In transportation agencies, how to reduce maintenance and operation cost is one of the biggest and most common concerns, because their revenue is not expected to increase drastically in the future. One of the solutions undertaken nowadays is contracting out and utilizing contractors' efficiency for cost cutting and performance improvements. Actually, highway agencies in the US have already tried several pilot programs, employing performance-based contract, aiming at reducing their cost of maintenance and rehabilitation of their assets. It has been reported that these agencies achieved huge cost-reduction and performance improvement at the same time by implementing these strategies. Railway infrastructure maintenance is not outsourced as much as highway maintenance in the US. However, a theoretical discussion about outsourcing and contracting shows that railway track maintenance can be outsourced to enhance operating efficiency. Exploring the cases in several railway organizations and highway agencies, fixed-price contract with incentive schemes turn out to be mainly utilized. Evaluating maintenance contractor's performance by several comprehensive performance metrics is also a useful tool to manage and control the contractor's performance, which is linked to reward or penalty payments.
(cont.) Considering the lessons learned in the discussions above, applications for railway maintenance in JR East is discussed. Its maintenance contract structure is in the midst of transition, but still imbues a traditional style. Instead, a long-term, performance-based contract with incentive scheme is suggested to improve the efficiency of infrastructure maintenance and adjust the future environmental changes JR East faces.

Texto completoOutsourcing är en företeelse som, trots att den egentligen är relativt gammal, fått sitt genombrott under 1990-talet. En Application Service Provider (ASP) är en ny typ av företag som bygger vidare på konceptet för outsourcing. Genom att anlita en ASP kan ett företag/organisation få tillgång till applikationer utan att behöva köpa licenser eller hårdvara.
Det finns flera anledningar till att ett företag/organisation väljer att använda sig av ASP. Genom att intervjua företag/organisationer som använder ASP har en undersökning gjorts om vilka anledningar, så kallade faktorer, som varit avgörande då beslutet att anlita en ASP togs. Utgångspunkten för undersökningen har varit anledningar som ASP-marknaden och dess analytiker menar är orsaker till att ASP väljs. Resultatet av undersökningen visar att de faktorer företagen uppgett varit avgörande för beslutet att anlita en ASP i stor utsträckning överensstämmer med de kända anledningar ASP-marknaden och dess analytiker presenterat.

The goal of this thesis is to develop a tool for analyzing the risks associated with outsourcing decisions for corporations. The thesis explores the current methods of choosing suppliers to outsource, as well as issues and risks that need to be considered in the decision. A need arose for a tool to standardize the process of choosing a supplier and help the decision team consider more aspects than the bid price. This need gave the opportunity to develop a tool based on Failure Mode and Effect Analysis (FMEA). The typical FMEA was researched and analyzed for its ability to be an effective tool in outsourcing risk decisions. Small alterations on the typical FMEA were made to provide a relevant tool to analyze outsourcing risks. This new process, deemed Outsourcing Risk FMEA, was described in detail. The Outsourcing Risk FMEA was put to the test through a case study. The case study analyzed Boeing Commercial Airline's 2003 decision to outsource a section of its 737 Vertical Fin production to Korea Aerospace Industries. This study provided an example of how the analysis could be applied. Further research into the proof of the analysis's effectiveness is necessary. This research can be conducted by receiving feedback from teams using this analysis in their outsourcing decisions. The feedback would then be used to improve the process. Outsourcing Risk FMEA provides a structured, standard solution to the problem of analyzing the risks associated with outsourcing. This thesis was performed in conjunction with Leaders for Manufacturing graduate student Victor Mroczkowski's MBA and MS thesis.

Texto completoThis praxis develops a comprehensive performance measuring model to help government policy makers in Sub-Saharan African (SSA) countries identify and evaluate their performance in online outsourcing (OO). After assessing different efficiency measurement methods, data envelopment analysis (DEA) was selected for this study.
Metrics from the World Bank’s proposed framework for assessing countries’ competitiveness in OO are used to develop the DEA model in this research. Due to the presence of missing values in some of the variables in the dataset, a technique called multiple imputation by chained equations (MICE) is used to estimate these missing values. The DEA model is applied to 23 OO input variables and a single output variable called Information and Communication Technology (ICT) service exports. ICT service exports revenues are used by the World Bank to measure a country’s performance in OO.
Empirical results from the eight SSA countries studied validate that there is a meaningful relationship between ICT service exports revenue and DEA technical efficiency scores. Further analysis indicates that six out of the eight SSA countries are efficient in OO, while two are inefficient in OO. In addition to the efficiency scores, the DEA model produces benchmark information in the form of an efficiency reference set (ERS). The ERS for an inefficient country consists of an efficient country with which it shares similar levels of input and output factors. Thus, through peer comparison, policy makers in inefficient countries will be able to identify factors that may contribute to improving their performance.
The results from the proposed DEA model demonstrate the actual possibilities of determining the technical efficiencies of countries participating in OO; the use of this model is therefore not limited to SSA countries but can be applied to various world regions identified by the World Bank.

Texto completoDenna rapport syftar till att besvara frågan om det är nödvändigt att göra omfördelningar av befintliga IT-resurser för att erhålla största möjliga nytta med application service provider-modellen (ASP-modellen). Rapporten besvarar även frågan om hur IT-avdelningens fokus hos en ASP-kund påverkats av det nya arbetssättet. De svar som presenteras i rapporten visar på att en omfördelning av IT-resurserna kan vara en bidragande orsak till att införandet av ASP anses lyckat. Vidare påvisar rapporten att efter att ASP införts försvinner vanligtvis en del av de tekniska arbetsuppgifterna och undersökningen som gjorts pekar mot att IT-avdelningen får ansvar för att ta fram krav för vidare samarbete med ASPn. Ansvaret yttrar sig genom att någon på företaget får ansvaret för att kontrollera om leverantören håller de servicenivåer som kontraktet fastställer. Slutligen pekar denna undersökning på att införandet av ASP-modellen inte medför att IT-avdelningen får ökat ansvar för att upprätta visioner och strategier för användandet av ASP-tjänster.

