For more than three decades, social scientists have struggled with the statistical consequences of aggregation. Ever since Robinson (1950) first shocked a whole generation of social scientists with his demonstration of the “ecological fallacy,” much has been written about alleged fallacies, biases, pitfalls, and hazards of one kind or another lurking behind aggregate data and about strategies for circumventing them (Goodman, 1953, 1959; Blalock 1964; Scheuch 1966; Alker 1969; Shively 1969, 1974; Hannan 1971; Hammond 1973; Meckstroth 1974; Hanushek, Jackson, and Kain 1974; Hannan and Burstein 1974; Irwin and Lichtman 1976; Smith 1977; Langbein and Lichtman 1978). Intrigued—or alarmed—by the recurrent observation that correlations and regressions based on aggregate data (group means) often differ dramatically from those based on individual data, researchers have sought to answer the traditional question of ecological analysis: under what conditions can inferences to individual-level (micro) relationships be made from group-level (macro) data?

During the period from 1965-1977, I was engaged in a program of selecting and acquiring a new dark sky site in California for the Lick Observatory. Even though the effort was, in the end, unsuccessful, this work did lead to several important advances in our understanding of the general problem of optimizing optical-region astronomical observing conditions. These included: 1)The development of the polar star trail method of seeing measurement (Harlan and Walker 1965; Walker 1971).2)Definition of the conditions required to optimize the seeing through the use of the polar star trail method of measurement at a number of potential and established observing sites around the world (Walker 1970, 1971, 1983, 1984; McInnes and Walker 1974).3)Demonstration of the widespread effects of atmospheric pollution in reducing photometric quality at potential sites in California (Walker 1970).4)The first extensive study of the effects of light pollution on astronomical observations.

Although models of the pressure–strain term explain many features of nearly uniform homogeneous shear flows, a discrepancy remains (Leslie 1980). It is suggested that the discrepancy is caused by use of an empirical expression for the fluctuation part of the pressure–strain term, the part usually denoted by ϕij,1. The discrepancy is eliminated by replacement of the empirical ϕij,1 with a recent theoretical expression. Relatedly, the Launder, Reece & Rodi (1975) model for the mean-field part ϕij,2 is shown to be a good approximation for both a strongly and weakly sheared flow. This model of ϕij,2 when combined with the theoretical ϕij,1 is found to provide an explanation for experiments of both Champagne, Harris & Corrsin (1970) and Harris, Graham & Corrsin (1977). Full correction requires that deviations from local isotropy be accounted for. Special emphasis is given to a theoretical demonstration that the pressure–strain term does not cause a retun to isotropy but, rather, it resists large anisotropy – a weaker effect.

Pandemic influenza presents special problems for vaccine development. There must be a balance between rapid availability of vaccine and the safeguards to ensure safety, quality and efficacy of vaccine. Vaccine was developed for the pandemics of 1957, 1968, 1977 and for the pandemic alert of 1976. This experience is compared with that gained in developing vaccines for a possible H5N1 pandemic in 1997–1998. Our ability to mass produce influenza vaccines against a pandemic threat was well illustrated by the production of over 150 million doses of ‘swine flu’ vaccine in the USA within a 3 month period in 1976. However, there is cause for concern that the lead time to begin vaccine production is likely to be about 7–8 months. Attempts to reduce this time should receive urgent attention. Immunogenicity of vaccines in pandemic situations is compared over the period 1968–1998. A consistent feature of the vaccine trials is the demonstration that one conventional 15μg haemagglutinin dose of vaccine is not sufficiently immunogenic in naive individuals. Much larger doses or two lower doses are needed to induce satisfactory immunity. There is some evidence that whole–virus vaccines are more immunogenic than split or subunit vaccines, but this needs substantiating by further studies. H5 vaccines appeared to be particularly poor immunogens and there is evidence that an adjuvant may be needed. Prospects for improving the development of pandemic vaccines are discussed.

The paper presents the preliminary planning of a demonstration pilot for exemplary renovation of an existing building (“Solar House 1 – Campina”) towards nZEB level using Passive House principles and technologies. The “Solar House” was one of the lighthouses of solar energy developments in the ‘80s in Romania, being built in 1977-1978 in Campina (Centre-South Romania) and represented an experimental building using innovative solar technologies for DHW preparation, active and passive space heating. The decision of transforming the existing building in a demonstration pilot nZEB with green materials was taken and the feasibility study is currently underway. The pilot aims to analyse and test, the cost effectiveness of Passive House (PH) technologies integration in a deep renovation process with the view to achieve the fixed nZEB levels, as an exemplary case study demonstrating the benefits and feasibility of applying PH principles and energy performance evaluation in real context. Both approaches of applying the renovation standard EnerPHit and targeting Passive House criteria are discussed together with the nZEB targets, while the analysis of technical (energy performance) and economic (total costs) feasibility is presented. The proposed building will act as a training and consultancy centre in Campina - created as a model for achieving greater energy efficiency and environmental responsibility in Romania.

