Resumen
This research presents the development and application of generic methodologies for the production of a spatially resolved emissions inventory for the North West region of England. The overall purpose of the estimates is to provide emissions data for use within air quality management applications. The North West region is used as the basis of the work due to being composed of a number of administrative units and providing the regional context for local air quality management in the main urban areas of Greater Manchester and Merseyside. Estimates are made for the key urban pollutants (CO, NOx, VOCs, PM and S02) from anthropogenic sources in 1994 and are shown at a variety of spatial scales. Data are available in terms of a regional 5 x 5 km grid, a sub-regional 1 x 1 km grid or at the scale of the original data source. Source categories, which correspond to broad management groupings, comprise road transport; rail transport; airports; shipping; industry; (Part A and Part B); and other (domestic and commercial) sources. Estimation procedures are developed in relation to readily available data sources and are applied within a GIS environment. The use of GIS has been shown to be an appropriate tool for the development of spatially resolved inventories and has further potential in relation to additional applications of the resultant emissions data. The requirements of producing a generic methodology which uses readily available data sources has been found to limit the degree of detail with which it is possible to develop estimation procedures. One of the principal limitations is the availability of comparable activity data for a number of administrative units. However, the results of the inventory are shown to be useful for a number of air quality management activities, including the identification of patterns of emissions at different scales of investigation and the identification of the location and causality of emission 'hotspots'.

Policy-makers, transportation researchers, and activists often assume that traffic congestion mitigation results in reduced vehicle emissions without proper justification or quantification of the benefits. If congestion mitigation is going to be tied to air quality goals, a better understanding of the impacts of traffic congestion on motor vehicle emissions is needed. This research addresses that need by investigating under which circumstances the commonly held assumption linking congestion mitigation to emissions reductions is valid. We develop and apply a mathematical framework to study the trade-offs between vehicle efficiency and travel demand that accompany travel speed changes. While the exact relationships among emissions, travel speed, and travel demand vary with location and pollutant, several consistent results arise. The potential for marginal emissions rate reductions through average travel speed adjustments is small for speeds between about 25 and 70 mph. Emissions rate sensitivity to speed increases with the fraction of heavy-duty vehicles and for certain pollutants (gaseous hydrocarbons and particulate matter), and decreases with the fraction of advanced-drivetrain vehicles, such as electric and gas-electric hybrid vehicles. But travel volume is also a key consideration for the total emissions impacts of congestion and congestion mitigation. While travel speed increases are generally expected to increase efficiency, they are also expected to increase vehicle travel volume as a result of induced demand. To explore efficiency and volume trade-offs we look at emissions break-even conditions for average speed and travel demand elasticity. Depending on the pollutant and the vehicle fleet, total emissions are only expected to decrease with increasing travel speed for initial conditions of both low demand elasticity and low average speed. Thus, higher levels of congestion do not necessarily increase emissions, nor will congestion mitigation inevitably reduce emissions. This result includes projects that seek to increase vehicle throughput from existing roadway supply through better traffic management and operations. Congestion mitigation through reduced vehicle volumes, on the other hand, presents the opportunity for additive emissions benefits through efficiency improvements and total Vehicle Miles Traveled (VMT) reductions. Comparing capacity-based congestion mitigation strategies with alternative emissions reduction strategies we show that where emissions reductions are possible through speed increases, the emissions benefits are likely to be more easily and cost-effectively attained by other strategies. A sketch analysis of vehicle-class segregated facilities shows that truck-only lane strategies consistently out-perform general-purpose/mixed-flow lane strategies in terms of emissions reductions. An analysis of several congestion-related performance measures shows that for reflecting emissions impacts, VMT is an essential component of performance. Thus, alternative congestion metrics such as total/excess travel distance and travel time are preferable emissions performance indicators to speed or distance-normalized delay. The Travel Time Index, in particular, poorly reflects emissions changes on congested roadways. This thesis offers several original contributions to the body of knowledge regarding congestion and emissions. First, it describes a parsimonious conceptual framework for assessing the effect of congestion on emissions. Then from that framework, several simple and original equations are presented which can be used for sketch-level planning to estimate emissions impacts from congestion mitigation. Finally, application of the framework provides quantitative support for the decoupling of congestion and emissions mitigations.