A capacidade de coprodução de serviços terceirizados de Tecnologia da Informação - TI é um tema pouco debatido de modo geral, com poucos trabalhos acadêmicos específicos e desconhecido no meio profissional. Esse estudo apresenta uma proposta de constructo sobre as capacidades dos clientes de coprodução de serviços terceirizados de manutenção de aplicativos. Esta pesquisa qualitativa foi desenvolvida a partir da análise detalhada de uma empresa multinacional brasileira reconhecida pela sua estratégia de terceirização de atividades fora do seu core business, como é o caso das atividades de TI. Utilizando a abordagem metodológica de Estudo de Caso foi feita a confirmação de um modelo de capacidades dos clientes de coprodução de serviços terceirizados de manutenção de aplicativos, definindo também as dimensões que compõem essas capacidades. Chegou-se à conclusão que existem três grandes capacidades de coprodução dos clientes para esses serviços: a capacidade de Gestão Tecnológica, a capacidade de Relacionamento Organizacional e a capacidade de Gestão e Desenvolvimento de Fornecedores. Esse estudo, a partir de uma revisão teórica dos temas envolvidos, propõe um modelo teórico que foi confirmado e refinado a partir das entrevistas de campo em profundidade, realizadas com profissionais diretamente ligados com a gestão e execução das atividades de manutenção de aplicativos desta empresa multinacional brasileira.
The IT outsourcing coproduction capability, in general, is not a well explored and studied matter, with few specific academic studies and even less efforts in the professional market. This study presents a construct proposal about the application management outsourced services coproduction capability. This qualitative research was based in a detailed analysis of a multinational Brazilian company, recognized by its outsourcing strategies. With a Case Study approach, it was confirmed the application management outsourcing services coproduction capability model, defining also this capabilities dimensions. This study concludes that there are three major customer coproduction capabilities: Technological Management capability, Organizational Relationship capability and Suppliers Management and Development capability. This study, based in theoretical references, proposes a model that was confirmed and refined through in-depth interviews with application management professionals, both managers and technicians that work directly with these activities as employees of this Brazilian multinational company.

Texto completoThis dissertation presents a comprehensive analysis and conceptual framework of the web-based Application Service Provider (ASP) market. Based on a detailed analysis of ASP supply and demand in Europe, appropriate institutions and information substitutes for the matching process on the ASP market are identified and evaluated. The conceptual framework for the supply side is developed by evaluating the market situation, designing an ASP value chain, classifying digital goods, describing the ASP technologies and business models. These are then compared with the classic model of software utilization and the concept of virtual organizations. The results indicate present deficits in the supply-side information and communication policy. For ASP demand, theories of outsourcing of information technologies, methods and instruments of cost-and-utility-measuring and the theory of transaction phases of outsourcing are used. The basis for both supply-side and demand-side evaluations is an empirical analysis of the European ASP market. We compare the outcome of the supply and demand analyses and derive methods for their coordination by the transaction cost theory and the theories of information and institution economy. Barriers, lack of transparencies and information asymmetries are identified on both sides and thus, information substitutes for web-based services are developed. Information substitutes for experience and trust characteristics are evaluated with an online-questionnaire completed by key participants based on their perception, action and willingness to pay. From those results, we deduce strategies for reducing the information asymmetry. The result of the work is the deduction of relevant criteria for the presentation and evaluation for the supply of web-based services and the development of strategies for reducing the transaction uncertainty by identifying and integrating information substitutes.

Texto completoThe oil and gas industry is facing increased market uncertainty, more demanding clients and a harsher competition. Clients are seeking increasingly precise exploration data while digging deeper for reservoirs. In this context, oil and gas industry service providers need to develop more complex and innovative exploration tools. Consequently, equipment producers (design and manufacturing) can no longer rely on internal capabilities and need to integrate outsourcing into their product development process. The 80’s and 90’s witnessed a large-scale trend of outsourcing in support services and manufacturing from equipment producers. Nowadays these firms are looking to involve suppliers earlier by introducing outsourcing as early as product design. They are seeking design outsourcing to gain access to new technological knowledge outside the firm boundaries, maneuverability in new product development and to manage cyclical work load. At the same time they want to prevent exposure to risks of knowledge leakage and dependency on suppliers while maintaining a competitive advantage. In our research project, we propose a global model for design outsourcing that would allow a firm to address both strategic and operational issues related to outsourcing. This model enables the firm to create value from design outsourcing while easily integrating it to its operational processes. First, we audited a major equipment producer in the oil and gas industry in order to understand outsourcing practices. We also performed an extensive literature review about outsourcing. Accordingly, we developed a general process that addresses design outsourcing at several levels of a firm. We identified a strategic level where long term issues are tackled and an operational level where project specific issues are tackled. These levels are integrated through an information system layer that facilitates communication across different levels of the firm and between the firm and the supplier. Since the make or buy decision is integral to outsourcing, we gave it special attention; we identified a generic list of attributes that constitute a first checklist for decision makers when addressing the make or buy decision. Using a multi-criteria decision aid methodology we also developed a MACBETH-based decision aid model to support the decision making process. Close collaboration with field engineers and managers at the industrial firm gave us first hand validation of our proposals

The ASP modelproposes the remote delivery of software as a service. Therefore, customers\' satisfaction is strictelly related to the quality of ser\\>ice delivered. It is highly recommended the adoption of Service Levei Agreement (SLA) as a control mechanism to assure such quality of service. However, there is a lack of formalized statements regarding the specification of these agreements. As a matter of contribution for the compreension of the SLA for ASP, this work introduces an exploratory research of the concep of SLA for ASP, and of the quality models and quality metrics to be considered by the SLA to assure the quality of the services provided.

