Resumen
Road maintenance outsourcing is now the foremost strategy by which road authorities procure maintenance works. Despite growing application of road maintenance outsourcing, there are conflicting estimates on the effective­ness of road maintenance outsourcing and shortage of appropriate models to align over optimistic expectations of road authorities from road maintenance outsourcing with substantiated benefits. This paper investigates the efficacy of road maintenance outsourcing. In this paper, the different variants of road maintenance outsourcing and road maintenance works are evaluated with a SWOT analysis and a comprehensive literature review respectively. In addition, a road main­tenance outsourcing alignment model based on a decision tree and Balance Score Card is proposed and illustrated with a Nigerian trunk road network authority as a case study. The result of the SWOT analysis and comprehensive literature review establishes fresh insight into road maintenance outsourcing dynamics. The presented road maintenance outsourc­ing alignment model provides adequate pathways that could assist road authorities identify the most appropriate road maintenance outsourcing variant for road maintenance procurement. In addition it aligns actual benefits and expectations of road maintenance outsourcing and facilitates development of SMART metrics for effective assessment of road main­tenance outsourcing. The proposed model is applicable across other infrastructures.

The article assesses the application of IT outsourcing by Russian and foreign companies. The definition of outsourcing is given, the advantages and disadvantages of applying IT outsourcing in the current business environment are outlined and analyzed, examples of this business process are shown on the example of offshore and internal outsourcing, and the largest companies in this market are indicated. The article describes the risks of outsourcing for the company-customer, and describes the conditions for the effective application of this practice.

Purpose – The purpose of this paper is to use modeling and simulation to investigate the puzzling performance problems that plagued the project outsourcing in term of poor quality and delivery delay, and apply the appeal and power of system dynamics modeling as a managerial approach to improve learning and intervention in complex situations to South African context where little or no such attempt had been made. Design/methodology/approach – This work is based on exploratory use of system dynamics modeling to study a web of quality and productivity problems that plagued a company as a result of adopting outsourcing as a policy to bolster productivity and service delivery. Findings – A significant finding from this research is that outsourcing has the propensity to perpetuate any trend it dominantly generates as a result of strong positive feedback loops. It also made explicit the dynamic processes that lead to certain observations that have been made in conventional management literature about the effects of outsourcing. Research limitations/implications – The major limitation to this study is availability of information in form of certain operating data need for calibration thus imposing few aggregations on the model. Originality/value – The authors believe that this work has a degree of originality as it applies system dynamics modeling to public sector outsourcing which not being done before. It also made a significant finding by uncovering possible counteractive effect of outsourcing on internal staff.

In an organization the role of human resources is a very important determining factor for the effectiveness and success of an organization in achieving its goals. But in reality, there are still many companies that use outsourching services. With the rise of the practice of outsourcing so far it is recognized to be more detrimental to workers because employment relations are always in the form of non-permanent or contractual contracts (fixed time contracts), lower wages, limited social security, lack of job security, and lack of career development guarantees. These factors make high turnover intention in PT XYZ. From every outsourching employee's complaints and based on data to the company, the authors indicate doubts about organizational commitment, job satisfaction, and work stress. The author uses questionnaires and interviews as a data collection tool and takes a sampling of the outsourching employee population. Then analyzed using the smartPLS application. The results showed that organizational commitment had a negative and significant effect on turnover intention, job satisfaction had a negative and significant effect on turnover intention and work stress had a positive and significant effect on the turnover intention of outsourcing employee in PT XYZ.

