ENGLISH ABSTRACT: A critical success factor for investment in high capital intensive business is to ensure that there is an integrated physical asset management plan in place that is integrated with the business strategy. The three fundamental aspects in modern physical asset management are to have a balanced performance measurement framework, self assessment system and benchmark review process in place to integrate, control and continuously improve the return on asset investment. There is a general lack of "hands-on" structured integration and performance management in the physical asset management environment. The result is ineffective assets with high life cycle costs that will have a negative effect on the business return on investment. A literature study was done on the most resent physical asset management models and business performance measurement systems to identify if the necessary methods and business systems exist to effectively manage the physical asset management function. A self assessment review and benchmark was done on Ticor South Africa and Kumba Resources centres to identify the gap in performance and what the main criteria is for improvement. The process was also used to identify the barriers that exist to effectively implement and integrate physical asset management with a link into business strategy. Achieving success in any strategy implementation requires a team effort among all stakeholders. A shared understanding and collaboration of all the role players is required. Very often physical asset management is not seen as core business, but as a cost centre that cannot be done without. This leads to sub optimisation and increased asset life cycle cost. It also promotes the tendency to make short-term financial decisions that do not have any longterm sustainability. A further downside to it is that if the function is seen as a service department it will only be reactive to business strategy and does not form part of the business strategy. This leads to a very reactive situation where the actions are driven by fixing what is wrong just to stay in business. A uniform performance measurement framework must be implemented across all business functions to align the entire organisation with the business goals. All functions have an effect on overall business performance, but they seldom have conflicting goals. Physical asset managers are sometimes not properly prepared and skilled to ensure that an effective and efficient physical asset management function is being maintained. Training and learning should be a major focus to ensure optimum use of employee potential in meeting the functional goals. Ignored leadership is a recipe for poor performance and frustration. The degree to which a company's business functions and processes are aligned with customers' needs makes a significant impact on the bottom line. The key objectives for the physical asset management strategy should be drafted with customer "needs and wants" in mind. The objective must be to maximise long-term profitability of plant and equipment through utilisation of the allocated resources. The opportunities and improvement methods that are possible in the physical asset management environment are endless and the potential that exists can be missed by the likelihood of failure to implement it effectively. The lack of managerial support is in many cases the only cause of failure to link physical asset management with business strategy. Secondly, the weakness of some of the solutions offered and the lack of embedding the solutions that are generated also contribute to the failure of linking physical asset management with business strategy. "The secret of managing success is choosing the right direction despite the uncertainties and conjlicting stakeholder expectations, and taking the whole organisation with you." - John Woodhouse.
Thesis (MEng)-- Stellenbosch University, 2013.
ENGLISH ABSTRACT: Asset Management initiatives suffer many barriers in implementation which hinder their influence and sustainability. One of these barriers is the lack of buy-in from all levels in the organisation, due to a lack of understanding of the perceived benefits of Asset Management. The relationship between throughput and the maturity of Asset Management implementation is usually felt throughout the organisation, but is difficult to prove or quantify. Furthermore, it is di cult to isolate the effects of maintenance using traditional methods. Organisational alignment in an Asset Management project is achieved by aligning employees' views on what the deficient areas in the organisation are, and managing their expectations in what the perceived benefit of a good application of Asset Management would bring forth. However, the lack of a transparent method to convey the significance of critical areas in the system, and a clear way to communicate these problems creates a barrier in implementation. Without empirical evidence people rely on argumentative opinions to uncover problems, which tends to create friction as opinions from various factions may differ. Typically, these initiatives are constrained by available resources, and the allocation of resources to the correct areas is thus vital. In order for Asset Management initiatives to be successful there first needs to be alignment in execution through a clear understanding of which assets are critical, so that resources can be allocated effectively. In this study, this problem is thoroughly examined and solutions are sought in literature. A method is sought which seeks to isolate the effects of the maintenance function in an operation and uncover critical areas. A study is performed on methods which are typically used to create such understanding, which are shown to have shortcomings that limit their applicability. Thus a new methodology utilising simulation is created in order to overcome these problems. The methodology is validated through a case study, where it is shown that the simulation, in the context of the methodology, is highly beneficial to uncovering critical areas and achieving organisational alignment through communication of results.

Asset management is getting increasingly important in nearly all fields, especially inthe electric power engineering. It is mainly due to the following two reasons. First isthe high investment cost include the design cost, construction cost, equipment costand the high maintenance cost. Another reason is that there is always a high penaltyfee for the system operator if an interruption happened in the system. Besides, due tothe deregulation of electricity market in these years, the electricity utilities are payingmore attentions to the investment and maintenance cost. And one of their main goalsis to maximize the maintenance performance. So the challenge for the systems is toprovide high-reliability power to the customs and meanwhile be cost-effective for thesuppliers. Reliability Centered Asset Management (RCAM) is one of the bestmethods to solve this problem. The basic RCAM method is introduced first in this thesis. The model includes themaintenance strategy definition, the maintenance cost calculation and an optimizationmodel. Based on the basic model some improvements are added and a new model isproposed. The improvements include the new improvement maintenance strategy, increasing failure rate and a new objective function. The new model is also able toprovide a time-based maintenance plan. The simulation is done to a Swedish distribution system-Birka system by GAMS. Theresults and a sensitivity analysis is presented. A maintenance strategy for 58components and in 120 months is finally found. The impact on the changing failurerate is also shown for the whole peroid.

The aim of this thesis research work is to propose maintenance models for railways infrastructures that can help to make better maintenance decisions in the more constrained environment that the railway industry has to face, e.g. increased traffic loads, faster deterioration, longer maintenance planning procedures, shorter maintenance times. The proposed maintenance models are built using Coloured Petri nets; they are animated through Monte Carlo simulations to estimate the performance of the considered maintenance policies in terms of cost and availability. The maintenance models are developed both at the component and network levels, and several different maintenance problems are considered. At the rail component level, maintenance policies with different level of monitoring information (level of gradual deterioration vs binary working state) are compared to show the benefits of gathering monitoring information on the deterioration level. The effect of preventive maintenance delays is also investigated for both condition-based inspection policies and periodic inspection policies on a gradually deteriorating component. At the line level, a maintenance policy based on a two-level inspection procedure is first investigated. Then, considering the case when the deterioration process depends on the operation modes (normal vs limited speed), a maintenance optimization problem is solved to determine an optimal tuning of the repair delay and speed restriction

Resumen
Over the last century, there has been growing interest in changing the approach to maintenance management. The current practice for selecting critical equipment and making a decision on the most appropriate maintenance strategy is perceived to have serious limitations, principally because it lacks decision analysis. Due to the complex nature of decision-making in maintenance management, different models have been developed for selecting critical equipment. However, many of these models considered maintenance management as operational concern and ignored the strategic concerns of maintenance management. This thesis builds upon earlier works on decision-making for selecting critical equipment and maintenance strategy. It sets out to construct three hypotheses by introducing evidence from a comprehensive literature review, case study analysis and in-depth interviews. The thesis focuses on artificial intelligence and multi-criteria decision-making techniques (i.e. Fuzzy Logic and Analytical Hierarchy Process) to bridge this gap. It proposes a strategic decision-making model in maintenance and asset management for selecting critical equipment and deciding on a maintenance strategy. The novelty of model is to propose an approach in which maintenance strategy can be applied based on the equipment criticality while not making a trade-off between safety and cost but rather to combine the concern of safety with financial, operational and technical perspectives. The model provides an opportunity to consider safety as the first priority. The research output suggests that existing criticality assessment methods for optimising maintenance delivery have limited value and are suffering from a lack of strategic decision analysis. Multi-criteria decision-making tools could be used to improve decision-making of criticality assessment methods and hence maintenance strategy implementation. The validity of the proposed strategic decision-making model was tested through case study analysis and in-depth interviews. The results suggest that a strategic decision-making model could have a significant impact on improving safety, reliability and operational availability. The strategic decision-making model would enable asset managers to track the consequences of their decisions whilst dealing with maintenance. It is also an effective tool in the hands of a maintenance department to convince their asset managers to make a maintenance investment.

