Objective: The goal of this study is to assess the European status in the case of mass casualties regarding legislation, responsibilities of ministries and organizations, education and training, material and equipment, and bottlenecks.Design: A questionnaire answered by 22 of 27 European Union member states and Croatia, Norway, and Switzerland. Results and recommendations of a European expert’s workshop on decontamination of victims of mass casualties.Setting: Ministries and responsible organizations of 22 European Union member states Croatia, Norway, and Switzerland.Subjects: Hazardous chemical agents are a global realistic risk. Therefore it is an important obligation to direct education, service activities and research towards priority concerns of prevention and response in case of an accidental or criminal liberation of toxic chemicals. The most effective procedures to save the life and health of contaminated persons are: (1) The decontamination of chemically contaminated casualties as soon as possible reduces both morbidity and mortality. (2) The removal of clothing as the first stage of the decontamination process reduces the amount of contamination by 75-85 percent. The decontamination in case of a mass casualty incident needs a high number of personnel, personal protection equipment (PPE), a decontamination unit, education and permanent training, and a management of command, communication, and coordination; all these in the shortest time of preparedness, reaction, and cross border nationally and internationally.1Interventions: During the German EU Council Presidency in the first 6 months of 2007 the Federal Ministry of the Interior held a 3 days seminar (Ahrweiler, February 22-24, 2007) on the “Decontamination of Casualties Involved in Incidents with Hazardous Chemical Materials—European Inventory and Perspectives.” The aim was to arrange an exchange of information and experience on the various systems in place in Europe which would be beneficial to all parties concerned. The seminar was organized by the Federal Office of Civil Protection and Disaster Assistance.Main outcome measure: (1) Results of a nine question enquiry, (2) results of four workgroups with the focus on medicine, organization, equipment, and education.Results: In most countries, the medical sector is the weakest part of the integrated approach. Decontamination has two goals: to decontaminate the casualties and to avoid secondary contamination of personnel, equipment, and institutions (hospitals). The most effective method for decontamination is to undress patients as soon as possible. The procedures for undressing, triage, basic life support, etc have to be evidence based by research. Cooperation between MS should be developed including transborder cooperation, designing modules in the framework of the EU Mechanism, and considering reinforcement between MS as precautionary measures, for example, for major international events. Interoperability of equipment is recommended and achievable. Need for European inventory of decontamination units. Need for national stockpiles of antidotes and drugs as well as logistics.Conclusions: The following recommendations were given to the EU Commission: Organize focused experts meetings on the above mentioned subjects. Promote common exercises. Collect and promote best practices by supporting research for evidence-based results. Promote crossborder cooperation and possibly preplanned reinforcements.

Resumen
The article deals with the structure of vocational training and postgraduate education of the personnel of the units of the Operational and Rescue Service of Civil Protection, describes the system of departmental education of the State Emergency Service of Ukraine. On the basis of the analysis of the governing documents and empirical data in the structure of the professional training of the personnel of the guard units of the Operational and Rescue Service of Civil Protection, the author distinguished two components - primary vocational training in the departmental vocational schools and training of personnel directly in the work unit. It is established that for the development of professional knowledge, skills of rescuers, for maintaining a high level of operational readiness of duty guards, in the structural divisions of the Operational and Rescue Service of Civil Protection there is a continuous, year- round training system - independent and professional training. The modern period in the professional training of rescuers is characterized by the lack of a proactive approach, insufficient attention to innovative methods of training the personnel of operational units.

Resumen
The author offers a conceptual foundations for modernization of the civil protection service professionals’ train-ing in higher education institutions of State Emergency Service of Ukraine through the creation of innovative information and educational environment based on the active use of new pedagogical and information and communication technologies, facilitate the formation of positive motivation of educational activities, professional orientation, emotional intensity and the importance of training in higher education institutions, updating and understanding of cadets and students of the near and final goals with th training. The developed conceptual foundations reveal the scientific and pedagogical bases of modernization of the system of professional training of future specialists of the civil protection service at the four levels: methodological, scientific-pedagogical, technological-designing and methodical. In his opinion, this will enable the formation of the appropriate level of professional competence of specialists in the civil protection service and, as a result, the high results of their professional activities.

