The following contribution describes work in progress within the context of the focal field of research and development remote teamwork (RT) of Vienna University of Technology (Dept. of Local Planning - IFOR), which is carried out in cooperation with the Institute for Spatial Interaction and Simulation (IRIS-ISIS), Vienna, exchanging experience with the Research Institute for Symbolic Computation (RISC Linz-Hagenberg). Research work is aimed at the elaboration of suitable collaborative remote working structures for research and project transactions, including study projects, within the context of spatial planning on the basis of ATM (Asynchronous Transfer Mode: a technology of broad band telecommunications). The generation and manipulation of digital spatial models and their virtual transportation within large spatial distances represent main objectives. The current subjects in urban and regional planning and in architecture act as test projects to be defined in the course of the research project in their contents and spatial context and to be represented as digital spatial working models.

This article is about how best to frame the use of digital technology in spatial planning and how best to frame the evaluation of impact. The different sections argue the following points. First, the conceptualisation of digital technologies in spatial planning should pay less attention to the discourse of smart cities and more to pragmatic approaches that can cope with the Janus-faced character of technology and provide a bridge to planning theory. Then, as revealed by the assumptions of actor network theory, there are three main innovation paths—Prop-Tech, Civic-Tech, and Project-Tech—all of which have a different pattern of beneficiaries. Then, as revealed by structuration theory and unless moderated by professional ethics and explicit policy commitments, technology is likely to be concerned with the cost effectiveness of working practices. Finally, taking the various approaches together, spatial planning may be conceptualised as a field of heterogeneous elements (stakeholders and citizens, technology, place) with non-local governance and markets as external structuring forces.

Subject. This article deals with the design and modeling of a data-centered tool for supporting spatial planning processes. Objectives. The article aims to develop a tool designed to solve the problem of automated formation of volumetric surfaces, which is necessary for assessing the innovative development of the region. Methods. For the study, we used the methods and approaches of the fuzzy logic theory, and logical programming methods. Results. An integrated approach to solving regional problems, taking into account the empirical knowledge of experts, helped develop a tool for assessing the innovative potential of the region, its approbation through using a Russian region as a case study is illustrated with graphs. Relevance. The formed triad of sustainable development makes it possible to reflect the behavior of the regional innovative development index as a whole on the basis of social, economic and environmental indicators of sustainability.

Policies that aim at bringing about a digital transformation (seek to) create the conditions for particular spatial development trajectories. Yet, the understandings, explicit and implicit, of space advanced by digital agendas have remained rather underexposed to date. This paper addresses this gap by developing a Foucauldian-inspired discourse-analytical framework and applies it to the programme of ‘Digital Hungary’. It is argued that policies of digitalisation in Hungary only to a minor extent consider the spatial dimension, and their impact potentially undermines the declared aims of spatial development at different scales.

Digital competency is considered a new organizational priority in managing people in public institution. The purpose of this research was to examine the role of digital competence with support of digital leadership, transformation and digital culture can contribute for increasing ministry of agrarian and spatial performance. This research applied a quantitative approach by collecting data from 317 lecturers who worked at ministry of agrarian and spatial in Jakarta area. Purposive sampling was employed to gather data using online questionnaires. Next, partial least square structural equation modeling (PLS-SEM) was used to examine this data. The results showed that systematically developing each employee's digital competency creates a new organizational culture known as "digital culture," which in turn leads to the organization's digital transformation. To emphasize the significance of digital competence, digital culture, digital transformation, and digital culture in changing the nature and caliber of Indonesia's Ministry of Agriculture and Spatial Planning.

Resumen
The evolutionary development of the security sphere, on the one hand, and the rapid involvement of digital technologies (and, as a consequence, changes) on the other, formulate the first level of problematization of this study. The study seeks to provide evidence of how the dynamics of changes in the security sphere are formed by constructing an empirical model of changes and assessing the state security system within the framework of spatial planning under the influence of digital technologies. Particular attention in the study is paid to spatial planning and spatial development in smart cities the main threats to national security are systematized, located in closely intersecting planes of digital technologies, social processes, and economic interests. It is shown that areas covered by spatial planning, and particularly smart cities, pose a serious local threat to national and international security policy at the levels of political, social, technical, and economic governance.

