Resumen

The Nation as an Ethnie Community. A handful of basic principles and a specifie conception of the nation underlie recommendations of the ‘Commission de la Nationalité’. This conception has its origins in Renan and Fustel de Coulanges who saw the nation as the resuit of the common will to live together on the basis of knowledge and adoption of an inherited past. ‘German’ thinking differs over the means of handling down this past : one view relies on voluntary acceptance and acquisition : the other on membership in an collective unconscious and biological or ethnic transmission. The ‘Commission’ holds that the ethnie heritage of a nation is available to everyone through the school System and active participation in community affairs.

Resumen

Abstract. In order to evaluate the factors that influence the spatial behaviour of border agglomeration inhabitants and to relate them to the geopolitical Situation, attention is given here to three divided towns in the Baltic Sea region: Haparanda-Tornio, Narva-Ivangorod and Valga/Valka. The three cases represent different geopolitical and ethnical configurations. Boundary theory is discussed as part of (inter)action theory, with particular emphasis on the homogenizing role of the State in contrast to the (inter)action possibilities of individuals living in a border area. In the Haparanda-Tornio study case, a homogenous population on the Finnish side is compared to a more diversified ethnie grouping in Haparanda, Sweden. Here, immigrants from Finland are seen to have an action space directed towards Finland, while bilingual locals act as bridge-builders. In Narva-Ivangorod, the same Russian ethnic group lives on both sides of the boundary, but geopolitical restrictions hamper local cross-boundary interaction. Valga/Valka, in contrast, is divided according to ethnic criteria. Little motivation for border crossing appears to be given, except for the Russian speaking population, which at the same time has the greatest formal difficulties in crossing.The internal European Union borders, both recent and older, thus allow ethnie and linguistic factors to influence the action and communication space of inhabitants.The EU/non-EU boundary restricts the possibilities of local cross-boundary interaction even in situations where the population belongs to the same ethnie group.

Ethnic Community Involvement in the Political Life of Quebec. In application of the Couture-Cullen Agreement, Quebec will determine its own immigration policy and receive 29 000 persons of widely divergent backgrounds in 1989. Immigrants constitute 16% population and 90% live in the Montreal metropolitan area. Ethnic communities participate in community affairs through some 50 ethnic or cross-cultural associations and in advisory bodies such as the Immigration and Ethnic Communities Council. Ethnie community members with Canadian citizenship vote in elections. Although poorly represented in Quebec institutions, ethnic communities are concentrating on the civil service to obtain employment quotas that reflect their population size. Quebec is a multi-ethnic society of non-stop that has to rely on ethnic communities from every horizon for her future.

En tant qu'objet de représentations et de stratégies cognitives, la folie peut être considérée comme un « symptôme » des partis-pris « normatifs » et « réducteurs » de chaque époque mais aussi comme un révélateur de la sensibilité de chaque peuple à certaines dimensions du vécu de l’inusité. Passant en revue les versions magique, prophétique, théologique, morale, pathologique et analytique de la folie, l'auteur conclut son propos en attirant l'attention sur la nécessité de prendre toujours en compte cet ancrage culturel qui caractérise autant le discours fou que le discours sur la folie.

