Internal audit in the Saudi public sector has been officially required since the Cabinet Decree in 2004, which stipulated the need for all organisations subject to audit by the General Audit Bureau (GAB) to establish internal audit departments. In this context, this study investigates the nature and practice of internal audit in the Saudi public sector, focusing specifically on an examination of the relationship between five factors known to influence internal audit effectiveness - namely: the competence of the internal audit department, the size of the internal audit department, the relationship between internal and external auditors, the management support for internal audit, and the independence of the internal audit department (as independent variables) - and the effectiveness of internal audit (dependent variable). A mixed research methodology was used in the study, archival, questionnaire and interview based - it being thought that this was likely to be the most effective approach in terms of obtaining and appropriately interpreting the available information. Two questionnaires were designed, the first being directed to internal auditors in the Saudi public sector covering the independent variables; the second questionnaire directed to managers in the public sector covering the dependent variable. Thirty-four (34) semi-structured interviews were conducted with 2 internal auditors, 15 senior managers in public sector organisations, 10 external auditors (working in the Saudi General Audit Bureau), 2 senior managers from Ministry of Finance and Ministry of Civil Service, and five interviews were conducted with managers in public sector organisations that, notwithstanding the Cabinet Decree, did not have an internal audit function primarily in order to explore the main factors for not establishing this function in their organisations. The analysis of the data collected offered a range of insights as to the nature and practice of internal audit in the Saudi public sector. A picture emerged of a fledgling practice and one which was not necessarily fully understood by both practitioners and wider stakeholders. A key finding was the importance of management support as the main driver in terms of ensuring the perceived effectiveness of the internal audit function. Management support was important as a construct in its own right but also via its links to issues of resourcing, competence and qualification, and independence. Beyond this there were a number of institutionally related findings of interest. These included the fact, noted above, that internal audit was not actually present in a significant number of Saudi public sector organisations albeit it being a statutory requirement. It was also noted that the underpinnings of that statutory requirement the Saudi Internal Audit Regulation (2007) did not tie in directly with perceived worldwide best practice - the International Standards for the Professional Practice of Internal Auditing (SPPIA). Significant differences both in practice and institutional set up were also identified between `pure' government organisations (ministries, government departments etc) and government companies in which the direct state influence was smaller. For example all government companies of any standing had internal audit functions and all had audit committees - whereas not all government organisations had an internal audit function and none had audit committees. Not only were there institutional differences - analysis of the interview and questionnaire data clearly revealed significant differences in the perceptions of internal audit effectiveness between the two types of entity with internal audit being seen as `better' across almost all the identified variables in government companies. The final chapter of the thesis seeks to reflect on the findings of the study within a wider milieu of the extraordinary development of a nation which seventy years ago comprised a disparate collection of tribal groups for whom economic perspectives had changed little for many centuries to a state which today has very significant economic power and influence. Here questions are raised as to the nature and process of change and the care which needs to be taken in the adoption of a model of accountability and control which has been developed in countries with a very different background and history. However whilst acknowledging this, it is still maintained that `better' internal audit would benefit both the economy and the people of Saudi Arabia and perhaps, in a small way, contribute to wider internal and external harmony.

O presente trabalho procura analisar e dissertar sobre o seguinte tema: A Auditoria Interna como ferramenta de eficiência e eficácia para as organizações. Foi elaborado no âmbito do Mestrado em Contabilidade Fiscalidade e Finanças Empresariais, com o objetivo de compreender o valor acrescentado pela Auditoria Interna (AI) no desempenho das organizações, assim como avaliar a perceção que as organizações têm relativamente ao papel desempenhado pela função de auditoria e a eficiência e eficácia das suas intervenções. Para medir esta criação de valor, elaborou-se um questionário com questões relacionadas com a criação de valor e solicitou-se aos inquiridos que respondessem usando a escala de Likert de 6 pontos. Com base na utilização da matriz de correlação, constatou-se que o grau de independência dos auditores, a importância da Auditoria Interna, a influência da Auditoria Interna na mitigação do risco e a sua influência no processo de tomada de decisão são variáveis que contribuem para que se crie valor na organização. Para melhor compreensão da pesquisa, vamos desenvolver os principais conceitos-chave do nosso estudo, a saber: Auditoria Interna, Eficiência, Eficácia e Controlo Interno. Tais conceitos serão apresentados com base na contribuição de diferentes autores, como parte integrante do survey de literatura que vamos desenvolver.
The present study seeks to analyze and discuss the following topic: Internal Audit as a tool for efficiency and effectiveness for organizations. It was prepared as part of the Masters, Accounting Taxation and Corporate Finance, with aims of understanding the value added by internal audit in the performance of organizations, as well as evaluating the perceptions that organizations have in relation to the role played by the audit function, and the efficiency and effectiveness of their interventions. To measure this value creation, we elaborated a questionnaire with questions related to value creation and asked the respondents to reply using the Likert scale of 6 points. On the basis of the use of the correlation matrix, we observed that the degree of independence of auditors, the importance of Internal Audit, the influence of internal auditing in the mitigation of risk and its influence in the decision-making process, are variables that contribute to create value in the organization. To better understand the research, we will develop the main key concepts of our study, namely: Internal Audit, efficiency, effectiveness and internal control. These concepts will be introduced on the basis of different authors contribution, as an integral part of the survey of literature that we’ll develop.

When conducting integrated audits, auditors are susceptible to motivated judgment biases that may negatively affect their judgment quality. In a 2012 report, the Public Company Accounting Oversight Board found evidence of auditor judgment failures during their quality inspections of audit firms. In this experimental study with 160 senior auditors, I explore the effects motivated reasoning (outcome goal vs. no outcome goal) and accountability (outcome accountability vs. judgment accountability) have on determining internal control effectiveness. I posit that AS No. 5 encourages auditors to have an outcome-motivated goal when conducting internal control audits, which encourages information seeking behaviors. These information seeking behaviors encourage the auditor to attend more to confirmatory information that supports their motivated goal more than information that conflicts with the motivated goal. I hypothesize that auditors who conduct integrated audits are more likely to rate internal control effectiveness higher compared to auditors conducting a non-integrated audit. I also hypothesize that having a judgment based accountability will help to mitigate the biased effects when auditors have outcome-motivated goals.

