In this article I argue that, the Secretariat of the Convention on Biological Diversity (CBD), led by its autonomously entrepreneurial Executive Secretary, influences overlap management by strategically linking biodiversity and climate change issues. Specifically, the Secretariat marketed (filtered, framed, and reiterated) strategic frames of the biodiversity-climate change interface that reframed biodiversity from a passive victim of climate impacts, to an active player in climate response measures (i.e. adaptation). This reframing is significant in that a major hurdle to selling the benefits of biodiversity conservation to countries with more pressing development concerns has been the perceived limited relevance of conservation to human well-being. In emphasizing biodiversity's role in human adaptation and security, the Secretariat has begun to shape member state discourse surrounding the biodiversity-climate change linkage. Ultimately aimed at enriching our emerging theoretical understanding of the role of international bureaucracies in global governance, this article illuminates: (1) how the Secretariat understands and manages biodiversity-climate linkages; (2) the origins of the Secretariat's understanding and activities surrounding this issue; and (3) how Secretariat participation in overlap management is beginning to influence CBD political processes and outcomes.

The main problem that is manifested in this research is the evidence that even in the fields of professional development of individuals, the thought is maintained that some careers and work functions should only be developed by women and others are exclusively for men. These stereotypes have been expressed in a general way in professions such as the executive secretary, which has been a manifestation of the gender inequality that still prevails. This study had a qualitative approach, considering as historical-logical methods that allowed us to understand the dynamics of the conception of the career of Executive Secretariat in its historical evolution; the documentary-bibliographic, for the compilation of previous investigations; analysis and synthesis throughout the investigative and inductive-deductive process, to analyze in detail the general elements through the determination of the analysis indicators. The professionals of the ULEAM Executive Secretariat Career, from the cohorts (1975-1979; 2019 (1) and 2019 (2) are taken as an empirical reference. The results of the current behavior of this profession do not show greater evolution in Regarding gender equality, since the number of graduates is still very small in relation to the number of graduates; and in general, 100% of the interviewees highlighted that they have felt uncomfortable in the processes of insertion and job performance, due to gender stereotypes assigned to this profession .

Resumen
The objective of the article is to investigate the spatial relationship between socio-economic characteristics, demographics, terrestrial communication networks, and crime in the municipalities of Chiapas. The methodology includes a multiple spatial regression model estimated with maximum likelihood. We obtained the information from the Executive Secretariat of the National Public Security System (SESNSP, 2019) and the 2015 Intercensal Survey (INEGI, 2015) at the municipal level. The results confirm that the municipalities connected by road and rail networks have higher unemployment rates and extreme poverty. They also present higher crimes rates such as robbery to passers-by and homicides. The results can be used as a public policy instrument to target crime prevention and containment programs.

This article examines the organizational evolution of Communist Party control over lawmaking processes and institutions in post-Mao China. In particular, it charts the erosion and decentralization of Party control which has accompanied the rise of lawmaking since 1978. The unity of Party control over lawmaking has frayed and dissipated dramatically in these years, as more and more important policy issues are resolved outside the arena of the Party's central decision-making organs (such as the Politburo, the Secretariat, and so on). This decentralization has been matched by a corresponding increase in the institutional power, autonomy and assertiveness of the government (executive) lawmaking offices, and other more open policy-making arenas, most notably the National People's Congress, but also including the Supreme People's Court.

The first disagreements between Russia's Provisional Government and the Ukrainian Central Rada emerged in the spring and summer of 1917, right after the proclamation of the Rada's First Universal and the formation of the Ukrainian executive body, the General Secretariat. The arrival in Kiev in July 1917 of the Russian governmental delegation, consisting of Alexander Kerensky, Irakly Tsereteli and Mikhail Tereshchenko, and the attempts to work out a compromise—which found their embodiment in the Second Universal—led, in fact, to the political crisis in Petrograd. The majority of the Kadet ministers refused to approve the results of the negotiations in Kiev and tendered their resignations.

The article discusses the implementation of the “UNESCO Operational strategy for youth 2014–2021”, developed by the UNESCO Secretariat and proposed on November 21, 2012, at the 191 session of the Executive Board . The “UNESCO Operational Strategy on Youth for 2014–2021” (OSY) was developed as a complementary document to “The UNESCO Medium-Term Strategy for 2014–2021” (37 C/4) that calls for the mainstreaming of specific interventions concerning youth . The document was endorsed by a consultative meeting held by the Director-General of UNESCO with the member states of the organisation . The new emphasis in this area of UNESCO’s work is reflected in the main complementary cross-cutting areas, such as (a) policy development and review with the participation of young people; (b) capacity development for the transition to adulthood; c) citizenship, democratic participation and special innovations .

AbstractThis paper responds to national policy directives intended to improve the US government’s capacity to protect national security from the adverse impacts of invasive species. It is the final, synthesizing contribution to a Special Issue of Biological Invasions comprising 12 papers that collectively inform the development and implementation of a national program for the early detection of and rapid response to invasive species (EDRR). The blueprint sets forth policies, goals, and actions to be taken by relevant Executive Branch agencies and components of the Executive Office of the President to develop a national EDRR program, appropriations permitting. It is designed to function as guidance for advancing federal policy through Presidential, Secretarial, and/or Congressional directives. Those committed to protecting national security, the economy, and the well-being of American people are forewarned that our ability to establish a national EDRR program is undermined by the diminishment of the federal workforce; institutional structures, policies, and programs; and directly applicable leadership mechanisms, including the National Invasive Species Council, Invasive Species Advisory Committee, and their managerial Secretariat.

Este estudo investigou como a participação do discente do curso de Secretariado Executivo da Universidade Federal do Ceará no Centro Acadêmico pode contribuir com o seu desenvolvimento acadêmico, profissional e social. A pesquisa se justifica pela necessidade de demonstrar a influência da participação na entidade na formação do estudante. A abordagem teórica considerou autores como Silva et al. (2017), Fleury e Fleury (2001), Souza (2004), dentre outros. Metodologicamente, realizou-se um estudo de caso qualitativo e descritivo, por meio de entrevista indireta a 17 participantes do Centro Acadêmico de Secretariado Executivo. Os principais resultados apontam que a entidade agrega valor por aumentar o engajamento na universidade; garantir o contato com competências, como comunicação, controle emocional, liderança, planejamento e programação de projetos; e propiciar o convívio com causas sociais. Destarte, a entidade é capaz de contribuir para a formação universitária como um todo. ABSTRACTThis paper investigated how the involvement of the student of the Executive Secretariat course at the Federal University of Ceará in the academic center can contribute to their academic, professional, and social development. The research is justified by the need to demonstrate the influence of participation in the entity in the education of the undergraduate. The theoretical approach considered authors such as Silva et al. (2017), Fleury and Fleury (2001), Souza (2004), and others. Methodologically, a qualitative and descriptive case study was conducted, through an indirect interview with 17 participants from the Academic Center of Executive Secretariat. The main results point out that the entity adds value by increasing engagement at the university; guaranteeing contact with competencies, like communication, emotional control, leadership, planning and project scheduling; and by promoting coexistence with social causes. Thus, the entity can contribute to university education as a whole.

This paper presents the Executive Secretariat of Interamerican Drug Abuse Control Commission (ES/CICAD)'s successful experience introducing drug related content into nursing curricula, fostering the implementation of outreach activities at the community level, and promoting research studies on drug issues in Latin America. The "Critical-holistic international health model applied to the drug phenomenon" is used as the project's theoretical framework. The three basic components of the project are education, outreach activities, and drug research studies, which provide the scientific basis for the development and advancement of future nursing professionals to work and study drug issues in Latin America. Through this project, more than 50,000 nursing students have been or are being educated on drug-related issues; the participating schools have implemented 400 outreach activities, developed more than 500 research studies on drug-related issues, and published more than 270 articles in national and international peer-reviewed journals. The ES/CICAD Schools of Nursing Project has served as a model to address the drug phenomenon from an international health perspective for other academic areas such as medicine, public health, education, psychology, social work, social communication, and law in Latin America.