ENGLISH ABSTRACT: The aim of this thesis is to compare the aviation derived reliability metric known as the Maintenance Free Operating Period (MFOP), with the traditionally used, and commonly found, reliability metric Mean Time Between Failure (MTBF), which has over the years shown some innate disadvantages in the field of maintenance. It will be shown that this is mainly due to MTBF’s inherent acceptance of failure and the unscheduled maintenance therewith directly connected. Moreover, MFOP is successfully applied to a mining specific case study, as to date, no other application of the MFOP concept to the mining sector is known. An extensive literature study is presented, which covers concepts relevant to the overall study and which helps to contextualise the problem, revealing the major shortcomings of the commonly accepted MTBF metric. A methodology to analyse systems MFOP performance, making use of failure statistics to analyse both repairable and non-repairable systems, is presented. Validation makes use of a case study which applies the MFOP methodology to a system, specifically in the mining sector. It was shown that MFOP could be applied to the data obtained from the mining sector, producing estimates which were accurate representations of reality. These findings provide an exciting basis on which to begin to facilitate a paradigm shift in the mind set of maintenance personnel, setting reliability targets and dealing with unscheduled maintenance stops. KEYWORDS: Maintenance Free Operating Period, Mean Time Between Failure, Maintenance, Mining
Across a large part of the UK highways network the carriageway and pavement foundations are drained by Highway Filter Drains (HFDs). A HFD is a linear trench constructed either at the pavement edge or central reserve, fitted with a porous carrier pipe at the base and backfilled with an initially highly porous aggregate material. This arrangement enables the swift removal of surface runoff and subsurface water from the pavement system minimising road user hazards and eliminating risk of structural damage to the pavement sub-base. The highly porous backfill filters throughout its operational life fines washed from the pavement wearing course or adjacent land. HFDs have been found to be prone to collecting near the basal sections (pipe) or surface layers contaminants or detritus that causes the filter media to gradually block. The process has been defined as HFD clogging and it has been found to lead to reduced drainage capacity and potentially severe drop of serviceability. O&M contractual agreements for DBFO projects usually propose in-service and handback requirements for all assets included in the concession portfolio. Different performance thresholds are thus prescribed for pavements, structures, ancillary assets or street lighting. Similar definitions can be retrieved for drainage assets in such agreements, and these include HFDs. Performance metrics are defined though in a generic language and residual life (a key indicator for major assets that usually drives long-term maintenance planning) is prescribed without indicative means to evaluate such a parameter. Most of pavement maintenance is carried out nowadays using proactive management thinking and engineered assessment of benefits and costs of alternative strategies (what-if scenarios). Such a proactive regime is founded upon data driven processes and asset specific ageing / renewal understanding. Within the spectrum of road management, maintenance Life Cycle Costs are usually generated and updated on an annual basis using inventory and condition data linked to a Decision Support Tool (DST). This enables the assessment and optimisation of investment requirements and projection of deterioration and of treatment impacts aligned to continuous monitoring of asset performance. Following this paradigm shift in infrastructure management, a similar structured methodology to optimise HFD maintenance planning is desired and is introduced in this thesis. The work presented enables the identification of proactive maintenance drivers and potential routes in applying a systemised HFD appraisal and monitoring system. An evaluation of Asset Management prerequisites is thus discussed linked to an overview of strategic requirements to establish such a proactive approach. The thesis identifies condition assessment protocols and focuses on developing the means to evaluate deteriorated characteristics of in service drains using destructive and non-destructive techniques. A probabilistic HFD ageing / renewal model is also proposed using Markov chains. This builds upon existing deterioration understanding and links back to current treatment options and impacts. A filter drain decision support toolkit is lastly developed to support maintenance planning and strategy generation.

Resumen
Reducing the greenhouse gas (GHG) emissions and shrinking the environmental footprint are priority themes of the Federal Sustainable Development Strategy of Canada. Public buildings account for the major portion of the corporate GHG footprint of public sector institutions. Improving the energy efficiency in buildings is vital in achieving the climate action targets pertaining to the public sector. According to Canadian Infrastructure Report Card, the physical condition of public buildings is expected to deteriorate in the future. In order to make the best use of the limited financial resources, hybrid building management plans which combine energy efficiency with physical condition improvement need to be developed. Building maintenance and retrofit plans are formulated for medium and long terms in the capital asset planning process. There is significant uncertainty associated with asset management decision making due to macro-economic variations such as technological advancements and new policies. At present, there are no pragmatic decision making methods that assist building asset management while incorporating future macro-economic changes. This research aims to bridge the aforementioned gap in literature by developing a multi-period asset management framework. The overall objective of the proposed research is aimed at developing a decision support framework for small and medium scale municipalities in Canada to attain climate action targets of municipal buildings, while prolonging the service life of the building components. This research will help to identify, evaluate, and prioritize maintenance or repair or replacement strategies, and to develop a comprehensive multi-period life cycle asset management plan based on allocated funding, targeted sustainability performance and future macro-economic changes. The findings of this research will extend the current body of knowledge by incorporating potential future technological advancement and climate action targets into the asset management decision making. The proposed asset management decision support framework consists of a retrofit investment planning method, a level of service (LOS) index, life cycle costing (LCC) technique, and a risk based maintenance planning approach. This research is expected to assist at all decision making levels in public sector institutions related to building asset management, and thereby in achieving corporate climate action targets.

A phenomenon-based exploratory case study Abstract This thesis captures, describes, documents, and conceptualize an unexplored yet significant phenomenon, cross-industry digital innovation, by cross-fertilizing the asset maintenance in aviation and rail freight industries. Rail is the most energy-efficient and low-emitting freight transport mode. However, the status quo of rail freight wagon maintenance in Europe presents a state of inefficiency and lack of intelligence. With the rapid development of digital technologies, condition-based and predictive maintenance represent an excellent opportunity to yield a big efficiency leap in wagon maintenance, thus potentially making rail freight transport competitive and sustainable. This thesis argues that how to leverage digital technologies to benefit rail freight wagon maintenance is not only a technical problem of how to make good use of digital technology to improve maintenance efficiency, but also a strategic problem of how to innovate business model to generate value growth for rail freight industry. When solving such complex practical problems, sometimes the best ideas come from outside your industry. As initiated by the Aero-Ferro Benchmark project, learning the best practice from aviation will contribute to rail freight success. Thus, this thesis aims to theoretically conceptualize how to carry out cross-industry digital innovation in asset maintenance, and to practically solve the problem of what rail freight can learn from the aviation industry. In this respect, this thesis reviews relevant theories in the field of innovation and strategy aiming to find theoretical support. However, based on the knowledge gaining from literature, it is found that cross-industry digital innovation is such an infant field that no well-established and well-fitting theory could directly help define, analyze and address this complex issue. This motivates us to conceptualize a new theoretical framework to explain this emerging phenomenon. To achieve this purpose, this thesis conducts an exploratory case study on digital innovation in asset maintenance in aviation and rail freight industries. We start from determining a preliminary asset maintenance system framework from two sub-system (technical system and business system) to guide the phenomenon-based theorizing. Then, an abductive reasoning and system combing approach is followed, together with literature review and case study as the main research methods. Findings from case study on the technical system argue that the maintenance strategy of rail freight wagons will undergo an imperative paradigm shift from preventive to predictive, especially in terms of utilizing digital technology and data management. Thus, a technical architecture of condition monitoring based predictive maintenance for rail freight wagons is proposed in this thesis. For the business system, this thesis analyzes the changing roles of main actors in this emerging digital maintenance landscape and the evolution of their business models in wagon maintenance ecosystem, forecasting the potential business model innovation of rolling stock(wagon) OEMs, cargo rail operators and wagon keepers. In doing so, this thesis offers insightful theoretical and practical contributions. First, this thesis contributes to advancing the theory building in cross-industry digital innovation. A phenomenon-based cross-industry digital innovation strategy framework is developed. Second, this thesis contributes to guiding the problem-solving strategy of digital innovation in wagon maintenance in rail freight industry

Maintenance of locomotives is the main function of Bellville Locomotive Traction Depot in the Western Cape. Therefore, it is important to have a sound maintenance plan in place, to prevent a negative impact on the availability and reliability of locomotive supply for hauling power to train services. The purpose of the research is to determine the causes of the increased frequency of maintenance through a case study relating to 35-class locomotives. The abnormal increased frequency of wheel change and inter-bogie control repairs on 35-class diesel locomotives is investigated. A research survey was adopted, which included questionnaires and personal interviews based on the literature search. The target group is L&N section, which includes below-deck maintenance, overhaul and change out, repairs to locomotive bogies, frames, wheels, snubbers, inter-bogie control and traction motors. Sixteen people are responsible for all below-deck repairs and service of 52 locomotives. The results of the research will expose the shortcomings of the maintenance plan and propose solutions. This will be achieved by testing the effectiveness of the existing maintenance plan at Spoornet through the identification of the causes for the abnormal increase in wheel changes and inter-bogie control repairs on 35-class diesel locomotives. The outcome from this case study research will be to quantify the benefits arising from the effective application of a maintenance plan.