The selection of an inappropriate regime by policy makers can thwart the effective implementation of public policy and lead to implementation failure. Competing values in the implementation process have a significant impact on the results of implementation, and the regime selected for implementation implies the choice of one value over another. Stoker has argued that on the one hand central leadership is valued for consistency, benefits of scale, co-ordination and cost sharing (instrumental model); and on the other, diffuse authority is valued as knowledge is particular and situational, and the task of analysis is to understand the problems, perspectives and interactions of implementation participants at the contact point between public programs and their clients (accommodation model). This study examines the implementation regime chosen by the Victorian Government for the introduction of a modern internal auditing function into the Victorian Public Service, using the Bureau of Internal Audit within its Department of Management and Budget. The selection of the Department of Management and Budget for the introduction of Internal Audit as a managerial accountability mechanism indicates that the instrumental model was held by the Victorian Government to be the most important in implementation. It is argued that use of a top-down central agency leadership approach resulted in implementation failure. Three propositions suggesting the mechanisms by which this result is brought about are examined: that lack of co-ordinated planning at the outset will result in inadequate definition of client needs as part of policy formulation; that intraorganisational conflict during the implementation success, as individual participants are likely to exercise their veto; and the increasing the number of participants contributes to complexity, so that they should only be involved in implementation when their presence is absolutely required. It is argued that the essential task of implementation is to create an environment where participants are likely to co-operate to achieve predetermined public policy goals; and that the introduction of a modern internal auditing approach into the Victorian Public Service required a more participatory implementation regime in order to facilitate policy outcomes and prevent implementation failure. It is also argued that the dominance of economic reform over accountability in Victoria restricted the ability of the Bureau of Internal Audit to implement change to internal audit practices within Victorian Government departments. The selection of an instrumental model of implementation by the Department of Management and Budget is examined in the context of the environment that existed in Victoria between 1982-1987; and while some of the values which Stoker associates with the top-down approach to policy making were observed, an alternative view to the development of internal auditing in the Victorian Public Service can be sustained.

La thèse explore la question de l’efficacité des comités d’audit en France : les comités d’audit jouent-ils effectivement leur rôle ? La problématique de l’efficacité de ces comités dans le processus d’évaluation du gouvernement d’entreprise demeure importante dans le contexte français, où les textes (notamment les recommandations de la 8ème directive) restent très imprécis. Une première partie expose les critères d’efficacité et le fonctionnement général des comités d’audit à partir d’un état de la littérature et d’une étude empirique sur des données secondaires. Nous examinons de façon approfondie les principaux déterminants de la diligence d’un comité d’audit. Ce problème est examiné dans le cadre d’une relation d’agence et d’asymétrie d’information. Ainsi, notre étude dépasse le cadre de la simple existence d’un comité d’audit (purement formel), pour s’intéresser de plus près à la capacité de ces comités à protéger effectivement les intérêts des parties prenantes et ceci en renfonçant la qualité du contrôle interne et celle du processus de l’audit externe
Corporate governance in France has developed considerably in recent years. The strengthening of governance procedures is illustrated by the creation of audit committees, which today exist in virtually all listed companies. However, the issue of the audit committee’s effectiveness in the corporate governance evaluation process remains significant in the French context, where the texts (particularly the recommendations of the 8th European Directive) continue to lack clarity. This thesis aims to contribute to our understanding of the “black box” of governance procedures by studying the way that the audit committee’s characteristics affect the extent of reporting on internal control and risk management procedures and on audit fees. It emphasizes that the mere existence of an audit committee is not sufficient; it also needs to be effective. To be effective it must have the necessary means (composition, diligence, and resources). This study therefore looks beyond the simple existence of the audit committee (purely formal) and focuses on attributes related to its composition, its diligence, and the diversity of its members in order to more closely examine the audit committee’s ability to protect stakeholder interests. To do this, we analyze 176 non-financial French listed companies during a period when establishing an audit committee was voluntary. The results obtained support previous works advocating that audit committees comply with best practice rules for expertise,independence, and diligence and be comprised of experienced and diverse members. Our results raise several questions on the scope of the transposition into French law of the 8th European Directive

This research aimed at investigating how the internal audit departments in Brazil perform performance measurement. As a starting point it asks how internal auditors measure performance. The study hypotheses: 1) The internal audit departments measure financial contributions achieved with there own work. 2) The Internal Audit departments assess internal customer satisfaction. 3) The Internal Audit departments perform the follow up of recommended solutions for internal processes and measure their performance in implementing these measures. 4) The Internal Audit departments assess the learning needs for the auditors. This is a descriptive survey whose data were collected through a structured questionnaire applied to thirty managers of internal audit, and for the analysis of the results was used statistical method of factor analysis. The empirical application shows that the implementation of control over the measurement of results in the departments of Internal Audit is a set procedure that requires parameters for process control of internal audit, control and recovered amounts invested and the quality of internal and external work performed. It also demonstrates that in general, a significant portion of managers consulted perform controls regarding values involving the audit department (savings generated, expenses), also points to the existence of controls on the recommendations for improvement, feedback from management , internal planning and execution of the work, however, the research does not reveal how these controls are made. Concerning the theoretical part, it was evidenced the existence of information asymmetry between audit department and senior management (audit committee, board, etc ...) because a large proportion of respondents does not undergo periodic evaluation of their work by an independent body.
A presente pesquisa visou investigar como os departamentos de auditoria interna no Brasil realizam medição de desempenho. Como ponto de partida se indaga como os auditores internos medem seu desempenho. O estudo teve como hipóteses: 1) Os departamentos de Auditoria Interna medem as contribuições financeiras alcançadas com o próprio trabalho. 2) Os departamentos de Auditoria Interna avaliam a satisfação dos seus clientes internos. 3) Os departamentos de Auditoria Interna executam o follow up das soluções recomendadas para os processos internos e medem o seu desempenho na implantação destas medidas. 4) Os departamentos de Auditoria Interna avaliam as necessidades de aprendizagem para os auditores. Trata-se de uma pesquisa descritiva, cujos dados foram obtidos por meio de um questionário estruturado, aplicado a trinta gestores de auditoria interna, sendo que para o análise dos resultados foi utilizado método estatístico da análise fatorial. A aplicação empírica revela que a execução de controle sobre a medição de resultados nos departamentos de Auditoria Interna é um conjunto de procedimento, que necessita de parâmetros relativos a Controle dos processos internos de auditoria, Controle de valores investidos e recuperados e a Qualidade interna e externa do trabalho executado. Demonstra ainda, que de um modo geral, uma parcela significativa dos gestores consultados executam controles referentes a valores que envolvem o departamento de auditoria (economias geradas, gastos realizados), também aponta para a existência de controles nas recomendações de melhorias, feedback vindo da gestão, planejamentos internos e execução dos trabalhos, entretanto, a pesquisa não revela a forma como são feitos esses controles. No que diz respeito à parte teórica, ficou evidenciado a existência de assimetria da informação entre o departamento de auditoria e a alta gestão (comitê de auditoria, conselho de administração etc...), pois, uma grande parcela dos consultados não sofre avaliação periódica dos seus trabalhos por um órgão independente.