ABSTRACT This study is entitled “Government Management Transformation in Sukabumi Regency.” This study is set either by Local Governments or public having not understanding of Regency Sukabumi problems and conditions in terms of geographic, demographic, administrative, economic, and social conditions. This study is designed to know how government management transformation in the dimensions of reframing, restructuring, revitalization, and renewal in Sukabumi Regency. This study was conducted by using a descriptive method and qualitative approach. Informant involved in this study using purposive technique comprises Deputy Regent of Sukabumi, Assistant Chairman of Assembly at provincial level, Chief Executive of Agency for Regional Development, Chief Executive of Living Space Management Agency, Head of Educational Department, Head of Health Department, Head of Housing, Layout, and Cleanliness Agency, and Legal Administrative Section Head ofSukabumi Regency Secretariat. The results of the study showed that there was change in the dimension of reframing, an increase in local vision of 2016 by Regent of Sukabumi turnover. Second dimension is restructuring taking place in dynamic fashion fit the current development of Sukabumi Regency; however, Sukabumi Regency could not to delivery public services. In the third dimension, revitalization, some matter was made but it is not accompanied by adequate change in regulation. While in the fourth dimension, renewal, it is not all of them are put in good run in relation to whole physical condition. There is less education in social sector for human resources development; i.e., public service. In conclusion, under this study, the management transformation was made, but not maximal, in terms of reframing, restructuring, revitalization, and renewal in Sukabumi Regency. This work seeks to analyze the National Commission on the Sustainable Development Goals (CNODS, in Portuguese) from its constitution, structure and first delivers. Created in 2016, its installation and work began after the representatives took office in June 2017. It is presented as a collegiate, consultative organ, with parity between the government and civil society, to advance social participation. Among its competences lays the proposition of an action plan to implementations of the UN’s 2030 Agenda to Sustainable Development in Brazil. We seek to verify whether the commission complies to those aspects within its mandate during the first years of functioning. For that, we searched the Brazilian government’s official publications’ digital archive, from 2015 and 2017 and the documents available at the commission’s website. We highlight the decree that created it (Decreto nº 8.892/2016) and the 2017-2019 Action Plan. We concluded the commission is a weak governance instrument, with restricted and limited social participation and underrepresentation of subnational governments. It predisposes the prominence of the Federal Executive Secretariat and lacks the participation of important sectorial agencies inside the SDGs scope. During the period, its strategic planning stayed restricted to short-term planning.

AbstractFor 40 years the Intergovernmental Oceanographic Commission (IOC) has been the most important international body promoting understanding of ocean processes. Originating from a programme of UNESCO, in 1960 the IOC became a separate unit of UNESCO. The status of the IOC is regulated by Statutes which were substantially revised in 1999. These Statutes define the IOC as a part of UNESCO with functional autonomy limiting the authority of UNESCO bodies to supervise the IOC. This functional autonomy is reflected in the purposes and functions of the IOC, its relations with other international organisations and its own membership regulations. It is also reflected in its organisational structure, which consists of an Assembly, an Executive Council, a Secretariat and subsidiary bodies. The IOC is financed by UNESCO, with additional contributions allocated by Member States. The activities of IOC aim to improve our knowledge of the oceans and are increasingly directed towards the issues of responsible ocean management and sustainable development. The programmes are subdivided into ocean science projects, operational observing systems and ocean services. A special focus is training and education as well as mutual assistance in the field of ocean sciences as a contribution towards capacity building as a prerequisite for worldwide programmes. In performing its tasks the IOC enjoys partial autonomy under international law. However, its functional autonomy is considerably limited by the fact that programme and budget planning has to be approved by UNESCO, and that the funds and the personnel for the Secretariat are primarily provided by UNESCO. On the other hand it benefits from the facilities and opportunities offered from UNESCO so that the integration into this organisation and, simultaneously, the granting of a functional autonomy, constitutes a viable and economic way of promoting international co-operation with a view to improving our knowledge of the oceans.

This article consecrates topical issues of executive power, which points to one of the most acute problems of world society. The executive branch is recognized as one of the three branches of the unified state power by the current constitutional doctrine and practice of the Republic of Kazakhstan - a unitary state with a presidential form of government. The process of management constant development has a direct impact on the system of executive power and the structure of individual executive bodies, generates the demand for an in-depth analysis of this influence, its consideration in the creation and functioning of an integral, rational, effective state mechanism. In order to create a modern complex theoretical vision for the scientific legal foundations of a strong and effective executive branch operating in the public system of the Republic of Kazakhstan, which is established as a democratic, legal, social and secular state, the highest value of which is a human, his rights and freedoms, in this study are considered the theoretical concepts, practical aspects of the concept and executive power place as a full-fledged element of the state - the object of the constitutional, administrative and legal sanctions; system, structure, legal and organizational forms of executive bodiesactivity; as well as the main problems of legislative regulation, further construction and functioning of the executive power in Kazakhstan.Recommendations and proposals have been developed to improve a number of legal measures for the executive power enhancement. The analysis of the main historical studies that explain the nature of executive power in foreign countries and in Kazakhstan and its main role in the development of the state and law is carried out.

The article examines the features of the international search for persons seeking or granted asylum, provides information on the recommendations and principles in force in this area, as well as on the decisions of the General Assembly of Interpol, the General Secretariat and the Executive Committee of Interpol. The article considers the official statistics, domestic and foreign legislation and scientific literature on the topic of the work. The purpose of the study is to analyze the system of abuse of the possibilities of including persons seeking and receiving refugee status into the international wanted list, or, conversely, unilateral termination of the international search for such persons by units of the Interpol General Secretariat. The methodological basis of the research was formed by the statistical method, analysis, synthesis, induction, system-structural and formal-logical methods. As a result of the work carried out, a sufficiently detailed analysis of Russian and international legislation in this area, as well as the genesis of the latter’s development in different periods, is provided. The problems of legal regulation of the international search for persons seeking or granted asylum, and the stemming from them abuses on the part of the wanted persons and the states of stay, are considered. The article examines the foreign experience in granting asylum to persons wanted by Interpol, as well as the attitude of international organizations to the problem under consideration. These provisions will positively affect the protection of the rights and legitimate interests of victims of criminal encroachments, the implementation of the principle of inevitability of punishment. Conclusions are made about the importance of the Russian Federation’s efforts to overcome the existing problems of finding persons who evade criminal responsibility and punishment, and who have received refugee status in foreign countries.

With his vast experience across the private and public sectors, particularly in multilateral development banks, Mr. Jin Liqun currently serves as Asian Infrastructure Investment Bank (AIIB)’s first President since its founding in 2016, following a stint as Secretary-General of the Multilateral Interim Secretariat created to establish the bank. Nation-building refers to the process of constructing or structuring a national identity using the power of the state. Natural resources and technologies associated with it and their use have been an integral part of human life, as old as civilization. The land formed the main ingredients of a natural resource. Pakistan is fortunate because its soils, topography and climate are generally suitable for farming, but its agriculture sectors face the problem of scarcity of water in regions like Multan. The development of irrigation resources was, therefore, one of the major concerns of the Governments who ruled the region. Like other Punjab districts, Multan witnessed the commercialization of agro products and the growth of market towns following the extension of irrigation and communication facilities. However, it was immensely transformed by the Sidhnai Canal Colony system. This paper also attempts to analyze the economics of conjunctive water management practices in Tehsils of Colonial Multan. This research is based on original non published official reports from Punjab Civil Secretariat Lahore and British Indian Library London. The paper is mainly based on archival documentation, settlement and assessment reports and gazetteers.