Salah satunya yaitu meningkatnya jumlahkaryawan baik dari sisi personalia karyawan PT Aplus Pacific maupun hasil kerjasama denganperusahaan lain yang bergerak dibidang outsourcing ( Alih Daya ).Hingga saat ini PT. AplusPacific telah memiliki karyawan lebih dari 500 karyawan yang tersebar di beberapa cabang.Sehingga membuat sebuah kompleksitas dalam pengelolaan personalia khususnya data terkaitkaryawan kontrak dari outsourcing. Berdasarkan fakta tersebut, maka peneliti melihat potensipermasalahan yang akan timbul, yaitu menurunnya pelayanan dari Departemen HRD terhadapkaryawan kontrak dari outsourcing seperti yang berkaitan dengan masa kontrak, informasipendapatan, surat izin serta informasi-informasi penting lainnya. Karena saat ini tim dariDepartemen HRD masih melayani karyawan kontrak dari outsourcing dengan metodepenginputan secara manual. Hal tersebut memiliki beberapa kekurangan yang dapatmenghambat proses penyelesaian masalah, seperti sulitnya mengingat waktu masa habis kontrakseorang karyawan, informasi gaji yang terlambat, dan pengurusan surat izin yang cukup sulit.Maka dari itu tujuan utama penelitian ini adalah merancang suatu sistem yang dapatmengakomodir banyaknya kebutuhan dan keluhan karyawan kontrak dari outsourcing di PT.Aplus Pacific dengan cepat dan terdokumentasi dalam history sebagai arsip dan acuan oleh timDepartemen HRD untuk menyelesaikan problem dengan lebih cepat. Dan dengan adanya sistemtersebut, Departemen HRD bisa melakukan pembenahan dan pengembangan gunameningkatkan kepuasan karyawan kontrak kerja outsourcing terhadap pelayanan DepartemenHRD. Dengan demikian untuk mewujudkan tujuan diatas penelitian ini berencana merancangsistem aplikasi berbasis Progressive Web Apps ( PWA ) dan menggunakan bahasapemrograman Javascript dengan framework Node.js dan menggunakan basis data MongoDB.

The efficiency of fully homomorphic encryption has always affected its practicality. With the dawn of Internet of things, the demand for computation and encryption on resource-constrained devices is increasing. Complex cryptographic computing is a major burden for those devices, while outsourcing can provide great convenience for them. In this paper, we firstly propose a generic blockchain-based framework for secure computation outsourcing and then propose an algorithm for secure outsourcing of polynomial multiplication into the blockchain. Our algorithm for polynomial multiplication can reduce the local computation cost to O n . Previous work based on Fast Fourier Transform can only achieve O n log n for the local cost. Finally, we integrate the two secure outsourcing schemes for polynomial multiplication and modular exponentiation into the fully homomorphic encryption using hidden ideal lattice and get an outsourcing scheme of fully homomorphic encryption. Through security analysis, our schemes achieve the goals of privacy protection against passive attackers and cheating detection against active attackers. Experiments also demonstrate our schemes are more efficient in comparisons with the corresponding nonoutsourcing schemes.

An outsourcing IT project management model has been developed. The proposed model features taking into account the specifics of project management processes at outsourcing IT companies in terms of the uncertainty of the external and internal environment of their operation. The model is based on the stage-gate project management framework with fuzzy logic tools. The proposed modification of the fuzzy inference mechanism makes it possible to refuse to save the intermediate results which reduce the load on the database and create the possibility of using semantic networks. The technology of expert consultations was demonstrated by the example of decision-making regarding the assessment of the current status of the IT projects accepted by the outsourcing company for development. Dynamic nature and cyclical management of the portfolio of IT projects involves constant monitoring of the results of implementation with an appropriate regular portfolio reforming. The model was developed to improve the efficiency of the software development sub-process and minimize the negative consequences of financial dependence on the customer. The application software developed on the basis of the model of management of outsourcing IT projects and modification of the fuzzy inference mechanism has found practical application and was implemented in the computational practice of HYS Enterprise B.V. outsourcing IT company. Testing of the program shell has shown positive results in the course of solving the tasks peculiar to concrete stages of IT project management. The proposed structure and composition of the fuzzy knowledgebase of the expert shell are quite typical in terms of IT outsourcing problems. It is expedient to use the developed model at outsourcing IT companies in the process of project portfolio management

International outsourcing has provided the immense cost savings to the clothing companies. Today, the companies are reconsidering the reshoring and relocation due to the factors such as increasing cost, lead time uncertainty, and demand nature. In such situations, the domestic destinations provide capacity flexibility. Choice of the compatible strategy for a given situation prevents the associated loss in the business. This paper evaluates the outsourcing and reshoring phenomenon based on realistic outsourcing objectives in the textile supply chain. This paper develops a goal programming model to analyze the outsourcing strategies for cost and capacity flexibility. Minimization of the capacity inflexibility was considered as the capacity flexibility. Cost and capacity inflexibility were used as two objective functions. The optimization model was solved using the three important variants of goal programming. Comparison of results from three different techniques provides several insights for precise outsourcing decision making. For instance, the companies can choose a compatible strategy to maintain the cost and capacity flexibility at an acceptable level. Instead of only the cost saving, the reshoring decision making should be based on all the real criteria. The key focus of this paper is the clothing industry. The results may be different for other manufacturing sectors. Due to the increased globalization, the textile companies have been facing various challenges such as outsourcing destination selection for maximum profit and the reshoring debates. To address such challenges, this study provides various insights to the textile industry based on realistic objectives of outsourcing (i.e., cost and capacity flexibility). It is difficult to quantify the flexibility. This paper develops new ideas to quantify the capacity flexibility. The application of three different variants of goal programming provides the alternative solutions.