The Swedish code of corporate governance (the Code) was introduced 1 July 2005 aiming to raise the quality of corporate governance. This thesis investigates how the Code has affected internal audit. The purpose of this study is dual and aims to 1). Describe the internal audit, in companies on the A-list and O-list, and how it has and is believed to be affected by the Code. 2). Explain why the internal audit function varies between companies.

The first purpose has been carried out by using an inductive approach. The data has been gathered through qualitative interviews with companies, on the A and O-list, audit firms and the Institute of Internal Auditors. In order to fulfil the second purpose a deductive approach has been used. Quantitative data has been gathered from annual reports as well as homepages. The material has together with agency theory been used in order to analyse why the internal audit differs between firms.

The result of the qualitative interviews shows that the perceptions of internal audit differ. This can to a certain extent be explained by that there today are no accepted standards for internal audit. Neither does the Code explain what an internal audit function should involve. Overall, all respondents agree that the Code is nothing new nor revolu-tionary since the majority of the companies regard the regulations to be a matter of course. However, the demand of documentation and information has increased. The respondents also states that the acceptance and importance of internal audit has been raised further. All respondents believe that the role of internal audit will develop further. It is expected to become more consultative wherefore the internal auditor’s competence must be improved. Furthermore, the opinion is that COSO will be the framework that companies will apply.

The differences in internal audit practice have in this thesis also been analysed and explained by applying the agency model. The analysis has resulted in two proposals:

Proposal 1: The ownership structure affects the agency relationship which in turn leads to differences in the internal audit.

Proposal 2: Companies operating in complex business environments are more likely to have an internal audit function than entities in less complex businesses. Therefore, the existence of internal audit varies across business sectors.

This thesis has two (2) broad objectives. The first objective is to test the impact of audit committee and internal audit (IA) function characteristics on IA contribution to the financial statement audit. The second objective is to investigate whether a negative association exists between IA contribution to the financial statement audit and audit fees. The study is conducted in a Malaysian context and focuses on the perspectives of internal auditors. There are a number of motivations for the study. In particular, previous studies have not addressed the need for a better understanding of how corporate governance mechanisms such as audit committee and IA unit attributes may affect IA contribution to the financial statement audit. Also, the results of prior studies on the link between IA contribution to the financial statement audit and audit fees are mixed and inconclusive. Furthermore, there is limited empirical evidence in this area from emerging economy countries, with relatively less developed capital markets such as Malaysia. The underlying theme throughout this thesis is that corporate governance mechanisms i.e., audit committee and IA characteristics have the potential to affect the efficiency of the IA unit thus leading to greater contribution of IA to financial statement audits. Specifically, the thesis argues that certain characteristics of audit committees such as the independence of audit committee members from the management, audit committee members' experience and knowledge in accounting, auditing and finance and their level of interactions with the chief internal auditor have the potential to increase the contribution of IA work to financial statement audits. Likewise, it is also postulated that characteristics of the IA function such as their size and prior experience of their staff in auditing are likely to improve the level of efficiency and hence, encourage greater contribution of IA to the external audit work. Finally, due to the saturation of the audit services market coupled with significant competition among public accounting firms, it is also predicted that the contribution of IA work is increasingly viewed as a potential means of improving external audit efficiency (i.e. by reducing time and effort), leading to lower audit fees. Seven (7) hypotheses are tested in this study based on Malaysian data during 2003. Data collection adopted a multi approach with three (3) key sources of data: a questionnaires survey, in-depth interviews and publicly available data from annual reports. The data collection process involved a mail survey addressed to the chief internal auditors of companies listed on the Kuala Lumpur Stock Exchange (KLSE) Main Board. Five-hundred and two questionnaires (502) were mailed and a total of 101 (20.03%) responses were returned, of which 76 (17.9%) were useable. In addition, in-depth interviews were conducted with 11 chief internal auditors selected from various industries which were also listed on the KLSE Main Board. Finally, publicly available data from annual reports were utilized. The study makes a number of contributions. First, it provides empirical evidence on the impact of audit committee characteristics on IA contribution to financial statement audits. In particular, the study supports a positive relationship between IA contribution to the financial statement audit and three (3) dimensions of audit committee characteristics namely the proportion of independent audit committee members, the extent of audit committee members' experience and knowledge in auditing, accounting and finance, and the frequency of meetings between the chief internal auditor and the audit committee. This suggests that a high proportion of independent audit committee members with experience and knowledge in accounting, auditing and finance is able to enhance the efficacy of the IA function and thus, encourages external auditors to rely more on the IA function. The results support the earlier predictions that more frequent meetings conducted between audit committees and the chief internal auditor leads to higher extent of IA contribution to the financial statement audit. Further, findings of this study also provides support for the positive relationship between the characteristics of the IA function, namely the size of the IA function and the proportion of staff with prior experience in auditing and IA contribution to the financial statement audit. The results suggest that internal auditors contribute more to the financial statement audit when the size of the IA function is larger and when the proportion of IA staff with prior experience in auditing is higher. Finally, the second model tests for a negative relationship between IA contribution to the financial statement audit and audit fees. However, the results did not yield a significant relationship between these two variables. Further clarifications for this result were derived from the interviews with the chief internal auditors. Specifically, it appears that any saving in time and effort due to the contribution of IA to financial statement audits may possibly be used by external auditors to expand their investigations into other more complex areas that require greater attention from them. Other findings from the interviews also suggest that audit committees play an important role as communication facilitators between the IA staff and management, especially by providing a candid forum for IA staff to express their opinions as well as supporting IA staff's recommendations based on their findings during audit investigations. Further, the leadership role of the audit committee also tends to assist the internal auditors to better communicate with management and to ensure that management will act upon the internal auditor's recommendations. In conclusion, the findings may have some implications for regulators and others concerned with establishing guidelines and listing rules pertaining to audit committee effectiveness especially in developing countries. Furthermore, this study also contributes to the literature on how an IA unit's resourcing has implications for IA contribution to the financial statement audit. While the current professional standards (i.e., ISA 610, SAS 65, and AUS 604) view IA as a substitute for external audit, such professional standards also require external auditors to evaluate the quality of IA unit before relying on the work of IA or accept the contribution of IA to the financial statement audit. As such, this study provides evidence on the potential impact that audit committees and IA units may have on such contribution of IA to the financial statement audit.