Risk management is defined as the systematic process of identifying, evaluating and addressing potential and actual risk. Although introduced to the hospital industry nearly a decade ago, its status in Canadian hospitals remains uncertain, a position that is in sharp contrast to the American situation. Chiefly as a result of the medical malpractice crisis and associated circumstances in the mid-1970s, risk management has emerged as an integral element in the operational activities of American hospitals. The process is a mechanism for self-protection in co-operative, self-insurance arrangements and to secure commercial premium adjustments. Many trends have been recognized in Canada that would suggest a predisposition toward the proliferation of risk management programs. These indicators include an increase in the number and size of claims against hospitals and physicians, a reduction in the availability of commercial health care insurance, and an increase in alternative insurance arrangements. Despite these indicators, movement toward risk management by Canadian hospitals has been minimal. A prime reason appears to be lack of financial incentives to stimulate the development of risk management programs. There is also an absence of specific accreditation standards pertaining to such programs. The case in support of risk management for Canadian hospitals continues to grow. The basic assumptions associated with a program are board, medical and staff support; a concerted effort to recognize and reduce potentially litigious situations and occurrences; and an ability to adapt. The initial steps to develop a risk management program include assessing current risk control activities and implementing structural elements. As well, a program must address its relationship to Quality Assurance activities in the hospital.

The three parameters of postmethod pedagogy proposed by Kumaravadivelu (2001), particularly a pedagogy of possibility, are in line with and drew on the works of such critical pedagogists as Giroux (1988) whose idea of transformative intellectuals viewed it rightful for every individual teacher and learner to actively participate in the process of learning with their entire social, economic and political experiences; and even make reformations to the direction of pedagogy based on their understanding. However, curriculum development, as an integral part of pedagogy, may inhibit this transformative and dynamic learning by restricting teachers to set and prefabricated materials and guidelines. Nonetheless, teachers play a pivotal role in the realization of this transformative process since they are the executive recipients of curricula. This paper is an attempt to shed light on a transformative approach to curriculum development and holds, a transformative approach to curriculum development requires teachers to have a hand in curriculum development when they are invited by the curriculum to act so; and adapt or transform the curriculum when they are constrained by it.

The subject of the study is studying the interaction between the penitentiary system (MIS) and traditional confessions in the execution of sentences related to the isolation of the convict from society. The purpose of the study is to study the religious influence exerted by clergymen representing traditional confessions (the Russian Orthodox Church, etc.) as an integral part of the social impact, which, according to Art. 9 PEC of the RF refers to one of the main means of correcting convicts. The main results of the research, proceeding from the provisions of the penal enforcement legislation, reflect the directions for regulating the exercise of the right of convicts in penal institutions to freedom of conscience and freedom of religion associated with the establishment of restrictions on its implementation by convicts; inviting clergymen to the convicts, their communication and ensuring security in this communication; organization of religious ceremonies and ceremonies; development of the legal framework for the interaction of MIS and traditional confessions by concluding relevant agreements.

The legal aspects of formation and development if integral competence of local council deputies are analyzed in the article.There has been defined the concept of "integral competence of local council deputies such as knowledge, skills, capacities, and sometimes - other important qualities, ways and methods of their implementation into the activities of the local council deputies which are necessary for the successful and responsible fulfillment of their tasks and responsibilities. It has been determined that the profile of integral (pro-active, business-like) competence of local council deputies in Ukraine includes law-making, administrative and jurisdictional (organizational, executive, administrative, coordinative), control and supervisory, informational and analytical; economic (budgetary and planning, etc.), value-oriented (moral and ethical), social and psychological with communicative and consulting competences. The profile is designed mainly for the creative type of activity. The necessity to develop knowledge, skills and capacities of local council deputies to solve urgent problems of local self-government related to decentralization reform has been substantiated.It has been proved that the local council deputy must be highly professional in his/her field, capable to control changes, develop leadership skills, take risks, meet challenges of today. It has been emphasized necessary to provide continuous professional training to local council deputies for their mobility, prompt and effective response to the challenges of society in the context of development the paradigm shift within the state administration and local self-government.It is concluded that ensuring the effective activity of a local council deputy depends directly on his level of integral competence increasing through the vocational training. Leadership is an important component of integral competence. Leadership features include open-mindness and responsibility for self-actualization. The legal bases of formation and development of integral competence of the local councils deputies. There has been investigated defined by the Constitution of Ukraine, laws of Ukraine "On local self-government in Ukraine", "On the status of the local councils deputies " - concerning the content of the profile of integrative competence of local councils deputies in Ukraine, based on the distinguishing of empowerment and competences of the local self-government body; legislation defining the strategy and main directions of the further development of life-long adult education in Ukraine by means of formal, non-formal and informal education, namely: the National Doctrine of Education Development, the National Strategy for Education Development in Ukraine until 2021, the National Qualifications Framework, the laws of Ukraine “On Professional Development of Employees”, “On Employment of the Population”, “On Higher Education”, “On Education”. It is proved that the existing system of vocational training, based on European standards of education development, plays a key role in the process of the integral competence formation for the local councils deputies, and insurance of their continuous professional training. The have been analyzed the legal foundations of the vocational training system for the local councils deputies, which are defined by the Concept of reforming the system of vocational training for civil servants, heads of local state administrations, their senior deputies and deputies, local self-government officials and of local councils deputies under the date of December 1, 2017 No. 974-p , the plan of actiors for its implementation, as well as the corresponding Regulations on the vocational training system.

One of the ways to increase the efficiency of the process of managing continuous dynamic objects is to develop new or improve existing control systems based on modern methods involving the achievements of information technology. The article deals with the creation of highly efficient control algorithms for technological objects, operating in conditions of uncertainty, designed to manage real-life objects. An algorithm is proposed for the structural-parametric adaptation of the PID parameters (proportional-integral-differential) -regulator, which allows to reduce the number of iterations in the learning process of the fuzzy-logical inference algorithm by reducing empty solutions. To determine the empty solutions, hybrid algorithms are used, which include modernized genetic and immune algorithms, which in turn allow you to configure the adaptation parameters of artificial neural network models. A block diagram of an automated control system for executive mechanisms is proposed, which includes a block for adapting the correction of not only parameters, but also the structure of the control system, which allows to reduce the error in the results of training a neuro-fuzzy network from 8 to 1%. The proposed algorithm is simple to implement on microcontrollers, which allows it to be implemented in the tasks of process control in the conditions of information uncertainty in real conditions at the operation stage.

This article presents the methodology and tools for the econometric analysis and assessment of the innovation development of the Russian Arctic regions, under the Triple Helix concept. The econometric calculations based on this methodology allow the express assessment of innovation development of a region and the contribution of the science and education complex (SEdC), industries, and the government, to the integral index of innovation development of this region, using minimum key statistical indicators in the field of science and innovation. The calculation results obtained using the author’s methodology show the adequacy of the express rating, with respect to the rating data obtained using other methodologies. The main advantage of the proposed methodology is the elimination of the human factors arising from the weighing coefficients and the results of the expert assessments used in the other rating methodologies The calculation results obtained using this methodology might be useful to the executive bodies of state authorities, business entities, and scientific and educational institutions, for an express assessment and for making various organizational and managerial decisions on innovation development in a region.

