Through their association, cooperative development covers key connecting factors of individuals, while finding models for reducing the differences between cooperatives as economic entities and companies for the benefit of companies. The key hypothesis the paper starts with is that cooperative association is of great importance in dealing with many economic, market and sociological challenges, which is of special significance for the economic development of our country. The previous legal solutions of the cooperative association, in addition to positive changes, have not given expected results so far. Resumen
By contesting the political spectrum versus the economic side of regulation, it is found that the Indonesian cooperative's performance is influenced more by the first approach. As Golkar's electoral vehicle to protect its ruling party's majority vote, the cooperative apex organization (Dekopin) became a parastatal. As a 'bureaucratic capitalist' with state budget support, Dekopin's 'holdup problem' creates the 'subsidy mentality' and increasing corruption perception that stimulated the formation of pseudo-cooperatives. A bottom-up petition to remove Dekopin's parastatal status failed. By calibrating the 2012-2014 panel data, the pseudo-cooperatives decrease when active cooperatives increase. From the 2015 cross-section exercise, pseudo-cooperatives' number rises along with the growing population. External funding to cooperatives is used as a means to spend it on leisure. Many islands show different tendencies of pseudo-cooperatives' creation. In 2016, a government's economic strategy to create healthy cooperatives was started by closing down 32,778 pseudo-cooperatives. This process continued until 2019.JEL Classification: P13, C21, R51, A13How to Cite:Soesilo, N. I. (2020). Government of Indonesia’s Battling Strategy to Cope with Pseudo-Cooperatives. Resumen
The number of agricultural cooperatives increased quickly in Ethiopia since the 1990s. While many papers studied the impact of membership of Ethiopian cooperatives, not much is known on their performance. This study takes a cooperative-level perspective which is unique in an African context. It compares the economic performance proxied by sales revenue and profit of a wide range of agricultural cooperatives in northern Ethiopia. Data were collected from 511 agricultural cooperatives in 12 districts of Tigray. The contributing factors of the performance are analyzed with Ordinary Least Squares regression (OLS) and Heckman selection models. Our results underscore the importance of membership size, total assets, presence of conflict among members, and union membership. Chairperson characteristics and the internal organization of a cooperative seem to be less correlated to performance.

Resumen
Based on the analysis of the current state of existing agricultural cooperatives within the country and their features in Lviv region, main problems of development of this organizational and legal form have been identified. It is established that the functioning of agricultural cooperatives in Lviv region is still in its infancy due to imperfect institutional environment and their production and economic results do not have a significant impact on the overall economic condition of the agricultural sector and the welfare of the rural citizens. Dynamics of registered cooperatives in Ukraine is compared with the actual ones. It is shown that the development of cooperative process is made due to changes to general socio-economic situation in the industry, which is facilitated by state authorities, as well as development of the latest forms and methods of organizing economic activity in rural areas, implemented on a project basis. Conclusions are made that creation and functioning of cooperatives is the result of institutional changes, and cooperative organizational forms can be considered as a certain social capital. It is established that the main problems of agricultural cooperation development in Ukraine are: incomplete restructuring of the agricultural sector, weak material and technical base of cooperatives, especially in capital-intensive areas of agricultural production, unavailability of loans and weak financial support of agricultural cooperation by the state. It is shown that the state policy should be aimed at creating conditions for the development of agricultural cooperatives, intensification of cooperatives, state support and legal protection of cooperatives, optimization of tax policy by differentiating tax rates and facilitating access to credit for agricultural cooperatives. rural households. It is recommended in further research to pay attention to the elimination of identified obstacles, primarily of an institutional nature, in accelerating the development of agricultural cooperatives as an organizational and legal form that has significant potential for its development. Resumen
In February 2020, the Indonesian Ministry of Cooperatives and SMEs noted that in the last four years, 81,686 cooperatives were dissolved, leaving 123,048 active cooperatives. This case is a huge challenge for the government to overcome. Indonesian Internet Service Providers Association (APJII) stated that the number of internet users in Indonesia reached 196.7 million in the middle of 2020. Meanwhile, data from Google & Temasek showed purchasing products via e-Commerce in Indonesia reached US$ 10.9 billion in 2017 and continuously increased in 2020. Most cooperatives in Indonesia run business conventionally with manual transactions, limited time, traditional logistics, and conventional membership administration. Nowadays, the institution with tens of thousands of members no longer effectively runs cooperative conventionally in a disruptive era. A conventional cooperative at a private university in Jakarta was observed in the study. There are tens of thousands of students and staff at the university. Three research questions arise, such as what can not be adequately solved in a traditional cooperative, what tools are used in digital cooperatives, and what shape can be used in the digital cooperative system model to solve issues. This study proposes a framework model in developing a digital cooperative to accommodate a huge amount of membership and enhance business scope. The research identified technology needed to overcome matters cannot be dealt with in a conventional cooperative. It provided a digital cooperative frameworks model that impacts value creation, value capture, and value delivery, especially in higher education.

