Since the 2001 administrative reform, the Cabinet Secretariat has played an increasingly important role as core executive in Japan's policy-making. With newly defined authority and expansion of the office, the Secretariat has dealt with politically difficult policies and demonstrated its ability to coordinate conflicting interests among various ministries.

In this article I argue that, the Secretariat of the Convention on Biological Diversity (CBD), led by its autonomously entrepreneurial Executive Secretary, influences overlap management by strategically linking biodiversity and climate change issues. The objective of the article is to investigate the spatial relationship between socio-economic characteristics, demographics, terrestrial communication networks, and crime in the municipalities of Chiapas.