Texto completoThe global economy and technological advances propitiated a new model of Information Technology (IT) Outsourcing: the Application Service Providers - ASP. Discussions regarding ASP became more frequent in the last three years because of the new approach of selling software as a service. As the interdependency between the IT area and the business goals of organizations becomes greater, the emphasis on fulfilling the client\'s expectations regarding service rendered by providers becomes stronger. In the market, Service Level Agreements - SLA have been adopted as control mechanisms of outsourcing activities. However, this adoption is new and immature, and the literature on the matter is scarce. Providers and clients feel the need for implementation structures similar to SLA\'s. In lhe case of ASP models, this necessity is emphasized mainly due to the lack of conceptual information on the ASP model. In order to better comprehend lhe ASP and the SLA models for ASP, I am presenting an exploratory research about the characteristics of the new approach with SLA models, outsourcing models of service quality and considerations, which must be carried out to ensure quality of ASP services employing SLA.

Texto completoOver the past decades, Service Providers (SPs) have been crossed through several generations of technologies redefining networks and requiring new business models. The ongoing network transformation brings the opportunity for service innovation while reducing costs and mitigating the locking of suppliers. Digitalization and recent virtualization are changing the service management methods, traditional network services are shifting towards new on-demand network services. These ones allow customers to deploy and manage their services independently and optimally through a well-defined interface opened to the SP¿s platform. To offer this freedom to its customers, the SP must be able to rely on a dynamic and programmable network control platform. We argue in this thesis that this platform can be provided by Software-Defined Networking (SDN) technology.We first characterize the perimeter of this class of new services. We identify the weakest management constraints that such services should meet and we integrate them in an abstract model structuring their lifecycle. This one involves two loosely coupled views, one specific to the customer and the other one to the SP. This double-sided service lifecycle is finally refined with a data model completing each of its steps.The SDN architecture does not support all stages of the previous lifecycle. We extend it through an original Framework allowing the management of all the steps identified in the lifecycle. This Framework is organized around a service orchestrator and a resource orchestrator communicating via an internal interface. Its implementation requires an encapsulation of the SDN controller. The example of the MPLS VPN serves as a guideline to illustrate our approach. A PoC based on the OpenDaylight controller targeting the main parts of the Framework is proposed. We propose to value our Framework by introducing a new and original control model called BYOC (Bring Your Own Control) which formalizes, according to various modalities, the capability of outsourcing an on-demand service by the delegation of part of its control to an external third party. An outsourced on-demand service is divided into a customer part and an SP one. The latter exposes to the former APIs which allow requesting the execution of the actions involved in the different steps of the lifecycle. We present an XMPP-based Northbound Interface (NBI) allowing opening up a secured BYOC-enabled API. The asynchronous nature of this protocol together with its integrated security functions, eases the outsourcing of control into a multi-tenant SDN framework. We illustrate the feasibility of our approach through a BYOC-based Intrusion Prevention System (IPS) service example

Texto completoA recent trend in the technological evolution has been to increase the mobility of the end-user. A contributing factor is the fast rate of improvement in the smartphone area. This, in turn, has changed the expectations end-users have on the availability of services, which has allowed mobile applications, apps, to find their place in everyday life. This study has been conducted at Scania’s Fleet Management department that offers a web-based service where haulage contractors can administer, monitor and follow up on their vehicle fleets. The purpose of this study was to investigate if Scania’s existing web service should be extended into the mobile area, and if so, what organizational and technical challenges app development imposes. To address this problem, a qualitative investigation was carried out with three main groups of respondents: comparable companies that have faced similar challenges, app development companies and the current users of the Fleet Management service. Additionally, a prototype application was developed to investigate the potential technical challenges that may occur. Combined with a theoretical framework the conducted research has led to recommendations on how to best take the step into the field of mobile devices. This study shows that it is advisable to adopt the mobile technological trend since the positive effects of an app outweigh the potential costs. The technical changes within the field of smartphones occur at a rapid rate, which requires special technical skills. The development also requires iterative development methods where the end-user is included throughout the whole process.

Due to the overwhelming development of outsourcing business for information systems, the Application Service Provider model has become one of the most important service models for outsourcing business. However, based on the prospect of end-users, will they have a desired degree of confidence once they accept this kind of service model? Will the service model turn out to be out of control and unable to manage effectively? The question is: what and how to manage it? This study focuses on the management of cost-control for the outsourcing service model which is provided by Application Service Provider, and how to control the long-term information cost after embarking the outsourcing service model. In order to probe the management of cost-control for the outsourcing service model, this study explores the structure of information cost as well as the quality cost, which is also included in critical cost items, while to advance quality may massively reduce cost from the aspect of quality control. Therefore, this study not only emphasizes the subject of substantially reducing the expense of information cost, but researches that how to enhance quality and cut down the superfluous expense of information cost in order to achieve cost-control goal. In this study, the cost-control of outsourcing service model is divided into three major and elementary controls: contract control, organization control, and procedure control, which are stated the following respectively. 1) contract control primarily concentrates on making and concluding contracts and agreements that are provided by the Application Service Provider. These include Request for Proposal (RFP), contract amendment, and service level agreement (SLA), and the cost-control terms should be outlined. 2) organization control principally pays attention to how the organization effectively and efficiently handles outsourcing quality and cost while its information systems are outsourced; This result shows that there are three primary business units: Help Desk unit, quality management unit, and change management unit. 3) procedure control mainly conducts the information process procedures. Three process procedures are included: incident management procedure, change management procedure, and project management procedure. Outsourcing core medical services has become a trend. After implementation of budgeting plans by Bureau of National Health Insurance, many private medical services are developed among hospitals; one of the services, to outsource medical examination centers, is a very important income source from private medical services for hospitals. However, there are many ways to outsource advance medical examination centers ; variants such as hospital management strategies, medial instrument and material suppliers and the organization and behavior of the medical professionals cause conflicts due to the competitiveness and differences in developmental stages, outsourcing modals and service domains among hospitals. In addition, to outsource a medical examination center is complicated and different from any other regular purchases since it specially involves profession and the warranty or the continuity to maintain such medical service quality. Though stained by the government purchase and medical codes, hospitals are not able to choose an appropriate outsourcing candidate according to their needs; thus it is important to have a modal to pick a proper outsourcing supplier. The purpose for this research is to establish modals for evaluating appropriate outsourcing candidates. First, the opinions of experts to the modals are organized by modified Delphi method in order to conclude the evaluation principles. Then, by analytic hierarchy process, AHP, the importance, ranking and substitutes will be decided to pick the most appropriate outsourcing supplier.

