Henry Snyder was born in Hayward, California in 1929 and did his undergraduate and graduate work at the University of California, Berkeley, receiving his PhD in history in 1963. He has taught and held administrative positions at University of Kansas, Louisiana State University, and University of California, Riverside. Reading backwards, through the feminist critique, Sue-Ellen Case explores the role of sexuality in women's lives as portrayed in the work of British women playwrights during the past three decades. She illustrates the way in which the oppressive uses of sexuality in the patriarchy, identified by the social movement as rape and pornography, have been dramatized through dramatic narrative and character construction. In contrast to this representation of oppression, she discusses how the liberating role of pleasure and of women reclaiming their own desires provide a revolutionary feminist stage practice, in both heterosexual and lesbian social contexts. In the decade after the publication of Specters, Derrida’s analyses provoked a large critical literature and invited both consternation and celebration by figures such as Antonio Negri, Wendy Brown and Frederic Jameson. This forum seeks to stimulate new reflections on Derrida, deconstruction and Specters of Marx by considering how the futures past announced by the book have fared after an eventful quarter century. Maja Zehfuss, Antonio Vázquez-Arroyo and Dan Bulley and Bal Sokhi-Bulley offer sharp, occasionally exasperated, meditations on the political import of deconstruction and the limits of Derrida’s diagnoses in Specters of Marx but also identify possible paths forward for a global politics taking inspiration in Derrida’s work of the 1990s.

This paper analyses selected research article introductions of doctoral seminars in the Department of English Language and Literature, Nnamdi Azikiwe University, Awka, to determine how these academic writings follow specific formats characteristic of such genres. Specifically the work looks at the staged cognitive organisation of the selected samples in line with the requisite schematic or generic structure postulated in Bhatia (1993) and adopted by the University of Southern California (USC). Every genre is characterized by culture-bound unique structuring and communicative purposes that give it generic coherence. Research article introduction is an academic sub-genre with specified conventions characterising genres from the academic culture/community. A total of eighteen samples of research introductions were analysed, the aim being to determine whether the cognitive move structures in the samples conform with, or depart from, the conventionalized patterns of this academic sub-genre and how the pattern used in the samples enabled or militated against the writers’ achievement of the desired communicative purposes. A critical reading of doctoral seminars in the Department shows lack of knowledge of the unique formatting of introductions, making this work to be anchored on English for Specific Purposes (ESP) with particular emphasis on English for Academic Purposes (EAP). The baseline of the findings is to discover the present proficiency of these group of learners, enlighten budding academics on the move structure of article introductions in order to achieve generic coherence as well as target proficiency in that sub-genre of academic writing.

Agriculture is a major industry in California, with cool-season crops grown along the state’s coasts, warm-season crops grown in the hot deserts, and many temperate crops grown in the state’s valleys. In coastal communities such as Ventura County, the Calleguas Creek and the Santa Clara River watersheds have 50,000 and 60,000 irrigated acres of farm crops, respectively. These watersheds are considered impaired by nutrients, salts, pesticides, and other agricultural contaminants. Mitigation of chemical and sediment runoff through grower-implemented best management practices (BMPs) is therefore one of the highest priorities in the Los Angeles Regional Water Quality Control Board Basin Plan. A 3-year project was designed to assist Ventura County growers in meeting regional water quality objectives. The University of California Cooperative Extension Ventura County and the University of California, Riverside, collaborated with the Ventura County Resource Conservation District and the Ventura County Agricultural Irrigated Lands Group (VCAILG) to address three project goals: increase grower and landowner understanding of local agricultural water quality issues; identify gaps or deficiencies in current management practices in agricultural operations; and reduce the contribution of nutrients, pesticides, and other pollutants to impaired water bodies. To achieve these goals, 469 surveys of agricultural water quality management practices were collected to assess the extent of current adoption of BMPs. Over 160 growers who farm more than 14,000 acres that drain into Calleguas Creek and 7,000 acres that drain into the Santa Clara River watersheds were assisted. Using the survey, growers developed site-specific farm water quality plans and received on-farm recommendations for BMPs. Additionally, 12 water quality educational programs, “including demonstrations of successful BMPs,” were developed and more than 2500 copies of educational materials published by the University of California, the Resource Conservation District, and the Natural Resources Conservation Service of the U.S. Department of Agriculture were distributed at on-farm visits, workshops, and other grower events. The project resulted in improved understanding, by growers and landowners, of water quality issues and significantly increased the implementation of appropriate on-farm BMPs to protect water quality. Nearly 100 new BMPs primarily aimed at managing erosion, sediment movement, and irrigation runoff were identified and documented through annual reassessments for more than 8000 acres draining into Calleguas Creek. A total of 518 people attended the educational programs, and over 90% of participants who completed evaluations rated the programs highly. In the final year of the project, 75% of attendees indicated they plan to implement new BMPs within the next 5 years, especially in the areas of irrigation, erosion, and pest management.

This true experimental study investigates the effect of combining the reading of literature with the ‘reading’ of film on nurturing EFL (English as a Foreign Language) students’ critical thinking dispositions in areas of truth-seeking, open-mindedness, inquisitiveness, analyticity, systematicity, confidence in reasoning, and maturity of judgment. It was conducted with 50 third year students enrolled at the department of English in Chadli Bendjedid University in Algeria. The contrast group (n=26) took two semesters of a regular literature course whereas the treatment group (n=24) took one semester of typical literature instruction and a second of a reading and viewing course. The California Critical Thinking Disposition Inventory (CCTDI) was used as both a pretest and posttest to assess participants’ overall critical thinking dispositions and scale results. Data were analyzed quantitatively using inferential statistics that included Cronbach’s alpha reliability coefficient, means, standard deviations, t-statistics and Cohen’s d effect size. Empirical findings revealed that the difference in the progress both groups manifested proved non-significant in all seven dispositions to think critically. Results’ interpretation, pedagogical implications, limitations and future research directions are examined.

Nobel Prize winner Czesław Miłosz is one of the most influential poets, prosiest, philosophers, and diplomats, his works spanning two centuries and multiple continents. Born in 1911, in what is now modern-day Lithuania, Miłosz spent most of his professional life in Europe including Poland and France. In 1960, fleeing the power of the communist regime, he found political asylum in California, teaching in the Slavic languages department at the University of California Berkley. The following paper examines Czesław Miłosz’s perspective on the radical West culture of the 1960s and ‘70s in his book Visions from San Francisco Bay. This work brings attention to previously unnoticed English mistranslations. I propose a new translation to reflect Miłosz’s original meaning, which changes the way English readers interpret his American experience as well as his book Visions from San Francisco Bay. Specifically, I consider two sets of Miłosz’s pros and cons which he crafted to describe the essence of his American experience, and one set of pros and cons I crafted from his writing to frame his experience. These juxtaposing pros and cons ultimately led him to the conclusion of the importance of richly interpreting one’s reality, especially in a time of change and uncertainty. By way of comparative literary analysis of Miłosz’s Visions and selected poems, we change the way we traditionally think of the ‘60s and ‘70s, realizing that instead of being a time of explosive interpretive energy, this was a time when Americans fell away from rich interpretation of their metaphysical realities.

Among the least expected (and least examined) aspects of the Spanish conquest of the Aztec empire in Mexico was its ‘export’ of a neo-medieval form of religious drama. The devastation wrought by the conquistadores upon an ancient civilization should not, however, blind us to the extreme cruelty involved in Aztec forms of worship; and in the following article, Robert Potter both outlines the ‘dramatic’ qualities of such sacrificial spectacles, and shows how the Spaniards, in their attempts to convert the Aztecs to Christianity, employed their own forms of ‘sacrificial drama’ for the purpose – utilizing, for example. The Sacrifice of Abraham for their didactic ends, while also assimilating some elements from the supplanted cultural forms. Robert Potter, who teaches in the Department of Dramatic Art in the University of California, Santa Barbara, is author of The English Morality Play (1975), and of many articles on medieval and renaissance drama. He prepared the present paper for the colloquium of the Societe Internationale pour I'Etude du Théâtre Médiéval at Perpignan in July 1986.

Maxwell Anderson's plays have been overshadowed in the American and world theatre, alike by the canonical post-war writers of the succeeding generation and by writers such as Clifford Odets and Thornton Wilder of his own, who are felt to be more representative of the prevailing mood. Russell DiNapoli argues that it was Anderson's very atypicality which merits his reconsideration. As a playwright, he steadfastly kept to his own ideological course while influenced at the same time by the changing fashions which made for success on Broadway – the resulting creative tensions having both positive and negative effects on his contemporary as on his posthumous reputation. A New Yorker, Russell DiNapoli took his Master of Fine Arts degree in Theatre at the University of California, Los Angeles, and his doctorate in Philology at the Universidad de Valencia, Spain, where he is currently a member of the Department of English and German. He has written and directed several plays in Valencia, where he has lived since 1977, the most recent being a Spanish adaptation of the Prologue in Maxwell Anderson's Key Largo.

The ten-minute play is burgeoning in the United States, yet it is a phenomenon which has received virtually no critical attention. Here, a contributing playwright places the ten-minute play – and its cousin, the ‘overnight’ play – within an historical and theoretical context in order to examine the aesthetic and political implications of the genre. Rick Mitchell's discussion thus ranges between the history of the one-act play, Walter Benjamin's essay on storytelling, Bertolt Brecht's notions of ‘complex’ (as opposed to ‘simple’) pleasures and epic acting, Filippo Marinetti's writings on the variety theatre, and Chekhov's ideas about the strengths of the short, nonsensical, vaudeville farce. Rick Mitchell also relates his own recent experience in creating a ten-minute comedy, Acadiana Sludge – written, rehearsed, and performed (off-book) in less than twenty-four hours – and the text of this play augments the article. Rick Mitchell's other plays include Brecht in L.A., Ventriloquist Sex, Urban Renewal, Potlatch, and The Composition of Herman Melville, recently published by Intellect Books. He is an Assistant Professor in the Department of English at California State University, Northridge, where he directs the Northridge Playwrights Workshop, and he has published numerous articles about performance, theory, and playwriting.

Muskmelon is a warm season cucurbit species that belongs to family Cucurbitaceae. We analyzed 2955 papers of global research on muskmelon (Cucumis melo L.) based on Web of Science from 1924 to 2021. Papers were mainly written in English (2766, 93.604%), from 7883 authors, 83 countries or regions, 1697 organizations, and published in 585 journals and book series. The top five journals were HortScience (334, 11.303%), Journal of the American Society for Horticultural Science (Proceedings of the American Society for Horticultural Science) (117, 3.959%), Scientia Horticulturae (109, 3.689%), Plant Disease (88, 2.978%), and Phytopathology (84, 2.843%), each of which published more than 84 papers. The top five countries or regions were the United States, PR China, Spain, Brazil, and Japan, which each published more than 168 papers. The top six organizations were U.S. Department of Agriculture Agricultural Research Service, Agricultural Research Organization, Texas A&M University, Universitat Politecnica de Valencia, University of California–Davis and Consejo Superior de Investigaciones Cientificas, each of which published more than 64 papers. The top five authors are G.D. Lester, J.D. McCreight, J. Garcia-Mas, K.M. Crosby, and T.J. Ng, who each published more than 26 papers. On the basis of the analysis of a network map of VOSviewer, there were cooperation among authors, organizations, and countries or regions. All keywords of muskmelon research were separated into eight clusters for different research topics. Visualizations offer exploratory information on the current state and indicate possible developments in the future. This work is also useful for students identifying graduate schools and researchers selecting journals.

