Resumen
The role of digital technologies in the management of production and technological processes in fruit growing on the example of the protection of fruit plantations and yield is revealed. On the example of the Krasnodar Region, basic elements of a process control model for protecting fruit planting from a specifi c disease or pest are proposed for the elaboration of digital technologies: a theoretical basis that reveals the organizational and functional structure of the control of protection processes; structural analysis of components of the protection process control model and optimization of the parameters of plant protection systems to ensure high biological and technological-economic effi ciency; design algorithm for the protection process management model, development of methods and cost optimization for protective measures according to the criteria of biological and environmental and economic effi ciency. The algorithm of the organizational structure of the management methodology, which is the basis for the development of digital technologies for managing production processes in commercial fruit growing is presented, the functional content of the stages of the algorithm is considered. An algorithm is proposed for the development of digital technology for process control, including: the formation of multifunctional databases and data banks, as well as an empirical database and geocoded data collection; diagnosis of diseases and pests; development of plant protection systems; selection of the optimal protection system; development of regulations for the use of chemical and biological agents; assessment of the biological and environmental and economic eff ectiveness of plant protection systems and yield; substantiation of the optimal parameters of the plant protection system and the yield. A predictive assessment of the eff ectiveness of the use of digital technologies in managing the protection of fruit plantations against diseases and pests is given: a comprehensive digitalization of the plantation protection processes, according to empirical data obtained through the use of individual digital technology elements in agricultural organizations of the Krasnodar Region, North Caucasian Federal Scientifi c Center of Horticulture, Viticulture, Wine-making, data of the Ministry of Agriculture of Russia. This will allow reducing labor costs by collection, processing of information to justify the optimal solution on the application of system for protecting plantings and yield from pests and diseases, on average, 2 times as compared with traditional systems, comprehensive accounting of all factors that infl uence or determine the state of the system, 2 times higher labor productivity, cost savings on protective measures by 23 % on average, increased production effi ciency and the competitiveness of fruit products.

Purpose – Disaster management is an issue that has received relatively little attention in libraries, particularly in India. With the growth in digital resources in libraries, it is necessary for librarians to understand and apply the ways of protecting digital data and the related equipment from disaster. The purpose of this paper is to address the issues related to digital data protection in libraries in India. It aims to investigate the perceptions of librarians about the probability of digital disasters happening in their libraries, and to assess the level of digital disaster preparedness among libraries. Design/methodology/approach – A questionnaire based survey of 276 libraries in the Western region of India was conducted to find out the digital data protection measures taken by them. The paper provides an overview and analysis of the general trends in digital data protection in these libraries. Findings – The research results indicate that due to lack of knowledge about handling of digital data, and inadequate digital infrastructure setup in organizations, the chances of loss of digital data are high. However, common measures like taking backup of data manually are mostly followed by all libraries. The paper has identified the trends in protection of digital data, as well as the lacunae, in Indian libraries. Basic guidelines on digital data preservation are also presented in the paper. Practical implications – The guidelines provided in the paper will be useful to any libraries to take measures for protection of the digital data. The libraries will be able to prepare their digital data protection plan and train the staff accordingly. Originality/value – This paper is the first to address the issue of digital disaster management in libraries in India. It provides a detailed analysis of digital data protection measures taken by Indian libraries currently.

The study examines the positive and negative aspects of the spread of digital technologies on legal relations with the participation of consumers. The relevance of the research is due to the complexity of the online environment, in which consumers are vulnerable to risks and challenges that affect their ability to participate in digital transformation. The categories of persons most vulnerable in the digital age are considered; factors contributing to this process; possible counteraction measures by the competent authorities. The purpose of studying these issues is to determine the basis of legal regulation of relations arising in connection with the digitalization of the economy, as well as to justify the improvement of domestic legislation in this area. The main research method was a systematic analysis of the categories “digital environment” and “consumer rights”, as well as a general scientific dialectical method, specific scientific and empirical methods of cognition. The study confirmed the hypothesis that consumers of digital goods (services) are less protected than consumers of traditional goods (services), however, the authors conclude that it is necessary to equally protect the rights of consumers of all social groups, while establishing special protection measures for the most vulnerable of them.

