In this article I argue that, the Secretariat of the Convention on Biological Diversity (CBD), led by its autonomously entrepreneurial Executive Secretary, influences overlap management by strategically linking biodiversity and climate change issues. Specifically, the Secretariat marketed (filtered, framed, and reiterated) strategic frames of the biodiversity-climate change interface that reframed biodiversity from a passive victim of climate impacts, to an active player in climate response measures (i.e. adaptation). This reframing is significant in that a major hurdle to selling the benefits of biodiversity conservation to countries with more pressing development concerns has been the perceived limited relevance of conservation to human well-being. In emphasizing biodiversity's role in human adaptation and security, the Secretariat has begun to shape member state discourse surrounding the biodiversity-climate change linkage. Ultimately aimed at enriching our emerging theoretical understanding of the role of international bureaucracies in global governance, this article illuminates: (1) how the Secretariat understands and manages biodiversity-climate linkages; (2) the origins of the Secretariat's understanding and activities surrounding this issue; and (3) how Secretariat participation in overlap management is beginning to influence CBD political processes and outcomes.

Resumen
The main problem that is manifested in this research is the evidence that even in the fields of professional development of individuals, the thought is maintained that some careers and work functions should only be developed by women and others are exclusively for men. These stereotypes have been expressed in a general way in professions such as the executive secretary, which has been a manifestation of the gender inequality that still prevails. This study had a qualitative approach, considering as historical-logical methods that allowed us to understand the dynamics of the conception of the career of Executive Secretariat in its historical evolution; the documentary-bibliographic, for the compilation of previous investigations; analysis and synthesis throughout the investigative and inductive-deductive process, to analyze in detail the general elements through the determination of the analysis indicators. The professionals of the ULEAM Executive Secretariat Career, from the cohorts (1975-1979; 2019 (1) and 2019 (2) are taken as an empirical reference. The results of the current behavior of this profession do not show greater evolution in Regarding gender equality, since the number of graduates is still very small in relation to the number of graduates; and in general, 100% of the interviewees highlighted that they have felt uncomfortable in the processes of insertion and job performance, due to gender stereotypes assigned to this profession .

Resumen
The objective of the article is to investigate the spatial relationship between socio-economic characteristics, demographics, terrestrial communication networks, and crime in the municipalities of Chiapas. The methodology includes a multiple spatial regression model estimated with maximum likelihood. We obtained the information from the Executive Secretariat of the National Public Security System (SESNSP, 2019) and the 2015 Intercensal Survey (INEGI, 2015) at the municipal level. The results confirm that the municipalities connected by road and rail networks have higher unemployment rates and extreme poverty. They also present higher crimes rates such as robbery to passers-by and homicides. The results can be used as a public policy instrument to target crime prevention and containment programs.

This article examines the organizational evolution of Communist Party control over lawmaking processes and institutions in post-Mao China. In particular, it charts the erosion and decentralization of Party control which has accompanied the rise of lawmaking since 1978. The unity of Party control over lawmaking has frayed and dissipated dramatically in these years, as more and more important policy issues are resolved outside the arena of the Party's central decision-making organs (such as the Politburo, the Secretariat, and so on). This decentralization has been matched by a corresponding increase in the institutional power, autonomy and assertiveness of the government (executive) lawmaking offices, and other more open policy-making arenas, most notably the National People's Congress, but also including the Supreme People's Court.

The first disagreements between Russia's Provisional Government and the Ukrainian Central Rada emerged in the spring and summer of 1917, right after the proclamation of the Rada's First Universal and the formation of the Ukrainian executive body, the General Secretariat. The arrival in Kiev in July 1917 of the Russian governmental delegation, consisting of Alexander Kerensky, Irakly Tsereteli and Mikhail Tereshchenko, and the attempts to work out a compromise—which found their embodiment in the Second Universal—led, in fact, to the political crisis in Petrograd. The majority of the Kadet ministers refused to approve the results of the negotiations in Kiev and tendered their resignations.

The article discusses the implementation of the “UNESCO Operational strategy for youth 2014–2021”, developed by the UNESCO Secretariat and proposed on November 21, 2012, at the 191 session of the Executive Board . The “UNESCO Operational Strategy on Youth for 2014–2021” (OSY) was developed as a complementary document to “The UNESCO Medium-Term Strategy for 2014–2021” (37 C/4) that calls for the mainstreaming of specific interventions concerning youth . The document was endorsed by a consultative meeting held by the Director-General of UNESCO with the member states of the organisation . The new emphasis in this area of UNESCO’s work is reflected in the main complementary cross-cutting areas, such as (a) policy development and review with the participation of young people; (b) capacity development for the transition to adulthood; c) citizenship, democratic participation and special innovations .