Asiatic citrus canker (ACC) foliar lesions were evaluated on progenies of 84 seed-source genotypes (“parent genotypes”) from the Citrus Variety Collection (CVC) of the University of California at Riverside (UCR) of Citrus trifoliata and hybrids between C. trifoliata and other Citrus species and hybrids. Trees were planted Aug. 2013 in a completely randomized design at the Fort Pierce U.S. Department of Agriculture (USDA) grove. Plants were assessed visually Aug. 2017, Sept. 2019, and Sept. 2020 for distinctive ACC lesion incidence and severity. Progeny were compared by parent genotypes using nonparametric analysis. Incidence of ACC [percentage of leaves displaying symptoms, verified by quantitative polymerase chain reaction (qPCR) to be associated with Xanthomonas citri pv. citri] across parent genotypes ranged from 8% to 80% (mean, 49%) of leaves affected in 2017, from 4% to 58% (mean, 29%) in 2019, and 8% to 46% (mean, 25%) in 2020. In 2017, of 49 C. trifoliata parent genotypes, only four separated from the two highest ACC-incidence statistical categories [Citrus Research Center (CRC) 3345, 3484, 3888, and 4017]. whereas 29 of the 35 C. trifoliata hybrids displayed lower ACC incidence, which separated from the two highest statistical categories. In 2019, of the C. trifoliata, only six separated from the highest ACC-incidence statistical category (CRC 3330, 3484, 3547, 3549, 3876, and 3888), whereas all 35 C. trifoliata hybrids displayed lower ACC incidence and separated from the highest statistical category, and 26 hybrids separated from 18 of the C. trifoliata. In 2020, only three C. trifoliata separated from the highest ACC-incidence statistical category (CRC 2861, 3549, and 3888) and 20 hybrids separated from 18 of the C. trifoliata. By parent genotype, ACC incidence correlated substantially between each pair of the 3 years, with r2 values of 0.39, 0.57, and 0.65. Of 34 hybrids validated, similar numbers had C. trifoliata, grapefruit (C. ×aurantium var. racemosa), and sweet orange (C. ×aurantium var. sinensis) chloroplasts. Chloroplast type affected ACC incidence and severity, but not in a consistent manner. Near-isogenic groups within C. trifoliata, as determined by DNA markers, were associated with some statistically different ACC sensitivity. Overall, hybrids of C. trifoliata with other citrus types displayed markedly reduced ACC sensitivity compared with C. trifoliata, indicating that this trait is readily overcome through breeding.

BACKGROUND The proximal humerus fractures are mostly undisplaced fractures. Various complications which were encountered with the closed treatment included: subacromial impingement, malunion, shoulder pain, avascular necrosis, stiffness secondary to osteoarthritis and the rotator cuff deficiency. In order to overcome these complications, trend has shifted towards surgical management. The present study was conducted to assess the functional and radiological outcome in patients with proximal humerus fracture managed by proximal humerus locking compression plate. METHODS This was a longitudinal observational study (combination of retrospective and prospective design) conducted in the Department of Orthopaedics in Teerthanker Mahaveer Medical College and Research Centre, Moradabad. All patients with proximal humerus fractures under Neer’s classification who fulfilled our inclusion criteria were included. The radiological assessment was done by union, complication or any failure on x-ray and functional outcome was assessed by University of California at Los Angeles (UCLA) score. Surgery was performed under general/brachial anaesthesia in beach chair position. Delto-pectoral approach was used. Injectable antibiotics (3 rd generation cephalosporin) and analgesic (paracetamol/tramadol) were given for 3 days after surgery. Post op. X- ray of shoulder with arm antero-posterior and lateral view were taken on 2nd day of surgery RESULTS A total of 34 patients were included in the study who were followed up for a minimum of one year. At the end of the follow up, 25 patients showed union except for 3 non-union, 1 delayed union, 2 valgus and 2 varus deformity, 2 avascular necrosis (AVN) and 2 infections. The functional outcomes were excellent in 5 patients, good in 14 patients, fair in 9 patients and poor in 6 patients. CONCLUSIONS Proximal humerus locking compression plate is a safe and effective procedure for the management of proximal humerus fracture for young as well as older age group individuals with good functional outcome. The complications are acceptable and can occur in any hospital with any experienced surgeon. KEYWORDS Proximal Humerus, Fracture, Compression Plate

The non-philosophical conceptualisation of the self, and I am expanding the category to include the other forms of theoretical-methodological exit from philosophy’s sufficiency as its principle, thus also Marx, psychoanalysis, and linguistics, does not reduce the radical dyad of physicality/automaton to one of its constituents. It is determined by the radical dyad as its identity in the last instance and it is determined by the materiality or the real of the last instance. The real is that of the dyad, of its internal unilaterality and the interstice at the center of it. We have called this reality of selfhood the non-human: the interstice is insurmountable; the physical and the automaton are one under the identity in the last instance but a unification does not take place. It is the physical, the animal and nature, it is materiality of “use value” and the real production that needs to be delivered from exploitation, not the “workers” only, especially because many of the global labor force are bereft of the status (of workers). And the need to do so is not only moral but also political in the sense of political economy: capitalism is based on a flawed phantasm that the universe of pure value is self-sufficient on a sustainable basis, based on an abstracted materiality as endlessly mutable resource. A political economy detached from the material is untenable. Guillermo Calvo is one of the most influential economists in the field of international macroeconomics of the past 30 years. He has produced seminal articles in every area of macroeconomics and international economics that he has worked on, including his early classic articles on capacity utilization and time inconsistency, his 1980's works on efficiency wages, price stickiness, and policy credibility, and his recent studies on sudden stops and emerging market crises. Yet, the defining feature of Guillermo Calvo's contribution to our profession is not the depth and wide scope of the economic theories he has developed, but the central emphasis he puts in all his work on the role of economics as a tool for understanding reality and improving the quality of human life.Guillermo Calvo's passion for the policy implications of economic theory is obvious to anyone who has met him since his days as Senior Advisor of the Research Department of the IMF in the mid-1980's. This feature of his professional interests was much less obvious to those who interacted with him during his early years as an important figure of the rational expectations revolution. It was probably hard to see that behind the highly technical treatment presented in his articles at that time was an author who had his feet soundly set on the ground and focused on understanding how society could benefit from the renaissance of macroeconomic theory that was taking place. Interestingly, Michael Rothschild did figure out the true nature of Guillermo Calvo in those early years. When the University of California at San Diego tried to hire Calvo in the mid-1980's, Rothschild explained to Calvo that he was an excellent fit for San Diego because he was a particular type of theoretician: “Most theoreticians make theory out of theory,” Rothschild noted, but Calvo was different because he made “theory out of reality, taking what is really out there and presenting it in a much wider and complex form than a well-developed but narrow theory.”The following pages are excerpts from three interview sessions that Guillermo Calvo and I had at his office in the Inter-American Development Bank in the spring of 2003. These interviews provide a clear summary picture of Calvo as the theoretician of reality that Michael Rothschild described. The recollection of the conversation with Rothschild is one of many fascinating memories of Calvo's personal life and professional career that emerged during our meetings. We taped and transcribed the three meetings in Spanish and then Calvo and I together edited that material to produce this much shorter interview in English for Macroeconomic Dynamics.

OBJECTIVES/SPECIFIC AIMS: To mobilize and engage CHWs/promotores as stakeholders, we aim to promote the capacity for CHWs participate in patient centered research (PCOR) by locally implementing a structured research training curriculum for CHWs. Main Questions: How the process of mobilization and engagement would be implemented at local/state level? What would be project challenges, risks and barriers at each and across sites? What modifications would be made to the initial PCOR for CHWs training curriculum and toolkit based on local feedback from collaborators, in both English and Spanish? What would be lessons learned on mobilization, engagement of, and sustainability for CHW training organizations as partners in PCOR? METHODS/STUDY POPULATION: Measures: Monthly calls and quarterly reports from local organizations on activities, deliverables status, modifications, project implementation challenges/barriers and solutions (experienced and potential) to achieve goals of training 10 PCOR CHW Champions and a total of 360 CHWs/promotores trained in PCOR. Input from Note taker reports, Feedback and Evaluation Forms from training attendees at each session. Co-authorship of team members on dissemination activities (submissions for presentations, posters, blogs entries, webinars). Activities/Procedures: Via a highly participatory, consensus-driven decision-making approach, each of the organizations in the target states provide input into refining the toolkit for local use, select the training champions and develop CHW/promotor outreach and recruitment plans, and deliver the PCOR training to CHWs. In addition, the organizations will also set up a local stakeholder CHW/promotores advisory group. Environmental scan and literature review continues on training content areas to complement field experience in implementing the trainings at local sites. Project information tools developed (info sheet for local organizations, informational slide set to be used at calls and statewide seminars, a templates for flyer for training recruitment, agenda, certificates). FL and TN pilot of the translation of the curriculum, addressing problematic concepts and terms, collecting feedback forms eliciting input on terminology variations across Spanish speaking populations and literacy levels. Project Collaborators: Día de la Mujer Latina, a patient advocacy group in Texas with CHW trainings in several states and Puerto Rico Chula Vista Community Collaborative, a community health empowerment organization in Southern California Progresso Community Center, a Latino-focused health coalition based in Tennessee Florida Community Health Worker Coalition, a statewide partnership dedicated to the support and promotion of the CHW profession in Florida. RESULTS/ANTICIPATED RESULTS: Results: Trainings per State - Y1 Jan- October 2018 Totals: 11 PCOR Champions and 252 PCOR-Trained CHWs in CA-TX-TN Y2 Plans (October 2018-September 2019): Will continue to collect CHW trainee demographic data, CHW certification and patient/patient advocate status. Will conduct qualitative and quantitative analysis of all quarterly reports, Note taker, and trainee Feedback and Evaluation forms. Will reach goal of 360 PCOR-trained CHWs in FL, CA, TX and TN. Will continue to submit abstracts on our story on building patient and stakeholder capacity to participate as partners in patient-centered outcomes research, engagement and mobilization, from topic generation through the dissemination of research results. From evaluation analysis of content and process measures, we will discuss sustainability strategies as shared learning collaborative. One key engagement strategy used for engaging specific patients/caregivers and patient advocates in underserved communities is leveraging our partnerships with Community Health Workers (CHWs). Moreover, there is a documented need for higher level of training skills to undertake activities such as community health assessments, program evaluations and clinical studies. University of Miami (UM) along FL partners has successfully developed a 7-hr specialized toolkit on patient-centered research for CHWs and trained 148 CHWs/promotores (original plans were for 100) across the six major statewide regions. Evaluation data resulted in 100% of attendees responses’ as excellent and 99% would recommend it to others. Qualitative comments included “even though the training was tailored for research, I feel that it applies to many other aspects of the CHW role” and “I feel more empowered in my role after hearing explicitly the opportunities…for a CHW to be more involved in the research process”. UM has partnered with stakeholders in FL, Texas, southern California and Tennessee to develop a Spanish version of the PCOR for CHWs Training Toolkit (including a slide deck, Facilitator’s Guide and Student Workbook) that can be culturally and linguistically appropriate, to train local CHWs/promotores as PCOR CHW Champions. Attendees will receive lunch and a certificate of participation upon completion of the module. In turn, they agree to train local CHWs in their region. These 7 credit hrs could be used as credits towards state certification requirements, in states with CHW certification programs. This partnership for the mobilization and engagement of CHWs/promotores aims to strengthen their capacity to be involved in PCOR at the local and national level and increase the organizational capacity of CHW representative organizations in their promotion of PCOR. This type of research aims to help patients and those who care for them make better-informed decisions about the healthcare choices they face every day, guided by those who will use that information. In doing so, CHWs/promotores are contributing to PCOR in addressing health disparities and achieving health equity as a more culturally and linguistically diverse healthcare workforce and PCOR research team members.

