This article examines the research literature to determine whether the provision of quality early childhood education (ECE) lowers the risk of a child developing special education needs (SEN) and mediates the intensity of support for children with an identified exceptionality. Schools play a crucial role in reducing developmental gaps assessed at school entry, but their success comes with great expense in special education and related costs. Research indicates that ECE could narrow these gaps and better prepare children for success in school, and this realization is slowly being reflected in p

UK government policy over the past thirty years has seen a movement away from universal provision of welfare towards the targeting of welfare. The advent of devolution in Scotland, and to a lesser degree Wales, has, however, created new policy forums in which the shift towards targeted benefits has been reversed in a number of important fields. Welfare provision in relation to children is a further key area in which this policy debate has emerged. Little evidence has been provided for the effectiveness of this shift in policy until now. Abstract This chapter examines the Croatian Government’s policies for Croats abroad with a focus on social protection. The history of Croatian diaspora-homeland engagement over a century culminating in the establishment of the independent state of Croatia in 1991, informs the prioritization of Croats abroad in the social policy landscape. In addition to outlining the diaspora and consular infrastructures, culture and education policies, the protection of Croats abroad in the areas of health, employment, pensions and family-related benefits is reviewed. The findings of this analysis reveal that while the Croatian government continues to profess its commitment to providing a comprehensive program of social protection for Croats abroad, policies guaranteeing substantive social protection are mainly found in those (primarily post-Yugoslav) states where Croatia has negotiated bilateral agreements for Croats identified as a minority. The provision of protection for Croats abroad in general therefore falls somewhat short in so far as a robust, concrete set of measures are concerned.

Mobile technologies have increasingly become pervasive in everyday life over the past few decades. As a result of their affordability and wide availability, mobile devices have become commonly used by several people. Efforts are being made by researchers and institutions to provide infrastructure, content, and resources related to the integration of mobile devices into learning environments are worthy of note. These have led to the provision of more learner motivation, better interaction between learners and teachers, thus leading to an improved educational experience. This book chapter emphasizes on the benefits of mobile learning and also presents a case study of the development of a mobile learning system that facilitates interactive learning in a University environment. The system provides for the student, mobile access to various functions that can improve the process of learning including assessment and provision of feedback to learners. This chapter assesses how non-profit private providers can positively contribute to upholding the right to education by looking at the following: the equality of individuals; overcoming the legacies of racism, sexism, and colonialism; pedagogical innovations; and collaborative and cost-effective investment in education. Re-imagining education provision is essential for realising the equal right to education for all children. Education initiatives at the margins have found ways to empower, innovate, and re-imagine existing educational paradigms to better fit the lives and aspirations of those who have been excluded from formal education systems, from disadvantaged groups to poor communities. These systems have the ability to imagine and implement innovative learning strategies where states either lack the vision or the political will or capacity to implement those initiatives.

When considering the provision of healthcare services, it is necessary to examine action at a local level and problems that local health service providers must face. This is essentially because it is within individual communities and neighbourhoods that most public healthcare interventions take place. Local intervention is also important in order to coordinate a more even pattern of healthcare provision across the regions. There are significant disparities between regions and inter-regions of the UK. Recent cuts to public services, welfare benefits, and public employment have severely affected those regions. This chapter will thus explore health inequalities and inequity of supply across the devolved administrations, regions, and sub-regions. It will then review policy to address health inequalities and consider to what extent the current public health service governance framework, and especially health service provision at the local level, can mitigate disparities in health outcomes. It includes a short section on the response to the Covid-19 pandemic in the regions.

This chapter serves as a case study describing three science, technology, engineering, and mathematics librarians' processes, reflections, and growth through co-mentorship. The authors discuss the processes and limitations of traditional, hierarchical mentorship structures in academic libraries and outline their work moving beyond this model to create and maintain a feminist co-mentorship community. The peer mentorship model is intentionally non-hierarchical and works as a complementary support system alongside formal mentorship relationships. They outline the benefits of this model, which include the provision of support around the emotional labor inherent in working in higher education, balancing professional and personal growth, and navigating the academic landscape. This chapter lays the foundational work the authors undertook to develop their co-mentorship group and community of care and addresses the practical benefits of this work in each of their lives.

Resumen
This chapter discusses state and federal laws that affect educational opportunity for poor and low-income children and adults. The federal Constitution does not guarantee a right to education. Instead, the provision of public schooling is a state responsibility, and the quality of public education varies considerably based on the wealth of the community in which a public school is located. The U.S. Supreme Court has held that the Equal Protection Clause does not require states to provide equal educational opportunities to students from low-wealth communities that on a par with those in schools with greater resources. The result is an educational system characterized by disparities and inequalities—rather than driving children forward, public schools in some disadvantaged neighborhoods serve as a conduit in a school-to-prison pipeline, with highly racialized impacts. The chapter discusses how the education of poor and low-income children is affected by residency requirements, truancy laws, punitive disciplinary policies, school fees, and the absence of state-funded programs for toddlers too young to attend kindergarten. Congress has enacted programs designed to supplement educational opportunities for students who are poor or from low-income households, and the chapter discusses some of them, starting with preschool through to vocational training opportunities and federal loans and grants to attend college. These programs, although important, are largely indifferent to the democratic benefits of racially integrated schools and do not go far enough in ensuring every child a free, quality education as a strong foundation for development and growth. The chapter also discusses how student debt has become a barrier to social mobility, and some of the protections available for students unable to pay their college loans.

This chapter discusses the role of corporate universities in the field of higher education and the impact of the same on conventional or traditional universities and their corresponding business schools. This chapter also proposes some strategic actions for the traditional universities to pursue in order to maintain competitive advantage over the emerging corporate universities. Some of these strategic actions include promoting and developing strong long-term and multipurpose strategic alliances with the industry, government institutions, and community development groups. Collaborative strategies are better than competitive behavior in terms of long-term benefits and costs associated with each of these strategies. Moreover, being in the forefront of learning innovation and knowledge management combined with the provision of high quality education and trainings through innovative, diverse, and flexible academic and training programs will help the traditional universities to remain the main supplier of knowledge in times to come.

Despite governments and the higher learning institutions investing greatly in the search for social justice, its realization has more often than not remained elusive. Could this state of affairs be attributable to weak partnerships among the critical players, as an increasing body of evidence tends to suggest? Accordingly, collaboration between the family, community, and institutions of learning plays a big role in any student's life, particularly in academic achievement, behavior, as well as development of social competencies. Engaging families from diverse backgrounds helps in promoting the view that education is a shared responsibility, including helping the orphans and vulnerable and those with special needs to access higher education. Against this background, this chapter discusses the benefits, barriers, and prospects of family, community, and higher education partnerships as a means of enhancing social justice today. Also elucidated are a relevant theory and the roles of partners in enhancing the provision of quality education.

This chapter provides a case study of how a lecturer in the School of Law at the Queensland University of Technology (QUT) used an audience response system (ARS) in a lecture for a second-year, core, undergraduate law subject to facilitate problem-based learning. It identifies the positive student response to the use of an ARS, and explores the main benefits, for example, active engagement of students in the learning process, facilitation of formative assessment where the students develop initiative and peer relationships, and the provision of timely and worthwhile feedback. The chapter also identifies some of the problems that the author faced in the trial, and provides some suggested solutions and recommendations. The author hopes to encourage other lecturers to take advantage of an ARS to enhance student learning, and identifies some future ARS research opportunities.