The purpose of this study is to apply Fuzzy Synthesis Judge to set up a model of performance evaluation criterion used to assess the quality of enterprise's outsourcing management. This study adopts means of literature review and expert-based interviews to contribute to an adequate evaluation criteria used to measure the performance of outsourcing activities. In terms of data collection and analysis, the participants consist of experts in aviation industry. By means of questionnaire distribution to experts, the data analysis is applied with fuzzy synthesis judge to examine the weight value. Consequently, this study utilizes fuzzy synthesis judge to qualify the performance evaluation and determine the optimal model used to examine the efficiency of outsourcing management. This study offers a model of evaluation criterion which makes it possible for enterprises to make the best outsourcing performance.

The article discusses the hypothesis of HR-outsourcing as one of the most progressive HR technology of human resource management. The issue of human resources management in terms of improving its effective operation requires the development of new tools. In the process of the permanent transformation of the economy the realization of modern approaches of human resource management is a major aspect of the formation of the enterprise’s strategy. In the article were analyzed the character of outsourcing, formed the main areas of HR-outsourcing, researched the mechanism of decision-making regarding the implementation of HR-outsourcing considering the identified strengths and weaknesses. Application of this technology in the context of globalization of economic activities eco-oriented financial institutions helps to optimize the employment policy and labor market regulation in the period of destabilization. Development of HR-outsourcing will allow to work out an effective tool to anti-crisis mechanism of social support through the application of scientific approaches and a factors diagnostics.

This study integrates the concepts of value creation and value claiming into a theoretical framework that emphasizes the dependence of resource value maximization on value-claiming motivations in outsourcing decisions. To test this theoretical framework, it develops refutable implications to explain the firm's outsourcing decision, and it uses data from 178 firms in the publishing and printing industry on outsourcing of application services. The results show that in outsourcing decisions, resource value and transaction costs are simultaneously considered and that outsourcing decisions are dependent on alignment between resource and transaction attributes. The findings support a resource contingency view that highlights value-claiming mechanisms as resource contingency in interorganizational strategic decisions.

The article considers business process outsourcing from the point of view of the strategic basis for the activities of enterprises in an unstable economy. The paper shows that, presently, the outsourcing strategy is becoming the new norm and is changing the entire world economy. The study uses the author’s approach, based on the methods of scientific generalization, comparative analysis, systemic and situational approach. The paper justifies the application of the outsourcing strategy at enterprises, ascertains the main advantages and disadvantages of its implementation. The author develops a model of enterprise transformation based on business process outsourcing. The study gives recommendations for outsourcing business processes, the implementation of which will allow enterprises to optimize their management strategy in an unstable economic situation. This article can serve as a basis for further research in the field of strategic management based on outsourcing technologies.

Panel data regression has three approaches. One of these approaches is Fixed Effect Model (FEM). FEM is common estimated using Least Square Dummy Variable. The use of dummy variable in FEM is based on assumption that slope coefficients are constant but intercept varies over individuals. One of application of FEM is to find out motivation of employees at PT PLN Gianyar for non-outsourcing and outsourcing employees based on existence, relatedness, and growth. This research yields the following two models:with 67% motivation non-outsourcing employees represented by existenceand73% motivation non-outsourcing employees represented by existence and growth.

With the development of cloud computing, the advantages of low cost and high computation ability meet the demands of complicated computation of multimedia processing. Outsourcing computation of cloud could enable users with limited computing resources to store and process distributed multimedia application data without installing multimedia application software in local computer terminals, but the main problem is how to protect the security of user data in untrusted public cloud services. In recent years, the privacy-preserving outsourcing computation is one of the most common methods to solve the security problems of cloud computing. However, the existing computation cannot meet the needs for the large number of nodes and the dynamic topologies. In this paper, we introduce a novel privacy-preserving outsourcing computation method which combines GM homomorphic encryption scheme and Bloom filter together to solve this problem and propose a new privacy-preserving outsourcing set intersection computation protocol. Results show that the new protocol resolves the privacy-preserving outsourcing set intersection computation problem without increasing the complexity and the false positive probability. Besides, the number of participants, the size of input secret sets, and the online time of participants are not limited.