AbstractThis paper responds to national policy directives intended to improve the US government’s capacity to protect national security from the adverse impacts of invasive species. It is the final, synthesizing contribution to a Special Issue of Biological Invasions comprising 12 papers that collectively inform the development and implementation of a national program for the early detection of and rapid response to invasive species (EDRR). The blueprint sets forth policies, goals, and actions to be taken by relevant Executive Branch agencies and components of the Executive Office of the President to develop a national EDRR program, appropriations permitting. It is designed to function as guidance for advancing federal policy through Presidential, Secretarial, and/or Congressional directives. Those committed to protecting national security, the economy, and the well-being of American people are forewarned that our ability to establish a national EDRR program is undermined by the diminishment of the federal workforce; institutional structures, policies, and programs; and directly applicable leadership mechanisms, including the National Invasive Species Council, Invasive Species Advisory Committee, and their managerial Secretariat.

Este estudo investigou como a participação do discente do curso de Secretariado Executivo da Universidade Federal do Ceará no Centro Acadêmico pode contribuir com o seu desenvolvimento acadêmico, profissional e social. A pesquisa se justifica pela necessidade de demonstrar a influência da participação na entidade na formação do estudante. A abordagem teórica considerou autores como Silva et al. (2017), Fleury e Fleury (2001), Souza (2004), dentre outros. Metodologicamente, realizou-se um estudo de caso qualitativo e descritivo, por meio de entrevista indireta a 17 participantes do Centro Acadêmico de Secretariado Executivo. Os principais resultados apontam que a entidade agrega valor por aumentar o engajamento na universidade; garantir o contato com competências, como comunicação, controle emocional, liderança, planejamento e programação de projetos; e propiciar o convívio com causas sociais. Destarte, a entidade é capaz de contribuir para a formação universitária como um todo. ABSTRACTThis paper investigated how the involvement of the student of the Executive Secretariat course at the Federal University of Ceará in the academic center can contribute to their academic, professional, and social development. The research is justified by the need to demonstrate the influence of participation in the entity in the education of the undergraduate. The theoretical approach considered authors such as Silva et al. (2017), Fleury and Fleury (2001), Souza (2004), and others. Methodologically, a qualitative and descriptive case study was conducted, through an indirect interview with 17 participants from the Academic Center of Executive Secretariat. The main results point out that the entity adds value by increasing engagement at the university; guaranteeing contact with competencies, like communication, emotional control, leadership, planning and project scheduling; and by promoting coexistence with social causes. Thus, the entity can contribute to university education as a whole.

This paper presents the Executive Secretariat of Interamerican Drug Abuse Control Commission (ES/CICAD)'s successful experience introducing drug related content into nursing curricula, fostering the implementation of outreach activities at the community level, and promoting research studies on drug issues in Latin America. The "Critical-holistic international health model applied to the drug phenomenon" is used as the project's theoretical framework. The three basic components of the project are education, outreach activities, and drug research studies, which provide the scientific basis for the development and advancement of future nursing professionals to work and study drug issues in Latin America. Through this project, more than 50,000 nursing students have been or are being educated on drug-related issues; the participating schools have implemented 400 outreach activities, developed more than 500 research studies on drug-related issues, and published more than 270 articles in national and international peer-reviewed journals. The ES/CICAD Schools of Nursing Project has served as a model to address the drug phenomenon from an international health perspective for other academic areas such as medicine, public health, education, psychology, social work, social communication, and law in Latin America.

This chapter discusses the corporate structure of the Singapore International Arbitration Centre (SIAC), which is composed of the Board of Directors, the Court of Arbitration of the SIAC, the Chief Executive Officer (CEO), and the secretariat. The Board constitutes lawyers and business executives. They had quasi-judicial functions under the 2010 SIAC Rules. The SIAC Court includes leading arbitration specialists from different countries. It oversees the work of the SIAC Secretariat and performs certain quasi-judicial functions previously performed by the SIAC Chairman and Committees of the Board. The CEO is responsible for the overall management and operations of SIAC, such as business development and marketing functions. The Secretariat is responsible for the day-to-day administration of disputes referred to SIAC, as well as the organization's business development.