The citrus peelminer is a dark-gray moth with mottled white and brown markings and about 4 mm in length. This moth is considered native in the United States, attacking willow. It is believed that a host-shift occurred to multiple non-native plants including all varieties of citrus and certain ornamentals, such as oleander. Citrus peelminer has been reported to occur in low numbers in Florida and at least three Marmara species have been identified in the state. Recent evaluations of an experimental pheromone lure that is still under development by researchers at the University of California, Riverside have confirmed captures of citrus peelminer (Marmara sp.) in Polk County, Florida. Resumen
Iain Sinclair is a writer who is synonymous with a city. Sinclair’s sustained literary engagement with London from the mid 1960s has produced a singular account of place in that city (Bond; Baker; Seale “Iain Sinclair”). Sinclair is a leading figure in a resurgent and rebranded psychogeographic literature of the 1990s (Coverley) where on-foot wandering through the city brings forth narrative. Sinclair’s wandering, materialised as walking, is central to the claim of intimacy with the city that underpins his authority as a London writer. Furthermore, embodied encounters with the urban landscape through the experience of “getting lost” in urban environments are key to his literary methodology. Through works such as Lights Out for the Territory (2007), Sinclair has been repeatedly cast as a key chronicler of London, a city focused with capitalist determination on the future while redolent, even weighted, with a past that, as Sinclair says himself, is there for the wanderer to uncover (Dirda).In this essay, we examine how Sinclair’s wandering makes place in London. We are interested not only in Sinclair’s wandering as a spatial or cultural “intervention” in the city, as it is frequently positioned in critiques of his writing (Wolfreys). We are also interested in how Sinclair’s literary methodology of wandering undertakes its own work of placemaking in material ways that are often obscured because of how his work is positioned within particular traditions of wandering, including those of psychogeography and the flâneur. It is our contention that Sinclair’s wandering has an ambivalent relationship with place in London. It belongs to the tradition of the wanderer as a radical outsider with an alternative practice and perspective on place, but also contributes to contemporary placemaking in a global, neo-liberal London.Wandering as Literary MethodologyIain Sinclair’s writing about London is considered both “visionary” and “documentary” in its ambitions and has been praised as “giving voice to lost, erased, or forgotten histories or memories” (Baker 63). Sinclair is the “raging prophet” (Kerr) for a transforming and disappearing city. This perspective is promulgated by Sinclair himself, who in interviews refers to his practice as “bearing witness” to the erasures of particular place cultures, communities, and their histories that a rapidly gentrifying city entails (Sinclair quoted in O’Connell). The critical reception of Sinclair’s perambulation mostly follows Michel de Certeau’s observation that walking is a kind of reading/writing practice that “makes the invisible legible” (Baker 28). Sinclair’s wandering, and the encounters it mobilises, are a form of storytelling, which bring into proximity complex and forgotten narratives of place.Sinclair may “dive in” to the city, yet his work writing and rewriting urban space is usually positioned as representational. London is a text, “a system of signs […], the material city becoming the (non-material) map” (Baker 29). Sinclair’s wandering is understood as writing about urban transformation in London, rather than participating in it through making place. The materiality of Sinclair’s wandering in the city—his walking, excavating, encountering—may be acknowledged, but it is effectively dematerialised by the critical focus on his self-conscious literary treatment of place in London. Simon Perril has called Sinclair a “modernist magpie” (312), both because his mode of intertextuality borrows from Modernist experiments in form, style, and allusion, and because the sources of many of his intertexts are Modernist writers. Sinclair mines a rich seam of literature, Modernist and otherwise, that is produced in and about London, as well as genealogies of other legendary London wanderers. The inventory includes: “the rich midden of London’s sub-cultural fiction, terse proletarian narratives of lives on the criminous margin” (Sinclair Lights Out, 312) in the writing of Alexander Baron and Emanuel Litvinoff; the small magazine poetry of the twentieth century British Poetry Revival; and the forgotten suburban writings of David Gascoyne, “a natural psychogeographer, tracking the heat spores of Rimbaud, from the British Museum to Wapping and Limehouse” (Atkins and Sinclair 146). Sinclair’s intertextual “loiterature” (Chambers), his wayward, aleatory wandering through London’s archives, is one of two interconnected types of wandering in Sinclair’s literary methodology. The other is walking through the city. In a 2017 interview, Sinclair argued that the two were necessarily interconnected in writing about place in London:The idea of writing theoretical books about London burgeoned as a genre. At the same time, the coffee table, touristy books about London emerged—the kinds of books that can be written on Google, rather than books that are written by people of the abyss. I’m interested in someone who arrives and takes this journey into the night side of London in the tradition of Mayhew or Dickens, who goes out there and is constantly wandering and finding and having collisions and bringing back stories and shaping a narrative. There are other people who are doing things in a similar way, perhaps with a more journalistic approach, finding people and interviewing them and taking their stories. But many books about London are very conceptual and just done by doing research sitting at a laptop. I don’t think this challenges the city. It’s making a parallel city of the imagination, of literature. (Sinclair quoted in O'Connell)For Sinclair, then, walking is as much a literary methodology as reading, archival research, or intertextuality is.Wandering as Urban InterventionPerhaps one of Sinclair’s most infamous walks is recorded in London Orbital (2003), where he wandered the 127 miles of London’s M25 ring road. London Orbital is Sinclair’s monumental jeremiad against the realpolitik of late twentieth-century neo-liberalism and the politicised spatialisation and striation of London by successive national and local governments. The closed loop of the M25 motorway recommends itself to governmental bodies as a regulated form that functions as “a prophylactic, […] a tourniquet” (1) controlling the flow (with)in and (with)out of London. Travellers’ movements are impeded when the landscape is cut up by the motorway. Walking becomes a marginalised activity it its wake, and the surveillance and distrust to which Sinclair is subject realises the concerns foreshadowed by Walter Benjamin regarding the wanderings of the flâneur. In the Arcades Project, Benjamin quoted a 1936 newspaper article, pessimistically titled “Le dernier flâneur” [The last flâneur]:A man who goes for a walk ought not to have to concern himself with any hazards he may run into, or with the regulations of a city. […] But he cannot do this today without taking a hundred precautions, without asking the advice of the police department, without mixing with a dazed and breathless herd, for whom the way is marked out in advance by bits of shining metal. If he tries to collect the whimsical thoughts that may have come to mind, very possibly occasioned by sights on the street, he is deafened by car horns, [and] stupefied by loud talkers […]. (Jaloux, quoted in Benjamin 435)Susan Buck-Morss remarks that flâneurs are an endangered species in the contemporary city: “like tigers, or pre-industrial tribes, [they] are cordoned off on reservations, preserved within the artificially created environments of pedestrian streets, parks, and underground passages” (344). To wander from these enclosures, or from delineated paths, is to invite suspicion as the following unexceptional anecdote from London Orbital illustrates:NO PUBLIC RITE [sic] OF WAY. Footpaths, breaking towards the forest, have been closed off. You are obliged to stick to the Lee Navigation, the contaminated ash conglomerate of the Grey Way. Enfield has been laid out in grids; long straight roads, railways, fortified blocks. […] In a canalside pub, they deny all knowledge of the old trace. Who walks? “There used to be a road,” they admit. It’s been swallowed up in this new development, Enfield Island Village. […] The hard hat mercenaries of Fairview New Homes […] are suspicious of our cameras. Hands cover faces. Earth-movers rumble straight at us. A call for instruction muttered into their lapels: “Strangers. Travellers.” (69-70)There is an excess to wandering, leading to incontinent ideas, extreme verbiage, compulsive digression, excessive quotation. De Certeau in his study of the correlation between navigating urban and textual space speaks of “the unlimited diversity” of the walk, highlighting its improvised nature, and the infinite possibilities it proposes. Footsteps are equated with thoughts, multiplying unchecked: “They are myriad, but do not compose a series. […] Their swarming mass is an innumerable collection of singularities” (97). Throughout the 1980s and 1990s, the erratic trajectories, digression, and diversion of Sinclair’s wanderings are aligned with a tradition of the flâneur as homo ludens (Huizinga) or practitioner of the Situationist derive, as theorised by Guy Debord:The dérive entails playful-constructive behaviour and awareness of psychogeographical effects, which completely distinguishes it from the classical notions of the journey or the stroll. In a dérive one or more persons during a certain period drop their usual motives for movement and action, their relations, their work and leisure activities, and let themselves be drawn by the attractions of the terrain and the encounters they find there. The element of chance is less determinant than one might think: from the dérive point of view, cities have a psychogeographical relief, with constant currents, fixed points and vortexes that strongly discourage entry into or exit from certain zones. (“Theory of the dérive” 50)Like Charles Baudelaire’s painter of modern life, Sinclair is happily susceptible to distraction. The opening essay of Lights Out is a journey through London with the ostensible purpose of diligently researching and reporting on the language he detects on his travels. However, the map for the walk is only ever half-hearted, and Sinclair admits to “hoping for some accident to bring about a final revision” (5). Sinclair’s walks welcome the random and when he finds the detour to disfigure his route, he is content: “Already the purity of the [walk] has been despoiled. Good” (8). Wandering’s Double Agent: Sinclair’s Placemaking in LondonMuch has been made of the flâneur as he appears in Sinclair’s work (Seale “Eye-Swiping”). Nevertheless, Sinclair echoes Walter Benjamin in declaring the flâneur, as previously stereotyped, to be impossible in the contemporary city. The fugeur is one détournement (Debord “Détournement”) of the flâneur that Sinclair proposes. In London Orbital, Sinclair repeatedly refers to his wandering as a fugue. A fugue is defined in the Oxford English Dictionary as a “flight from or loss of the awareness of one’s identity, sometimes involving wandering away from home, and often occurring as a reaction to shock or emotional stress.” As Sinclair explains:I found the term fugueur more attractive than the now overworked flâneur. Fugueur had the smack of a swear word […]. Fugueur was the right job description for our walk, our once-a-month episodes of transient mental illness. Madness as a voyage. […] The fugue is both drift and fracture. (London Orbital, 146)Herbert Marcuse observed that to refuse to comply with capitalist behaviour is to be designated irrational, and thus relegate oneself to the periphery of society (9). The neo-liberal city’s enforcement of particular spatial and temporal modalities that align with the logic of purpose, order, and productivity is antagonistic to wandering. The fugue state, then, can rupture the restrictive logic of capitalism’s signifying chains through regaining forcibly expurgated ideas and memories. The walk around the M25 has an unreason to it: the perversity of wandering a thoroughfare designed for cars. In another, oft-quoted passage from Lights Out, Sinclair proposes another avatar of the flâneur:The concept of “strolling”, aimless urban wandering […] had been superseded. We had moved into the age of the stalker; journeys made with intent—sharp-eyed and unsponsored. The stalker was our role model: purposed hiking, not dawdling, nor browsing. No time for the savouring of reflections in shop windows, admiration for Art Nouveau ironwork, attractive matchboxes rescued from the gutter. This was walking with a thesis. With a prey. […] The stalker is a stroller who sweats, a stroller who knows where he is going, but not why or how. (75)Not only has the flâneur evolved into something far more exacting and purposeful, but as we want to illuminate, the flâneur’s wandering has evolved into something more material than transforming urban experience and encounter into art or literature as Baudelaire described. In a recent interview, Sinclair stated: The walker exists in a long tradition, and, for me, it’s really vital to simply be out there every day—not only because it feels good, but because in doing it you contribute to the microclimate of the city. As you withdraw energy from the city, you are also giving