Abstract The Netherlands and Denmark housed Europe’s first two postwar homophile organizations, and by the 1960s, activists were already debating anti-homosexual laws in national media (in the Netherlands) demonstrating publicly; thus Stonewall was not the origin of activism in either of these countries. Yet the events in New York City 1969 had two lasting influences in these countries: first, Stonewall catalyzed a transnational ‘consciousness’ (or solidarity) among gay and lesbian activists during a period of radicalization; and second, the Christopher Street Liberation Day 1970 inspired the visible demonstrations known today as ‘Pride’ celebrations. From 1971, Denmark’s national organization planned Christopher Street Day demonstrations every June; and that same year, a radical Gay Liberation Front split off from the association. From 1977, the Netherlands planned its own late-June demonstrations, often with transnational themes (e.g. Anita Bryant in 1977, the Iranian Revolution in 1979). In the following decades, these demonstrations of gay/lesbian visibility moved to August, and Denmark (and Belgium) dropped Christopher Street from event names. Yet scholars, activists, and the general public still evoke the memory of the first Liberation Day when referring to a ‘post-Stonewall’ era in the Netherlands and Denmark.

This essay sheds light on the protest events in connection with the Davis-Cup matches in Båstad in 1968 and 1975. They are relatively close in time, touch on the same sports competition, similar issues, engage largely the same group of protesters and were the subject of enormous media interest. When looking at the events in Båstad in a retrospective light, the event in 1968 is reflected much more strongly than the event in 1975, in this essay this imbalance will be examined in more detail. The main purpose of the essay is to, based on articles in Svenska Dagbladet and Dagens Nyheter, comparatively investigate how these newspapers may have shaped the historical image of the events in connection with the Davis Cup matches in Båstad in 1968 and 1975. The theoretical framework is based on framing theory, which shows how media's representations of reality affect people's perceptions, how media, in some ways but not others, reproduces and disseminates different power centers’. The choice of the theoretical framework rests on the thesis that the newspapers' depiction of the events created a historical picture of them. The newspapers visualize the reality according to preferences that they find to be rewarding now. The essay's methodological starting point is both quantitative and qualitative as it consists of a conventional content analysis on the one hand and is inspired by a quantitative four-step model that is connected to the framing theory on the other. The results show that the framings of the newspapers can be linked to the different course of events of the protests, as well as the modernization of social institutions, in particular sports. In 1968, the white sport was still white, but the events in Båstad nullified the possibility of seriously claiming that sports and politics did not influence each other. The similar framings of the newspapers in 1975 also show how far the abolition of authority had come. Sport was opened to the world and to politics, modernized and democratized and is today more democratically governed than before.

The notion of a normal number and the Normal Number Theorem date back over 100 years. Émile Borel first stated his Normal Number Theorem in 1909. Despite their seemingly basic nature, normal numbers are still engaging many mathematicians to this day. In this paper, we provide a reinterpretation of the concept of a normal number. This leads to a new proof of Borel's classic Normal Number Theorem, and also a construction of a set that contains all absolutely normal numbers. We are also able to use the reinterpretation to apply the same definition for a normal number to any point in a symbolic dynamical system. We then provide a proof that the Fibonacci system has all of its points being normal, with respect to our new definition.

A pilot scale demonstration of a biological permeable barrier was conducted in a pentachlorophenol-contaminated aquifer at a wood preserving facility. A permeable reactor was constructed to fit within a large diameter well. Arranged in series, a cylindrical reactor 24" x 36" (0.61 x 0.91m) (diameter x height) was partitioned to provide three biological treatment zones. Pentachlorophenol (PCP) biodegradation was evaluated under several environmental conditions using a mixed microbial consortium supported on ceramic saddles. Imitation vanilla flavoring (IVF), a mixture of propylene glycol, guaiacol, ethyl vanillin and sodium benzoate, served as the electron donor. In the absence of exogenous substrate, PCP was not degraded in the inoculated permeable barrier. Substrate addition under oxidizing conditions also failed to initiate PCP removal. Anaerobic conditions however, promoted in-situ PCP degradation. PCP reductive dechlorination resulted in the transient production of 3,4,5-trichlorophenol through sequential ortho dechlorinations. Continued carbon reduction at the meta and para positions resulted in 3,4-dichlorophenol and 3,5-dichlorophenol production. Complete removal of all intermediate degradation products was observed. Reactor operation was characterized through two independent laboratory and field companion studies. Experiments were conducted to evaluate (1) the effect of supplemental electron donor concentration (IVF) and (2) the effect of sulfate, a competitive electron acceptor on PCP reductive dechlorination. Results from laboratory and field conditions were consistent. (1) In the presence of an exogenous electron donor, PCP degradation was independent of supplemental donor concentration (10, 25, 50, 100 mg COD/L). However, a comparatively slower rate of PCP degradation was observed in the absence of electron donor. (2) The presence of sulfate was not inhibitory to PCP degradation. However, compared to systems evaluated in the absence of sulfate, slower rates of PCP transformation were observed. Passive operation and low energy requirements, coupled with potential contaminant mineralization suggest that the biological permeable barrier is a highly effective tool for subsurface restoration.