There are great demands of today financial industry to achieve flexibility and growth by integrating new, innovative solutions with existing IT landscapes. Due to the economic climate that has prevailed over the past 18 months, outsourcing, in its different shapes and forms, has once again been gaining strategic significance in the financial services industry. Through literature research, we have found it is important to understand how to leverage application development outsourcing well in order to successful deliver the expected benefits. In this research, we have proposed using interview, literature search, practical empirical working experience as a basis for the methodology. We have interviewed senior managers of three major banks in Taiwan, on their applications on mainframe, midsize systems, and process management experience, and based on Outsourcing value-added method of Wu, and “Method for different outsourcing successful factors for the life cycle of several industries” of Chun & Wu, etc. to derive initial critical successful factors (CSFs). We then collect knowledge of 26 success and failure outsourcing business cases, perform analysis and knowledge extraction based on xxxx “comparison method” to conclude the critical successful factors for this research. From this research, we have found that the support from upper management to application development outsourcing is the most important. Due to their attention, many banks do provide training and education to their employees of the importance of leveraging outsourcing resource and how to perform a project teaming and management based on resources from internal employees, outside vendors, and contract employees. The important factors for teaming effort including, people communication, commitment, responsibility and working attitude, financial legal regulation, knowledge management and sharing, project management capability, human factors and relationship. Another factor is on the attention to the details of the development life cycle management to ensure its feasibility for requirement, completeness for clearance, and professionalism for outsourcing project management and knowledge. At the initial stage for team formation, it is important to describe the details of work breakdown structures and working products with the responsible person assigned. During the process of RFI, RFP, open bid process, vendor selection, price and contract negotiation, contract responsibility details, both sides need to pay attention of clear specification of responsibility, mutual respects of professional judgment, potential changes and risk management, deliverables, and after services and support. At every stage of the project, periodical checking on progress, difficulties, changes, progress stages and tracking, and early warming system, etc. are important to the success for project management. Individual team member’s professional capability, communication skills, and initiative and working attitude are also the important factors for the successful factors. The last payment term can be an important factor too. This can be the unique situation in Taiwan. Some vendors would rather forfeit the last payment, but not finish the last commitment of deliverables or future supports. So sometime, keep a larger portion of the last payment can be a good resort to ensure long-term supports from vendors. In conclusion, we have found that vendor’s attitude on service ability and customer relationship management, application owner’s commitment to collaborate and timing support, maturity of supporting open-system based banking application, infrastructure for knowledge sharing among the project team members are the most important successful factors for the software development outsourcing. We do strongly recommend the leverage of outsourcing as a mean for the speedy improvement of new banking business process and innovative product creations for financial industry.

In order to improve the reliability of the aircraft-maintenance and to lower the frequency of the system-failure, Taiwan government has gradually outsourced the aircraft-maintenance to the public companies. Hoping to help the government develop the best outsourcing policy, this study aims to estimate the effectiveness of the equipments maintained by the private companies. In this study, two types of aircraft, the BH-1900 and FK-50 of Shung-shan Air Force Base, are chosen to be estimated in this study. Four assessments are used in the estimation, which are “ Performance Maintenance”, “ Material Supply”, “ Contract Management” and “ Personnel Management”. Through questionnaires and interviews, this study focuses on the following four outsourcing types-“Fleet Outsourcing”, “High Failure System Outsourcing”, “Airplane Outsourcing” and “System Outsourcing”. The result shows the percentage of the effectiveness of the four types as the list below. When the computing ability of the user equipment is insufficient, apart from upgrading hardware devices, cloud computing services may adopt the outsourcing of complex operations to the cloud server. In cryptography, the exponential calculation is one of basic and often used operations, but has expensive computational cost. Outsourcing techniques can focus on correctness and security. Correctness refers to whether the calculation results are correct. The cloud server may carelessly or maliciously return incorrect computation share results due to executing wrong computational algorithm, being infected with malware, or suffering from other situations. Since the actual computation results are concealed during outsourcing, even if the cloud server cannot be trustworthy, the outsourcing of secret-related operations to the cloud will still not leak any secret information. This thesis proposes two kinds of verifiable outsourcing algorithms, fixed base-variable exponent and fixed exponent-variable base batch exponentiations. The exponential operations can be outsourced to the cloud servers, which may be untrusted or malicious. In addition, the proposed algorithms will be applied on Ciphertext Policy Attribute-based Encryption (CP-ABE). We design a new outsourced encryption algorithm with checkability and also propose its application on a secure communication protocol under the environment of Internet of Things (IoT).