The United Nations Secretary-General and the United Nations Security Council spend significant amounts of time on their relationship with each other. They rely on each other for such important activities as peacekeeping, international mediation, and the formulation and application of normative standards in defense of international peace and security—in other words, the executive aspects of the UN’s work. The edited book The UN Secretary-General and the Security Council: A Dynamic Relationship aims to fill an important lacuna in the scholarship on the UN system. Although there exists an impressive body of literature on the development and significance of the Secretariat and the Security Council as separate organs, an important gap remains in our understanding of the interactions between them. Bringing together some of the most prominent authorities on the subject, this volume is the first book-length treatment of this topic. It studies the UN from an innovative angle, creating new insights on the (autonomous) policy-making of international organizations and adding to our understanding of the dynamics of intra-organizational relationships. Within the book, the contributors examine how each Secretary-General interacted with the Security Council, touching upon such issues as the role of personality, the formal and informal infrastructure of the relationship, the selection and appointment processes, as well as the Secretary-General’s threefold role as a crisis manager, administrative manager, and manager of ideas.

This chapter examines the policy making role of key central agencies within the Canadian federal core executive, and in particular their role in initiating, contesting, directing and coordinating policy advice across government. The chapter considers the three formal public service central agencies—the Privy Council Office, the Department of Finance and the Treasury Board Secretariat—as well as the Prime Minister’s Office which, although lacking formal authority to act for the Prime Minister, is nevertheless integral in providing policy advice to the head of government and coordinating policy development among ministers’ partisan political staff. Using elite interviews and documentation obtained through Access to Information, the chapter explores the advisory instruments of policy briefing notes and memoranda to cabinet as well as general advisory processes in the central executive.

This chapter examines why states decided to delegate key monitoring tasks to private actors in the Clean Development Mechanism (CDM) of the Kyoto Protocol. It first provides an overview of the origins of the CDM before discussing the involvement of the Global Environment Facility, the World Bank, the UN Framework Convention on Climate Change Secretariat, and the International Organization for Standardization (ISO) in the CDM. It also presents three reasons behind delegated authority in the CDM, and specifically why private actors were selected to serve as the “atmospheric police” of the CDM. First, the private sector had relatively long-standing experience in the intricacies of measuring carbon offsets. Second, powerful states agreed that this market mechanism should be part of the Protocol, and that a third-party verifier was needed to monitor the quality of offset projects. Finally, there was a focal institution, the CDM Executive Board, to screen and oversee agents.

Implementation of market transformations in the new era of Ukrainian statehood objectively requires the development of a qualitatively new model of economy, primarily focused on ensuring sustainable socio-economic development. At the same time, ensuring the sustainable development of any country should be based on sound environmental policy, which requires a certain level of environmental culture and education. At the same time, ecological culture acts as a special direction of human life, on which not only the natural existence of modern civilization, its sustainable development, but also the future of the next generations, depends significantly. Without a clear understanding of the whole range of environmental issues, one cannot understand why some ethnic groups live in harmony with nature while others leave behind ruins. Why in some cases human life creates harmonious landscapes and ecosystems and in other cases the environment becomes a desert? The authors set out to explore the theoretical and methodological principles of ecological rehabilitation of urban areas, to substantiate the phenomenon of ecological rehabilitation in the context of achieving Sustainable Development Goals, to determine the role and place of environmental education as an integral part of the struggle for environment and ecological rehabilitation. The research hypothesis is based on the assumption that today in Ukraine the issues of ecological development of territories, preservation of the natural environment and ecological education of the local population are of special importance. The state leadership, executive bodies of all levels, local self-government bodies, public associations should, first of all, take care of the issues of preservation of the natural environment, rational use of national resources, rehabilitation of territories affected by human activities. Not only the current state of socio-economic development of the state, the health of the nation, but also the future of Ukrainian independence depends on how successfully these issues will be resolved. The practical purpose of the publication was to develop practical recommendations for increasing the role and place of local governments in the ecological rehabilitation of urban areas. Given the scientific and practical significance of the problem of environmental security of Ukraine at the present stage of state formation, it is planned to continue research on the problems of ecological rehabilitation of urban areas, primarily in the context of finding new mechanisms for public management of sustainable development of large cities.

This chapter follows the historical trajectory of Strampelli’s Ardito wheat into Portugal to participate in the Wheat Campaign of Salazar’s fascist regime. When examining the Portuguese case, the narrative explores how new standardized forms of wheat contributed to the development of all embracing corporatist state agencies, a critical subject in the new fascist social order: corporatism promised a society built on organic units and “economic solidarities” in contrast to the alleged artificiality of liberal ideology based on individuals as well as to the Bolshevik obsession with social classes. The technoscientific organisms produced at the National Agricultural Experiment Station (EAN) led by the geneticist António Sousa da Câmara, the executive head of the Wheat Campaign, promised to sustain the futurism of the past announced by the propaganda of the Portuguese corporatist New State.