Nesse âmbito, considera-se que o Centro Acadêmico, enquanto organização de terceiro setor, tem como finalidade principal buscar organizar atividades acadêmicas de integração entre os alunos do curso e Stakeholders, visando o seu desenvolvimento; e, por isso, necessita de mecanismos de avaliação e monitoramento para atingir suas metas. Com base nisso, o presente trabalho teve como objetivo geral contribuir com ferramentas de avaliação de desempenho que permita ações relevantes para os processos dos Centros Acadêmicos dos cursos de Secretariado Executivo. Especificamente, buscou-se: (1) verificar se os CAs de Secretariado avaliam o desempenho das equipes através de indicadores; (2) identificar quais indicadores tem sido utilizado no processo de avaliação; e, (3) observar a percepção dos membros dos CAs quanto às contribuições da avaliação de desempenho para os Centros Acadêmicos. A metodologia utilizada caracteriza-se como sendo de natureza bibliográfica, de cunho qualitativo e quantitativo. Como ferramenta de coleta de dados utilizou-se um questionário, o qual foi aplicado aos membros que se predispuseram a responder dos Centros Acadêmicos dos cursos de Secretariado dos estados de Pernambuco, Paraíba, Ceará, Minas Gerais e Pará. Os resultados mostraram que a avaliação de desempenho de equipes é um processo de grande importância nas devidas instituições, visto que, estas funcionam com o propósito de acompanhar e ao mesmo tempo mensurar as atividades que estão sendo desenvolvidas, a fim de proporcionar o crescimento e melhoria das equipes. ABSTRACT The purpose of this work was to present the perception of the importance that team assessment provides for Academic Centers, emphasizing the understanding of this group as an institution. In this context, it is considered that the Academic Center, as a third sector organization, has the main purpose of seeking organize academic integration activities between students of the course and Stakeholders, aiming at their development; and, therefore, it needs mechanisms to achieve its goals. Based on this, the present work had as general objective to contribute with performance evaluation tools that allow relevant actions for the processes of the Academic Centers of the Executive Secretariat courses. Specifically, we sought to: (1) verify whether the Secretariat ACs evaluate the teams' performance through indicators; (2) identify which indicators have been used in the evaluation process; and, (3) verify if the performance evaluation of the teams has contributed to the results of the Academic Centers. The methodology used is characterized bibliographic and exploratory nature, of a qualitative research. As a data collection instrument, a questionnaire was used, which was applied to the members of the Academic Centers of the Secretariat courses in the states of Pernambuco, Paraíba, Ceará, Minas Gerais and Pará. The results showed that the performance evaluation of teams is a process of great importance in the appropriate institutions, since it works with the purpose of monitoring and at the same time measuring the activities that are being developed, in order to provide growth and improvement of teams.

A significant phenomenon in the years of the Great Patriotic War was the evacuation of population, enterprises and institutions to the Eastern regions of the country which changed to a great extent the appearance and gave a new impetus to the economic and socio-cultural development of the rear regions. Molotov region was one of these territories. The Executive Committee of the Molotovsky regional Council of Workers ' Deputies (regional Executive Committee) was responsible for organizing the reception of evacuees, and the city and district Executive committees, village councils, and collective farms were directly responsible for housing the evacuated population. Analysis of the records of local authorities provides an opportunity to study the policy implemented on the ground in relation to the evacuated population. The sources of the study were the documents of local authorities deposited in the funds of the regional Executive Committee, city and district Executive committees of Molotov region, but the funds are presented unevenly. The author comes to the conclusion that in practice of city and district authorities the work with certain categories of the evacuated population occured due to the administrative documents of the Molotov regional Executive Committee, operational tasks for supplying the evacuated population and their employment. It should be noted that the evacuated population as an integral group appeared mainly in summer and autumn 1941, when the main task facing the authorities was the rapid deployment of citizens. A significant ranking during this period was provided by the type of evacuation – organized arrived evacuated population (with enterprises and institutions) and unorganized arrived population (single). Further, in the recordkeeping documentation the ranking of the evacuation population according to definite categories was provided primarily when solving the problems of social supply of citizens and at their statistical accounting. According to the documents a number of groups being under special attention of the local authorities were identified among the evacuated population: children, engineering and technical workers of enterprises arriving for evacuation, evacuated families of red army soldiers, front – line soldiers, families of the red Army command staff, families of responsible party workers. Significant specifics in the mechanisms of work with evac population in certain districts of Molotov region have not been identified.

The establishment and rise of the Council of Australian Governments (COAG) is, on balance, a story of the successful development of an executive-based institution for cooperative governance in the Australian federal system. By contrast, the Council of the Australian Federation (CAF), created in 2006 as a forum for interstate co-operation and policy development, has been far less effective. This article explores the reasons behind CAF's difficulties after a very short-lived initial impact. Integral to this account is the significance of Canadian experience of horizontal intergovernmental relations, which directly inspired the Australian Premiers to found CAF. The numerous indications of political congruence – some temporary, others systemic – between the Canadian and Australian settings obscured a deeper constitutional incongruence between the two jurisdictions and this is fundamental to appreciating CAF's failure as a transplant. CAF's ability to operate effectively as a significant institution was inevitably constrained by the parameters of the Australian federal system that its establishment was, in many ways, seeking to transcend.

AbstractThis article details the reorganization of China's national leadership training system, and analyses the reforms as an integral element of the Chinese Communist Party's efforts to adapt institutionally to a rapidly changing environment. Three main findings are presented. First, the national leadership training system is being remade under the direction of the Party's Central Organization Department to give greater emphasis to the “spirit of reform and innovation,” as seen especially in the creation of the China Executive Leadership Academy in Pudong, Shanghai, and in the formation of sister academies in Jinggangshan and Yan'an. Second, China's political elite have given greater priority to leadership innovation, although they are trying to balance this with ensuring that sufficient attention and resources are also given to preserving the ruling status of the CCP. Third, by establishing the new group of training academies under the COD, the Party is diversifying beyond the Party School system for leadership research and training. The article suggests that the guiding logic behind these reforms is to promote enough innovation in managerial training and research to enable the Party to meet the changing governance requirements of the market transition and economic globalization, while at the same time putting in place institutional measures that help to preserve the Party's rule.

Based on the analysis of the current legislation, the system of subjects of interaction with the State Aviation Service has been determined. These include: the Ministry of Infrastructure of Ukraine (functional ministry), which includes the State Enterprise of Air Traffic Services of Ukraine, the State Enterprise of Air Traffic Services of Ukraine, the National Bureau for Investigation of Aviation Incidents and Incidents with Civil Aircraft, the State Aviation Regulation Department of Ukraine - bodies implementing state policy in civil aviation and the use of Ukrainian airspace. The following features inherent in the subjects of public administration in the field of aviation and the use of airspace of Ukraine: 1) the subject of public administration are both the executive branch and bodies that do not have such a status were endowed with the appropriate powers; 2) orderliness of the activities of all state subjects of regulation of the aviation industry in accordance with a single goal and strategic objectives, which are simultaneously synchronized with the main vector of development of the state. Among such general directions of development we can single out - European integration, economic strengthening of Ukraine, ensuring national security and defense; 3) the broad profile of the activity of state subjects of regulation is due to the fact that aviation is an integral part of the transport sector of the state; 4) taking into account, in carrying out regulatory activities, a large number of international standards, rules and requirements, which in turn implies the ability of the subjects of state regulation to actively work closely with foreign organizations; 5) the ability to integrate, ie integrated perception of the aviation industry and the use of airspace of Ukraine, which is technologically complex, is not limited to air transport, also includes production, repair and modernization, training, economic, land and other legal issues. 6) exclusion of commercial interests in the implementation of regulatory activities by state entities, while streamlining such activities in accordance with the economic interests of the state. It is noted that the field of aviation and the use of Ukrainian airspace is regulated by a large number of public administration entities, which form a complex and multilevel structure that does not benefit the development of this industry. Special emphasis should be placed on the different status of these bodies and the existence of duplicate powers in them. That is why today it is necessary to simplify the existing system as follows: 1. to ensure the independence of the State Aviation Service of Ukraine by obtaining a special status; 2. to subordinate to the State Aviation Service of Ukraine the National Bureau for Investigation of Aviation Incidents and Incidents with Civil Aircraft; 3. eliminate duplication of powers of public administration entities in this area.