Considering the impacts of promotion of Overall Scheming of Downsizing Project by Ministry of National Defense, R.O.C and reduction of military expenditure due to policy transformation, how to obtain the huge servicing power in the future becomes the primary dimension of military logistics strategy. However, the gradually decreasing resources makes effective reduction in large manpower expenditure of logistics affairs and achieves efficient operation, thus the Maintenance Outsourcing for Military Aircraft has become the available method in the international tide. The method of maintenance outsourcing for military aircraft must consider the factors from both external (contractor) and internal (procedure and staff), introducing related experiences both at home and abroad and referring to the various factors in outsourcing theories affecting privatization of state-owned enterprises. Based on the role of key factor and decision priorities, two aircraft models of AT-3 and T-34 in air-base K are repaired by outsourcing maintenance, and then the Aircraft Sustainment Group A is selected as the transformation unit to provide references for the privatization of state-owned ordnance factory in the future. In this study, Analytic Hierarchy Process (AHP) is adopted to investigate the positions of middle- and high-ranking officials and the retired high-ranking executives of Aerospace Industrial Development Corporation (AIDC) in oursoucing maintenance, and explore the privatization of military aircraft maintenance, so as to establish the criteria dimension and mode for selecting candidate of maintenance outsourcing for military aircraft. The scholars and experts value the top-five items, namely, professional skills, personnel trainings, quality control ability, efficient supporting capacity and organizational management ability, thus it can be learned that specialized personnel are the key point of outsourcing contractors employing staff and then their personnel quality is improved by personnel training to obtain the national certificates for maintenance and quality management audit. Consequently, the high-standard quality audit can guarantee the zero-accident activity of aircraft and the improvement of pilots’ fighting strength, and sound organization of project administration is the core to implement missions. As a result, AHP is recommended as a reference for the follow-up study on selecting and signing a contactor of maintenance outsourcing for military aircraft.

Shu-Miao Jhang (2001) presented a strategic outsourcing model based on systematic process for the Taiwan Beverage Industry. By this model, enterprises can not only understand and check their core competences quickly but find the future market trend and referable communication while facing strategic outsourcing problems. However, this model did not consider how to make a decision between the alternative actions according to the environment or objects of enterprises for the following. Therefore, we extend Jhang’s research in generalizing and evaluating the weights of key factors affect outsourcing decision making according to the environment or objects of enterprises. It could rank these alternative actions by an effective and impersonal way. Hence, we first analyze the properties and challenges of the Taiwan Beverage Industry in the developed model. And then we review different outsourcing theories, and broadly collect and sort the key elements emphasized in the related literatures. After that, we make a related integration and contrast between them, and generalize six key factors for the foundation of model development, such as Core Competitive Ability, Core Resource Ability, Economic Benefit, Transaction Cost, Competition Relationship and Corporation Relationship,. Finally, we present an outsourcing decision model which is an integration of AHP and PROMETHEE methods after analyzing the trade-off between different MCDM methods applying to this model. In this integrative decision model, we regard the mentioned six key factors as the criteria to evaluate their weights, check the structure of the outsourcing problems by AHP, and rank the alternative actions by PROMETHEE. In addition, we also address an example to be feasible effort by showing our research model.

Department of Defense promoted the policy of defense resources releasing to commerce from 2001. So far the implementation of the decision-making model is still space for improvement. Under the circumstance of personnel and budget downsizing, the policy of defense resources releasing to commerce is still an important policy to the Department of Defense. Through the military factory has its own characteristics, its nature characteristic is the same. Therefore, it is essential to construct a decision model. Analytic Hierarchy Process method have a wide range applications of resources releasing decision, especially focus on uncertainty situation and consistency checks. Otherwise, many literature reviews obtained by the use of decision-making laboratory analysis of causality criteria are consistent with the research needs. Therefore, this study combined AHP and DEMATEL methods to construct the decision criteria of defense resources releasing to commerce. Moreover, the study focuses on researching the consequence between each criterion. Therefore, it can become a consult example of other cases of defense resources releasing to commerce. The results of the six dimensions and 21 sub-criteria of the impact of the decision-making resource providers release show that the core competencies to maintain and confidential management structure is the most important for Air Force. However, Navy and Army considered risk assessment and control capability is highest ranked weight. In addition, through the association, reasons and arrow directions of DEMATEL method, cause and effect diagram, Army, Navy and Air Force considered the future resource release provider decisions improving the adjustment "to maintain core capabilities and confidential management" and "risk assessment and management and control capabilities" can enhance the decision quality of defense resources releasing.

A rapidly growing elderly population poses a major challenge for long-term care management. For instance, with an increasing disabled elderly population, immediate solutions must be developed for assisted living of this population sector given changing family structures, a lack of caregiver in the family and the frequency of chronic illnesses. Disabled or chronically ill elderly individuals are often sent to residential nursing homes staffed by nursing care attendants in hospital subsidized facilities such as respiratory care centers and wards. Given changes in Taiwan’s National Health Insurance scheme, controlling personnel costs while maintaining highly quality services in order to maintain or increase hospital revenues is of priority concern. An effective means of doing so is to outsource nursing care attendants in such facilities to effectively control personnel costs and maintain the quality of medical services. However, hospital administrators lack an effective means of evaluating the most qualified outsourcing agency efficiently. Therefore, this work presents an ANP method to assess objectively the quality of outsourcing agencies of nursing care attendants as a viable alternative to decision-making approaches based on subjective evaluations. Criteria for outsourcing vendors and sub-criteria of nursing care attendants for medical are then evaluated using the Delphi technique. Moreover, results of interviews with experts are integrated with the ANP theory is applied to determine the objective weight values. Additionally, ANP theory is applied to calculate and rank the best efficiency in the nursing care attendants vendor model. The proposed can provide medical administrators with a decision-making and evaluation criteria to actively encourage the medical sector to outsource its needs for nursing care attendants.