energy back. People are noticing you. You’re doing something, you’re there, the species around you absorb your presence into it, and you become part of this animate entity called the city. (Sinclair quoted in O'Connell)Sinclair’s acknowledgement that he is acting upon the city through his wandering is also an acknowledgement of a material, grounded interplay between what Jonathan Raban has called the “soft” and the “hard” city: “The city as we might imagine it, the soft city of illusion, myth, aspiration, nightmare, is as real, maybe more real, than the hard city one can locate in maps and statistics, in monographs on urban sociology and demography and architecture” (quoted in Manley 6). Readers and critics may gravitate to the soft city of Sinclair, but as Donald puts it, “The challenge is to draw the connections between place, archive, and imagination, not only by tracing those links in literary representations of London, but also by observing and describing the social, cultural, and subjective functions of London literature and London imagery” (in Manley, 262).Sinclair’s most recent longform book, The Last London (2017), is bracketed at both beginning and end with the words from the diarist of the Great Fire of 1666, John Evelyn: “London was, but is no more.” Sinclair’s evocation of the disaster that razed seventeenth-century London is a declaration that twenty-first century London, too, has been destroyed. This time by an unsavoury crew of gentrifiers, property developers, politicians, hyper-affluent transplants, and the creative classes. Writers are a sub-category of this latter group. Ambivalence and complicity are always there for Sinclair. On the one hand, his wanderings have attributed cultural value to previously overlooked aspects of London by the very virtue of writing about them. On the other hand, Sinclair argues that the value of these parts of the city hinges on their neglect by the dominant culture, which, of course, is no longer possible when his writing illuminates them. Certainly, wandering the city excavating the secret histories of cities has acquired an elevated cultural currency since Sinclair started writing. In making the East End “so gothically juicy”, Sinclair inaugurated a stream of new imaginings from “young acolyte psychogeographers” (McKay). Moreover, McKay points out that “Sinclair once wryly noted that anywhere he ‘nominated’ soon became an estate agent vision of luxury lifestyle”.Iain Sinclair’s London wanderings, then, call for a recognition that is more-than-literary. They are what we have referred to elsewhere as “worldly texts” (Potter and Seale, forthcoming), texts that have more-than-literary effects and instead are materially entangled in generating transformative conditions of place. Our understanding sits alongside the insights of literary geography, especially Sheila Hones’s concept of the text as a “spatial event”. In this reckoning, texts are spatio-temporal happenings that are neither singular nor have one clear “moment” of emergence. Rather, texts come into being across time and space, and in this sense can be understood as assemblages that include geographical locations, material contexts, and networks of production and reception. Literary effects are materially, collaboratively, and spatially generated in the world and have “territorial consequences”, as Jon Anderson puts it (127). Sinclair’s writings, we contend, can be seen as materialising versions of place that operate outside the assemblage of “literary” production and realise spatial and socio-economic consequence.Sinclair’s work does more than mimetically reproduce a “lost” London, or angrily write against the grain of neo-liberal gentrification. It is, in a sense, a geographic constituent that cannot be disaggregated from the contemporary dynamics of the privileges and exclusions of city. This speaks to the author’s ambivalence about his role as a central figure in London writing. For example, it has been noted that Sinclair is “aware of the charge that he’s been responsible as anyone for the fetishization of London’s decrepitude, contributing to an aesthetic of urban decay that is now ubiquitous” (Day). Walking the East End in what he has claimed to be his “last” London book (2017), Sinclair is horrified by the prevalence of what he calls “poverty chic” at the erstwhile Spitalfields Market: a boutique called “Urban Decay” is selling high-end lipsticks with an optional eye makeover. Next door is the “Brokedown Palace […] offering expensive Patagonia sweaters and pretty colourful rucksacks.” Ironically, the aesthetics of decline and ruin that Sinclair has actively brought to public notice over the last thirty years are contributing to this urban renewal. It could also be argued that Sinclair’s wandering is guilty of “the violence of spokesmanship”, which sublimates the voices of others (Weston 274), and is surely no longer the voice of the wanderer as marginalised outsider. When textual actors become networked with place, there can be extra-textual consequences, such as Sinclair’s implication in the making of place in a globalised and gentrified London. It shifts understanding of Sinclair’s wandering from representational and hermeneutic interpretation towards materialism: from what wandering means to what wandering does. From this perspective, Sinclair’s wandering and writing does not end with the covers of his books. The multiple ontologies of Sinclair’s worldly texts expand and proliferate through the plurality of composing relations, which, in turn, produce continuous and diverse iterations in an actor-network with place in London. Sinclair’s wanderings produce an ongoing archive of the urban that continues to iteratively make place, through multiple texts and narrative engagements, including novels, non-fiction accounts, journalism, interviews, intermedia collaborations, and assembling with the texts of others—from the many other London authors to whom Sinclair refers, to the tour guides who lead Time Out walking tours of “Sinclair’s London”. Place in contemporary London therefore assembles across and through an actor-network in which Sinclair’s wandering participates. Resumen
The academic journal is obsolete. In a world where there are more titles than ever, this is a comment on their form – especially the print journal – rather than their quantity. Now that you can get everything online, it doesn’t really matter what journal a paper appears in; certainly it doesn’t matter what’s in the same issue. The experience of a journal is rapidly obsolescing, for both editors and readers. I’m obviously not the first person to notice this (see, for instance, "Scholarly Communication"; "Transforming Scholarly Communication"; Houghton; Policy Perspectives; Teute), but I do have a personal stake in the process. For if the journal is obsolete then it follows that the editor is obsolete, and I am the editor of the International Journal of Cultural Studies. I founded the IJCS and have been sole editor ever since. Next year will see the fiftieth issue. So far, I have been responsible for over 280 published articles – over 2.25 million words of other people’s scholarship … and counting. We won’t say anything about the words that did not get published, except that the IJCS rejection rate is currently 87 per cent. Perhaps the first point that needs to be made, then, is that obsolescence does not imply lack of success. By any standard the IJCS is a successful journal, and getting more so. It has recently been assessed as a top-rating A* journal in the Australian Research Council’s journal rankings for ERA (Excellence in Research for Australia), the newly activated research assessment exercise. (In case you’re wondering, M/C Journal is rated B.) The ARC says of the ranking exercise: ‘The lists are a result of consultations with the sector and rigorous review by leading researchers and the ARC.’ The ARC definition of an A* journal is given as: Typically an A* journal would be one of the best in its field or subfield in which to publish and would typically cover the entire field/ subfield. Virtually all papers they publish will be of very high quality. These are journals where most of the work is important (it will really shape the field) and where researchers boast about getting accepted.Acceptance rates would typically be low and the editorial board would be dominated by field leaders, including many from top institutions. (Appendix I, p. 21; and see p. 4.)Talking of boasting, I love to prate about the excellent people we’ve published in the IJCS. We have introduced new talent to the field, and we have published new work by some of its pioneers – including Richard Hoggart and Stuart Hall. As this partial list makes clear, as well as publishing the top ‘hegemons’ we also publish work pointing in new directions, including papers from neighbouring disciplines such as anthropology, area studies, economics, education, feminism, history, literary studies, philosophy, political science, and sociology. We have sought to represent neglected regions, especially Chinese cultural studies, which has grown strongly during the past decade. And for quite a few up-and-coming scholars we’ve been the proud host of their first international publication. The IJCS was first published in 1998, already well into the internet era, but it was print-only at that time. Since then, all content, from volume 1:1 onwards, has been digitised and is available online (although vol 1:2 is unaccountably missing). The publishers, Sage Publications Ltd, London, have steadily added online functionality, so that now libraries can get the journal in various packages, including offering this title among many others in online-only bundles, and individuals can purchase single articles online. Thus, in addition to institutional and individual subscriptions, which remain the core business of the journal, income is derived by the publisher from multi-site licensing, incremental consortial sales income, single- and back-issue sales (print), pay-per-view, and deep back file sales (electronic). So what’s obsolete about it? In that boasting paragraph of mine (above), about what wonderful authors we’ve published, lies one of the seeds of obsolescence. For now that it is available online, ‘users’ (no longer ‘readers’!) can search for what they want and ignore the journal as such altogether. This is presumably how most active researchers experience any journal – they are looking for articles (or less: quotations; data; references) relevant to a given topic, literature review, thesis etc. They encounter a journal online through its ‘content’ rather than its ‘form.’ The latter is irrelevant to them, and may as well not exist. The Cover Some losses are associated with this change. First is the loss of the front cover. Now you, dear reader, scrolling through this article online, might well complain, why all the fuss about covers? Internet-generation journals don’t have covers, so all of the work that goes into them to establish the brand, the identity and even the ‘affect’ of a journal is now, well, obsolete. So let me just remind you of what’s at stake. Editors, designers and publishers all take a good deal of trouble over covers, since they are the point of intersection of editorial, design and marketing priorities. Thus, the IJCS cover contains the only ‘content’ of the journal for which we pay a fee to designers and photographers (usually the publisher pays, but in one case I did). Like any other cover, ours has three main elements: title, colour and image. Thought goes into every detail. Title I won’t say anything about the journal’s title as such, except that it was the result of protracted discussions (I suggested Terra Nullius at one point, but Sage weren’t having any of that). The present concern is with how a title looks on a cover. Our title-typeface is Frutiger. Originally designed by Adrian Frutiger for Charles de Gaulle Airport in Paris, it is suitably international, being used for the corporate identity of the UK National Health Service, Telefónica O2, the Royal Navy, the London School of Economics , the Canadian Broadcasting Corporation, the Conservative Party of Canada, Banco Bradesco of Brazil, the Finnish Defence Forces and on road signs in Switzerland (Wikipedia, "Frutiger"). Frutiger is legible, informal, and reads well in small copy. Sage’s designer and I corresponded on which of the words in our cumbersome name were most important, agreeing that ‘international’ combined with ‘cultural’ is the USP (Unique Selling Point) of the journal, so they should be picked out (in bold small-caps) from the rest of the title, which the designer presented in a variety of Frutiger fonts (regular, italic, and reversed – white on black), presumably to signify the dynamism and diversity of our content. The word ‘studies’ appears on a lozenge-shaped cartouche that is also used as a design element throughout the journal, for bullet points, titles and keywords. Colour We used to change this every two years, but since volume 7 it has stabilised with the distinctive Pantone 247, ‘new fuchsia.’ This colour arose from my own environment at QUT, where it was chosen (by me) for the new Creative Industries Faculty’s academic gowns and hoods, and thence as a detailing colour for the otherwise monochrome Creative Industries Precinct buildings. There’s a lot of it around my office, including on the wall and the furniture. New Fuchsia is – we are frequently told – a somewhat ‘girly’ colour, especially when contrasted with the Business Faculty’s blue or Law’s silver; its similarity to the Girlfriend/Dolly palette does introduce a mild ‘politics of prestige’ element, since it is determinedly pop culture, feminised, and non-canonical. Image Right at the start, the IJCS set out to signal its difference from other journals. At that time, all Sage journals had calligraphic colours – but I was insistent that we needed a photograph (I have ‘form’ in this respect: in 1985 I changed the cover of the Australian Journal of Cultural Studies from a line drawing (albeit by Sydney Nolan) to a photograph; and I co-designed the photo-cover of Cultural Studies in 1987). For IJCS I knew which photo I wanted, and Sage went along with the choice. I explained it in the launch issue’s editorial (Hartley, "Editorial"). That original picture, a goanna on a cattle grid in the outback, by Australian photographer Grant Hobson, lasted ten years. Since volume 11 – in time for our second decade – the goanna has been replaced with a picture by Italian-based photographer Patrick Nicholas, called ‘Reality’ (Hartley, "Cover Narrative"). We have also used two other photos as cover images, once each. They are: Daniel Meadows’s 1974 ‘Karen & Barbara’ (Hartley, "Who"); and a 1962 portrait of Richard Hoggart from the National Portrait Gallery in London (Owen & Hartley 2007). The choice of picture has involved intense – sometimes very tense – negotiations with Sage. Most recently, they were adamant the Daniel Meadows picture, which I wanted to use as the long-term replacement of the goanna, was too ‘English’ and they would not accept it. We exchanged rather sharp words before compromising. There’s no need to rehearse the dispute here; the point is that both sides, publisher and editor, felt that vital interests were at stake in the choice of a cover-image. Was it too obscure; too Australian; too English; too provocative (the current cover features, albeit in the deep background, a TV screen-shot of a topless Italian game-show contestant)? Running Order Beyond the cover, the next obsolete feature of a journal is the running order of articles. Obviously what goes in the journal is contingent upon what has been submitted and what is ready at a given time, so this is a creative role within a very limited context, which is what makes it pleasurable. Out of a limited number of available papers, a choice must be made about which one goes first, what order the other papers should follow, and which ones must be held over to the next issue. The first priority is to choose the lead article: like the ‘first face’ in a fashion show (if you don’t know what I mean by that, see FTV.com. It sets the look, the tone, and the standard for the issue. I always choose articles I like for this slot. It sends a message to the field – look at this! Next comes the running order. We have about six articles per issue. It is important to maintain the IJCS’s international mix, so I check for the country of origin, or failing that (since so many articles come from Anglosphere countries like the USA, UK and Australia), the location of the analysis. Attention also has to be paid to the gender balance among authors, and to the mix of senior and emergent scholars. Sometimes a weak article needs to be ‘hammocked’ between two good ones (these are relative terms – everything published in the IJCS is of a high scholarly standard). And we need to think about disciplinary mix, so as not to let the journal stray too far towards one particular methodological domain. Running order is thus a statement about the field – the disciplinary domain – rather than about an individual paper. It is a proposition about how different voices connect together in some sort of disciplinary syntax. One might even claim that the combination of cover and running order is a last vestige of collegiate collectivism in an era of competitive academic individualism. Now all that matters is the individual paper and author; the ‘currency’ is tenure, promotion and research metrics, not relations among peers. The running order is obsolete. Special Issues An extreme version of running order is the special issue. They are indispensible. But because of online publication, readers are not held to the ‘project’ of a special issue and can pick and choose whatever they want. And because of the peculiarities of research assessment exercises, editing special issues doesn’t count as research output. The incentive to do them is to that extent reduced, and some universities are quite heavy-handed about letting academics ‘waste’ time on activities that don’t produce ‘metrics.’ The special issue is therefore threatened with obsolescence too. Refereeing In many top-rating journals, the human side of refereeing is becoming obsolete. Increasingly this labour-intensive chore is automated and the labour is technologically outsourced from editors and publishers to authors and referees. You have to log on to some website and follow prompts in order to contribute both papers and the assessment of papers; interactions with editors are minimal. At the IJCS the process is still handled by humans – namely, journal administrator Tina Horton and me. We spend a lot of time checking how papers are faring, from trying to find the right referees through to getting the comments and then the author’s revisions completed in time for a paper to be scheduled into an issue. The volume of email correspondence is considerable. We get to know authors and referees. So we maintain a sense of an interactive and conversational community, albeit by correspondence rather than face to face. Doubtless, sooner or later, there will be a depersonalised Text Management System. But in the meantime we cling to the romantic notion that we are involved in refereeing for the sake of the field, for raising the standard of scholarship, for building a globally dispersed virtual college of cultural studies, and for giving everyone – from unfavoured countries and neglected regions to famous professors in old-money universities – the same chance to get their research published. In fact, these are largely delusional ideals, for as everyone knows, refereeing is part of the political economy of publicly-funded research. It’s about academic credentials, tenure and promotion for the individual, and about measurable research metrics for the academic organisation or funding agency (Hartley, "Death"). The IJCS has no choice but to participate: we do what is required to qualify as a ‘double-blind refereed journal’ because that is the only way to maintain repute, and thence the flow of submissions, not to mention subscriptions, without which there would be no journal. As with journals themselves, which proliferate even as the print form becomes obsolete, so refereeing is burgeoning as a practice. It’s almost an industry, even though the currency is not money but time: part gift-economy; part attention-economy; partly the payment of dues to the suzerain funding agencies. But refereeing is becoming obsolete in the sense of gathering an ‘imagined community’ of people one might expect to know personally around a particular enterprise. The process of dispersal and anonymisation of the field is exacerbated by blind refereeing, which we do because we must. This is suited to a scientific domain of objective knowledge, but everyone knows it’s not quite like that in the ‘new humanities’. The agency and identity of the researcher is often a salient fact in the research. The embedded positionality of the author, their reflexiveness about their own context and room-for-manoeuvre, and the radical contextuality of knowledge itself – these are all more or less axiomatic in cultural studies, but they’re not easily served by ‘double-blind’ refereeing. When refereeing is depersonalised to the extent that is now rife (especially in journals owned by international commercial publishers), it is hard to maintain a sense of contextualised productivity in the knowledge domain, much less a ‘common cause’ to which both author and referee wish to contribute. Even though refereeing can still be seen as altruistic, it is in the service of something much more general (‘scholarship’) and much more particular (‘my career’) than the kind of reviewing that wants to share and improve a particular intellectual enterprise. It is this mid-range altruism – something that might once have been identified as a politics of knowledge – that’s becoming obsolete, along with the printed journals that were the banner and rallying point for the cause. If I were to start a new journal (such as cultural-science.org), I would prefer ‘open refereeing’: uploading papers on an open site, subjecting them to peer-review and criticism, and archiving revised versions once they have received enough votes and comments. In other words I’d like to see refereeing shifted from the ‘supply’ or production side of a journal to the ‘demand’ or readership side. But of course, ‘demand’ for ‘blind’ refereeing doesn’t come from readers; it comes from the funding agencies. The Reading Experience Finally, the experience of reading a journal is obsolete. Two aspects of this seem worthy of note. First, reading is ‘out of time’ – it no longer needs to conform to the rhythms of scholarly publication, which are in any case speeding up. Scholarship is no longer seasonal, as it has been since the Middle Ages (with university terms organised around agricultural and ecclesiastical rhythms). Once you have a paper’s DOI number, you can read it any time, 24/7. It is no longer necessary even to wait for publication. With some journals in our field (e.g. Journalism Studies), assuming your Library subscribes, you can access papers as soon as they’re uploaded on the journal’s website, before the published edition is printed. Soon this will be the norm, just as it is for the top science journals, where timely publication, and thereby the ability to claim first discovery, is the basis of intellectual property rights. The IJCS doesn’t (yet) offer this service, but its frequency is speeding up. It was launched in 1998 with three issues a year. It went quarterly in 2001 and remained a quarterly for eight years. It has recently increased to six issues a year. That too causes changes in the reading experience. The excited ripping open of the package is less of a thrill the more often it arrives. Indeed, how many subscribers will admit that sometimes they don’t even open the envelope? Second, reading is ‘out of place’ – you never have to see the journal in which a paper appears, so you can avoid contact with anything that you haven’t already decided to read. This is more significant than might first appear, because it is affecting journalism in general, not just academic journals. As we move from the broadcast to the broadband era, communicative usage is shifting too, from ‘mass’ communication to customisation. This is a mixed blessing. One of the pleasures of old-style newspapers and the TV news was that you’d come across stories you did not expect to find. Indeed, an important attribute of the industrial form of journalism is its success in getting whole populations to read or watch stories about things they aren’t interested in, or things like wars and crises that they’d rather not know about at all. That historic textual achievement is in jeopardy in the broadband era, because ‘the public’ no longer needs to gather around any particular masthead or bulletin to get their news. With Web 2.0 affordances, you can exercise much more choice over what you attend to. This is great from the point of view of maximising individual choice, but sub-optimal in relation to what I’ve called ‘population-gathering’, especially the gathering of communities of interest around ‘tales of the unexpected’ – novelty or anomalies. Obsolete: Collegiality, Trust and Innovation? The individuation of reading choices may stimulate prejudice, because prejudice (literally, ‘pre-judging’) is built in when you decide only to access news feeds about familiar topics, stories or people in which you’re already interested. That sort of thing may encourage narrow-mindedness. It is certainly an impediment to chance discovery, unplanned juxtaposition, unstructured curiosity and thence, perhaps, to innovation itself. This is a worry for citizenship in general, but it is also an issue for academic ‘knowledge professionals,’ in our ever-narrower disciplinary silos. An in-close specialist focus on one’s own area of expertise need no longer be troubled by the concerns of the person in the next office, never mind the next department. Now, we don’t even have to meet on the page. One of the advantages of whole journals, then, is that each issue encourages ‘macro’ as well as ‘micro’ perspectives, and opens reading up to surprises. This willingness to ‘take things on trust’ describes a ‘we’ community – a community of trust. Trust too is obsolete in these days of performance evaluation. We’re assessed by an anonymous system that’s managed by people we’ll never meet. If the ‘population-gathering’ aspects of print journals are indeed obsolete, this may reduce collegiate trust and fellow-feeling, increase individualist competitiveness, and inhibit innovation. In the face of that prospect, I’m going to keep on thinking about covers, running orders, referees and reading until the role of editor is obsolete too. ReferencesHartley, John. Resumen