The work analyzes the mechanism of legal support of e-democracy development in Ukraine and European Union in a part of formation and implementation of its tools. A position of central executive authorities in Ukraine in the context of e-democracy development is considered. The Ukrainian legislative base of formation and realization of e-democracy tools have been studied, and ones, considered priority in the aspect of their legal support and implementation level, have been separated. These e-democracy tools in Ukraine include: e-consulting, e-petitions, e-appeals, participation budgets (public budgets). The analysis of e-democracy tools, offered and implemented in the EU countries allowed to establish a series of them, needed additional attention from both state authorities of Ukraine and Ukrainian publicity. These tools include: e-voting, e-referendum, e-plebiscites, and e-election process totally. Based on comparison analysis of using e-democracy tools in Ukraine and EU, there have been separated obstacles on the way of potential improvement of the national legal mechanism of e-democracy development as to its tools usage at the national, regional and local levels. The main ones are: imperfection of resource provision of the development legal mechanism; absence of an integral idea of the development strategy of e-democracy as an institution in the state; predominance of e-services automation development over development of tools of active involvement of citizens in participation in the public-political life of the country. Recommendations for public authorities as to improvement of the existent legal mechanism of implementation, use and development of e-democracy tools in a part of development of a series of strategic documents that must fix the priority of e-democracy development, its resource support; comprehensive support to public initiatives as to implementation and development of e-democracy and e-participation tools and so on, have been substantiated.

The article is devoted to the study of topical issues of improving the competence of local governments in the field of urban planning activities in the context of municipal reform. It is argued that the implementation of the European legal standards of urban planning activities of local self-government should be dialectically combined with the general adaptation of Ukrainian land, urban planning, architectural legislation to universal and European principles and norms, in particular with respect to the proper standardization of state architectural and construction control with the transfer of most of the relevant powers to level of executive bodies of local self-government. Thus, European legal standards of urban planning of local governments are framework, creating a certain conceptual standardized model of representative and executive local institutions as urban entities, which is filled with standardized, objectified and filled with specific functions and powers at the national level through the adoption of special institutions, legislative acts. At the same time, the optimal in the current conditions of constitutional decentralization form of implementation of European legal standards of urban planning of local governments is the transformation of the basic principles of sustainable urban development, embodied in universal and regional (European) sources of recommendation. It is emphasized that local self-government today is an integral part of the implementation and livelihood of the population, acting within a single policy of public authorities of each country. In today's world, local self-government is also the basis for the development of democracy, the formation of a common interest and responsibility of residents in the development and resolution of issues at the local level, including urban planning as one of the most important key issues of local importance. At the present stage, the role of international (universal and regional) legal standards for the regulation of urban planning is constantly growing, which requires the development of appropriate ways to implement such standards in the national legal system. It is argued that integrated urban development policies can help to improve these factors, for example, through the cooperation of all participants, support for the creation of network models and the optimization of local structures. The policy of integrated urban development promotes social and intercultural dialogue.

The purpose of the article – to carry out the monitoring and evaluation of agricultural land use sustainability in the post-socialist camp countries. Methodology. During the study, the following methods were used: dialectical, abstract and logical, system analysis, index, and graphical comparison. Monitoring and evaluating of the agricultural land use sustainability involves periodic tracking relevant indicators based on available official statistics, central authorities’ information, local authorities and carrying out, on the basis of monitoring, the ranking in the postsocialist camp countries by comparing the obtained results with their best values. Monitoring and evaluating of the agricultural land sustainability conducted to monitor the process of sustainable agricultural development goals implementation, problems’ identification of regions agricultural land use and their causes, improving the efficiency of administrative decisions of central executive authorities, local authorities and the land market actors. Elements of scientific innovation. Existing methods for determining the integral indicator for comparing the land use sustainability and own method was suggested, by which the relevant calculations and conclusions were made. The proposed methodology ensures the implementation of appropriate objectives and indicators for monitoring the Global Sustainable Development Goals 2016–2030 achievement in Ukraine. Practical significance. The availability of the integral environmental and economic indicators at the macro level is ideal for people who make decisions in terms of consideration of the environmental factors on the country’s development. The main goal of an integral indicator for comparing the sustainability of land use development in the regions of Ukraine creating is to ensure the possibility of ranking these regions in order of their total potential decreasing and thus defining “depressed” for providing the state aid to them. Conclusions. According to the given methods, it has been proved that agricultural land use in the countries of the post-socialist camp has a positive dynamics but the sustainability indicators for all indicators have not achieved yet. It has been defined that Estonia, Latvia, and Slovenia got the first three places; and Croatia, Lithuania, and Romania got the last places in the ranking of sustainability of the agricultural land use for the countries of the post-socialist camp. In accordance with settlements for solving the problems in the area of agricultural land use, the state should focus on less developed regions where the environmental situation is difficult, productivity and land return reduced, slowed population growth, and which have an excessive migration.

The article is devoted to the problems of socio-economic differentiation of municipalities, the excessive manifestation of which forms a threat to the integrity of the socio-economic and territorial space of the region. In order to avoid crisis manifestations of intraregional inequality, it is necessary to constantly monitor the state and trends of socio-economic development of the territories, which will ensure the timely elimination of growing imbalances. To this end, the article proposes a methodological approach to assessing the level of differentiation of socio-economic development of municipalities in the region, which determines the stage of unevenness and analyzes the nature of changes in the processes of interterritorial inequality in the region. The proposed methodology provides for an assessment of the depth and scale of territorial differentiation by individual indicators, which allows us to identify the «pain points» of the socio-economic development of the region. To assess the overall level of socio-economic differentiation, an integral indicator is calculated that reflects the degree of deviation of the main parameters of the municipality from the regional average. Based on the results obtained, the territories are grouped according to the degree of differentiation, which makes it possible to justify the choice of measures and tools of regulatory influence on the development of individual municipalities by regional authorities. The methodology was tested on the example of the municipal districts of the Khabarovsk Territory. The study showed that the territories of the region are characterized by a critical level of the gap in the state of their socio-economic parameters, which is constantly growing. The results of the study can be used in the activities of the executive authorities of the region.

The level of natural and man-made hazards, risks in everyday life and professional activity require a new orientation of higher education in Ukraine, the need to update the content of education, forms and methods of its development with the focus on the safety of life and activity. The problem attracts the attention of scientists in the context of: training future specialists in technical, economic, pedagogical specialties. The ability to observe norms and traditions of safe living activity, to protect oneself and others from the dangers that may arise during emergency situations, scientists associate with the existence of a culture of safe living activity in a person. The culture of safe life activity of future specialists of socionomical specialties is understood as a complex, multilevel, dynamic phenomenon characterizing a special, socially recognized way of organizing one’s life. The structure of the culture of safe living consists of social-imperial, activity-executive and personal-value components. The training of future specialists of socionomical specialties for safe life activity occurred as a complex, dynamic process, which operates under the influence of various environmental factors and changes in the internal state of future specialists with their own individual characteristics. According to the results of correlation and cluster analysis, the links have been established and the interaction of structural elements of the culture of safe living conditions of future specialists of socionomical specialties as a result of special preparation for the safety of life and professional activity has been characterized. The activity-executive component proved to be decisive in forming the culture of safe living activity of future specialists. The personal and value component is subject to the least changes. However, in the conditions of the experiment, it is the personal-value component that acts as a factor uniting all other components into an integral phenomenon of the culture of safe living.