There is usually no information about permissible error of current transformers in modes succeed by large relative short-circuit current, at which microprocessor-based protections operate stably. By this reason, it is necessary to use data, defined for analog relays. It leads to value appreciation of a project because it is often essential to reduce current transformers’ error in case of a short circuit fault. Therefore, it is necessary to define the value of current transformers’ error, permitted for impedance relays. Conclusions of fundamental and applied sciences (mathematical analysis, theoretical foundations of electrical engineering, theory of simulation), analytical methods of researching nonlinear circuits and digital signal processing were used. A simulation model was created for setting overall tests of the current trans-former (CT) system. It was a relay protection device that reflected all the important properties of studied objects and allowed an analysis of digital distance protection’s operation at high levels of short-circuit currents. The factors influ-encing over digital distance protection’s operation in case of deep saturation of CTs were revealed, and a certain algorithm for definition of the permissible CT errors was proposed. Stable operation of digital distance protection was observed in case of a fault nearby the place of current transformers’ setting in all theoretically possible combinations of electrical system’s power and length of a protected electric power transmission line. It is valid if electric load choice is carried with account for stable protection’s operation in condition of a fault in the computational point and if voltage swell in secondary wirings is infeasible.

The extensive technological developments have imposed a new reality to be dealt with particularly in the fields of modern communications, like the Internet. According and encounter then legally rights of individuals have been in fringed more particularly, the right of authors in the Framework of the Digital Environment. As it is known that electronic publishing has achieved many advantages as the easiness in publishing and the fast spread around the world decreasing of the value of publishing costs when compared with the traditional publishing. In spite of that, the electronic publishing has contributed to decreasing the legal protection granted for the authors in the framework digital environment due to the emergence of technical measures that nullify all the means of protecting author’s literature. For this reason, it is necessary to make a study concerned with evaluating the civil protection for the published literature in the framework of the digital environment, in the law of protection the right of Iraqi author through an analytical study which aims at investigating: the effectiveness of the machinery taken in order to protect the right of the Iraqi authors by dealing with the protection, on the one hand, and the civil means available to protect the published literature in the digital environment, on the other.

At a new stage in the development of digitalization, the main challenge is the expotential growth of quantity, quality, diversity of links between citizens, organizations, development institutions and legal regulation, public authorities. Interrelations are dynamic and unstable due to a number of factors because of insufficient synchronization between all elements of socio-economic systems and institutions.The paper examines topical issues of competition law in terms of legal regulation of digital markets. The authors provide for the legal interpretation of the digital market. Key aspects of legal regulation of digital markets are defined. The authors propose instruments of legal regulation of emerging digital markets for the Russian Federation. Their proposals are based on generalization of European experience and practice of the OECD countries.The authors substantiate that widespread digitalization threatens to monopolize economic relations. And this is monopolization of a new, not classical character. Therefore, it is important to identify properly the forms and methods of legal protection of competition in specific digital markets.Based on the results of the study, the authors conclude that the development of the digital economy and the formation of new market relations establish prerequisites for the improvement of antimonopoly regulation, legal rules unification for the protection of competition in global digital markets. Digital markets differ from traditional ones. Therefore, they need special legal regulation. The practice of antimonopoly regulation in the OECD countries should be considered in the context of their consistency with Russian legislative conditions.

Several platform companies have been successful in competing with digital piracy by producing consumer-friendly services. Nowadays, however, the digital content service market has become more monopolized than ever, which forms barriers to the entry of new platform companies. The platform monopoly would cause considerable problems both to content providers and consumers as it limits the choice of consumers. To remove the platform monopoly in digital content markets, we propose a public blockchain-based digital content service method. The proposed method encrypts the digital content to a self-decryptable form, which we call Smart Propertized Digital Content (SPDC), and utilizes the decentralization and traceability of the public blockchain to provide a non-monopolistic ecosystem for the management and distribution of the SPDC license. The proposed method can be more beneficial both to content creators and users than the current winner-takes-all platform model. For instance, users can download SPDC once and play many times without requesting the decryption key, and SPDC owners can make SPDC licenses to be time-limited, device-limited, resellable, or terminated without resorting to help from other intermediaries. We conducted the threat analysis on the proposed method by examining possible attacks in various scenarios. Based on threat analysis, we conclude that the proposed method can provide a new type of digital content service ecosystem that can be operated in a completely decentralized way and neutrally beneficial to all participants.