Resumen
In the contemporary industry, companies need to make investments to grow their business volume. However each investment comes with its own risk. Cost of an equipment does not only consist of the initial payment but also covers the future costs related to the operations, maintenance, quality of production and many other associated issues. Therefore, economical analysis of an asset should be done by considering the whole life cycle. Life-Cycle Costing (LCC) can be used as an engineering tool in order to assess the future business risks and prevent the unexpected costs and losses due to failures and downtime before they occur. When first proposed as a proactive effort, LCC came into the industry with several advantages to be provided. However it could not keep pace with the modern industrial IT development.Automated machine tools constitute a crucial part of modern manufacturing activities. As an asset within the production layout, life-cycle of machine tools consists of several periods which are basically early design, purchase, installation, operation and disposal stages. Unfortunately, lack of a detailed cost analysis method drives most of the manufacturers to follow minimum adequate design (MAD) principle. As described above, decision process of investing in new equipments brings along the old famous debate: “Short-term spending or long-term benefits?”Recent studies have proven the fact that interruptions in production due to failures and maintenance account for a considerable part of not only production profit losses but also overhead costs. Regarding this problem, several new concepts in maintenance such as Reliability Centered Maintenance (RCM) and Condition Based Monitoring (CBM) have been developed. Main goal of these methods is to anticipate the failures which are likely to occur and keep the continuity of production. However, usage of these methods is still at very limited level since industry lacks a dynamic costing method that can justify the initial investment in production equipment assisted by such maintenance techniques. Although they are effective to some extent in calculating direct costs, traditional cost analysis methods usually fail in providing an accurate view on the indirect, consequential and overhead costs. On the other hand, by its2different point of view in handling indirect costs and their future impacts, LCC method can be a possible solution for this investment analysis problem. The objective of this study is to develop an LCC model that can assist the decision making process during the early stages of an investment. A dynamic LCC model which considers the maintenance aspect will be proposed and, as a specific case, this model will be used for estimating and optimizing the life-cycle costs of a CNC machining center based on its real-time technical data history.

Resumen
Nowadays, in Transport Asset Management, there is the need to identify measures to guarantee high levels of performance over time. The application of Non-Destructive Techniques, through high-efficiency equipment, turns out to be an optimal solution to ensure the quality of transport infrastructures. Asset Management take into account the importance of monitoring the performance characteristics of the transport infrastructures and QA/QC performance-based contracts specifications in order to guarantee the preservation of environmental, social and economic resources, as well. This study consists of two parts of research activity: in field tests and numerical simulations. The first part consists of in situ experimental activities to investigate both road and rail transport infrastructures. The tests have shown the versatility of high-performance instruments, such as FWD, LWD, GPR and ARAN, in railway monitoring, in the evaluation of ballast conditions and sleeper/ballast interaction, and also in the reuse of volcanic ashes that after stabilization can be used in road subbase layers. The high-efficiency equipment allow a faster execution of the tests with the possibility of a higher number of measurements, the combination of several instruments at the same time with a continuous mapping of the infrastructures, performance measures and a significant cost reduction. In the second part, the study focuses more specifically on road pavements. Considering several flexible pavements pulled out from the Italian Catalog, numerical simulations of FWD tests were carried out in the hypothesis of multilayer elastic theory with the aim to develop performance-based criteria and specifications for QC of pavement construction work. The results allow to estimate effects of structural deficits in the perspective of future performance and Life Cycle Cost Analysis in order to quantify penalties to restore expected higher maintenance costs.

Uslu, Berk. "Discrete Event Simulation Model for Project Selection Level Pavement Maintenance Policy Analysis". Thesis, Virginia Tech, 2011. http://hdl.handle.net/10919/77014.

Resumen
A pavement investment and management process has a dynamic structure with cause and effect. Better investment decisions for maintenance will increase the condition of the flexible pavement and will end up with a better level of service. Therefore, better investments decisions on pavement maintenance will increase the economic growth and global competition for the area. However, improper allocation of money and resources would end up with further deteriorations of the facilities. So asset management encourages highway maintenance managers to spend their scarce budget for the maintenance that is really needed. A well-developed pavement management simulation model will allow highway maintenance managers to consider the impact of choosing one maintenance policy alternative versus another through what-if analysis and having informed decisions. Discrete event simulation (DES) is an alternative method of analysis that offers numerous benefits in pavement management. Unlike the models currently in use, a decision support model created by utilizing the DES technique would allow fractionalizing the pavement in smaller proportions and simulating the policies on these smaller segments. Thus, users would see how their decisions would affect these specific segments in the highway network over a period of time. Furthermore, DES technique would better model the multiple resource requirements and dynamic complexity of pavement maintenance processes. The purpose for this research is to create a decision support tool utilizing discrete event simulation technique where the highway maintenance managers can foresee the outcomes of their what-if scenarios on the specific segments and whole of the highway network evaluated. Thus, can be used for both project and network level decision support. The simulation can also be used as a guiding tool on when, where and why resources are needed on needs basis. This research relies on the budget allocation results from the linear optimization model (LOM). This model is a tool that creates the optimized budget allocation scheme for a network fitting to a determined scenario. Thus by integrating the LOM and the DES model, the maintenance managers can acquire an optimized budget allocation for their district and evaluate the results in both network and project selection level. Maintenance managers can obtain the best budget allocation plan without performing the repetitive trial and error approach like the previous decision support tools. There is a vast amount data in many varieties gathered as results from the simulation model. This fact alone demonstrates how powerful the discrete event simulation model is. By the nature of this simulation technique, the resources (highway segments, annual budget) can be traced throughout the simulation and this trait allows the design of the project selection level decision support system. By examining these reports, the maintenance managers can better observe how the scenarios evolve. Thus this tool helps the maintenance managers to have better decisions on the project selection level. The discrete event simulation model established in this research carries the project selection level pavement management from a position where maintenance managers should solely depend on their engineering judgment and experience to a position where maintenance managers can have more effective and justified plans since they can foresee the results of these decisions on the segments that are forming the network. This simulation engine is created with the discrete event simulation language called STROBOSCOPE. The model consists of two parts which work like a lock and key mechanism. The first part of the model is the data feeding mechanism where information from any network is loaded. The second part is the generic engine which can evaluate any road network data it is fed. The purpose of segregating these two components of the model is to allow the user to evaluate any network regardless of length, number of segments or the location.

Resumen
Multiple enterprise system instances in organizations with multiple business units are quite costly to maintain and causes the lack of common business processes. To consolidate these systems into one or fewer instances has the benefits of reduce costs, centralize IT and standardize business processes. But a consolidated model may not be the best choice for every company. To help companies with this decision making process, we studied relevant papers and provided several consideration factors that companies should concern before conducting a system consolidation program. By analyzing their situation according to these factors, companies will get a clearer view on whether they should consolidate their enterprise systems or not. In this thesis a case study is conducted with Holmen Paper. Our study with Holmen Paper focused on the maintenance area of theirs three paper mills. By analyzing these paper mills’ situations based on three of our consideration factors, we made the conclusion that Holmen Paper should consolidate their systems in the maintenance area when they are ready.

Resumen
Estimating and predicting degradation processes of engineering assets is crucial for reducing the cost and insuring the productivity of enterprises. Assisted by modern condition monitoring (CM) technologies, most asset degradation processes can be revealed by various degradation indicators extracted from CM data. Maintenance strategies developed using these degradation indicators (i.e. condition-based maintenance) are more cost-effective, because unnecessary maintenance activities are avoided when an asset is still in a decent health state. A practical difficulty in condition-based maintenance (CBM) is that degradation indicators extracted from CM data can only partially reveal asset health states in most situations. Underestimating this uncertainty in relationships between degradation indicators and health states can cause excessive false alarms or failures without pre-alarms. The state space model provides an efficient approach to describe a degradation process using these indicators that can only partially reveal health states. However, existing state space models that describe asset degradation processes largely depend on assumptions such as, discrete time, discrete state, linearity, and Gaussianity. The discrete time assumption requires that failures and inspections only happen at fixed intervals. The discrete state assumption entails discretising continuous degradation indicators, which requires expert knowledge and often introduces additional errors. The linear and Gaussian assumptions are not consistent with nonlinear and irreversible degradation processes in most engineering assets. This research proposes a Gamma-based state space model that does not have discrete time, discrete state, linear and Gaussian assumptions to model partially observable degradation processes. Monte Carlo-based algorithms are developed to estimate model parameters and asset remaining useful lives. In addition, this research also develops a continuous state partially observable semi-Markov decision process (POSMDP) to model a degradation process that follows the Gamma-based state space model and is under various maintenance strategies. Optimal maintenance strategies are obtained by solving the POSMDP. Simulation studies through the MATLAB are performed; case studies using the data from an accelerated life test of a gearbox and a liquefied natural gas industry are also conducted. The results show that the proposed Monte Carlo-based EM algorithm can estimate model parameters accurately. The results also show that the proposed Gamma-based state space model have better fitness result than linear and Gaussian state space models when used to process monotonically increasing degradation data in the accelerated life test of a gear box. Furthermore, both simulation studies and case studies show that the prediction algorithm based on the Gamma-based state space model can identify the mean value and confidence interval of asset remaining useful lives accurately. In addition, the simulation study shows that the proposed maintenance strategy optimisation method based on the POSMDP is more flexible than that assumes a predetermined strategy structure and uses the renewal theory. Moreover, the simulation study also shows that the proposed maintenance optimisation method can obtain more cost-effective strategies than a recently published maintenance strategy optimisation method by optimising the next maintenance activity and the waiting time till the next maintenance activity simultaneously.

