Resumen
As libraries and librarians move more towards evidence-based decision making, the data being generated in libraries is growing. Understanding the basics of statistical analysis is crucial for evidence-based practice (EBP), in order to correctly design and analyze research as well as to evaluate the research of others. This article covers the fundamentals of descriptive and inferential statistics, from hypothesis construction to sampling to common statistical techniques including chi-square, correlation, and analysis of variance (ANOVA).

Resumen
Abstract The paper shows that descriptive statistics, used as screens, capture the effect of bid rigging in the distribution of the bids. The bid-rigging cartel studied in this paper negatively affected the variance of the bids as illustrated by the coefficient of variance and the kurtosis statistic. Furthermore, it cleverly manipulated the differences between bids to secure that the designated bidder from the cartel won the contract. Such cover-bidding mechanism produced asymmetry in the distribution of the bids illustrated by the relative distance, the skewness statistic, and the percentage difference between the first and second lowest bids. The descriptive statistics capture the change in the statistical pattern of the distribution of the bids between periods of collusion and competition. Moreover, the bid rotation screen shows that the behavior of firms changed radically between the cartel and post-cartel periods. Finally, the paper discusses policy implications for competition agencies wishing to set up a detection method for screening procurement markets.

Resumen
There is sometimes confusion over the correct statistical techniques that should be used in a particular setting. This paper outlines some methods that can be applied both to display information graphically and to summarise data numerically. The relative strengths and weaknesses of a number of diagrams and summary measures are examined. The particular method(s) that is used depends upon a number of factors. These are, firstly, the level of measurement of the data that have been collected; secondly, the overall distribution of the data being investigated; and, finally, the overall strategy of the plan of investigation. The reasons as to why a particular technique should be used are not always apparent and some methods for making a decision are discussed. Investigators should consider their choice carefully and be in a position to justify that choice.

Resumen
The role of statistics is wide and crucial in daily life, making statistics important. Many students have difficulty understanding statistics. This study aims to determine students' statistical reasoning about inference statistics, which is limited to the subject matter of the testing hypotheses about two-sample hypotheses testing. This study used descriptive research method. The subjects were 25 students of third-year Mathematics Education Departement at Universitas PGRI Palembang in the academic year 2018/2019. Data were collected through tests and interviews. Data were analyzed through descriptive quantitative. The results of data analysis showed that 32% of students had level 1 statistical reasoning (the lowest level), 20% were at level 2, 28% at level 3, 12% at level 4 and 8% at level 5 (highest level). Based on the result, it can conclude that students' statistical reasoning ability in learning statistical method is not satisfactory, students are still very lacking in reasoning.

Resumen
Practitioners and teachers should be able to justify their chosen techniques by taking into account research results: This is evidence-based practice (EBP). We argue that, specifically, statistical practice and statistics education should be guided by evidence, and we propose statistical cognition (SC) as an integration of theory, research, and application to support EBP. SC is an interdisciplinary research field, and a way of thinking. We identify three facets of SC—normative, descriptive, and prescriptive— and discuss their mutual influences. Unfortunately, the three components are studied by somewhat separate groups of scholars, who publish in different journals. These separations impede the implementation of EBP. SC, however, integrates the facets and provides a basis for EBP in statistical practice and education. First published November 2008 at Statistics Education Research Journal: Archives