The objective of this research is to explore how external auditors rely on the work of internal auditors in audit firms in China. This study uses a qualitative method of semi-structured data collection interviews. Semi-structured interviews were conducted with internal auditors and external auditors working in China. On the basis of a summary of the existing literature on internal audit, external audit, the reliance of external audits on internal audit and audit quality, this paper analyses and compares the external auditor’s reliance on internal audit and conceptualizes the results of the data analysis. Nevertheless, according to interviews, at present, small and medium- sized enterprises rarely set up an internal audit department, only large companies and government departments in China set up an internal audit, because, firstly, the cost of an internal audit, secondly , the lack of professional internal audit staff and internal audit outsourcing in China is of this kind of legal form. The study showed that the qualitative analysis has provided evidence of the dependence of external audits on internal audits continue to exist in China. In addition, the study showed that Internal auditing needs to maintain independence and objectivity, while external auditing needs to ensure professionalism, independence and authenticity. To a certain extent, external audit relies on internal audit to save time and improve efficiency in order to improve audit quality in china. However, this dependence is based on the independence of the internal audit and the external audit and cannot be entirely dependent on the authenticity that will lead to the recurrence of similar Yin Guangxia incidents.

This final thesis is focusing on internal audit. The objective of the thesis is to show the process of internal audit in practice and to assess whether the internal audit is effective and serves its purpose. I am describing the process of internal audit on a company providing services. Particular steps of this internal audit are being described in this thesis while the final report of the internal auditor is included. The report describes failures which occurred and the procedure of their resolution. I came to the conclusion that internal audit helps the organization to reduce the failures and mistakes risen up by ignorance, lack of attention or lack of knowledge. Following the results of the thesis I would recommend the companies not doing any internal audit to do so. Performing of the internal audit on the regular basis will allow achieving higher control over the activities and processes. Internal audit helps to gain and renew the quality certifications which are helping to become more competitive at the market.

This diploma paper is focused on the problems of internal audits. The goal of the paper is to inform readers on the profession of the internal auditor. The paper is divided into two parts. In the first part background information is provided on the origin and development of the auditor profession, kinds of audit, and the relationship between external and internal audits. Next in this part is an overview of the internal audit; namely its development, requirements on the person of the internal auditor, law concerning internal audits in the Czech Republic and the procedures of internal auditing starting with risk analysis, planning and realization of the internal audit and concluding with the reporting of results and assessment of the internal audit. In the second part a case study is provided of an internal audit at the Ministry of Education. In this part I describe the history of the department, and an internal audit of the department - its position and individual results accomplished by the internal audit.

This monograph describes an applied research project to develop a computer system to aid the planning process in large internal audit departments. The ultimate outcome was a sophisticated computerised planning system based around a formula, but with the important additions being able to plan at both audit subject and control objective levels and take into account previous audit coverage. The system is capable of producing a plan for up to five years ahead for well over 1.5 million audits involving over 1000 audit staff. The only real limitations to the system are the amount of disk storage available for the data files and the speed of the central processing unit. The system as derived will run on any industry standard micro computer and consists of over 80 separate modules comprising some 9,000 lines of code. The modules are linked to each other by a menu and the user is given information at each stage of the operation. The system is both fault tolerant and user friendly. The main findings from the research are: it is possible to build a computer system to aid the internal audit planning process: spread sheets do not provide the level of sophistication, or the level of user friendliness required: risk analysis, as applied to internal audit planning, is a misnomer and it would be more appropriate to call the output from the process an "importance score", rather than a risk index: the use of a formula to indicate the relative importance of a particular area to the auditor is practical, but it does not necessarily provide an absolute rating to that area: if more than one formula is used to deal with different aspects of the business, then there is a danger that the auditor will be unable to rank items from one area against those of another area with any certainty of relative, or absolute merit: the formula is not the most important part of a planning system: the collection of the data to be manipulated by the formula is one of the most important aspects of the planning process, as it ensures that the auditor has a good understanding of the organisation which he is responsible for: the best time to collect the data required by the planning system is during an actual audit, which implies a link between the historic monitoring process and the future planning process: there is no correlation between the importance of an area, as rated by its importance score, and the resource required to audit it; there is a relationship between the complexity of the area to be audited and the resource that is required to do the work, but the relationship is not necessarily linear: an "override" facility is required to ensure that items with a low importance score can be forced into the scheduling mechanism.

This study was conducted to determine the perception of the chief audit executive as head of the internal audit function, on the internal audit activities that should be performed (current and future) within South African companies after which the findings were compared with the international perception in this regard. Data was also obtained on whether internal audit activities were performed inhouse or were outsourced; the importance of the internal audit activities, senior management’s rating of the value added, the internal audit approach followed, and whether the internal audit standards were being complied with. A statistical analysis was performed on data that was obtained from questionnaires and interviews. This study targeted 30 chief audit executives, and to a lesser extent 30 Chief Executive Officers/Chief Financial Officers/Chief Operating Officers, of large South African listed companies. The results prove that chief audit executives perceive themselves as performing their internal audit activities according to the internal audit Standards and that they satisfy the needs and expectations of their companies. The internal audit profession, its clients and internal audit educators may benefit from the study in the planning of future internal audit activities and educational programmes respectively.