The Centre for Intellectual Property and Information Technology Law (CIPIT) has been studying the impact of digital identities on society. This has included policy research on the legal and technical aspects of the national digital ID system Huduma Namba under which the Government is integrating all its identification documents. This research shows that the national digital identity system also integrates with privately issued digital identities such as mobile phone numbers and social media accounts. We anticipate that as national digital ID uses increase, so will the linkage with private systems. This is already evident from e-government services, where payments for Government services, such as passport applications, drivers’ licences, national health insurance and hospital bills in public hospitals are made using mobile money platforms. We also appreciate that private digital ID is more developed and has more uses than national digital ID. For example, a 2019 survey, undertaken by the Central Bank of Kenya (CBK), estimates that access to financial products had risen from 26.7% in 2006 to 89% of the population in 2019. This is attributed partly to the availability of digital products such as “mobile banking, agency banking, digital finance and mobile apps”. These products make use of personal data, which broadly falls under digital identities. This study seeks to understand the privacy implications of digital ID by looking at digital lending apps.

Although Data Protection is affecting Competition Law, as well as other fields of law, it is always important to have in mind its purposes and goals in order to not merge what should not be merged.

A power system protection system consists, at least, of an instrument trans- former, a protective device (relay), and a circuit breaker. Conventional instrument transformers bring currents and voltages from power network levels to much lower scaled-down replicas that serve as input signals to protective relays. The relay's function is to measure input signals (or a relationship among them in some cases) and compare them to defined operating characteristic thresholds (relay settings) to quickly decide whether to operate associated circuit breaker(s). Existing protection systems within a substation are based on a hardwired interface between instrument transformers and protective relays. Recent development of electronic instrument transformers and the spread of digital relays allow the development of an all-digital protection system, in which the traditional analog interface has been replaced with a digital signal connected to digital relays through a digital communication link (process bus). Due to their design, conventional instrument transformers introduce distortions to the current and voltage signal replicas. These distortions may cause protective relays to misoperate. On the other hand, non-conventional instrument transformers promise distortion-free replicas, which, in turn, should translate into better relay performance. Replacing hardwired signals with a communication bus also reduces the significant cost associated with copper wiring. An all-digital system should provide compatibility and interoperability so that different electronic instrument transformers can be connected to different digital relays (under a multi-vendor connection) Since the novel all-digital system has never been implemented and/or tested in practice so far, its superior performance needs to be evaluated. This thesis proposes a methodology for performance and compatibility evaluation of an all-digital protection system through application testing. The approach defines the performance indices and compatibility indices as well as the evaluation methodology.

The reliability of protection systems has emerged as an important topic because protection failures have critical influence on the reliability of power systems. The goal of this research is to develop novel approaches for modeling and analysis of the impact of protection system failures on power system reliability. It is shown that repairable and non-repairable assumptions make a remarkable difference in reliability modeling. A typical all-digital protection system architecture is modeled and numerically analyzed. If an all-digital protection system is indeed repairable but is modeled in a non-repairable manner for analysis, the calculated values of reliability indices could be grossly pessimistic. The smart grid is emerging with the penetration of information-age technologies and the development of the Special Protection System (SPS) will be greatly influenced. A conceptual all-digital SPS architecture is proposed for the future smart grid. Calculation of important reliability indices by the network reduction method and the Markov modeling method is illustrated in detail. Two different Markov models are proposed for reliability evaluation of the 2-out-of-3 voting gates structure in a generation rejection scheme. If the model with consideration of both detectable and undetectable logic gate failures is used as a benchmark, the simple model which only considers detectable failures will significantly overestimate the reliability of the 2-out-of-3 voting gates structure. The two types of protection failures, undesired-tripping mode and fail-to-operate mode are discussed. A complete Markov model for current-carrying components is established and its simplified form is then derived. The simplified model can appropriately describe the overall reliability situation of individual components under the circumstances of complex interactions between components due to protection failures. New concepts of the self-down state and the induced-down state are introduced and utilized to build up the composite unit model. Finally, a two-layer Markov model for power systems with protection failures is proposed. It can quantify the impact of protection failures on power system reliability. Using the developed methodology, we can see that the assumption of perfectly reliable protection can introduce errors in reliability evaluation of power systems.