Resumen
Proceeding from the idea that it is possible to correlate economic with social development, this research focus on cooperatives and their management systems. Based on studies and publications on cooperative management practices in several countries, this study seeks to acquire sufficient knowledge about cooperatives to understand them as efficient and proactive organizations. They seek an alignment between economic and social development of their members sharing a common goal of prosperity. This study pursues the following question: “Does the competence of the operational management of cooperatives make it possible for cooperative members to overcome the obstacles that prevent their social and economic development?” To answer this question, it was proposed to carry out a bibliometric analysis of the cooperative systems in several countries between 1995 and 2020, with the focus on the economic and social development of their members. As for the methodology employed in this study, a collection of publications on cooperatives in the world and a systematic review was organized. As a result, the characteristics of cooperatives could be identified, allowing an overview of the organizations’ qualifications as promoters of social and economic development.

Cooperatives are a promising link that can coalesce subdisciplines such as agrarian, labor, economic, and social history. This article reassesses the significance of cooperatives in the agrarian and social history of South Asia. It provides a broad sketch of the major historical developments—legal, economic, and social—in India up to 1970, emphasizing the continuity between the colonial and postcolonial periods in terms of state engagement with cooperatives. The article goes on to discuss the existing historiography regarding the cooperative movement on the subcontinent, arguing for the substitution of the prevailing notion of failure with a more historically grounded and nuanced approach that takes into consideration the broader economic context, as well as social stratification and inequality. Finally, some promising avenues—including, but not limited to, organizational economics, bottom-up social and cultural history, and global history—are suggested for the future historiography of cooperatives in South Asia.

Resumen
Cooperatives aim to improve the welfare of members in particular and society in general, as well as participate in building the national economic order, to achieve this, of course, cooperatives must be independent and more developed with the support of active comprehensive participation from their members. Cooperatives are expected to be independent, resilient and efficient so that they will be able to face various economic problems. Cooperatives must be improved so that income distribution and poverty alleviation, especially for members, can be realized. Cooperatives require an active role of their members in all cooperative activities, this active role is created when there is a feeling of belonging so that they can effectively take part in cooperative decision making. However, a cooperative whose business is in the service sector is certainly not easy to invite participation in all aspects of activities, it requires an appropriate and appropriate strategy, one strategy that can be used to increase member participation is Cooperative Education. This study aims to determine how much influence Cooperative Education has on member participation in Women's Cooperatives (Kopwan) in Tulungagung Regency. Resumen
Qualitative methods are highly appreciated in both foreign and Russian sociological research focused on practical results and recommendations. Among numerous qualitative methods, case study seems to be the most relevant for the study of rural cooperation. Cooperatives are traditionally the most important means for supporting small producers in agriculture. Historical studies show that rural cooperation has always revived under social transformations. Today in Russia, transformations in rural areas are not complete and still determine serious social-economic consequences. The state support for cooperatives and small business is one of the priorities in rural development, but it has contradictory effects. Every year, many new cooperatives are registered, but their number is always smaller than the number of closed cooperatives. The study aims at understanding motives for creating cooperatives, and at identifying mechanisms of economic interaction of cooperative members and risks and conflicts that affect the life of the cooperative. The author shows the relevance of the case study method for studying the formation and functioning of cooperatives and for testing the hypothesis about combination of formal and informal mechanisms of economic interaction in cooperatives. The case study proved the dependence of formalization of economic relations in the cooperative on the scale of its activities, and revealed motives for cooperation of small agricultural producers. This work is a part of the research within the state assignment of the RANEPA Informal economy of rural households: Possibilities and limitations of economic practices in increasing the potential and general attractiveness of rural areas.

Resumen
This research looked at how cooperatives maintain their sustainability and resiliency in the face of economic challenges. The questionnaire checklist was used as the data collection instrument in a descriptive research design. Respondents in this study were officers from selected cooperatives in Talavera, Nueva Ecija. The majority of them are multipurpose cooperatives that conduct credit operations. Five cooperatives have been in operation for more than ten years, with the majority of them being small businesses (asset sizes are between three million and fifteen million pesos). Despite the pandemic, they all earned in 2021, according to the respondents. According to the survey results, business diversification is very effective in maintaining cooperative standing in the face of economic challenges. The survey also revealed that cooperatives are self-sustaining, as almost all respondents did not face the severe problems that most businesses face, such as closure and employee reductions. The majority of them have adapted to the new normal work setup. It is recommended that cooperatives expand and improve their services in order to provide immediate and timely information and assistance to members in order for them to operate and survive any economic challenges that may arise. Cooperatives should also develop a Business Continuity Plan and diversify their businesses rather than concentrating on a single one.