Aim: This study aims to investigate the factors that affect the practices of effective knowledge sharing in the Middle East region. Method: The research paper is based on a single case study about the internal audit department in a commercial Lebanese bank. Qualitative research methods have been applied which included semi-structured interviews. Results & Conclusion: The research results suggest that organizational, individual and IT are the factors affecting knowledge sharing practices at the bank. However, one of the main issues is related to the national cultural and more specifically to how power distance, individualism, and masculinity are spread throughout the IA department and proving a moderating effect towards organizational, individual and IT factors. This research paper shows that power distance is one of the main contributing factors concerning knowledge sharing. Barriers such as trust, lack of reward system, and centralized organizational structure and lack of information technology infrastructure are regarded as problems in knowledge sharing. However, the empirical results show that the principal issue lies in the power distance. Suggestions for future researches: Suggestions for further researches would be to get the perspectives from an internal audit department at another organization in the Middle East that is following a decentralized organizational structure, having advanced IT infrastructures, along with reward system, in order to compare it with the results given in this study. Furthermore, it would be interesting to make observations at the organization in order to deeply understand how knowledge is being shared at the field. Contribution of the study: This study shows that organizations that are identified with centralized organizational structure, lack of trust, lack of IT support and special rewards system entail different issues with individuals’ knowledge sharing practices. Besides, this research paper provides the organization with insights into what thoughts its employees have when it comes to knowledge sharing. Furthermore, this provides the literature about knowledge sharing in the Middle East with a new model showing the impact of national culture over the factors that affect knowledge sharing practices in the Middle East.

The aim of this thesis is to present a draft model for better planning internal audit engagements of branch network of the bank. The first part deals with the internal audit. It presents and discusses the definition of internal auditing by the Institute of Internal Auditors (IIA). Other relevant disciplines are also included - external audit and assurance. The importance of these disciplines is demonstrated in the example of Enron. The thesis presents the International Professional Practices Framework, especially its key components - standards. The end of this section is devoted to a description of the individual parts of an internal audit project. The second part is dedicated to planning internal audit engagements. Planning is based on the risks, therefore, there is a description of banking risks. The conclusion of this section is devoted to the process of creating the Annual Audit Plan. The final part of this work presents a model created by the author which will help to improve the planning of internal audits of the branch network of banks.

Purpose – It is argued that traditional audit methods are becoming outdated in terms of delivering sufficient assurance on business objectives, whereby, a paradigm shift towards continuous auditing (CA) is proposed and perceived as necessary both by academia, standard-setting groups, and business society. However, the practical prevalence of CA is insignificant in relation to the expectations depicted. Therefore, the purpose of this paper is to examine why this is the case by means of investigating what factors that motivate an adoption of CA amongst various internal audit functions (IAFs). Design/methodology/approach – The study draws on the Technology Acceptance Model (TAM), and data are obtained through semi-structured interviews capturing internal auditors’ attitude towards CA, and what factors that influence an adoption. Findings – There is a shattered view on CA amongst IAFs, where the proponents embrace it as a set of value-adding methodologies whilst the opponents argue that it falls outside their responsibility and threaten the independence of the function. Thus, why CA has not been leveraged to its full potential is, in contrast to previous research, not solely attributable to practical factors but also due to the IAFs’ vast differences in approach to CA as a concept. Practical implications – The study has brought attention to the distinguished disparity found in internal auditors’ attitude towards CA. Ultimately, doubts, whether CA should be leveraged by IAFs has come to light. These are hurdles that need to be considered, both by academia, standard-setting groups, and business society if the leap for CA ought to continue. Originality/value – The use of semi-structured interviews contributes to in-depth understandings and insights of the internal auditors’ attitudes towards CA. Moreover, such an approach is more likely to capture the stance towards CA in greater detail than that possible of previous large-scale surveys.

Internal quality auditing (IQA) in the aerospace defense industry is not optional. Under Part 46 of the Federal Acquisition Regulation (FAR) all businesses providing product and services to the U.S. government are required to comply with their contract's quality requirements. The amount of compliance audits organizations receive are directly proportional to the number of government related contracts they possess. Therefore, most organizations are forced to focus IQAs on compliance to survive. The release of AS9100 international aerospace standards in 1999 was pivotal in eliminating these multiple audit requirements that plague the industry. However, the focus on IQA for compliance has remained rooted within the IQA system. Audit experts claim that recent updates included on AS9100 Rev C would change IQA's focus from auditing for compliance to auditing for effectiveness and performance.