The ideas put forth here do not fit perfectly or entirely into the genre and form of what has established itself as the scholarly journal article. What is put forth, instead, is a juxtaposition of lines of thinking about the scholarly and popular in publishing, past, present and future. As such it may indeed be quite appropriate to the occasion and the questions raised in the call for papers for this special issue of M/C Journal. The ideas put forth here are intended as pieces of an ever-changing puzzle of the making public of scholarship, which, I hope, may in some way fit with both the work of others in this special issue and in the discourse more broadly. The first line of thinking presented takes the form of an historical overview of publishing as context to consider a second line of thinking about the current status and future of publishing. The historical context serves as reminder (and cause for celebration) that publishing has not yet perished, contrary to continued doomsday sooth-saying that has come with each new medium since the advent of print. Instead, publishing has continued to transform and it is precisely the transformation of print, print culture and reading publics that are the focus of this article, in particular, in relation to the question of the boundaries between the scholarly and the popular. What follows is a juxtaposition that is part of an investigation in progress. Presented first, therefore, is a mapping of shifts in print culture from the time of Gutenberg to the twentieth century; second, is a contemporary snapshot of the editorial mandates of more than one hundred member journals of the Canadian Association of Learned Journals (CALJ). What such juxtaposition is able to reveal is open to interpretation, of course. And indeed, as I proceed in my investigation of publishing past, present and future, my interpretations are many. The juxtaposition raises a number of issues: of communities of readers and the cultures of reading publics; of privileged and marginalised texts (as well as their authors and their readers); of access and reach (whether in terms of what is quantifiable or in a much more subtle but equally important sense). In Canada, at present, these issues are also intertwined with changes to research funding policies and some attention is given at the end of this article to the Social Sciences and Humanities Research Council (SSHRC) of Canada and its recent/current shift in funding policy. Curiously, current shifts in funding policies, considered alongside an historical overview of publishing, would suggest that although publishing continues to transform, at the same time, as they say, plus ça change, plus c’est la même chose. Republics of Letters and Ghosts in Machines Republics of Letters that formed after the advent of the printing press can be conjured up as distant and almost mythical communities of elite literates, ghosts almost lost in a Gutenberg galaxy that today encompasses (and is embodied in) schools, bookshelves, and digital archives in many places across the globe. Conjuring up ghosts of histories past seems always to reveal ironies, and indeed some of the most interesting ironies of the Gutenberg galaxy involve McLuhanesque reversals or, if not full reversals, then in the least some notably sharp turns. There is a need to define some boundaries (and terms) in the framing of the tracing that follows. Given that the time frame in question spans more than five hundred years (from the advent of Gutenberg’s printing press in the fifteenth century to the turn of the 21st century), the tracing must necessarily be done in broad strokes. With regard to what is meant by the “making public of scholarship” in this paper, by “making public” I refer to accounts historians have given in their attempts to reconstruct a history of what was published either in the periodical press or in books. With regard to scholarship (and the making public of it), as with many things in the history of publishing (or any history), this means different things in different times and in different places. The changing meanings of what can be termed “scholarship” and where and how it historically has been made public are the cornerstones on which this article (and a history of the making public of scholarship) turn. The structure of this paper is loosely chronological and is limited to the print cultures and reading publics in France, Britain, and what would eventually be called the US and Canada, and what follows here is an overview of changes in how scholarly and popular texts and publics are variously defined over the course of history. The Construction of Reading Publics and Print Culture In any consideration of “print culture” and reading publics, historical or contemporary, there are two guiding principles that historians suggest should be kept in mind, and, though these may seem self-evident, they are worth stating explicitly (perhaps precisely because they seem self-evident). The first is a reminder from Adrian Johns that “the very identity of print itself has had to be made” (2 italics in original). Just as the identity of print cultures are made, similarly, a history of reading publics and their identities are made, by looking to and interpreting such variables as numbers and genres of titles published and circulated, dates and locations of collections, and information on readers’ experiences of texts. Elizabeth Eisenstein offers a reminder of the “widely varying circumstances” (92) of the print revolution and an explicit acknowledgement of such circumstances provides the second, seemingly self-evident guiding principle: that the construction of reading publics and print culture must not only be understood as constructed, but also that such constructions ought not be understood as uniform. The purpose of the reconstructions of print cultures and reading publics presented here, therefore, is not to arrive at final conclusions, but rather to identify patterns that prove useful in better understanding the current status (and possible future) of publishing. The Fifteenth and Sixteenth Centuries—Boom, then Busted by State and Church In search of what could be termed “scholarship” following the mid-fifteenth century boom of the early days of print, given the ecclesiastical and state censorship in Britain and France and the popularity of religious texts of the 15th and 16th centuries, arguably the closest to “scholarship” that we can come is through the influence of the Italian Renaissance and the revival and translation (into Latin, and to a far lesser extent, vernacular languages) of the classics and indeed the influence of the Italian Renaissance on the “print revolution” is widely recognised by historians. Historians also recognise, however, that it was not long until “the supply of unpublished texts dried up…[yet for authors] to sell the fruits of their intellect—was not yet common practice before the late 16th century” (Febvre and Martin 160). Although this reference is to the book trade in France, in Britain, and in the regions to become the US and Canada, reading of “pious texts” was similarly predominant in the early days of print. Yet, the humanist shift throughout the 16th century is evidenced by titles produced in Paris in the first century of print: in 1501, in a total of 88 works, 53 can be categorised as religious, with 25 categorised as Latin, Greek, or Humanist authors; as compared to titles produced in 1549, in a total of 332 titles, 56 can be categorised as religious with 204 categorised as Latin, Greek, or Humanist authors (Febvre and Martin 264). The Seventeenth Century—Changes in the Political and Print Landscape In the 17th century, printers discovered that their chances of profitability (and survival) could be improved by targeting and developing a popular readership through the periodical press (its very periodicity and relative low cost both contributed to its accessibility by popular publics) in Europe as well as in North America. It is worthwhile to note, however, that “to the end of the seventeenth century, both literacy and leisure were virtually confined to scholars and ‘gentlemen’” (Steinberg 119) particularly where books were concerned and although literacy rates were still low, through the “exceptionally literate villager” there formed “hearing publics” who would have printed texts read to them (Eisenstein 93). For the literate members of the public interested not only in improving their social positions through learning, but also with intellectual (or spiritual or existential) curiosity piqued by forbidden books, it is not surprising that Descartes “wrote in French to a ‘lay audience … open to new ideas’” (Jacob 41). The 17th century also saw the publication of the first scholarly journals. There is a tension that becomes evident in the seventeenth century that can be seen as a tension characteristic of print culture, past and present: on the one hand, the housing of scholarship in scholarly journals as a genre distinct from the genre of the popular periodicals can be interpreted as a continued pattern of (elitist) divide in publics (as seen earlier between the oral and the written word, between Latin and the vernacular, between classic texts and popular texts); while, on the other hand, some thinkers/scholars of the day had an interest in reaching a wider audience, as printers always had, which led to the construction and fragmentation of audiences (whether the printer’s market for his goods or the scholar’s marketplace of ideas). The Eighteenth Century—Republics of Letters Become Concrete and Visible The 18th century saw ever-increasing literacy rates, early copyright legislation (Statute of Anne in 1709), improved printing technology, and ironically (or perhaps on the contrary, quite predictably) severe censorship that in effect led to an increased demand for forbidden books and a vibrant and international underground book trade (Darnton and Roche 138). Alongside a growing book trade, “the pulpit was ultimately displaced by the periodical press” (Eisenstein 94), which had become an “established institution” (Steinberg 125). One history of the periodical press in France finds that the number of periodicals (to remain in publication for three or more years) available to the reading public in 1745 numbered 15, whereas in 1785 this increased to 82 (Censer 7). With regard to scholarly periodicals, another study shows that between 1790 and 1800 there were 640 scientific-technological periodicals being published in Europe (Kronick 1961). Across the Atlantic, earlier difficulties in cultivating intellectual life—such as haphazard transatlantic exchange and limited institutions for learning—began to give way to a “republic of letters” that was “visible and concrete” (Hall 417). The Nineteenth Century—A Second Boom and the Rise of the Periodical Press By the turn of the 19th century, visible and concrete republics of letters become evident on both sides of the Atlantic in the boom in book publishing and in the periodical press, scholarly and popular. State and church controls on printing/publishing had given way to the press as the “fourth estate” or a free press as powerful force. The legislation of public education brought increased literacy rates among members of successive generations. One study of literacy rates in Britain, for example, shows that in the period from 1840–1870 literacy rates increased by 35–70 per cent; then from 1870–1900, literacy increased by 78–261 per cent (Mitch 76). Further, with the growth and changes in universities, “history, languages and literature and, above all, the sciences, became an established part of higher education for the first time,” which translated into growing markets for book publishers (Feather 117). Similarly the periodical press reached ever-increasing and numerous reading publics: one estimate of the increase finds the publication of nine hundred journals in 1800 jumping to almost sixty thousand in 1901 (Brodman, cited in Kronick 127). Further, the important role of the periodical press in developing communities of readers was recognised by publishers, editors and authors of the time, something equally recognised by present-day historians describing the “generic mélange of the periodical … [that] particularly lent itself to the interpenetration of language and ideas…[and] the verbal and conceptual interconnectedness of science, politics, theology, and literature” (Dawson, Noakes and Topham 30). Scientists recognised popular periodicals as “important platforms for addressing a non-specialist but culturally powerful public … [they were seen as public] performances [that] fulfilled important functions in making the claims of science heard among the ruling élite” (Dawson et al. 11). By contrast, however, the scholarly journals of the time, while also increasing in number, were becoming increasingly specialised along the same disciplinary boundaries being established in the universities, fulfilling a very different function of forming scholarly and discipline-specific discourse communities through public (published) performances of a very different nature. The Twentieth Century—The Tension Between Niche Publics and Mass Publics The long-existing tension in print culture between the differentiation of reading publics on the one hand, and the reach to ever-expanding reading publics on the other, in the twentieth century becomes a tension between what have been termed “niche-marketing” and “mass marketing,” between niche publics and mass publics. What this meant for the making public of scholarship was that the divides between discipline-specific discourse communities (and their corresponding genres) became more firmly established and yet, within each discipline, there was further fragmentation and specialisation. The niche-mass tension also meant that although in earlier print culture, “the lines of demarcation between men of science, men of letters, and scientific popularizers were far from clear, and were constantly being renegotiated” (Dawson et al 28), with the increasing professionalisation of academic work (and careers), lines of demarcation became firmly drawn between scholarly and popular titles and authors, as well as readers, who were described as “men of science,” as “educated men,” or as “casual observers” (Klancher 90). The question remains, however, as one historian of science asks, “To whom did the reading public go in order to learn about the ultimate meaning of modern science, the professionals or the popularizers?” (Lightman 191). By whom and for whom, where and how scholarship has historically been made public, are questions worthy of consideration if contemporary scholars are to better understand the current status (and possible future) for the making public of scholarship. A Snapshot of Scholarly Journals in Canada and Current Changes in Funding Policies The here and