We discuss the potential role of universal basic incomes (UBIs) in advanced countries. A feature of advanced economies that distinguishes them from developing countries is the existence of well-developed, if often incomplete, safety nets. We develop a framework for describing transfer programs that is flexible enough to encompass most existing programs as well as UBIs, and we use this framework to compare various UBIs to the existing constellation of programs in the United States. A UBI would direct much larger shares of transfers to childless, nonelderly, nondisabled households than existing

Does the welfare state help the poor? This surprisingly simple question often generates more heat than light. By the welfare state, I mean transfer programs aimed at helping the poor through the direct redistribution of income. (This excludes general economic policy, antitrust, the volunteer military, and many other policies that affect the well-being of the poor.) Defenders of the welfare state often assume that the poor benefit from it, while critics suggest that the losses outweigh the gains. We examine in a laboratory setting how direct participation in choosing a principle of distributive justice and a tax system impinges on subjects' attitudes and subsequent productivity when they participate in a task, produce income, and then experience losses or gains according to the tax system. Experience with a redistributive principle and its associated taxation system in a production environment does not detract from overall acceptance of the distributive principle, particularly for subjects who participate in choosing the principle. Abstract Objectives An economic development (ED) program, designed based on an ultra-poor graduation approach, was implemented to alleviate poverty and improve food security in rural Bangladesh through asset transfer. This study aims to compare income generation, consumption, and seasonal trends in asset management among ultra-poor households receiving different small assets. Methods A total of 2960 poor or ultra-poor households received (1) 9–26 ducks (n = 2125), (2) 11 chickens (n = 872), and/or (3) vegetable seeds with garden training (n = 2407), depending on living environment. Abstract This paper exploits a liquidity shock from a welfare program in Brazil to investigate the role of financial constraints, in opposition to general equilibrium mechanisms, in explaining entrepreneurship. Previous research focuses exclusively on how liquidity changes recipients’ behavior through direct effects on reducing constraints. However, liquidity shocks may also produce spillovers from recipients to others and thereby indirectly affect entrepreneurial decisions. This paper presents a method for decomposing the liquidity shock into direct effects associated with relieving individua

In recent years, many states and some local governments implemented or expanded their own supplemental earned income tax credits (EITCs). The expansion of state EITCs may have stemmed in large part from wanting to provide a more generous program than the federal program because state EITCs increase transfer payments to low-income recipients who qualify. However, state and local governments can also benefit from maximizing participation of their constituents in the federal EITC, and there are several reasons why state or local EITCs could increase participation in the federal EITC program. We examine the consequences of survey underreporting of transfer programs for prototypical analyses of low-income populations. We link administrative data for four transfer programs to the CPS to correct its severe understatement of transfer dollars received. Using survey data sharply understates the income of poor households, distorts our understanding of program targeting, and greatly understates the effects of anti-poverty programs. Using the combined data, the poverty-reducing effect of all programs together is nearly doubled. The effect of housing assistance is tripled. Correcting survey

A recent systematic review identified few papers on the economic evaluation of systems for emergency transport of acutely ill or injured patients. In addition, we found no articles dealing with the methodological challenges posed by such studies in low-income or middle-income countries. We therefore carried out an analysis of issues that are of particular salience to this important topic. This is an intellectual study in which we develop models, identify their limitations, suggest potential extensions to the models and discuss priorities for empirical studies to populate models. BACKGROUND: In a previous study, the authors assessed direct costs for occupational asthma (OA) in a random sample of eight to 10 accepted claims per year for OA between 1988 and 2002. Compensation for loss of income (CLI) was found to be significantly higher for men and for OA caused by low-molecular-weight agents.OBJECTIVES AND METHODS: To identify sociodemographic factors that modulate CLI, the dossier of each claimant in the previous study was re-examined.RESULTS: Higher CLI costs were directly related to the duration of CLI (over which loss of income was reimbursed) (r=0.65). Abstract Given the lack of governmental guidelines, this paper identifies and analyzes the statistical determinants associated with receiving the onetime monetary transfer in El Salvador ($300 dollars) as an economic measure to face the COVID-19 pandemic. A logistic regression was implemented (whether received the transfer or not) based on a probabilistic sample (n=1222) of surveyed people throughout the country. Independent variables were selected drawing upon key characteristics employed internationally in monetary transfers: age, gender, rural area, employment, family income, and education.

One of the purposes of the unconditional cash transfer program (Bantuan Langsung Tunai/BLT) was to help the poor and near-poor households to fulfill their basic needs. This study attempted to identify the impact of the BLT on cigarette consumption in society; as it is well known that smoking has more disadvantages than benefits. The study used data from the Indonesian Family Life Survey (IFLS) 2000 and 2007 to capture the impact of the BLT on the cigarette consumption of households. Abstract This paper discusses guaranteed annual income (GAI) as a mean of income redistribution and an alternative to current income security programs, with an emphasis on some basic facts commonly overlooked in recent debates. In the first part, GAI is shown to be, conceptually and technically, a logical evolution rather than a revolution considering the current income security program. In the second part, we show that the cost of income security programs must essentially be related to the amount of "net transfers". As a consequence, GAI programs will be costlier than the present system, beca

A new generation of poverty programs around the globe provides cash payments to poor and vulnerable households. Studies show that these social cash transfer programs create income and welfare benefits for poor households and the local economies where they live. However, this may come at the cost of damaging local environments if cash payments stimulate food production that conflicts with natural resource conservation. Evaluations of the economic impacts of poverty programs do not account for the welfare consequences of environmental impacts, which are potentially large for poor communities clo

Purpose The purpose of this paper is to examine the potential use of international transfer pricing (ITP) as an income shifting mechanism by multinational corporations (MNCs) in developing countries. The paper postulates that income shifting through ITP is likely to be more pronounced in developing countries where weak institutions are present. Design/methodology/approach The paper uses a unique unbalanced panel data of 18 companies listed on the Ghana Stock Exchange covering the period of nine years (2008–2016), to investigate whether MNCs use ITP to shift income out of the country.