This book chronicles the global anticorruption steps taken since the movement advanced after the end of the Cold War. It provides a realistic assessment of the present state of affairs by critically evaluating what existing anticorruption programs and treaties have accomplished and documenting their shortcomings, while developing an action agenda for the next decade. The authors argue that reformative action is imperative, and the forces of globalization and digital communication will level the playing field and erode the secrecy corruption requires. They define corruption, document its effects, discuss the initiatives that changed public perception, analyze the lessons learned, and then evaluate how to move forward with existing initiatives charting a new path with new, differentiated strategies.

Virtually all enterprises are regulated in a host of ways and regulation is crucial not merely to economic success but to protecting consumer, worker, environmental, and an array of other interests. Regulation, though, is often seen negatively: as a tiresome interference with entrepreneurial activity. This negative vision is unhelpful in addressing business and other needs for productive forms of regulation. Taming the Corporation offers an alternative, positive, vision of regulation. It stresses the role of good regulation in allowing businesses to flourish, serve markets effectively, and respect broader interests. This paves the way for more productive regulatory designs. It looks at the characteristics of good regulation and provides businesses, consumers, and citizens with the arguments that they need when they push for regulatory controls that serve their needs. Understandings of regulation are also served by looking at the potentially positive roles of control strategies ranging from ‘command laws’ to ‘nudges’. The book, in addition, provides a more detailed examination of three key regulatory challenges in the modern world: regulating for sustainability; addressing global warming; and controlling digital platforms. Spatial information technology provides a new applied theory and tool for the protection and utilization of natural and cultural heritage. This chapter is divided into four parts. The first part elaborates the connotation of digital heritage, the differences and connections between digital heritage and physical heritage, the technology of digital heritage formation and the research objectives and content of digital heritage. Parts 2 and 3 discuss the contents and methods of digital natural heritage and cultural heritage, respectively, and some practical case studies. In the fourth part, the future development trends of digital heritage research in protection and utilization are described, as well as six research directions that deserve attention.

AbstractAs a framework for interpreting Pliocene and Pleistocene hominin footprints, the functional implications of australopith and Homo pedal remains are reviewed. Despite minor variations in pedal proportions and articular morphology, all of these remains exhibit tarsometatarsal skeletons fully commensurate with an efficient (human) striding bipedal gait. The Middle and Late Pleistocene Homo pedal phalanges exhibit robust and distally flattened metatarsal 1 heads, hallux valgus, relatively short lateral digits with largely straight proximal phalanges with dorsally oriented metatarsal facets, all similar to those of recent humans. The Pliocene and Early Pleistocene halluces lack hallux valgus and have bulbous metatarsal 1 heads. The australopith pedal remains have lateral proximal phalanges that are relatively long and dorsally curved and have more proximally oriented metatarsal facets. In addition, pre-Upper Paleolithic Homo lateral phalanges have robust diaphysis implying the habitual absence of protective footwear, whereas the Upper Paleolithic ones are variably gracile, especially at higher latitudes, indicating more consistent use of footwear. These paleontological considerations provide a framework for interpreting the distal portions of earlier hominin footprints (especially with respect to hallucal orientation and digital length) and suggest that many of the Late Pleistocene footprints may be unrecognized given the use of footwear.

AbstractFood security continues to be significantly impacted by a growing world population, changing climate, increasing food prices and environmental burden. One of the key challenges in reducing crop losses due to pests and diseases is timely delivery of appropriate, actionable extension advice to farmers. Information and communication technology (ICT) has the potential to improve services that connect smallholder farmers to new resources and information, helping to build their knowledge and ultimately improve their livelihoods. Such ICT-driven services have seen rapid growth over the past few years, and CABI has been harnessing this technology in several programmes. This chapter provides insight into digital interventions of the global, CABI-led programme, Plantwise, which aims to assist stakeholders in developing countries to improve their plant health systems by strengthening linkages among all actors involved, so that they can prevent and manage pest outbreaks more effectively. An overview of digital interventions piloted and tested under the umbrella of the Plantwise programme is illustrated with selected case studies. Interventions include pest diagnosis and management advice delivered via a website, plant health data collection, using a customized mobile application, and educational simulation games for ongoing support.

