In Australia, two in three Aboriginal and Torres Strait Islander women have experienced spousal violence, and Indigenous children are seven times more likely than non-Indigenous children to experience substantiated abuse or neglect. For Aboriginal and Torres Strait Islander (Indigenous) Australians, tobacco, alcohol and petrol misuse have received much attention. Cannabis, by contrast, has not been viewed as a major problem. However, since the 1990s it has become apparent that cannabis use is very common in some remote Indigenous communities in northern Australia. Significant associated health and social burdens are now being recognised. This thesis exposes the dichotomies and binaries that have characterised theoretical and political discourses in the provision of remote Indigenous education in Australia. The research finds that ideological tensions and over simplified notions of biculturalism in Indigenous affairs have dominated policy settings, resulting in compromised pedagogy at the classroom level.
