Lake Baikal is like no place on Earth. More than a mile deep, Baikal contains a fifth of the world’s freshwater. Thousands of endemic species reside in its watershed. It is an ecological treasure trove and a natural reservoir of global proportions. The region is also home to a strong environmentalist community that works tirelessly to protect Baikal from human harm. Environmentalists around Baikal began their campaign in the late 1950s, sparking the first national protest against the Soviet government’s planned industrial development. They have remained active in some form ever since, across the years of chaos, instability, and crisis: from Russia’s opening to the forces of globalization through the authoritarianism of Putin in the present. This book examines the struggle of Baikal environmentalists across these periods in order to develop a new understanding of civil society under conditions of globalization and authoritarianism. Through extended, historically informed ethnographic analysis, the book reveals that civil society is engaged with political and economic elites in a dynamic struggle within a field of power. Understanding the broader field of power helps to explain a number of apparent contradictions surrounding civil society and environmentalism. For example, why does civil society seem to both bolster democracy and threaten it? Why do capitalist corporations and environmental organizations form partnerships despite their general hostility toward each other? And why has democracy proven to be so elusive in Russia? The field of power posits new answers to these questions, as Baikal environmental activists struggle to protect and save their Sacred Sea.

This chapter on transformative violence in rural parts of Kazakhstan and Tajikistan argues that unlike more democratic countries with diverse civil society, authoritarian states quickly move to suppress a dissenting community. Both countries upgraded policing in rural areas to improve intelligence gathering on the local population in order to predict the rise of any antigovernment activities. While doing that, however, leaders of both countries sought to frame their actions as an inclusive process that was sensitive to the grievances of the affected populations and sensitive to the voices of civil society. As a result, however, authoritarianism deepened in the aftermath of incidents of transformative violence.

For decades, the United States has funded democracy promotion programs in the Middle East to little avail. Delta Democracy: Pathways to Incremental Civic Revolution in Egypt and Beyond argues that there is another way forward for US democracy aid. Drawing upon the author’s ethnographic research on Egypt’s nongovernmental organizations (NGOs) in the wake of the 2011 Arab Spring uprisings, Delta Democracy uncovers the strategies that local NGOs used to incrementally build a more democratic and just society. As it takes the reader inside the walls of Egypt’s NGOs, the book illuminates local activists’ perspectives on democracy in Egypt and reveals how savvy organizations promoted it as they navigated rapidly evolving opportunities and constraints in the years following the uprisings. Departing from US democracy brokers’ heavy-handed attempts to reform national political institutions, local organizations worked with grassroots communities to build a culture of democracy through public discussion and debate, free expression, and rights claiming. By weaving this democracy building work into public-facing economic development projects, Egypt’s NGOs managed to persevere through years of government crackdowns on civil society. Taking lessons learned from the Egyptian case, Delta Democracy advances our scholarly understanding of how civil society organizations maneuver state repression to combat political authoritarianism. It also offers a concrete set of recommendations on how US policymakers can restructure foreign aid to better connect with global contemporary civic revolutions for democracy.

Whereas civil society has previously been considered a “check” upon concentrated elite power, this chapter explains civil society as one player in a larger field of power. The field of power is a meta-field that contains all other social fields. To contend in the field of power requires a generalizable power source, and these powers operate simultaneously at two levels: in discrete social fields and in the field of power as a whole. Thus, through a close examination of a single social field, one can trace the shape of the larger field of power. Because power can be garnered and deployed in multiple spatial scales, the field of power approach is particularly appropriate for understanding civil society in the twenty-first century, which is characterized by globalization and a resurgent authoritarianism. The book examines the global field of power by focusing upon the dynamic interactions of power players around Lake Baikal in eastern Siberia.

This article examines populism as a mode of political representation from a cross-regional, comparative perspective and considers some explanations as to why it appears to be thriving and, arguably, spreading in many developing countries. It begins by considering the political and economic conceptualizations of populism, particularly in Latin America and with respect to its logic in the cultural, or ideational, dimension of politics. It then discusses the structural and institutional conditions for populism, such as democracy, authoritarianism, and civil society. The article argues that populism is a natural means of appealing to and incorporating mass political constituencies characterized by weak or widely discredited representative institutions, where many citizens are marginalized or alienated from such institutions due to socioeconomic or political exclusion.

Seventy years after the start of World War II, revisionists across Europe are arguing that Joseph Stalin was as much to blame for starting the war as was Adolf Hitler. As Adam Krzeminski rightly says, World War II is still being fought. This article sees ‘collective memory’ as a set of representations of the past that are constructed by a given social group (be it a nation, a family, a religious community, or other) through a process of invention, appropriation, and selection, and which have bearings on relationships of power within society. ‘Memory’ here refers not only to the academic study of memory but primarily to the various manifestations of ‘memory politics’ that have characterised Europe since the end of the Cold War. It is worth situating these European memory wars in a broader context, since they occur worldwide, especially in societies scarred by civil war, genocide, and authoritarianism, such as post-apartheid South Africa, Rwanda, Guatemala, and Argentina.

This book offers the first analysis of both the revolution and counterrevolution in Egypt, beginning in January 2011 until July 2018. The period of revolutionary upheaval played out in three uprisings against three distinct forms of authoritarian rule: the Mubarak regime and the police state that protected it, the unelected military junta known as the Supreme Council of Armed Forces, and the religious authoritarianism of the Muslim Brotherhood. The second part of the book analyzes the counterrevolution, which is divided into two periods: the first under Adly Mansour as interim president; and the second after Abdel Fattah El -Sisi was elected president. During the first wave, the regime imprisoned or killed the leadership of the Muslim Brotherhood and many secular activists, while during the second wave the regime turned against civil society at large: nongovernmental organizations , charities, the media, academia, and minority groups. In addition to providing new and unprecedented empirical data, the book makes two theoretical contributions. First, a new framework is presented for analyzing the state apparatus in Egypt, which is based on four pillars of regime support that can either prop up or press upon those in power: the Egyptian military, the business elite, the United States, and the multiheaded opposition. Second , the book brings together the literature on bottom-up revolutionary movements and top-down military coups, and it introduces the concept of a coup from below in contrast to the revolution from above that took place under Gamal Abdel Nasser.