For Precision Personalised Medicine the support of biobanks is also a very important tool.In relation to the protection of personal data, Spain has quickly implemented and adapted its internal laws to the GDPR through its new Organic Act 3/2018 of 5 of December on Protection of Personal Data and guarantee of digital rights. The new Act implements and completes some features of the GDPR, including those related to the provisions of Articles 9 and 89, in particular health related data and big data. In this way and by means of this ‘bridge’ Act, an attempt has also been made to guarantee the harmony between the GDPR and the pre-existing legislation, trying to ensure at the same time in effectiveness in promoting scientific research and in respecting for the rights of samples’ donors.

AbstractThe intersection of gaming and gambling has a long lineage. In recent years this process has amplified, arguably accelerated by developing technological infrastructures which facilitate rapid payment purchases and online and real-time systems which allow companies to communicate directly with users and users to communicate with each other. This chapter traces key issues relating to some notable recent examples of the gaming/gambling intersection. It includes controversies about the status of social casino games and loot boxes; the development and expansion of daily fantasy sports markets; the betting and wagering of skins won or bought through digital games, and; rising opportunities to bet on esports. Each exemplifies how these activities are products of a unique set of social and economic circumstances, how corporations are diversifying and becoming part of a more complex gaming/gambling ecosystem and using data to drive growth, all of which raise particular issues for consumer protection.

In section 3, one case study regarding wearable technology and the law is carried out to prove that national and European legislation are not adequate to deal with all issues and ambiguities arising from the use of novel surveillance technology at work. The chapter concludes by noting that the adoption of sector specific legislation for employees' protection is necessary, but it would be incomplete without a general framework adopting modern instruments of data protection.

Reactor protection system is one of the most important safety systems in nuclear power plant and shall be designed with very high reliability. Digital computer-based Reactor Protection System (RPS) takes great advantages over its conventional counterpart based on analog technique and faces the issues how to effectively demonstrate and confirm the completeness and correctness of the software that performs reactor safety functions in the same time. It is commonly accepted that the essential way to solve safety software issues in a digital RPS is to pass a strict and independent Verification and Validation (V&V) process, in which integrated RPS testing play an important role to form a part of the overall system validation. Integrated RPS testing must be carried out rigorously before the system is delivered to nuclear power plant. The integrated testing are often combined with the factory acceptance test (FAT) to form a single testing activity, during which the RPS is excited by emulated static and dynamic input signals. The integration testing should simulate normal operation, anticipated operational occurrences and accident conditions, as well as anticipated faults on the inputs to the DRPS such as sensors out of range or ambiguous input readings. All safety function requirements of digital RPS should be confirmed by representative testing. The design and development of a test facility to carry out the integrated RPS testing are covered in this paper, which is merged in the research on a digital RPS engineering prototype for a nuclear power plant. The test facility is based on PXI platform and LabVIEW software development environment and its architecture design also takes into account the test functions future extensions such as hardware upgrades and software modules enhancement. The test facility provides the digital RPS with redundant, synchronized and multi-channel emulated signals that are produced to emulate all protection signals from 1E class sensors and transmitters with time varied value within their possible ranges, which would put integrated RPS testing into practice to confirm the digital RPS has fully met its predefined safety functionality requirements. The designed test facility can provide an independent verification and validation process for the research of digital RPS with scientific methods and authentic data to evaluate the RPS performance thoroughly and effectively, such as measuring threshold precision and trip response time, analyzing system statistical reliability and so on.