Design/methodology/approach – Findings are based on comparing surveys conducted in early 2009 (381 answers) and in the summer of 2013 (212 answers). Findings – In general outsourcing did not increase, but most SMEs had extended their outsourcing in almost every area of operation, such as human resource management (HRM), IT and peripheral tasks. Also, more SMEs gave cost-reduction as a reason for outsourcing in 2013, and more respondents in 2013 expressed a positive experience of outsourcing. It is uncommon for companies to outsource human resources or lay off staff. Instead, outsourcing mainly focuses on aspects of information technology as well as administrative and peripheral functions. Research limitations/implications – The research highlights service firms in one country by survey methods. Further research is needed in other sectors and countries, and more varied research methods are recommended. Originality/value – Research on outsourcing in SMEs in the wake of the financial crisis is rare, and very few studies have focused on the HRM implications of outsourcing in SMEs. This study can inform researchers and practitioners on critical aspects of outsourcing.

The phenomenon of Global Software Development (GSD) has attracted the interest of businesses all over the world. It brings together partners from various national and corporate cultures to develop applications with numerous advantages, including access to a vast labor pool, cost savings, and round the clock growth. GSD, on the other hand, is technologically and organizationally diverse and poses a number of obstacles for the development team, such as geographical distance, cultural differences, communication and language barriers. Global services are provided by selecting one of the suitable global delivery options, i.e., the onshore model, nearshore model or offshore model. Experts typically choose one of the models based on the nature of the project and the needs of the customer. However, the vendors and clients lack an adequate decision support system that can assist them in making suitable sourcing decisions. Therefore, the current study presents a Multi-Criteria Decision Making (MCDM) model for offshore outsourcing decisions of application maintenance. To achieve our target, two systematic literature reviews were conducted that explored a list of 15 influencing factors. The identified factors were further evaluated in the outsourcing industry by performing an empirical study that resulted in a list of 10 critical success factors. We propose a sourcing framework based on the critical success factors that can assist decision makers in adopting a suitable sourcing strategy for the offshore outsourcing of application maintenance. In order to further enhance the decision-making process, the MCDM model is developed based on the Analytic Hierarchy Process (AHP). The MCDM model is evaluated with three case studies in highly reputable international companies, including IBM Stockholm, Sweden, Vattenfall AB, Stockholm, Sweden and a London based company in the United Kingdom. The outcomes of these case studies are further reviewed and validated by the outsourcing specialists in other firms. The proposed model is used as a decision support system that determines the ranking of sourcing alternatives and suggests the most suitable option for application maintenance offshoring.

Influenced by this global trend, Indian firms, e.g., Bharti Telecom, Ballarpur Industries, Bank of India and many others have followed the path of extensive outsourcing of their IS services. However, while there is optimism regarding the benefits of outsourcing, there are also concerns regarding security issues, technological obsolescence, vendor captivity, risk assessment in IS outsourcing relationship and so on which require serious consideration in deciding on IS outsourcing, Outsourcing is a complex decision process, which is the interplay of various internal as well as external environmental factors. The concerned manager has to factor various dimensions, both short term and long term. Strategic alignment of business and information technology dimensions influence IS outsourcing strategy. Further, outsourcing drivers would also influence the IS outsourcing decisions in any organization. The manager therefore needs to identify various factors and also measure the intensity of each factor influencing the outsourcing decision. In this paper, Analytical Hierarchy Process (AHP)—that has been used extensively in complex decisions and situations where hierarchical structure in factors are involved in decision goals—has been applied for analysing the IS outsourcing decisions. The.key outcome of the study are as follows: High IS outsourcing is the preferred strategy over low and selective IS outsourcing strategy. Strategic alignment of business and information technology emerges as the most important factor followed by the medium-term impact of outsourcing in deciding the degree of IS outsourcing. Among the sub-factors, business strategy is the most important factor in deciding the IS outsourcing degree, and its role is maximum in high IS outsourcing option. The second most important decision element emerges to be outcome-based performance. Among the business drivers, focus on core operations comes out to be the most important outsourcing driver. While the illustration in this paper tries to cover broad factors, it gives flexibility to practitioners to account for different sub-factors under these factors. The application of AHP using these broad array of sub-factors would lead to a decision model and customized solutions for the IS outsourcing in the particular situations.