The integration of landscape-based approaches into regional and town planning policies is one of the main objectives of the European Landscape Convention. In the twenty-first century, the traditional discipline of city spatial-planning has gradually been incorporating two types of tactics linked to a landscape-based approach: nature-based strategies, which focus on sustainable goals; and people-based strategies, which integrate a social dimension into decision-making processes. A backbone of landscape-based spatial planning challenge consists of reshaping consolidated urban areas to improve quality of life, encouraging people’s physical activity, and supporting healthier urban lifestyles. This study assumes that physical activity is further encouraged by itineraries that incorporate both landscape features—i.e., natural assets and sense of place—and functional diversity associated with urban activities—i.e., public facilities. A methodology was elaborated to define a preliminary landscape-based spatial planning approach, centering on the analysis of walking-related activity in urban and peri-urban areas. For this purpose, geolocated digital traces are intertwined: official city routes, urban facility locations, users’ Wikiloc trails, and Google Places API data. Once applied to selected medium-sized European cities in the Mediterranean area, these data sources lead to the identification of intangible values and dynamics in places where landscape-based spatial planning solutions could be enhanced. As a result, the present work shows the suitability of interrelating these geolocated data sources, permitting to identify landscape features as key components of spatial planning, which permit balancing individual goals, the aims of local communities, and administrative functions.

This article aims to evaluate the potential for digital space integration in the Lezha region by taking into account Albanian urban planning practice and some Western experiences in the problematic context of the post-pandemic period as well. The digital hybridization of space is a key component of European spatial planning and is one possible way to deal with the criticalities raised by the COVID-19 crisis. The pandemic has deeply changed the European approach to spatial planning, highlighting the necessity to rethink mobility systems, public spaces and the relationship between space and health. The paper proposes to adopt a context-based and small-scale approach to maximize the positive effects of the digitalization of some spaces related to agritourism, mobility and environmental conservation. This approach would allow a regional way to the digitalization of space connected with the local culture and in dialogue with the informal capacities of the territory.

The purpose of the study is to reveal the features of the development of information support for urban planning in the context of digital transformation. The article summarizes new material on the topic under study: the latest amendments to the Urban Planning Code of the Russian Federation and relevant by-laws, prospects for the implementation of the national program "Digital Economy of the Russian Federation". The study provides a historical analysis of the development of information sup-port for urban planning. Particular attention is paid to the creation in the subject of the Russian Federa-tion of state information systems for ensuring urban planning with the functions of automated infor-mation and analytical support for the exercise of powers in the field of urban development (GISFUD) and the role of GIS technologies in its implementation. As a result of the study, there was proposed a scheme of information interaction between GISFUD and other information systems, including the Federal State Information System of Territorial Planning, the Federal State Information System for maintaining the Unified State Register of Real Estate, the Federal Information Address System, and the Unified State Register of expert conclusions for design documentation of capital construction facilities and the State Information System for maintaining a Unified Electronic Cartographic Basis for the ex-change of spatial data in order to provide automated support for the exercise of powers in the field of urban planning. The article defines the main trend of the digital transformation of urban planning ac-tivities, characterized by the transition to the provision of integrated services in the construction indus-try and the introduction of super services, as well as by the distribution of information models of capi-tal construction facilities and 3D printing in construction. It gives recommendations for digital trans-formation parameters in urban planning.

The challenges of using the spatial digital twin of the region are systematized. Based on the structural approach, the concept of a spatial digital twin of the region is proposed, which, unlike the existing ones, is structured by levels and allows you to digitally display the state of objects, transport and energy infrastructure in real time and manage them.

Purpose – This paper aims to determine if there is a spatial dependence in the entrepreneurial activity among countries. The existence of a “digital proximity” could explain the spatial pattern of entrepreneurship. Design/methodology/approach – This question is empirically addressed by using a five-period, 2008-2012, panel data for 35 countries. A spatial fixed effects panel data model is estimated by using the total entrepreneurial activity published by the global entrepreneurship monitor as the dependent variable. Findings – A significant negative influence of the digital proximity on the entrepreneurial activity is observed. Mobile broadband (MB) direct effect is positive while the indirect effect (the spatial spillovers) is negative, leading to a negative total effect on the total entrepreneurial activity. This result is contrary to non-spatial models’ results. Besides, a higher MB penetration in a country would lead to a competitive advantage fostering its opportunities for entrepreneurship, but reducing those of its neighbours’. Originality/value – This paper examines the relationship between information and communication technology (ICT) and entrepreneurship, by introducing the spatial effects is the main contribution. This paper expands the scant literature on the ICT impact on entrepreneurship. Results obtained support policies towards enforcing innovation, education and reducing entry regulations for encouraging entrepreneurship. Meanwhile, MB policies could counteract the entrepreneurial policies’ results due to the spatial dependence.