Je développe ici une nouvelle évaluation de la qualité de la fonction d'audit interne (FAI) basée sur des données d'entrée et j'examine les facteurs qui poussent les entreprises à mettre en place une FAI de haute qualité ainsi que les conséquences économiques d'une FAI de haute qualité. Afin de rendre opérationnelle mon analyse empirique, je crée un échantillon d'archivage de FAI international unique en associant une enquête d'auditeur interne menée au niveau international intitulée CBOK 2010 à des données publiques présentes dans la base de données Worldscope. En me basant sur les Normes Internationales pour la Pratique Professionnelle d'Audit Interne proposées par l'Institut des Auditeurs Internes, je mesure la qualité de la FAI en fonction des attributs et des pratiques de FAI souhaitables qui prennent en compte la compétence (1), l'indépendance (2), les pratiques de reporting et de planification (3), et les pratiques d'amélioration et de vérification de la qualité (4) de la FAI. En ce qui concerne les facteurs décisifs de la qualité de la FAI, je constate que la qualité de la FAI est affectée par les cadres opérationnels et les caractéristiques d'autres mécanismes de gouvernance des entreprises y compris les mesures incitatives de supervision du conseil d'administration, la diligence du comité d'audit et les pouvoirs du PDG. En outre, les mesures incitatives des entreprises destinées à une FAI de haute qualité sont renforcées par les exigences strictes et détaillées en matière de FAI présentes dans les codes de gouvernance d'entreprise des pays. Enfin, je documente le fait que d'autres mécanismes de gouvernance, en particulier les mesures incitatives de supervision des directeurs, jouent un plus grand rôle pour influencer la qualité de la FAI lorsque le cadre réglementaire dans son ensemble est fragile. En ce qui concerne les conséquences économiques d'une FAI de haute qualité, j'aborde le rôle que joue la FAI pour fournir des services de vérification en matière de reporting financier et je constate que la qualité de la FAI est associée de manière positive à la qualité des revenus. En prenant en compte l'implication croissante de la FAI dans la gestion du risque et les initiatives stratégiques, qui a pour conséquence le fait que la FAI joue un rôle accru pour fournir des services de consulting appropriés aux opérations des entreprises, je fournis en outre les preuves qu'une FAI de haute qualité est importante pour la performance opérationnelle des entreprises. Je documente de manière spécifique le fait que la vitesse de reprise de la performance opérationnelle suite à la crise financière récente est considérablement plus rapide pour les entreprises qui bénéficient d'une FAI de haute qualité que pour les entreprises dont la FAI est de mauvaise qualité, et que la qualité de la FAI est associée de manière positive à la bonne capacité d'investissement des entreprises au cours de la période post-crise financière. De plus, je constate que le degré d'implication de la FAI dans les activités de consulting stratégique a un effet positif incrémentiel sur la reprise de la performance, ce qui suggère que fournir des services de consulting est une façon importante pour la FAI de procurer de la valeur aux entreprises. Les bénéfices d'une telle expansion des activités de consulting ont cependant un coût pour les entreprises dont la FAI est de mauvaise qualité, car je constate que l'implication de la FAI dans le consulting stratégique peut nuire au rôle que joue la FAI pour fournir des services de vérification et par conséquent affecter de manière négative la qualité des revenus lorsque la qualité de la FAI est mauvaise mais non pas lorsque la qualité de la FAI est bonne. De manière générale, ces constatations suggèrent que si l'on s'attend à ce que la FAI procure de la valeur aux entreprises en fournissant à la fois des services de vérification et de consulting, il est alors essentiel de maintenir un niveau de qualité de FAI adéquat
I develop a new input-based measure of internal audit function (IAF) quality and investigate the factors that incentivize firms to establish a high-quality IAF as well as the economic consequences of a high-quality IAF. To operationalize my empirical analysis, I construct a unique, international archival IAF sample by matching a proprietary global internal auditor survey named CBOK 2010 with public data in the Worldscope database. Based on the International Standards for the Professional Practice of Internal Auditing proposed by the Institute of Internal Auditors, I measure IAF quality by desirable IAF attributes and practices which encompass the IAF’s (1) competence, (2) independence, (3) planning and reporting practices, and (4) quality assurance and improvement practices. Regarding the determinants of IAF quality, I find that the IAF quality is affected by firms’ operating environments and features of other governance mechanisms including board monitoring incentives, audit committee diligence, and CEO power. Moreover, firms’ incentives for a high-quality IAF are bolstered by strict and detailed IAF requirements in countries’ corporate governance codes. Finally, I document that other governance mechanisms, especially the monitoring incentives of directors, play a greater role in influencing the IAF quality when the overall regulatory environment is weak. Regarding the economic consequences of a high-quality IAF, I first address the role of IAF in providing assurance services in financial reporting and find that IAF quality is positively associated with earnings quality. Considering the increasing involvement of IAF in risk management and strategic initiatives, which leads to an expanded role of IAF in providing consulting services relevant to firms’ operations, I further provide evidence supporting that a high-quality IAF matters for firms’ operating performance. Specifically, I document that the speed of operating performance recovery after the recent financial crisis is significantly quicker for firms with a high-quality IAF than for firms with a low-quality IAF, and that the IAF quality is positively associated with firms’ investment efficiency in the post-financial-crisis period. In addition, I find that the extent to which the IAF is involved in strategic consulting activities has an incremental positive effect on performance recovery, which suggests that providing consulting services is an important way for the IAF to deliver value to firms. However, the benefits from such an expansion of consulting activities comes at a cost in firms with a low-quality IAF, as I find that the IAF’s involvement in strategic consulting can impair the IAF’s role in providing assurance services and hence negatively affects earnings quality when the IAF quality is low but not when the IAF quality is high. Overall, the findings suggest that if the IAF is expected to deliver value to firms by providing both assurance and consulting services, maintaining an appropriate level of IAF quality is essential

In 2004, the Institute of Internal Auditors (IIA) issued a paper that defined internal auditors’ role in Enterprise Risk Management (ERM) as a role that relates to measuring and monitoring performance. The present study examines how high internal audit involvement in ERM-related activities and a strong relationship between internal auditors and senior management influence internal auditors’ objectivity and independence. The present study replicates the experimental design used by de Zwaan, Stewart and Subramaniam (2011) with the manipulation of the variables of (i) internal audit’s involvement in ERM and (ii) the strength of the relationship between internal audit and senior management. Similarly to de Zwaan et al. (2011), objectivity and independence are measured by examining internal audit’s willingness to report a breakdown in risk procedures to the audit committee. The results show that internal auditors are somewhat influenced by a high involvement in ERM-related activities when reporting a breakdown in risk procedures and that internal auditors consider the guidelines issued by the IIA important to follow. Further, the results do not indicate that a strong relationship between internal auditors and senior management influences internal audit’s willingness to report a breakdown in risk procedures.

This study examined the standing of the internal audit function in 30 of South Africa’s large listed companies as perceived by the chairs of their audit committees, their chief executive officers, chief financial officers, and chief operating officers, as well as the chief audit executives. The standing of the internal audit function in these 30 companies was based on the academic and professional qualifications profiles of the chief audit executives, the composition and qualifications of the internal audit staff complement, the independence of the function and the expectations that various stakeholders have of the function. The study reveals that the overall standing of the internal audit function in these 30 companies was perceived to be high. However, there are a number of concerning aspects that include the fact that most of the chief audit executives are qualified and registered South African Chartered Accountants (CA(SA)) and not holders of the Certified Internal Auditor (CIA) qualification. Additional concerns are that the chief audit executives’ reporting lines are not necessarily in line with currently perceived best practices; the stakeholders surveyed for this study held diverse views of the internal audit function; and in-house internal audit functions were viewed to be of a higher standing than those of outsourced functions. This study provides the internal audit profession with a scientifically researched benchmark of their status or standing in the eyes of their stakeholders and will enable them to measure changes to their status and effectiveness within their companies.