Ozbek, Mehmet Egemen. "Development of Performance Warranties for Performance Based Road Maintenance Contracts". Thesis, Virginia Tech, 2004. http://hdl.handle.net/10919/9887.

Texto completo
Resumen
Performance based contracting in the transportation arena is a rather recently implemented concept which has a few number of applications in the United States up to date. Nonetheless, the US Department of Transportation has vigorously promoted (by issuing memorandums to be distributed to the Highway Agencies and State Departments of Transportation) the conversion of traditional contracts to performance based contracts to reach a goal of 80% of the service contracts and actions being performance based by the end of fiscal year 2004 (Tomanelli 2003.) Virginia Department of Transportation (VDOT) has been one of the first state agencies that took the initiative of using a performance based contract for the maintenance of a portion of its interstate highway system. This initiative resulted in the establishment of the 'Comprehensive Agreement for Interstate Highway Asset Management Services' between VDOT and a private contractor in 1996 which resulted in the privatization of highway maintenance services. One of the important aspects of this contract related to this research is that it does not encompass any warranty clauses. In other words, the contractor does not provide any warranty to the VDOT for the services it is obligated to undertake. The contract is mute in this subject, making the contractor incur no liability for the underperformance of the maintenance activities. According to this research, this might lead to some cases which VDOT would not be willing to encounter. Just like performance based contracting, the use of warranties in highway contracts in the United States is a quite new concept which mainly dates back to 1995. There are different views possessed by different parties about the possible outcomes of implementing warranties in highway contracts. Nonetheless, this research proposes that the incorporation of warranty clauses into the VDOT issued performance based road maintenance contracts is vital to ensure the quality and durability of the work after the project completion. According to this research, warranty clauses, if developed carefully, give the contractor the motivation to implement superior maintenance practices to improve the overall conditions of the assets during the contract period. This is done in order to lengthen the life of each asset item and achieve the long term performance. Ultimately, the incorporation of warranty clauses is believed to reduce the risk imposed upon VDOT. Within the context of the discussion presented above, this research first illustrates that the complete satisfaction of one of the parties (VDOT) may be in question due to the absence of the warranty clauses within the contract, then lists and explores the benefits that would/may be gained by the incorporation of warranty clauses into the contract, and finally develops a warranty clause template and proposes it to be used in the future performance based road maintenance contracts issued by VDOT. At the bottom line, this study aspires to help the party in question (VDOT) to reduce the risk imposed upon it and to improve the future performance based road maintenance contracts it will issue. This research uses the VDOT contract as a baseline to define the problem and to propose a solution (i.e. the developed warranty clause template) for that. Nonetheless, some of the principles and approaches used during the development of the warranty clause template can also be referred to for the development of warranty clauses for the performance based road maintenance contracts issued by the other state DOTs.

Resumen
Thesis (MBA)--University of Stellenbosch, 2010.
The City of Cape Town water services is currently operating on the reactive mode and their maintenance system is not effectively and efficiently utilized. The lack of proper utilization of Physical Asset Management (PAM) has resulted in the technical department failure to meet the departmental objectives of providing planned and scheduled maintenance activities, reducing equipment downtime and ensuring planned delivery of quality spares at the appropriate time. The aim of the report is to provide guidance in the implementation of physical assets management. The report looks at different maintenance strategies available and evaluates the current operating scenarios for the department and further recommends the relevant strategy that will suit the department. Physical asset management as a maintenance program provides an effective planned and scheduled maintenance system to reduce labor and downtime. This ensures that the correct materials and parts are utilized and that the workmanship is of a high quality. A Maintenance Plan provides documented and sequenced tasks with labour and types of material required to execute the plan. Infrastructure assets are systems that serve defined operational needs, where the intention is to maintain the asset for continual use on a certain level. One of the main aspects in infrastructure network is the degree of interdependency not only within a particular asset network but also among networks. The failure of one component within a network may undermine the performance of other networks. One of the major objectives in an infrastructure network is to maintain the necessary service level through continuous maintenance while ensuring cost effectiveness The initial step is to choose certain maintenance tactics and then decide how often these tactics will be performed. The frequency of maintenance, its actions or tactics depends on the current condition of the equipment which is linked within the technical characteristics of failure and specific monitoring technique. “Regardless of the system you select, you must start from where you are and then develop an orderly series of steps to get where you want to end up, so start by assessing your current situation. The most essential ingredient in your maintenance management system is the people. An excellent system run by poorly trained or unmotivated people will be adequate at best but well trained people with positive attitudes can make an excellent system world class.”-Thomas Westerkamp

Resumen
Maintenance of transport infrastructure assets is widely advocated as the key in minimizing current and future costs of the transportation network. While effective maintenance decisions are often a result of engineering skills and practical knowledge, efficient decisions must also account for the net result over an asset's life-cycle. One essential aspect in the long term perspective of transport infrastructure maintenance is to proactively estimate maintenance needs. In dealing with immediate maintenance actions, support tools that can prioritize potential maintenance candidates are important to obtain an efficient maintenance strategy. This dissertation consists of five individual research papers presenting a microdata analysis approach to transport infrastructure maintenance. Microdata analysis is a multidisciplinary field in which large quantities of data is collected, analyzed, and interpreted to improve decision-making. Increased access to transport infrastructure data enables a deeper understanding of causal effects and a possibility to make predictions of future outcomes. The microdata analysis approach covers the complete process from data collection to actual decisions and is therefore well suited for the task of improving efficiency in transport infrastructure maintenance. Statistical modeling was the selected analysis method in this dissertation and provided solutions to the different problems presented in each of the five papers. In Paper I, a time-to-event model was used to estimate remaining road pavement lifetimes in Sweden. In Paper II, an extension of the model in Paper I assessed the impact of latent variables on road lifetimes; displaying the sections in a road network that are weaker due to e.g. subsoil conditions or undetected heavy traffic. The study in Paper III incorporated a probabilistic parametric distribution as a representation of road lifetimes into an equation for the marginal cost of road wear. Differentiated road wear marginal costs for heavy and light vehicles are an important information basis for decisions regarding vehicle miles traveled (VMT) taxation policies. In Paper IV, a distribution based clustering method was used to distinguish between road segments that are deteriorating and road segments that have a stationary road condition. Within railway networks, temporary speed restrictions are often imposed because of maintenance and must be addressed in order to keep punctuality. The study in Paper V evaluated the empirical effect on running time of speed restrictions on a Norwegian railway line using a generalized linear mixed model.