The objective of this research was to clarify the basis of subfertility in Delaware roosters. It was anticipated that a sensitive method would be needed to compare seminal plasma protein composition between subfertile and fertile roosters. Consequently, the applicability of two-dimensional electrophoresis was tested as a tool for the analysis of chicken seminal plasma proteins. Two-dimensional electrophoresis resolved 95 ± 4.4 derivative polypeptides from seminal plasma proteins of fertile roosters, whereas one-dimensional electrophoresis resolved only 23 ± 0.4. Thus, two-dimensional electrophoresis was found to be a useful tool for seminal plasma protein analysis. Seminal plasma composition was compared between subfertile Delaware and fertile roosters. Seminal plasma from subfertile roosters was characterized by an imbalance of proteins, electrolytes, and amino acids (P<0.05). Neither type of seminal plasma contained proteolytic activity. No difference (P>0.05) was observed in seminal plasma osmolality. Differences in seminal plasma composition were attributed to a dysfunction of the excurrent ducts of the testis. This realization lead to experiments designed to modulate subfertility. Hemicastration exacerbated (P<0.001) subfertility, whereas supplementation of spermatozoa with seminal plasma proteins from fertile roosters ameliorated (P<0.001) subfertility. Addition of seminal plasma proteins from subfertile roosters to spermatozoa from fertile roosters had no effect (P>0.05) on fertility. Therefore, subfertility was attributed to protein deficiency in seminal plasma rather than the presence of some agent that induces subfertility. The study of subfertile Delaware roosters has helped establish a link between seminal plasma proteins and fertility in the domestic fowl.

This thesis deals with the genealogy of so-called "Strahov events", i.e. the protest of students from Strahov dormitories, which took place on October 31, 1967. The key question is why seemingly an insignificant event - a power outage - led to the collapse of the university organization of the Czechoslovak Union of Youth (ČSM). The thesis analyses the 1960s through optic of street politics, and examines manifestations of the particular student collectives that preceded the Strahov protest and which set up the implicit rules on how to enter the public space and what content it should bring in and how to avoid repressive reaction in the same time. In particular, it focuses on the majáles festival marches in 1965 and 1966 and the so- called Petřín incidents - the annual May Day clashes between the Public Security forces and the youth at Petřín hill. It helps to answer related questions: how these collectives influenced the origin, course and consequences of the Strahov demonstration. In addition, the thesis focuses on the process of creation of student social movement. It examines what the students expected in the 1960s, what was the purpose of their criticism and how their criticism was influenced by the context social transformations that took place in the state-socialist Czechoslovakia in the...

Soil degradation and low crop productivity negatively affect the food security of smallholder farmers in West Africa. Various agricultural techniques have been developed as components of food security interventions, but their effectiveness in addressing food insecurity in part depends upon farmers’ willingness to adopt these techniques. Likewise, adoption depends upon the effectiveness of these techniques in fulfilling farmers’ objectives. The institutional and biophysical environments mediate not only the effectiveness of the techniques, but also how farmers value a technique. This study examined the evidence for fertilizer microdosing as a form of agricultural intensification and the socio-economic conditions that influence its adoption among smallholder farmers. A census was conducted in one village in northwest Benin that had recently seen the introduction of fertilizer microdosing. Key household-level determinants of adoption identified in the literature—household resources, household demographics, and access to inputs— were included in the household surveys. Using partial budgeting analysis and yield data from demonstration plots, the relative profitability of fertilizer microdosing was calculated as a necessary condition of adoption. Drawing from farmers’ stories, the potential value of microdosing was contextualized within the larger social and institutional context. Based upon the village census, there was little adoption outside of the research project that introduced microdosing to the village. Households using microdosing (predominantly found within the research project) had, on average, higher socio-economic status, more cultivable land and larger labour forces. Profitability analysis indicated that microdosing was on average less profitable than the point-source application of the recommended dosage rate in Benin (the common alternative). However, farmers still expressed a desire to microdose, due to poorly functioning input markets, poor infrastructure, and lack of access to financial instruments, all of which limited the availability, access and utilization of inorganic fertilizer.