Resumen

Based on the 1988–2006 General Household Survey (N=121,934), this paper investigates trends and patterns of partnership formation of immigrants in Britain and explains underlying factors influencing partner choice. The key questions are:1) whom do the immigrants of different gender, generation and ethnic groups form partnerships with: (a White British partner, a Britishborn coethnic partner or a coethnic partner from overseas); and 2) what factors are explaining such a choice. Immigrants socialised in Britain, the second generation and those who migrated to Britain at a young age, are more likely to have a White British partner and less likely to be in a transnational partnership. Age at union, marital status, educational qualification, area ethnic composition, sex ratio and educational homogomy are significant predictors of one’s partner choice. Yet, ethnic origin remains a crucial determinant of patterns of partnership formation. The statistical analysis suggests that the rates of interethnic union with a White British partner will continue to increase for Black Caribbean, Black Africans and also gradually for highly educated Indians. The proportion of Pakistanis and Bangladeshis having a White British partner will remain low and simultaneously transnational marriage with a coethnic partner from overseas will still be commonly practiced. Overall, interethnic partnerships between the White British population and the population with an immigrant background are increasing in Britain. Zusammenfassung Auf Basis des General Household Survey der Jahre 1988 bis 2006 (N=121.934) werden in diesem Beitrag Trends und Verhaltensmuster der Partnerschaftsanbahnung von Immigrant(inn)en in Großbritannien untersucht, sowie diesen zugrundeliegende Faktoren, die die Partnerwahl beeinflussen, erklärt. Folgende Fragestellungen sind dabei ausschlaggebend: 1. Gehen Immigrant(inn)en aus beiden Geschlechtern, aus verschiedenen Generationen und unterschiedenen ethnischen Gruppen eine Partnerschaft ein mit a) einer/einem weißen Britin/Briten, b) einer/einem Angehörigen der gleichen Ethnie, die/der in Großbritannien geboren ist oder c) einer/einem im Ausland geborenen Angehörigen der gleichen Ethnie? Und 2) Welche Faktoren tragen dazu bei, diese Auswahl zu erklären? Für Immigrant(inn)en, die in Großbritannien sozialisiert wurden – d.h. diejenigen, die zur zweiten Generation gehören oder in sehr jungen Jahren eingewandert sind – ist es wahrscheinlicher, eine(n) weiße(n) britische(n) Partner(in) zu haben. Zugleich ist es für diese niger wahrscheinlich, sich in einer transnationalen Partnerschaft zu befinden. Das Heiratsalter, der Zivilstand, die Bildungsqualifikationen, die ethnische Zusammensetzung des Wohngebietes, die Geschlechterratio und Bildungshomogamie sind signifikante Prädiktoren der Partnerwahl. Dennoch bleibt die ethnische Herkunft eine wichtige Determinante der Verhaltensmuster beim Entstehen von Partnerschaften. Die statistischen Analysen lassen darauf schließen, dass die Anteile interethnischer Partnerschaften mit einer/einem weißen Britin/Briten für Schwarze aus der Karibik und Afrika stetig und allmählich auch für höher gebildete Inder ansteigen werden. Die Anteile der Pakistanis und Bangladeschis mit einem weißen britischen Partner wird gering bleiben, zugleich werden transnationale Hochzeiten mit einem Partner aus Übersee, der der gleichen Ethnie angehört, gängige Praxis bleiben. Ingesamt nehmen in Großbritannien interethnische Partnerschaften zwischen der weißen britischen Bevölkerungsgruppe und denjenigen mit einem Migrationshintergrund zu.

Le mot ethnie a un passé équivoque dans la langue française. Vacher de Lapouge est le premier à l'utiliser en 1896 pour désigner de prétendues «races» distinctes, notion dont la biologie des populations a fait justice. Le terme ne s'appliquait pas seulement aux «primitifs»; il contribua à hérisser des barrières entre les «races» dites inférieures et les «races» dites supérieures. En 1935, G. Montandon, qui se fera l'apôtre d'une certaine conception nazie de l'homme, consacre un livre à «l'ethnie française». Les administrateurs coloniaux utiliseront, quant à eux, le terme ethnie comme substitut de «tribu» ou «peuplade» avec souvent la conviction, fallacieuse, que des caractères anatomiques particuliers entrent dans les particularités du groupe ainsi qualifié. Mais Franz Boas, le fondateur de l'anthropologie culturelle aux États-Unis, réagit avec vigueur. II déclare fermement dès 1932 : « Les résultats des matériaux extensifs amassés au cours des cinquante dernières années ne justifient pas l'hypothèse d'une quelconque relation entre types biologiques et forme de culture » (Boas, 1932, cité par Condominas, 1980, p. 89). Cette conviction sera largement partagée par la majorité des ethnologues, sauf en Allemagne. Dérivé du grecethnos(peuple) le terme ethnie entre dans le vocabulaire scientifique avec une connotation exclusivement culturelle. Mais ce concept se voit attaqué depuis une dizaine d'années sur le terrain même de l'ethnologie où il s'est developpé. Quelques chercheurs français s'ingénient à démontrer que leurs prédécesseurs, travaillant principalement en Afrique, ont eu le tort de donner consistance à de fausses entités.