In the era of knowledge-driven economy, because the change of service of goods is fast and globalization competition intensifying, therefore outsourcing IT project becomes frequent. The software projects often failed because of the problem of the schedule or budget or quality. And the project does not have suitable knowledge management to support and let the similar problem happen repeatedly. In addition, because the cognitive difference in both parties of software outsourcing causes conflict on the project knowledge. Therefore, this research induced some conflict of software development of outsourcing IT project, and provides recommended solutions of combining ontology model. With eight stages of knowledge management, accord with requirement phase, contracting phase, execution phase, and acceptance phase of project process, set up the project ontology knowledge base. And combine the tool of knowledge documentation, to change the special project knowledge in the knowledge base into the document structure of explicit knowledge. In addition of combining the record module of knowledge base that tracking the change of knowledge. We get conflict issues of cognitive difference, recommended solutions and reference standards from the case study. According to these information, set up the conflict management knowledge base. This research also provides a conflict detection mechanism. We uses the lexical analysis, word filter and keyword analysis to find out the conflict that different stage may take place in the course of special project development. To merging conflict management knowledge base and project ontology knowledge base. Therefore reduce project development risks and raise projects success opportunity.

Taiwan is the leader in the global semiconductors and microelectronics industry, and is the most important place of IC manufacturers of the world as well. The geometric data stream of the IC design house are first carried out by the original equipment manufacturer (OEM), and then sent to the packaging and testing company, and then being presented to the market. In general, whoever brings its new product into the market first could have a better chance to share most of the market. Therefore, they need a good testing company who can offer a good quality of products and deliver the products on time to guarantee that their products will be able to get into the market before other competitors. In this paper, we applied multi-criteria decision analysis to find out the most important criteria for the IC design house in outsourcing the testing vendor. It is found that among all those 5 constructs, 46 criteria, the top three criteria are: management has a "defect prevention" attitude to achieve continuous quality improvement; whether the manufacturing process, the process and reaction of dealing with defected products are adequately and effectively; the material specification information has been provided to sub-suppliers, and the calibration has been effectively corrected. Finally, we applied the aforementioned approach to a case study of an IC design house in outsourcing its test vendor.

The use of information systems is an absolutely necessarily in a modern business operations, however, application development usually is not a core competency of the most of enterprises, thus making development outsourcing becomes the most common option for the most of enterprises while they are establishing information systems. But, before the enterprises move forward development outsourcing, they may not align the establishment of information system with the strategies of business operations, or lack of rational processes and evaluation criteria in vendor selection, or only solely consider the lowest-priced while in contract negotiation, thus wrongly selected an unqualified contractor. In addition, if users cannot express requirements clearly, the developers’ quality and quantity do not match the requirement, no consensus on respective responsibilities of the parties, and project management skills shortage, etc., then this kind of development outsourcing shall have problems at every moment, and they will definitely end in failure. To increase the success rate of development outsourcing, this paper firstly redefines “Application Development Outsourcing” (ADO) as "Under a contractual relationship, the contractor shall, pursuant to customer’s requirements, performing the tasks of planning, developing, implementing, and maintaining of the required application system. In the course of the system development, the customer’s key personnels must actively participate in the contractor's development activities, including provide requirement specification, verify and validate the correctness and usability of the output by phases, etc., to ensure that the contractor will be able to deliver the deliverables and service on time, as required quality, as required functionalities, and within budget." The purpose of this redefinition is going to correct perceive of ADO. And then thru the content of “ADO project business and development process”, describes, from the point of view of the customer and the contractor, the “shall-be” business and development process, for closing the gap of the parties, to reached a consensus, and proving the success of ADO, must rely on the concerted efforts of both sides. When the contractor realizes custome’s problems and concerns while deal with ADO decision, then can based on 4C strategic marketing analysis theory, design the solution that can reolving customer’s misgivings scenario, to build consensus, to reduce the transaction costs of both sides and risks, to ensure that outsourcing cooperation there is a good start. This paper, from the point of view of the contractor, based on 4C marketing strategic analysis theory, resulting 46 strategies, and classify them in accordance with the project life cycle, to assist the contractor can also be easily to review the various strategic groups, as alogn with the project progress, thus making even in a multiple project circumstance, still be able to keep track of the implementation of various policies, to improving the success rate ADO projects.

In order to tackle the great impact of changes brought along with the 21st century, enterprises have to move forward and keep improving operation efficiency. While the information technology (IT) advances, calling for better maintenance efficiency and upgrade responsiveness, it has become a trend for the enterprises to seek professional support, globalization co-work, and multinational operations. Catering to the mar- ket requirements of exibility, efficiency and responsiveness, the enterprises need to pinpoint the assessment indicators of importance and always get hold of all internal and external information of the organization so that their operations can be timely and continuously adjusted. In the meantime, any IT system that falls out of the company's core businesses can be outsourced so that the cost of system establish- ment can be lowered while the company can also concentrate more on its businesses of interest. As such, the company can benet from its improved competitiveness and better services as well. In other words, it is critical for the enterprises to use good judgment in selecting appropriate third-party as their outsourcing solutions. In this research of outsourcing IT systems, through the study of past documen- tation, a fuzzy logic questionnaire was designed according to the baseline derived from the collective experience and viewpoints of the outsourcing experts. A group decision was drawn from the sixteen assessment criteria by ve decision makers. The criteria include outsourcing experience, third-party reputation, cooperative intention, technical skills, technical support ability, management ability, and general attributes. In the assessment, the decision makers provided performance evaluation in the form of weighted linguistic variables to three candidates under each crite-rion. Considering the fuzzy factors and uncertainty over the IT system outsourcing decision making, together with fuzzy logic and fuzzy multiple criteria decision making, fuzzy numbers were generated. After that, calculation and defuzzication were processed based on the fuzzy theory. In addition, multiple criteria decision making methods were adopted including Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) and VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR), to process the gap analysis for best evaluation of IT system outsourcing. Then, third-party candidates were prioritized. Compared with the conventional multiple criteria decision making, which is marked by its lack of exi- bility, fuzzy multiple criteria decision making has the advantage of being objective, rationalizing its subjective perspective and standardizing group consensus. With the assessment results of the fuzzy multiple criteria decision making, outsourcing IT system can be decided to increase the corporate overall efficiency. Abstract The business in Mae Sot District, Thailand needs some logistics firm to take response in logistic process. The purpose of this paper is to serves as a structure for the logistics part of Hong-Li Inter Trade Company to select suitable of Third party logistics providers. The objective of the research is to identify which factors can affect the decision making process of 3PLs selection. Therefore, it is an important for the company to understand which factors could affect decision makers in choosing 3PLs in order to maintain the good performance in transportation part of Hong-Li Inter Trade Company at Mae Sot District, Thailand. Based on the literatures, 5 criteria and 23 of sub criteria that influence the selection process were used. Questionnaire is designed and experts in the Company are surveyed. Moreover, AHP method is applied in order to obtain the importance of any factors. We consider and choose the important criteria are as follows: Information technology, Relationship, Operation performance, Capabilities and Service. IC design industry is a fabless characteristic, all of manufacturing processes of product are required by subcontractor outsourcing, therefore subcontractor’s performance will also affect the competitiveness of IC design companies, Managers need a simple and reliable method of supplier performance ratings for production decisions reference. Purpose of this study is to apply the Theory of Constraints (TOC) which proposed sub-system performance indicators TDD for using in subcontractor performance indicators rating, study the feasibility of using TDD as performance indicators for IC design companies outsource management. The results showed that TDD is more than the current measure of outsourcing can be clearly demonstrated advantage and disadvantage of subcontractors. Finally, we hope that providing a convenience and reliability of performance measures indicators, so that managers can do good work for subcontractor’s performance measures and support managers to do outsourcing decisions and strengthen competitive advantage.

