Resumen
Narcotics abuse can be categorized as a criminal act as regulated in Law Number 35 of 2009 concerning Narcotics. The method used in this research is socio-legal research. In Law Number 35 of 2009 concerning Narcotics, there is no distinction between the abuse committed by children who are already drug addicts and children who are victims of narcotics abuse and are taking narcotics for the first time, so that these children are combined at the time of the crime. It is hoped that there will be political will from the Government of the Republic of Indonesia to revise Law Number 35 of 2009 concerning Narcotics in order to provide legal protection for children who are victims of narcotics abuse. One of the obstacles faced by the Riau Regional Police in eradicating narcotics abuse by children is the minimal role of parents who are willing to report their children. Therefore, the Riau Regional Police should cooperate with religious leaders from MUI, traditional leaders from LAM Riau, as well as community leaders in order to provide enlightenment to the public about the dangers of narcotics abuse for the future of children.

This theme aimed to minimize the spread of Narcotics users at the student level, in the data of the National Narcotics Agency (BNN), cases of drug use by the drug users up to March 2018 amounted to 6.4 Million. The data is alarming because along with the increase in drug cases (especially among the young people and the children). The spread of drugs is easy because the elementary school children have also started trying to smoke cigarettes. Although the government in the Child Protection Act number 23 of 2002 in article 20, it has been stated that the State, the government, the community, the family, and the parents are obliged and responsible for the implementation of child protection (see more fully in the Child Protection Act). However, the child protection from drugs is still far from expectations. A lot of elementary school and junior high school age of children are also trapped in drugs; the drug addicts are generally between the ages of 11 and 24. At the productive age or student age, the students who take drugs usually begin with their introduction to cigarettes. From this habit, their association continues to increase, especially when the students join with the people who have become the drug addicts. At the beginning they only try to use the drugs, but then they will depend on them.

This research is entitled The Application of Diversion to Children of Narcotics Addicts in terms of Law Number 11 of 2012 concerning the Child Criminal Justice System. Furthermore, the formulation of the problems raised in this thesis are first, how to handle and procedure for giving diversion to children of Narcotics crime perpetrators in Gresik Regency. Second, whether the implementation of Diversion is in accordance with Law Number 11 of 2012 in Gresik Regency. Then the result of the research shows that the diversion mechanism for child offenders of narcotics offenses can be taken on several levels. The first level is the level of investigation in the form of deliberations among them: investigator deliberation, family deliberation and community deliberation. Furthermore, diversion must be carried out at every level of examination, both investigation, prosecution and trial, if the Diversion process is successful before the trial stage, the Investigator and Public Prosecutor will submit the results of the Diversion to the Head of the District Court to make an Determination and based on this Determination the Investigator and Public Prosecutor can issue SP3 (Letter of Order to Stop Investigation) and Decree of Termination of Prosecution. If the Diversion process succeeds in the trial stage, the Minutes and results of the Diversion shall be submitted to the Head of the District Court to make a decision on the termination of the case as for the legal action taken against the child who is a drug addict who fails to diversify, namely in the form of guidance

The research aims to investigate the emotional experiences of the individuals who use drugs in terms of their parenting role as father, within a rehabilitative context. The study aims to analyze how dependence affects the exercise of the parental role, specifically paternity, with the aim of offering an overview of the father-son relationship while considering the possible limitations that characterize those who are forced to live parenting in an atypical way. It is necessary to help individuals who use drugs to be able to help them in life with the goal of establish a better parenting awareness and a good relationship with their father and their children. The research work made use of qualitative tools, specifically semi-structured interview, which was administered to a sample of 18 fathers that were treated in a rehabilitation clinic for individuals who use drugs. The used semi-structured interview made it possible to analyze the perception of participants about their paternity, the quality of the relationship with their father and their children, and the influence that the narcotic substance has generated in the relationship with their father and with their children.