Many real-world spatially related problems, including river-basin planning and management, give rise to geographical information system based decision making, since the performance of spatial policy alternatives were traditionally and are still often represented by thematic maps. Advanced technologies and approaches, such as geographical information systems (GIS), offer a unique opportunity to tackle spatial problems traditionally associated with more efficient and effective data collection, analysis, and alternative evaluation. This paper discusses the advantages and challenges of the use of digital spatial data and geographical information systems in river basis management. Spatial data on social, environmental and other spatial conditions for the study area of 451.77 km2, the Slovenian part of the Sotla river basin, are used to study the GIS capabilities of supporting spatial decisions in the framework of river basin management.

Digital Soil Mapping (DSM) is an essential tool for soil survey and agricultural planning. It involves creating and populating spatial soil information using field and laboratory observations, often referred to as "predictive soil mapping" or "pedometric mapping." DSM provides detailed information on various soil properties, including soil pH, soil moisture content, soil organic carbon, electrical conductivity (EC), cation exchange capacity (CEC), and nutrient concentrations such as nitrogen (N), phosphorus (P), potassium (K), calcium (Ca), magnesium (Mg), sulfur (S), and other micronutrients. It also measures gypsum concentration, base saturation percentage, heavy metal concentrations, and parent material characteristics. DSM utilizes digital elevation models, geostatistical modeling, and spatial interpolation of collected soil samples from a specific area. Instruments like the Portable X-ray Fluorescence Spectrometer (PXRF), combined with polynomial algorithms and various 'R' software packages, are integral to DSM. Geostatistical modeling tools such as kriging, splines, simulation options, covariance functions, semivariance functions, and variograms are employed for spatial interpolation of collected data to generate digital soil maps.

This study explores the opportunities and challenges of teaching under flexible spatial and digital conditions of the learning environment of a newly build school analyzing how teaching is organized and what curricular genres can be discerned, what resources and practices are offered to stimulate students meaning-making and what framing, relations and accessibility can be discerned in the flexibility of furniture and classroom space. The analyses of one teacher team’s planning and teaching of the thematic work project on Space in years 2-3 (8-9 old children) reveals varied teaching strategies between teacher-led and student-centered forms offering students linguistic, visual and audiovisual resources to make meaning of shared content via different subjects. Spatial framing allows for free movement or static and focused teaching strategies of rather traditional forms of assignments and assessment. These young students practice reading comprehension, both of written texts and films, that also serves building their knowledge about space, thus engaging in skills discourse in combination with thinking and learning discourse.

This paper reviews the lifetime achievements and unrealised visions of Sir Leslie Patrick Abercrombie to stimulate discussions on the unprecedented challenges and opportunities facing the field of spatial planning. By revealing the founding spirit of the profession – compassion, selflessness and creativity – the author argues that the need for change is both external and internal. Thus, planners need to make behavioural changes within the profession to meet the demands of the future. The paper outlines various actions and strategies for the systemic transformation of spatial planning, including rebuilding the creativity and civic support pillars, equipping planners with adequate capabilities and skills and implementing methodological changes. Additionally, the paper introduces the vision of the newly formed Digital Task Force for Planning, which aims to harness the power of digital technology and scientific innovation to modernise the profession. Ultimately, the paper encourages planners to be proactive in adapting to a rapidly changing world and to pave the way for a more confident, creative and impactful profession for the future.

This research investigates the concept of spatial identity by examining its definitions and Plato’s Allegory of the Cave, as well as Michel Foucault’s concept of heterotopia, to explore the relationship between the physical and digital worlds. To analyze the concept of spatial digital identity, we conducted a literature review of academic articles and case studies that focus on the intersection of digital technology and spatial identity. Using a thematic approach, we identified key themes regarding the influence of digital technology on physical spaces and its impact on spatial identity. Through a case study of Times Square, we examined the role of the digital world in shaping spatial identity, paying particular attention to the impact of urban screens, social media, online interactions, and digital applications. The study highlights the importance of considering the digital world in the planning, design, and use of public spaces, as it plays a critical role in shaping their spatial identity. Finally, the research highlights the importance of being aware of the impact of the digital world on spatial identity in order to develop a comprehensive and integrated approach to the design of public spaces in the contemporary world.