Resumen
The road system under the care and control of the State of Queensland, Australia has an estimated replacement value of $23 Billion (US$12 billion), excluding structures. Pavement management systems for recording, rating, and predicting a pavement's condition are used to prudently manage this large asset. Tne of the fundamental components of a pavement management system is the method of determining a pavement's rate of deterioration over time. Throughout the world, "pavement roughness" is one of the most widely used methods of measuring the performance of a pavement. Queensland is a large State, having an approximate area of 1.7 million square kilometres, and incorporates many small communities separated by vast distances. The majority of bitumen sealed pavements exist in low traffic volume rural areas, and consist of either a flexible unbound granular pavement or a semi-rigid modified granular pavement. This study has focussed on the roughness progression of these pavement types. Roughness data has been collected at varying frequencies since 1987, across the State's road network. In order to understand roughness progression behaviour, this research has considered 16,000 pavement segments (each lkm) from all parts of the State. This number is significant, as many previous research efforts, which form the basis of the current roughness progression models, have been based on the study of typically between forty and several hundred pavement segments. This extensive database has been used in this study to investigate trends in roughness pogression over time (~R). Traditionally, roughness progression has been represented in many road asset management models as an exponential relationship, providing rapidly increasing roughness values as the pavement approaches the end of its theoretical life. However, this relationship has not been commonly observed in the State's pavement asset. Investigations revealed that a linear relationship, termed the Linear Roughness Progression Rate (LRPR), represented the roughness progression of the pavement segments very well, and thereby assists in the identification of poor performing pavement segments. Pavement maintenance costs can also be used to identify poor performing pavement segments, based on excessive use of pavement maintenance funds to maintain functionality. This information assists in 'unmasking' pavements that may possess an umepresentative LRPR. For this reason, the effects of pavement maintenance costs (~PMC) on roughness progression have also been examined. Independent variables which are typically considered to affect roughness progression, have been examined with LRPR in this study. These variables include traffic volume, traffic loading, pavement type, subgrade soil classification, climate (rainfall, temperature, Thomthwaite Index), pavement age, and width of bitumen surface (seal width). It has been established that the roughness progression of each individual pavement segment is unique. No particular formula or model has been identified, which can accurately predict the roughness progression of any particular pavement segment from a population, based upon known values of the independent variables. In order to develop an understanding of the effects of these variables on pavement performance, a means of rating a pavement's condition using a combination of LRPR and excessive pavement maintenance expenditure has been established. Subsequently, a discrete rating scale from "Good", "Fair" to "Poor" has been used. The effects of the independent variables on pavement rating have been examined across the population of study pavement segments, using summary charts. This has enabled the proportions of pavement rated within each category to be examined with changes in each independent variable, to establish whether that variable has a global influence on pavement rating. For instance, whether the proportion of pavements rated "Poor" varies with Annual Average Daily Traffic. These summary charts provide the basis of a Network Performance Profile, which has yielded a better understanding of the variables globally influencing pavement rating across the State's road network. Further, the Network Performance Profile provides insight into the inbuilt risk of the past and current pavement design and delivery system. The knowledge gained from a whole of network analysis of condition may form a catalyst for the assessment of material quality, design methods, construction technology, and contract delivery, to ensure that pavements have the best chance of performing well. Currently, road network performance is commonly defined only by a measure of the road network's 'Absolute Condition'. The Network Performance Profile developed in this study will add new measures of pavement performance to the current definition. By including a Current Network Profile, and a more robust method for predicting mid term (five year) roughness values, asset managers will have a suite of information on historic, current, and estimated future road network condition, to use in evaluating the impact of previous and current management decisions. Pavement roughness prediction analysis, based on site-specific extrapolation of LRPR, has shown that at least six time-series roughness data points are required if an accurate short term prediction (4 to 6 year) is to be achieved. It is believed that the research of roughness progression has highlighted the unique nature of pavement segment deterioration. It is interesting to note that all categories of pavements suffer from a range of good to poor performance, and this finding is considered to be one of the keys in understanding pavement behaviour. At a network level, the study of performance has been considered very successful and has not only provided a robust methodology for quantifying road network performance, but also provides information for input into the improvement of technical policies and funding distribution decisions.

ENGLISH ABSTRACT: The change management approach followed during the installation of a new maintenance work management process (termed SAMI Stage1) in Sasol Synfuels is assessed. A framework and a set of change management principles are derived from literature relevant to the topic and are used as a basis to assess the implemented change. The concept of physical asset management is also reviewed and incorporated into the overall framework. The assessment reveals the following positive aspects of the change management process followed: • Excellent executive sponsorship throughout the implementation of SAMI Stage 1. • The use of one team of Sasol Synfuels personnel to develop the strategic plan and another team to perform the design of the new maintenance work management process has resulted in a core group of change advocates within Sasol Synfuels. • Sasol Synfuels business units were declared SAM I Stage 1 competent, which included the achievement of outcome indicators as well as behavioural changes. • The SAMI Stage 1 change is reinforced through further changes such as SAMI Stage 2, SAM PI (production initiative), as well as the creation of a new department, OPEX, to facilitate operational excellence within Sasol Synfuels. • The overall SAMI roadmap, commencing with maintenance work management, is found to be an effective vehicle to achieve the future integrated state of asset management. However, the following negative aspects of the implemented change are also highlighted: • The concept of physical asset management as the ultimate objective of the SAMI process was inadequately explained and coached to the organisation. Although maintenance work management efficiency has improved, the organisation has not made the mental transition from a cost centre mentality to a profit centre mentality. • Production personnel were initially excluded to a large extent, since SAM I Stage 1 was installed as a predominantly maintenance-focussed initiative. However, production personnel are required to play a large role in the maintenance work management process and their initial exclusion required significant stakeholder management during the advanced stages of the change. • There have not been significant changes to the recognition and reward systems in Sasol Synfuels in order to enhance the integration of specifically the maintenance and production functions. The organisation is thus still very much focused on functional excellence as opposed to the integrated concept of asset management. The effectiveness of installing a maintenance work management process first and then addressing equipment failures is also reviewed. It is concluded that this approach of firstly establishing discipline in the execution of maintenance work is indeed a viable approach. However, the overall objective of asset management must be considered from the onset and the organisation must be continuously aligned to that objective. Based on the above observations, recommendations are made on futu re Sasol implementations of maintenance work management processes. In essence there should be more focus on the concept of physical asset management before and during such an implementation. It is also recommended that a post SAM I Stage 1 project analysis should be performed (using appropriate questionnaires andlor interviews) to assess the positive and negative aspects as encountered by the organisation. These learning pOints should be documented and used for future, similar interventions. It should also be established whether the changes in behaviour and outcome are due to predominantly compliance to the work management process, or whether there is significant commitment to the process. Commitment to the process by the majority of the organisation is required to ensure sustainability there of.

The research topic is: Tools for the revision of a maintenance strategy for an explosives manufacturing plant, using asset management principles. This research has specific reference to the SASOL Prillan plant based in SASOL, Sasolburg. The purpose of this research is to identify tools for the revision of a maintenance strategy for an explosives manufacturing plant, using asset management principles. These tools must be aimed to increase the proactive work capacity index, Figure 3, and to identify and/or develop tools that can be used by the engineering team of this explosives manufacturing plant to increase equipment reliability and performance. In this research assets include people. The meaning and application of asset management principles were researched and the tools needed to combine existing efforts and future needs are discussed. The human element to ensure the successful implementation of an asset management culture was researched and attributes of leaders and a change model is presented. This research was done into the wider engineering management discipline and not only maintenance. The method used to gather data was by means of interviews of a sample group within this organization. As this manufacturing unit makes use of subject matter experts, these support functions and plant personnel that were not interviewed, were issued with questionnaires to ensure that the sample group is a fair representation of the total manufacturing facility. To obtain a holistic view of potential shortcomings within the current maintenance strategy, all disciplines and levels within this operation were interviewed and commonalities of various asset management models were determined and used to define existing problem areas. This data was used to determine statistical correlations. The case study presented in Chapter 1 indicates that there is a case for change that can improve the proactive work capacity index of the engineering team. The results of this research confirm that there is in fact a real requirement to increase spares accuracy, improve on technical training as well as a need to establish visual performance indicators (dashboard) to measure overall equipment efficiency with the goal toTools for the revision of a maintenance strategy for an explosives manufacturing plant, using asset management principles increase equipment reliability and performance. The technical training referred to in this research reflects on training of people on equipment after investment in new technology. The current spares holding strategy is lacking equipment description accuracy. Furthermore, it is recommended that the implementation of career paths and development plans for individuals must be developed to create an environment of learning. The use of user status information captured on the computerized maintenance management system (SAP R/3) can add to the management of works orders and indicate where the focus must be to complete overdue work orders. Open work orders should be used to manage expenditure, to measure planning efficiency and to manage the cash flow of the business. The use of overall equipment efficiency and engineering efficiency measures is recommended and must be visually displayed on a “dashboard”. It was recommended that the engineering and operations personnel of this manufacturing plant be trained in asset management principles and that balanced scorecards are developed to ensure that the strategies of the various departments are aligned with the business strategy. Diagram 1 best illustrates the thinking and process flow of this research. The flow diagram shows five distinct stages and the appropriate objectives and/ or elements that were considered. The dissertation is also structured in this manner. All abbreviations, acronyms and definitions used in this document were listed in APPENDIX B