Abstract. Ethnie minorities in the mountainous forest regions of northern Thailand and northern Vietnam live in a particularly restrictive political, social and economic environment. Widespread degradation of land, water and forest resources has adverse effects on the livelihoods of these groups. Given the dramatically increasing scarcity of natural resources, regulation of resource access and allocation are becoming fundamental for the development of sustainable resource management, in which an active participation of the local population in planning and implementation is a crucial prerequisite. In this article, the political and institutional framework of current resource policies and resulting conflicts are discussed for the two countries. Drawing on various case studies, typical land and water tenure conflicts are presented and their impact on the protection and use of natural resources and on the livelihoods of ethnie minorities is analyzed.

Resumen

This article is a critique of ethnicity theories based on essentialism – the idea that ethnic traits are innate (essences) both in the individual and the ‘ethnie’ as a social group – which have been adopted, wittingly or unwittingly, by historians in mainstream Malaysian historiography in their effort to explain the formation of ‘Malay-Malayness’ as a social identity. It proposes instead that Malay ethnicity is not innate but rather learned or constructed, and Malay-Malayness has been created as a result of intersecting historical, cultural and social factors at a particular moment in a culture's life and history. Indeed, Malay-Malayness has been constructed by a colonial historiography and subsequently adopted uncritically by most historians in postcolonial Malaysia, both Malays and non-Malays.

Resumen

The objective of this paper is to trace the emergence of the ethnic consciousness of the Hungarians and their becoming an ethnie on the basis of the ethnosymbolist par- adigm’s six criteria. Subsequently, the article also presents the transformation from ethnicity to nationhood based on Anthony D. Smith’s model. From the perspective of the ethnosymbolist approach, the emergence of the Hungarian people can be dated to 970, and the birth of the Hungarian nation to 1848. When applying Smith’s model to the Hungarians, it can be concluded that the Hungarian people only became a nation after more than eight centuries of further transformations. All this suggests that eth- nosymbolism does not go astray in its search for an ‘ethnic core’ of modern nations back in the distant past. Rather, it would be more appropriate to reconsider wheth- er the term ‘nation’ can indeed be applied only within the ideological and temporal framework of historical modernity.

Like many other states, Israel was forged through the struggle of a national liberation movement that likely drew inspiration from an ethnic past and that certainly worked to establish a political framework. Once the state existed, however, its leaders did not regard theethnieas an objective category that would in large measure determine whether a nation would emerge. Instead, they viewed the ethnie as a subject susceptible, in varying degrees, to manipulation, invention, domination, and mobilization. As the prime minister of Piedmont said, “We have made Italy, now we have to make Italians”; or as Israel's first prime minister, Ben-Gurion, put it in April 1951 during the election campaign: “I see in these elections the shaping of a nation for the state because there is a state but not a nation.”

Resumen

Nous nous proposons de suivre l’emploi et les réflexions autour du concept de «minorité linguistique» dans les travaux des linguistes soviétiques des années 1920- 1930. L’État soviétique ne s’est pas uniquement formé suivant un principe territorial et géographique mais aussi selon un principe ethno-culturel. Dans les années 1920, nombre de linguistes ont participé aux recensements ethniques et linguistiques. Ils ont joué un rôle important dans la réalisation du premier recensement soviétique de 1926, en élaborant la nomenclature des ethnies d’Union soviétique et en les distinguant en différentes catégories (nation, peuple, ethnie, minorité linguistique) qui furent ensuite utilisées par les dirigeants dans l’organisation administrative de l’État. Nous nous arrêterons sur l’instrumentalisation du concept de «minorité linguistique», qui devient un objet de discours, et sur l’idée de mettre sur pied une politique linguistique en matière de minorités.