People spend major part of their life indoors – at home or in other public or private indoor environments. Clean air in the living environment is very important for the public health. Indoor air quality (IAQ) is largely dependent on the outdoor air quality, due to the continuous indoor air mixing with the ambient air. However, air pollutants in buildings are strongly linked to building indoor factors as well (emissions from building structure, fabrics, coating, furnishing, ventilation system, food preparation, occupant activities etc.). Building renovation is mostly based on economic aspects – performing cost-effective refurbishment actions assuming further savings in energy costs, without taking into account possible changes in air quality conditions. Therefore, a natural question arises whether it will be possible to ensure a comfortable and healthy living for occupants. There is a lack of methodologically robust intervention studies that support the improvement of energy efficiency measures by means of improved IAQ. It is also important to improve the knowledgebase in order to support the implementation of the related policies in Europe. In this context, overview of the results from before and after intervention measurements and emissions from building materials were presented, and the implications on IAQ were discussed. The results of the research provide data for the technical and administrative measures for the improvement of IAQ in residential buildings.
Žmonės įprastai praleidžia didžiąją dalį savo laiko patalpose - namuose ar kitų valstybinių ir privačių patalpų aplinkoje. Švaraus oro užtikrinimas gyvenamojoje aplinkoje yra labai svarbus visuomenės sveikatai. Oro teršalai patalpose yra glaudžiai susiję su pastato viduje vykstančiais procesais (emisijos iš pastato konstrukcijos, apdailos medžiagų, buitinių cheminių priemonių, ventiliacijos sistemos, maisto ruošos, gyventojų aktyvumo ir t.t.). Dėl nuolatinio vidaus oro maišymosi su išorės aplinkos oru, patalpų oro kokybė yra taip pat smarkiai įtakojama išorės oro kokybės. Pastatų renovacija daugiausia yra grindžiama ekonominiu aspektu. Atliekant ekonominius pastatų atnaujinimo veiksmus, paremtus didesniu energijos sąnaudų taupymu, neatsižvelgiama į galimus oro kokybės pokyčius. Todėl kyla natūralus klausimas ar po šių procesų pavyks užtikrinti patogią ir sveiką gyvenseną. Šiuo metu yra stygius metodologiškai stiprių mokslinių tyrimų, kurie nagrinėja energijos efektyvumo priemonių didinimo įtaką patalpų oro kokybei. Atsižvelgiant į tai, šiame darbe yra aptariami gauti rezultatai iš oro kokybės tyrimų daugiabučiuose pastatuose jų eksploatacijos metu bei aerozolio dalelių emisijos iš statybinių medžiagų pastato statybos ir atnaujinimo metu. Taip pat parengtos rekomendacijos daugiabučių pastatų atnaujinimui ir eksploatacijai, užtikrinant sveiką patalpų oro kokybę. Anthropogenic processes have led to high levels of reactive nitrogen entering freshwater ecosystems. This increase in reactive nitrogen levels has caused several adverse environmental and health effects and has resulted in higher deposition rates of nitrates to freshwater ecosystems. The costs and benefits associated with nitrate deposition have been analysed by the European Nitrogen Assessment (ENA) for European countries. However, no studies similar to this have been done for the South African context. The aim of the study was to present a cost analysis of nitrate deposition originating from power station NOx emissions. The objectives were: to examine the changes in nitrate deposition for the years 1980, 2005, 2006 and 2014; to determine the costs associated with nitrate deposition to freshwater ecosystems for the South African context; to calculate the costs of power station emissions to the Vaal River; to consider how European costs differ from South African costs; to consider the impact of the NEMAQA of 2004 and finally, to evaluate the likelihood of these costs being incurred. The years that were selected for this study were chosen due to availability of data, which were supplied by EScience Associates. Three scenarios were considered for each of these years: Scenario 1 was a case in which Eskom operated as usual without any retrofits of power stations, Scenario 2 considered the implementation of the Eskom air quality management strategy and Scenario 3 considered full compliance with the minimum emissions standards set out in the NEMAQA of 2004. The costing method followed the ENA approach, whilst considering the South African context by consulting the relevant literature. The monetized annual costs for the South African context were: mitigation options for improving water quality; increased coal consumption due to power station interventions; agricultural costs; water purification and waste treatment; health impacts and loss of biodiversity as a result of acidification and eutrophication. Power station interventions were found to be the only capital expenditure. The nitrate deposition per unit of electricity generated was expected to decrease, due to changes within the electricity mix of Eskom during this period. Furthermore, the least costly option was expected to be a scenario in which no intervention was made by Eskom to reduce emissions, due to the high capital cost associated with retrofitting low NOx burners in the older power stations. The final expected outcome was that the National Environment Management: Air Quality Act (NEMAQA) of 2004 would have led to a significant decrease in the emissions and, therefore, nitrate deposition to the Vaal River. The costs that were calculated for the South African context differed greatly from the costs in the ENA, indicating that the European costs could not be used directly for the South African context. Furthermore, the results showed that the costs of nitrate deposition increased between 1980 and 2005, decreased between 2005 and 2006 and increased again between 2006 and 2014. Between 1980, 2005 and 2006, a clear link is seen between electricity generated and nitrate deposition. Even though electricity generation increased from 2006 to 2014, the 2014 emissions data show that emissions decreased over the same period. The cost of a fine for non-compliance to emission limits is R10 million. The lowest cost calculated for each year and scenario was found to be Scenario 1 for 1980, and was approximately R 70 million of costs arising from nitrate deposition from power station emissions. The R 70 million, therefore, does not include mitigation options for water quality, increased coal consumption and power station interventions. Therefore, the fines associated with non-compliance, which occur in Scenario 1 and Scenario 2, should be increased to force compliance. The total cost associated with Eskom’s air quality strategy, calculated as part of scenario two, was the lowest cost option for 1980, 2006 and 2014. In 2005, the lowest cost option was scenario 1, where no retrofits were done by Eskom. This indicated that there was a trade-off between capital expenditure for low NOx burners and the annual costs, listed previously. This study concluded that when air quality policies, such as the NEMAQA of 2004 are implemented without stringent enforcement, the desired result is not achieved. The findings in this study show that no significant decrease in nitrate deposition occurred between 2005, when the NEMAQA of 2004 was released, and 2014, which was almost 10 years after the policy was implemented. This study makes a valuable contribution to informing policy makers on the impact of reactive nitrogen addition to the environment. Future research should be done on the cost of agricultural nitrate deposition to the Vaal River, considering that these inputs to the Vaal River are several times larger than those of deposition from power station emissions and could, therefore, have costs of a larger scale associated with them.