The existence of cooperatives has an important meaning for the welfare state of Indonesia. As a nation that was colonized for a long time, cooperatives as one of the implementations of a people's economy became a systematic effort to correct the economic structure of a colonial style. In this study examines the legal policies of cooperative arrangements from various eras in Indonesia. This research is normative legal research with secondary data. This research shows that the existence and development of cooperatives experience ups and downs in their legal policies. The colonial period of cooperative arrangements merely regulates cooperatives in existence and makes cooperatives one of the business actors. During the independence period, the aim of cooperatives was as a people's economic movement which was expected to be able to equalize welfare. Unfortunately, cooperatives in the old and new order regimes were used as political tools to perpetuate government power. During the reform period, the regulation of cooperatives was getting worse because it made cooperatives like companies pursuing mere profits.

Poverty reduction and economic development are the focus of both developed and developing countries. Internationally, cooperatives make an immense contribution to poverty reduction and economic development. However, in Namibia, agricultural cooperatives have not done much in this regard. Therefore, the purpose of this research was to identify and analyze the elements of the agricultural cooperative model as an organizational mechanism for poverty reduction and economic development. Adopting a qualitative approach with a cross-section case method as a research design, the study intends to address the research question: What are the strategies that can be implemented based on the best practices and elements of the cooperative advantage in the agricultural cooperative model as an organizational mechanism for poverty reduction for economic development? Findings reveal that cooperatives still face numerous challenges and recommendations include government and other stakeholders' support mechanisms for the provision of capital, training, and land acquisition.

Resumen
Abstract The Islamic Movement in Malaysia strives to enhance the mechanism of Islamic economics through the establishment of a business-based cooperative. Distribution of wealth resources is an important factor in ensuring the harmony of the Muslim community. This study aims to analyze the effect of the establishment of a cooperative in the propaganda of Islamic movements until the year 2000. The Islamic movement chosen is PAS, ABIM and JIM Islamic movements. In terms of methodology, this study is qualitative. The study was analyzed using a historical discipline approach. The results of analyzed studies generally indicate the mechanisms of Islamic economics undertaken in selected Islamic movement cooperatives to help their members generate sustainable activities through Islamic business. The development of this Islamic cooperative can indirectly help to overcome the financial problems among the members and the Malay community, which is a drop in the impact of the New Economic Policy until 2000. This finding demonstrates the importance of the contribution of the Islamic economic system in reducing the financial problems of the Islamic movement organization and eliminating the business with usury. The implication, Islamic movement cooperatives have been able to deliver da'wah through the economy in the cooperative's business and thereby help increase income sources and reduce the burden of liability among its members. The cooperative also attempts to influence the society, especially the Malays to become members of the movement's cooperative and become a member of the Islamic movement. Subsequently, the country's Gross Domestic Product (GDP) revenue has increased thus helping to boost the economic growth of the Malay community in Malaysia.

Resumen
This article presents scientific-analytical material relating to the obstacles and possibilities the using of agricultural cooperatives traditional model in current (Russian) conditions. It was revealed the main problems (such as free riding, horizon, portfolio, principal-agent, influence costs problems) that arise in organizations with poorly specified property rights and lead to ineffective functioning of agricultural cooperatives in Russia as a whole and in the Kurgan region in particular. On the basis of theoretical and empirical analysis, and also the statements of cooperative activities participants, some possibilities for overcoming the current situation are specified. The transformation of traditional cooperative organization model into the model of a new (entrepreneurial) type is considered as the main condition for successful development of agricultural cooperation. This new model is characterized by weakening of cooperative principles and introduction of modern financial instruments in agricultural cooperatives’ activities to attract investment and, as a result, to provide the dynamic development of cooperative organizations in present socio-economic and institutional environment.