ABSTRACT: THE IMPACT OF COUNSELING ON THE DANGERS OF DRUGS, GADGETS, FREE ASSOCIATIONS ON THE KNOWLEDGE LEVEL OF STUDENTS AT SMK PP NEGERI SAREE Background: Gadget addiction can affect children's brain development because excessive production of the hormone dopamine interferes with the maturity of the prefrontal cortex functions, namely controlling emotions, self-control, responsibility, decision making, and other moral values. Gadget addiction can cause attention deficit disorder and hyperactivity. Implementation of rehabilitation for children who abuse narcotics based on the mandate of the legislation on narcotics, narcotics addicts are required to undergo rehabilitation but this provision has never been implemented, more children are punished than rehabilitated.Objective: It is known that the problem in this thesis is why the implementation of rehabilitation for children who abuse narcotics in the Kediri City Police Legal Area is very low.Methods: This study used a pre-experimental design with a one-group pretest-posttest design. The data obtained have been analyzed using paired sample t-test.Results: The average level of student knowledge before being given counseling was 12.54 and after being given counseling was 14.08 which experienced a significant increase. which experienced a significant increase. Based on the results of data analysis using the paired sample t-test, the value of p = .000 < 0.05Conclusion: In this study, there was an effect of counseling on the dangers of gadgets, drugs, and promiscuity in SMK 1 PP SAREE. Keywords: the dangers of gadgets, the dangers of drugs, promiscuity INTISARI: DAMPAK PENYULUHAN BAHAYA NARKOBA, GADGET, PERGAULAN BEBAS TERHADAP TINGKAT PENGETAHUAN SISWA DI SMK PP NEGERI SAREE Pendahuluan: Kecanduan Gadget dapat mempengaruhi perkembangan otak anak karena produksi hormon dopamine yang berlebihan menganggu kematangan fungsi prefrontal korteks yaitu mengontrol emosi, kontrol diri, tanggung jawab, pengambilan keputusan dan nilai-nilai moral lainnya. Kecanduan gadget dapat menimbulkan gangguan pemusat perhatian dan hiperaktivitas. Penerapan rehabilitasi terhadap anak penyalah guna narkotika berdasarkan amanat peraturan perundang-undangan tentang narkotika, pecandu narkotika wajib menjalani rehabilitas namun ketentuan ini tidak pernah diterapkan, lebih banyak anak dipidana daripada direhabilitasi.Tujuan: Diketahui Pprmasalahan dalam tesis ini adalah Mengapa penerapan rehabilitasi terhadap anak penyalah guna narkotika di Wilayah Hukum Kepolisian Resort Kediri Kota sangat rendah.Metode: Penelitian ini menggunakan desain pra expriemental dengan rancangan one group pretest-posttest desaign. Data yang diperoleh telah di analisa menggunakan paired simple t- test.Hasil: Rerata tingkat tingkat pengetahuan siswa sebelum diberikan penyuluhan yaitu 12.54 dan sesudah diberikan penyuluhan yaitu 14.08 dimana mengalami peningkatan yang signifikan. dimana mengalami peningkatan yang signifikan. Berdasarkan hasil analisis data dengan uji paired sampel t-test didapatkan nilai p =.000 < 0.05Kesimpulan: Dalam penelitian ini, terdapat pengaruh penyuluhan bahaya gadget, narkoba dan pergaulan bebas di SMK 1 PP SAREE. This is a report of fieldwork methodology and preliminary findings from a controlled retrospective study of vulnerability to narcotic addiction comparing three groups of males closely matched by neighborhood, age, and race: a community-wide sample of narcotic addicts; a nonaddicted control sample of age-eleven peer associates of the addicts; and a nonaddicted community control sample of age-eleven peers who did not associate with the addicts. Fieldwork experience and preliminary findings suggest a strong selective association between friendship and deviance among narcotic addicts and their age-eleven associates — a relationship that is much less common in the two control groups, particularly community controls. Association with older deviants was also more characteristic of addicts than for the peer or community controls. Experience in the study also attests to the feasibility and merit of capturing historical data via retrospective, reconstructive sampling methods.

Alcoholics and heroin addicts were compared with a normal control group to determine whether there were differences in quality of parenting during childhood, assessed using the Parental Bonding Instrument. Maternal and paternal overprotection were reported more commonly by narcotic addicts. Maternal overprotection alone was implicated in alcoholics. Narcotic addicts seem to have more disturbed parenting than alcoholics, especially paternal parenting.

In the course of lengthy, confidential interviews conducted with 354 male narcotic addicts (195 Black, 159 White) living in the Baltimore metropolitan area, detailed information was obtained concerning their use of non-narcotic drugs during periods of active addiction to narcotics (principally heroin) as well as during periods of non-addiction to narcotics. A wide variety of non-narcotic substances were found to have a nonzero incidence of use; however, both the types and amounts of non-narcotic drugs used, as well as the combinations (patterns) in which they were used, were found to be a joint function of race (Black/White) and narcotic addiction status (actively addicted/not addicted to narcotics). Factor analysis revealed three major patterns among Blacks during periods of active narcotic addiction, and a different three patterns during periods of nonaddiction. Among Whites, four major patterns were identified during periods of active narcotic addiction, and five during periods of nonaddiction. Subsequent applications of cluster analysis revealed several different types of addicts based on patterns of non-narcotic drug use.