Characterization and Source Apportionment of Ambient PM2.5 in Atlanta, Georgia: On-Road Emission, Biomass Burning and SOA Impact Bo Yan 260 Pages Directed by Drs. Armistead G. Russell and Mei Zheng Various airborne PM2.5 samples were collected in the metropolitan Atlanta and surrounding areas, which are directly impacted or dominated by on-road mobile and other typical urban emissions, regional transport sources, prescribed burning plumes, wildfire plumes, as well as secondary sources with anthropogenic and biogenic nature in origin. Detailed PM2.5 chemical speciation was conducted including over one hundred of GC/MS-quantified organic compounds, organic carbon (OC), water-soluble organic carbon (WSOC), elemental carbon (EC), ionic species, and tens of trace metals. Day-night, seasonal and spatial variations of PM2.5 characterization were also studied. Contributions of PM2.5 major sources were identified quantitatively through the receptor source apportionment models. These modeling results, especially on-road mobile source contributions and secondary organic carbon (SOC) were assessed by multiple approaches. Furthermore, new season- and location-specific source profiles were developed in this research to reflect real-world and representative local emission characterizations of on-road mobile sources, aged prescribed burning plumes, and wildfire plumes. Secondary organic aerosol (SOA), a major component of PM2.5 in the summer, was also explored for sources and contributions.