now of scholarly journal publishing in Canada (a growing, but relatively modest scholarly journal community, compared to the number of scholarly journals published in Europe and the US) serves as an interesting microcosm through which to consider how scholarly journal publishing has evolved since the early days of print. What follows here is an overview of the membership of the Canadian Association of Learned Journals (CALJ), in particular: (1) their target readers as identifiable from their editorial mandates; (2) their print/online/open-access policies; and (3) their publishers (all information gathered from the CALJ website, http://www.calj-acrs.ca/). Analysis of the collected data for the 100 member journals of CALJ (English, French and bilingual journals) with available information on the CALJ website is presented in Table 1 (below). A few observations are noteworthy: (1) in terms of readers, although all 100 journals identify a scholarly audience as their target readership, more than 40% of the journal also identify practitioners, policy-makers, or general readers as members of their target audience; (2) more than 25% of the journals publish online as well as or instead of print editions; and (3) almost all journals are published either by a Canadian university or, in one case, a college (60%) or a scholarly or professional society (31%). The number of journals with target audiences either within or beyond the academy raises issues akin to the situation in the early days of print, when published works were primarily in Latin, with only 22 per cent in vernacular languages (Febvre and Martin 256), thereby strongly limiting access and reach to diverse audiences until the 17th century when Latin declined as the international language (Febvre and Martin 275) and there is a parallel to scholarly journal publishing and their changing readership(s). Diversity in audiences gradually developed in the early days of print, as Febvre and Martin (263) show by comparing the number of churchmen and lawyers with library collections in Paris: from 1480–1500 one lawyer and 24 churchmen had library collections, compared to 1551–1600, when 71 lawyers and 21 churchmen had library collections. Although the distinctions between present-day target audiences of Canadian scholarly journals (shown in Table 1, above) and 16th-century churchmen or lawyers no doubt are considerable, again there is a parallel with regard to changes in reading audiences. Similarly, the 18th-century increase in literacy rates, education, and technological advances finds a parallel in contemporary questions of computer literacy and access to scholarship (see Willinsky, “How,” Access, “Altering,” and If Only). Print culture historians and historians of science, as noted above, recognise that historically, while scholarly periodicals have increasingly specialised and popular periodicals have served as “important platforms for addressing a non-specialist but culturally powerful public…[and] fulfill[ing] important functions in making the claims of science heard among the ruling élite” (Dawson 11), there is adrift in current policies changes (and in the CALJ data above) a blurring of boundaries that harkens back to earlier days of print culture. As Adrian John reminded us earlier, “the very identity of print itself has had to be made” (2, italics in original) and the same applies to identities or cultures of print and the members of that culture: namely, the readers, the audience. The identities of the readers of scholarship are being made and re-made, as editorial mandates extend the scope of journals beyond strict, academic disciplinary boundaries and as increasing numbers of journals publish online (and open access). In Canada, changes in scholarly journal funding by the Social Sciences and Humanities Research Council (SSHRC) of Canada (as well as changes in SSHRC funding for research more generally) place increasing focus on impact factors (an international trend) as well as increased attention on the public benefits and value of social sciences and humanities research and scholarship (see SSHRC 2004, 2005, 2006). There is much debate in the scholarly community in Canada about the implications and possibilities of the direction of the changing funding policies, not least among members of the scholarly journal community. As noted in the table above, most scholarly journal publishers in Canada are independently published, which brings advantages of autonomy but also the disadvantage of very limited budgets and there is a great deal of concern about the future of the journals, about their survival amidst the current changes. Although the future is uncertain, it is perhaps worthwhile to be reminded once again that contrary to doomsday sooth-saying that has come time and time again, publishing has not perished, but rather it has continued to transform. I am inclined against making normative statements about what the future of publishing should be, but, looking at the accounts historians have given of the past and looking at the current publishing community I have come to know in my work in publishing, I am confident that the resourcefulness and commitment of the publishing community shall prevail and, indeed, there appears to be a good deal of promise in the transformation of scholarly journals in the ways they reach their audiences and in what reaches those audiences. While the term “visual literacy” has grown in popularity in the last 50 years, its meaning remains nebulous. It is described variously as: a vehicle for aesthetic appreciation, a means of defence against visual manipulation, a sorting mechanism for an increasingly data-saturated age, and a prerequisite to civic inclusion (Fransecky 23; Messaris 181; McTigue and Flowers 580). Scholars have written extensively about the first three subjects but there has been less research on how visual literacy frames civic life and how it might help the public as a tool to address disadvantage and assist in removing social and cultural barriers. This article examines a forerunner to visual literacy in the push to create an international symbol language born out of popular education movements, a project that fell short of its goals but still left a considerable impression on graphic media. This article, then, presents an analysis of visual literacy campaigns in the early postwar era. These campaigns did not attempt to invent a symbolic language but posited that images themselves served as a universal language in which students could receive training. Of particular interest is how the concept of visual literacy has been mobilised as a pedagogical tool in design, digital humanities and in broader civic education initiatives promoted by Third Space institutions. Behind the creation of new visual literacy curricula is the idea that images can help anchor a world community, supplementing textual communication. Figure 1: Visual Literacy Yearbook. Shedding Light: Origins of the Visual Literacy Frame The term “visual literacy” came to the fore in the early 1970s on the heels of mass literacy campaigns. The educators, creatives and media theorists who first advocated for visual learning linked this aim to literacy, an unassailable goal, to promote a more radical curricular overhaul. They challenged a system that had hitherto only acknowledged a very limited pathway towards academic success; pushing “language and mathematics”, courses “referred to as solids (something substantial) as contrasted with liquids or gases (courses with little or no substance)” (Eisner 92). This was deemed “a parochial view of both human ability and the possibilities of education” that did not acknowledge multiple forms of intelligence (Gardner). This change not only integrated elements of mass culture that had been rejected in education, notably film and graphic arts, but also encouraged the critique of images as a form of good citizenship, assuming that visually literate arbiters could call out media misrepresentations and manipulative political advertising (Messaris, “Visual Test”). This movement was, in many ways, reactive to new forms of mass media that began to replace newspapers as key forms of civic participation. Unlike simple literacy (being able to decipher letters as a mnemonic system), visual literacy involves imputing meanings to images where meanings are less fixed, yet still with embedded cultural signifiers. Visual literacy promised to extend enlightenment metaphors of sight (as in the German Aufklärung) and illumination (as in the French Lumières) to help citizens understand an increasingly complex marketplace of images. The move towards visual literacy was not so much a shift towards images (and away from books and oration) but an affirmation of the need to critically investigate the visual sphere. It introduced doubt to previously upheld hierarchies of perception. Sight, to Kant the “noblest of the senses” (158), was no longer the sense “least affected” by the surrounding world but an input centre that was equally manipulable. In Kant’s view of societal development, the “cosmopolitan” held the key to pacifying bellicose states and ensuring global prosperity and tranquillity. The process of developing a cosmopolitan ideology rests, according to Kant, on the gradual elimination of war and “the education of young people in intellectual and moral culture” (188-89). Transforming disparate societies into “a universal cosmopolitan existence” that would “at last be realised as the matrix within which all the original capacities of the human race may develop” and would take well-funded educational institutions and, potentially, a new framework for imparting knowledge (Kant 51). An International Picture Language The quest to find a mutually intelligible language that could “bridge worlds” and solder together all of humankind goes back to the late nineteenth century and the Esperanto movement of Ludwig Zamenhof (Schor 59). The expression of this ideal in the world of the visual picked up steam in the interwar years with designers and editors like Fritz Kahn, Gerd Arntz, and Otto and Marie Neurath. Their work transposing complex ideas into graphic form has been rediscovered as an antecedent to modern infographics, but the symbols they deployed were not to merely explain, but also help education and build international fellowship unbounded by spoken language. The Neuraths in particular are celebrated for their international picture language or Isotypes. These pictograms (sometimes viewed as proto-emojis) can be used to represent data without text. Taken together they are an “intemporal, hieroglyphic language” that Neutrath hoped would unite working-class people the world over (Lee 159). The Neuraths’ work was done in the explicit service of visual education with a popular socialist agenda and incubated in the social sphere of Red Vienna at the Gesellschafts- und Wirtschaftsmuseum (Social and Economic Museum) where Otto served as Director. The Wirtschaftsmuseum was an experiment in popular education, with multiple branches and late opening hours to accommodate the “the working man [who] has time to see a museum only at night” (Neurath 72-73). The Isotype contained universalist aspirations for the “making of a world language, or a helping picture language—[that] will give support to international developments generally” and “educate by the eye” (Neurath 13). The Isotype was widely adopted in the postwar era in pre-packaged sets of symbols used in graphic design and wayfinding systems for buildings and transportation networks, but with the socialism of the Neuraths’ peeled away, leaving only the system of logos that we are familiar with from airport washrooms, charts, and public transport maps. Much of the uptake in this symbol language could be traced to increased mobility and tourism, particularly in countries that did not make use of a Roman alphabet. The 1964 Olympics in Tokyo helped pave the way when organisers, fearful of jumbling too many scripts together, opted instead for black and white icons to represent the program of sports that summer. The new focus on the visual was both technologically mediated—cheaper printing and broadcast technologies made the diffusion of image increasingly possible—but also ideologically supported by a growing emphasis on projects that transcended linguistic, ethnic, and national borders. The Olympic symbols gradually morphed into Letraset icons, and, later, symbols in the Unicode Standard, which are the basis for today’s emojis. Wordless signs helped facilitate interconnectedness, but only in the most literal sense; their application was limited primarily to sports mega-events, highway maps, and “brand building”, and they never fulfilled their role as an educational language “to give the different nations a common outlook” (Neurath 18). Universally understood icons, particularly in the form of emojis, point to a rise in visual communication but they have fallen short as a cosmopolitan project, supporting neither the globalisation of Kantian ethics nor the transnational socialism of the Neuraths. Counter Education By mid-century, the optimism of a universal symbol language seemed dated, and focus shifted from distillation to discernment. New educational programs presented ways to study images, increasingly reproducible with new technologies, as a language in and of themselves. These methods had their roots in the fin-de-siècle educational reforms of John Dewey, Helen Parkhurst, and Maria Montessori. As early as the 1920s, progressive educators were using highly visual magazines, like National Geographic, as the basis for lesson planning, with the hopes that they would “expose students to edifying and culturally enriching reading” and “develop a more catholic taste or sensibility, representing an important cosmopolitan value” (Hawkins 45). The rise in imagery from previously inaccessible regions helped pupils to see themselves in