops, and by soliciting comments on discussion papers of preliminary findings. An explanatory scheme (or general theory) was developed to organize strategies for overcoming institutional barriers using an efficiency--substitution--redesign framework. Efficiency strategies involve minor changes to existing activities, resulting in more efficient resource use. Substitution strategies involve replacing one product, technique or activity with another. Redesign strategies require solutions and institutional activities that mimic ecological processes. Solutions consistent with each category are analyzed and discussed in the areas of research, education, technology transfer, government programs and regulations, taxation, safety nets, consumer activism, marketing and advertising, corporate legal status, and organizational design and management.

Resumen

This study applies Destler's institutional counterweights to Putnam's two-level analysis, substituting Liberal Institutionalism and Realism for internationalism and isolationism, in a comparative case study of the roles played by the U.S. and the EC in multilateral trade negotiations in agriculture under the aegis of the General Agreement for Tariffs and Trade during the first half of the Uruguay Round. Using game theory as an analytical tool in the process, this present study demonstrates that a clear pattern emerges in which stages of cooperation and deadlock can be easily anticipated in games of Chicken and Prisoners' Dilemma in accordance with various but predictable levels of institutional influence.

Resumen

Five methods to measure the saturated hydraulic conductivity of Arizona irrigated soils were evaluated using the in-situ single ring, double ring, compact constant head permeameter methods, and with tempe cells (soil cores) in the laboratory. Ten Arizona irrigated soils were studied, and the textures of these soils ranged from sand to silty clay. Three water qualities were evaluated, namely the local water, gypsum in local water, and gypsum water (0.005M CaSO₄ · 2H₂O solution). Sites were selected to provide soils having a wide range of soil characteristics and detailed laboratory and field morphology data were measured including soil texture, bulk density, soil aggregation, stickiness, plasticity, moisture retention at various tensions, ECₑ, and pHₑ. The results showed that the double ring method was the better in-situ method. The relationships between soil properties and K(sat) were evaluated, and soil properties were examined as predictor variables for K(sat) in stepwise multiple-regression. Stepwise multiple-regression criteria were set at a probability of F to enter ≤ 0.5 and probability of F to remove ≥ 0.1. Six models are presented that can be used in predicting K(sat). Each model has a subset of field and laboratory predictor variables selected based on stepwise multiple-regression criteria, and with some personal judgment. Casewise diagnostics were used to test model performances.

Resumen

CHDS State/Local Approved for public release; distribution is unlimited ttle understanding of the abilities and capabilities of state departments of agriculture related to homeland security initiatives. The challenge is that these programs tend to fall between agriculture and homeland security programs. This research involved interviewing representatives of 24 state departments of agriculture to identify success factors and barriers related to homeland security programs. Respondents reported multi-state agriculture groups, public-private partnerships, and organizational structure as success factors in building successful homeland security programs. This research found that lack of information sharing, a disconnect between the federal and state government, and inadequate funding created barriers to the implementation of constructive homeland security programs. To better position the homeland security programs within state departments of agriculture, this research provides several recommendations. Given the diversity of the roles and responsibilities in agriculture agencies, it is not possible to develop a model program for every state. These recommendations identify components of a model program that agencies could selectively use to enhance the effectiveness of homeland security programs.

Resumen

This study sought to determine: (a) the essential elements of a viable artificial insemination program for the Fulani Tribesmen in Kaduna State, Nigeria, and (b) to determine if the essential elements of a viable artificial insemination program exist in Kaduna State, Nigeria. This study was conducted from April 15 to May 15, 1985, in the Artificial Insemination (AI) Subcenters of Zaria, Katsina, Kabomo, Kaduna, Ikara, Zonkwa, Kurmin-Biri, and Kauranjuli. The data presented in this study were collected by personal interviews with Fulani Tribesmen. The population of this study was from a partial list of Fulani Tribesmen who have had AI performed on their dairy cattle by the cooperative inseminators in the subcenters. The statistical analysis showed an overview of herdsmen reactions to each question. The use of additional statistical tests to determine the degree of significance was not appropriate because the respondents were not randomly selected. The writer did not know in advance the number of Fulani Tribesmen that constituted the total population of the AI system in the subcenters. Noneconomic analysis of this research study includes five linked essential elements of a viable AI program. These elements are: (1) high performance bulls with quality semen, (2) skilled dependable AI technicians, (3) healthy cows, (4) functional communication and transportation resources, and (5) cooperative and informed farmers. This study concluded that four of the five essential elements for a viable AI program currently do not exist for the Fulani Tribesmen in Kaduna State, Nigeria. As a result of this study, it was determined a viable AI program for the Fulani Tribesmen in Kaduna State, Nigeria, is not feasible under the present situation.