L'objectif de notre thèse vise à évaluer les résultats engrangés par les marchés du carbone. Afin de pouvoir explorer différents aspects des marchés du carbone à un niveau mondial et en raison de la diversité des instruments qui se cachent derrière ce vocable, nous avons choisi de réaliser une thèse par article. Sur base de nos analyses empiriques nous avons pu vérifier dans quelle mesure les avantages et les limites théoriques des marchés du carbone se sont réalisés en pratique.

Une hypothèse forte des marchés du carbone dotés d’un système de plafonnement est qu’ils permettraient de garantir le respect des objectifs climatiques. Cette hypothèse ne s’est pas révélée exacte. En générant plus d’un milliard de crédits, dont un nombre important de crédits issus de projets, et en ne parvenant pas à empêcher des défections, le système mis en place par le Protocole de Kyoto n’est pas parvenu à garantir le plafonnement des émissions dans les pays développés. Il en va de même pour les systèmes liés à Kyoto comme le système communautaire d'échange de quotas d'émissions (SCEQE).

Dans la plupart des configurations des règles ad hoc et peu transparentes ont nui à l’objectif environnemental. La comptabilité commune de différents gaz à effet de serre, malgré des incertitudes importantes sur les pouvoirs de réchauffement globaux a également été néfaste à l'intégrité du système.

Le lien à des mécanismes de projets trouvant leur légitimité dans une preuve de l’additionnalité souvent floue demeure problématique. Notre analyse a ainsi mis en avant la problématique de l'enregistrement de projets hydrauliques dont la décision de construction est antérieure aux marchés du carbone.

En théorie, le mécanisme d’échange a pour conséquence que les acteurs confrontés à des coûts de réduction faibles soient encouragés à réduire leurs émissions. Dans la pratique, notre analyse montre que peu d’acteurs connaissent leur coût de réduction marginal, empêchant dès lors la concrétisation de cet idéal d’une réduction au moindre coût. Nous avons aussi mis en avant le fait qu’un prix identique par tonne de CO2 réduite n’est pas adapté au soutien de technologies nouvelles, souvent plus onéreuses au début de leur cycle de développement.

Finalement, un des principaux mérites des marchés du carbone a peut-être été leur acceptabilité auprès des décideurs politiques et économiques. Il est manifeste que les marchés permettent d'internaliser le carbone à un niveau international sans passer par une difficile harmonisation des politiques fiscales. C'est clairement une des raisons de leur adoption rapide et dans de nombreux pays.

Les marchés du carbone ont aussi joué un rôle important en matière de sensibilisation aux changements climatiques. Ils ont permis de faire progresser la comptabilité carbone et la compréhension des technologies sobres en carbone.

L’effondrement récent du prix du carbone montre que ce nouvel instrument qui, en théorie, est efficace pour atteindre un objectif de réduction prédéfini, ne permet pas, dans la pratique, par manque d’ambition ou en raison d’erreurs dans la conception, de financer la transition vers une nouvelle économie sobre en carbone. Il apparaît dès lors nécessaire de réformer cet instrument mais aussi de développer progressivement des alternatives afin de ne pas uniquement faire reposer la réussite de l’atteinte des objectifs climatiques sur les seuls marchés du carbone et ainsi augmenter la résilience des politiques climatiques aux aléas de marchés financiers, par ailleurs eux-mêmes soumis à de nombreux tourments depuis 2008.