Objectif : L’objectif de cette étude est de mesurer l’influence de l’ethnie du dirigeant de la PME dans la relation : facteurs de contingence et choix des outils de contrôle de gestion dans les petites et moyennes entreprises. Méthode : Pour atteindre cet objectif, une approche mixte est adoptée. La phase qualitative porte sur 30 entrevues et la phase quantitative sur un échantillon de convenance de 650 PME au Bénin. Résultats : Les résultats mettent en évidence un effet positif et significatif entre les variables environnement, informatisation, style de décision en lien avec le choix des outils de contrôle de gestion. Les résultats montrent également que les relations avec les personnes de même ethnie n’assurent aucun rôle de modération dans le lien entre environnement, informatisation de la PME et le choix des outils de contrôle de gestion. Originalité : Rares sont les études en sciences de gestion notamment en contrôle de gestion qui prennent en compte les facteurs socioculturels. L’originalité de cette étude réside dans la prise en compte du facteur socioculturel ethnie en contrôle de gestion.

RésuméLa prise en compte de la diversité ethnique de la population des États soulève de nombreux problèmes géopolitiques. Cet article porte sur les territoires administratifs attribués à des ethnies. D’une manière générale, les États centralisés refusent de créer de tels territoires. Par ailleurs, les territoires ethniques homogènes n’existent pas, ou sont très rares; il est ainsi relativement difficile de leur donner des limites fonctionnelles. Malgré ces réserves, tous les types d’États sont confrontés à ces difficultés. Cet article examine trois cas européens: la région autonome hongroise de Roumanie (1953 à 1968), le Tatarstan en Russie et le Pays basque en Espagne et en France. Grâce à ces trois exemples, on peut esquisser la complexité des problèmes liés à la création ou au maintien des territoires à caractère ethnique et rappeler que tout découpage administratif, surtout s’il est lié à une ethnie, s’interprète avec précision dans une logique de rapport de force entre centre et périphérie.

La validité scientifique des concepts de classe sociale, de « race » et d'ethnicité3 a fait l’objet d'un intense débat dans les sciences sociales depuis plus d'une vingtaine d’années. This article investigates the portrayal of the pledge of allegiance in school textbooks of middle school with a focus on nation construction. Drawing on the Ethno-Symbolist approach to nation formation, as developed by Anthony Smith, the school textbooks are analyzed qualitatively. The findings reveal that pledge of allegiance is portrayed as a national symbol that characterizes Moroccan nation formation and persistence over a long durÃ©e, from ethnie to pre-modern to a modern entity.

By applying ethno-symbolist approach in studying premodern ethnic community shaping, this article analyzes the role of the most important saintly, martyr and heroic figures of the Serbian folk epics in development of the Serbian ethnicity up to the nineteenth century. This symbolic content was viewed through the prism of the theoretical concept of ethno-history, i.e. as a part of a complex ethnic narrative which contains different parts of myths and historical memories of members of an ethnie. Special attention was given to explanation of social conditions which were, in historical perspective, defining character of collective memory of premodern Serbs. Findings of the researches showed that epic characters of Prince Lazar, Milos Obilic, and Prince Marko, as well as protagonists of poems about Serbian battles against Ottoman Empire from the beginning of the nineteenth century, originated as a result of different group interests and needs initiated by political, cultural and economic features of the time when the poetry was made. By the same token, historical role of the Serbian church, as well as the influence of centuries of social subordination of the members of Serbian ethnic community during the Ottoman reign. Findings of this analysis leads to a conclusion that building of an ethnical identity, as a rule, is not a linear and spontaneous process, marked with continual accumulation of memories, and its development is defined with the moments of collective forgetting, much needed for the survival of the group.