As a safety-critical system for the NPP, the digital Reactor Protection System (RPS) has replaced the traditional analog Reactor Protection System in the most newly-built NPPs. A new type digital RPS developed by INET, Tsinghua University, must pass the hardware qualification and software Verification & Validation (V&V) to satisfy the requirements of quality criterion and safety laws. The stimulation/response testing method is always used in the integration testing phase of software V&V. The test vectors group would be very large if the digital RPS has many input variables. Therefore, In order to find out all of the failure of software, the less testing vectors would be benefit to limit the testing time and cost. A black box model is always be used for those systems with few known information for the Conner. All testing vectors would be generated by nature sequence. The black box model has good features. It does not rely on any prior knowledge about the objective system. However, the black box model may increase the average number of test vectors and average time to find out all of the failure. If a grey box model can be adopted in the testing process, a lot of known information of the objective system can be used and the test time would be saved prominently. As independent developed digital RPS by INET, there is enough information of the testing objects, which can be used to apply the grey box model on the digital RPS testing procedure and to generate the test vectors. An optimization algorithm of test vectors generating is as follows: a) Firstly, a different weight factors would be set to different combination of input variables by expert knowledge and logic design rules; b) Secondly, a particle movement algorithm is used to optimize, compare and select random test vectors by weight factors. The primary simulation results indicate that the average testing time and the number of test vectors are both less than the normal test strategy which based on the black box model. The optimization algorithm of test vectors generating based on the particle movement may be more efficient to find out all of the failure. Therefore, the testing cost and time would be saved in consequence.