In 1970, the United States Congress and President Richard Nixon created a federal regulatory regime to meet public demands for improved environmental quality. As it happened, the formation of the Environmental Protection Agency (EPA) and the enactment of the first national environmental standards coincided with the disruption of the postwar prosperity that had helped fuel the environmental movement. Valuing the Air provides the first sustained historical study of policy making at EPA during the formative period between 1970 and 1990, when the embattled agency preserved its original mission to protect Americans’ right to clean air. To justify strong regulations in an era of rising inflation and unemployment, EPA officials turned to the new field of environmental economics, funding pioneering research that concluded that the benefits of environmental protection outweighed the costs. Such pecuniary evidence allowed EPA to shield its regulatory interventions from business lobbying and to rebut rhetorical campaigns in which corporate executives threatened communities across the country with the loss of industrial jobs if they supported strong environmental health regulations. While this dollars and cents valuation proved persuasive to policy makers, it ran contrary to environmentalist notions of priceless nature and environmental advocates fought doggedly to prevent EPA from fully adopting a cost/benefit approach to policymaking. As environmentalists recognized, EPA’s embrace of economic measurement elevated the stature of economists at the agency, raising the possibility that recently established natural rights to clean air and water might be undercut by a dehumanized pricing of externalities. Regulatory reforms enacted by the Carter administration, such as emissions trading and the bubble policy, signaled a new willingness among liberals to use economic incentives and markets approaches in place of direct regulations – a development that environmentalists regarded warily. In 1981, the Reagan administration upset a bipartisan consensus for market based reforms with the announcement of drastic budget and staffing cuts at EPA. Reagan’s attack on EPA marked the ascent of a new conservative ideology that held unrestrained free enterprise to be the greatest social good, irrespective of the actual economics of regulatory interventions. Finding environmental economics to be a powerful, if imperfect, ally against such assaults, many environmental organizations softened their critiques of economic valuation and began to borrow the language and logic of economics to make their case. With this growing support from environmental organizations, EPA ushered in the commodification of pollution rights in the era of cap and trade. The inflection of contemporary environmental advocacy with economic measurement and value demonstrates the political utility of economics while also underscoring the foreclosure of an earlier environmentalism’s more radical questioning of the desirability of an unbounded market economy. At the same time, EPA continues to resist economists’ efforts to derive public preferences from market exchange, insisting that fundamental choices about underlying environmental value be made through the democratic process.

In order to meet the US EPA's National Ambient Air Quality Standards as set under the provisions of the Clean Air Act, states and regions throughout the United States are designing cap and trade programs aimed at reducing the emissions of the two dominant precursors for ozone, nitrogen oxides (NOx) and Volatile Organic Compounds (VOCs). While emission cap and trade programs are becoming more common, relatively few analyses have examined the air quality implications of moving emissions from one location to another (due to trading of emissions between facilities), from one sector to another (due to the use of technologies such as Plug-in Electric Hybrid Vehicles - PHEVs), and changing the temporal distribution of emissions (through emissions trading among facilities with different temporal profiles). This thesis will examine, in detail, the air quality implications of two emission cap and trade programs. The first program is a NOx trading program that covers Electricity Generating Units (EGUs) in the Northeastern United States. Results show that refining the temporal limits on this cap and trade program, by charging facilities more to emit NOx on days when ozone is most likely to form, has the potential to significantly reduce NOx emissions and ozone concentrations. Additionally, this research also shows that, for this region, the spatial redistribution of NOx emissions due to trading leads to greater ozone reductions than similar amounts of NOx emission reductions applied evenly across all facilities. Analyses also indicate that displacing emissions from the on-road mobile sector (vehicles) to the EGU sector through the use of PHEVs decreases ozone in most areas, but some highly localized areas show increases in ozone concentration. The second trading program examined in this thesis is limited to Houston, Texas, where a VOC trading program is focused on a sub-set of four Highly Reactive Volatile Organic Compounds (HRVOCs), which have been identified as having substantial ozone formation potential. Work presented in this thesis examined whether this trading program, in its current form or in an expanded form, could lead to air pollution hot spots, due to spatial reallocation of emissions. Results show that the program as currently designed is unlikely to lead to ozone hot spots, so no further spatial limitations are required for this program. Expanding the trading to include Other VOCs, fugitive emissions and chlorine emissions, based on reactivity weighted trading, is also unlikely to lead to the formation of ozone hot spots, and could create more flexibility in a trading market that is currently not very active. Based on these air quality modeling results, policy suggestions are provided that may increase participation in the trading market. These case studies demonstrate that use of detailed air analyses can provide improved designs for increasingly popular emission cap and trade programs, with improved understanding of the impacts of modifying spatial and temporal distributions of emissions.