Recognising the importance of audit committees as a major tool to increase confidence in financial statements, the Minister of Commerce in Saudi Arabia issued a resolution in January 1994 requiring all public companies to mandate the establishment of audit committees. This research seeks to explore the role of audit committees in Saudi Arabia and investigate whether the actual practice among these corporations is consistent with the best practice that was advocated from the recommendations of both academic and professional literatures. The intention was to survey audit committee members, internal auditors and external auditors about the effectiveness of audit committees. The questionnaire was adopted as the main instrument (followed by some interviews) to collect data in Saudi Arabia. There was a concern between the respondents that audit committees have little benefit in achieving what they were expected to do. The resolution of the Ministry of Commerce (1994) did not clearly explain the relationship between audit committees with the external and internal auditors, scope of work to be undertaken, independence, expertise, transparency, and the required qualifications and knowledge for audit committee members. There is an obvious problem with this resolution because it is too brief and there are no explanatory/guidance notes to accompany it. Therefore, a number of steps should be taken to transform the concept from a good idea on paper to a reality in practice. Ministry of Commerce should follow up its concern by issuing further clarification of what corporations must do exactly to implement the resolution.

Purpose - The purpose of this study is to shed light on one part of the external auditor’s work by examining how the cooperation between external auditors and internal auditors is organized and if external auditors face a dilemma when cooperating with internal auditors. The focus will therefore be on what aspects are considered by the external auditor in the decision to cooperate with internal auditors (and to use their work), as well as how the external auditor safeguards the audit quality by maintaining an independently and professionally executed audit. Design/methodology/approach - This study was realized through a qualitative research method. Semi-structured interviews were conducted with external auditors that have engagements with internal audit functions. All respondents are employed in the Big 4 and are operating in Sweden. Findings - The results of the study show that external auditors tend to use the work of internal auditors when they cooperate. To gain efficiency improvements is the main beneficial aspect the external auditors consider in the cooperation with internal auditors. The findings would suggest that some external auditors may act after self-interest more than others because if they start the cooperation and spend the time to evaluate the internal auditors’ work, they would prefer to use it. This would also indicate that the external auditors’ independence and professionalism can to some extent be compromised because there seems to be an acceptance of a certain degree of lower audit quality when using the work of internal auditors. Originality/value - The use of semi-structured interviews makes it possible to obtain deeper knowledge and complement prior studies concerning cooperation in the audit industry and how the external auditor considers different aspects in a decision-making environment.

Reliance refers to the incorporation of internal audit work into audit evidence during statutory external audits. Inappropriate reliance undermines audit effectiveness and quality while fair reliance enhances audit efficiency. Reliance is complex, implementation problems are common and academic knowledge gaps prevail. Consequently, the research question of this study is formulated as follows: How can reliance on internal audit work by external auditors be conceptually explained, considering the reciprocal influences of the roles, interpretations, interests and practices of management, the audit committee and internal and external auditors? Responding to the research question, the major contribution of this study is the substantive theory of balanced reliance, explaining how management, the audit committee and internal and external auditors overcome disconnect between their reciprocal influences on reliance to achieve mutual agreement that reliance is appropriate and fair, balanced, whatever the reliance decision. The study is based on the classic grounded theory methodology of Glaser and Strauss (1967) and was implemented in three phases: Phase 1: Theoretical sampling included 32 interviews. Five key data sets (22 initial and three follow-up interviews) represented five diverse South African listed companies. Each data set comprised data from the key audit stakeholder groups of the company, namely, the chief financial officer, audit committee chair, chief audit executive and external audit engagement partner. A further data set of seven interviews involved other knowledgeable audit professionals. Joint data collection, open coding and analysis identified the main concern − the disconnect between the stakeholder groups’ reciprocal influences on reliance − and the core category (achieving mutual agreement that reliance is appropriate and fair (balanced), whatever the reliance decision. Phase 2: Joint theoretical sampling, selective and theoretical coding and analysis saturated the substantive categories’ properties and relationships. Phase 3: Theoretical sorting and writing delimited the substantive categories into theoretical constructs, explaining the substantive theory. Comparisons indicated how the substantive theory broadened and transcended extant knowledge. The substantive theory of balanced reliance developed in this study explains how the stakeholder groups’ willing reciprocal synchronisation resolves disconnect between the stakeholder groups’ roles, interpretations, interests and practices influencing reliance. This, in turn, renders viable their mutual agreement that reliance is appropriate and fair (balanced), whatever the reliance decision. With reciprocal synchronisation as a foundation, a voluntarily formed team mindset is the predominant mediator of habitual integration and fair alignment of internal and external audit work. These co-variant conditions change stakeholder groups’ mutual agreement from being viable to practicable, as the disconnect between internal and external audits is resolved. Stakeholder groups’ participation in facilitative communication and a strong audit committee’s balancing oversight create the context for sustaining stakeholder groups’ mutual agreement that reliance is appropriate and fair (balanced), whatever the reliance decision.

I study the role of auditing in mitigating agency concerns in family firms. Family firms face less severe agency problems due to the separation of ownership and control (Type 1) but more severe agency problems between controlling and noncontrolling shareholders (Type 2). As family firms make up a large part of most free enterprise economies it is important to examine these two agency problems with respect to auditor choice and audit effort. I find that family firms are more likely to choose a specialist auditor than nonfamily firms, consistent with the argument that family firms need to signal their non-expropriating behaviors by choosing specialist auditors. I further find that audit fees are lower in family firms compared to nonfamily firms, consistent with the hypothesis that the Type 1 agency conflict dominates the Type 2 agency conflict in the determination of audit effort and pricing. Moreover, consistent with prior literature that states that effective internal governance demands a quality auditor and more audit effort irrespective of ownership structure, I find that the positive association between family ownership and specialist auditor choice is stronger when internal governance is strong and the negative relation between audit fees and family ownership is weaker when the internal governance is strong. I find that these results on audit fees are robust to the use of alternative measures of concentrated influence such as CEO ownership, inside director ownership, and the presence of one or more founder directors. I also find that the effect of internal governance on audit fees is not limited to one or a few components of internal governance.