Forming of efficient socio-economic policy in conditions of modern globalization trends is characterized by the fact that external environment becomes more and more unclear, its changes become more frequent and its consequences become unpredictable. There is an urgent need to search for the reserves to improve territorial management. The process of managerial decision-making is an integral part of management cycle. It is necessary to have complex information to make efficient decisions that enables establishment of the system of direct and reverse relations between the activity of legislative and executive authorities and response to them in the regions. The system of monitoring is currently the one that is most relevant under market conditions. It provides quick collection of information on complex socio-economic phenomena and processes expressed in a few important parameters for immediate diagnostics of an object’s condition. The article deals with theoretical foundations of the research of the social and economic systems development. The authors prove that development should be considered as a general process in the organic unity of the socio-economic system. The necessity of monitoring the social and economic system of the region is outlined. To achieve the goal, the following general scientific and special research methods are used: observation, generalization, comparison and analysis, abstract and logical method. According to the results of methodological approaches, the definition of the term "social and economic system" is presented. The essence of social and economic system is disclosed in the article. The article argues that the development of the social and economic system is formed in a complex by the interconnected factors and is provided by an effective mechanism of state regulation and management at the regional level. The authors prove that the essence of management of the development of socio-economic system can be defined as a special kind of purposeful activity, which contributes to the achievement of progressive changes in maintaining a dynamic equilibrium and the implementation of the process of expanded reproduction in the regions. The article provides suggestions over the development of monitoring of social and economic system in the region, which will allow to justify the priorities of social and economic development, will increase the effectiveness of strategic planning, forecasting and programming, and most importantly – will provide the necessary rates of economic growth and improving of the living standards.

The purpose of the article is to analyze and generalize the features and trends of the ethnonational policy of the ZUNR government in the conditions of the liberation struggle of 1918-1919. The main activities of the Ukrainian authorities to ensure the rights and freedoms of the foreign ethnic population are investigated. The legal basis of state ethnopolitics is analyzed. The attitude of national minorities to the construction of the Ukrainian state is determined. The prerequisites and the process of attracting representatives of the foreign ethnic population to practical activities for the development of Ukrainian statehood are investigated, the mechanism of national representation in government bodies is clarified, the structure and principles of their functioning are analyzed. It is summed up that the ethnopolitics of the ZUNR leadership was democratic, but the characteristic feature of the outlined chronotope was the difficult conditions caused by the aggression on the part of Poland. Therefore, many events of the Ukrainian government often remained declarative due to the impossibility of their implementation. Involvement of the foreign population to participate in the representative and executive structures of the Ukrainian government was not only an integral part of its ethno-national policy, but also an important factor in the development of the state. But national minorities, primarily Jews and Germans, showed a certain inconsistency and respecting neutrality in the Polish-Ukrainian war, significantly limited their participation in state processes.

Lord Curzon was the imperial gatekeeper who opened the way to parliamentary government in India by composing Edwin Montagu's declaration of 20 August 1917. He defined British policy as ‘the increasing association of Indians in every branch of the administration and the gradual development of self-governing institutions, with a view to the progressive realization of responsible government in India as an integral part of the British Empire’. Curzon himself acknowledged his authorship in an endorsement on his own printed copy of the declaration. On the eve of the War Cabinet's agreement to the declaration he included his proposed key words in a letter to Montagu, a document strangely overlooked in all of the many accounts of the matter. The only Cabinet departure from Curzon's key words was the substitution of ‘progressive’ for ‘fuller’. Montagu questioned the latter term and Curzon proposed the former. There was nothing impromptu about the drafting. For months variations on it had been floated in correspondence between the authorities in India and London. The use and meaning of ‘self-government’ had been widely canvassed. It is generally understood that ‘responsible government’ went beyond ‘self-government’, for in constitutional parlance it must mean a parliamentary system (with a responsible executive), whereas ‘self-government’ might be achievable in non-Westminster forms. The justification for dyarchy, the essence of the Montagu-Chelmsford reforms, lay in its apparent satisfaction of the declaration's espousal of the principle of responsiblity.

Gender mainstreaming is an integral part of the process of building a democratic society, including in thepolitical sphere. In order to draw conclusions about gender equality in the political sphere, it is necessaryto constantly investigate the current situation. An indicator of gender equality in the political sphere is therepresentation of women and men in the governmental institutions. Therefore, there is a need to analyse thegender structure of central and local authorities in the European Union.The aim of the paper is to analyse the representation of women and men in elected authorities andgovernments of the European Union and Ukraine. The author explored the participation of men and womenin the European Parliament, national parliaments of European countries, national governmental authorities,regional and local parliaments of the EU and Ukraine.The gender structures of different authorities were compared. The countries with gender equality in thepolitical sphere and the countries with the largest imbalances were identified.The author analysed the factors that contributed to the establishment of equality in countries with indicatorsas close as possible to gender balance (Scandinavian countries). Among such factors the most interesting are:emancipation of women; high level of social development; institutional factors and legislation as incentives.A comparison of the gender structures of the central executive and legislative bodies and local councils ofUkraine and Poland was made.

The article is devoted to the methodological aspects of assessing the sustainability of the regional innovation system and assessing the contribution of the triad participants (education / science, business, government) to the overall region innovative development based on the Triple Helix model. The system of indicators has been determined, which allows to study the region innovative development as a whole and separately pursuant to the blocks of indicators of the triad. Integral rating assessments of the innovative development of the northern regions of Russia of the resource type for the period from 2010-2019 were performed, on the basis of which the levels of innovative sustainability of the regions were calculated and the shares of the contribution of the triad participants in the overall region innovative developmental economy were determined. The authors believe that the proposed methodological approach (algorithm) based on the Triple Helix model adequately solves the assessment of the level of sustainability of the innovative development of regions and the assessment of the contribution of the Triad participants to the overall region innovative development. In order to identify the strengths and weaknesses of the activities of the participants of the triad, innovative profiles of the regions have been built, which allow the executive bodies of local government to make appropriate regulatory and managerial decisions aimed at improving the weak positions of the activities of the participants in the triad. The main advantages of using this method include the simplicity of performing numerical calculations based on the standard Microsoft Excel platform, the use of official statistics that exclude the effect of subjectivity arising from the use of various weight coefficients. The obtained study results may be used by regional authorities to adjust the existing program documents in the field of innovation policy, as well as by various economic and social actors for monitoring and predictive assessment of the innovative development of their industry.