The promulgation of the minimum emission standards for the list of activities resulting in significant air pollution under the National Environmental Management: Air Quality Act, 2004 (Act No.39 of 2004) introduces a command – and – control regulation, in which the listed activities are required to obtain atmospheric emission licenses prior to operation. Under this regime, the listed activities are required to demonstrate compliance with the concentration-based minimum emission standards incorporated into their license, by conducting emission monitoring. Effective emission monitoring is dependent on the systematic implementation of a number of processes, procedures and protocols for emissions sampling, analysis and reporting. This study focused on development of a system for emissions monitoring, by establishment of the best practice on sampling procedures; criteria for emission measurement methods selection; quality assurance and quality control procedures; as well as data handling, reporting and compliance assessment procedures. The study recommends a model of emissions compliance monitoring system for South Africa, comprising of processes and procedures required for the acquisition of good quality, credible data to support effective implementation of the National Environmental Management: Air Quality Act, 2004.

A review of health effects of emissions from solid fuel combustion shows clear links between morbidity and mortality, and residential combustion smoke exposure. On the interior plateau of the South African Highveld, use of coal fuel in informal domestic braziers – imbaulas – constitutes a major source of local ambient and household air pollution. This thesis aimed to develop an improved understanding of the complex processes of packed-bed combustion in small domestic devices studying smoke emissions from informal domestic stoves. A robust dilution sampling system for testing emissions from residential coal-burning appliances was developed and used in the emission studies. Systematic experiments were carried out to evaluate thermal performance and emissions of coal braziers, varying fire ignition method, ventilation rate, fuel moisture and fuel quality. Three field-collected and three laboratory constructed braziers were tested, with a range of ventilation hole-densities. The variables measured are particle mass (PM2.5 and PM10), gases (CO, CO2, NOx), and particle composition and morphology. Emission factors, referenced to zero excess oxygen are reported. Two fire-ignition methods are evaluated namely: the conventional bottom-lit updraft (BLUD) method, and the top-lit updraft (TLUD)–the so-called Basa njengo Magogo method. PM2.5 and PM10 emissions reduced by 80% on average when using the TLUD in contrast to the business-as-usual BLUD method. High smoke emissions from the BLUD method during pyrolysis are found to be associated with an oxygen deficit, allowing products of incomplete combustion to be emitted. Influences of ventilation rates on the stove emissions are reported – products of incomplete combustion (PM2.5 and CO) are higher for low ventilation rates. For a given device, PM2.5 and PM10 emission factors reduce by ~50% from low to high ventilation rates (an advantage offset by firepower too high for convenient cooking).

This thesis presents an analysis of air quality control initiatives in the GVRD. Starting with an examination of deteriorating regional air quality, oxides of nitrogen emissions (NOx), are the focus (as a precursor to ground level ozone.) The research demonstrates that if the status quo is maintained, episodes of ground level ozone will get worse and the effects will be far reaching and expensive. The Greater Vancouver Regional District's Air Quality Management Plan is reviewed, with emphasis on analysis and evaluation of emission reduction strategies. Emission Reduction Measures (ERMs) are various methods of reducing air pollution (including scrubbers on smoke stacks, transportation demand management, alternative fuels and motor vehicle inspection/maintenance programs.) Emission Reduction Measures are viewed as the tools that must be implemented to solve air quality problems. Environmentally, the most desirable solution would be to implement all ERMs. However, factors such as cost effectiveness and social, financial, political and customer service impacts must be considered and the best measures should be implemented first. The best solutions are those that meet as many objectives as possible while causing the least amount of negative impacts on the economy, society, government and the environment. Finding optimal solutions is a task that requires formalization of common sense. Analytical frameworks such as the cost/benefit analysis, decision analysis and the multiple account/objective analysis are considered as potential tools to help "make sense" of the complexity of air quality policy decisions. The intent is to provide useful and readily understandable information to decision makers. The Multiple Account Analysis (as used by The Crown Corporations Secretariat) is applied to an assortment of Emission Reduction Measures to help identify the "best" order for implementation. This method provides results that compare accounts of importance (such as cost effectiveness and emission reduction potential) and presents decision makers with quality information highlighting tradeoffs and preferences. In the scope of this paper, four ERMs are analyzed across accounts and the results presented in a matrix. The AirCare Program appears as the best choice for effective reduction of oxides of nitrogen when compared to alternative fuels, vanpooling and the Burrard thermal generating plant rebuild.