The present report evolved as a result of the opportunity of a curricular internship that took place in the Internal Audit department of Mota-Engil SGPS, from September 2, 2019, to February 28, 2020. The purpose of the current study is to analyse the effectiveness of the internal audit function of Mota-Engil SGPS. In particular, this study focuses on four main determinants: positioning, planning, resources and processes. This study also sought to, based on the best practices described in the literature and the activity on both Portuguese and European construction organizations, to present some suggestions that may improve the effectiveness of the internal audit department. A case study approach was adopted to investigate the Internal Audit department of Mota-Engil SGPS. The data was collected through a participant observation and documentation analysis. Also, this study incorporates a survey to the Portuguese organizations listed on the PSI-20 and the European construction organizations listed on the ENR Top 250 Global Contractors of 2019, to understand the internal audit practices among the main peers of Mota-Engil and strengthened the recommendations provided. During the internship I not only recognized a misalignment between the formal standards adopted by the department and the actual practices, but also identified some areas with opportunities for improvement. Therefore, based on the best practices described in the literature and the answers from the benchmark survey performed to the to the main peers of the Group Mota-Engil, I suggest an optimization of the risk-based internal audit plan, the definition of a goal for the auditable universe of the Group, an investment in IT skills, the integration data analytics across the entire audit process and the implementation of all the components of the QA&IP. I believe these recommendations will increase the effectiveness of internal audit department of Mota-Engil SGPS and enhance the value added to the Group.
O presente estudo foi realizado no âmbito do estágio curricular realizado no departamento de auditoria interna da Mota-Engil SGPS, no período de 2 de setembro de 2019 a 28 de fevereiro de 2020. Este estudo visa analisar a eficácia da função de auditoria interna da Mota- Engil SGPS. Em particular, este estudo foca-se em 4 determinantes importantes: posição, planeamento, recursos e processos. O objetivo deste estudo passa ainda por, tendo por base as melhores praticas descritas em literatura e a atividade em empresas portuguesas e empresas de construção europeias, apresentar um conjunto de sugestões de forma a melhorar a eficácia do departamento de auditoria interna. O departamento de auditoria interna da Mota-Engil foi utilizado como estudo de caso nesta investigação. Os dados foram recolhidos por meio de observação participante e análise documental. Adicionalmente, foi realizado também um questionário às empresas que integram o índice PSI-20 e às empresas de construção presentes no ranking “ENR Top 250 Global Contractors” de 2019, de forma a percecionar como é que a atividade se desenvolve nos principais pares da Mota-Engil e reforçar as recomendações realizadas. Durante este estágio curricular eu observei um desalinhamento entre algumas das Normas adotadas e a prática. Portanto, tendo por base as melhores práticas descritas em literatura e os resultados dos questionários elaborados aos pares da Mota-Engil, eu sugiro uma otimização do plano anual de auditoria interna, definir um prazo para auditar as todas as empresas do Grupo, investir em competências tecnológicas, integrar ferramentas de análise de dados em todas as fases do processo de auditoria e implementar todos os componentes referentes ao Programa de Avaliação de Qualidade e Melhoria. Eu acredito que estas recomendações aumentarão a eficácia do departamento de auditoria interna da Mota-Engil SGPS, o que por conseguinte, acrescentará mais valor ao Grupo.

In this thesis , we provide an analysis and research on whether different ERP system sources and whether audit softwares are adopted by enterprises or not are going to affect the internal audit effectiveness. The research results will help the enterprises for the selections of various ERP source systems and audit software. This thesis is based on the 2012 questionnaires survey on ERP implementation in Taiwan . We collecte the data from the questionnaires then input them into SSPS software for research analysis. The research results shows that the following three factors will significantly affect the effectiveness of internal auditing: (1) Using ERP software packages among the various ERP system sources, (2) Adopting audit software than non-adoption, and (3) Using both ERP software packages and audit softwares than other combinations. This implies the implementation of the ERP technology systems will strengthen enterprises’productivity and competitiveness.

This study attempted to discover the role of internal auditors in the professional development of audit committee members, leading to enhanced performance, through the provision of induction programmes and professional development opportunities to committee members, with due regard for the principles of good governance and international best practices. A secondary aim of this study was to propose methods to improve the relationship between the internal audit activity and audit committees in providing additional support to its members. The audit committee's needs and requirements were assessed by using the audit committee charter as the basis in identifying the responsibilities of the committee and the professional development needs of committee members in an organisation. It was found that a framework for the induction and professional development of audit committee members would be most useful to internal auditors to assist audit committees to meet their requirements and improve their performance.

Audit committees (ACs) can enhance corporate governance in the public sector, particularly in State Owned Enterprises (SOEs). This study adopted a qualitative research approach to identify factors contributing to the effectiveness of ACs in selected Namibian SOEs to provide sound corporate governance. The empirical data was collected primarily through semi-structured interviews with participants as well as from field notes and company documents. The study highlighted certain AC characteristics and practices contributing to the effectiveness of ACs in selected Namibian SOEs to provide sound corporate governance. The mandate, composition, managing the activities of the AC, performance assessment of the members of the AC and reporting of the AC if applied correctly can enhance effectiveness of ACs. The study also highlighted weaknesses, suggesting that some of the ACs needed improvement in order to enhance corporate governance at SOEs.

Corporate governance failures raise questions by stakeholders seeking explanations why audit committees are failing to play their agency role effectively. The objective of this study was to determine the relation between 49 disclosed audit committee effectiveness variables based on King III Code recommended practices and the external audit opinion expressed in South African central government departments. Descriptive statistics highlighted variances in 14 variables across 93 departments. Categorical principal component analysis categorised the 14 variables into four factor variables and hypotheses. Multivariate ordinal logistic regression tested the hypotheses. Results suggest that disclosure of a higher number of variables was generally associated with a clean audit report, while the association between a higher number of disclosures regarding audit committee structure and profile variables and a clean audit report was significant. Improvements to National Treasury’s disclosure templates and review of departmental managers’ disclosures about audit committees in annual reports are recommended.