IntroductionSelf-regulation (the ability to regulate emotion, attention, cognition and behaviour) is an integral part of early learning competence in the years prior to school. Self-regulation skills are critical to ongoing learning behaviours, achievement and well-being. Emerging neurological evidence suggests coordinated music and movement participation could support self-regulation development for all children. A pilot study in 2016 introduced a coordinated music and movement programme designed to boost self-regulation skills in children in disadvantaged communities, delivered by visiting specialists, with promising findings. The intervention is based on the neuroscience of beat synchronisation, rhythmic entrainment and the cognitive benefits of music therapy and music education—and is called Rhythm and Movement for Self-Regulation (RAMSR). This study builds on the pilot by training regular teachers to deliver RAMSR in their classrooms (rather than visiting specialists). The study aims to establish the effectiveness of RAMSR, which is designed to translate the cognitive benefits that accrue from rhythm participation to address self-regulation for children who do not typically access high-quality music programmes.Methods and analysisWe will recruit 237 children from up to eight kindergartens in low socioeconomic areas. Intervention: teachers will be trained to deliver the RAMSR intervention during group time in kindergartens, daily for 8 weeks. Control: usual practice kindergarten programme. Follow-up: end of intervention using child assessments and teacher report; 12 months postbaseline using school teacher reports following school transition. Primary outcomes: executive function and self-regulation. La amenaza que representa la inseguridad pública en América Latina ha conllevado que muchos de los gobiernos asolados por ella recurran a las políticas de militarización. En el caso de México, el gobierno creó la Guardia Nacional para pacificar el país. El objetivo del artículo es responder la pregunta ¿por qué, pese a los argumentos y posturas de diferentes actores nacionales e internacionales, la Administración Federal en México (2018-2024) decidió crear una Guardia Nacional para combatir y reducir los índices de violencia? El estudio emplea un método explicativo y utiliza información del Banco Mundial, el Instituto Nacional de Estadística y Geografía (INEGI), el Fórum Brasileño de Seguridad Pública, World Prision Brief, el Índice de Paz Global, y el Secretariado Ejecutivo del Sistema Nacional de Seguridad Pública (SESNSP). La teoría de las políticas públicas en democracia permite explicar la importancia del desarrollo de esta última para comprender el diseño y los resultados de las primeras. Se toman como referencia los casos de Brasil y Colombia, países que han recurrido a estrategias de militarización (pero con resultados distintos), donde la variable ha sido el gasto militar. En ese ámbito, México está muy por debajo de los dos países aludidos. Abstract The threat posed by public insecurity in Latin America has led many of the governments affected by this problem to resort to militarization policies. In the case of Mexico, the government created the National Guard to pacify the country. The purpose of this article is to answer the question why, despite the arguments and positions of different national and international actors, the Federal Administration in Mexico (2018-2024) decided to create a National Guard to combat and reduce the rates of violence? The study uses an explanatory method and bases on information from the World Bank, the National Institute of Statistics and Geography (INEGI), the Brazilian Public Security Forum, the World Prision Brief, the Global Peace Index, and the Executive Secretariat of the National Public Security System (SESNSP). The theory of public policies in democracy allows to explain the importance of the development of the latter to understand the design and results of the former. The cases of Brazil and Colombia, countries that have resorted to militarization strategies (but with different results), where the variable has been military spending, are taken as reference. In that area, Mexico is well below the two countries mentioned.

The wellness and recreation situation in its complexity does not significantly differ from other socio-economic problems of urban agglomerations in Ukraine and needs to be addressed in the context of the Sustainable Development Goals, especially in improving public well-being and health. The purpose of this article is to identify the relationship between health improvement, recreation and tourism, displayed in the management structure of the urban agglomeration, and the social, environmental and economic state of wellness and recreation. The relationship is determined by the index method/geometric mean of relevant relative indices (inclusion, experience economy, health improvement with rest, recovery function of leisure, wellness and recreation ecology) with the 2009–2018 dynamics by regions with the largest urban agglomerations of Ukraine. The analysis of management structures of the Dnipro, Kyiv, Odesa and Kharkiv executive bodies reveals special aspects in reflecting the wellness and recreation functions, including tourism and urban ecology. Based on the comparison of rating analyses, it is justified whether wellness and recreation reflected in the structure of urban agglomeration management meets its social, environmental and economic health. Comparison results for the relative indices of wellness and recreation in urban agglomerations and regions of Ukraine by economic (income level, directing additional funds for recreation), social (health, no impact of diseases on performance) or environmental (air pollution per person) factors, as well as altogether (comparison of integral indicators), are the basis for smoothing the situation with wellness and recreation in the country according to the inclusive sustainable development principle. The article focuses on debatable issues of the theory of financial control, related to finance controlling function. The author investigates the scientists’ positions based on the two major concepts. The proponents of the first concept think that financial control originates from the existence of the special finance’s controlling function, their opponents deny the existence of finance’s controlling function, however, they do not decline the existence of financial control which is intentionally arranged by the government, government departments and authorities. It does not automatically emerge from the essence of finance. The author substantiates her own vision on this issue. The article presents the results of the analysis of controlling functions of the executive departments of the state and municipal administrations in the Udmurt Republic. The structure of financial improprieties and their causes are also under consideration. Risk-based financial control is in the focal point of the article. The author identifies the notion of risk in the area of financial control, makes up the table of rating scales of risks based on the criteria of “probability” and “materiality”. To define the degree of risk the author suggests applying the standards of risk estimation by variation coefficient. Additionally, another variant of risk estimation is also suggested, which is based on the development of integral indicator on the calculation of average estimates. The article discusses the problems in the performance of the financial control departments and suggests the solutions to the problems.

Background Although coaching programs have become a prominent piece of graduate medical education, they have yet to become an integral part of undergraduate medical education. A handful of medical schools have utilized longitudinal coaching experiences as a method for professional identity formation, developing emotional intelligence and leadership. Objective We developed A Whole New Doctor (AWND), a medical student leadership development and coaching program at Georgetown University, with the aim of fostering resilience, leadership, and emotional intelligence at the nascent stage of physician training. To our knowledge, ours is the only program that is largely student-managed and uses certified executive coaches in the medical student population. Methods Cohort 1 of AWND started in October 2016. For each cohort, we hold a kickoff workshop that is highly interactive, fast-paced and covers coaching, complex thinking, reflective writing, and a coaching panel for Q&A. Following the workshop, students work with coaches individually to address self-identified weaknesses, tensions, and areas of conflict. We believe the program’s student-driven nature provides a new structural approach to professional development and leadership programs, offering students a simultaneously reflective and growth-oriented opportunity to develop essential non-technical skills for physician leaders. Results Of the 132 students in the program, 107 have worked with one of our coaches (81%). Student testimonials have been uniformly positive with students remarking on an increased sense of presence, improvements in communication, and more specific direction in their careers. Conclusion Our pilot coaching program has received positive feedback from students early in their medical training. It will be important to further scale the program to reach an increasing number of students and quantitatively evaluate participants for the long-term effects of our interventions.

The article points out that the process of introducing market relations in Ukraine and the growing role and importance of joint-stock companies in the economic development of the country and well-being of its citizens have created the need of corporate governance that emerged due to changing ownership structures and transition to market relations. The study shows that the corporate form of business organization is a new and complex phenomenon in Ukraine. Corporations (joint-stock companies) are the most widespread and significant form of business organization in the current conditions. It is emphasized that the defining feature of a corporation is that it is owned by shareholders who bought stock. This requires a completely different approach to management and control. The nature, role and principles of corporate governance framework are described. It is reasoned that since management and ownership are separated, there is a need to balance interests of shareholders and management. It is stressed that corporate governance is an important factor in the company’s activity and development, the primary purpose of which is to provide owners with the opportunity to organize and exercise effective control over management. The essence of corporate governance is to achieve a balance of interests for participants of corporate governance, namely: shareholders, managers, supervisory board and other groups and individuals (suppliers, consumers, creditors, government authorities, etc). The role and place of management in corporate governance, their interests and powers are highlighted. The following responsibilities are associated with executive bodies, or management: solving currents problems related to the corporation’s activities, ensuring decision-making by general meeting of shareholders and supervisory board, planning, organizing, motivating, coordinating, and monitoring. It is substantiated that management and corporate governance are different concepts. The key difference is that corporate governance is a wider concept, and management is an integral part of it. The effectiveness of corporate governance rests on the organization of the work of management.