The integration of shared knowledge in an IS outsourcing arrangement, represents the blending of organisational knowledge with external knowledge sources. In an attempt to provide tactical mechanisms for creating and managing shared knowledge in organisations embarking on IS outsourcing arrangements, this article focuses on the design and application of a knowledge framework for IS outsourcing, with the purpose of guiding organisations in their knowledge exchange planning through concrete mechanisms, practical steps and validation. Key considerations for IS outsourcing is mapped to critical success factors, each associated with a set of knowledge requirements and knowledge flows to support the successful achievement of a specific critical success factor. An associated assessment tool was designed to identify knowledge exchange mechanisms and potential issues and gaps in current or future IS outsource arrangements.

The Contingency Outsourcing Relationship (CORE) model originated from the Four Outsourcing Relationship Types (FORT) model; the CORE model is used in the globalized Facility Management (FM) industry, while the FORT model is originally used in the global information technology industry. The purpose of this paper is to thoroughly analyse the simulated case studies of the four different categories (i.e., in-house, technical expertise, commitment and common goals) of the CORE model from the perspective of the various clients. This study builds on the previous work on the outsourcing relationships between a client and a globalized FM service provider. It further explores the application of this model with the aid of artificial neural networks (ANNs) towards a sustainable future. A quantitative methodology through a survey is used to analyse eight outsourcing strategies for the four outsourcing relationships. A set of revised rules of the CORE is introduced and discussed regarding the approaches to investigate the four simulated outsourcing relationship systems. The study further reveals that an interesting understanding of the four outsourcing categories can be systematically and efficiently implemented into the FM outsourcing relationships through the methodology of scientific Artificial Intelligence (AI). It is concluded that FM outsourcing categorization may help to define the appropriate relationships. This further detailed outcome generated from the ANN can be clearly considered a strong and solid reference to define and explain the existing outsourcing relationships between the stakeholders and the service providers with the aim to assign an outsourcing category to the FM relationship between the client and service provider based on the learnt rules.

Community-based open source, or “community source”, has emerged as an innovative approach to developing open-source enterprise application software (EAS). Unlike the conventional model of in-house development, community source creates a virtual software development community that pools human, financial, and technological resources from multiple partner organizations to develop custom software solutions. The solution is available as open-source software to all end users. In this way, the community source model takes a step forward from outsourcing to third-party software vendors. By studying a real-world case of the Kuali community source project, the authors found that community source faced a number of challenges in project management, particularly in the areas of in-house staffing and project sustainability. The interview analysis further concludes that outsourcing the community source development to either domestic or foreign third-party vendors could be a viable solution. Finally, the authors propose a research framework and seven related propositions that warrant future investigation into the relationship between community source and software outsourcing.

The paper aims to analyse how the management science literature explains sustainable coordination and management of Information Technology (IT) outsourcing chains. The IT outsourcing theories,—that is, transaction cost theory, theory of agency, resource based view, activity based theory, contractual theory, partnership and alliance theory and stakeholder theory—are applied as a background to the analysis. A systematic literature review reveals that IT outsourcing is developed in collaborative networks and chains. There are some mechanisms identified in the literature for outsourcing chains’ management, interchain sustainability, coordination and interchain activities’ cohesion. The complexity of outsourcing relationships presented among outsourcers and outsourcees stimulate looking for new business models. Furthermore, outsourcing chains research would benefit from considering strategy-based theoretical discussions, relationship modelling and project management. The literature survey aims to present outsourcing chains in different aspects, that is, dynamics and agility, communication in chains, compensation and compliance, contracting, stakeholders, decision making models, governance problems, integration, performance measurement, project management and strategy development. This paper intends to emphasize that interchain coordination can be improved by enterprise architecture modelling as well as by the application of blockchain economy.