Resumen
Engineering analyses and component design studies during the period 1974–977 indicated the feasibility of constructing and operating floating OTEC plants and plantships in a variety of configurations ranging in power from 40 to 500 MWe. In August 1979, an at-sea test of a complete OTEC power system (Mini-OTEC) demonstrated performance in good accord with engineering predictions and established a firm basis for scale-up to larger sizes (Owens and Trimble, 1980). Heat exchanger operation at a level equivalent to 1-MWe power generation was demonstrated 1 year later in the OTEC-1 program. In 1981, a complete land-based OTEC power plant was constructed and operated under Japanese direction at the island of Nauru on the equator in the mid-Pacific ocean. During the period 1977-1980, a U.S. plan was developed, supported by public laws PL 96-310 and PL 96-320, to demonstrate OTEC feasibility at a 100-MWe level by 1985 and 500 MWe by 1990. Testing was to start with a pilot demonstration at 40 MWe (net). Preliminary design of baseline demonstration plants at this power level for moored operation off Punta Tuna, Puerto Rico, and for grazing operation west of equatorial Brazil with on-board ammonia production was completed in 1980 (George and Richards, 1980). Conceptual designs of larger plants and power systems for demonstration at the baseline level were also completed. In accord with the requirements of the Congressional actions, a Program Opportunity Notice (PON) was issued in September 1980 by DOE that offered cost-sharing support for innovative OTEC systems designs that contractors believed would be commercially viable if government cost sharing were made available during development of demonstration vessels. The PON asked for proposals for a development program to design, construct, and test a 40-MWe (net) closed-cycle OTEC system, which would be conducted in six phases beginning with conceptual design and continuing to preliminary design, engineering design, construction, deployment and operation, and, finally, transfer of ownership and contractor operation. The schedule was set to be consistent with the goal established by PL- 96-310 of demonstration of 100-MW OTEC operation by 1985. DOE stated its intent to fund five to eight awards for the first phase, with DOE providing $900,000 as its share of each contract awarded (Dugger et al., 1983).

Davidson’s third lecture concerns quotation. He considers and rejects a number of semantic treatments of quotation, including the “proper-name theory,” the “picture theory,” and the “spelling theory.” He then presents his own preferred theory, which assimilates the semantics of quotation to the semantics of demonstratives. According to Davidson’s “demonstrative theory,” quotation marks refer to the material they flank, which is not always a semantic part of the sentence containing it. The flexibility of demonstrative reference, Davidson claims, allows his theory to account for mixed use/mention cases: in these cases, the demonstrative introduced by the quotation marks refers to a part of the sentence which does make a semantic contribution. Moreover, since the demonstrative theory reduces quotation to demonstration, it is susceptible to a truth-theoretic treatment if demonstratives are.

The Dounreay site, in North Scotland, was opened in 1955 and a wide range of nuclear facilities have been built and operated there by UKAEA (The United Kingdom Atomic Energy Authority) for the development of atomic energy research. The Dounreay Fast Reactor (DFR) was built between 1955 and 1957, and operated until 1977 for demonstration purposes and for producing electricity. Today, its decommissioning is a key part of the whole Dounreay Site Restoration Plan that integrates the major decommissioning activities such as the fuel treatment and the waste management. The paper presents the contract strategy and provides an overview of the BFR project which consists in the removal of the breeder elements from the reactor and their further treatment. It mainly provides particular details of the Retrieval and Processing Facilities design.

Abstract Standard Monte Carlo (MC) simulation techniques in current use (Valleau and Whittington, Valleau and Torrie, 1977) in the study of Statistical properties of fluids are limited to being performed in rectangular coordinates and rely on a non-physical construct called virtual images. Virtual imaging was a technique used in the early days of computer simulations (1950–1960) to reduce extraneous boundary effects in Monte Carlo simulations of fluids (Wood, 1968). Simulations were restricted to rectangular sampling regions providing the central sampling area with virtual images of itself. All particles, including those near the boundary, by other particles.