Resumen
Literature review was conducted to gather evidence-based materials that address strategies to promote readiness for professionally oriented activities. The purpose of the article is to emphasize the importance of communicative training in departmental educational institutions and to determine factors which affect readiness for communication and increase its effectiveness. The overall study objective is to theoretically substantiate and experimentally test the author’s model of the system of professionally oriented communicative training of future civil protection service officers in the institutions of higher education of the State Emergency Service of Ukraine. To achieve the purpose of research the following methods have been applied: theoretical; method of theoretical modeling; empirical. Research was carried out on the basis of departmental higher educational institutions of the State Emergency Service of Ukraine. 422 cadets, 163 teachers and officers were involved at various stages of the research. The author’s structural-functional model of professionally oriented communicative training of cadets in departmental institutions is introduced. The model has an appropriate structure of interconnected structural components, content and characteristics of which are described. The author distinguishes and substantiates the following subsystems of the model: target, conceptual-strategic, organizational-designing, procedural-technological, control-evaluation and resultative. The contributing factors to effective communicative training of future officers have been summarized: formation of a value attitude to future profession; introduction of interactive teaching methods; improvement of teaching and methodical provision; optimization of the subject-subjective interaction of participants in the educational process during simulated situations of professional communication. The study confirmed validity of the author's model.

The International Civil Defense Organization (ICDO) is helping a large proportion of the Third World Countries where Civil Protection is considered, promoted and organized as a State Service, an obligation of the Authorities toward the population to save it from the devastating effects of a natural or technological disaster or the after-effects of a serious accident. The absence of the industrialized countries within the ICDO has not prevented the poor countries from developing a protection and safety system within the Technical Cooperation Program of ICDO, by their own efforts and with their own resources. The system is based on intervention units, which although sometimes in their embryonic stages, are already capable, however, of administering emergency first aid. Hence the keen interest of those countries in resuscitation techniques.

Resumen
Abstract. The article deals with the problem of defining the criteria, indicators and levels of social competence formation of future officers of the Civil Protection Service of Ukraine in the process of professional training. The notions of «criterion», «indicator» and «levels» have been clarified, the criteria and indicators of the key competences of future civil defense officers of Ukraine have been substantiated. The criteria are interpreted as qualitative characteristics of the object of diagnostic research, indicators – components that characterize the formation of key competences; levels as a reflection of the status of each criterion. The following criteria and indicators of the formation of social competence of future officers of the Civil Protection Service of Ukraine have been identified and specified: communicative activity (verbal and non-verbal communication; corporate culture; ability to realize organizational abilities; culture of communication and behavior; cognitive-motivational (understanding of social reality; formation of value system; planning of one's life scenario; creative search); reflexive-psychological (ability to possess a system of knowledge in basic professional subjects; desire to learn; ability to make creative decisions; knowledge of normative documents); professional-personal (level of responsibility; ability to self-realization; ability to self-development; ability to organize, plan and solve problems). Among the levels of formation of social competence of future civil protection officers of Ukraine differentiated high, sufficient, medium and low. According to these criteria it is possible to monitor the formation of social competence of future officers of the Civil Protection Service of Ukraine in the process of professional training.

Resumen
The article describes the contents of the concepts of independent training and official training of the personnel of the units of the Operative and Rescue Service of Civil Protection of Ukraine, describes the practical component of their professional training directly in the units. It is established that the main types of occupations in the system of official training are lectures, seminars, practical classes, tactical-special trainings, control and testing classes. Types of practical training of rescuers are characterized: practical workout of training exercises (exercises and standards on special physical training), working out and correction of documents of operative response (plans, cards), operative-tactical study of service area and objects, solving tactical tasks, night test tactical tasks training, fire and emergency management, tactical training.At the same time, there is a contradiction between the increased level of requirements for the preparedness of rescuers in modern conditions and the traditional system of their professional training, which does not take into account changes in the extension and complication of professional tasks.

Resumen
Transformation means positive change to new values and direction. This research is concerned with the relationship between empowerment processes that are transformatory and gender equality in the workplace. Its scope includes integrating a transformatory view into women’s and men’s consciousness and autonomy over their career, education and health. This research adopted a case-study approach by using the Ministries of Education, Health, Establishment, Training and Pensions and the Civil Service Commission in Lagos State, employing a combination of qualitative and quantitative research methods as its empirical research methodology. The field work was carried out in Lagos State in the months of June and July, 2014 while the interview was in July and August, 2014. This study demonstrated that gender-blind policies disempower women and perpetuate gender inequalities in the Lagos State Civil Service. Further, it shows that the manifestation of transformatory empowerment is jeopardised by women and men's compliance with the existing expectations and inaction to bring about changes in policies and practices that are detrimental to the attainment of gender equality in the work place.