This study aims to determine "The Influence of Transformational Leadership, Empowering Leadership, Digital Leadership on Performance by taking a case study at the Public Works and Spatial Planning Office of Pasuruan City. Which is where the system activities for improving the competence of job training in construction experts in the city of Pasuruan are organized by the Office of Public Works and Spatial Planning of the City of Pasuruan. In this case, the researchers took this type of research using a quantitative approach by distributing questionnaires to 110 respondents using the Solvin formula as a questionnaire for data collection techniques in the field through google from. While the data analysis technique uses SPSS (Statistical Program for Social Sciences) using software version 23 SPPS. Based on research data processing. The results of this study indicate that Transformational Leadership, Empowering Leadership have a significant effect on employee performance, while digital has no significant effect on employee performance at the Pasuruan City Public Works and Spatial Planning Office. Abstract Government regulation mentioned that detail spatial planning has to use detailed map data, which mean detail thematic information with high accuracy in term of geometric aspect. Three-dimensional (3D) representation of city infrastructures needs to fulfil due to the spatial planning office application to organize their city, for example building permit purpose. This kind of data is very useful for another spatial analysis and application as well, such as smart city and digital twin. The utilization of digital technology to streamline a long-standing business workflow is an issue in various fields in recent years, including geospatial technology for city planning. Currently, the development of large format digital camera and photogrammetric workflow has experienced rapid progress. City infrastructures such as building, sewerages, roads, electricity poles, etc. is possible to be extracted accurately including their position, shape and dimension with this mapping technique. This paper presents the creation of high accuracy three-dimensional line map derived from digital photogrammetric workflow for Bandung City as a study area. This area has ramps characterized in the southern part and hilly terrain in the northern part where height discrepancies between those two areas is more than five hundred meters. It is a challenge to meet high accuracy spatial data for the whole areas with this condition. Validation of positional accuracy was carried out using hundreds pre-marking independent check points (ICP) including well identified geographic features as an addition. The result show that almost all city infrastructures on the terrain can be identified and positional accuracy in centimeter level can be obtained by this technique.

Social innovation is a long-standing practice; however, in recent years its popularity, importance and applications have increased due to both the financial and social challenges that cities face, and due to important technological advances. Digital Social Innovation (DSI), more specifically, is increasingly penetrating smart city programmes and strategies throughout the world. Through research into nine DSI initiatives in the context of three smart city programmes (Amsterdam, Barcelona, New York), we point out the functions and benefits of incorporating DSI in spatial planning and trace its different levels and characteristics. The conclusions suggest that: online and offline means are equally important in DSI for spatial planning; the mix and degree of involvement of different sectors varies significantly across DSI initiatives; spatial planning and place making experts and professionals have a distinctive role within these initiatives; and particular attention should be paid to scaling and uptake issues.

Topographic data acquisition methods are generally subject to measurement errors and subsequent digital terrain models (DTM) interpolation models can propagate these errors. For the forestry sector, the use of the DTM facilitates the planning stage in the road construction and mechanization phase in mountainous areas, especially in subsoiling, pesticide application and logging operations. To evaluate the results of interpolation methods, it is very common to use indicators such as the multiple determination coefficient and the residual error. This study aimed to compare and choose the best interpolation method in an elevation dataset to construct a DTM by applying the Taylor diagram to graphically analyze the results. Seventeen different methods of spatial interpolation were tested. The Spline method was selected as the best model tested over geostatistical models, most commonly adopted in spatial variability assays. The statistics of all methods were very similar, with slight variations, with the square mean square root error and the Spline method correlation being closer to the observed data, as easily shown by the Taylor diagram.