As the production environment shifted to the trend of multi-types with small-lot, shorten product life cycle, and just in time to meet customer needs, a production system design must embodies enough flexibilities to maintain its competitive advantages. A production system delineated to have such tasks with high-ratio outsourcing activities may be defined as assemble to production pattern. Factors usually considered in a flexible production system are quality, cost, quantity, service differences, and flexible supply capability at just in time production viewpoint. Regarding to conduct an assemble to production pattern, evaluation criteria in terms of cost, due date, quantity, and quality with their interactions for vendors are critical in reality. Regarding with the factors of cost, quality, and quantity, This study constructs a fuzzy multi-objective linear programming model (FMOLP) on vendor selection for assemble to production patterns. By using the fuzziness with decision categories, an membersihip function to its specific goal with their interactions can simultaneously be solved, An auto-bicycle firm is used to implement the proposed model through various scenarios and the results bolster the model applicability for decision makers.

In this study, to select the IT outsourcing vendor, we adopted the Analytic Hierarchy Process (AHP) framework, and the evaluation criteria are selected from related literatures and the Government Procurement Law, based on expert consultation. Then via the questionnaire of experts, the weight of all criteria is calculated and the best IT outsourcing vendor is chosen. The results show that: In the second level of the AHP framework, the “service capability” of IT outsourcing vendor is the most important criterion (weight value is 0.413), followed by the “technical capability” (weight value is 0.327) and “management capability” (weight value is 0.260). In the third level of the AHP framework, the top three criteria are outsourcing vendors’ “support and maintenance capability” (weight value is 0.227), “technical ability” (weight value is 0.144) and “information security capability” (weight value is 0.121). In the three alternatives, vendor “A” (weight value is 0.411) is the best IT outsourcing firm. Furthermore, from the sensitivity analysis of all criteria, only three criteria are sensitive: outsourcing vendors’ “service capability,” “technical capability” and “information security capabilities” criteria. i.e., the change of these three criteria weight will change the ranking of the best IT outsourcing firm.

It is a common method to outsource application information system to achieve the maintenance of enterprise core competence, lower cost and time efficiency. However, due to continuing innovation of information technologies and business activities, we face the high rate of failure of adoption of outsourcing application information system. The main purpose of research is to discuss problems of outsourcing environment problem, in order to understand the facts of domestic developing problem of application information system. The results of study are failure of integration of application information systems, to discover problems of outsourcing software environment. The research is collection software risk facts and the gap between outsourcing company and software developer papers. To classify seven problems according to risk characters: “un-clarify definition of target”, ”underestimated internal resources”, ”lack of communication experience from outsourcing company management team”, ”failure of adopting application information system”, ”the contract disputes”, ”software developer with low-level technical skills”, ”software project management and implementation problems”. Then to interview with specialist who is with outsourcing experiences in order to understand the root causes of domestic application information system. Expectation of this study shall provide management a reference of application system outsourcing to both private and public sectors with actual benefits. The research finds include that: (1) from “national policy” aspect: due to deficiency of government-affiliated bureau assisted software developers and coordinating measurements although the government executes CMMI policy. (2) From “industry environment” aspect: due to low demand of domestic software, software developers are forced to accept projects even with slim margin. (3) From “law and regulation” aspect: it is hard to clear define the requirements of outsourcing software. (4) From “society environment” aspect: the concept of intellectual property rights is not yet solid established which makes the company has low willing to increase budget on outsourcing software. (5) From “technology” aspect: most of software developers exist to fulfill domestic demands; however, if they want to extend service globally, it is the requirement to gain CMMI certification. (6) From “education” aspect: the government should set up feedback system that indicates the market demand of skilled specialists which will further improve education system and training system.