This chapter focuses on the so-called ‘Boards’ or ‘Councils’ of international organizations (IOs). Alongside a central congress in the form of an ‘Assembly’ and a Secretariat, the Board completes the ‘elementary triad’ forming the basis of the institutional structure of most IOs. Boards differ in almost every aspect: their name, composition, meeting frequency, competences, decision-making procedures, etc. Critical analyses of the increasing role of IOs often relate to extensive regulatory and executive powers of Boards, or the sub-organs and agencies created by them. While technological developments and the increasing complexity of many issues (e.g. the environment, health or finances) calls for a certain distance between the actual rule-makers and politics, this development also caused an intensified debate on the (democratic) legitimacy and accountability of the normative bodies. In that sense, not so much the Boards themselves will be the subject of academic debates, but more the normative institutional machinery in the form of committees and agencies that acts under their mandate, both formally or informally.

This chapter explores the influence of public policy on small third sector social enterprises in four UK regions. The importance and contribution of small social enterprises contribution to the economy is well established. They are regarded as an integral part of the delivery of public services in the UK. Public policy, in turn, shapes the environment in which these organisations are developed. Due to limited research on how public policy are impacting on small regional small social enterprises. Semi-structured interviews were conducted with the Chief Executive Officers (CEOs) in the: East Midlands, South East, South Wales and Yorkshire and Humber regions to understand how public policy framework poses challenges and/or support small third sector social enterprises. The research finding contributes to the empirical research investigating the insinuation of these regional variations on their development and survival.

Today, California’s coast reflects residents’ dual desire to protect a remarkable environment and a high quality of life. The world-famous coastline is integral to the state’s economy, to residents’ sense of well-being, and to the California Dream. In Big Sur, residents and local officials pioneered creative preservation measures that would later become common throughout the state. World Health Organization (WHO) is the specialized agency of the United Nations (UN) which was established in 1948. It has its Headquarters in Geneva, 6 different Regional Offices and149 Country Offices. World Health Organization’s mandate, priority areas and working fields are decided by its Member States. Its primary decision-making body is the World Health Assembly (WHA) with WHO Executive Board (EB). World Health Organization’s work is determined and reviewed at the WHA by instructions and approval of official delegations authorized by Member States. World Health Organization Director General and staff, together constituting Secretariat, are responsible of implementation of decisions. WHO is an organization that is setting standards and norms in the field of global health, therefore WHO has an impact and mandate on particularly as the directing and coordinating authority, norm and standard setting agency, providing support in cases of emergencies and development of health policies health systems countries. Being a legal framework of detection and control of public health risks at its origin before crossing border, The International Health Regulations (IHR imposes some obligations on WHO and assigns some responsibilities on Member States. Some global health problems and lately the COVID-19 pandemic has led to some criticisms on World Health Organization and brought up the future of World Health Organization for discussion in the post-pandemic era.

Juan Pablo Milana and the environmentalists of San Juan Province left a memorable impression in the mind of Argentina’s Environment Secretary, Romina Picolotti. But she realized that fighting a glacier protection battle against the very well entrenched mining industry could be a defining con¬frontation for her tenure as Secretary. If she lost the battle, it would mean her inevitable resignation as head of the agency. In her short time inside politics, she had already learned to pick her battles carefully because the political stakes were always at the highest level. The loss of any battle, however small, could be the end of her political favor with President Nestor Kirchner. And, in her case, because she was a public figure brought to the administration on technical expertise and not because of any political track, that would probably mean the end of her political career. Environment was not a priority issue for Argentina, although, as in many parts of the world, it was slowly gaining social recognition and consequently political force (these generally come in that order). As such, any politically unmanageable problem from the low-profile Environment Secretariat could mean unnecessary and unwanted political conflict for the executive branch. It would not be tolerated. Furthermore, both the president and his eventual successor Cristina Fernandez, for whom Picolotti would continue as Environment Secretary, were from prov¬inces heavily entrenched in industry—the extractive oil and gas industry—and their outlook on development was mostly aligned with and tied to the oil sec¬tor. They believed that large tracts of land without industry and development (of which Argentina has many) is land gone to waste. One preposterous plan to emerge in their home province of Santa Cruz, site of Argentina’s Glacier National Park, was to build a massive dam (Condor Cliff Dam, renamed the Nestor Kirchner Dam) by flooding a large glacier lake (Lago Argentino) well above its natural water line to harness hydrological power for downstream communities. This would flood and disturb numerous glaciosystems.But Nestor Kirchner had confided to Picolotti when he first brought her to his administration as Environment Secretary that his generation did not understand environmental issues.