The current paper aims at spatial presentation in Cinque Terre. The purpose is to reconstruct digital products (maps, statistics, diagrams, 3D models) and the spatial analysis of the five villages. The goals are the presentation of the geomorphology, geography, population, density, and area. Also, the Strength-Weakness-Opportunities-Threats (SWOT) analysis creates the region disadvantages advantages of the five villages. The methodology is based on the software (G.I.S Pro, QGIS, Zephyr 3D, Microsoft Excel, Generic Mapping Tool) and the bibliography study. For instance, the construction 3D terrain model shows the buildings, roads, green areas, and land cover of the five villages. The digital products help better “reading” the region and emphasize the measurements and location of the region’s elements. The final results contain a message about new technologies and spatial planning. The new technologies have given spatial solutions in the last few years. The innovative, understanding, attractive cartographical digital products present the geomorphology of the traditional villages in Cinque Terre.

This paper introduces smart marine ecosystem-based planning (SMEP), a marine spatial planning (MSP) strategy for more participatory and responsive marine governance by leveraging “smart” digital services. SMEP denotes an iterative MSP process with planning cycles that incorporate continuous data gathering of spatial–temporal natural phenomena and human activities in coastal and marine areas, with ongoing data mining to locate key patterns and trends, to strive for periodic refinement of the MSP output. SMEP aims to adopt an ecosystem-based approach, taking into account both living and nonliving aspects of the marine environment, and making use of all available spatial data at various resolutions. In pursuit of SMEP implementation, the paper examines the current state of the MSP process in Greece and relates its long-term success with the establishment of a marine spatial data infrastructure (MSDI), employing contemporary nautical cartography standards along with hydrospatial data services.

As the physical embodiment of urban commerce, the leasing of office buildings objectively influences the reconstitution of city space and the construction of commercial zones. By adopting Kriging in a geostatistical analysis module, this paper takes the rent of office buildings in Chongqing as the subject of research to construct a digital rent spatial model based on lease transaction data from 2009 with ArcGIS. Using the rent thematic map provided by this model and combining the specific circumstances of Chongqing, the rent spatial distribution structure is studied, so as to provide the basis for an approach to commercial land division and spatial planning.

In the context of digital economy and low carbon economy, digital technology is an important tool to achieve the goal of carbon peaking and carbon neutrality. Based on the panel data of 30 Chinese provinces from 2011–2019, to empirically test the time-lagged effect and spatial spillover effect of digital technology development on carbon emissions, the entropy method was used to measure the comprehensive index of digital technology development after applying the dynamic spatial Durbin model. The research results show that: (1) Carbon emissions have time inertia and positive spatial correlation, specifically the spatial characteristics of “high in the north and low in the south”; the overall level of digital technology development is improving; however, the spatial differences are gradually expanding, showing a spatial layout of east, west and middle gradient decline. (2) In both the short term and long term, digital technology development has a significant positive impact on reducing carbon emissions in the region. The long-term inhibitory effect of digital technology development on carbon emissions is more obvious than the short-term effect. (3) Unlike the existing studies indicating that digital technology development contributes to reduce carbon emissions in neighboring regions, digital technology development does not have a positive spatial spillover effect on carbon emissions in spatially connected regions. Therefore, policy makers should take into account spatial effects when promoting the penetration and application of digital technologies in environmental governance.

In this first of three reports, I engage with ‘digital methods’ as methodologies or approaches to knowing and making sense of the world. Triangulation and representativeness are two sites of tension at which new opportunities for research opened up by digital mediums, mediations and data sources come up against epistemological limitations of methodologies for accessing and making sense of digital presences, practices, and spatialities. Triangulation signals the challenges of maximizing meaning in qualitative and mixed-methods digital research, whereas representativeness captures the challenges of using data-analytic approaches to say something meaningful about socio-spatial relations rather than about digital entities per se.

This study aims to: 1) identify factors that can facilitate the occurrence of spatial synergism in tourism villages, and 2) find and determine the level of undesirable conditions and conditions expected from spatial synergism in tourism villages. Research data were collected using in-depth interviews and using nominal group technique (NGT. Key informants are 5 people and respondents are 15 people determined based on purposive sampling. All data were analyzed with a qualitative analysis approach. The results of the study found that the historical similarity factor, the proximity factor, the hereditary similarity factor, the solidarity factor, the potential similarity factor, and the problem similarity factor are factors that influence the occurrence of spatial synergism in tourism villages. In addition, it was also found that the level of conditions expected from the spatial synergy of tourism villages is to have one plan, one region, one organization, one regulation, and one management. While the level of conditions that are not desirable from the spatial synergism of the tourism village is that it does not have planning (spatial and non-spatial) and professional managers or institutions, sectoral egos appear and discriminatory treatment, disrupts or limit local community activities and culture, does not involve the role of Penta helix tourism actors, carrying out unfair competition in tourism promotion and not using digital technology. This study suggests that a more in-depth study is carried out regarding spatial synergism, especially the process of spatial synergism.