SUMMARY This research uses TRA and TAM as structure to examine that whether perceived usefulness, perceived ease of use, security and trust, attitude, subjective norm and intention to use have impact on company’s intention to outsource cloud application and information security. This research distributed hand-write and online questionnaires to participants. Collected data were analyzed by SPSS. After analysis, we get the conclusion as follows. ”Security and trust” is positively related to “perceived usefulness”. “Perceived usefulness” is positively related to ”intention to use”. “Perceived usefulness” is positively related to ”attitude”. ”Perceived ease of use” is positively related to ”attitude”.”Security and trust” is positively related to ”subjective norm”. ”Subjective norm” is positively related to ”attitude”. ”Attitude” is positively related to ”intention to use”. “Subjective norm” is positively related to ”intention to use”. Many companies do researches about cloud application and information security’s influence on companies’ operating competition and risks. Meanwhile, they also consider outsourcing to lower cost and risk as well. This way, they could also make technology application more competitive and enhance information security management. Despite the fact that cloud application and information security system can raise company’s competitiveness, there are just a small number of corporations adopt cloud application and information security system. Therefore, this study wants to find out the the key factor of enterprise for outsourcing cooperation by “cloud service” about cloud application and information security management. This research uses TRA and TAM as structure to examine that whether perceived usefulness, perceived ease of use, security and trust, attitude, subjective norm and intention to use have impact on company’s intention to outsource cloud application and information security. We conduct factor analysis, descriptive statistical analysis, validity analysis and SEM. The results show that ”Security and trust” is positively related to “perceived usefulness”; “Perceived usefulness” is positively related to ”intention to use”; “Perceived usefulness” is positively related to ”attitude”; ”Perceived ease of use” is positively related to ”attitude”; ”Security and trust” is positively related to ”subjective norm”; ”Subjective norm” is positively related to ”attitude”; ”Attitude” is positively related to ”intention to use” and “Subjective norm” is positively related to ”intention to use”. Finally, we get the conclusion that perceived usefulness, perceived ease of use, security and trust, attitude, subjective norm and intention to use have impact on company’s intention to outsource cloud application and information security. MATERIALS AND METHODS This research uses TRA and TAM as structure to examine that whether perceived usefulness, perceived ease of use, security and trust, attitude, subjective norm and intention to use have impact on company’s intention to outsource cloud application and information security. TRA and TAM are adopted widely in lots of domestic and abroad researches. Therefore, TRA and TAM could be the main structure in this study. As for questionnaires, we use items from previous studies that already had been examined and proved. We also conduct pre-test to make sure the validity and reliability of each item. Formal hand-write and online questionnaires were distributed to company owners, department managers and general staff who work in Science Park, Software Park and Industry Park in Taiwan then. Collected data were analyzed by SPSS. We conduct factor analysis, descriptive statistical analysis, validity analysis and SEM. Support CONCLUSION From the results gathered by analysis, we get the conclusion that perceived usefulness, perceived ease of use, security and trust, attitude, subjective norm and intention to use have impact on company’s intention to outsource cloud application and information security. Cloud application and information security system can raise company’s competitiveness; however, build and maintain cloud application and information security system may be a problem to some small companies. This way, outsourcing cloud application and information security system may be a better way to them. The results of this research can provide a clear view to the key factors that affect companies’ intention to outsourcing. The sample of this research is from every kind of job, so the results may be different. It depends on what kinf of sample we use. As a result, we suggest that future studies can compare the difference between different samples. This research take TRA and TAM as structure, we suggest that future researches can adopt different structure to find the The key factor of Enterprise for outsourcing cooperation by “Cloud Service” about cloud application & information security management.

As the trend of globalization and information network developed, a production system must embody factors of customization, product life shorten, and quick response to customer requirements in the flexible production patterns. Such considerations are particularly important for the mold and die industry due to its competitive advantages on cost-effectiveness with outsourcing systems. This study formulates a fuzzy multi-objective linear programming model (FMOLP) to integrate outsourcing and suppliers decisions with factors of quality, due date, and supplier relationship for the mold/die industry. The production of a mold/die manufacturing company in Taiwan is deployed to implement the proposed model. Regarding of application outcomes with analysis methodology through scenario designs, the implementation results demonstrate the model applicability for the mold/die manufacturing firm. A new area of academic research on the proposed model for mold/die industry is also expected in this study. In a global competitive environment, if enterprises want to survive, run sustainable businesses, make a profit, and gain competitive advantages in the market, they have to catch up with the development of information technology changes with each passing day. This in turn suggests the importance of employing outsourcing. Very few existing studies consider outsourcing from the perspective of a client firm (or a service receiver), which becomes a gap in understanding how ASP is able to provide the needed services based on its customers’ requirements and to satisfy their expectation as unsatisfied customers are unlikely to continue their outsourced task with the ASP, leading to failure. The more an ASP is able to satisfy its client firm’s expectation, the more the ASP can reduce the risk of conflict with its client firms, and implement the outsourced task more effectively and efficiently. This study aims to develop a research model based on the resource-based theory of the firm (RBV) and expectation-confirmation theory (ECT), suggesting that process interaction and interface directly affect satisfaction, which in turn influences continued cooperation between an ASP and its client firm. To validate the proposed model, survey method was used to collect data. Based on 266 useful respondents from Taiwan, our model was confirmed. We also provide implications for managers and researchers based on our findings.

With the trend towards specialization in outsourcing and the division of labor, the application of outsourced capacity is now considered a method for regulating production capacity. It also plays an indispensable part in businesses decision-making process for return on investments. In capacity outsourcing planning, outsourcing production has tended to be treated as minimizing cost or profit maximization of the overall production. This meant that other key factors of the topic has been lacking. This study therefore approached from a capacity planning perspective, issues such as outsourcing capacity constraints and cost-effectiveness premise. Linear Mixed-Integer Planning (LMIP) was then used as the basis of the framework to pursue the minimization of cost. Due to the fuzzy decision-making environment that exists in practice, this study went on to construct a fuzzy goal programming model that uses as another goals, minimizing cost of delivery delays. Using a fuzzy planning and decision method, we defined the membership functions that correspond to each fuzzy goal then simultaneously solved the interdependent fuzzy goal problem. The model’s feasibility were then verified and tested including the sensitivity analysis of the relevant decision-making parameters of the single and fuzzy multi-objective goal, and can be used as a reference in outsourcing production operations.