This report maps the African landscape of Open Science – with a focus on Open Data as a sub-set of Open Science. Data to inform the landscape study were collected through a variety of methods, including surveys, desk research, engagement with a community of practice, networking with stakeholders, participation in conferences, case study presentations, and workshops hosted. Although the majority of African countries (35 of 54) demonstrates commitment to science through its investment in research and development (R&D), academies of science, ministries of science and technology, policies, recognition of research, and participation in the Science Granting Councils Initiative (SGCI), the following countries demonstrate the highest commitment and political willingness to invest in science: Botswana, Ethiopia, Kenya, Senegal, South Africa, Tanzania, and Uganda. In addition to existing policies in Science, Technology and Innovation (STI), the following countries have made progress towards Open Data policies: Botswana, Kenya, Madagascar, Mauritius, South Africa and Uganda. Only two African countries (Kenya and South Africa) at this stage contribute 0.8% of its GDP (Gross Domestic Product) to R&D (Research and Development), which is the closest to the AU’s (African Union’s) suggested 1%. Countries such as Lesotho and Madagascar ranked as 0%, while the R&D expenditure for 24 African countries is unknown. In addition to this, science globally has become fully dependent on stable ICT (Information and Communication Technologies) infrastructure, which includes connectivity/bandwidth, high performance computing facilities and data services. This is especially applicable since countries globally are finding themselves in the midst of the 4th Industrial Revolution (4IR), which is not only “about” data, but which “is” data. According to an article1 by Alan Marcus (2015) (Senior Director, Head of Information Technology and Telecommunications Industries, World Economic Forum), “At its core, data represents a post-industrial opportunity. Its uses have unprecedented complexity, velocity and global reach. As digital communications become ubiquitous, data will rule in a world where nearly everyone and everything is connected in real time. That will require a highly reliable, secure and available infrastructure at its core, and innovation at the edge.” Every industry is affected as part of this revolution – also science. An important component of the digital transformation is “trust” – people must be able to trust that governments and all other industries (including the science sector), adequately handle and protect their data. This requires accountability on a global level, and digital industries must embrace the change and go for a higher standard of protection. “This will reassure consumers and citizens, benefitting the whole digital economy”, says Marcus. A stable and secure information and communication technologies (ICT) infrastructure – currently provided by the National Research and Education Networks (NRENs) – is key to advance collaboration in science. The AfricaConnect2 project (AfricaConnect (2012–2014) and AfricaConnect2 (2016–2018)) through establishing connectivity between National Research and Education Networks (NRENs), is planning to roll out AfricaConnect3 by the end of 2019. The concern however is that selected African governments (with the exception of a few countries such as South Africa, Mozambique, Ethiopia and others) have low awareness of the impact the Internet has today on all societal levels, how much ICT (and the 4th Industrial Revolution) have affected research, and the added value an NREN can bring to higher education and research in addressing the respective needs, which is far more complex than simply providing connectivity. Apart from more commitment and investment in R&D, African governments – to become and remain part of the 4th Industrial Revolution – have no option other than to acknowledge and commit to the role NRENs play in advancing science towards addressing the SDG (Sustainable Development Goals). For successful collaboration and direction, it is fundamental that policies within one country are aligned with one another. Alignment on continental level is crucial for the future Pan-African African Open Science Platform to be successful. Both the HIPSSA ((Harmonization of ICT Policies in Sub-Saharan Africa)3 project and WATRA (the West Africa Telecommunications Regulators Assembly)4, have made progress towards the regulation of the telecom sector, and in particular of bottlenecks which curb the development of competition among ISPs. A study under HIPSSA identified potential bottlenecks in access at an affordable price to the international capacity of submarine cables and suggested means and tools used by regulators to remedy them. Work on the recommended measures and making them operational continues in collaboration with WATRA. In addition to sufficient bandwidth and connectivity, high-performance computing facilities and services in support of data sharing are also required. The South African National Integrated Cyberinfrastructure System5 (NICIS) has made great progress in planning and setting up a cyberinfrastructure ecosystem in support of collaborative science and data sharing. The regional Southern African Development Community6 (SADC) Cyber-infrastructure Framework provides a valuable roadmap towards high-speed Internet, developing human capacity and skills in ICT technologies, high- performance computing and more. The following countries have been identified as having high-performance computing facilities, some as a result of the Square Kilometre Array7 (SKA) partnership: Botswana, Ghana, Kenya, Madagascar, Mozambique, Mauritius, Namibia, South Africa, Tunisia, and Zambia. More and more NRENs – especially the Level 6 NRENs 8 (Algeria, Egypt, Kenya, South Africa, and recently Zambia) – are exploring offering additional services; also in support of data sharing and transfer. The following NRENs already allow for running data-intensive applications and sharing of high-end computing assets, bio-modelling and computation on high-performance/ supercomputers: KENET (Kenya), TENET (South Africa), RENU (Uganda), ZAMREN (Zambia), EUN (Egypt) and ARN (Algeria). Fifteen higher education training institutions from eight African countries (Botswana, Benin, Kenya, Nigeria, Rwanda, South Africa, Sudan, and Tanzania) have been identified as offering formal courses on data science. In addition to formal degrees, a number of international short courses have been developed and free international online courses are also available as an option to build capacity and integrate as part of curricula. The small number of higher education or research intensive institutions offering data science is however insufficient, and there is a desperate need for more training in data science. The CODATA-RDA Schools of Research Data Science aim at addressing the continental need for foundational data skills across all disciplines, along with training conducted by The Carpentries 9 programme (specifically Data Carpentry 10 ). Thus far, CODATA-RDA schools in collaboration with AOSP, integrating content from Data Carpentry, were presented in Rwanda (in 2018), and during17-29 June 2019, in Ethiopia. Awareness regarding Open Science (including Open Data) is evident through the 12 Open Science-related Open Access/Open Data/Open Science declarations and agreements endorsed or signed by African governments; 200 Open Access journals from Africa registered on the Directory of Open Access Journals (DOAJ); 174 Open Access institutional research repositories registered on openDOAR (Directory of Open Access Repositories); 33 Open Access/Open Science policies registered on ROARMAP (Registry of Open Access Repository Mandates and Policies); 24 data repositories registered with the Registry of Data Repositories (re3data.org) (although the pilot project identified 66 research data repositories); and one data repository assigned the CoreTrustSeal. Although this is a start, far more needs to be done to align African data curation and research practices with global standards. Funding to conduct research remains a challenge. African researchers mostly fund their own research, and there are little incentives for them to make their research and accompanying data sets openly accessible. Funding and peer recognition, along with an enabling research environment conducive for research, are regarded as major incentives. The landscape report concludes with a number of concerns towards sharing research data openly, as well as challenges in terms of Open Data policy, ICT infrastructure supportive of data sharing, capacity building, lack of skills, and the need for incentives. Although great progress has been made in terms of Open Science and Open Data practices, more awareness needs to be created and further advocacy efforts are required for buy-in from African governments. A federated African Open Science Platform (AOSP) will not only encourage more collaboration among researchers in addressing the SDGs, but it will also benefit the many stakeholders identified as part of the pilot phase. The time is now, for governments in Africa, to acknowledge the important role of science in general, but specifically Open Science and Open Data, through developing and aligning the relevant policies, investing in an ICT infrastructure conducive for data sharing through committing funding to making NRENs financially sustainable, incentivising open research practices by scientists, and creating opportunities for more scientists and stakeholders across all disciplines to be trained in data management.