Resumen
Purpose. The purpose of the article is to address the topical issues of international experience in the organization and performance of the civil service. Methodology. The methodology involves a comprehensive study of theoretical and practical material on this subject, as well as formulation of relevant conclusions and recommendations. The following methods of scientific cognition were used in the research process: dialectical, terminological, formal and logical, comparative and legal, system and functional methods. Results. In the course of the research, it was established that the modernization of the civil service should be carried out in the following areas: improvement of the legal fundamentals of the performance of the civil service; ensurance of political neutrality in performance of their professional duties, improvement of their legal and social protection; regulation of the procedure for providing public services; improvement of normative regulation of requirements for professional ethics of civil servants; improvement of the efficiency of civil service management; professionalization of the civil service, improvement of the system of professional training of civil servants while taking into account the further professionalization of the civil service, the principles of the organization of training of civil servants in the EU Member States. Scientific novelty. The study found that civil service reform is one of the key reforms, because it is impossible to build a strong, economically advanced and democratic state without efficient civil servants and proper governance. Practical importance. The results of the study can be used to improve the constitutional legislation, labor legislation of Ukraine regarding the disciplinary responsibility of civil servants.

Low Intensity Conflict (LIC) is a significant feature of the contemporary world and it is a particular challenge to the armed forces of many states which are involved is such conflict, or are likely to become so. This thesis is not concerned with how such difficult conflict situations arise. Rather it is concerned with how, from the point of view of the state, they may be contained and ultimately brought to a satisfactory resolution. The work is thus concerned with the practicalities of ending LIC. More specifically, the purpose of this research is to establish a framework of doctrinal and military principles applicable to the prevention and resolution of LIC. The principles of this thesis are based in numerous historical examples of LIC and six in depth case studies. These distilled principles are analysed in two central chapters, and are then applied in two latter defence force chapters so as to ensure there practicality and resilience. Numerous defence academics and military practitioners have been consulted in the production of this thesis; their contribution has further reinforced the functionality of the principles examined in this research. The research illustrates the criticality of a holistic approach to LIC. The function of this approach is to guarantee the stability of the sovereign state, by unifying civil, police, intelligence and military services. The effectiveness of the military elements must also be ensured, as military force is central to the suppression of LIC. Consequently, the research makes strategic and operational prescriptions, so as to improve the capability of defence forces that are concerned with preventing or resolving LIC.

In the context of the institutional guarantee, the status and the rights of a civil servant shall so be protected, whereas the Constitution has advocated for the people in their rights to hold public offices. According to Civil Service Protection Act, any civil servant finding an administrative disposition or a management measure unlawful or obviously illegitimate to him may file with Civil Service Protection and Training Commission (hereinafter, the “CSPTC”) to petition for a deliberation or re-appeal (collectively, the “Protection Cases”) and seek remedy therefrom. By adopting the methodology of case study and reference analysis, this master thesis aims to elaborate the review procedure and the subject matter of protection cases and the controversies arising from real world practices, as well as discover the standards of review and the intensity of administrative control established by CSPTC from the reasoning of deliberation and re-appeal decisions with respect to four classified issues of personnel administration including merit, discipline, salary repayment and pension. The civil service is the extension of a country’s government body. To ensure a quality and sustainable government service and civil service system, the standards of review applied to the protection cases by CSPTC may help examine the realization of remedies for each personal interest in particular and, on the whole, to reflect on the implementation of institutional guarantee given to civil servants under the Constitution. This thesis concludes that the application of classified standards of review to merit and discipline protection cases has roughly conformed to the practical and theoretical perception that the decision made is highly intuitu personae and irreplaceable. While in salary repayment cases, such application has served to balance the differences between Civil Service Pay Act and Administrative Procedure Act. In pension cases, the involvement shall be enhanced for the determination of relative causation. In conclusion, Civil Service Protection Act, functioning as the special law to the Administrative Procedure Act, demonstrates that the remedial action, which was constrained under the traditional theory of special power relationship, has been made available to civil servants and that such legal loophole of this constitutional country has been remedied and constantly improved in legislation and in practice.

With the political patterns toward the road of democratization, civil service system should adjust itself. In view of the public servants to comply with the needs of administrative neutrality, arise the culture of promoting administrative neutrality. In order to allow public servants to understand the meaning of administrative neutrality, many promote the training and promotion have been hold. But in the ongoing training and promotion process, there are still cases of violation of administrative neutrality and issues occur. Then in this study use policy marketing model as the main analytical framework to analysis the environment, objectives, means and use of tools, and give the status of issues the relevant policy recommendations. In this study through Civil Service Protection and Training Commission as the main object of study. Use interviews with relevant experts and scholars. According to the analysis of interviews and data collection, get the following finds: 1. The political environment has a very huge influence in the policy marketing of administrative neutrality policy advocacy training and public opinion plays a very important role. 2. In the setting of administrative neutrality of training and advocacy goals, focus on training and ignore the goal setting of advocacy, could easily lead to only a part of the implementation of advocacy situation returns (output), and specific performance (outcome) is difficult to assess. 3. In the core marketing strategy, through diversification of tools to training and promotion, but the shortage of manpower and funding increase the difficulties of implement. 4. In the marketing aspect of outcome assessment and feedback, its effectiveness regularly on the implementation of return, and through questionnaires to control the execution of the performance.