ENGLISH ABSTRACT: The management of physical assets has become a popular eld of study over recent years and is being acknowledged in multiple disciplines world wide. In this project, research on Physical Asset Management (PAM), maintenance and decision making are presented. PAM is a complex subject and requires the participation of multiple disciplines in order to successfully manage physical assets. Moreover, the management of maintenance makes a big contribution in achieving successful PAM. Decision making is a core element to manage maintenance e ciently, both on strategic and operational level. Various methods and techniques can be used to aid the decision making process such as, using past experience, xed decision making techniques and techniques involving numerical calculations, to mention only a few. However, using numerical calculations to make decisions are not very popular. This is due to various reasons, for example the inherent complexity of the mathematics and the time required to execute such calculations are disliked. People tend to avoid complex numerical calculations and rather rely on past experience and discussion of circulating opinions to make decisions. This is not ideal and can lead to inconsistent and inaccurate decisions. In this project, the importance of numerical decision making is researched, especially in maintenance related decisions. The focus is placed on the simpli cation of numerical decision making techniques with the aim to make it easy and quick to use to support operational PAM decisions. Di erent decisions regarding PAM, especially decisions with regards to managing maintenance in order to achieve PAM, are discussed by means of a literature study. This is done to clarify the applicability of using numerical decision making techniques to support this type of decisions. A few di erent available numerical techniques are highlighted that can be used to support the decision making process. The decisions together with numerical decision making techniques are evaluated in order to combine the most appropriate techniques in a simpli ed manner. The purpose of this is that it can be used by anyone with the necessary knowledge of a speci c system or operation. As a result a simpli ed numerical decision making toolbox is developed that can support maintenance related decision. This toolbox is applied to a real life situation by means of a case study, made possible by Anglo American Platinum Limited (Amplats). An evaluation and validation of the toolbox is done through the case study to conclude wether it has value in practice or not.

In power system asset management, component data is crucial for decision making. This thesis mainly focuses on two aspects of asset data: data quality and data availability. The quality level of data has a great impact on the optimality of asset management decisions. The goal is to quantify the impact of data errors from a maintenance optimization perspective using random population studies. In quantitative terms, the impact of data quality can be evaluated financially and technically. The financial impact is the total maintenance cost per year of a specific scenario in a population of components, whereas the technical impact is the loss of a component's useful technical lifetime due to sub-optimal replacement time. Using Monte-Carlo simulation techniques, those impacts are analyzed in a case study of a simplified random population of independent and non-repairable components. The results show that missing data has a larger impact on cost and replacement year estimation than that of under- or over-estimated data. Additionally, depending on problem parameters, after a certain threshold of missing data probability, the estimation of cost and replacement year becomes unreliable. Thus, effective decision making for a certain population of components requires ensuring a minimum level of data quality. Data availability is another challenge that faces power system asset managers. Data can be lacking due to several factors including censoring, restricted access, or absence of data acquisition. These factors are addressed in this thesis from a decision making point of view through case studies at the operation and maintenance levels. Data censoring is handled as a data quality problem using a Monte-Carlo simulation. While the problems of restricted access and absence of data acquisition are studied using event trees and multiphysics modelling.  While the quantitative data quality problem can be abstract, and thus applicable to different types of physical assets, the data availability problem requires a case-by-case analysis to reach an effective decision making strategy.

Ozbek, Mehmet Egemen. "Development of a Comprehensive Framework for the Efficiency Measurement of Road Maintenance Strategies using Data Envelopment Analysis". Diss., Virginia Tech, 2007. http://hdl.handle.net/10919/29117.

Texto completo
Resumen
For the last two decades, the road maintenance concept has been gaining tremendous attention. This has brought about new institutional changes, predominant of which is the challenge for maintenance managers to achieve maximum performance from the existing road system. Such challenge makes it imperative to implement comprehensive systems that measure road maintenance performance. However, the road maintenance performance measurement systems developed and implemented by researchers and state departments of transportation (DOTs) mainly focus on the effectiveness measures, e.g., the level-of-service. Such measurement systems do not sufficiently elaborate on the efficiency concept, e.g., the amount of resources utilized to achieve such level-of-service. Not knowing how â efficientâ state DOTs are in being â effectiveâ can lead to excessive and unrealistic maintenance budget expectations. This issue indicates the need for a performance measurement approach that can take the efficiency concept into account. Another important concept that is not investigated in the current road maintenance performance measurement systems is the effect of the environmental factors (e.g., climate, location, and etc.) and operational factors (e.g., traffic, load, design-construction adequacy, and etc.) on the performance of the road maintenance process. This issue, again, indicates the need for a performance measurement approach that can take such external and uncontrollable factors into account. The purpose of this research is to develop and implement a comprehensive framework that can measure the relative efficiency of different road maintenance strategies given the (i) multiple inputs and outputs that characterize the road maintenance process and (ii) uncontrollable factors (e.g., climate, traffic, etc.) that affect the performance of such process. It is challenging to measure the overall efficiency of a process when such process is a multiple input-multiple output process and when such process is affected by multiple factors. To address this challenge, an innovative approach to efficiency measurement, Data Envelopment Analysis, is used in this research. It is believed that this research, by taking the efficiency concept into account, will significantly improve the ways that are currently used to model and measure the performance of road maintenance. The findings of this research will contribute new knowledge to the asset management field in the road maintenance domain by providing a framework that is able to differentiate effective and efficient maintenance strategies from effective and inefficient ones.

Resumen
The introduction of performance based tariff regulations along with higher media and political pressure have increased the need for well-performed risk and asset management applied to electric power distribution systems (DS), which is an infrastructure considered as a natural monopoly. Compared to other technical systems, DS have special characteristics which are important to consider. The Swedish regulation of DS tariffs between 1996 and 2012 is described together with complementary laws such as customer compensation for long outages. The regulator’s rule is to provide incentives for cost efficient operation with acceptable reliability and reasonable tariff levels. Another difficult task for the regulator is to settle the complexity, i.e. the balance between considering many details and the manageability. Two performed studies of the former regulatory model, included in this thesis, were part of the criticism that led to its fall. Furthermore, based on results from a project included here, initiated by the regulator to review a model to judge effectible costs, the regulator changed some initial plans concerning the upcoming regulation.   A classification of the risk management divided into separate categories is proposed partly based on a study investigating investment planning and risk management at a distribution system operator (DSO). A vulnerability analysis method using quantitative reliability analyses is introduced aimed to indicate how available resources could be better utilized and to evaluate whether additional security should be deployed for certain forecasted events. To evaluate the method, an application study has been performed based on hourly weather measurements and detailed failure reports over eight years for two DS. Months, weekdays and hours have been compared and the vulnerability of several weather phenomena has been evaluated. Of the weather phenomena studied, heavy snowfall and strong winds significantly affect the reliability, while frost, rain and snow depth have low or no impact. The main conclusion is that there is a need to implement new, more advanced, analysis methods. The thesis also provides a statistical validation method and introduces a new category of reliability indices, RT.

Aging infrastructure and personnel, combined with stricter financial constraints has put maintenance, or more popular Asset Management, at the top of the agenda for most power utilities. At the same time the industry reports that this area is not properly supported by information systems. Today’s power utilities have very comprehensive and complex portfolios of information systems that serve many different purposes. A common problem in such heterogeneous system architectures is data management, e.g. data in the systems do not represent the true status of the equipment in the power grid or several sources of data are contradictory. The research presented in this thesis concerns how this industrial problem can be better understood and approached by novel use of the ontology standardized in the Common Information Model defined in IEC standards 61970 & 61968. The theoretical framework for the research is that of data management using ontology based frameworks. This notion is not new, but is receiving renewed attention due to emerging technologies, e.g. Service Oriented Architectures, that support implementation of such ontological frameworks. The work presented is empirical in nature and takes its origin in the ontology available in the Common Information Model. The scope of the research is the applicability of the CIM ontology, not as it was intended i.e. in systems integration, but for analysis of business processes, legacy systems and data. The work has involved significant interaction with power distribution utilities in Sweden, in order to validate the framework developed around the CIM ontology. Results from the research have been published continuously, this thesis consists of an introduction and summary and papers describing the main contribution of the work. The main contribution of the work presented in this thesis is the validation of the proposition to use the CIM ontology as a basis for analysis existing legacy systems. By using the data models defined in the standards and combining them with established modeling techniques we propose a framework for information system management. The framework is appropriate for analyzing data quality problems related to power systems maintenance at power distribution utilities. As part of validating the results, the proposed framework has been applied in a case study involving medium voltage overhead line inspection. In addition to the main contribution, a classification of the state of the practice system support for power system maintenance at utilities has been created. Second, the work includes an analysis and classification of how high performance Wide Area communication technologies can be used to improve power system maintenance including improving data quality.