Resumen
This paper aims to describe and analyze the procedure for merging cooperatives in Indonesia based on applicable regulations and the legal consequences of merging these cooperatives. Cooperative is a form of cooperation in the economic area. Cooperation in cooperatives is generally conducted under the same goal: the necessities of life. In industrialized countries, cooperatives emerged as a reaction to the system of economic freedom in the 19th century, where a group of capital owners controlled people's lives. Cooperatives in several countries have merged to increase the existence and efficiency of improving their welfare. In Indonesia, the merger of cooperatives is necessary when the cooperative wants efficiency to improve welfare. Based on the study results, it can be seen that merging cooperatives was carried out to improve the welfare of members. The act of merging cooperatives was carried out with the legal provisions in Law Number 25 of 1992. It did not use the existing rules in the Law of the Republic of Indonesia No. 11 of 2020 on Job Creation.

Resumen
Cooperativism refers to the union of fellows for the benefit of the community. Cooperatives as social entities refer to those that form a group to reverse both employment and economic situation. Their focus is on the generation of jobs and the satisfaction of its members. In Europe, cooperativism has its appearance in the S. XIX as a result of the wave of dismissals that resulted to the industrial revolution. Majorly, the first cooperatives were made by professionals of the agrarian sector, until this present time where there are practically cooperatives in each economic sector. Due to its expansion, its values and ideology, there has been a broad legislative development. This began from its inception to this present day, and it involves the creation of the ICA (International Cooperative Alliance) as an organization representative of this movement. This paper focuses on understanding the evolution of cooperativism which stems from its appearance as a term and mass social movement to this present day. For this present study, we used a research model framed in the qualitative paradigm and that was focused on descriptive aspects. This is in regards to both content analysis and comparative methodology. We extracted very enriching results as a result of an extensive and deep bibliographic search in different repositories and sources of information. It has allowed us to compile the main theoretical concepts that encompass cooperativism from its conceptual delimitation, history, and most outstanding milestones to the typology of cooperative entities, exporting values, legislative development, and recent business-level data.

Resumen
Empowerment of women is a new ideology for carrying democratic values into the family and society. Empowerment of women means equal status to women. Women and children, equal ownership of productive resources, increase participation in economic and commercial sections, awareness of their rights and responsibilities. Rural women suffer the curse of being both socially and economically ‘invisible’. The civil society organizations work towards making them visible in these areas. Among these organizations, one with an open membership and democratic control, i.e., a cooperative organization will be more effective than other organizations working for the promotion of social and economic development. A dairy cooperative is one such civil society organization which aims at improving the rural people. Dairying has been an agriculture allied sector and indoor economic activity for women living in rural areas. It gives mass employment and thereby helps to promote economic development of the rural masses. Rural landless, small and marginal agricultural farmers and women are involved in the process of milk production. Dairy cooperatives, as workers level socio-economic organizations, have been working for the strengthening of the rural masses. In this context, the present study aims at examining the Social Change and Economic Development of Rural Women through Dairy Cooperatives. The purpose of the study specifies that the socio- and economic background, awareness of dairy cooperatives and participation of rural women members in dairy cooperatives have helped them achieve social change and economic development. Keywords: Women empowerment; Dairy cooperatives; employment and development

Resumen
In this era that is very close to technology, cooperatives are faced with 3 major challenges that need to be answered, namely bad perceptions of cooperatives, innovation of cooperative business systems, and technological developments. The demand to change the conventional system into an all-digital system is unavoidable so that digital transformation is very necessary, especially in the service sector to consumers in order to make it easier for consumers to transact. The economic education student cooperative in the city of Kendari has been operating for 10 years but still seems to have not maximized technology in the development of the cooperative. In this student cooperative, there are still many things that become obstacles in its implementation, such as member participation that has not been maximized, both contributory participation and incentive participation. The specific purpose of this research is to find out how the cooperative transformation efforts are carried out by the economic education student cooperative in an effort to increase member participation and also to determine the role of the government in efforts to modernize cooperatives. Data collection methods in this study were obtained in 3 ways, namely observation of the research location, interviews with informants, and literature study. The conclusion of this research reveals that several efforts have been made by student cooperatives for economic education to become modern cooperatives, namely using the Zoom application for the Annual Members Meeting (RAT) and developing their own applications to make it easier for members to buy goods and services and facilitate deposit payments.. Meanwhile, the government's efforts are to provide socialization, training, and create a digital platform that can be used by cooperatives.

Resumen
The importance of cooperatives as an appropriate mechanism to address productivity challenges and drive Uganda’s economy for socio-economic transformation is commonly advanced. However, the discussion and efforts on how this should be achieved are weak. Efforts that have been undertaken by the Government, Private players, Civil Society and Development Partners have not yielded much to unlock the potential of the cooperatives in fostering development, enhancing production, productivity, and socio-economic transformation. This is attributed to weaknesses of the prerequisites necessary for the vibrancy of cooperatives namely the: culture of cooperation and trust among cooperators; legal, policy, and regulatory framework for cooperatives; cooperatives’ enabling institutions; prevailing socio-economic environment; and the political economy. This paper uses a multi-dimensional methodology that includes learning from literature; case study analysis; expert-focused interviews; field studies, and; survey questionnaire administration of various types of cooperatives. To this end, the paper defines a framework under which Uganda should strengthen and sustainably regulate its cooperative movement to unlock its potential to drive its socio-economic transformation. In particular, a novel cooperatives’ viability condition in a liberalized market is developed.