Furthermore, the study examines the citizens’ participatory habits and preferences using a small-scale citizen survey and co-design activity. The obtained results allow reflection on the design, functionality, and engagement formats of the existing participatory mapping tools compared to the citizens’ expectations.

This study uses the spatial autoregressive model for panel data to empirically test the spatial peer effect of enterprises’ digital transformation by using a sample of Chinese listed companies during 2012–2021. We find that there is a significant spatial peer effect in the digital transformation of Chinese companies, and the level of digital transformation of a company increase with the level of digital transformation of its spatial peer companies. Moreover, heterogeneity analysis shows that the spatial peer effect of digital transformation can be effectively played only under a higher digital environment, higher marketization environment, and state-owned equity nature of companies. The findings suggest that it should focus on building a benchmark company for digital transformation, vigorously enhance the digital and marketization environment in the region and provide more policy support for the digital transformation of non-state-owned enterprises.

Due to the development of digital technologies, the modern concept of prosthetic-guided implantology is based on non-invasive surgical and restorative techniques. Computer-aided planning, computer-guided workup and computerguided surgery have largely ensured the predictability of the therapeutic outcome. This is supported by research data related to the frequency of implant therapy, according to which in the first half of 2020 there was an increase of 9.7%. However, anatomical limitations remain a challenge for the implant team. The most common problem related to implant therapy in edentulous patients is limited edentulous space in one or more spatial planes. Improving the design of surgical guides facilitates implantation in spatially limited and complex cases. By introducing interactive computed tomography into the field of implantology, a three-dimensional approach to every aspect of planning and implantation has become possible.

The process of testing weapons and military equipment involves numerous manual labor-intensive operations. Such operations can be simplified by fully or partially automating the test planning stages, conducting them directly, and processing the test results. Feature of testing weapons and military equipment is the large amount of data that somehow has a spatial location. One of the modern tools of cartographic representation, processing and analysis of statistical data arrays that have spatial localization, geospatial modeling and situation forecasting is the technology of geoinformation systems. The article substantiates the feasibility of using geoinformation systems as part of the weapons testing system and military equipment. The functional scheme of integration of the geoinformation component into the structure of the test automation subsystem is presented for geoinformation support of the processes of testing planning and processing of measurement results. An approach to the creation of geoinformation models of test sites is proposed, based on the use of methods of remote sensing of land and open Web-GIS resources. The list of functional modules of spatial data processing and analysis, which can be applied to the tasks of testing, is distributed in the geoinformation toolkit. Examples of typical spatial tasks that can be performed during test planning, direct testing, processing, and analysis of measurement results, if such data are spatially linked. The use of geoinformation technology in the test system will provide an arsenal of qualitatively new methods of digital cartography, such as the technology of automated preparation of cartographic information in the accepted cartographic projections and symbols, mass processing of arrays of measured data, a wide toolkit of mathematical and cartographic methods and functions, features and functions own methods, algorithms and methods of statistical information processing, create and use object-oriented geoinformation data models, operate with a set of visualization tools for the best presentation of research and simulation results.

Many spatial datasets and spatial problems can be described with reference to regular lattice frameworks rather than continuous space. Examples include: raster scan and digital elevation model data, digital images, cost surfaces, cellular automata models, swarm models, and many others. This raises the question as to how distances should be measured in such cases and to what extent these relate to continuous space metrics. In this paper I show that a set of image processing algorithms known as distance transforms (DTs) may be applied to such datasets and can be extended to solve a wide range of 2D and 3D optimisation problems. These extended versions of the standard DT procedure have applications in many areas including location theory, path determination, planning, and decision support. As such I argue that they warrant consideration for inclusion as a standard set of tools within modern GIS and spatial analysis software packages. Sample pseudo-code for the transforms discussed is included in an appendix.

