Between June 22, 2023, and January 22, 2024, we implemented scripts to collect public-facing correctional facility rosters and used a matching algorithm to link these data to unresolved syphilis investigations in Washington state. We reviewed the results and sent alerts to the assigned disease intervention specialist. We captured data from 60 of Washington’s 69 correctional facilities and linked 54 individuals to testing or treatment. In that time the four parallel pumps in the facility have each moved an estimated 1 billion barrels of crude oil, gasoline and diesel from the Sherwood Park area of Alberta and the oil fields of NE British Columbia to the west coast of Canada and into Washington State. The U.S. Department of Energy Hanford Site, formerly used for nuclear weapons production, encompasses 1500 square kilometers in southeast Washington State along the Columbia River. A principle threat to the river are the groundwater plumes of hexavalent chromium (Cr(VI)), which affect approximately 9.8 square kilometers, and 4.1 kilometers of shoreline. Cleanup goals are to stop Cr(VI) from entering the river by the end of 2012 and remediate the groundwater plumes to the drinking water standards by the end of 2020. This report offers a new analysis of how Washington State—and other states too—can focus funding on developing a targeted plan to address special education needs. In the wake of the COVID-19 pandemic, special education placements have been increasing, which will exacerbate shortages and may reflect an increase in inappropriate special education referrals. We outline a plan for a three-year roll-out of well-designed special education residencies that would both better address learning intervention needs and eliminate special education shortages in the highest-need geographies.