In 1987, a paper entitled ‘The United Kingdom Engine Technology Demonstrator Programme’ (ASME 87-GT-203) was presented at the Gas Turbine Conference in Anaheim. That paper postulated that a programme of engine technology demonstration ahead of commitment to full-scale development was essential if past problems of cost overrun and inadequate performance at service entry were to be avoided. The paper concluded that the UK had established a balanced programme of technology demonstration, emphasising that Industry and Government must invest this activity with the same commitment traditionally given to projects if the full benefits were to be realised. This follow-up paper presents an expanded view of future programme objectives and how the programme elements formulated for their achievement are to be managed.

AlliedSignal Engines is addressing critical concerns slowing commercialization of structural ceramics in gas turbines. The AlliedSignal 331-200[CT] APU test bed features ceramic first-stage nozzles and blades. Fabrication of ceramic components provides manufacturing process demonstration scale-up to minimum levels for commercial viability. Endurance tests and field testing in commercial aircraft will demonstrate component reliability. Manufacturing scale-up activities showed significant progress in 1997. Subcontractors AlliedSignal Ceramic Components (CC, Torrance, CA) and Kyocera Industrial Ceramics Corporation (KICC, Vancouver, WA), transitioned process refinements to demonstration. CC initiated trial production of 100 nozzles/month. These suppliers are also developing fixed processes to fabricate ceramic integrally-bladed turbine rotors (“blisks”). Ceramic design technology advanced with carbon particle impact testing supporting impact model verification, and 300 hours successful engine testing of longer-life inserted blade attachment compliant layers. Ceramic turbine nozzles were readied for planned field demonstrations with 473 hours of engine testing. This work was funded as part of the Turbine Engine Technologies Program by the DoE Office of Transportation Technologies under Contract No. DE-AC02-96EE50454.

As of June 1997, many interstate transmission pipelines are deciding whether or not to submit letters of intent, formally indicating they wish to participate in DOT’s Risk Management Demonstration. A joint industry regulatory quality action team developed the five documents for the demonstration: the Program Framework, the Risk Management Demonstration Standard, the Guidance on Performance Measures, the Communications Plan, and the Review Protocols and Criteria. By the August 1st 1997, twelve companies had applied to be accepted into the Risk Management Demonstration program and partner with DOT to show Congress that risk management is a safer and more efficient means of regulating the transportation of natural gas and liquids. Each company has submitted a unique range of RM activities. This paper summarizes the projects, discusses the common Program Wide and unique Project Specific performance measures that evolved from the consultative processes, and attempts to assess the initial success of the program.

Resumen
From 1966 to1972, under an Atomic Energy Commission (AEC) license, Nuclear Fuel Services (NFS) reprocessed 640 metric tons of spent fuel at its West Valley, New York, facility, the only commercial spent fuel reprocessing plant in the U.S. The facility shut down in 1972, for modifications to increase its seismic stability and to expand its capacity. In 1976, without restarting the operation, NFS withdrew from the reprocessing business and returned control of the facilities to the site owner, the New York State Energy Research and Development Authority (NYSERDA). The reprocessing activities resulted in about 2.3 million liters (600,000 gallons) of liquid high-level waste (HLW) stored below ground in tanks, other radioactive wastes, and residual radioactive contamination. The West Valley site was licensed by AEC, and then the U.S. Nuclear Regulatory Commission (NRC), until 1981, when the license was suspended to execute the 1980 West Valley Demonstration Project (WVDP) Act. The WVDP Act outlines the responsibilities of the U.S. Department of Energy (DOE), NRC, and NYSERDA at the site, including the NRC’s responsibility to develop decommissioning criteria for the site. The Commission published the final policy statement on decommissioning criteria for the WVDP at the West Valley site after considering comments from interested stakeholders. In that regard, the Commission prescribed the License Termination Rule (LTR) criteria for the WVDP at the West Valley site, reflecting the fact that the applicable decommissioning goal for the entire NRC-licensed site is compliance with the requirements of the LTR. This paper will describe the history of the site, provide an update of the status of the decommissioning of the site and an overview of the technical and policy issues facing Federal and State regulators and other stakeholders as they strive to complete the remediation of the site.

The Korea Atomic Energy Research Institute (KAERI) has been developing pyroprocess for the dry conditioning of PWR spent nuclear fuels since 1997. The ACPF (Advanced spent fuel Conditioning Process Facility) was developed for volume reduction research on spent PWR fuel. Several years later, the PRIDE (PyRoprocess Integrated inactive Demonstration) facility was also developed for SFR fuel utilization research by pyroprocessing. An integrated full pyroprocess was used in the PRIDE facility. Presently another pyroprocess facility, ESPF (Engineering Scale Pyroprocess Demonstration Facility), is being conceptually designed for the future demonstration of an engineering-scale pyroprocess.