Governments at all levels believe the digitisation of their services and increased interaction with citizens will bring significant advantages in terms of transparency, creation of public value, and improvement of government performance (Al-Hujran, Al-Debei, Chatfield, & Migdadi, 2015). Nonetheless, this evolution towards more digital services and communication by governments raises questions in terms of inclusivity and accessibility. We conducted focus groups with a heterogeneous panel of over 80 citizens, ranging from non-users of digital technologies to high-level users, to study their choice of channel and their perception towards the evolving digitisation of communication and services, applied to the case of spatial planning in Flanders (Belgium). The results reveal that the most decisive channel choice determinants in spatial planning relate to the channel characteristics themselves, the information, the contextual aspect of the communication flow, and digital inequality mechanisms; meaning that (a) citizens opt for local communication channels when interacting with local, regional, and national governments, (b) citizens prefer to be personally informed when the communicated message has a direct impact on them, and (c) more vulnerable digital profiles consider the transition to digital communication by default as problematic.

Climate change and accelerated development that threaten the survival of humankind require an urgent review of planning approaches to achieve sustainable development, including transport systems, since the quantity of motorised traffic and GHG emissions is increasing yearly. Urban planning of post-industrial cities, the digital age, climate change—all this requires that urban planning is not only the planning of settlements where residents will meet their functional needs, but also for cities to be leaders in the fight against climate change. The question arises as to which planning approach is the most suitable for planning sustainable cities in the 21st century. After a literature review and research of the authors, urban corridor planning is suggested as one of the possible planning strategies. When planning new or revitalising existing intra-city corridors within urban areas, to take into account their spatial, environmental, social and economic sustainability is necessary. After an analysis, indicators of urban corridor planning were extracted, and the article highlights the advantages and priorities. The contribution of the article is in determining the ten basic principles of urban corridor planning. It is concluded that implementation of urban corridor planning principles in the planning of intra-city corridors achieves the result of urban sustainability.

Since 2007, more than fifty percent of our planet’s population is living in urban areas. In the coming decade, the rate of urbanization will be fastest in Asia and Africa. Within South Asian countries, urbanization has attained its fastest pace in Pakistan. Urban planners and agencies in Pakistan have tried various spatial plan making solutions to manage urban areas, but none have given the desired results. After a 20% increase in declared urban areas within last two decades, urban planners and policy makers are looking for a more innovative and realistic spatial planning solution, which could adjust to the uncertainties and complexities of real world. This research uses a mixed method approach comprising a two phased survey of professional planners, analyzed through the selective lexicon approach to document planners’ opinions about the reasons behind the poor performance and conformance of spatial plans. This study documents the planners’ understanding of the contemporary concept of ‘scenario planning’. To explore the solution, this paper presents a semi-systematic review of the literature on the application of the ‘scenario method in urban spatial planning’. As a result of this research, a comprehensive digital inventory of all spatial plans ever made in Pakistan has been developed. It has been found that 83% of the urban settlements in Pakistan are growing without a spatial plan and require immediate attention. Furthermore, in terms of the plan making process, twenty-seven major factors contributing to the failure of past plans have been identified and categorized under seven distinct plan making stages. Finally, a new process of spatial plan-making has been proposed, which is the fusion of scenario planning and the traditional plan-making process, backed by digital planning tools. In an era of smart cities and digitization, it is expected that the advancements in scenarios planning, coupled with a new data portal, will assist in addressing the implementation gap in practice, and result in more comprehensive data-driven spatial plans.

The INSPIRE Directive went into force in May 2007 and it resulted in changing the way of thinking about spatial data in local government. Transposition of the Directive on Polish legislation is the Law on spatial information infrastructure from 4 March 2010., which indicates the need for computerization of spatial data sets (including land-use planning). This act resulted in an intensification of thinking about the computerization of spatial data, but, according to the authors, the needs and aspirations of the digital land-use planning crystallized already before the INSPIRE Directive and were the result of technological development and increasing the awareness of users. The authors analyze the current state of land-use planning data computerization in local governments. The analysis was conducted on a group of more than 1,700 local governments, which are users of spatial data management (GIS) technology eGmina.