relation to the larger world (although this connection always came with the presumed superiority of the reader). “Pictorial education in public schools” taught readers—through images—to accept a broader world but, too often, they saw photographs as a “straightforward transcription of the real world” (Hawkins 57). The images of cultures and events presented in Life and National Geographic for the purposes of education and enrichment were now the subject of greater analysis in the classroom, not just as “windows into new worlds” but as cultural products in and of themselves. The emerging visual curriculum aimed to do more than just teach with previously excluded modes (photography, film and comics); it would investigate how images presented and mediated the world. This gained wider appeal with new analytical writing on film, like Raymond Spottiswoode's Grammar of the Film (1950) which sought to formulate the grammatical rules of visual communication (Messaris 181), influenced by semiotics and structural linguistics; the emphasis on grammar can also be seen in far earlier writings on design systems such as Owen Jones’s 1856 The Grammar of Ornament, which also advocated for new, universalising methods in design education (Sloboda 228). The inventorying impulse is on display in books like Donis A. Dondis’s A Primer of Visual Literacy (1973), a text that meditates on visual perception but also functions as an introduction to line and form in the applied arts, picking up where the Bauhaus left off. Dondis enumerates the “syntactical guidelines” of the applied arts with illustrations that are in keeping with 1920s books by Kandinsky and Klee and analyse pictorial elements. However, at the end of the book she shifts focus with two chapters that examine “messaging” and visual literacy explicitly. Dondis predicts that “an intellectual, trained ability to make and understand visual messages is becoming a vital necessity to involvement with communication. It is quite likely that visual literacy will be one of the fundamental measures of education in the last third of our century” (33) and she presses for more programs that incorporate the exploration and analysis of images in tertiary education. Figure 5: Ideal spatial environment for the Blueprint charts, 1970. (Image: Inventory Press.) Visual literacy in education arrived in earnest with a wave of publications in the mid-1970s. They offered ways for students to understand media processes and for teachers to use visual culture as an entry point into complex social and scientific subject matter, tapping into the “visual consciousness of the ‘television generation’” (Fransecky 5). Visual culture was often seen as inherently democratising, a break from stuffiness, the “artificialities of civilisation”, and the “archaic structures” that set sensorial perception apart from scholarship (Dworkin 131-132). Many radical university projects and community education initiatives of the 1960s made use of new media in novel ways: from Maurice Stein and Larry Miller’s fold-out posters accompanying Blueprint for Counter Education (1970) to Emory Douglas’s graphics for The Black Panther newspaper. Blueprint’s text- and image-dense wall charts were made via assemblage and they were imagined less as charts and more as a “matrix of resources” that could be used—and added to—by youth to undertake their own counter education (Cronin 53). These experiments in visual learning helped to break down old hierarchies in education, but their aim was influenced more by countercultural notions of disruption than the universal ideals of cosmopolitanism. From Image as Text to City as Text For a brief period in the 1970s, thinkers like Marshall McLuhan (McLuhan et al., Massage) and artists like Bruno Munari (Tanchis and Munari) collaborated fruitfully with graphic designers to create books that mixed text and image in novel ways. Using new compositional methods, they broke apart traditional printing lock-ups to superimpose photographs, twist text, and bend narrative frames. The most famous work from this era is, undoubtedly, The Medium Is the Massage (1967), McLuhan’s team-up with graphic designer Quentin Fiore, but it was followed by dozens of other books intended to communicate theory and scientific ideas with popularising graphics. Following in the footsteps of McLuhan, many of these texts sought not just to explain an issue but to self-consciously reference their own method of information delivery. These works set the precedent for visual aids (and, to a lesser extent, audio) that launched a diverse, non-hierarchical discourse that was nonetheless bound to tactile artefacts. In 1977, McLuhan helped develop a media textbook for secondary school students called City as Classroom: Understanding Language and Media. It is notable for its direct address style and its focus on investigating spaces outside of the classroom (provocatively, a section on the third page begins with “Should all schools be closed?”). The book follows with a fine-grained analysis of advertising forms in which students are asked to first bring advertisements into class for analysis and later to go out into the city to explore “a man-made environment, a huge warehouse of information, a vast resource to be mined free of charge” (McLuhan et al., City 149). As a document City as Classroom is critical of existing teaching methods, in line with the radical “in the streets” pedagogy of its day. McLuhan’s theories proved particularly salient for the counter education movement, in part because they tapped into a healthy scepticism of advertisers and other image-makers. They also dovetailed with growing discontent with the ad-strew visual environment of cities in the 1970s. Budgets for advertising had mushroomed in the1960s and outdoor advertising “cluttered” cities with billboards and neon, generating “fierce intensities and new hybrid energies” that threatened to throw off the visual equilibrium (McLuhan 74). Visual literacy curricula brought in experiential learning focussed on the legibility of the cities, mapping, and the visualisation of urban issues with social justice implications. The Detroit Geographical Expedition and Institute (DGEI), a “collective endeavour of community research and education” that arose in the aftermath of the 1967 uprisings, is the most storied of the groups that suffused the collection of spatial data with community engagement and organising (Warren et al. 61). The following decades would see a tamed approach to visual literacy that, while still pressing for critical reading, did not upend traditional methods of educational delivery. Searching for Civic Education The visual literacy initiatives formed in the early 1970s both affirmed existing civil society institutions while also asserting the need to better inform the public. Most of the campaigns were sponsored by universities, major libraries, and international groups such as UNESCO, which published its “Declaration on Media Education” in 1982. They noted that “participation” was “essential to the working of a pluralistic and representative democracy” and the “public—users, citizens, individuals, groups ... were too systematically overlooked”. Here, the public is conceived as both “targets of the information and communication process” and users who “should have the last word”. To that end their “continuing education” should be ensured (Study 18). Programs consisted primarily of cognitive “see-scan-analyse” techniques (Little et al.) for younger students but some also sought to bring visual analysis to adult learners via continuing education (often through museums eager to engage more diverse audiences) and more radical popular education programs sponsored by community groups. By the mid-80s, scores of modules had been built around the comprehension of visual media and had become standard educational fare across North America, Australasia, and to a lesser extent, Europe. There was an increasing awareness of the role of data and image presentation in decision-making, as evidenced by the surprising commercial success of Edward Tufte’s 1982 book, The Visual Display of Quantitative Information. Visual literacy—or at least image analysis—was now enmeshed in teaching practice and needed little active advocacy. Scholarly interest in the subject went into a brief period of hibernation in the 1980s and early 1990s, only to be reborn with the arrival of new media distribution technologies (CD-ROMs and then the internet) in classrooms and the widespread availability of digital imaging technology starting in the late 1990s; companies like Adobe distributed free and reduced-fee licences to schools and launched extensive teacher training programs. Visual literacy was reanimated but primarily within a circumscribed academic field of education and data visualisation. Figure 7: Visual Literacy; What Research Says to the Teacher, 1975. Part of the shifting frame of visual literacy has to do with institutional imperatives, particularly in places where austerity measures forced strange alliances between disciplines. What had been a project in alternative education morphed into an uncontested part of the curriculum and a dependable budget line. This shift was already forecasted in 1972 by Harun Farocki who, writing in Filmkritik, noted that funding for new film schools would be difficult to obtain but money might be found for “training in media education … a discipline that could persuade ministers of education, that would at the same time turn the budget restrictions into an advantage, and that would match the functions of art schools” (98). Nearly 50 years later educators are still using media education (rebranded as visual or media literacy) to make the case for fine arts and humanities education. While earlier iterations of visual literacy education were often too reliant on the idea of cracking the “code” of images, they did promote ways of learning that were a deep departure from the rote methods of previous generations. Next-gen curricula frame visual literacy as largely supplemental—a resource, but not a program. By the end of the 20th century, visual literacy had changed from a scholarly interest to a standard resource in the “teacher’s toolkit”, entering into school programs and influencing museum education, corporate training, and the development of public-oriented media (Literacy). An appreciation of image culture was seen as key to creating empathetic global citizens, but its scope was increasingly limited. With rising austerity in the education sector (a shift that preceded the 2008 recession by decades in some countries), art educators, museum enrichment staff, and design researchers need to make a case for why their disciplines were relevant in pedagogical models that are increasingly aimed at “skills-based” and “job ready” teaching. Arts educators worked hard to insert their fields into learning goals for secondary students as visual literacy, with the hope that “literacy” would carry the weight of an educational imperative and not a supplementary field of study. Conclusion For nearly a century, educational initiatives have sought to inculcate a cosmopolitan perspective with a variety of teaching materials and pedagogical reference points. Symbolic languages, like the Isotype, looked to unite disparate people with shared visual forms; while educational initiatives aimed to train the eyes of students to make them more discerning citizens. The term ‘visual literacy’ emerged in the 1960s and has since been deployed in programs with a wide variety of goals. Countercultural initiatives saw it as a prerequisite for popular education from the ground up, but, in the years since, it has been formalised and brought into more staid curricula, often as a sort of shorthand for learning from media and pictures. The grand cosmopolitan vision of a complete ‘visual language’ has been scaled back considerably, but still exists in trace amounts. Processes of globalisation require images to universalise experiences, commodities, and more for people without shared languages. Emoji alphabets and globalese (brands and consumer messaging that are “visual-linguistic” amalgams “increasingly detached from any specific ethnolinguistic group or locality”) are a testament to a mediatised banal cosmopolitanism (Jaworski 231). In this sense, becoming “fluent” in global design vernacular means familiarity with firms and products, an understanding that is aesthetic, not critical. It is very much the beneficiaries of globalisation—both state and commercial actors—who have been able to harness increasingly image-based technologies for their benefit. To take a humorous but nonetheless consequential example, Spanish culinary boosters were able to successfully lobby for a paella emoji (Miller) rather than having a food symbol from a less wealthy country such as a Senegalese jollof or a Morrocan tagine. This trend has gone even further as new forms of visual communication are increasingly streamlined and managed by for-profit media platforms. The ubiquity of these forms of communication and their global reach has made visual literacy more important than ever but it has also fundamentally shifted the endeavour from a graphic sorting practice to a critical piece of social infrastructure that has tremendous political ramifications. Visual literacy campaigns hold out the promise of educating students in an image-based system with the potential to transcend linguistic and cultural boundaries. This cosmopolitan political project has not yet been realised, as the visual literacy frame has drifted into specialised silos of art, design, and digital humanities education. It can help bridge the “incomplete connections” of an increasingly globalised world (Calhoun 112), but it does not have a program in and of itself. Rather, an evolving visual literacy curriculum might be seen as a litmus test for how we imagine the role of images in the world.