This study is performed in the framework of the IAEA International Project on Innovative Nuclear Reactors and Fuel Cycles INPRO. Transportable nuclear power plants (TNPPs) are either small nuclear power plants (SNPPs) with their lifecycle implemented on a single transportable platform, or SNPPs assembled of transportable factory-made modules. Advantages of SNPPs and TNPPs are: • Enhanced safety and reliability; • Design simplicity, • Shorter construction period; • Industrial serial production; • Smaller capital costs and shorter investment cycle compared with large NPP; • Possibility of autonomous operation; • Suitability for non-electric application and others. There is an objective evidence of growing interest in developing a nuclear energy system (NES) based on SNPPs including TNPPs. Underlying assumptions of the Russian study: • The User of TNPP services is interested in receiving energy only, does not claim ownership of nuclear technologies, materials and TNPP itself, and this incurs minimal liability for nuclear energy use; INPRO defines this TNPP lifecycle option as “Maximum outsourcing”; • All operations involving nuclear fuel are performed either at the TNPP manufacturer plant, or at a regional TNPP service center within the Holder’s liability zone; • TNPP sitting requires no onsite operations except assembling. Expert reviews have been performed to confirm TNPP lifecycle compliance with the nuclear legislation in fields such as: safety; non-proliferation; nuclear materials’ monitoring, accounting and control; physical protection; and civil liability for nuclear damage; transport operations. It was confirmed that: • In traditional approaches, the existing legal and institutional framework is sufficient for implementing TNPP lifecycle; to achieve the highest efficiency and safety of TNPPs it is necessary to develop TNPPs’ designs, their legal and institutional support; • The following issues are of immediate interest for further studies: combination of inherent safety features and passive safety systems in TNPPs; TNPP lifecycle economy; lifecycle concept without onsite refueling; new approaches to indemnification for nuclear damage; new approaches to physical protection; nuclear liability of TNPP User; remote nuclear materials monitoring, and control and TNPP’ operating; serial industrial fabrication; licensing and certification; public-private partnership; international personnel training system; international cooperation in TNPP fabrication and servicing; role of the IAEA in developing TNPP-based NES. • TNPP/SNPP-based nuclear energy system including all kinds of respective legal, institutional and infrastructural support should become the subject of further studies.

Resumen
Demining is calamity of third world countries. The clearing is ceaseless, more expensive than the spreading, and terrorist return is obtained by weakening of the antagonistic population. The mines are cheapest weapon, built to make horrible injuries, affecting active people, with major falls-off into economic growth. The disaster is notably cruel in Sri Lanka, with anti-person mines spread in the northeast region. After the ceasefire, the international organisations started the mine sweeping, with poor issues, due to politico-economical motivations in direct bond with wants in the technical effectiveness. The pitiable situation is worsened, as most rich lands are removed from farming exploitation, with increasing of the internally displaced persons. Now, clearing is engineering duty, and the humanitarian goal comes to be technical challenge. The advanced robotics fulfils clean and reliable tasks, on condition to upgrade sophistication and cost and to loose third-world appropriateness. The challenge is to turn local machines and awareness into effective robotic aids, willingly used by the local people, and to enhance the on-going outcomes. The analysis, mainly, addresses the following points: - the engaged technologies need to provide special purpose outfits and to involve operators having adapted uniformity; - the work-flow pre-setting ought to detail the duty-cycles and to establish the standard achievements; - the planning has to specify the on-process warning/emergency management and the failure protection rules; - the operators’ instruction and training shall aim at off-process optimised work-flows to circumvent risky issues; - the effectiveness comes from organised routine agendas, in conformity with allotted tasks and emergency events. This is a mix of organisational and technologic demands, calling for responsible commitment of the involved people, so that the local Civil Service is entitled to do the clearing operations, and the all engaged community is solidly concerned. The winning solution shall look at low-cost robotic outfits, to be obtained with resort to nearby available resources and competences (e.g., drawn on from the local agricultural machinery and know-how), and full account of the cost limits, while aiming at the process effectiveness by the mix of enabling cues, principally deferred to enhancing the regional awareness and the factual dedication. The paper stresses on fairly unorthodox robots, addressing unmanned effectors facilities joined with intelligent remote-command abilities, not as advanced achievements, rather as cheapest productivity upgrading, assembled from standard farming devices, through the shared know-how and commitment of locally involved operators.