Purpose – The aim of this paper is to establish how resource dependency theory (RDT) and transaction cost theory (TCT) can inform decisions to outsource ICT services by public university libraries in Kenya. Design/methodology/approach – The study adopted a multiple case study strategy in four selected public universities libraries in Kenya. Purposive sampling was used to identify respondents and data collection was done using a semi-structured interview schedule. Findings – The study highlights how RDT and TCT theoretical perspectives illuminate some of the reasons, and problems associated with Information and Communications Technology outsourcing in Libraries. The paper concludes with recommendations and the way forward. Research limitations/implications – The study was limited to the outsourcing of information technology services in four public university libraries in Kenya, namely, Kenyatta University (KU) in Kahawa, Nairobi; Moi University (MU) in Eldoret; University of Nairobi (UON) in Nairobi; and Jomo Kenyatta University of Agriculture and Technology (JKUAT) in Juja, Thika. This being a qualitative study (and taking into consideration the subjective views where bias could occur), the researchers ensured that the research was reliable by recording and taking notes during the interviews and by using peer-debriefing and professionals in the field to ascertain their views. Practical implications – The paper provides practical insights into outsourcing of Information Technology (IT) services in Public University libraries and information centres in Kenya. This study is useful for university libraries, information professionals, information communication technology professionals and university management. Social implications – The implications of the study are that outsourcing needs to be guided by clear policies that are documented and communicated to all the stakeholders. Originality/value – This research assesses IT outsourcing services in selected public academic libraries in Kenya.

The literature includes extensive presentation of experiences relating to the application of outsourcing method in healthcare in subsequent countries. The aim of the research is to analyze the activity of medical entities of outsourcing in basic activities including laboratory diagnostics, imaging diagnostics and medical staff in 2018. The research material consisted of original questionnaires carried out in 2018 by electronic means in medical entities indicated in the National Register of Medicinal Entities. Outsourcing of laboratory diagnostics, diagnostic imaging and medical staff was investigated. The questions concerned the number of entities using outsourcing with indication of the type of services covered by outsourcing; reasons for outsourcing; advantages and disadvantages, including measuring the financial effectiveness of outsourcing; monitoring of the outsourcing partner. The study included 750 medicinal entities. Most – 72% of respondents declared using an external company in the field of laboratory diagnostics. The most common reason for the treatment entities to use outsourcing services was too high cost of maintaining their own employees, need to introduce financial savings and gaining access to the highest quality knowledge and technologies. One of the benefits of outsourcing obtained by healthcare entities is financial efficiency. The average value of the savings estimate estimated by the respondents was 15.56% with a standard deviation equal to 1.14. Medical entities evaluate external companies. The most frequent was monitoring of laboratory diagnostics (65% of responses), and the least frequently – medical personnel (27% of responses). There were two ways to conduct monitoring: informal internal control and formalized assessment based on the specificity of the service. Too high personnel costs are the reason for outsourcing if they are caused by employing people on the basis of an employment relationship. Financial savings are the leading effect of outsourcing. The most frequent monitoring of laboratory diagnostics services may be a consequence of detailed legal regulations.

Information and Communication Technology (ICT) outsourcing is a strategic initiative adopted by many organisations across all industries. Outsourcing is seen as a means for organisations to concentrate and improve their core business functions. Despite the vastly dynamic environment businesses operate in, few global studies have uncovered the factors influencing outsourcing decisions, thus the need for this paper. The research was performed using a number of statistical tests and descriptive analysis methods to explore the literature and to determine the current status of South Africa’s ICT outsourcing market. Key findings reveal that cost is the most influential factor when deciding whether to outsource or not, irrespective of organisations size or type. Other important factors include concentrating on core-functions, and the availability of in-house expertise. The form of outsourcing used is not affected by the size of the organisation. Application Service Providers (ASP) is the most common form, followed by co-sourcing.

In the article the essence of outsourcing as a new form of employment relations is considered, its features are defined in comparison with traditional forms of employment, its advantages and disadvantages are given. The authors describe the reasons why companies resort to outsourcing, in particular, on the example of small business, illustrate the strategic importance of outsourcing. The practical application of outsourcing is becoming more widespread in the modern business. The scientific and actual role of outsourcing in the management of the enterprise has greatly increased, which is proved by the fact that today more than fifty per cent of current foreign companies apply data approach. Thus today in the Russian Federation outsourcing is at an early stage of formation and relates mainly to restructuring of business entities and development of the market of information technologies. The analysis allowed determining the provisional value of the outsourcers’ services. The basis of determining the cost of the services is the cost of maintenance of one unit of standard accounting service. The calculations show that for the investigated enterprise it is very advantageous to transfer a number of business process to outsourcing, and there is a need to carefully consider over the choice of an outsourcer in order to avoid the negative sides of the work under this type of agreements. When deciding about outsourcing, one needs to analyze the financial and organizational costs, while keeping the risks of associated with the work in terms of outsourcing in the analysis area.