Purpose: This study aims to determine and analyze the effects of the Influence of Innovative Behavior, Digital Competence and Work Environment through Work Motivation on Employee Performance Methodology/approach: The research method used is a quantitative method. This study uses data obtained through questionnaires distributed to employees at the Public Works and Spatial Planning Service of Karimun Regency. The population in this study were 70 civil servants and 18 PPPK employees. This study used 88 respondents. Results/findings: The results of the Hypothesis test show that Digital Competence, Work Environment and Work Motivation do not affect Employee Performance. While Innovative Behavior affects Employee Performance. Digital Competence and Work Environment affect Work Motivation while Innovative Behavior does not affect Work Motivation. Conclusion: Then Digital Competence and Work Environment through Work Motivation do not affect Employee Performance. While Innovative Behavior through Work Motivation affects Employee Performance. Limitations: Generalization of results only applies to ASN and PPPK employees at the Public Works and Spatial Planning Office of Karimun Regency. The use of questionnaires can present subjective bias from respondents. This study may not consider other external factors that affect employee performance. Contribution: With a focus on ASN and PPPK employees at the Public Works and Spatial Planning Office of Karimun Regency. This study adds to the literature related to employee performance studies in the government sector which are often less noticed, especially in the PPPK group.

Resumen
Improving waste and resource management entails working on interrelations between different material flows, territories and groups of actors. This calls for new decision support tools for translating the complex information on flows into accessible knowledge usable by stakeholders in the spatial planning process. This article describes an open source tool based on the geodesign approach, which links the co-creation of design proposals together with stakeholders, impact simulations informed by geographic contexts, systems thinking, and digital technology—the Geodesign Decision Support Environment. Though already used for strategic spatial planning, the potential of geodesign for waste management and recycling is yet to be explored. This article draws on empirical evidence from the pioneering application of the tool to promote spatially explicit circular economy strategies in the Amsterdam Metropolitan Area.

Climate change places cities at increasing risk and poses a serious challenge for adaptation. As a response, novel sources of data combined with data-driven logics and advanced spatial modelling techniques have the potential for transformative change in the role of information in urban planning. However, little practical guidance exists on the potential opportunities offered by mobile phone data for enhancing adaptive capacities in urban areas. Building upon a review of spatial studies mobilizing mobile phone data, this paper explores the opportunities offered by such digital information for providing spatially-explicit assessments of urban vulnerability, and shows the ways these can help developing more dynamic strategies and tools for urban planning and disaster risk management. Finally, building upon the limitations of mobile phone data analysis, it discusses the key urban governance challenges that need to be addressed for supporting the emergence of transformative change in current planning frameworks.

Mobility plans have become an essential instrument for the urban planning of cities. Compared to other documents and by focusing on the improvement of public spaces, these plans can work as strategic documents for cities of diverse scales, especially in municipalities that decrease and consequentially cannot trust their reorganization to new developments. This article poses the double objective of assessing the differences between proximity planning in five plans carried out in small-size Spanish municipalities, and spatial planning in the Galicia-North of Portugal transboundary plan. To this end, the results of the surveys carried out and the origin-destination matrixes are analyzed, looking closely at the similarities obtained between the digital and the on-site data. Therefore, it is possible to confirm that the digital data is useful regarding urban planning for territories with dispersed population, even where two countries are involved.

Resumen
The work is devoted to a comprehensive cartographic analysis of the location of medical institutions in the structure of the city of Kazan. The provision of the city's territory with medical institutions is determined and the development of a digital model that displays the location of existing medical institutions is demonstrated. The possibility of automated modeling in geographic information systems of designed objects in order to optimally place these objects in the planning structure of the city is provided. The results of the study form the basis of a digital model for the location of medical institutions in Kazan. In addition to healthcare facilities, the digital model displays pedestrian graphs built according to the parameter of 20-minute pedestrian accessibility, outpatient clinics and transport graphs displaying 30-minute transport accessibility of multidisciplinary hospitals, emergency rooms, maternity hospitals and dispensaries. An analysis of the provision of the population of Kazan with medical institutions was carried out in accordance with the current standards of urban planning in the field of healthcare; territories not covered by the radius of accessibility of existing medical organizations were identified. To optimize the territorial location of medical institutions, it was proposed to introduce a cluster-network model, which was tested in Kazan. The results of the work contribute to increasing the efficiency of the healthcare system, its modernization and transfer to a modern level of service to the population. The digital model is the basis for forming an overall picture that allows planning, forecasting and making the most optimal decisions regarding the spatial placement of medical institutions.