Thesis (MScEng)--Stellenbosch University
ENGLISH ABSTRACT: The decline of the passenger rail transport system of South Africa over the past two decades has left the passenger rail industry in a difficult position. The most significant impact has been the deterioration of the physical assets. Due to the renewed focus by government on passenger rail transport, the need for improving the physical asset management has been recognised. Physical asset management manifests itself through the application of strategies. The need for new and/or updated strategies was identified and summarily examined. Through the initial literature study, it was found that strategies are founded on the specific maintenance policy of an organisation. The application of the new/updated strategies was intended to take place at Metrorail. An investigation at Metrorail revealed the lack of any significant policy that is required to develop any new strategies. This discovery led to a shift in focus from the development of new strategies to the development of a physical asset management policy. A generic policy statement called Requirement-‐based Asset Management (RAM) was developed, with its primary focus being the conducting of maintenance activities based on the requirements of the organisation, the employees, the asset and the customer. In order to evaluate the suitability of RAM, a strategic roadmap was developed based on the policy statement and validated in three areas of Metrorail. These three areas were the wheel set maintenance system, the Top 7 fault evaluation procedure and the scheduled maintenance cycle of the train sets. The application procedure concluded that the roadmap and thus by deduction RAM are suitable for the Metrorail environment. RAM can be used to develop/improve an organisation’s physical asset management policy.

As it is directly under global economic factors, the mining industry tends to develop to seek leaner production processes, combining lower operational costs to better productive rates. In this context, the main objective of this study is to evaluate the general behavior of the time spend in preventive maintenance of a truck fleet from a large-scale mining project, being the analysis performed in a time window based on an economic period of local minimum in copper prices. From the observed behavior a discussion is made under the assumptions of the management methodology named Total Productive Maintenance in order to discuss the possible main risks and/or consequences that can be faced by the project and how these decisions qualitatively indicate the degree of maturity between production and maintenance in a mining project. In the end, it can be concluded that an intense work is still needed to translate the TPM premises into the mineral industry, being necessary to seek ways to adapt processes and metrics that are more suited to the extractive industry environment (which is very different from the manufacturing industry, where the program started). In addition, it is clear that the application of TPM is possible and welcome in mining since there are several academic studies in the area - in other words, the most challenging point in question is probably that an endogenous TPM program is developed within a mineral project.

Resumen
Thesis (MScEng)--Stellenbosch University, 2012.
ENGLISH ABSTRACT: Physical Asset Management (PAM) is becoming a greater concern for companies in industry today. The widely accepted British Standards Institutes’ specification for optimized management of physical assets and infrastructure is PAS55. According to PAS55, PAM is the “systematic and co-ordinated activities and practices through which an organization optimally manages its physical assets, and their associated performance, risks and expenditures over their life cycle for the purpose of achieving its organizational strategic plan”. One key performance area of PAM is Asset Care Plans (ACP). These plans are maintenance strategies which improve or ensure acceptable asset reliability and performance during its useful life. Maintenance strategies such as Condition Based Maintenance (CBM) acts upon Condition Monitoring (CM) data, disregarding the previous failure histories of an asset. Other maintenance strategies, such as Usage Based Maintenance (UBM), is based on previous failure histories, and does not consider CM data. Regression models make use of both CM data and previous failure histories to develop a model which represents the underlying failure behaviour of the asset under study. These models can be of high value in ACP development due to the fact that Residual Useful Life (RUL) can be estimated and/or the long term life cycle cost can be optimized. The objective of this thesis was to model historical failure data and CM data well enough so that RUL or optimized preventive maintenance instant estimations can be made. These estimates were used in decision models to develop maintenance schedules, i.e. ACPs. Several regression models were evaluated to determine the most suitable model to achieve the objectives of this thesis. The model found to be most suitable for this research project was the Proportional Hazards Model (PHM). A comprehensive investigation on the PHM was undertaken focussing on the mathematics and the practical implementation thereof. Data obtained from the South African mining industry was modelled with the Weibull PHM. It was found that the developed model produced estimates which were accurate representations of reality. These findings provide an exciting basis for the development of futureWeibull PHMs that could result in huge maintenance cost savings and reduced failure occurrences.

The RATP is the operator and asset manager of the public railway transport of Paris and the next suburbs. Nowadays, with more than 10 million trips per day, this transport network is one of the most crowded in the world. In this context of high service requirements, the RATP asset managers must assure the structural integrity, the quality of service and the sustainability of an aging and heterogeneous asset. However, available budgets are, by nature, limited and, in this context, two tasks become essential: to justify budget requirements and to optimize the programming of maintenance actions. The current asset strategy is based on visual inspections to detect degradation symptoms that concern the structural integrity of the structure. Depending on these results, managers must select and prioritize the maintenance actions taking into account the constraints involved in asset management. This decision-making process is based on the expert knowledge and is not formalized. In this context, the purpose of this thesis is to develop a multicritera decision support tool which reduces the inherent variability degree of visual inspections and the lack of transparency in the decision-making process. In order to provide RATP's managers a decision support tool, this research is based on the next stages :- The development of a functional model of degradation mechanisms by the application of the operational safety methods. The Functional Analyse (FA), the Failure Mode and Effect Analysis (FMEA) and the casual graphs are applied to know how infrastructures function, degrade and interact with the environment.- The construction of a decision support tool based on multicriteria methods. The first stage is the construction of a lot of criteria formalizing the technical, economic and social aspects involved in the RATP's asset management (rule based assignment model). The second stage is the application of ELECTRE methods to develop a multicriteria decision support tool which optimizes the management of the RATP's asset. This tool is tested on the line 4 of the Paris metro in order to study development prospects. The main prospect is the operational development of this tool in the context of the management of the RATP's asset

Resumen
Risk based approaches are gaining currency as industry looks for rational, efficient and flexible approaches to managing their structures and equipment. When applied to inspection and maintenance of industrial assets, risk based approaches differ from other approaches mainly in their assessment of failure in its wider context and ramifications. These advanced techniques provide more insight into the causes and avoidance of structural failure and competing risks, as well as the resources needed to manage them. Measuring risk is a challenge that is being met with state of the art technology, skills, knowledge and experience. The thesis presents risk based approaches to solving two specific types of problem in the management of offshore structures and equipments. The first type is finding the optimum timing of an asset life management action such that financial benefit is maximised, considering the cost of the action and the risk (quantified in monetary terms) of not undertaking that action. The approach presented here is applied to managing remedial action in offshore wind farms and specifically to corroded wind turbine tower structures. The second type of problem is how to optimise resources using risk based criteria for managing competing demands. The approach presented here is applied to stocking spares in the shipping sector, where the cost of holding spares is balanced against the risk of failing to meet demands for spares. Risk is the leitmotiv running through this thesis. The approaches discussed here will find application in a variety of situations where competing risks are being managed within constraints.

- La corrélation quantitative entre le processus de maintenance et le processus de vieillissement des composants (par un modèle d’âge virtuel) ;

- Les dépendances liées à l’aspect multi-composant du système, qui tient compte des modes de défaillance spécifiques des systèmes de protection ;

The safety record of most petrochemical industries in the world and Nigeria in particle, has not been able to come down to the maximum allowable range of 0 - 0.1 percent of tolerance on recordable injuries, due to increasing failure rates of equipment within the plant. Investigations on the maintenance audit carried out on the Nigerian Gas Company (NGC) revealed that 85 percent of such failures are directly linked to improper adaptability of an effective maintenance management strategy and plan within the petrochemical industries in Nigeria. Equally, the growth and continuous operation of any plant depends to a large extent on the maintenance of the equipment that refines the Crude Oil and natural Gas. As such, various maintenance management systems have been used over the years for the actualisation of the above purpose but with minimal success. This is evident in the fact that the level of maintenance performance of most Nigerian Petroleum Companies is always on the corrective maintenance model, which indirectly implies that the plant normally breaks down before maintenance management is applied. A critical look at the deficiency of improper adaptability of these maintenance management plans have conspicuously manifested in five major categories of maintenance failures which includes the following; * Failure of safety critical equipment due to lack of maintenance * Human error during maintenance * Static or spark discharge during maintenance in an intrinsically unsafe zone * Incompetence of maintenance staff, and * Poor communication between maintenance and production staff. These gaps as identified in this research must be corrected in the Nigerian Gas Industry if meaningful progress is to be made. Gas – To – Liquid technology is a very complex technology and with natural gas as the basic raw material, the technology not only looks intimidating but also is full of potential hazards. People are naturally afraid of the complex nature of gas in a confined environment (because of its highly combustible nature), its gaseous state makes it more complex for it to be kept under control and at the same time be moved from one form to another at different temperatures and pressures. The maintenance audit carried out on the Nigerian Gas Company (NGC) revealed some major loopholes in the maintenance management strategies adopted in the country. The audit reveals that the degree of adherence to conditions attached towards the maintenance management strategy of this equipment (in this case Gas field equipment) was too poor. Based on the above, this research is meant to improve the existing maintenance management strategy, by developing a Maintenance Management Strategy (MMS) that will be suitable for gas field equipment in the Escravos Gas–To– Liquid (EGTL) plant, planned to be commissioned in Nigeria early 2011. The need to research the above mentioned Maintenance Strategy became imperative due to the fact that the rate at which most of the petrochemical plants in the world are being gutted by fire, mainly due to poor maintenance management systems is alarming. This research work proffered solutions that will reduce or completely eliminate the highlighted problems above. This was based on investigations and analysis carried out in the chosen research area. Models were developed for the actualization of this Improved Maintenance Management Strategy (IMMS), so that the desired safe operability of the gas field equipment in the Escravos Gas–To– Liquid (EGTL) plant will be achieved without maintenance failure of any kind.