La noción de que la Política Social en México está desarticulada, ha sido una constante durante las últimas dos décadas, tanto en la literatura académica como en el discurso de funcionarios públicos. Sin embargo, es importante entender este problema como el resultado de procesos más amplios de construcción del Estado y no como fallas aisladas de diseño de políticas públicas. Este articulo ilustra este desajuste, mostrando cómo en el país subsisten dos regímenes de bienestar, implementados desde el poder ejecutivo. El primero responde a la lógica universalista del Estado de Bienestar, modelo que prosperó en América Latina ligado a la Sustitución de Importaciones. El segundo responde a la lógica minimalista del Estado Neoliberal (representado en los programas focalizados de la Secretaría de Desarrollo Social). Para mostrar la coexistencia y falta de correspondencia entre ambos, se presenta un inventario de programas gubernamentales, basado en una revisión de documentos oficiales, sistematizándolos de acuerdo al régimen al que pertenecen.Abstract: The notion that social politic in Mexico is broken has been a constant in academic literature as in official public discourse for the last two decades. Nevertheless, it is important to understand this problem as the result of processes larger than the State’s construction and not only as isolated fails in public political plan. This article reveals this imbalance, showing how two regimes of welfare subsist in this country, implemented by the executive power. The first one responds to the universal logic of Welfare State, prosperous model in Latin America and bound to Import substitution. The second one responds to the minimalist logic of the Neoliberal State (represented in focus programs by the Social Development Secretariat). To show the coexistence and the lack of correspondence between both ways, an inventory of government programs revision is presented, based on of official documents, systematizing them according to their political regime.Résumé : La notion selon laquelle la politique sociale est désarticulée au Mexique a été une constante au cours des deux dernières décennies. Malgré tout, il est important de comprendre ce problème comme le résultat de processus plus amples qui vont au-delà de la construction d’un État et non pas de fautes isolées d’élaboration de politiques publiques. Cet article illustre ce désajustement, montrant comment subsistent dans ce pays deux régimes de prestation sociale mis en place par le pouvoir exécutif. Le premier répond à la logique universelle de l’État providence, modèle prospère en Amérique latine et lié à la politique de substitution à l’importation. Le deuxième répond à la logique minimaliste de l’État néolibéral (représenté par les programmes focalisés du Ministère de Développement Social). Pour démontrer la coexistence et le manque de correspondance entre les deux, un inventaire des programmes gouvernementaux est présenté, basé sur la révision de documents officiels, les classifiant selon leur régime d’appartenance.

IntroductionThe challenge of implementing best evidence into clinical practice is a major problem in modern healthcare that can result in ineffective, inefficient and unsafe care. There is a growing body of literature which suggests that the removal or reduction of low-value care practices (ie, deadoption) is integral to the delivery of high-quality care and the sustainability of our healthcare system. However, currently very little is known about deadoption practices in Canada. We propose to map the current state of deadoption in Canadian intensive care units (ICUs). A key deliverable of this work will include development of an inventory of barriers, facilitators and potential implementation strategies for guiding the deadoption efforts.Methods and analysisWe will use Canadian adult general systems ICUs as our laboratory of investigation and employ a two-phased sequential exploratory mixed-methods approach: (1) semi-structured interviews with critical care stakeholders to develop an understanding of the structure (ie, healthcare context), process (ie, actions and events in healthcare) and outcomes (ie, effects on health status, quality, knowledge or behaviour) of deadoption (phase I) and (2) surveys with a broader sample of critical care stakeholders to further identify important barriers and facilitators, as well as potential implementation strategies (phase II). Interview data will be analysed through qualitative content analysis and survey data will be analysed through quantitative analyses to identify top barriers and facilitators, as well as top rated strategies.Ethics and disseminationEthical approval has been obtained through the University of Calgary Research Ethics Board (REB 17–2153). Participants involved will have the opportunity to provide feedback on the final written reports to support accurate representation of the data. The findings of this study will be disseminated through peer-reviewed publications and oral presentations with critical care stakeholders across Canada. Patient and family partners will receive an executive summary of the findings.

The article presents a methodology for studying the state of institutions and mechanisms of municipal public policy, as well as its subject cross-section in the Saki municipal district of the Republic of Crimea based on the index approach. From these positions, the institutional design of this municipality (MO) is considered, its features are analyzed from the point of view of the solvency of institutions. The analysis of the specifics of evaluating subjects of municipal public policy (MPP) is given, which allows us to assess the quality of the implementation of the public potential of all parties to public interaction at the municipal district level. It is shown that the specifics of this MO is a positive and optimistic public attitude of local business: it highly evaluates its capabilities as a socially responsible agent of social policy, confidently interacts with the “third sector” and the population itself, as well as with local authorities. The dominant subject of the Saki district of the MPP is local authorities, especially its executive and administrative structures, which successfully implement the powers of the local self-government bodies. According to the obtained integral index assessment of the state of the MPP, a partner type of public policy has developed in the district, when the assessments of four groups of respondents (government representatives, NGOs, employees of the MUP and business) consolidated and located in the partner quadrant of the index space. This means that the expectations of all target groups, WFP public fields are not detached from each other, in the end, they interact based on the principles of multi-sectoral partnerships and mutual support in the adoption of socially important decisions in the development of the district. The potential for growth is more represented in the groups of NGOs-the community and representatives of municipal institutions.

Digital transformation of Australian hospitals is occurring rapidly. Although the clinical community has had limited ability to influence high-level decision making and investments into digital health technologies, as these technologies increasingly transform the way patients are cared for, the clinical community must influence the digital health agenda and be an integral part of the decision-making process. This case study details the process and lessons learnt during the development of the state-wide consensus statement detailing the clinical requirements for digital health initiatives to form the Queensland Digital Health Clinical Charter. To the best of our knowledge, Queensland is the first Australian jurisdiction to create a Digital Clinical Charter to be specifically referenced in the investment in and governance of digital health in hospitals. By developing this clinical charter for digital health, and in articulating the needs of clinicians, a clinical framework will be added to both the decision-making process around the investments in digital health and the definition and realisation of the expected benefits from these sizable investments. What is known about the topic? Digital transformation of healthcare is occurring rapidly. The clinical community has had limited ability to influence high-level decision making and investments into these digital health technologies. Tension currently exists between the clinical community who must use the new digital technologies and the technical groups that govern the introduction of the new technologies. This tension can be manifest as clinicians refusing to adopt new systems, safety concerns and an inability to reach consensus on direction. There are few peer reviewed publications addressing this tension between the clinical community and technical providers. What does this paper add? This paper is the first attempt to create a list of clinical requirements for digital transformation that crosses professional streams and is endorsed by the state-wide executive leadership team to inform the acquisition and governance of digital health technologies. What are the implications for practitioners? Clinicians can feel excluded and marginalised during the decision-making process for new digital technologies, despite the fact that they are often using these technologies to deliver hands-on care to patients. This charter clearly articulates the requirements of clinicians for digital transformation and has been endorsed by the executive leadership team of Queensland Health. The charter adds a clinical framework to be referenced during the decision-making process around the investments in digital health, and the definition and realisation of the expected benefits from these sizable investments. As the digital landscape in public hospitals evolves, clinicians are becoming increasingly reliant upon digital technologies. It is critical that clinicians have a strong effect on technology acquisition and governance to maximise the quality and efficiency of the care they provide.