In recent years, Moroccan cooperative work has evolved in terms of achieving the objectives of social, economic and environmental development; where the State encourages the creation of agricultural cooperatives in view of their importance in achieving the objectives of the Green Morocco Plan. Cooperatives are first and foremost the particular application of a very old concept: cooperation. They are characterized by the principles of equity, solidarity, democratic governance system, volunteerism, economic participation and value-added sharing: These principles represent the basis for achieving sustainable development, for which cooperatives are better placed than other companies in terms of corporate social responsibility (CSR). In this paper, we are interested in undertaking research work on the role of the Moroccan cooperative model in sustainable development based on an empirical study of 12 agricultural cooperatives.

Resumen
Abstract This article discusses recent trends in cooperativism, which has expanded its production in foreign markets through productive internationalization, an effective process in terms of increasing economic benefits, but based on massive use of wage labour, often in precarious conditions. Setting out from the Italian experience, it highlights the process by which cooperatives are moving away from the movement's original principles to develop into companies operating according to the ideals of a traditional capitalist company. The only difference from the latter is that profits are divided among a small number of workers who are also members, as already observed in the Mondragón Cooperative Complex in Spain. The article further analyses the trade union's position in this process, concluding that the internationalization of cooperatives represents a more general trend, the culmination of a deep process of cooperative degeneration.

Resumen
Theoretically, cooperatives have characteristics that have the potential to become advantages as business entities that can play an important role in community economic empowerment. Cooperatives have ideal values and principles as a business entity. Cooperatives also have potential advantages that can make them efficient, a strong bargaining position, a more certain market, so that cooperatives have a better competitive advantage compared to their own businesses. However, the fact is that there are cooperatives that are successful and many that are not. One of the employee cooperatives which is quite large and is known as a successful employee cooperative is the employee cooperative of PT. Biofarma (K2BF). The strategic business units made by K2BF are proven to provide direct and indirect economic benefits to its members. In addition, K2BF can also play a good role as a strategic partner of PT. Biofarma that provides mutual benefits. The success of K2BF in improving the welfare of its members and the role of K2BF as a strategic partner of the company is interesting to study as a best practice.

Resumen
Cooperatives are a major form of collective economy – an important economic component, the basis for the development of the national economy. The development of the collective economy has become a cross-cutting and consistent policy of The Communist Party and the State of Vietnam in the transition period to socialism. Since 1986, clearly defining that role and its importance, the Communist Party Committee of Ho Chi Minh City proactively had supportive policies, at initial stage, in terms of facilities, legal matters and change of business production direction. In the first ten years after the renovation, the development of the cooperative faced many difficulties due to the change of policy and mechanism from the subsidized centrally planned economy to the market economy. Since 1996, when the Law on Cooperatives came into existence, it created a legal basis, contributing to promoting the development of cooperatives in many economic fields. On that basis, Ho Chi Minh City paid more attention to the development of cooperatives. Directives and specialized resolutions on cooperatives were formulated, and specific policies on cooperatives were formed. As a result, over the past 30 years, cooperatives have gradually recovered and developed in many economic fields, becoming an economic component in the economic structure of the city. In addition, the cooperatives also contribute significantly to creating jobs, increasing incomes and improving people's lives in the city. In the current context, cooperatives in the City need to innovate more strongly to adapt and to develop.

Resumen
The unique characteristics of agricultural cooperatives are likely to affect the availability of the funding they can access. This paper analyses the determining factors behind the financing decisions made in these cooperatives, and the management and organisational implications these decisions have for these entities. Financial information obtained from a sample of 106 Spanish agricultural cooperatives was used to calculate the variables that modelled the research hypotheses, which were then introduced into regression models to determine which ones had a significant effect on their financing decisions. According to the economic theory of cooperativism, the results show that these entities come closer to the pecking order theory, i.e. policies that maximise the prices received by members to the detriment of the entity’s self-financing abilities, coupled with restrictions on cooperatives’ equity capital that may lead them to use debt to fund growth. The results also show positive relationships between cooperatives’ indebtedness and other factors, such as investments in non-current assets, liquidity and cooperative size in terms of turnover per member.