As society's dependence on energy increases, the regulatory agencies' demands grow with the electric power concessionaires for quality and continuity. On the other hand, in particular, the Brazilian electrical system is much more complex due to the increase in other transmission lines, substations, direct current systems and the use of generation plants from different sources, which imposes on energy companies the adoption Strategies and procedures that guarantee greater reliability to these assets. The use of Intelligent Electronic Devices (IEDs) allows the operation of electric power systems to make faster and more assertive decisions, however, the maintenance and inspection strategies in these equipments are not even among the companies in the sector, and this has led to some professionals to abandon the idea of proactive inspection. In this work a broad approach is taken on the subject, from the perspective of manufacturers' manuals, Reliability Centered Maintenance theory (RCM) and under international norms and guidelines. It is presented a research with eight companies of the Brazilian electrical sector and a survey of information in two substations of the National Interconnected System, with evaluation of the performance of the installed IEDs which includes the construction of failure curves, stratification of defects by subsystems and comparison between the families of IEDs in these facilities. At the end, a plan of periodic inspection is proposed in these devices using a methodology based on multicriteria analysis to define periodicities.

Physical asset management in the electric power sector encompasses the scheduling of the maintenance and replacement of grid components, as well as decisions about investments in new components. Data plays a crucial role in these decisions. The importance of data is increasing with the transformation of the power system and its evolution toward smart grids. This thesis deals with questions related to data management as a way to improve the performance of asset management decisions. Data management is defined as the collection, processing, and storage of data. Here, the focus is on the collection and processing of data. First, the influence of data on the decisions related to assets is explored. In particular, the impacts of data quality on the replacement time of a generic component (a line for example) are quantified using a scenario approach, and failure modeling. In fact, decisions based on data of poor quality are most likely not optimal. In this case, faulty data related to the age of the component leads to a non-optimal scheduling of component replacement. The corresponding costs are calculated for different levels of data quality. A framework has been developed to evaluate the amount of investment needed into data quality improvement, and its profitability. Then, the ways to use available data efficiently are investigated. Especially, the possibility to use machine learning algorithms on real-world datasets is examined. New approaches are developed to use only available data for component ranking and failure prediction, which are two important concepts often used to prioritize components and schedule maintenance and replacement. A large part of the scientific literature assumes that the future of smart grids lies in big data collection, and in developing algorithms to process huge amounts of data. On the contrary, this work contributes to show how automatization and machine learning techniques can actually be used to reduce the need to collect huge amount of data, by using the available data more efficiently. One major challenge is the trade-offs needed between precision of modeling results, and costs of data management.

Companies are placed in a global context of sustainable concern where environmental and social issues accompanying economic concerns. It is necessary to include, in some way, the economic feasibility analysis or in modeling of Economic Life and Asset Replacement, variables that may pose social and environmental aspects. In this scenario enters the PAS-55 standard - Publicly Avaiable Specification - 55, published by the British Standards Institution, which aims to improve the management system of physical assets in order to allow greater economic results, social and environmental issues arising from the use of equipment, in companies. The procedures laid down in PAS-55 standard suggests the alignment of knowledge from maintenance management, which make up the framework of Reliability Engineering, the knowledge of economic engineering in order to make tools and methods to make decisions in relation to physical assets companies. The objective of this study is to propose a model of asset replacement that considers variables Reliability and Sustainability, along with financial variables, using data envelopment analysis. The results present a conceptual model of asset replacement, with the inclusion of social and environmental variables and DEA application and also a case study with real data that assesses the replacement of equipment belonging to a producer of phosphoric acid.

Resumen

The Swedish electricity market was de-regulated in 1996, followed by new laws and a new regulation applied to the natural monopolies of electrical distribution systems (EDS). These circumstances have motivated distribution systems operators (DSOs) to introduce more comprehensive analysis methods. The laws, the regulation and additional incentives have been investigated within this work and results from this study can be valuable when developing risk methods or other quantitative methods applied to EDS. This tendency is not unique for Sweden, the results from a comparative study of customer outage compensation laws between Sweden and UK is for example included.

As a part of investigating these incentives, studies of the Swedish regulation of customer network tariffs have been performed which provide valuable learning when developing regulation models in different countries. The Swedish regulatory model, referred to as the Network Performance Assessment Model (NPAM), was created for one of the first de-regulated electricity markets in the world and has a unique and novel approach. For the first time, an overall presentation of the NPAM has been performed including description of the underlying theory as a part of this work. However, the model has been met by difficulties and the future usage of the model is uncertain. Furthermore, the robustness of the NPAM has been evaluated in two studies with the main conclusion that the NPAM is sensitive toward small variations in input data. Results from these studies are explained theoretically investigating algorithms of the NPAM.

A pre-study of a project on developing international test systems is presented and this ongoing project aims to be a useful input when developing risk methods. An application study is included with the approach to systematically describe the overall risk management process at a DSO including an evaluation and ideas of future developments. The main objective is to support DSOs in the development of risk management, and to give academic reference material to utilize industry experience. An idea of a risk management classification has been concluded from this application study. The study provides an input to the final objective of a quantitative risk method.

Palavras
The issue of maintenance is being increasingly seen as an issue that should bet more, contrary to what happened in the past when it was seen as a necessary evil within organizations and even something that could be avoided whenever, because it was seen as a core of costs and not seen as a benefit. This idea has been changing, and maintenance has been seen as something that can be taken advantage of in order to reduce costs, improving the availability and reliability of the organizations assets through new approaches to the maintenance theme and consequently bringing gains in the production of these organizations. Asset management is therefore one of the most growth issues within the maintenance area, since efficient management of the assets of an organization can bring numerous benefits, with maintenance service providers pioneering the importance of asset management. This work presents the topic of asset management based on ISO 55000 in order to carry out a methodology to be used in pressure vessels.

Corporations tend to consider maintenance work a strategic element. It is through maintenance—especially the alignment between corporate policies and integration of their programs to manage assets, risks, and life cycles of business units—that corporations try to continuously improve their results, reduce their operational costs, and, therefore, increase their competitiveness. Reliability Centered Maintenance (RCM) is a popular method across the world; it has been promoting competitiveness through concepts that allow the design of cost-effective Preventive Maintenance Programs These programs are effective because they entail appropriate maintenance policies that are focused on the preservation of the assets functions in their operational context and on the formation of technical knowledge basis supported by hard data. Throughout the years, RCM has been applied in numerous case studies and in different companies engaged in a variety of market segments. Such diversity in the application of RCM allowed us to observe new adaptations and variations of the classic method. Such adaptations aim to better respond to specific operational contexts in and within production units, as well as achieve faster results. The nuclear power sector has pioneered regarding the adoption and dissemination of RCM; it has been developing simplified versions of RCM, such as the “Streamlined RCM” and the PMO (Preventive Maintenance Optimization). These studies demonstrate that the PMO presents enhanced flexibility, which allows the adoption of different strategies; such enhanced flexibility brings expressive results to corporations as pre-existing maintenance programs are optimized. Based on the currently available literature, this dissertation addresses numerous questions regarding RCM and its application to nuclear power segments. It also addresses studies about simplified versions of RCM and the development of the PMO method. The discussion is supplemented with a practical application of the PMO method regarding auxiliary systems and sub-systems of Removal of Residual Heat System (JN), especially those regarding the security injection pumps of the High Pressure Injection System (JND) at Angra II Nuclear Plant. Through the results obtained from this application, it is possible to optimize the Maintenance Program of these equipments, and therefore, validate the PMO method as a tool of continuous improvement of the Assets and Life Cycle Program of Angra II.