In recent years, the concept of an organizational culture in hotels has held an important position on both a theoretical and practical level because this culture significantly affects organizational performance and the strategies adopted by hotels. Therefore, it is considered one of the key factors in determining hotels’ tendency towards outsourcing and sustainable performance. In this study, we aim to analyze the impact of the organizational culture on the level of outsourcing and sustainable performance. To do so, we will use the Competing Values Framework (CVF), which divides organizational culture into four typologies: hierarchical, group, rational, and development cultures. A personal questionnaire was administered to the directors or managers of 114 hotels located in two Egyptian cities: Hurgada and Sharm El Sheikh. The results of the structural model suggest the negative impact of the hierarchical and development cultures on the level of outsourcing. The results show a positive influence of the four types of organizational culture on sustainable performance, suggesting that these hotels have a strong interest in sustainability and the environment. The findings reveal a negative relationship between the level of outsourcing and sustainable performance. Resumen
Purpose The purpose of this paper is to develop some picture uncertain linguistic aggregation operators based on Bonferroni mean operators, which is combined with multiple attribute decision-making (MADM) and has applied the proposed MADM model for selecting the service outsourcing provider of communications industry under picture uncertain linguistic environment. Design/methodology/approach The service outsourcing provider selection problem of communications industry can be regarded as a typical MADM problem, in which the decision information should be aggregated. In this paper, the authors investigate the MADM problems with picture uncertain linguistic information based on traditional Bonferroni mean operator. Findings The results show that the proposed model can solve the MADM problems within the context of picture uncertain linguistic information, in which the attributes are existing interaction phenomenon. Some picture uncertain aggregation operators based on Bonferroni mean have been developed. A case study of service outsourcing provider selection problem of communications industry is provided to illustrate the effectiveness and feasibility of the proposed methods. The results show that the proposed methods are useful to aggregate the picture uncertain linguistic decision information in which the attributes are not independent so as to select the most suitable supplier. Research limitations/implications The proposed methods can solve the picture uncertain linguistic MADM problem, in which the interactions exist among the attributes. Therefore, it can be used to solve service outsourcing provider selection problems and other similar management decision problems. Practical implications This paper develops some picture uncertain aggregation operators based on Bonferroni mean and further presents two methods based on the proposed operators for solving MADM problems. It is useful to deal with multiple attribute interaction decision-making problems and suitable to solve a variety of management decision-making applications. Originality/value The paper investigates the MADM problems with picture uncertain linguistic information based on traditional Bonferroni mean operator and develops the picture uncertain linguistic Bonferroni mean operator and picture uncertain linguistic geometric Bonferroni mean operator, picture uncertain linguistic weighted Bonferroni mean operator and picture uncertain linguistic weighted geometric Bonferroni mean operator for aggregating the picture uncertain linguistic information, respectively. Finally, a numerical example concerning the service outsourcing provider selection problem of communications industry is provided to illustrate the effectiveness and feasibility of the proposed methods.

Resumen
Abstract Outsourcing is the action of contracting a specific task, function, or process to an external company instead of using an organisation’s resources. The history of outsourcing goes back to the 1980s when it was used for cost reduction in non-core business operations. Over time, outsourcing has moved to more strategic areas and has become an important factor in business performance. The selection of the best alternative among alternative outsource manufacturers is a multi-criteria decision-making problem. In this study, the fuzzy set theory is used to capture the uncertainty embedded into the decision problem. In this paper, an interval-valued intuitionistic fuzzy Analytic Hierarchy Process and Technique for Order of Preference by Similarity to Ideal Solution-based methodology is proposed, and an application is provided for the evaluation of outsource manufacturers.

Resumen
Employers are increasingly resorting to the. contractual delegation of certain activities to outside contractors. Legal status of employees who previously performed this work with the employer depends mainly on whether there has been the transfer of the undertaking within the meaning of Directive 2001/23/EC. According to case law of the Court of Justice of the EU, in addition to the performance of the same activities, a condition is also the transfer of essential means of work or transition of employees. Since the transition of employees in this case depends on the agreement between the contracting authority and the provider of services, terms of public procurement are very important in this regard. The article addresses the question of the application or non-application of the institution of the transfer of the undertaking in cases of outsourcing in public sector while paying attention to Slovenian and Croatian legislation and to the Directive.
